DURING the war years restrictions on travel, pressure of work, and the irregular arrival of technical literature from abroad combined to severely isolate Great Britain in a period of intense war expansion of the art and practice of mineral dressing. Many British technicians were fully occupied with the day-to-day problems of improvising substitutes as regular sources of supply failed. and with mastering the strange demands and working conditions of wartime. After a long day spent between ones laboratory and production work, the rest of the waking hours were often filled with fire watching or home guard patrol activities, substituting for a night-shift manager, or "resting" in a dugout while the bombs came down. There was no time for serious study of such technical literature as survived the Atlantic crossing.

Coal is the principal energy source for the American Electric Power System (AEP System), which generates and delivers more electric energy to its customers within a seven-state area than any other investor- owned electric public utility. The company expected to burn 21.5 million tons of coal in 1968 at its coal-fired, steam-electric generating stations. About 4.3 million tons, representing 20% of the firm's total annual requirement, was the expected yield of its captive coal mines; the other 17.2 million tons were to be purchased from commercial mines in Ohio, West Virginia, Virginia, Kentucky, Indiana, and Illinois. American Electric's largest captive coal mining operation is conducted by Central Ohio Coal Co., a subsidiary of Ohio Power Co., at the Muskingum mine in the Meigs Creek No. 9 coal field of southeastern Ohio. The mine was started in 1953 to produce the coal requirements of the Philo and Muskingum River generating plants of Ohio Power Co., and it has been supplying their annual requirements in the range of 2.5 to 3.5 million tons since that time. The Muskingum River plant is one of the major steam-electric generating stations on the AEP System. This plant began operation in 1953 with a 215-megawatt unit and now has five generating units with a total plant capacity of 1,495 megawatts. The addition of the 615-megawatt Unit 5 in the summer of 1968 increased the total annual coal requirement of the plant from 2.6 to 4.4 million tons. In order to produce the additional 1.8 million tons of coal for the Unit 5 addition and to exploit the remaining coal reserves at the Muskingum mine most economically, Central Ohio Coal Co. has undertaken a $41 million expansion and modernization program, involving the world's largest dragline and an electric railroad.

ALTHOUGH most persons will agree that an individual or a nation can profit from the experience of other individuals or nations, there is always room for debate over the degree of similarity of their past and present conditions and of their future problems. Noting the increasing interest that Americans are showing in our mineral problems, I have felt that we could profit from reviews of the experiences in mineral exploitation acquired by the industrial nations of Europe. Whether we can learn much from Europe's experience in exploiting such minerals as petroleum may be debatable, but certainly, with a record of metal production extending back nearly 3000 years, Europe should hold much of value for America. A trip to Europe in 1926 permitted me to visit 28 mining districts, of which about half are now or have been in times past outstanding sources of several metals. The districts range from England to Greece and from Spain to Poland. To summarize briefly my impressions of these mining districts, as well as such reactions to the thought and life of Europe as so short a visit permits, I shall only venture the opinion that Americans can review with great profit the ideas and actions of Europeans, with regard not only to the production of metals but to many expressions of life. I believe that America has made and is making new contributions to the art of living, as well as to the arts of mining and metallurgy, but in so far as Europe is and has been a laboratory of economic, social and political experiments, the results she has attained deserve the thoughtful attention of America. I have come to believe that many of the problems that harass Europe lie in our path not far ahead. I have therefore hoped that a review of metal production in Europe in the light of its geologic, economic and political background may -serve to clear our vision with regard to our own metal production.

