By means of the C-Sic thermocouple1, liquid metal temperatures have been found to vary much more than was previously supposed, and fortunately these variations can be directly associated with some of our former knowledge which combined to form the "art" of liquid-metal manipulation. Commercial Development of This Device Several types of installations are operating in different plants. There are so many variables in steel plants in regard to operation, procedure, arrangement of pouring platforms, ladles, etc., that most of the installations now in service in this country are "tailor-made"; nevertheless, it is felt that satisfactory gains have been made, inasmuch as each installation has indicated some effect of temperature upon the metallurgical operation, and has pointed the way toward technical and financial benefits. In most cases, it has been necessary to accumulate the temperature data until sufficient metallurgical information is available for the drawing of conclusions. When mechanical difficulties have been eliminated, a distinct correlation of these factors has been obtained. The installations now in service are used for the determination of temperatures in the basic open-hearth furnace prior to tapping and in ladles from both acid and basic furnaces prior to pouring. Some of the installations are in shops making the higher priced steels; others are in "tonnage shops." The errors of human element, smoke screens and emissivity corrections connected with the use of the optical pyrometer do not affect the C-SiC thermocouple readings. The accuracy of the C-Sic thermocouple and the temperatures measured are discussed later in this paper. Systematic projections of mineral supply, demand and prices are an integral part of the mineral sector planning process. As such, their primary value is not as prophecies but as devices for imposing discipline on thinking about the future and as means of ensuring consistency in policy decisions. Both the present and the broad outline of the future as presently discernable affect projections on specific minerals. The present world mineral situation reflects most prominantly the recent commodity cycle while our view of the future is largely shaped by perceptions and attitudes of policy-makers and the public over larger issues. Mineral commodities are of considerable importance to various countries. This in itself dictates a strong interest in systematic projection activities, the need for which is heightened by the volatility of certain basic variables affecting mineral demand in the world. It is useful for presentation purposes to discuss the various techniques suited for projecting mineral trends under three principal headings, viz., econometric modeling, systems analysis and technological forecasting. In addition, two specialized variants, input-output analysis and resource base modeling, are discussed. In each case, a brief description of the approach and some indication of its application to projections of mineral commodities are provided.

Y.-I notice Mr. Bosqui says that zinc dust can be used profitably. I had occasion recently to try to ship some zinc deist to South Africa, owing to the. high price of zinc in the last six or eight months and the difficulty in getting zinc sheets We were informed that the steamship companies in England refused to accept zinc dust for shipment through the tropics on the score that it was an explosive mixture. C. W. MERRILL, San Francisco, Cal.-In the early days zinc dust was packed in wooden casks. The steamers at that time were very chary of transporting it. It was put on the deck in the wooden casks, and if the zinc dust got wet it exploded. Since that time we have used hermetically sealed cases, in which case there is no risk whatever in its transportation.. This rule of the steamship companies is perhaps another sample of their ultra-conservativeness. HENNEN JENNINGS, Washington, D. C.-Unfortunately, I have not yet read Mr. Bosqui's paper, but believing it might interest you to know something of the beginning of the cyanide process on the Rand, I will speak briefly as to my own knowledge and experience of the early initiation of this process in South Africa. I took the position of consulting engineer of H., Eckstein, the parent firm of H. Eckstein & Co., and a branch of the firm of Wernher, Belt ,C Co., at Johannesburg, in December, 1889, and at that time the Robinson Co. managed by them was the premier company of the fields. Up to this date plate amalgamation and catchment of a small percentage of concentrates by blankets, and in a few instances Frue vanners, were the main gold-saving devices used and had obtained an extraction' of only about 65 per cent of the gold contents of the ore. Also at that time the orebodies were seen to be changing from oxidized deposits to pyritic at varying depths from 50 ft. to 300 ft. below the surface, and uneasiness was felt as to future recovery. The deepest exploitation at any of the mines was not much below 300 ft.

