One of the principal activities of the Bureau of Mines connected with the recent war was to help to increase the supply of strategic and critical minerals. Fluorite was one of the most critical of the nonmetallic minerals because of the increased demand for it as a flux in basic open-hearth and electric steel furnaces and as a raw material for the production of artificial cryolite used in the aluminum industry. Wartime developments in the technology of hydrofluoric acid, such as the use of the anhydrous acid as a catalyst in production of high-octane gasoline and the use of organic fluorides as carriers for insecticides, also increased the demand for acid-grade fluorite. † In 1943 the consumption of acid-grade fluorite was advancing at a more rapid rate than production, and was only slightly less than production during the latter half of the year.' The outlook for the postwar market for fluorite is encouraging Steel production is expected to remain high until the domestic demand for commodities not manufactured during the war is satisfied. The uses for hydrofluoric acid are expected to increase under the impetus of war-initiated research. In consideration of these and other factors some authorities predict a postwar demand for fluorite equal to about 60 to 75 per cent of the wartime production.1,2 Others believe that the postwar fluorite industry will be permanently expanded over its prewar status3 Acknowledgment This paper is one of many reporting on various aspects of the Bureau of Mines program directed toward the more effective utilization of our mineral resources. The program has been under the general supervision of R. S. Dean, Assistant Director, since July 1942. The scope of the paper falls in the province of the Metallurgical Branch, whose activities embrace the separation of difficultly beneficiated ores, the production of pure metals from domestic deposits, the exploitation of marginal ore reserves, the recovery of secondary metals, and the improvement of present industrial metallurgical practice. The Grossmann principle1 for the calculation of hardenability of steel from composition is attractive because of its simplicity. It postulates that the hardenability of a steel for any particular grain size may be expressed in terms of an ideal critical diameter, which is the product of an ideal critical diameter for a "pure" iron-carbon base multiplied by a succession of factors for each element of composition contained, including the incidentals. It infers that the multiplying factor for a given quantity of an element is constant for all combinations of composition. Gross-mann has stated that in the great majority of cases the experimental values of hardenability are found to be well within 10 per cent of the calculated values. The validity of the scheme has been confirmed in principle by Crafts and Lamont2,3 and by Kramer et al.4 Their results differ from the original in the magnitude of the effect of some elements but, since they accepted the product concept and followed its direction, it is to be ex~ected that similar results would be obtained. Crafts and Lamont, in their second Paper, recognized that the factor relations for manganese and nickel were not continuously linear, but beyond certain critical amounts increase sharply. Austin, Van Note and Prater6 demonstrated nonlinear relations between hardenability and alloy contents. Their curves for chromium, silicon, manganese and nickel were all convex upward to show decreasing incremental effects. They concluded that Grossmann's factors under-evaluate the hardening effect of low percentage additions of these elements, and overevaluate the larger additions. More recently W. Stevens has found that the factor method fails when applied to complex steels containing two or three principal alloying elements other than carbon. Multiplying factors derived from his results bear a complex relation to composition and are not constant for a given amount of an element as the base composition varies. C. A. Liedholm7 found that, using either the Grossmann or the Crafts-Lamont multiplying factor values, not only were the relative hardenabilities of two heats of S.A.E. 6130 chromium-vanadium steel