THE total production of crude oil in Texas during 1924 was said to be 133,613,985 bbl. as compared with 125,991,628 bbl. in 1923.1 Subtracting from these figures the yield of the Gulf Coast fields, there remains, for the other part. of Texas, a yield of 106,272,573 bbl. in 1924, as compared with 101,931,595 bbl. in 1923. This represents an increased, production of over 4,250,000 bbl. for all of Texas outside of the Gulf Coast or Salt Dome fields. Within this same region, in 1924, there were 3624 completions, of which 2352 were oil or oil and gas wells, 7 were gassers, and 1265 were dry holes. Thus, nearly 35 per cent. of the completions were dry holes. In 1923, there were 4134 completions, with 2853 oil or oil and gas wells, 2 gas wells, and 1279, or 31 per cent. of the total, dry holes. Outside of the Gulf Coast region, six major pools were discovered and developed in 1924.; two pools, previously discovered, were extended far beyond their limits at the end of 1923, and many smaller pools were opened. The major pools were the Big Lake field, in Reagan Co., the New Richland field, in Navarro Co., the Harmel, Carey, and Ragle pools, in south Archer County, and the Wortham field, in Freestone and Limestone Counties. Fields that were notably extended were the Panhandle producing area and the Luling field. Many wildcat wells have been drilled; most -of these were failures, but several opened .pools and several have had sufficiently favorable results to. lead to further drilling. The activity of the operators in searching for new production was very intense during 1924, and indications point to as feverish a campaign during the coming year. This will be stimulated by rising prices for crude oil. There are good reasons for believing that new pools will be discovered along the Mexia fault zone, in Archer, Young, Baylor, and Throckmorton Counties, in the great central region of Texas where we now have the Mitchell County and Reagan County pools, and very likely in the eastern Red River Counties including Cooke and Grayson. On the other hand, with the opening of the year, there is no new big pool in sight. An outstanding feature of the production end of the business is the increasing reliance placed on geological work and geological recommendations. Not in five or six years has there been such a demand for first-class geologists.

Metallurgists handling lead and zinc ores have long been familiar with the spectrograph as a routine analytical tool, as its earliest regular use by American industry was in controlling impurities of zinc metal and its alloys. This application has been extended to other metal industries on an extensive scale, accompanied by refinements of procedure to such an extent that a large part of some metals produced, especially magnesium, aluminum and steel, are checked only by spectrographic methods for conformity to specifications. The spectrographic analysis of ores and other poorly conducting powdered solids presents difficulties not encountered with metallic samples, which can be arced or sparked as self-electrodes or can be readily dissolved, so that their solutions can be analyzed, as in the American Society for Testing Materials standard methods for zinc and zinc-base alloys. Spectra of powdered solid samples can be prepared by using carbon electrodes provided with a crater of suitable size, into which the sample is packed. Ore samples and many other powdered solid materials usually analyzed in the chemical and metallurgical laboratory are more complex and varied in composition than samples of metals produced in large tonnages. 'lore preliminary work therefore is usually necessary in devising a spectrographic method for analyzing a given type of powdered sample than for analyzing metal samples, in order to use that method with confidence. The howledge that the standard samples and unknowns produce equivalent line intensities at equal concentration is the fundamental basis of any quantitative spectrographic method. On the other hand, powdered samples have an advantage over metals in that any desired number of chemical compounds can be mixed dry in any desired ratio to produce a synthetic standard. Expcrience has shown, however, that spectra of elements in finely divided compounds introduced into a standard in preparing a synthetic ore sample do not always behave in the electric arc in a manner that produces spectral line intensities similar to those observed at the same concentration in a natural mineral. In ore samples minor elements frequently are contained in the crystal lattice of larger particles of an abundant ore mineral. Their dissociation and volatilization from the sample into the arc then proceeds differently in the standard and sample, with resultant differences in intensity. During the past 10 years I have devised and applied several quantitative spectrographic methods for determining various elements in rocks and minerals in connection with studies on their geochemistry,' but the incentive has gradually changed since the summer 0. 1940 to the specific practical problem of searching for domestic sources of rare and stratcgic metals. The

In the production of alloys by powder metallurgical processes it is often necessary or desirable to include one or more cornponents that tend to form very stable oxides. Included in this group of metals are aluminum, manganese, magnesium, silicon, and a few others. In many cases it is not necessary for the sintered compact to have full density and the other physical characteristics of a cast alloy and in that event no undue precautions need be taken. If, however, it is required that the sintered part be entirely homogeneous, and have maximum density and physical properties, some method must be found to reduce the surface films of oxide, which are always present on the metals, and for the metals mentioned above this is always extremely difficult, if not impossible. since the production of high-density alloys is of particular interest to powder metallurgists, some experiments were undertaken to devise methods of reducing the refractory oxides. For this work, alloys of iron, nickel, and aluminum were chosen because aluminum oxide is one of the most stable oxides and because these alloys in the right compositions form excellent permanent magnets. All of the pertinent properties of the magnets could be accurately and delicately measured by density measuremerits and magnetic tests of sufficient scope to give a complete demagnetization curve. From such a curve the maximum coercive force, residual magnetism, and energy products could be obtained and compared with the same properties for a cast material. Any lack of homogeneity, density, or solid diffusion would be immediately apparent as a decrease in the magnetic properties. Nature and Removal of Surface Barriers The early work of the present investigation was based upon published processes.