MANY MISUNDERSTANDINGS have arisen regarding -Al the purchase by the Government of 24,000,000 oz. of domestically produced silver annually for the next four years at a price of 64 1/2c. to the producer. Some editorials have an¬nounced rather sarcastically that be¬cause of the strong western silver bloc in Congress, the Administration is paying a bonus of approximately $22,000,000 to a few large silver produc¬ers of the West, the amount being figured on the total purchase of about 100,000,000 oz. and the difference between the Government price and the world price for silver. Actually the Government will make a profit on this purchase, due to seigniorage, of something over $60,000,000. The 96,000,000 oz. of silver, for which the producers will receive approximately $62,000,000, will be produced in association with at least $100,000,000 worth of lead, zinc, copper and gold; the greater part of this $162,000,000 worth of metal will be produced at little profit to the mining companies, as will be shown later, because of the low prices for lead, copper and zinc. This amount of money will be spent largely for labor and supplies, thus greatly relieving the national burden of unemployment. Certainly, western mining, in the purchase of this silver, is not victimizing the Federal Government.

An evaluation of the economics of mining the deep, thick oil shale deposits of the central portion of the Piceance Creek basin, Colorado, U.S.A. is presented in this paper. For the analysis, a modified large scale underground mining system developed by Cameron Engineers, Inc. and the Gas Combustion retorting process developed by the U.S. Bureau of Mines were used to determine capital investment and annual operating costs. A modified risk analysis computer program was then used to calculate DCFROI’s for various grades of oil shale and selling prices of partially refined shale oil. Sensitivity analyses were performed to quantify the affect of bonus bid payments, operating costs, capital investment, and all costs on DCFROI. In addition, a probabilistic evaluation was made to determine the risk involved in obtaining desired rates of return. Results of the economic evaluation indicate that for current selling prices of crude oil a high risk is involved in obtaining a DCFROI of 15%, unless only higher grades of oil shale are mined. However, mining only the higher grade oil shales, 125 l/mt (30 gpt) and above, would effectively reduce the potentially mineable resources by 90%. Risk can also be reduced through higher selling prices of shale oil. Sensitivity analyses indicate that the capital investment has a three times greater effect on required selling price than total operating costs.

ESSENTIAL requirements for ensuring safe working atmospheres in underground metal mines are planned systems of ventilation and provision for effective distribution of sufficient volumes of air by auxiliary equipment. Investigators1 in the past have suggested that quantities of air supply ranging from 300 to 800 cu. ft. of air per minute per man underground are necessary, to establish adequate general ventilation. These fundamentals are just as important as the use of water in dust suppression, control of blasting, the use of personal protective equipment, frequent inspection of working areas and education of employees in good dust-prevention practice. During the past two years the necessity for direct control of the underground working environment has become particularly urgent. The increase in production rate, with two-shift and three-shift operation replacing the single shift, has complicated the problem of dealing with excessive concentrations of blasting fumes and gases, carbon dioxide and monoxide, heat and oxygen deficiency. Although previous industrial hygiene programs had given consideration to these factors, they were generally regarded by mine operators as secondary to the control of dust hazards. Today, blasting smoke in a mining area means delayed production because the miner cannot return to his work place after a short interval. Smoke on the haulage level means a safety hazard and exposure of the underground employees to excessive concentrations of atmospheric contaminants. Exposure to the moderately excessive concentrations of carbon dioxide and monoxide found in metal mines has caused physiological disturbances and a decreased capacity for work; deficiency of oxygen, in some cases to as low as 3 per cent, has resulted in fatalities. During the past 10 years the Saranac Laboratory2 has been associated with the iron mines in the Upper Peninsula of Michigan and Wisconsin in developing and maintaining an industrial hygiene and silicosis-prevention program. At present, about 35 underground iron-ore mines are operated full time in this area. With two exceptions, all of them are ventilated by main fan