In many of the bituminous-coal districts of this country, more than one seam of workable coal exists, and in most cases the lower seam is the more attractive, owing to either its greater thickness or its superior quality. Apprehension that the mining of a seam will destroy the availability of all overlying seams has hindered the development of many fields and has led to the unprofitable working of certain seams in order to save them from an expected total loss. The U. S. Coal & Coke Co., Gary, W. Va., was the first operator in the Pocahontas field to mine the No. 4 seam extensively, which occurs about 80 ft. above No. 3, the scam that was worked first. This was due to the fact that over large areas the upper seam was the only one of workable thickness, at that time. In two places, both seams were workable in the same area, the No. 4 being thinner and containing more impurities than No. 3 seam. In mining these areas, an attempt was made to keep the workings in the upper seam in advance of those in the lower one, and no pillar robbing was done in No. 3 seam until after pillars in that part of the upper seam directly over it had been mined. This resulted in an excessive development in the lower seam, with large areas of finished rooms and standing pillars. The top fell badly, and after a couple of years the falls became so heavy that pillar drawing was unduly expensive. To overcome this obstacle and allow No. 3 seam to be worked in some territory where No. 4 was thick, but too dirty for present use, a study was made of operating methods applied to superimposed seams in Pennsylvania and Maryland. This was started more than seven yean ago by the writer; his data, supplemented by more recent information gathered by his associates, and by two cases mentioned in recent foreign publications, form the basis of this paper. Superficial observation of the petroleum stabilization movement in 1932 is disappointing. Threatened overproduction persisted; waste continued; proration was violated; gasoline taxes were evaded; and, as a consequence, chaos threatened the industry as the year drew to a close. However, comparison of the movement in 1932 with its beginning a few years ago, and analyses of those influences that promote its growth as well as those which retard it, disclose some reasons for encouragement. Stabilization, as we see it, is not merely a mechanical engineering problem. It involves social engineering. By which we do not mean it is possible, or even desirable, to change the nature of men, but rather that it is possible to set up procedure that will avoid causing them to clash. It comprehends consideration of physical objects that is clearly within the field of the engineer, but it considers them only in relation to their distribution, utilization and control in harmony with philosophies that motivate men and shape current conceptions of right and wrong, or of justice and injustice if those terms be deemed more acceptable. Stabilization cannot be effected without utilizing the knowledge of the engineer, but neither can it be effected without utilizing more than comes within his traditional field of activity. In discussing the problem herein we shall endeavor to treat it briefly from that consolidated viewpoint. Rapid fluctuations in supply have characterized the oil industry from its beginning; yet only within the past ten years has an understanding begun to develop regarding the extent of waste—the degree of dissipation of natural resources—that attends the operation of the industry under the practices and laws which control it in the United States. The extent and regrettable consequences of those wastes, their underlying causes and the ease with which they could be prevented are not yet generally understood even within the industry. The Mines Operating Co.'s plant at Park City, Utah, was designed to treat the low-grade fillings in the old stopes of the Ontario mine. These fillings carry 6 to 14 oz. of silver, 1 to 2 lb. of copper, 0.01 to 0.015 oz. of gold, and a small percentage of lead and zinc. The treatment consists in mixing the crushed ore with coal dust and salt and then roasting in a new type of furnace by combustion of the contained fuel. The roasted ore is leached with an acid salt solution to dissolve the silver, gold, copper, and lead. At present these metals are precipitated together on scrap iron and the product sold to a refinery. The only new feature of importance in this scheme of treatment is the roasting process, which makes possible the chloridizing of ores without any loss of the valuable metals, and at a very low cost. History of the Development of the Process The roasting process- had its beginning in connection with research work at the Utah State School of Mines. N. C. Christensen, Jr., who held one of the School of Mines' fellowships, was engaged in some experimental work on blast roasting. At the same time I was doing some work on the insoluble gold in Mercur base ores. Mr. Christensen roasted some of this base gold ore in his pot furnace, and found that when he mixed a sufficiently low percentage of fuel with the ore, it did not sinter but roasted to a leachable product. We considered this a new application of blast roasting, and proceeded to test out a