WITH the expiration on April 30, 1941, of the agreement between the anthracite operators and the United Mine Workers of America, a new agreement was entered into, providing for a general wage increase of 7 1/2 per cent effective May 1, to be brought to a total of 10 per cent on Oct. 1. Contract rates were increased from the rates established under the agreement of September 1923, and hourly rates were raised above the agreement of May 1936 as modified from the eight-to seven-hour day in May 1937. The new rates are to be in force for the duration of the agreement, ending April 30, 1943.

The knowledge of the existence of petroleum in Southern California dates back to the days of the missions. The presence of asphaltum and semisolid bitumen was reported at Santa Barbara in 1792, but no serious attempt was made to develop oil until Professor Silliman's optimistic report in 1865 started California's first oil boom. Wells were drilled in many counties of the State, but the equipment was unsuitable and the drilling difficult and no production was obtained except in Ventura County. Even there the production was of little importance commercially, and not until the early '80s did it become sufficient to again attract attention. In 1888 the production for the State had reached a total of about 700,000 bbl. per year, practically all light oil produced in Ventura County, Pico Canyon, Los Angeles County and in the Puente Hills. The production of petroleum attained the dignity of an industry in 1895 when the Los Angeles City and Coalinga fields were discovered. The subsequent development has been remarkable, and in 20 years the production has increased from 1,000,000 to 100,000,000 bb1. per year. The refining industry has kept pace with the production of oil. The Pacific Coast Oil Co., the predecessor of the Standard Oil Co. of California, was the virtual pioneer refining company of the State, having built a refinery at Alameda about 1880. When purchased by the Standard, about 1902, it was dismantled and the refinery at Point Richmond was built. The Richmond refinery is now one of the largest in the world, having a capacity in excess of 60,000 bbl. per day. A small refinery was built by the Union Oil Co. at Santa Paula in the early days of the industry and later many asphalt refineries were in operation in Southern California. The Pacific Coast Oil Co. was then, as has been its successor, the Standard Oil Co. of California, the principal refiner and marketer of light products, the most valuable of which was kerosene. Before the opening of the twentieth century, gasoline of excellent quality was produced, though it was always a drug on the market and was produced for the simple reason that its presence rendered the flash and fire tests of the kerosene too low. MR. NEILSON was born Aug. 12, 1842, at Philadelphia, Pa., where he died Dec. 30, 1906. His business career began with his graduation, in the class of 1862, from the Polytechnic College of the State of Pennsylvania. For a short time after graduation he was instructor in mathematics at the college, and then became associated with Messrs. Booth & Garrett, chemists, of his native city: In 1867 he was sent to the Adirondack mountains to care for mining interests of the late Jay Cooke, and spent about three years there, operating the forges at Elizabethtown, Essex county, N. Y. He also prepared an interesting monograph on Catalan forges and their operations. In 1868 he published a chart showing the material progress of the United States, and the cost of certain staple products during a series of years, which is believed to be the first of its kind issued in this country. In 1870 he made a trip to the Pacific Coast, prior to entering the service of the Pennsylvania Steel Company. In 1871, when the Logan Iron & Steel Co., of Burnham, Pa., failed, Mr. Neilson was appointed receiver, re-organized the company, became' its General Manager, and spent more than four years in this work. In the meantime, he became interested in the Freedom forge of the same place, and, with Mr. Wm. Burnham and Mr. Milton Brosius, laid the foundations for what is now the Standard Steel Works. From Jan. 1, 1877, to April 1, 1890, he was General Manager of these works, and closely associated with the Baldwin Locomotive Works. In 1878 he was in charge of the first consignment of Baldwin locomotives to Europe, which, with a picked crew of men from Baldwin's, he took to Eydtkennen, Russia, and placed in service. Dr. F. Well, the first thing that you have to realize is what is the Bureau of Mines? The Bureau of Mines basically has two functions. First it does the research and development relating to mining, processing, conversion, refining, recycling and substitution for minerals and materials. We work hand in hand with the U. S. Geological Survey on the geological end, although the exploration part of the game is theirs, and there is a very good relationship between the Survey and the Bureau of Mines. There are some overlaps with the Office of Coal Research, and we expect to be able to straighten out the areas of overlap, because it's important than OCR and the Bureau work together. Both the Office of Coal Research and the Bureau of Mines will have increased budgets next year, assuming that they are appropriated by the Congress. The other general area is in the whole area of mineral policy. The Bureau of Mines again is the key agency for developing data and analyses and making recommendations on all types of mineral policy in the Federal Government. It's a focal point for all types of minerals activities. It's the only real centralized focal point, along with the USGS, in the whole Federal Government. The problem areas, to answer your question specifically, are first of all the Bureau of Mines budget this year is $105 million and the budget for next year is $215 million, so it's more than double. Now, assuming that this budget is appropriated by the Congress, most of that money will be used for research and development in the energy area.