The importance of grain size and its control in wrought brass needs no lengthy discussion, since specifications so often make exact control imperative. Aids to this control are therefore of interest. The effect of a number of different elements on the grain growth of brass under various conditions of annealing has been reported in the technical literature. In particular, a paper by Cook and Miller1 a few years ago, with the discussion that followed, gave valuable information on the effects of iron, phosphorus, manganese, aluminum, aluminum plus nickel, and aluminum plus silicon. Price12 in his discussion of that paper, added a description of some commercial brasses that exhibited a grain-refining effect owing to the presence of 2 per cent A1 and 1 per cent Ni. Gibson and Doss3 have recently given data on the effect of iron on annealing high brass. No comprehensive study, however, has been given to the effect of additions of chromium. It has been the purpose of this investigation to determine the effect of adding various amounts of chromium to a plain cartridge brass, particularly in regard to the effect on grain growth in various annealing treatments after cold-working. Prepakation of Alloys Alloys of high-purity brass of 68.5 Cu, 31.5 Zn composition were made containing from 0 to 0.17 per cent Cr. These were produced in induction furnaces, using unlined graphite crucibles to hold the charge. The melts were cast into rectangular chill molds giving ingots about % by 3 by 10 in. in size.

Industrial Minerals, often called the Cinderella Minerals or the Building Blocks of industry continued their growth patterns through 1973, although profits were slightly lower due to the cost-price squeeze. Most of the individual reports which follow indicate growth rates of 3-15%. Surprisingly such commodities as sulfur held firm in spite of the over supply in the Canadian gas fields; cement was in short supply while the asbestos industry reported a worldwide shortage of group 4 and 5 fibers. Talc and perlite production set new records. In synopsis, 1973 was a productive year for industrial minerals. However 1974 onward appears to be one of contradiction. The unsettled conditions of world economics, the energy shortage, compounded by the Arabs oil embargo have created great problems for all industries. The high energy consuming segments of the Industrial Minerals field will be under intense pressures. On the other hand limestone, lime and perhaps trona, nahcolite might be consumed in ever increasing tonnages in SO2 removal systems connected with smelters and coal-fired power stations. The effects of the proposed changes in the staking, claiming and exploitation of federal lands by the BLM may also have serious repercussions not only to the industrial minerals field but to the entire mining industry. 1974-1975 will certainly be ear-marked as a year of frustrations and difficult decisions.

Discussion of the paper of H! M. CHANCE, presented at the Pittsburgh meeting, October, 1914, and printed in Bulletin No. 91, July, 1914, pp. 1461 to 1466. R. V. Norris, Wilkes-Barre, Pa.-In his resume of coal-taxation methods Mr. Chance has apparently confined his investigation to bituminous coal, so a summary of the anthracite situation as to coal assessment should be of interest. The anthracite region of Pennsylvania in its 484 square miles of measures lies in the counties of Wayne, Lackawanna, Luzerne, Carbon, Schuylkill, Northumberland, and Dauphin, and in each of these different methods of assessment have been adopted. The assessments for taxation in Pennsylvania are made under Acts of the Legislatures of 1841 and 1842, under which the assessors are re¬quired to "assess rate and value every subject of taxation according to the actual value thereof, and at such rates and prices as the same would bring at a bona fide sale after due notice." Under this general law coal land has been assessed as such, but up to about 25 years ago the coal was assessed at rates so low as to be unimportant, though the rates in each township and municipality, even in the same county, showed no agreement or ascertainable basis. In the late '80s, the need for greater revenue drew attention to the possibilities of collecting much larger taxes from the coal lands and, spurred by public demand, the assessing authorities in some counties undertook a reassessment of coal. The method pursued was to demand from each owner a statement of the area and average remaining thickness of coal on his lands. On this return, made in some cases under oath, an assessment based on foot-acreage was levied, with a resulting great increase in valuation, but the valuation per foot-acre was low and no serious objection was made. This assessment with occasional increases of rate remained in force until 1907, when, in the triennial assessment of that year, a complete revision of the valuation was again attempted, engineers were employed by the counties to check the accuracy of the returns from the owners, and, based on the foot-acreage thus obtained, an enormous increase, to $65 per foot-acre, was made in the valuation. This assessment was resisted in the courts by appeals resulting in very extensive litigation, and a final determination of the validity of the 1907 and all subsequent assessments has not yet been obtained. In the first appeals tried the rate calculated on a foot-acre valuation was reduced by the Luzerne County court to about $45, while the. Lackawanna County courts reduced a larger rate to $67. DURING the period extending from May, 1922, to September, 1923, the copper-refining furnaces of the Great Falls Reduction Department of the Anaconda Copper Mining Co. at Great Falls, Mont., were operated exclusively with pulverized coal as fuel. The installation was made first as an experiment. It proved successful from the start and was abandoned solely because fuel oil from the Sunburst field became available at a price sufficiently low to make its use desirable from an economic standpoint. The equipment required for pulverized coal has, however, been kept intact and is available for immediate use should the oil supply fail. Inasmuch as pulverized coal had been used on two large reverberatory smelting furnaces and was, at the time we were considering its application to the copper-refining furnaces, being used on the Wedge furnaces roasting zinc concentrate for the electrolytic zinc plant, we were equipped with a coal-pulverizing plant of ample capacity to supply pulverized coal for the furnace refinery. The only problem was to devise suitable means for transporting pulverized coal from the pulverizer plant, located in the smelter building, to the refinery about 1000 ft. distant and about 150 ft. above the level of the pulverizer plant. When studying this installation, it should be borne in mind that the layout represents an adaptation suited to the existing conditions at this particular plant. The installation was entirely satisfactory and uniformly dependable but might be modified to advantage from an operating point of view if an entirely new installation were being planned.