large number of ores in several different types of small roasters which we constructed.. This experimental work continued well into the summer of 1911. In August, 1911, the Consolidated Mercur Gold Mines Co. installed a small roaster of our design, which we proposed to operate on the counter-current principle, feeding mixed ore continuously on top, and at the same time drawing off the roasted ore from the bottom. In past years the exploration of the oil possibilities of Colombia has been confined to parts of three distinct physiographic provinces; namely, the coastal plains area near the Caribbean Sea, the Magdalena Valley and the upper reaches of the Maracaibo Basin near the Venezuelan border. During 1935, little exploratory work and no drilling was carried on on the coast, but there was considerable activity in the other two areas. In the Magdalena Valley, the Tropical Oil Co. continued its producing and development operations on the De Mares Concession. The Socony-Vacuum exercised the option it acquired in 1934 on Sr. Luciano Restrepo's concession adjacent to the Tropical property and north of the Sogamoso River. No wells have been started on the Socony's lands although, according to the terms of the lease, drilling must be started within the next two years. West of the Carare River and adjacent to the Tropical's southwestern boundary, the Sociedad Nacional del Carare denounced the lands formerly held by the Union Colombiana, whose lease automatically lapsed during the year owing to the company's failure to comply with its drilling obligations. In the same area, the concessions held by Callejas et al. and the Société Européene des Pétroles are also understood to have lapsed for the same reason. Holdings of other interests in the Magdalena Valley were inactive during the year. Near the upper part of the Maracaibo Basin, the Gulf, through its subsidiary the Colombian Petroleum Co., continued active exploration and development on its Barco concession. Colombian Petroleum Co.—The following information and that presented in the accompanying tables relating to the activities of the Colombian Petroleum Co. was supplied through the courtesy of Mr. E. S. Bleecker, chief geologist of that company. Four wells were completed during the year on the north Petrolea dome, where an attempt is being made to define the limits of the field. On the south end of the Petrolea anticline, one well, Petrolea No. 3, which might be classed as a wildcat, encountered a heavy flow of salt water immediately below the oil zone and had to be abandoned. A second location has been made 1 miles south of No. 3 and somewhat higher on

AT the new Graham-Central Mill of Eagle-Picher, near Galena, Ill., material is simultaneously dewatered and introduced into the ball-mill scoop boxes by the use of variable-speed, 24-in. spiral classifiers. This arrangement has proved satisfactory in that the moisture content of the wet feed is reduced, thus allowing maintenance of density within the mills, and a constant feed at any desired rate to the mills is provided. In this mill the primary feed is wet crushed to minus 1/2 in. and preconcentrated by jigs to produce a bulk lead-zinc-iron concentrate and a waste tailing. The jig concentrate is then dewatered by a conventional dewatering classifier and stored in bins ahead of the ball mills. Even though this material is well dewatered, the discharge at the bin bottom is sloppy because of the gradual drainage of the water from the surface of the particles. Conventional belt feeders with vertical cutoff gates are unsatisfactory because of the flushing characteristic of the wet sand. The new installation employs 24 in. x 10 ft, 9-in. Simplex double-pitch spiral classifiers for feeders from the bin bottoms to the ball mill scoop boxes (fig. 1). These units are arranged with straight tanks and are driven by 5 hp motors through a U. S. Vari-Drive to provide a 4 to 1 speed ratio. Each bin discharges through a chute into the rising side of the spiral. The flushing characteristic of the material from the bottom of the bin is utilized to maintain a steady feed. A small amount of water tapped into the bottom of the bin insures uniform feed to the classifier. Excess clear water drains over the weirs. Feed rate to the mills is controlled by the variable-speed drives. The feed delivered by the spiral at a given speed setting is relatively dry, uniform, and steady, and as such is easily controlled by the operator. The classifiers are set on a pitch of 5 in. per ft and have a sand-raking capacity of from 8 to 32 tons per hr. It is believed that the solution of this problem offers possibilities for the storage of deslimed rod-mill sands and other similar products of the industry.