R. S. Shoemaker: Our first question is, is there a need for a grizzly before a primary crusher? What is its effect on crusher capacity and crusher maintenance? Is it worth the extra capital cost in a crusher installation? Vincent: ASARCO has a grizzly at Mission. Utah Copper uses grizzlies ahead of their gyratories. There is some quite abrasive ore at Mission, an argillite type of rock, which has a work index of 16.5 to 20, which is getting up toward the taconite classification. We get a life of 12- 16 million tons per set of concaves or per mantle with the grizzly ahead of the crusher. At Duval Corp., some 6 miles to the south of Mission, their crusher installation on a good, hard rock does not have a grizzly, and the last information I had is they get a life of about 2 ½ -3 million tons on their mantle and concave. At Silver Bell, our other copper unit in Arizona, they do not have a grizzly ahead of the gyratory and there they get a life of about 5-6 million tons. At Utah Copper, which we all know is a fairly soft ore, relatively speaking, they get a life of 24-27 million tons with grizzlies ahead of the crushers. I think a grizzly has a very definite effect on the life of the mantle and the concaves. As far as a jaw crusher is concerned, I think that usually it is desirable to have a grizzly if it is properly designed, which means it is self- cleaning. Otherwise I would not like to see one in the circuit.

A great number of the investigations on the plastic flow of metals have been concerned with the establishment of a "universal" stress-strain relation. In such a relation some stress function when plotted against a strain function should yield identical curves for the various stress states. In the first investigation of this type, Ludwik and Scheu1 plotted the maximum shearing stress as a function of the maximum principal strain. Later Ros and Eichinger2 introduced two universal stress-strain relations, the one relating the maximum shearing stress to the maximum shearing strain, and the other relating a stress invariant, suggested by von Mises and Haigh, to the corresponding strain invariant. (In more recent investigations the stress and strain invariants are frequently supplemented with some factor to render their meaning more lucid.) A further suggestion which has not attracted appreciable attention is that by Baranski³ who used stress and strain deviators. The most common means of experimentation to determine the relation between stress and strain consists in subjecting thin walled tubes to combined internal pressure and axial tension.4a,4b,4c This method allows the study of plastic flow under stresses which are variable in two directions. However, the plastic flow which can be obtained in this manner is comparatively small, being limited by either tension failure or instability. For copper,'. only the relation between maximum shearing stress and maximum shearing strain yielded good agreement. On the other hand, tests on a stee14b and on an aluminum alloy4c. resulted in systematic deviations if any of the discussed universal stress-strain relations were used. It would seem, therefore, that the agreement mentioned above for copper is only incidental and explained by its high rate of strain hardening compared to that of other metals. Much larger strains than experienced in the tube tests can be obtained by subjecting a thin membrane of a ductile metal, which is restrained at its periphery, to a uniform hydraulic pressure. The thin sheet forms a deep bulge before it fails. The stresses and strains in such a bulge increase with increasing distance from the edge of the clamping "die," the maximum stresses and strains occurring at the pole (crown) of the bulge. While the stress and strain states are determined by the contour of the bulge, the absolute magnitude of the stresses and strains depends upon the hydraulic pressure. The bulge contour is in turn correlated with the geometry of the die opening. The deformation and fracture characteristics of circular bulges, that is, bulges formed with circular clamping dies, have been the subject of numerous experimental and analytical investi-gations.5,6,7 It has been shown that plastically deformed circular bulges develop large and comparatively uniform strains before failure by instability"6b,6c,6d and closely assume a spherical shape.6d Also the distribution of strains across the contour of the bulge is dependent on the metal being investigated and is correlated with, but cannot be predicted from, the metal's stress-strain characteristics. On the other hand, oblong or elliptical bulges, that is, bulges formed with elliptical clamping dies, are not as susceptible to analytical analysis and have not been investigated to the extent that circular bulges have. The few available data6c,7c indicate that stress states are obtained at the poles of the bulges, varying between plane strain and balanced biaxial tension, depending upon the geometry of the die opening. In this paper, the strain state and curvatures exhibited by three bulge shapes, a circular and two elliptical bulges, Fig 1, are analyzed experimentally using methods described in previous publications.6a,6c An attempt is made to derive the stress-strain relations for these bulges, which represent strain states in which the ratio of the two positive principal strains varied between 1.0 and 0.35. In addition, tension tests yielded data for a value of —0.5 for this strain ratio. Such an analysis should indicate the applicability of the various laws correlating stress with strain to the stress and strain states occurring in bulged shapes. The decline in deliverability of conventional natural gas supplies and the general energy crisis have resulted in national programs directed toward the commercialization of energy conversion technologies. Foremost among these efforts is the gasification of coal. Coal reserves represent our most abundant fossil fuel resource. Its utilization is hampered both by its form value and its pollution qualities. Coal gasification is commercially feasible today and projects requiring hundreds of millions of dollars and years of construction time are underway. This paper provides a perspective for the scope, time, and cost of these venture projects. Resource requirements, plant products, and coal gasification processes are discussed. Emphasis is placed on the effects of coal feedstock and prices on plant economics.