installations installed either on surface or underground. ,The types of mining used in these mines may be classified either as sublevel cave, radial top slice or sublevel stope, and the procedures commonly employed in the ventilation of these three types are described in Figs. 1 and 2. A number of different methods of mine ventilation had been in use in this area when the study was started. Natural ventilation had proved unsatisfactory. The wide variation between low air volumes during the summer months and higher volumes during winter led to unpredictable conditions that were difficult to control. I PROPOSE in this paper to treat of the chimney merely as a heat engine, as one of the devices resorted to in practice for the conversion of heat into mechanical work. For the sake of simplicity and clearness in the discussion, let us consider the subject in its simplest form. Conceive a chamber, heated from without, in free communicatioH at one end with the external atmosphere, and at the other end opening into a vertical chimney. Let the. cross-section of the chamber be so great, relatively to that of the chimney, that we can neglect the actual energy of the air passing through the chamber. We will neglect, also, all passive resistances to the passage of the air. We will assume that the cross-section of the chimney is constant, and that the air in passing through it neither gains nor loses heat. The following symbols will be employed in the discussion : Po = the normal pressure of the atmosphere, which, it is assumed, is the pressure existing at the level of the chamber. Po = 10332.96 kilograms per square meter. P2 = the pressure of the external atmosphere at the top of the chimney. To = the, absolute temperature of melting ice by the centigrade scale. This is assumed to be the temperature of the external air at the level of the chamber. To = 273°. T2 =the absolute temperature of the air as it passes from the chamber to the chimney. DURING the closing days of the last Congress a resolution was passed, creating the Senate Com-mission of Gold and Silver Inquiry. The resolu-tion charges the Commission with the responsibility to investigate and report to the Congress on Jan. 1, 1924, upon the following subjects: 1. The causes of the continuing decrease in the production of gold and silver. 2. The causes of the depressed condition of the gold and silver industry in the United States. 3. The production, reduction, refining, transportation, mar-keting, sale, and uses of gold and silver in the United States and elsewhere. 4. The effect of the decreased production of gold and silver upon commerce, industry, exchange, and prices. The personnel of the Commission is as follows: Senators Pittman, Sterling, Goodling, Walsh and Oddie. At a meeting on May 8, H. N. Lawrie, a mining engi-neer and economist, was appointed as Assistant to the Commission. The present situation with respect to the gold and silver mining industries is well illustrated by the follow-ing data: The total world production of gold (in dollars) for 1915 was $468,724,918, and for 1921, $329,915,101; as shown by the reports of the U. S. Mint; and for the year 1922, $306,793,000, which is based oh a prelimi-nary estimate; this indicates a decrease of 34.5 per cent. between 1915 and 1922. The total world production of silver (in fine ounces) for 1915 was 178,850,000 oz.; for 1921, 175,268,234 oz., a decrease of 2 per cent.

Introduction The Darwin District is 30 miles east of Olancha which is 220 miles north from Los z4ngeles via U. S. Highway No. 6. The ore deposits occur in the Darwin hills that have been elevated above the Darwin plateau by typical basin and range-type faults. Some of these faults have been active quite recently as shown by the displacemerit of Quaternary (?) basalt flows and the rejuvenation of erosion in Darwin wash. The ore bodies occur as fissure fillings and replacement of favorable beddings in a thick series of Paleozoic limestones, dolomites, shales and quartzites. Rich oxidized lead-silver ores were dis'Overed in the early seventies. BY 1875, Darwin had a population Of about 5000, and by 1880 several small mills and smelters had been built. Early exhaustion of surface ores, the isolated location of the district, and fluctuation Of metal prices caused intermittent operations until World War 11. The district production is estimated at about $3,000,000 prior to 1900 and perhaps $4,000,000 between 1900 and 1945 when Anaconda purchased the major producing mines. 