Before the outbreak of the war in 1914, the only electric-furnace smelting plant operating on a commercial basis west of the Mississippi River was an electric pig-iron plant in California; rare metal ores were not smelted, concentrates of molybdenum, tungsten, uranium, and vanadium ores being shipped East for reduction. Practically no chrome ore was being mined, and only comparatively small amounts of manganese ore. Today there are two electric smelting plants in California, one in Washington, one in lowa, and four in Colorado; two plants are under construction in California, and one in Montana. Ores of manganese, chromium, molybdenum and tungsten are now smelted in the West, and although uranium and vanadium concentrates are still shipped to the East, they will probably be treated in western plants in a short time. The plant of the Ferro Alloy Co., at Utah Junction, contains one 750-kw., three-phase furnace, to which power is supplied by three 250-lrw. transformers, connected /Y to give 129 volts on the furnace cables, the transformer ratio being 13,200 to 75 volts. The furnace operates with an actual voltage of 120 volts, and produces about 3 tons of ferrochrome per 24 hr. from 40-per cent. Cr2O3 ore. The furnace consists of a steel shell of circular cross-section, 8 ft. (2.43 m.) in diameter by 7 ft. (2.13 m.) deep, lined with magnesite, and having three vertical carbon electrodes 12 in. (30.48 cm.) in diameter. A 450-kw. furnace, of the same size as the 750-kw. furnace, is also operated on chrome ore. There are two main sources of the water that floods productive oil or gas sands. The water may rise from the lower depths of the producing stratum, or it may come from beds above or below the oil-bearing formation. Usually the recovery of oil is decreased by water entering the oil sands, and most oil-field waters, especially those of deep wells, tend to foster the formation of an emulsion, which is expensive to treat. This paper deals with a method of distinguishing between waters that encroach upon oil-bearing beds from sources in the same stratum and waters that reach the oil sands from horizons above. In order to remedy effectually water difficulties in oil and gas wells, it is absolutely necessary to determine the source of the invading water. Sometimes evidence such as the structural relations between the strata penetrated by deighboring wells and those found in the well under investigation is not adequate; also, data from drill logs and well records, from mechanical tests made on the wells by plugs, testers, drilling tools, etc., and from tests by chemical indicators such as eosin and Venetian red, may be unsatisfactory, for such data may fail to locate the source of the infiltrating waters. As a resort in such cases, the application of chemical analyses, that is, the comparison of an analysis of the water in question with that of typical waters from the various water horizons in that particular district, has in certain instances proved of value. This method has been used to advantage in the Westside Coalinga field of California, where the source of water may be fairly definitely determined , from its composition. The chief conclusions concerning the chemistry of the oil-field waters in California by G. S. Rogers1 are: "Oil-field water is not necessarily salty, as is generally believed, and may not be even slightly salty to the taste. The degree of concentration of chloride in such water is governed primarily by local conditions and is not affected by the position of the water in relation to oil. During an investigation of high-strength manganese bronze by til Engineering Division of the Air Service, at McCook Field, Dayton, Ohio, particles of a "blue constituent" were noted in the microstructure of most of the bronzes examined. The constitution of the simple copper-zinc base alloy is still a matter of dispute in spite of the fact that the copper-zinc series is one of the oldest industrially important groups of alloys, and has received thc carly co~l+itlcl-ntio11 of scirntific rcsc:trch. Shepherd? was unable to detect any thermal arrests at this temperature, his. diagram was essentially as shown in Fig. 1, except that the line at 470" ('. was omitted and the beta phase carried down to normal temperature. 1,:ttcr. carpenter and Edwards, by a very painstaking research, definitely established the authenticity of the line but attributed it to the breakdown of the BETA constituent into a cutectoid of alpha and gamma. microscopic evidence of the formation of the cutectoid is doubtful and it seems more likely to he due to an allo-tropic change in the beta constituent as shown by Fig. 1. Metal mines were developed long before coal mines and the early lighting of underground workings was effected by torches and candles. The early coal mines were outcrop workings and little trouble was experienced from gas, but as the mines became deeper and shaft mines were opened it became apparent that an open-fame lamp was exceedingly dangerous where gas occurred. No satisfactory way of lighting gaseous coal mines was found