The distribution of displacements of originally plane surfaces by an invariant-plane strain has been analyzed statistically. The displacement ratio (the magnitude of the displacement of a point originally a unit distance from the invariant plane) can be determined from an analysis either of tilts of random surfaces or of displacements of random scratches scribed on a randowz surface. In either case the mean of the tangent of the observed displacement angle is related to the displacement ratio, and the number of observations used in determining the mean is related to the confidence limits placed on the estimate of the displacement ratio. In estimating the effect of applied stress on a phase transformation whose displacement effects can be approximated as an invariant-plane strain,* the dis- placement ratio of the invariant-plane strain is of primary importance. Two procedures for determining such displacement ratios are considered here. In the tilt method the measured quantity is taken to be the angle through which a random polish plane is rotated by the invariant-plane strain. In the scratch method the measured quantity is taken to be the angle between the original direction of a random scratch in a random polish plane and the projection of its final direction in the polish plane. In order to obtain precise results from either of the methods, it is necessary to measure the relative volume change associated with the strain in a separate experiment. TILT METHOD A locally homogeneous invariant-plane strain, P, with displacement ratio, S, may be written&apos; where ; and < are unit vectors indicating the displacement direction and invariant-plane normal, respectively, as pictured in Fig. 1. Eq. [I] describes a uniaxial strain if the direction of displacement is parallel to the invariant-plane normal and a pure shear strain if the displacement direction is perpendicular to the invariant-plane normal. The original orientation of the random polish plane relative to the invariant plane and to the displacement direction is shown in Fig. 2. ACID coal mine drainage presents a peculiarly difficult problem for two principal reasons. First is the fact that the amount of acid water discharged from active and abandoned mines constantly increases as coal fields are developed and thereby creates a steadily worsening nuisance of rapidly growing importance to the general public as well as to the coal industry. Second is the even more significant fact that there is no method yet known that will appreciably alleviate the acid water problem except at totally prohibitive cost to the coal operators. The problem is thus seen to be an urgent one. With a growing need for good quality water and a growing public demand for abatemknt of stream pollution, a large portion of the soft coal industry finds itself in the position of year by year dumping more and more acid into the streams and waterways and having no way in sight of improving the situation or even of keeping it from getting worse. While some studies have been made, it is only in the last few years that the problem has been seriously considered, chiefly by the group of workers under the direction of S. A. Braley at Mellon Institute and by the Bituminous Coal Research, Inc. fellowship at West Virginia University. Hinkle and Koehlerl reported the results of the earlier West Virginia work. This work pointed to certain biological aspects which had not been noticed previously. These may be summarized as two separate findings. One was that sulphur oxidizing bacteria were present in acid mine water and that their possible role in contributing to the acidity should be investigated. The other was