I will endeavor to describe the methods of silver-mining and smelting employed by the natives in Mongolia. Modern methods have been applied there, but with little success; and, since they are familiar to most members of the Institute, I will simply mention that the failure was due to the high price of coke used in smelting the ore in modern furnaces, and to the unsuitable mill-machinery employed for concentrating the galena, which is finely distributed in the ore. The Jehol silver-mines are situated about 45 miles NE. of Jehol, the capital of Mongolia. They embrace two mines, 5 miles apart,—the Ku Shan Tze mine and the Yen Tung Shan mine. They were first worked by natives 50 years ago, about the time when mining was so flourishing in other parts of the world,—for instance, in California and Australia. The upper part of the vein is galena mixed with iron-stone, and is 2 to 4 ft. thick. At lower levels the vein is composed of silver-lead ore running between quartz-porphyry walls. Limestone, talc and black shale, colored by graphite, are found in other parts of the mine. Crystalline limestone is found 1 mile NE. of Ku Shan Tze. Granite is encountered in the Yen Tung Shan mine. Mining.—The native method of working the mines is most primitive. The same method may have been employed a thousand years ago. A small inclined shaft, 4 ft. by 4 ft., is sunk in the vein-stuff where the appearances are most favorable. Another shaft is sunk 20 or 30 yds. away, for ventilation. The shaft follows the vein in a zigzag fashion in whatever direction the vein appears to be richest. Timber is used only in soft ground. Where the ground is hard, the roof is cut into an arch-form. In some places, instead of using ladders, steps are cut in the rock, just wide enough to hold one foot. The deepest native workings are 400 ft. below the

The discovery of gold in the Toodoggone River area is credited to Charles McClair who mined placer deposits in 1925, reportedly valued at $17,500. After he and his partner went missing in 1927, efforts to relocate their workings resulted in the formation of Two Brothers Valley Gold Mines Ltd. in 1933, in which the legendary Grant McConachie (first president of CP Air) played an active role. This was the age when the prospector first utilized the airplane to reconnoitre remote areas. What greeted the observer from the air was an area rich in orange and yellow colours characteristic of gossans formed by the oxidation of sulphides. However, Samuel Black, a Hudson Bay Company fur trader, had also noted in his diary as early as 1824, the unusual and many gossanous colours in the headwaters of the Finlay River. These gossans, coupled with white limestone bluffs and the presence of placer gold, attracted the first reconnaissance of the area by Cominco in 1929. Cominco was ever active in remote areas at this time. They staked and worked several base-metal showings hosted by limestone at the margins of intrusive stocks. These early workers also obtained erratic high gold assays from chalcedony float samples found in creeks draining into the Toodoggone River. However, because the samples gave inconsistent assays, no concerted effort was made to locate their source. Except for the occasional horse-supported prospecting party of the late 1940s and early 1950s, the area did not receive much attention until 1968. Work until this time focused on the base metal lead-zinc showings which contained attractive silver credits. Gold was not an attraction because of the set price established by the US government. The late 1960s saw the northward expansion of porphyry copper exploration into the Toodoggone. A program of gossan soil sampling (gossans which had attracted the early workers) was carried out by Kennco Explorations (Western) Ltd. in 1966-1967. They analysed for base metals in the field, using a cold extraction method. The Kemess copper- gold prospect was staked as a result of anomalous copper values from this early geochemical program. In 1968, Kennco continued the program of silt traversing and field geochemical testing. The samples were further subjected to multielement analysis consisting of copper, molybdenum, lead, zinc, cobalt, nickel, and silver at Kennco's North Vancouver laboratory. Several anomalous creeks, high in combinations of copper, molybdenum, and silver, were outlined. Some initial soil grids were also established. The fall of 1969 saw the return of Kennco prospector Gordon Davies and geologist Bob Stevenson to check out a well-defined molybdenum, scattered copper and silver anomaly in soils from a grid on the Chappelle claims. The subsequent analysis of several selected quartz felsenmeer floats yielded one assay which ran in the order of 0.25 kg/t (8 oz per st) gold and 2.2 kg/t (70 oz per st) silver. Subsequent trenching on the Chappelle claims exposed the source of float in a 4- m (134) wide vein of high grade gold-silver mineralization. These results led quickly to the realization that the district had precious metal potential. Subsequent