Steps were taken for a permanent organization of the scientific and technical employees of the Government at their mass meeting on May 8. This was the result of an informal meeting on Apr. 23 of thirty representative Government scientists and technical men who organized the preliminary committee and called the mass meeting. This subject has been widely discussed during the last year and was brought acutely to the fore by the work of the Joint Congressional Reclassification Commission, because that Commission has stated that it wished to deal with employees only through organizations. Rodney H. True of the Department of Agriculture was Acting Chairman. He pointed out that the principal advantages that were expected to be derived from such an organization were: (1) Improvement of conditions and facilities for more effective scientific and technical work; (2) adequate presentation of the needs. and results of such work to the public and to legislative and administrative officers; (3) -greater freedom in both official and non-official activities; (4) just and reasonable salaries based on service performed and the economic and social conditions which prevail; (5) greater public recognition of the aims and purposes of research; (6) advancement of science and technology as an essential element of national life. Three plans of organization were offered to the meeting, which covered the fundamental principles which could be utilized by these Government employees. The first plan would have permitted the new organization to work only through existing scientific organizations. This is the plan that scientific and technical Government employees in England have adopted and an outline of the English plan was read to the meeting.

THE great number of wells being drilled in the Gulf Coast creates a great demand for and an opportunity to improve the methods of drilling wells and of producing oil from them. Some improvements have been made, but in the present strenuous drilling campaign at Spindletop, the quickest methods of drilling and completing wells are much too slow. Therefore, not a great deal of thought has been given to any new methods. However, one can not help but compare the method and equipment used in the present-day drilling campaign at Spindletop with those of 1901. The differences in equipment and methods are staggering and the present-day operators can hardly imagine how the old operators ever were able to drill a well. The "Old Timers" explain the reason as being that "Men were men in those days and not much machinery was necessary." Yet the development in 25 years of thought and study has brought about a great improvement in equipment and in methods. I believe there has been a great deal more thought given to the development and improvement of drilling equipment and methods and to the completion of wells than has been given to the actual production operations.

The increasing demand for greater speed and more accuracy, in making daily assays of ores and products from mills treating material containing but very small quantities of lead and copper, has caused the older analytical methods to be supplanted by new ones devised to meet the needs of modern work. For " control" work in copper-analyses, I had, previous to the present equipment, introduced in my laboratory the ordinary electrolytic method, using hollow cylindrical electrodes; and with these I began a series of experiments in determining the lead-content of daily mill-samples and controls. The results, proving accurate and satisfactory, I then devised, with Mr. H. E. T. Haultain, a cheaper electrode than the ordinary jaCket-electrode, which costs from $15 to $20,—the expense of the older form making the installation of many units very costly. The form of cathode finally adopted as the most satisfactory, shown in Fig. 1, is cut from 0.001-in. platinum foil. It is 12.5 cm. long, and is divided into a blade 4 cm. wide and 6.25 cm. long, and a tongue 0.7 cm. aide and 6.25 long, the immersion area being 50 sq. cm. and weight 1.5 grams. The blade is first sand-blasted and then corrugated lengthwise, in order to impart the necessary rigidity. Strips of platinum foil 0.001 in. thick, 12.5 cm. long and 0.5 cm. aide, having a median corrugation, form the anodes. Three electrodes are used in each cell; one anode in the middle and one cathode on each side of the anode. These electrodes are connected to slotted aluminum terminals, in which they are held by contact pressure. The terminals are 5/16in. rods, projecting 2 in. horizontally in front of the wall of the cabinet; at the back the middle electrode (anode) is connected with one pole of the current, and the two outer ones (cathodes) with the other pole.