* In the published information it was claimed that by intimately mixing iron, nickel, and iron-aluminum alloy (50 Per cent Fe, So Per cent Al) powders, compressing such a mixture into the desired shape and size, and then sintering (heating to a temperature below the melting point of the component metals) in hydrogen at 1200°C. or higher, a sound, homogeneous article could be made having the desired physical size, shape, and strength, and good magnetic characteristics. However. this early work showed clearly that something in the powder compress was inhibiting diffusion and the process was almost entirely unworkable. In the initial phase of the investigation samples of iron powder, nickel powder, and iron-aluminum alloy powder were pressed into separate bars and sintered in hydrogen. " -Charles Kettering INTRODUCTION Since the early 1970s, there has been no economic phenomenon that has been more widely discussed or experienced in the United States than inflation. Al- though its precise definition and measurement are elusive, inflation has had pro- found and extensive impacts on the manner in which nearly everyone lives. It is painfully obvious to consumers that inflation is characterized by a continuing up- ward spiral of prices. In a capital-intensive industry like mining, those increases can be positively breathtaking. An interesting example is shown in Table 1. Table I shows that on a unit basis, the equivalent 1980 capital cost of Cuajone was over six times the cost of the adjacent and quite similar Toquepala operation completed in 1959. Such sobering statistics weigh heavily on the minds of executives who are contemplating major investments in new mining facilities. In spite of its monumental presence, inflation has usually been either inadequately covered or totally ignored in textbooks on engineering economy. The reasons for this are not entirely clear, but a contributing factor is the inherent difficulty in accurately predicting inflation. However, under certain conditions, inflation may become the most important factor in a mining investment, and it can rarely be safely ignored in capital investment analyses. DEFINING AND MEASURING INFLATION Defining inflation and related terms is relatively easy. Its measurement, how- ever, is the source of almost endless debate in economic and political circles. How- ever, much of that debate is not relevant to the scope of this book, so that only those issues which impact directly on the capital investment decision are covered in this section. Inflation is the general decline in the value of money as measured by what it will buy. It is clear, then, that the rate of inflation varies with the particular currency under consideration as well as the type of goods and services being purchased. One would find, for example, that the general rate of inflation relative to German marks

HIGH-GRADE manganese ore, from which manganese is obtained commercially, is not found in large quantities in any major steel-producing nation in the free world. The U. S. is a "have not" nation with respect to deposits of directly mineable high-grade manganese ore. Known resources of 48 pct Mn or better grade ore amount to less than 200,000 tons. In 1950 the U. S. steel industry consumed 1.8 million short tons of metallurgical grade manganese ore that contained about 800,000 tons of manganese. About 16 pct of the manganese content was lost in processing, so that about 650,000 tons, or 13 pounds per ton of steel actually entered into steel production. Under present practices use expands directly with steel output, and by 1975 the demand in both the U. S. and the rest of the free world is expected to be roughly 60 pet greater than in 1950. In peacetime about 80 pet of manganese consumption goes into steel production; high-manganese steel, dry cells, and chemicals account for the remainder. The manganese supply problem centers around high-grade ore for ferromanganese production. Use of ores containing less than 35 pet Mn sharply increase the costs of making ferromanganese. Use of ferro-manganese of grade below 70 pet in turn requires changes in steelmaking that increase steel cost. Under normal conditions the present small domestic production cannot be expected to increase. Major resources in the U. S. consist of 12 low-grade deposits. The cost of mining and treating these ores to extract a product as good as that yielded by imported ores is at least twice and in some cases more than four times the 1951 price of foreign ores delivered to the U. S. However, as long as trade relations and overseas shipping are not interrupted, deposits in India, Africa, and Brazil can meet steadily increasing demand at approximately present costs. Cost considerations indicate that the U. S. should continue to rely upon overseas sources for its peace-time supply, and that this situation is satisfactory. But, this does not take into account the question of how the U. S. will be able to meet its needs in war. Position of the Rest of the Free World In 1950, free world steel producers outside the United States, with a steel output of 70 million ingot tons, consumed about 1.3 million tons of metallurgical-grade ore. Their manganese ore demand, expected to increase directly with steel production, will by 1975 