exploration in the period 1969-1974 by Kennco resulted in the discovery of most of the gold and silver occurrences on the Chappelle and Lawyers properties. Several other gold and silver occurrences were found in this district by Cordilleran, Cominco, and Sumitomo, working the district during this period. Conwest optioned the Chappelle in 1973 and explored underground by adit entry as part of a one-year program. In 1974, Du Pont of Canada Exploration Ltd. optioned the Chappelle claims and in March 1980, using reserves developed on the A vein, placed the Baker mine into production at a rate of 90.7 Vd (100 stpd). The Amethyst zone on the Lawyers property, 8 km (5 miles) north of Chappelle, was found in 1973 by Kennco using continued, persistent followup prospecting of silver silt geochemical anomalies. IN recent years many prophets have arisen who hold that gold has outlived its days and that its monetary use is now an anachronism. These prophets include well-known politicians, economists and businessmen. Some of them have called it a joke that metal should be dug up at heavy cost in Africa and elsewhere and shipped to the United States of America only to go underground again at Fort Knox. Others have claimed that all the gold in the world could be sunk in the ocean without anyone being the poorer. The fact that you have invited me to address you on the future of gold may perhaps reflect the fears caused by these various predictions. At present the prophets' taunts show no sign of coming true. The demand for gold is greater than ever before, although stocks held are the largest in history. Nearly all governments have gone to great lengths to suppress any demand that might be made by the public; they have reserved to themselves the right to hold gold and have lost no opportunity of satisfying their own demands. Where the public has been allowed to buy gold, the demand has proved impressively strong. In India the price of gold equals about $82 per fine ounce, having been $90 earlier in the year; in Egypt $65 to $70, after having been $87, and elsewhere it is even higher. In Palestine, for instance, the golden sovereign is traded at about £5, equivalent to $86 per fine ounce, having been nearly £6, equivalent to some $100 per fine ounce, earlier in

In the Lake Superior District, the air indoors must be heated continuously during eight months of the year and occasionally during the remaining months. Incident with mining in this district, therefor?, there is need for heating many of the buildings connected with these operations. In addition to the mine buildings, that is, shops, engine houses, offices, change houses, etc., such public buildings as schools, library, and theater, when close to the mines, are often supplied from the mine heating mains. At the Copper Range Company's mines, Champion, Trimountain and Baltic, the heating surface thus supplied from the mine mains is over 50,000 sq. ft. (4645 sq. m.) which requires a steam consumption, at times, of 18,000 Ib. (8165 kg.) per hour, or the equivalent of a rate of ovcr 50 tons of coal per day (were live steam used). This figure is based on a consumption of 1/3 Ib. per sq. ft. of heating surface during the coldest weather, and provided the system is not wasting steam by blowing it to the atmosphere or into the return line on account of leaky traps, which so often is the case. Under the latter conditions, steam consumptions of three to four times the above rate are not uncommon. This shows that the cost of heating is of enough importance to he given serious consideration, especially at this time of rising prices of fuel. The power and heating value of exhaust steam arc appreciated by most engineers, and its application for such purposes is general. At our stamp mills, the exhaust from the stamps is used to operate low-pressure turbines, thus reducing the former water rate per horsepower developed by more than 50 per cent. At the above-mentioned mines, electric motors have replaced the many small steam engines, so that this supply of exhaust steam has been practically eliminated. The larger engines are compound, triple, or quadruple condensing. The hoists, however, in all cases are simple and non-condensing and of two sizes, namely, 24 by 60 in. and 32 by 72 in. (61 by 152 cm. and 81 by 183 cm.). These hoists now offer the only available supply of exhaust steam; but as this flow is intermittent and varies from extreme violence to zero, the steam so discharged cannot be