Many proposals have recently been made regarding the broadening of engineering education, often with little consideration of the problems their application involves. The chief purpose of this paper is to point out how many and how complex are the questions that absolutely must be answered, in any conscientious effort to solve the problem of liberalizing engineering curricula. Among proposed additions, more training than is now given has been urged in public speaking, report writing, business law and contra s, general finance, money and banking, scientific management, gene ' economics, economic and financial history, social problems, labor pre lems, public ownership, psychology and similar related subjects. T urge in this direction is widespread and persistent. In discussing the blem, the following questions must be given careful consideration, an he absolutely definite conclusion reached: 1. The Present Curriculum Load.—Is this load actually too heavy? In the face of this load, is there room to add broadening subjects to our curricula? Can elimination of present subject matter make room for such additions? Can an elective system accomplish the desired end? 2. Problem of Early Specialization.—Is early specialization a weak ness? Is industry forcing early specialization? Do our varied degrees demand early specialization? Can broadening be harmonized with the present degree of specialization? 3. Graduate Work to Solve the Broadening Problem.—Can we add the desired work in the graduate school? Are the proposed additions of graduate caliber? Is it desired to reduce graduate standards? Can present undergraduate work be removed to the graduate school, to make room for desired broadening courses? Is graduate work normally broadening, or is it specialization ? 4. Importance of Proposed Additions.—Will they increase entrance salaries? Will they increase the engineer's efficiency? Will they raise

7.4-1. Introduction. Ever since explosives were discovered and developed for mining purposes, there has existed the problem of determining what effect the air and ground vibrations resulting from blasting have on structures of various types. This problem is especially acute for surface operations such as open pit mines, quarries, and construction projects that are in the proximity of residential districts, scientific laboratories, or other vibration-sensitive structures. Because the general public is directly involved in the blasting vibration problem, it has been of major concern to local, state, and federal governments, as well as to mining and construction companies, explosive manufacturers, insurance companies, and scientific investigators. Consequently, many investigations have been conducted, both in this country and abroad, on the effects of air and ground vibration on residential and other structures. E. H. Rockwell made some of the first studies in this country on the vibrations produced by blasting and the effect that these vibrations have on structures (18). In his publications, he stressed the need for measuring the vibrations from quarry blasting in order to establish the level of vibration as a function of charge size and distance. The concept of a damage criterion for structures was developed shortly thereafter, and a displacement of less than 0.03 in. was considered safe. During the period from 1939-1942, the Bureau of Mines conducted an extensive investigation on the problem of seismic effects of quarry blasting. This work, summarized in Bulletin 442 (20) was the first major effort for establishing damage criteria for residential structures based on experimental data. Phase diagrams for the Ti-W and Ti-Ta systems were determined. The Ti-W system is characterized by a wide, two-phase region of ß plus tungsten which is derived from a peritectic reaction between the liquid and tungsten solid solutions. The ß field terminates in a eutectoid reaction between a titanium and tungsten terminal solid solution. Tantalum and ß titanium form a complete series of solid solutions. Other features of this system are the extensive a-ß field at low temperatures and an appreciable solubility of tantalum in a titanium. BOTH tungsten and tantalum were first thought to form ß-isomorphous systems with titanium as a result of early work' using powder-metallurgical techniques. Later work2 on arc-melted Ti-Ta alloys, made using a commercial titanium base, showed that, in the range of 0 to 10 pct, tantalum was soluble in ß titanium and that the a solubility extended to between 2 and 5 pct Ta at 790 °C. The present investigation covered the entire alloy range in both systems and was chiefly concerned with high-purity alloys at the titanium-rich end. The constitution of titanium-rich alloys made with a commercial titanium base was reported by Holla-day, Kura, and Jackson.3, 4 As will be shown in detail later, the early prediction of a isomorphism was true for the case of the Ti-Ta system, but not for the Ti-W system. The results of this investigation will be presented first. The experimental methods used are described in the Appendix. Ti-W System The entire Ti-W phase diagram is shown in Fig. 1. Details of the titanium-rich side are shown in Fig. 2. The chief features of the system are a ß eutectoid and a high-temperature peritectic between liquid and tungsten solid solution. Melting Range: Examination of cast structures of low and medium-tungsten-content ingots showed cored ß phase as the primary constituent. Fig. 3a illustrates a typical cast structure for alloys in the range of 20 to 30 pct W. From 30 to 72 pct W, coring was very severe. Alloys containing 72 through 88 pct W, however, showed definite evidence of a peritectic reaction between the liquid and a terminal solid solution of titanium in tungsten. Fig. 3b shows the cast structure for an 80 pct W alloy. A 95 pct W alloy, shown in Fig. 4, consisted primarily of primary tungsten solid solution plus a small quantity of ß probably rejected during