OF the various minerals that occur in fibrous form known as asbestos, chrysotile is the variety most in demand for commercial uses, and, last year, over 683,000 tons of the various grades were produced in Canada and United States, exclusive of African and Russian production, which figures are uncertain. Production has not been able to keep up with the increased demand, and an acute shortage exists. Canada, Russia, and Africa are still the most important producers. However, Russia consumes most of its production at home and exports very little. The United States consumes over 60 pct of the total production and produces only about 4 pct of the total from deposits in Vermont and small quantities from Arizona. This paper will review mainly, some of the more recent developments concerned with the extraction and processing of this fibrous mineral for various industrial uses, such as textiles, insulation, building materials and brake linings.

N EARLY 1300 members and guests crowded the halls of the Engineering Societies Building during the winter meeting of the Institute just closed, and more than 600 attended the banquet. In variety of program, quality of papers, interest in discussion, and brilliance of social features, the meeting maintained the high reputation of the past. Nothing elaborate in the way of excursions was attempted, experience having proved that February weather in New York is much too uncertain to warrant extensive field trips. A sight-seeing journey up the Hudson to the Bear Mountain bridge was, however, made despite the snows of the week before and the week after. The annual business meeting, while attended by a minority of the members in the building, was marked by the display of keen interest in the work and called out several interesting discussions. The excellent reports of the committees that had organized their work and directed it along definite lines, emphasized the need of funds with which to support assistants or Fellows who shall correlate and put to the highest use the facilities of the Institute in research along technical lines. This thought was developed at the banquet by the retiring president, J. V. W. Reynders, and it is expected that the Directors will take early steps to collect a fund for this purpose. The number of the individual sessions was too great and the papers and discussions too numerous to permit mention here of all the features of inter- est. A general review only follows. The papers and detailed discussions will be printed and sent to members as promptly as possible.

INTRODUCTION The $645 million financing for Inco Ltd's Soroako nickel project in Indonesia not only represents a significant human achievement but also there are certain important lessons that can be derived from Inco's experience in financing the project. The paper will not present a technical assessment of the project since Inco Ltd. submitted a series of papers on this subject at the international Laterite Symposium as part of the 108th Annual Meeting of the AIME in February 1979. BRIEF HISTORY OF THE SOROAKO PROJECT Table 1 summarizes the milestones achieved in the Soroako project and its financing. Exploration Phase A contract of Work was signed on July 27, 1968 by the Republic of Indonesia and F.T. International Nickel Indonesia (P.T. Inco) covering an extensive area of over 25,000 square miles on the two southeastern arms of the island of Sulawesi. The Contract provides that P.T. Inco has the sole responsibility for financing the project and determining the terms on which the financing should be obtained, that P.T. Inco has the right to receive and hold outside of Indonesia foreign exchange revenues and to freely dispose of such revenues, and that Indonesians have the right to purchase up to 20% of the equity of P.T. Inco over a period following start of production. P.T. Inco began field investigations in the Contract Area in August 1968. Preliminary reconnaissance sampling with portable drills broadly outlined areas of favorable laterite terrain which were then systematically sampled on surveyed grids. By early 1971 sufficient exploration work had been completed to indicate that the laterite deposits near Soroako could sustain a major nickel-producing plant (figure 1). Pilot plant studies in 1970 and 1971 at Inco's research station in Port Colborne, Ontario, using two bulk samples of Soroako ore material, also confirmed that the ore could be upgraded and treated for the recovery of its metal values. Feasibility Phase Encouraged by the results of its exploration program and pilot-plant work, Inco Ltd. commissioned Toyo Engineering Company of Japan in August 1971 to prepare a capital cost estimate for a relatively small nickel project called "Stage I". Stage I was to be a single-line pyrometallurqical process plant with an annual capacity of approximately 15,000 metric tons of nickel contained in 75% nickel sulphide matte (see Figure 2). Electric power was to be supplied by a thermal power station. It is important to recognize that Inco's strategy was to develop the Soroako ore deposits in several stages: first, construct a small project to gain experience and to reduce the initial capital outlay and then later expand in one or more steps to a much larger project to achieve maximum economies. The strategy reflected both Inco's financial position in 1971 as its sales and earning dropped sharply and the difficulties previously experienced by Inco in trying to launch in the late 1960's very large "greenfield" nickel projects in New Caledonia and Guatemala. Toyo's Project Development Study was completed. in January 1972. Based upon Toyo's cost estimate for physical facilities, Inco estimated the total capital cost of Stage I to be $115 million. For the next several months, Inco ran numerous in-house financial feasibility studies, using as inputs Toyo's cost estimate and the results of its exploration and pilot plant programs. In September 1972, Inco completed a project feasibility study which was based upon a capital cost estimate of $135 million. The feasibility study was immediately made available to potential partners and lenders. Partner Negotiations The Japanese nickel market had from the outset been central to Inco's planning for the Soroako project. IN the recent world-wide deflation of commodity prices the coal industry, including both anthracite and bituminous coal, had reached a level where the actual delivered market prices received by the operators were usually less than the cost of production. Many steel companies and public utilities, operating their own "captive" mines, could have bought coal during the past three years for less money than the true cost of coal produced at their own properties. Competition within the coal industry itself was cruel to the point of profitless operation, and the competition of other forms of fuel was bearing heavily on the coal producers. They were thus forced into methods of production and utilization that they had hitherto ignored; there had been almost complete absence of any appreciation (by the bituminous operators especially) of the necessity of real research work in finding better methods of preparing coal for specific uses, and in finding new and profitable uses for different kinds and grades of coal.