Coal petrology is the study of the lithologic composition and texture of coal and includes megascopic as well as microscopic differentiation. Coal petrography is a quantitative study, principally (but not exclusively) microscopical in nature. The distinction between coal petrologic and coal petrographic studies usually is not important, but it is important to recognize that these studies differ materially from other types of petrology that deal primarily with minerals. The petrologic entities of coal are less clearly distinguished than most minerals and the basis of distinction is not always clearly expressed. The relation of coal petrology to geologic, mining, and technologic problems is most evident when results of coal petrologic studies can be stated quantitatively. The chemical and physical composition of coal and the determination of its quality and properties are continuing problems. The source of these problems lies in the heterogeneity of coal and in its almost complete insolubility in ordinary solvents at normal temperatures.

The data about production in this county are exceedingly meager, and there are few reliable data about shipments. It is probable that consid¬erable amounts of coal from here moved north to Erie by both the Beaver and Erie. Canal and the Erie and Pittsburgh Railroad, and if so, they are included with Mercer County. The data in the early state reports are very inaccurate and are always much too low. Much of this coal was used in local furnaces and iron plants and not handled by railroads. There was some production in this county on the line of the Pittsburgh, Fort Wayne and Chicago Railroad, of which no record can be found. The estimated production is based on the number of mines reported as operating in the county at various dates and their probable output, as suggested occasionally in county histories. It is believed that these figures are below, rather than above, the actual figures, which can now never be obtained.

S. J. SINDEBAND*—(1) Discussing the properties of the powders used, Mr. Rostoker mentioned a silicon powder as being between 150 and 325 mesh. We always had much difficulty in measuring particle size of silicon powder by screen analysis, because of its tendency to agglomerate. I would be interested in the method used to measure these particle sizes. (2) Mr. Rostoker maintains that the measurement of magnetic properties is more accurate in determining complete homogenization of an alloy, than is the X ray diffraction technique. I wonder whether this is really true. Even when diffusion is complete, magnetic properties will change during continuation of the heat treatment, due to change in density and pore shapes, as has been demonstrated by Mr. Rostoker himself. Which effect is faster, the diffusion of the alloy components or the attainment of final density, will, in my opinion, depend very much on initial material and sintering conditions used. For magnetic applications, of course, the magnetic measurements are most suited for determining the point at which equilibrium conditions are reached. (3) I was glad to see that Mr. Rostoker had used sample sizes which are similar to those I had used previously, and I believe that ring samples of about 2 in. od will become more or less standard samples for the determination of magnetic properties of powder metallurgy products. I should like to ask how the density was changed for the samples on which the effect of porosity was investi- gated, and, further, why the sintering temperature used for this series of experiments was so low. It is somewhat surprising that a 24-hr treatment at 850°C acts so much more to spheroidize the pores than a treatment for 1 hr at 1100°C. But the effect seems to be indisputable. I have made an investigation of the influence of sintering temperature for longer times on the maximum permeabilities of iron powder compacts which was presented at the International Powder Metallurgy Conference in Graz, in 1948, and I hope that these results will be published here within a short time. The results of this investigation are confirmed by Mr. Rostoker&apos;s findings that the change of time from 1 to 24 hr changes the permeability behavior considerably in the direction as indicated by Polder and Van Santen for spheroidiza-tion of pores. A meteoric rise in selling price has revived gold exploration activity throughout the world. In the United States the effort is, in large measure, channeled toward discovery of disseminated gold deposits such as the Carlin-type, i.e., with size and grade characteristics similar to Newmont&apos;s Carlin mine in Nevada. The subtle surface indications characteristic of Carlin-type gold mineralization have been examined by a number of geologists, and the more obvious prospects have been tested by surface sampling and drilling. It is likely that most of these readily recognizable deposits have already been found and, as a consequence, prospectors are now entering a new, second stage of exploration for Carlin-type and related disseminated gold deposits.