until Sir Humphrey Davy brought out his famous safety lamp in 1815. The introduction of the Davy lamp was a great step forward but it was unsatisfactory from a light standpoint because the gauze absorbed a large percentage of the light given out by the flame. Clanny corrected this by the introduction of a cylindrical glass lens, which not only permitted a free distribution of the light from the flame but added greatly to the safety by eliminating the possibility of the flame coming in contact with the gauze and by protecting the flame against air currents. A very complete story of the flame safety lamp since its inception is given in the U. S. Bureau of Mines Bulletin No. 227, by J. W. Paul, I;. C. Ilsley and E. J. Gleim, published in 1924. A little more recent publication, known as Safety in Mines Research Board Paper No. 4, entitled "The Light Power of Flame Safety Lamps," by R. V. Wheeler and D. W. Woodhead, was published in England in 1927. The flame safety lamp was the only lamp available for gaseous mines for about 100 years. Although the incandescent electric lamp has been in use over 50 years, it was not found safe to use this lamp from wired circuits in gaseous locations. The storage battery was advocated shortly after the development of the incandescent lamp but until the introduction of the tungsten filament in the miniature mine-lamp bulb, the battery lamp was not a real possibility because of the excessive weight of the battery necessary to produce a sufficient amount of light. This paper is a progress report of a study the authors are making of the sucker-rod pump, considered as a vibrating system with one degree of freedom, with forced vibrations and with viscous damping. Dr. S. Timoshenko's formula is given, defining such a system. Each factor is considered in respect to the problem of operating sucker rods, and the zone is pointed out in which the mathematics do not apply to the sucker-rod pump, because of its variable mass. This general theory is interpreted in the light of nearly two years of testing wells in the field, and correlating the results of other tests. The motion of the pumping mechanism is a vibration. The string of sucker rods vibrates with a natural frequency. The motion of the plunger is the result of adding together these two vibrations, and is modified by a damping or friction factor. The controlling factor appears to be the ratio of the period of the natural vibration of the rod string to the period of the vibration of the pump. The first conclusion is that a definite value of this ratio, which is below resonance and is probably not greater than 0.5, should not be exceeded in order to assure satisfactory performance from the sucker rods. The second conclusion is that the component parts of the pumping equipment should be selected to give the smallest practical period of the natural vibration, and when this does not permit operation at a safe speed and give the required plunger displacement, a longer polished-rod stroke should be used. While the quantitative results are but rough approximations, the qualitative analysis of pumping problems on this basis promises to be of considerable value in diagnosing the cause of poor performance and prescribing suitable remedies. The trouble that results, whenever it becomes necessary to crowd the sucker-rod pump, to take potentials or to handle increasing volumes of water, is responsible for the belief that this type of pump is not equal to present day needs, and that it is only a question of time before some other pumping device will take its place. An expression for the diffusion coefficient of inlerstitial atoms in the bcc lattice is derived which takes account of jumps between tetrahedral and octahedral interstices. The results are applied to the case of carbon diffusion in iron to find values for jump frequencies of the types, octahedral-tetrahedral, tetra-hedral-tetrahedral, and tetrahedral-octahedral. ThERE has been renewed discussion1-5 concerning the mechanism of diffusion of interstitial atoms in the bcc lattice. This lattice has both octahedral and tetrahedral interstices, and it has been pointed out that the interstitial atoms may make jumps of the octahedral-octahedral type, hereafter called o-o, octahedral-tetrahedral, o-t, and tetrahedral-tetrahedral, t-t. Doubt has been cast on the applicability of snoek's8 model for internal friction to some interstitial migrations in bcc lattices wherein he proposed 0-0 jumps as the principal mechanism of migration. Also, the anomalous excess diffusion of carbon in iron at high temperatures4 has been ascribed to t-t jumps,2,3 even though the sites normally occupied are octahedral. In this paper an expression is derived for the diffusion coefficient, taking account of the three types of jump mentioned. The relationship of the coefficient to the corresponding internal friction relaxation time is found for the limiting case corresponding to Snoek's model. These results are applied to the case of carbon in iron. In Fig. 1, the structure is shown with the locations of the interstices.