'or the Past two Years, daily production has averaged 75 tons of direct shipping and 150 tons of milling-grade ore. At present, 300 tons of mixed oxide and sulphide ore are treated by flotation, the oxidized lead minerals being activated by addition of sodium sulphide after galena and sphalerite have been recovered from the circuit. Extraction averages 85 pct of the lead, 80 pct of the silver, and about 33 Pct Of the zinc in a bulk concentrate. The mill is designed so that minor changes permit selective flotation of pyritic lead-zinc ores encountered at depth. General Geology The oldest rocks in the Darwin hills are a series of Paleozoic limestones, dolomites, shales and quartzites probably pennsyl-vanian in age. These rocks have been intruded on the Rest by the Coso granite batholith and on the east by a granodiorite stock. Numerous sills and dikes grading from orthoclase granite to gabbro are exposed in the underground workings. The sedimentary rocks have been considerably folded and faulted, the most prominent structure being a northwest pitching anticlinal fold, the crest of which lies just west of the ridge line of the Darwin hills, The east limb of this fold has been intruded by the granodiorite stock and east of the stock the sediments show several closely spaced anticlines and synclines. The minor flexures on the west flank of the major fold are structurally important in localizing the ore in the Defiance and Essex mines of the Darwin group. There are three principal systems of faulting and fissuring, most of which are post-intrusive and premineral in age, with minor amounts of postmineral movement. The following report is published for the information of the members Meetings. Two meetings for the reading and discussion of papers, etc., have been held during the year 1906-namely, the Ninetieth meeting, held February 21st to 24th at Bethlehem, Pa., and the Ninety-first meeting, held July 24th to 27th in London, England, in connection with the meeting of the Iron and Steel Institute. The proceedings of these meetings, including descriptions of the entertainments and excursions connected therewith, have already been published and distributed to the members of the Institute; the Bethlehem meeting in Bi-Monthly Bulletin, No. 9, May, 1906, pp. 497 to 508, and the London meeting in Bi-Monthly Bulletin, No. 12, November, 1906, pp. 809 to 908. The proceedings of the London meeting were published separately and distributed among the many individuals and concerns whose cordial friendship and delightful hospitality contributed so largely to the success of the visits in London and environs and the excursions in England, Scotland and Germany. At the Bethlehem meeting, 37 papers and discussions were presented and the names of 198 members and guests were regis¬tered at the Institute headquarters ; this number, however, does not represent all who were present at the sessions and excur¬sions. At the London meeting, 26 papers and discussions were presented, not including 5 of the papers and discussions read before the Iron and Steel Institute at the joint session with the American Institute of Mining Engineers, which, by a mutual agreement between the Councils of the two Institutes, have been selected to be republished in the Bi-Monthly Bulletin and Transactions of the Institute. Petroleum development in Oklahoma during the year 1932 was rather colorless. The crude price structure, while it was relatively stable, was too low to encourage wildcat drilling and proration restrictions were such that producing wildcats were usually faced with the drab prospect of being limited to 50 bbl. per day. Proration in flush and semiflush areas was for the most part successfully accomplished. Military enforcement of proration rulings was deemed necessary at Oklahoma City. The trend toward cost cutting and abandonment of unprofitable wells continued through the year. It is estimated that 1500 wells were abandoned and it is not unlikely that as many more were shut down which will never produce again. Oklahoma crude oil stocks were reduced by approximately 11 million barrels in 1932. It is generally conceded that inventories of material have been appreciably reduced. Leasing activity was limited principally to rental reductions and to close scrutiny of all lease holdings. There were numerous "leasing plays" based on geophysical information but with few exceptions they were small. It is estimated that over 15 per cent of the acreage under lease at the beginning of 1932 was surrendered during the year. There was a tendency through the year to prospect shallow pay sands formerly passed by in the search for deeper production. This is especially true of the Seminole area, where the Calvin sand received considerable attention, and where some good wells were completed. Prices There were two price changes during the year that affected the majority of crude sales. Using 36 gravity A.P.I. as a basis of comparison, the price was increased on April 11 from $0.77 to $0.92. On Dec. 16, the price dropped to $0.69. During the fall months there were several postings higher than this schedule but all postings were at the same level at the end of the year.