cooling. Incipient-melting experiments located the peritectic temperature between 1850" and 1900°C and indicated that the reacting phases are liquid containing about 25 pct W and tungsten terminal solid solution containing about 8 pct Ti. The Jones Mine (or Johannes Mine, as it was originally called, from a former proprietor), situated near Springfield, in the township of Caernarvon, Berks County, Pennsylvania, has long been known as a large deposit of magnetic iron ore, associated with more or less copper pyrites, and with malachite and chrysocolla. It occurs in a belt of soft schistose rocks which rest upon the Laurentian gneiss of the Welsh Mountain,' and to the northward are soon concealed by the unconformably overlying Mesozoic sandstone of the region. These metalliferous strata belong to the Primal slates of Rodgers, which, in many other localities in this region, include similar deposits of iron ores associated with more or less copper, and often accompanied by chloritic and argillaceous schists, and, more rarely, by serpentine and small lenticular masses of crystalline limestone. The phrase "Clean Synthetic Fluid Fuels From Coal," implies that it is possible to obtain adequate and dependable supplies of fuel without sacrificing the quality of our air, water, and land. Because of the long lead times needed to develop technical feasibility, into commercial reality, however, vigorous efforts must be made now in order to do it. The available options for clean fuels include many exotic sources, like solar and geothermal power, fuel cells, and thermionic and thermoelectric systems. To solve the energy crisis, however, we have three basic energy criteria-abundance, reliability, and commercial availability by 1985. Only processes based on converting coal and oil shale to clean, synthetic fluid fuels can meet all three.

Diatomite deposits, the skeletal remains of tiny aquatic plants called diatoms, are found in many parts of the world. Only a few of these deposits are of commercial value. Open pit mining is used in nearly all deposits now being worked. Processing methods range from simple drying, crushing, sizing and packaging to carefully controlled and highly sophisticated calcining and air classification procedures, employing the latest control and testing techniques. The major uses of processed diatomite are infiltration as filter aids and fillers and extenders.

In recent years, several methods have been proposed for correlation of physical properties and behavior of hydrocarbon systems. These correlations were found to be unsatis. factory for predicting differential gas liberation and shrinkage data now obtained experimentally. To achieve the desired accuracy, methods were developed to adjust the correlations with two experimental pieces of data. The required data are the saturation pressure at reservoir temperature and the specific volume or density at these conditions. The saturation pressure is used to adjust the vapor-liquid equilibrium-ratio correlations. The density measurement is used to determine the apparent density of liquid methane. With these adjustments, differential gas liberation and shrinkage are predicted within the experimental error. EQUILIBRIUM RATIOS Equilibrium ratios published by the National Gas Assn. of America' were used as a basis for the calculation. The convergence pressure for the sample was determined by using a hypothetical binary system, with methane as one component and the remainder of the system lumped together to form the other component. For the critical temperature of the heavy constituent, the weight average of the critical temperatures of the ethane and heavier components was used. The correlation of pseudo-critical temperature, density and molecular weight of Matthews, Roland and Katzl was used in this calculation for the hexane and heavier fractions. Points for the critical properties of methane and the hypothetical heavy constituent were placed on a chart of the critical loci of hydrocarbon systems. A critical loci for the hypothetical binary system was drawn, and the critical pressure of this system was determined at the reservoir temperature. This critical pressure became the convergence pressure for which equilibrium ratios were read from the NGAA4 charts. The NGAA equilibrium constants for C, through C, were used for the C,; through C, fractions since they were separated on the bases of normal paraffin boiling points. The correlation of Hoffman, Crump and Hocott5 as used to estimate the equilibrium constant for the C fraction. The NGAA eauilibrium-ratio charts are based primarily on paraffin systems and have to be corrected for the presence of naphthenes and aromatics. The correlations in the literature proved too unsatisfactory for determining these corrections. EXperimental data, the saturation pressure, is used with the correlation of Soloman2 to make this adjustment. The correction factors of Soloman were cross-plotted so that the factors for ethane and heavier components were made a function of the factor for methane. a2 = 0.7927 at + 0.1646 .........(1) where a, = correction coefficient for for methane NGAA equilibrium ratio, and a2t = correction coefficient for ethane and heavier NGAA equilibrium ratios. This equation and the equation for the bubble point are solved simultaneously for the correction coefficients. The bubble-point equation is anKnXn = 1.0 . . . . (2) The equilibrium constant for the saturation pressure at reservoir temperature is used. This procedure not only corrects for the relative volatility between components, but also assures that the results will be directly related to the experimental saturation pressure. METHANE DENSITY After determining a set of equilibrium ratios, the apparent density of condensed methane at 60°F and 14.7 psia was estimated. This was found to be necessary because the correlations of Standing3 ere found to be unsatisfactory. The law of additive volumes was employed to make this calculation.