be about 2.3 million tons. Russia possesses over half the known manganese ore reserves of the world and is producing twice the tonnage of any other country. It supplied more than a third of the U. S. manganese requirements up to 1938 and again in 1948, but by 1950 Soviet manganese exports to the free world had virtually ceased. The free world's supply of manganese now comes mainly from India and Africa. Somewhat over 10 pet of U. S. imports came from Brazil and Cuba. Security Considerations In the event of war the U. S. might be substantially cut off from 90 pet of present sources. Reduction in manganese specifications might cut consumption by over 10 pet without seriously affecting steel quality. By elimination of losses in the production of ferromanganese savings as high as 10 pet might be possible. But, wartime manganese requirements cannot be met through conservation alone. To meet possible future emergencies the U. S. should continue its comprehensive security program for manganese, including stockpiling and research on the economic use of low-grade ore, domestic ores, the recovery of manganese from slag and the reduction of manganese requirements in steel production. If this work, including additional pilot plant operation is pursued vigorously, it should be possible in an emergency to get an adequate supply of manganese from domestic sources. The national stockpile then can be looked upon as a source of supply during the period of at least 2 years required to reach full-scale production from low-grade resources. Ferromanganese Smelting In comparison with smelting of pig iron, ferro-manganese smelting is a very wasteful process. Under present ferromanganese blast-furnace smelting practice, about 8 pet of the manganese in the furnace charge is lost to the slag, and roughly the same amount is lost to the stack gases; the total loss approaches 15 pct. Present practice is a compromise between excessive slag loss and excessive stack loss. In fact, it may be seriously questioned whether conventional blast furnace design is suitable for manganese smelting. U. S. Resources The known manganese deposits of the U. S. contain a total of 3500 million long tons of raw material and 75 million long tons of metallic manganese. More than 98 pct of this contained metal is in 12 large low-grade deposits of which the most important are those at Chamberlain, S. Dak; Cuyuna, Minn.; Aroostook County, Maine; and Artillery Peak, Ariz. Reserves of high-grade ore (48 pct Mn) amount to less than 200,000 tons. About 20 million tons of ore average over 15 pct Mn, and when grade is decreased to 10 pct Mn reserves amount to about 100 million long tons. If cut-off grade is decreased to 5 pet Mn, resources amount to 800 million long tons. Many of these low-grade ores may be beneficiated by flotation or other concentration methods. Pyrometallurgical Methods For smelting ferromanganese, it is essential to have an ore containing at least 50 pct manganese, with an Mn:Fe ratio of about 8:1. Direct smelting of 20 pct Mn concentrates is not promising. The only method that offers any promise involves two-step smelting.

FACED with rising costs, the mining industry is looking to new methods and equipment to supply the relief necessary for profitable operation. Conveyor transportation is rapidly taking a superior position to motor tramming in underground mines because of lower installation, maintenance, and operating costs. Haulage is always a critical problem in underground mining. The ease of operation and flexibility of a haulage system can have an important effect on ultimate mining cost. With the average tenor of ores on the downgrade, larger tonnages are required for the same metal recovery. This selection of a tramming system can be the key to a successful, paying plant. Because this shift is being made at an ever advancing rate, it may become necessary to tailor mining operations to the transportation system, rather than to select a haulage system fitting set mining methods. In choosing a haulage system, the relative costs of the various methods are of the greatest importance. Adapting the mine to one or the other type of tramming is not considered in the cost analysis, and very likely would make little difference, outside of location of drifts and raises. In the cost sheet, the problem presents recommendations for a conveyor installation and a comparison of equipment, installation, operation, maintenance, and power costs are made. The Atlantic City district encompasses several districts and has been previously called by different names, e.g., Atlantic gold district, Atlantic City-South Pass mining district, and Sweetwater mining district. The district is located in a terrane of folded and faulted early Precambrian metamorphic rocks which lies near the south end of the Wind River Range in Fremont County, Wyoming, Historically it is a gold district of little production, but today is an iron district of considerable importance. Gold was discovered in placer deposits about 1842 and in quartz-arsenopyrite veins about 1867, after which there occurred a mining boom lasting a few years. Minor, intermittent gold production from placers and lodes has continued to date, but the total production has probably not exceeded a few millions of dollars. Past lode mining was generally shallow ( in the oxidized zone), the deepest about 3 60 feet. The deeper, less oxidized and sulfide ores on the same lodes have not been explored. They appear to hold the only hope for future gold mining. Sedimentary iron-formation, similar to the Lake Superior taconite, occurs in the northern part of the district. Locally, where the ironformation is thickened by folds and faults, sufficient tonnages are present to be minable, as at Iron Mountain, where the U.S. Steel Corporation produces about 1.3 million tons of iron-ore pellets annually. Exploration of the iron deposits began in 1954, and the first ironore pellets were shipped to Provo, Utah in August 1962. Indicated reserves of iron-formation (about 30 per cent Fe) are reported to be about 300 million tons.