Price is a complicated concept, for price is both a cause and an effect. This reciprocal aspect is commonly overlooked and the oversight is the source of many economic maladjustments. Price is the resultant of the ratio between supply and demand, but it differs from a mathematical concept of a proportion, by itself constituting an economic force which continuously alters the elements that determine the relationship. Price, therefore, is not merely the outcome of other forces but is in its own right one of the most powerful of economic agents. Price accordingly does not play a passive role; nor can it be sterilized or rendered inactive. In consequence, price cannot be fixed or at least kept fixed, except by the elimination of all freedom of choice on the part of producers and consumers. A primary objective of all economic activity is equilibrium. The same is true of a unit of economic activity, the single industry. The plane upon which equilibrium centers may shift in the course of time, but equilibrium itself is the point of departure and the point of return. If an industry is in equilibrium, that industry is operating effectively. The motivating forces of an industry—profits or the common good—are not to be confused with the prerequisite of equilibrium, but this mistake is often made. The producer is dominated by the profit motive; the consumer, or his collective representative, by the general welfare motive. No one is the advocate for equilibrium; that status is supposed to be arrived at automatically. If the forces of competition are perfectly free, such is the tendency. Equilibrium For the purposes of this analysis, equilibrium needs to be broadly defined and is conceived to involve: (1) balance between supply and demand; (2) internal equipoise amongst the elements within an industry; and (3) symmetry in respect to the whole economy. This definition implies flexibility and case of adjustment; a ready accommodation to change. Equilibrium does not postulate profits or nonprofits, social objectives or the lack of them. The World War I1 spread to Russia on June 22, 1941, when the German Armies began their invasion. The Soviet industries, which were already engaged in a tremendous armament program, further accelerated the flow of munitions, and equipment and supplies for all purposes not directly military were either entirely eliminated or reduced to an absolute minimum. With the occupation by German armies of the Dniepr and Kharkov industrial regions, this trend was necessarily further accentuated. The oil industry of Russia, in consequence, was left to rely more and more upon itself, its own very limited manufacturing facilities, extensive repair shops and probably much used equipment out of order stacked in the warehouses. All evidence available to date points to the fact that the new situation not only did not affect the production either quantitatively or qualitatively, but, on the contrary, caused a larger flow of much needed fuels to the country's war machine, primarily by renaissance of both management and labor. The oil industry of the Soviet Union, left to depend entirely upon itself for equip ment and supplies, and even for new workers and technicians to replace those called into the services, did and is still doing a good and effective job. Since it could not hope for new equipment and parts and could not blame any other industry for the delays in delivery, it dragged out old machines from storage and repaired them in its own machine shops. Often such stored and used equipment was but slightly defective, waiting for some small part from factories in Central Russia, plants that now were either in German hands or entirely converted to the manufacture of munitions. More particularly, instead of the pipe that could not be taken to the Caucasus from Central Russia, casing reclaimed from abandoned or submarginal wells was used, or pipe from the abandoned or but slightly used pipe lines; and this practice is being continued even now on a large scale, to create an ample reserve for the duration of the conflict. Indirectly such a development was even an improvement on pre-war days, when many wells about to be completed had to wait for weeks, even months, for the arrival of new pipe, all blame then being placed outside of the industry on the factories in Central Russia. For the purpose of reclaiming equipment and pipe still usable, special crews were organized. The war also caused much quicker adaptation of certain American practices and introduction of many emergency measures, such as: removal of derricks upon completion of wells and the use of drilling equipment mounted on skids for rapid transfer from location to location—both of these practices, while standard in the U.S.A., being new in Russia; installation of simplified surface pumping units; substitution of wooden bearings in the surface pump equipment; completion of wells in the Ural-Volga district, where formations are hard and tight throughout the sedimentary column, without either casing or