The general term "sand" applies to a multitude of similar materials consisting of fine granular mineral. As usually understood, it means the ordinary natural product used for structural purposes and made up largely of grains of quartz. Quartz sand constitutes by far the greater bulk of the production, but there are other grades used for industrial purposes, such as molding sand, glass sand and many others, that may be grouped under the general name of special sands. Under this general group would fall filter sand, sand-blast sand, engine sand, potter's sand, abrasive sands of all kinds, sand for pulverizing, roofing sand, flooring sand, fire or furnace sand, standard sand, burnishing sand, sand for magnesium oxychloride cement-plasters and sand for chemical and metallurgical purposes. Sources of Supply Sand is a widely distributed natural product and even the better grades are low-priced commodities. For these reasons development has occurred near points of consumption where sand meeting the requirements is available. Some special grades, however, cannot be prepared from any sand bed and shipments are often made over considerable distances when the only developed deposit is remote from the consuming center. This is true of filter sand, sand-blast sand, sand for pulverizing and some of the others when chemical purity or grain size, coupled with the need of a properly equipped plant for preparation, are required. New Jersey is a large producer of filter, engine, sand-blast, fire, and pulverizing sand. Pennsylvania, and West Virginia produce special sands for pulverizing, fire sand, abrasive sand, engine sand and sand for chemical and metallurgical use. LIBERIAN ore has been called the richest iron ore mined in the world, and thus far, the output from the Liberian Mining Co.'s Bomi Hills mine has lived up to its reputation. Iron content has been variously given as 68.47 pct to 68.825 pct. A recent United Nations survey gave it first place, surplanting the previously top-rated Swedish product. The first shipment of Liberian ore to the United States reached Baltimore in June, 1952 and went into blast furnaces at Republic Steel's Cleveland plant, where excellent results were reported. The physical make-up of the ore was hard, dense lumps, free of fines and with ideal size distribution. The Bomi hills mines were scheduled to be in full operation by the end of 1952. At the close of 1951, 200,000 tons of ore had been delivered to Baltimore. Liberian Mining Co. states that production is about 90,000 tons of ore per month at present. Between 1200 and 1500 men are employed at the mine site, with about 25 pct of them Americans. The Bomi Hill project was financed with the aid of the Export Import bank, which loaned Liberia Mining part of the sum needed to initiate and put the development into production. No definite expansion plans are in the making but extensive diamond drilling is being pursued. Original estimates of annual production for Bomi Hills ran in the neighborhood of 1.5 million tons, but the figure is no longer applicable. Liberia's potential as an iron producing country has been known for a long time, but the physical obstacles in the way of large scale production were such as to prohibit even contemplation of the project. Until recent years, the only route from the mine site to Monrovia was a foot trail. Once to the coast, over swamps and unbridged rivers, the ore was still useless because of the lack of loading facilities. Transportation Solved One problem was solved with the completion of the artificial harbor at Monrovia. Harbor construction was well under way when the mine project began in 1948. The island location of Monrovia also made the building of a bridge across the St. Paul River necessary. The 980 ft reinforced concrete structure, accommodating railroad and vehicular traffic, was opened in 1949. Meanwhile, preliminary work on railroad construction started. Grading was completed quickly. In April, 1951, the first train made the trip from Monrovia to the Bomi Hills. About half of the cost of the entire project went into railroad construction. More than 2200 men, often forced to resort to primitive methods, were engaged in clearing a path through the heavy forests between the mine and port. Swamps were drained and filled, and bridges, including the William V. S. Tubman, named for the Liberian President, were constructed. At the port, a Robbins Conveyor Belt Co., orehandling plant was installed. Ships can be loaded from the stockpile at the rate of 3000 tons per hr and vessels need spend only one day in port. Liberian Mining is operating under an 80 year lease, giving the company exclusive mining rights to all minerals, except gold, platinum, and diamonds, within a 40 mile radius of Bomi Hills. The contract provides a fixed royalty to the Liberian Government of five cents per ton of ore extracted, and a premium -based on the New York market price for Bessemer-grade pig iron. Viewed from the standpoint of an economist, the task which faces the petroleum producing industry is one of intelligent adjustment so that technology can perform the job of efficient exploitation, while at the same time the interests of producers and consumers remain adequately protected. The crux in the task of making this adjustment lies in the difficulty of arranging the instrumentalities of production to accord with the physical characteristics of oil. For example, oil is exploited under a competitive economic system based on private ownership and contract, with the hope that profits will attract capital and