NINETEEN Thirty-Six was the biggest year in volume in the history of the oil industry, and unquestionably the best since 1929 in respect to profits. The quota of new and difficult problems to face seemed a little smaller during 1936 than in most recent years, and a somewhat better balance existed between the different branches of the industry. 'Domestic consumption of gasoline in 1936, estimated at about 475 million barrels-the highest on record, was approximately 11 per cent above 1935, and 26 per cent above 1929. Demand for crude oil increased in about the same proportion: over 1935, and the average production, of about three million barrels daily,' constituted a new high level.

THE annual dinner-dance was held in the large ball room of the Commodore hotel Wednesday evening. A total of 577 were seated at the dinner, over which President Eavenson presided as chairman and toastmaster. In introducing George C. Stone, the James Douglas Medalist, W. R. Ingalls outlined the former's association with the zinc industry. He said, in part In designing and building Palmerton, Stone erected a metallurgical monument and won the title of chief engineer of the New Jersey Zinc Co., with transferal to its New York office in 1900. There lie held forth in dignity, efficiency, and with appreciation until his retirement from active service in 1929. After a few years lie was diverted from the position of chief engineer for his company to the superior one of chief metallurgist and that gave to Stone his next big chance.... This was the conception of a research department and the ability to persuade his directors to adopt it. I shall not pretend to summarize the great things that afterward developed. I shall mention only the institution of the manufacture of lithopone in this country, the charging of the Wetherill furnace with briquets, the mechanicalization of the Wetherills, the accomplishment of continuous distilling, and most recently the introduction of reflux-refining.

Mining in the Tri-State district of Missouri, Kansas, and Oklahoma has been nearly continuous from about 1848 until the present day, although the major activity was from about 1880 to 1955. The district, which has produced over $2 billion in zinc and lead concentrates, ranks as one of the greatest mining districts in the world. Unlike other Mississippi Valleytype deposits in the United States, which occur in Cambrian and Ordovician limestones and dolomites, the Tri-State district ores occur in Mississippian limestones containing abundant chert. Zinc is 5 to 6 times more abundant than lead. In the Picher Field, the principal sub-district which has accounted for 61 percent of the total district production, most of the ore has been mined from the single horizon, M bed. Most ore bodies, other than those of the "Sheet Ground" or blanket-type, are in large, essentially flat-lying breccia zones and have a definite mineral zonal pattern. An irregular, generally elongated central dolomitic core is surrounded progressively outward by the main ore run, the jasperoid zone, the muddy or shaly and bouldery zone, the sparry calcite limestone zone, and the fossiliferous, dominantly crinoidal, limestone zone. Some of the zones may be absent or nearly so and may overlap to some extent with an adjacent zone. Although the district has been studied by many authors, much controversy still exists about such items as genesis, paragenesis, and time of emplacement. These subjects are discussed in the paper.