The combination of high strength and corrosion resistance of cold-worked 18 Cr, 8 Ni steel has been advantageously utilized for some time, particularly in aircraft and rail car structures. There are, however, certain limitations on the use of such materials because the high strengths can be obtained only by cold-working, limiting the available products to sheets, strip, wire and tubes. The authors sought to overcome these limitations by resorting to precipitation-hardening, which has been used so successfully in nonferrous metallurgy but only to a limited extent in iron-base alloys. Accomplishment of this objective not only overcame the limitations, but also effected certain improvements in mechanical and other properties. This paper is an account of the development by Carnegie-Illinois Steel Corporation of a precipitation-hardening 18-8 stainless steel (called Stainless W‡ and tentatively identified as type 322). A description is given of its composition and metallurgical characteristics, heat-treatment, physical and mechanical properties and corrosion resistance. Development of the New Steel For a considerable length of time the authors were unable to determine the mechanism of the precipitation-hardening process that had been noted by Ffield18,19 in 18-8 Ti or 18-8 Cb after cold-working and reheating to moderately elevated temperatures. All known variables were exhaustively studied, but with little success. However, results began to indicate that chemical composition was the most important variable, particularly the ratio of austenite-forming to ferrite-forming elements. The investigators then focused their attention upon the composition, and, in particular, upon the element titanium and its mode of alloying in the presence of other elements. A heat was obtained that could not be brought to the softness level of annealed 18-8. The response to cold-straining and aging* was very marked by previous standards, and, more important, cold-straining was found to be entirely unnecessary to produce the precipitation-hardening effect. The chemical composition of this heat was: C, 0.06 per cent; Mn, 0.54; P, 0.016; S, 0.016; Si, 0.58; Ni, 7.28; Cr, 17.60; Ti, 0.90; Al, 0.17. MANY interesting papers, opportunity of seeing o1d friends, and an exposition showing all that is latest in equipment, all were factors in bringing a large crowd to Detroit during "Metal Week," October 2-6. The Institute's Iron and Steel and Institute of Metals Divisions held technical sessions at the Statler Hotel on October 4 and 5, and that hotel was also headquarters for the American Society for Steel Treating and the American Society of Mechanical Engineers, both of which also had technical sessions. The American Welding Society and the Wire Association met at the Book-Cadillac Hotel, and the exposition was staged at Convention Hall, out Woodward Avenue. All in all it was a big week for men interested in metal working. One of them stated to your reporter on the train en route to Detroit that this was the one convention that he never missed, and doubtless others felt the same way about it.

An investigation has been made to determine the applicability of the Cendrex X-ray instrument for the measurement of the ash contents of washed bituminous coal products. The results obtained for selected products from five preparation plants in the northern Appalachian region are described. Emphasis of the study was placed on low-ash bituminous coals suit-able for utility or metallurgical markets. There was good agreement between the results obtained by conventional ash determination methods and by the Cendrex for all the products tested. A principal disadvantage of coal in competition with other fuels has been its inconsistent quality, especially with respect to ash content. Mine rnechanization and production from coalbeds of inferior quality have accentuated this failing. Present quality control methods in coal preparation plants are inadequate because (1) control samples taken over a production shift only serve to give the average quality of the product, (2) conventional sampling and analysis data are usually not available at the time a shipment is scheduled, and (3) the plant operator does not have the use of such data when the coal is being processed so that operating conditions may be adjusted for correcting variations in quality. Thus, the development and use of continuous-control monitoring instruments is of prime importance. The Federal Bureau of Mines arranged to investigate an instrument using x-rays for rapid continuous ash determinations. Developed by the Dutch State Mines and first described in 1958,' this instrument, which has found widespread acceptance in Europe, is designed to provide ash analysis of any desired coal feed or product stream with only a five-minute time lag between sample collection and analytical results. With limit controls, this unit could be used to feed back signals to preset the separating gravity of coal washers, control the ratio of various coals needed to produce an acceptable blend, and permit the sorting of a washed product into two qualities, one which is below and the other which is above a prescribed ash content. This unit can also be used discontinuously for rapid determination of coal samples taken in the usual manner. THEORY Di jkstra and Sieswerda of the Dutch State Mines studied the effect of chemical composition and ash content on the absorption coefficient of coal with the transmitted radiation method.' They found that with an X-ray wavelength of 1.79 A and values calculated for the absorption coefficients of ash and combustibles, the absorption coefficient of coal gave a linear relationship when plotted against the ash content. Thus, a method of measuring the absorption coefficient of coal could also be used to measure the ash content. However, practical attempts to measure the ash content of coal by comparing the intensities of the transmitted X-rays failed. The absorption coefficient of coal can also be obtained by irradiating a layer of coal with x-rays and measuring the intensity of the diffused reflection (backscatter method). The relationship between the diffused reflection and the ash content is actually hyperbolic but approximates a straight line over a narrow range. A measuring circuit that balanced the difference in intensity of the reflected radiation from a standard surface against that from a coal sample was used. By plotting this difference of reflected radiation against the ash content, a curve which approximated