Shortly after the passage of the Taconite Amendment in Minnesota, several mining companies announced their intention to build new magnetite taconite plants and another announced its intention to augment present facilities. It is clear that Minnesota will enjoy an expanding magnetite taconite industry, but despite the fact that the reserves are large, eventually they will have to be supplemented by oxidized deposits. Furthermore, not all producers have magnetite taconite reserves. Due to the extensive oxidation of most of the western part of the Mesabi Range, there are no large blocks of unaltered magnetite taconite that lend themselves to open pit operations. Unless a commercial process can be developed to concentrate the oxidized, or so- called "nonmagnetic", taconite and semi-taconite, the existing mines operating in the western part of the range will be forced to shut down when the direct shipping, wash and gravity ores are depleted, or are no longer salable, because of their poor quality compared to high-grade pellets. KNOWN PROCESSES COSTLY The enormous reserves of the oxidized iron- bearing formation have offered a tantalizing challenge to metallurgists for many years. In fact, several processes for concentrating certain types of oxidized ore have been successful at both laboratory and pilot plant level, but to date no process for concentrating semitaconite or oxidized taconite has reached commercial fruition. Magnetic roasting, followed by low-intensity magnetic separation1, has shown considerable promise because the high iron recovery makes the ratio of concentration of many of the oxidized ores more favorable than that of magnetite taconite. However, the capital and operating costs are high and, in many cases, a high- grade concentrate cannot be made without resorting to flotation of the magnetic concentrate. Hence, most research groups are investigating alternate methods of concentration with the hopes of reducing the cost.

The accompanying figures show a jig arranged for separating the middle product or middlings obtained in the concentration of certain ores, minerals, coal, etc. In the preparation for sizing, prior to jigging, of ore-bearing minerals, coal, etc., with their impurities, it is generally desirable to avoid reducing them to unnecessarily small sizes. Where the impurities adhere to the mineral particles or are disseminated through its mass, it is generally necessary to crush to such a fineness as will unlock the minerals from the gangue. If a considerable proportion of the material consists of mixtures of the minerals and gangue, each in large size, and a lesser proportion consists of a mixture of the two, in smaller sizes of various dimensions, it is not always desirable to reduce the whole to such size as would be required to liberate completely the pieces of ore and gangue in the finest mixtures. From "Knots and Lashings," of Oct. 10, 1918, the military publication of Canadian Engineers&apos; Training Depot, St. Johns, Que. During the early hours of Sunday morning last (the 6th inst.) there passed from our midst one of the most affable and estimable officers who, during our brief connection with the Depob, it has been our fortune to meet. Sidney A. Lang was born in Ontario in the year 1884 and lived in Toronto for a number of years. He ahtended Toronto University, where he displayed remarkable ability, and after graduating followed the profession of mining engineer. Being young and endowed with the spirit of adventure, he followed his profession in the mines of Chile and Peru; he could speak Spanish fluently. Always a reserved man, of refined tastes, it was difficult to induce him to relate some of his adventures in those countries so shrouded in mystery and romance. He joined the Canadian Engineers in Toronto as a sapper and shortly after came to this Depot.

THE Western phosphate deposits extend over a large area in the Rocky Mountain region, comprising portions of south central Montana, southeastern Idaho, northeastern Utah, and southwestern Wyoming. A limited acreage of these deposits passed into private ownership prior to Dec. 9, 1908, at which time 7000 sq. mi. of land in these phosphate fields was withdrawn from public entry by direction of the Secretary of the Interior. Under the Act of Feb. 25, 1920 (41 Stat. 437) title to all phosphate lands in the public domain was reserved to the United States with provisions for leasing portions to citizens, corporations, states, etc. The above act, in effect, created by law a Western phosphate reserve of approximately 2,269,055 acres.