THE results obtained by pneumatic flotation throughout the country on all classes of ore, and. the tonnage now being treated by this particular method, speak for themselves. Its advantages over the so-called agitation process are now established by facts and data from practice. The comparative efficiency of a rapidly revolving paddle, as a means for aerating an ore pulp, and of a cycloidal or turbine blower for the same purpose, would seem to be so obvious as to leave no room for discussion. Practitioners in this art are to be congratulated on the acquisition of the valuable literary contributions that have recently been made on the theory of. flotation by Messrs. Ralston, Van Arsdale, Taggart and Beach, and others, and the very valuable and able articles, by Messrs. Laist and Wiggin on "Flotation Concentration at Anaconda, Mont.," by, Dr. Rudolf Gahl- on the "History of Flotation at Inspiration," and by David Cole on "The Advent of Flotation in the Morenci District." It is not within the province of this article to attempt an answer to the various issues raised in regard to the theory, or to defend the one advanced by me a year ago. But since discussion usually benefits the profession, a reply will be made to some of the statements made by the last-named writers. COMPARATIVE SENSITIVENESS AND ATTENDANCE Concerning 'the article, "Flotation Concentration at Anaconda, Mont.," by Laist and Wiggin, a little explanation is in order. It should be stated that; with the exception of about 24 days at the end of the testing 'period, the Callow experimental plant at Anaconda was not run under my direction. This perhaps accounts for some of the conclusions drawn on page 562 of the descriptive paper. The conclusion that the use of acid seems to be of considerable advantage, calls, for some comment. While the tests conducted by the Anaconda Copper Co. do show acid to be, of considerable benefit, this is a consequence of using acid sludge as a flotation agent. The year 1929 was one of continued activity in the petroleum industry of Indiana and Illinois but the new production obtained has not been sufficient to offset the decline in the production of the old wells. (Table 1). Drilling costs have not changed materially during the year and the prices of crude oil have increased slightly so that the prospects for further testing are good. The total number of completions in Illinois in 1929 (Table 2) was greater than for any year since 1917. More than half of these were in the Dupo field, St. Clair County, and the development of this field was largely responsible for the increased ratio of producers to dry holes in the state as a whole. In the southeastern Illinois field which has produced about 97 per cent. of the state's petroleum the number of completions was greater than in 1928 and the percentage of producers was a little higher. Although a number of scattered wildcat tests were drilled most of them were not located on favorable structure and the only noteworthy discovery was that of a shale-gas horizon at shallow depth in Morgan County in western Illinois where gas has been produced for a number of years from sandstone and limestone. In Indiana the number of completions (Table 2) was only slightly less than in 1928. Most of the new wells were drilled in the southwestern part of the state, which now produces more than 90 per cent. of Indiana's petroleum.

IT, HAS been my privilege to be Chairman of Engineering Council for very nearly three years, during which time Mr. A. D. Flinn, the. Secretary, and myself, have seen the organization develop until it is functioning smoothly and accomplishing what it can with the money at its disposal. The earliest attempt at what may be called an Engi¬neering Council, of which. I have any knowledge, was made six or seven years ago when the four Founder Societies each appointed two men, who occasionally met to discuss matters submitted to them which were of importance to, the, profession as a whole. I was one of the representatives of the American Institute of Mining Engineers.