UehlinG, New York City (communication to the Secretary*):—Mr. Baker's paper is one that brings up a subject of great importance, and if full statistics could be collectecl of the number of furnace-linings ruined by reason of bad distribution by skip-hoists, it would be found an astonishing array. Unfortunately a universal remedy has not yet been found. The fact that Mr. Baker has apparently succeeded in overcoming the trouble at Sydney, is no guarantee that the same remedy applied at another plant, where very different or even slightly different conditions prevail, mould cure the trouble. That it requires but a slight continuous difference of penetrability in the column of the descending stock of one section, over another, to produce channeling, is clearly demonstrated by Mr. Baker's experiments, by which he reversed the channeling from front to rear instead of remedying the trouble. Every change in the physical make-up of the charge necessarily requires a specific adjustment; even supposing this feasible, the regular working of the furnace is by no means assured, because with the high pressures now customary, the tendency of the ascending gases to plow their way through in a direct course, prevails, and having once opened up a passage, they will persist and cause trouble. The effect of impurities on the flowsheet in the smelting and refining circuits for copper, lead and zinc is reviewed and the interflow of by-poduct metals from copper, lead and zinc plants is pointed out. The principal points of separation of all impurities in the circuits are indicated and the additional steps added to these circuits in order to effect impurity separation me shown. In this day and age, when difficult metallurgy is mentioned, one thinks of the extraction of more refractory or possibly the alkaline earth or rare-earth metals. It is true that the extraction of metals having a high affinity for oxygen and deleterious solubility for that element in the liquid metal, affords some of the most difficult extractive metallurgy problems. When this is coupled with an affinity for hydrogen, nitrogen, and carbon a devious approach is required that sometimes rivals the complexity of the metallurgy with which this paper deals. FROM the viewpoint of the oil producer, the oil refiner, the oil marketer, and the investor, in oil securities, a brief picture of the crude oil supply and demand in the present critical season of the year will be timely and interesting. Although crude oil production has been in a comparatively poor statistical position this year, increased sales and sustained refinery and crude oil prices have allowed increased profits for many oil companies. The large amount of crude oil going into storage during the present period of peak consumption, just previous to the major yearly fall decline in consumption, has caused oil producers to make plans to leave the oil in the ground for the present in several of the areas of large flush production. The present moment is looked on as the turning point in the current year.

MESABI RANGE ore is mined largely by the open-pit method. This involves having available at all times sufficient working places which in combination will produce ore of guaranteed analysis. Fast- loading power shovels turn out under favorable conditions 1000 tons per hour from each unit. Each unit loads ore differing materially in analysis from that loaded by the others, One may load high grade, another low grade, and another may be in a mixed bank with the lead ore so placed that the product must be mixed at the shovel before it is loaded into cars. In such cases the bank is combed with the bucket, the door being left open to permit the material to fall through.