enterprise, and with competition supposedly acting as the regulative factor. Whether such a scheme of industrial organization works is partially dependent upon the ability of the producer to withold or produce his commodity as he sees fit, in accordance with market demand. But in the oil industry, the enterpriser does not have complete control over the expansion and contraction of production, for, because of the decisions of the courts that ownership in oil depends upon its possession, desire for immediate output becomes the controlling force in production. Consequently, the theoretical commands and restraints of free enterprise are not operative because there is no security of property, and the result is loss due to the following economic maladjustments: (1) Production not completely responsive to price control. (2) Production at excessive cost. (3) Loss of oil, a highly exhaustible natural resource. If economic maladjustments are to be eliminated, there should be a change in the organization of production so as to provide efficient exploitation of the oil and at the same time to insure individual property interests. The latter is necessary if economic considerations are to become primary factors in regulating production. (communication to the Secretary): Mr. Rothwell's condemnation of my paper on the International Correspondence Schools as not giving an impartial view of the whole field of such enterprises, because it was confined to the description of a single one, might be legitimate if I had undertaken or professed to do anything else than that which I was requested by the Secretary of the Institute to do—namely, to give an account of this particular institution. This is a sufficient answer to all his direct or implied criticisms upon my omission to mention either persons or organizations outside of the special limits set for me. Recognizing fully that personalities have no place whatever in the Transactions, I regret the necessity of making the following statement in answer to Mr. Rothwell's charge that I omitted to give due credit to Mr. Ewald, a former principal of the International Correspondence Schools. The Colliery Engineer School of Mines was started in 1891, and its first student was enrolled October 16, 1891. During the fall of the same year the mine-mechanical course was laid out along the same general line that had already been followed in the mining course. This mine-mechanical course was the foundation from which sprung the later developments of the several mechanical courses. IRving Ariel Stearns died at his home, 60 South River St., Wilkes-Barre, Pa., on Tuesday morning, Oct. 5, 1920, of pneumonia, after an illness of about a month. In his death, the Wyoming Valley loses one oflits most eminent and best loved citizens, and the loss of so strong a participant in the activities of the Valley will leave a gap most difficult to fill. Despite his more than three score and fifteen years, Mr. Stearns, at the time of his death, was president of the Wilkes-Barre City Hospital, Wyoming National Bank, and the Wyoming Historical and Geological Society, chairman of the Board of the Vulcan Iron Works, and a director of the Spring Brook Water Supply Co., and of the Wilkes-Barre Lace Manufacturing Co. Mr. Stearns came of New England stock, a descendant in the eighth generation of Charles Stearns who was admitted freeman in Watertown in 1646. Irving Ariel Stearns was born Sept. 12, 1845, in Rushville, N. Y., a son of George W. and Miranda (Tufts) Stearns. He was graduated from the Rensselaer Polytechnic Institute of Troy, N. Y., in the celebrated Class of 1868. After graduation, he was assistant professor of chemistry in charge of the analytical laboratory for a year, then went to Wilkes-Barre in 1869, as engineer in the office of R. P. Rothwell, at that time the leading mining engineer of the region. From 1871 to 1872, he was superintendent of the McNeal Coal & Iron Co. of Schuylkill County, Pa. and in 1872 succeeded to Mr. Rothwell's business when the latter became editor of the Engineering & Mining Journal of New York. From 1872 to 1885, Mr. stearns was in private practice as a mining engineer, handling a great amount of business in the anthracite region, including the building of the bridges at Shickshinny and Pittston, and the surveying and mapping of many of the individually operated mines. His practice extended throughout the country, with numerous examinations and reports upon mining properties in Pennsylvania, Virginia, West Virginia, Arkansas, Colorado, California, Wyoming, Idaho and Utah; he was responsible for the design and execution of the Lehigh Valley Railroad Co.'s great Tifft Farm improvements at Buffalo, N. Y. including canals, docks, coal stocking plant, etc. He was commissioned Quartermaster of the Ninth Regiment, N. G. P., March 29, 1880, was promoted to Major on May 15, 1884, and resigned Apr. 1, 1885. He always retained his interest in the National Guard and was trustee and president of the Ninth Regiment Armory Association.