When ore bodies are faulted or mill feed turns refractory, mining managers and engineers act vigorously to convert imminent failure into eventual success. The recent proliferation of onerous environmental regulations and restraints is likewise a threat to successful mining enterprise, in some ways more insidious and dangerous than the problems presented by natural obstacles. The regulatory burden has become so heavy that a pall of pessimism covers much of the mining industry. In this paper we frankly recommend an approach that does not just "make the best of it" but rather directs the whole environmental process: first, to improve planning, engineering, and operating procedures; and, second, to demonstrate the need for modification of laws and regulations which are intolerably burdensome to both the mining industry and the public.

There are few disasters so difficult to deal with as an underground fire. It is inaccessible at best, and generally unapproachable ; and it finds most material in the very places where it can do most harm, namely, in large stopes and in " heavy " ground where timbers are massed, and in shafts and level-stations where there are inevitably strong drafts to make the burning yet more fierce. The fire constituting the subject of this note occurred in the shaft of the Standard mine at Bodie, California, and originated after the departure of the night-force at 3 a.m., being discovered by the men going to work at 6.30. At that time it had gained already considerable headway, and was throwing smoke plentifully from the collar of the shaft. It must be premised, for understanding of the situation, that in this shaft all hoisting is done to the 320-foot level, where the material is dropped by chutes 30 feet. to the tunnel-level, through which it is run to the mill. This paper summarizes investigations during 1949 on three pilot plants for drying low-rank fine coal by entrapment in hot gases. Detailed operating results on processing seven coals having moisture ranging from 24 to 62 pet, formulas and data for calculating performance of large units, and general conclusions on the problem of drying fine coal are presented. THIS paper presents a summary of investigations by the Coal Branch of the Bureau of Mines during 1949 on the removal of internal moisture from low-rank coals by processing them in the entrained and fluidized state. A paper on this subject, giving a summary of the early work, was presented at the 1949 AIME annual meeting1 and gave a the- oretical discussion of the time and heat required to dry various sizes of low-rank coal. The investigations on two pilot plants were presented in the foregoing paper. During 1949, three additional pilot plants were built to study phases of the drying problem and to investigate different techniques of handling fine coal in the entrained and fluidized state. The present paper gives operating data on the new units and presents detailed data on the drying of seven coals having bed moisture ranging from 62 to 24 pct. The problem of removing surface moisture from fine coal is principally one of heat exchange and dispersion of the coal particles so that heat can reach the liquid moisture to permit evaporation, and it does not involve the factors of size and time of contact to any great extent. If enough heat can reach the surface of the particles at temperatures higher than 250°F, moisture evaporates almost instantly, and the factors of time and size are of secondary importance compared with the factors of heat balance and dispersion of the coal. Therefore, it does not appear to be necessary to employ a fluidized bed when removing surface moisture, and the most efficient process would be one in which the coal particles are entrained in a hot gas stream of optimum temperature traveling at a velocity that causes the particles to disperse into a low-density phase. When low-rank coals are dried, the fluidized bed is necessary to provide control of time of contact. This is done by adjusting the superficial velocity which controls the density or dispersion of the particles. The density of beds having fluidized properties suitable for drying low-rank coals appears to range from about 5 up to about 15 lb per cu ft. When the density is below 5 lb per cu ft, which represents a low-density phase, optimum conditions for removal of surface moisture should be found, and this requires superficial velocities of about 15 fps. The problem of removing bed moisture from low-rank coals involves consideration of size of coal, temperature, mass flow, heat balance, pressure, time of contact, and method of dispersing the coal in the heating mediums. A reliable technique has been developed for producing single crystals of tantalum in the form of small diameter wires. By suitably heat treating these and polycrystal samples, first in an oxygen atmosphere and finally in vacuum, it has been found possible to reduce residual resistivities to 10-3 microhm-cm. The purity of these samples is thus comparable to the purities obtained in zone-refined silver, copper, and aluminum. THE growth and purification of pure single crystals of the transition metals is, in general, difficult. The high melting and annealing temperatures of these metals make it necessary to employ rather special techniques in any crystallization process. In