(San Francisco Meeting, October, 1911.) THE Newport mine, located at Ironwood, Gogebic county, Mich., on the Gogebic iron-range, is owned and operated by the Newport Mining Co., for the mining of iron-ore. I. GEOLOGY. The general geology of the Gogebic range has been determined and recorded at different times by well-known geologists,) and their work will be referred to briefly in connection with the local conditions in the mine. The strike of the formation across this property is about 15° north of east. The, general dip is 68° to the north. At the base of the formation on the south lies the granite. Looking north, at right angles to the strike of the formation, we have the foot-wall of quartz-slates and quartzite about 400 ft. wide; the iron-formation about 800 ft. wide, and the hanging-wall of black slates. The iron-formation is composed of banded jasper and quartzite together with iron oxide and concentrations of iron-ore. In character the ore is a soft red hematite, with occasional masses of hard blue "steel ore." The formation is crossed in many places by diorite dikes, which cut through at various angles, the larger or main dikes dipping into the foot-wall in a SE. direction at angles varying from 15° to 30°, while numerous small dikes occur which strike through the formation in a vertical plane and at approximately right angles to the main dikes. There are various theories concerning these dikes, especially as to the time of their origin with relation to the ore-deposition. The commonly-accepted theory is that the dikes were there first, but there are some who contend that they were formed

INTRODUCTION. THE installation of the Gayley Dry-Air process appealed specially to the management of the Warwick Iron & Steel Co., for the. reason that for fifteen years records had been kept at the works of the company, showing the amount of water entering the furnace in the form of aqueous vapor, and careful observations had been made of its effect upon the working of the furnace. Some years had proved much worse in their effect than others, on account, not only of excessive moisture, but also of great variation in the moisture from day to day, and sometimes within a few hours. It had been found impossible to. make a satisfactory percentage of high-silicon foundry-iron in summer, even on high fuel; and for some years the endeavor had been made so to arrange the sales that, during July and August, only a small percentage of the iron produced would be required to carry more than 2 per cent. of silicon. Our larger furnace, running on basic iron, year after year, produced in February a tonnage 20 per cent. higher than in August, on a much lower fuel-consumption, while, at the same time, the summer months were marked by ? messes," tuyeres closed by slips, and other irregularities, constituting serious additional business losses. It will be easily understood, therefore, that the records made at the Isabella furnace after the installation of the dry blast in 1904 possessed special interest, and were closely watched by us. On the basis of our own experience, we argued that if the moisture could be kept low, and also uniform, the cost of installation would be more than justified. IN wartime, the fabrication and use of metals assumes increased importance, for a modern war of sizable proportions cannot be undertaken with- out a vast supply of this material. Light alloys of aluminum and magnesium, which were comparatively unknown in the last war, will play an important role in this one. Due to research on a vast scale in the interim of years, industry is today well equipped to fabricate metals on an enormous scale. Research for the past year has been most productive and a comprehensive survey in the space of this article would be impossible. It is hoped that the stressing of a few items here and there out of a great quantity of able work will indicate in a small way the advances made within recent times. Specific references to the literature will be omitted at the Editor's re- quest but some authors of papers that I have found of special interest are mentioned.

Filtration of hot (60°C) supersaturated zinc sulphate solution (sp gr 1.540) from slimy leach residues at the electrolytic zinc plant of Sullivan Mining Co., Kellogg, Idaho, is de- scribed. Separation of liquids and solids in the finished leach is by Burt filters modified to meet conditions of high-acid, high-density process for electrolytic zinc. Operating characteristics of the Burt filter on this pulp are presented.

YOUR committee asks that I speak today on the relations of the engineering profession to public affairs. That takes in a lot of ground. This being a cheerful occasion, I will assume that I should exclude the engineer's function as a taxpayer. This being a nonpartisan occasion, I will assume that I should not refer to his voting emotions in 1940. Perhaps what was in the minds of your committee was the application of engineering thought to the confusions of the times. That is also a lot of ground. I fear, however, its boundaries disappear in mirages and rainbows on all sides. Now any entry of the engineer into public affairs involves his breaking into the fields of the sociologists, the economists, and the politicians. However I don't know why, seeing the difficulties these professions are having, they should not welcome a little help.

IN most applied sciences there are two distinct methods of carrying out research and development work. One of these, the theoretical, attempts to solve problems that may arise and to predict facts of practical importance by the application of the various laws of science, the other, the experimental method, attempts to each the 'same goal by obtaining data and trying out various processes in the laboratory. Since individuals frequently find themselves better adapted for one or the other type of procedure, it is natural that -two groups should 'arise, both working toward the sane objective but with somewhat different points of view, although many in each group are thoroughly competent in both fields. Metallurgy, in particular, offers an excellent opportunity for a comparison of the two methods.