HAVING previously shown you how ores are found and mined, and also how they are prepared and disposed for smelting, and then how the blast furnaces and other furnaces are made for purging their earthiness, all this would be as nothing if I did not proceed to show you the method of smelting them. Therefore, in the present chapter I wish to show you how you must proceed in this very important operation, telling you all I have seen and also how much work with this kind of blast furnace I have done or directed. For this reason I tell you first to take by weight or measure the quantity of ore that you wish to smelt and, particularly if it is a kind that contains silver, break it into small pieces about the size of [52v] beans. If the ore had previously needed evaporation by fire or cleaning by washing, you will have had this done well and have had it properly prepared by a master sorter or others. A layer of this is arranged on a bed of planks, bricks, or flat stones in front of the blast furnace and its companion is placed on top, then a quarter part of galena or a third if you can obtain it. Then an equal part of crushed iron slag or slag from the same or different ore is added. These materials are spread in layers one above the other. When the blast furnace has been constructed as taught above, correct in all its parts, and is full of well-kindled burning charcoal, then fill it up with charcoal and admit water to the bellows machine. When you see that it is well kindled again from this wind and that the flames begin to come out forcefully on top, work it down with a little rake and fill it up again. Then the pannier is filled with new charcoal, the blast furnace heaped full, and another basketful of the said composition of ore is also put on top. " The man is always greater than his work." The training of the men who are to develop the mineral resources of the world is the most important problem connected with mining engineering. It becomes ever more important to civilization as the mineral wealth of the earth approaches exhaustion. I have therefore decided to consider a few of the more important problems arising in the training of the mining engineer, and especially those arising in America. , The Peculiar Nature of Mineral Wealth. Mining and Agriculture are the two fundamental arts. Without the latter our existence would be precarious; without the former, our civilization impossible. Agriculture furnishes that regular supply of food and raiment which leads to the growth of large communities in which cultivated leisure first becomes possible; while mining furnishes the metallic thread from which is woven that complex fabric we call civilization. But in these two arts the conditions for success are widely different. Most of the crops that the farmer reaps may be harvested year after year, and the proper fertilizers being added, he may continue the annual harvest indefinitely, while, as a result of cultivation, his farm becomes yearly more valuable. But the crop the miner reaps can be harvested but once in the history of the race. Our mineral wealth has taken unknown ages to mature in the bosom of the earth. THE sink-float methods designated by heavy-media separation processes were pioneered by C. Erb Weunsch for the treatment of base metal ores as an improvement over jigs. The work of Weunsch was further developed by Victor Rakowsky and The American Zinc, Lead and Smelting Co. Early in the development of the processes, the inherent unsuitability of galena as the solid constituent of the medium was recognized and ferrous media amenable to magnetic recovery and control were developed. The high efficiency and low cost of magnetic recovery and cleaning of ferrous media regardless of particle size, slime contamination, or surfacial oxidation had led to the adoption of ferrous media by all of the sink-float plants operating under the heavy-media separation processes patents controlled by American Zinc, Lead and Smelting Co. Approximately 2,000,000 tons of base metal and nonmetallic minerals are treated each month by these methods.