addition, the transition metals show a great affinity for and are easily contaminated by nitrogen, oxygen, and carbon. The Zistersdorf field, near Vienna, continues to be Austria's only producing area. During the year the field was slightly extended by Rohol Gewinnungs A.G. in its Rag 2, which in April came in for an initial 120 tons daily through an 8-mm. (0.315-in.) bean, from the twelfth Sarmat sand at 1447 m. (4747 ft.). The amount of fluid produced by this well has remained essentially constant, but after the first several months water appeared and increased to some 50 per cent of the total. TWO subsequent extension wells, Rag 3 and Rag 5, northeast and west of Rag 2, found only water-bearing sands, and drilled through the main fault and into the Flysch at 1683 and 1401 m. (5522 and 4596 ft.), respectively. At the close of the year preparations were under way to deviate both wells away from the fault to test still deeper sands. Within the previously proven area of the field Erdolproduction's Gosting VII came in flowing a maximum of 440 tons daily, the highest individual production yet recorded. The melting and casting of any commercial metal depends upon the success with which the problems attendant to the handling of the specific metal are overcome. Common difficulties encountered in the handling of commercial metals are tendencies to burn or oxidize excessively, low fluidity, entrapment of dross, hot cracking, cold embrittlement, cold shuts, and un-soundness caused by gas evolution. Beryllium is not only subject to these same difficulties but is generally more sensitive to them than are the more common metals, thus necessitating more exact founding precautions. Characteristics of Beryllium Certain characteristics of beryllium which make it particularly difficult to handle in the plant or laboratory are as follows: 1. The melting point of beryllium is about 2400°F and pouring temperatures vary from 2600 to 2900°F, depending upon the degree of fluidity required. The extreme chemical activity, combined with the high temperatures, makes necessary the use of inert atmospheres, slags, or vacuum for protection during melting and pouring. Furthermore, beryllium tends to react with the melting crucibles, tools, and molds, thus requiring the selection of suitable materials and proper maintenance of these items. 2. The very marked absorption of gas by molten beryllium and the subsequent evolution of gas during solidification causes a great deal of difficulty with unsoundness. Beryllium castings may also be subject to unsoundness as a result of gas formation by chemical reaction with the mold surface during solidification. 3. The very marked chemical affinity between molten beryllium and the normal atmosphere causes the formation of dross. On relatively quiescent melts, this dross forms a very tenacious film which, if carried over to the mold, can cause defects such as the formation of skins or dross in the interior or on the surface of the casting; folds or defects similar to cold shuts may also be found. 4. During the pour and attendant turbulence, the dross may be mixed into the metal and then carried to the casting. There it may be entrapped during freezing and cause internal defects, or it may float to the surface and cause severe dross defects on the cope side of the castings. 5. Solid beryllium is very weak at a temperature near the solidus line; brittleness is also a problem at lower temperatures. Thus, hot and cold cracking must be guarded against. Scope of the Experimental Work All of these problems have been given consideration in the work at Battelle. Before the work was started at Battelle, it was customary to melt beryllium in a vacuum furnace or under flux in graphite-lined induction furnaces. Because of the difficulty of preventing gas unsoundness in beryllium castings, an investigation was undertaken primarily to study this particular problem and, secondarily, to devise methods of overcoming the other difficulties encountered in the founding of beryllium. The objectives of the laboratory work were multifold: 1. To devise a practical method of melting, other than vacuum melting, by means of which consistently sound beryllium castings could be produced. 2. To obtain fundamental data which would promote a better understanding of the causes of gas unsoundness in beryllium. 3. To develop a casting technique which would permit low melt temperatures, minimize dross defects and hot cracking, and eliminate reaction with the mold surface. Up to the present time, a considerable amount of progress has been made on the first and third objectives, with the result that it can now be safely stated that consistently sound castings can be made by the open-pot melting method, using argon as a protective atmosphere and a proper casting technique. There has been some progress on the second objective of the project, but it cannot yet be safely stated that the problem is completely understood. Most of the experimental work has been conducted in an enclosed melting and pouring apparatus in which very-close control of melting variables has been effected. Findings based on the results of the work conducted in this small experimental apparatus have been applied to large-scale melts which have been made by techniques suitable for duplication on a commercial scale.