John D. Price (Colorado Fuel and Iron Corp., Pueblo, Colo)—The paper on the coal fields of the Oaxaca district as prepared by engineers Toron and Cortes-Obregon of the staff of the Bank of Mexico bears witness to the thorough and careful way in which the men associated with this organization perform their work. There is little to be added to their paper in way of discussion other than to confirm and amplify some of their statements. Since the only extensive and well-developed field of coking coal lies in the northeastern section of the country adjacent to Sabinas in the state of Coahuila, it follows that blast furnace plants would be located in that same region. Two such plants are now operating at Monterrey and Monclova, using coke produced at the Sabinas district mines. But the nearer of these two plants is 600 miles from Mexico City and even farther from the center of population. Transportation of products from these mills to the market area is therefore expensive, both because of the distance and the difficulty of the terrain over which it must be carried. The development of an integrated steel industry closer to the center of population has therefore long been a goal toward which the Mexican technicians have been striving. While the presence of coal of some grade has been reported in many of the states, and many ideas have been advanced regarding its possible uses in iron and steel production, deposits of anthracite in Sonora and the various coals of the Oaxaca district as reported on in this paper are the only ones that have been explored in a serious manner. The coking coal from the Mix-tepec zone appears to offer promise of producing a coke which could be used in a standard blast furnace. Several problems are indicated, however: 1—The ash in the coal is high as mined, but indications are that it can be washed to an ash content of 15 pct with a recovery of 70 pct of washed coal. 2—Such washing would increase the volatile content from 17.4 pct to about 20 pct, and in a byproduct oven this should give a coke yield of close to 80 pct with an ash content of coke under 20 pct. 3—A free swelling index of 5 appears low for a good coking coal, and below that of the coals from the Sabinas district, which show between 6 and 9. But washing of the coal should result in an improvement in this regard; in the United States coals from Utah with an index even lower than 5 have made a usable coke. 4—A coal with volatile as low as 17.4 in raw coal and 20 in washed coal would come close to being classed as a low-volatile rather than medium-volatile coal, and low-volatile coals are notorious for their high expansion properties. Several plants in the United States are making coke from straight medium-volatile coal of 26 to 28 volatile content, and one at Rosita,, Mexico, from coal of 25 volatile. But no plants to my knowledge are using coal as low as 20 volatile. Since the Rosita coal appears to be a borderline coal from the angle of its expansion properties the coking of one of the straight lower volatile must be approached with caution. 5—There are few coals possessing any degree of coking properties which cannot be used in coke production by careful attention to its preparation and blending. The fact that coals of other types are available in this same region make improvement through blending very possible. 6—There are other workable methods of reducing iron ore other than the conventional coke-blast-furnace method. These will not be discussed here but it is known that their use has been considered. The technicians of not only Mexico but also of the other Latin American countries are keenly aware of their natural resources and their national needs. This paper emphasizes the fact that the Mexican technicians are working on their problem and attempting to speed the day of self-sufficiency for their country. Salvatore Cortes-Obregon (author's reply)—I wish to thank Mr. Price for his kind remarks. The Mixtepec coal as shown in Table II has 30 pct ash and a free swelling index of 5, but when the same coal is washed to 15 pct ash it has a free swelling index of 8 to 9 and the volatiles increased from 17.4 to 20.7 pct. A satisfactory coke has been produced from blends made in the Mexican laboratory using at least 40 pct of the Mixtepec coking coals with the other Oaxaca non-coking coals. Koppers in Germany report good coke obtained from the Oaxaca coal with a blend of 80 pct Mixtepec coal. Consideration is being given the possibility of using methods other than the conventional blast furnace for the reduction of iron ore near the Oaxaca area; electric furnaces appear promising. The non-coking coals could be used to produce cheap electric energy and the coking coals to make metallurgical coke.