AN article on the subject of electrolytic zinc no longer needs to be preceded by an apology. The production of zinc by electrolysis is past the laboratory stage and has become an economic factor of considerable importance in the total production of zinc in the United States. The various methods of procedure to be, followed for the greatest economy of manufacture are fairly well known, consequently a detailed description of any method is no longer necessary or desirable. In this paper I shall endeavor to lay down some of the governing conditions in this industry, the relation of methods to ore deposits, freight rates, and sources of power supply. POWER POINTS Assuming for a moment that, for the present at least, the electrolytic production of zinc will be confined too those localities having developed water power, a glance at these powers so developed in the United States, with their relation to known zinc orebodies of economic size, will not be without interest. Northwest In the Northwest we have water powers, developed and undeveloped, in Washington and Montana. These must, of course, bear a close relation to the rapidly growing zinc production of the Coeur d'Alenes and of the Butte districts. In general, the power of the territory in question is relatively low-priced, at least as compared with the cost of developing power from coal, and the near neighborhood of large bodies of more or less complex zinc ores makes these water powers of more than usual interest. The same remarks may be applied equally to the developed water powers of the Canadian side of the line in the Northwest, where we have again commercially available complex ore deposits such as are being exploited today at and near Trail.

Why and how the nuclear industry entered the electric power generation business is discussed in terms that nuclear energy was an undoubtedly additional energy resource and that it had promise of becoming a virtually inexhaustible generating power if breeder reactors could be devised. The growth of nuclear power, its total generation capacity, are related to the need of increasing energy requirements. The use of atomic energy for power generation will grow if it can compete economically with other fuels. The rate of growth, the time scale and direction of technical development is dependent on ore supplies. It is predicted that by 1980, 50% of all new power installations will be nuclear stations. INTRODUCTION Ten years ago, the nuclear industry was virtually unborn, the Atomic Energy Act of 1954 had just been signed, and peaceful applications of atomic power was little more than a phrase. Serious discussion of the practical application of nuclear energy to electric utility installations in the West was highly unlikely. The questions: Why and how did the nuclear industry enter the electric power generation business at all?; What is the predicted growth of nuclear power?; What technological changes do we predict?; How will the above changes affect the utilities? will in part be answered by this paper. WHY NUCLEAR POWER? The only justification for the West as for any other section of the country for atomic power is economics. Whatever energy source will provide the lowest generation cost will prevail; the only electric utilities which have shown an interest in nuclear power are those to whom it means lower generation costs. It is true that the Government sponsored the development of this technology long before there was any evidence of better economics; but a Government must take a very long-range view and it is the only type of organization that can afford to look more than twenty or thirty years into the future. The Government looked at projections such as shown in Fig. 1, which shows various rates of energy consumption, and matched these against estimates of fossil fuel resources. This showed that we will exhaust our low-cost fossil fuel supplies within 75 to 100 years and our total known fuel supplies within 150 to 200 years. The decision to invest in nuclear energy rested, therefore, on two arguments: a) It was undoubtedly an additional energy resource; and b) It has promise of becoming a virtually inex-haustable resource if breeder reactors could be devised if, while generating power, the reactors would produce more fissile materials than they consumed. This decision produced an unexpected bonus: nuclear power became competitive with fossil power much earlier than had been expected and, as shown in Fig. 2, forced the coal industry to take a hard look at its own position. I believe that the drop of coal prices shown here is the direct result of the entry of nuclear power into the energy supply business. At this point, it ought to be explained why and under what conditions nuclear power can be cheaper than fossil power. Fossil fuel cost to the utility is composed of two factors: a) Mining; and b) Transportation. As a result, the cost of fossil fuel to the utilities varies from 126, 106 Btu to 306, 106 Btu and higher. Nuclear energy is highly concentrated and the transportation factor becomes insignificant.