GILBERT Coal producers are not only faced with the problems of mining coal, but must also decide to what extent they can invest capital and what operating and maintenance expense they can afford, after mining, to market their product in sufficient volume and at a reasonable profit. Regardless of whether the operator is contemplating a new operation or merely considering expanding present facilities, market requirements, ability to make a product meeting requirements, probable costs and possible future changes in raw coal or finished product must be considered. In addition, such items as flow sheet, structural designs, storage facilities, etc, must be examined individually and collectively. In estimating preparation costs to meet predetermined market specifications, the operator must calculate the economics of present preparation practices to anticipate the increase to total production which results when the quality of the finished product is increased. The consumers of coal are continually seeking to obtain the best and most adaptable product for their money. Regardless of whether coal is used for coking, industrial requirements, electric power generation, domestic fuel or for other purposes, it will be scrutinized from such standpoints as delivered cost, suitability for utilization in certain equipment, ease of ash disposal, adaptability to material handling system plans and its potential for generating dust problems. Utilities, due to large capacity volume requirements, are generally in a position to select coal that will result in the lowest over-all cost per million Btu. Freight costs, paid by the utility, are important and are given utmost consideration when a coal is under consideration. Steel companies, whether producing or purchasing coking coal, are continually seeking coal that will result in lowering the cost of pig iron production. Since it is usually necessary to clean to lower specific gravities, say 1.40, to turn out a product meeting metallurgical requirements, it follows that a high ash "middling" product is created. These low quality middlings do not command a good price. Therefore, unless the metallurgical coal can command sufficient realization to carry or subsidize the middlings, the operator may be ahead economically to prepare steam coal at a higher specific gravity. While the "unit-train" rate reductions have been helpful to the economy of the coal industry, the establishment of these rates has made mandatory the installation of storage and rapid car loading facilities at mines and plants shipping utility coal (see Chapter 15). (communicatioin to the Secretary*):—It is pleasing to note the increasing amount of work on metallurgical problems that is being carried on by exact scientific methods, and the results of such labor issued by the laboratories of our universities. Without doubt, Mr. Bolles's paper will be welcomed by all progressive practitioners. Many of the results which Mr. Bolles presents to as are new; and I take exceptioil to a few minor points only. The first of his concluding remarks is as follows: "Mattes are not homogeneous, but are composed of distinct mineral entitier, and may be likened to igneous rocks, in which the mineral constituents fall out upon the lowering of the temperature and ensuing solidification." He quotes an introductory remark to a paper1 of mine, as follows: "The true chemical character of copper-mattes does not yet seem to have been definitely determined, i.e, it is still more or less of an open question whether they are true chemical compounds, or mixtures, such as igneous rocks." This quotation, taken alone, would convey the impression that Mr. Bolles's conclusion is entirely new. Had he quoted also another paragraph from my paper in question, it would be clear that he was, to a certain extent at least, anticipated. I take the liberty, therefore, to state the substance of my own work. In the paper referred to, I showed the existence of the phenomenon of liquation in mattes, and, continuing, said: " A more direct method to test whether a matte is a compound sulphide or a mixture of individual sulphides was attempted by applying hydraulic separation. A clean piece of matte was selected containing practically no magnetic oxide and of the following composition: Cu, 37.96; S, 24.45; Fe, 33.63; Zn, 1.25; Pb, 1.02 ; Sb, 0.26 ; As, 0.065 ; insoluble, 1.15 per cent. ; Ag, 26.7 ; Au, 0.04 oz. per ton. A BRIEF review of the oil conditions in California for a few years prior to 1923 is desirable for a clear comprehension of the development during that year and the results of the development. California's oil production during the five years preceding 1922 had been running from 100,000,000 to 115,000,000 bbl. annually. Crude oil stocks in storage had been declining steadily from 1915 to 1919, when there was a slight increase. They continued to decline through practically all of 1920, when they were drawn on to the extent of 11,350,000 bbl., leaving 20,930,000 bbl. on hand. In 1921, with production approximately 10,000,000 bbl. greater than the previous year, crude-oil stocks increased until, at the end of the year, there were 33,289,000 bbl. on hand. It would seem, therefore, that at the end of 1921 the so-called Pacific Coast province could absorb between 100,000,000 and 105,000,000 bbl. of oil per year, any in excess of this amount going into storage, not being, able to compete in other markets with oil outside the state. During 1922, daily production increased from 316,000 bbl. at the beginning of the year, to 500,000, at the end. This increase was the result entirely of production from the new fields, in the Los Angeles basin. In fact, considerable oil from the older fields of the state was shut-in beginning with March, 1922. As of 1922, the past development of the oil industry of California had been, in a general way, quite regular. As the need grew for more oil, pioneer drilling was increased, resulting in the discovery of new fields here and there. The good prices for crude oil that prevailed during the later part of the War and into 1921 had stimulated an extensive wildcatting campaign by California's larger oil corporations, as well as by smaller independent oil companies and by individuals. Many wildcat wells in California have required, two or three years for their completion, consequently the intensive wildcatting, which might be said to have started in California in 1917 and continued into 1922, found its greatest results with, the discovery of three very productive fields which, for all practical purposes, might as well have come in simultaneously.