a straight line over a range of 8 percentage points of ash was obtained. DESCRIPTION OF EQUIPMENT The apparatus performs two distinct functions: (1) the preparation of the sample to a suitable size consist and moisture content for delivery to the x-ray element, and (2) the measurement of the ash content by the x-ray element. In a continuous operation the coal sample is delivered to a conditioner where it is dried to a maximum of 1% surface moisture and pulverized in a high speed mill to -48-mesh. THE properties of the Patiño Mines and Enterprises Consolidated, Inc., a New York corporation, are near Llallagua in the department of Chayanta in the west central part of Bolivia, South America, about 80 miles southeast of Oruro and 250 miles southeast of La Paz, the largest city in Bolivia and its virtual capital. The properties are accessible by railroad from three points on the west coast-from Mollendo, Peru, across Lake Titicaca, from Arica by way of La Paz, and from Antofagasta, Chile. The latter route, although the longest, is recommended by the companies as affording a more gradual introduction to the high altitudes; the mine being 13,000 ft. above sea level. The company operates its own railroad from its properties at Uncia to Machacamarca on the Chile & Bolivia R. R., a distance of 60 miles. This railroad is well equipped and well operated, and its location among the mountains surrounding Uncia represents excellent engineering skill. In fact all of the railroads, although they are of only a meter gage, are remarkable for the excellence of their construction, the arrangement of their dining and sleeping cars and the precision of their operation. There is only one drawback to rail- road and hotel accommodations and that is the absence of heating facilities, which does not seem to affect the natives but keeps a tenderfoot's teeth chattering continually. The company is a consolidation of the Patiño company, owning properties at Uncia, with the Compafiia Estanfera de Llallagua, a' Chilean corporation owning contiguous properties at Llallagua. Before the consolidation these companies were deadly enemies, and there still remain at the surface plant at Uncia the fortifications and underground defences provided during the warfare between the two factions. Also, in the Azul, or "Blue" tunnel at the junction line between the two properties is a strong steel barricade still bearing marks of the bullets fired during the various armed tilts between the workmen of the two companies. The headquarters for the mining operations and the milling plant have been moved since the consolidation from the original location at Uncia to the Llallagua side of the mountain, where the Chilean company's operations were carried on. The historic old town of Uncia, with its massive stone buildings of Spanish design, is a wreck, while the Llallagua side is being rapidly built up with modern structures.

In the field of mineral processing, although many operations are applied to suspensions of ore particles in fluids, there is a lack of fundamental knowledge relative to the flow resistance encountered by immersed bodies moving through solid-liquid suspensions. Previously proposed equations, based on the Ostwald-de Waele (power-law) model for non-Newtonian fluids, are exam ined in the turbulent flow region relative to a number of pertinent variables and their effects on the movement of immersed bodies. As more knowledge is acquired in regard to the effects of suspension variables on the rheological properties, useful relationships may be proposed to allow predictions of conditions to achieve optimum results for engineering purposes. In the field of minerals processing, many operations are applied to suspensions of ore particles in fluids. The differential movement of solids of various sizes and densities in suspensions is of utmost importance to gravity concentration, wet classification, flotation, hydrometallurgy, and pipeline transport of solids. The subject is also of importance to other branches of engineering; for example, those involved with soil mechanics, ceramic slips, and oil-well drilling fluids. There is a lack of fundamental knowledge relative to the flow resistance encountered by immersed bodies moving through solid-liquid suspensions. The problems encountered in the direct application of the well-known Stokes and Newton's Laws to non-Newtonian systems have been examined in a previous paper.' Equations were proposed based on the Ostwald-de Waele (power-law) model for non-Newtonian fluids. This present paper examines these equations in the turbulent flow region relative to a number of pertinent variables and their effects on the movement of immersed bodies. It is thought that, as more knowledge is acquired as to the effects of suspension variables on the rheological properties, useful relationships may be proposed to allow prediction of conditions to achieve optimum results for engineering purposes. The purpose of this paper is to make an initial assessment of the nature and magnitude of pertinent suspension variables. THEORY A Newtonian fluid is defined as a fluid in which the stress is proportional to the rate of strain, 2 i.e.: H = viscosity; see Table I. for list of symbols The following equations are conventionally used to assess the motion of spherical particles moving under laminar and turbulent flow conditions through Newtonian fluids: When these relationships are applied in practice to suspensions, the liquid density is substituted by a composite suspension density, and viscosity is usually taken as that of the suspending liquid or an approximated "apparent viscosity." However, suspensions are non-Newtonian in character3 and thus, more than one viscosity parameter is required to describe their behavior.
