IN a previous report1 it was pointed out that a successful attack on roof troubles has to be preceded by extensive scouting. As Lord Kelvin once said, scientific progress can be made only if accurate data are available: "unless you measure, you do not know.? THE CONVERGENCE RECORDER For the observation of roof movements in mines the convergence recorder has shown that it will enable us to get some of the necessary information. Results with convergence recorders were first published by Winstanley and other English investigators for rapidly moving longwall faces. In their investigations the speed of work and the heavy over-burden produced a considerable amount of absolute values of convergence in a short time. Under the conditions frequently encountered in our investigations in Central Pennsylvania, under shallow, overburden and in mines with slowly proceeding extraction, the movements observed were much less in absolute value, for an equal interval of time. This was partly because the mines in which our studies were carried on frequently had idle days, sometimes four or five in succession. Therefore continuous records were not employed and a simple convergence gauge was built. In its first models, it consisted only of two telescoping tubes pressed against roof and floor by a coil spring. At the side of the lower tube a rule divided into 1/-mm. divisions was fixed and a knife-edge, which was attached to the upper tube, was slid over the scale in case of convergence between roof and floor. While the larger motions could be read on this device, it seemed to be desirable to increase the accuracy by inserting between the two tubes a dial meter reading in 1/1000 in. Such a gauge was first built in April 1937 and installed for experimental purposes in a bituminous coal mine in Pennsylvania (Fig. 1). It was read at least once daily, 24 hr. apart, and if feasible at shorter intervals. After several months of experience it can be said that this type of gauge answers the scientific as well as the practical needs. The sillimanite family of minerals, including kyanite, sillimanite, and andalusite, are anhydrous aluminum silicates with the formula A12O3-SiO2. Dumortierite and topaz are also included in this group because they are closely allied in composition and thermal behavior. However, neither are mined commercially today. They are typical metamorphic minerals which are found in metamorphic rocks on every continent. Sillimanite minerals are prized chiefly for their refractoriness and are important components in a broad range of acid refractory products, especially in mortars and castables. World production of sillimanite minerals is currently about 400,000 tpy and has been increasing at the rate of 3 to 8% a year for many years (Anon., 1972). While these minerals have widespread occurrence, the consumption of sillimanite minerals is concentrated in the relatively few highly industrialized areas where refractories are manufactured, and which in turn are typically close to the major iron and steel producing regions of the world. Thus northern Europe,. England, the United States, and Japan are the principal consumers of refractories and sillimanite minerals. Of these countries only the US is a significant producer. Uses of Kyanite The following specifications are typical for the domestic kyanite industry: Raw Kyanite Concentrates Chemical Analysis 56% AI2O3 min 0.1% CaO max 42% SiO2 0.1% MgO max 1% Acid soluble 0.3% combined Fe2O3 alkali max 1.2% TiO2 max Available Sizes 35, 48, 100, 200, and 325 mesh The largest use for domestic kyanite, both raw and calcined, is in the manufacture of refractory mortars, cements, castables, and plastic ramming mixes. In these applications kyanite constitutes from 10 to 40% of the mixture, the balance being refractory clays and coarser grog materials. A certain proportion of raw kyanite is used to offset the shrinking of the clay binder, whereas the calcined kyanite is used in the coarser sizes for body. Certain high grade refractory shapes and kiln furniture are composed chiefly of graded sizes of calcined kyanite bonded with a little ball clay. In most applications, however, kyanite is used only to fortify the mix or as a minor ingredient. Some manufacturers of mullite brick use domestic calcined kyanite for the fine-grained portion of the brick, but seldom in quantities exceeding 10% by weight. Kyanite is used by ceramic manufacturers of wall tile and sanitary ware to offset shrinkage and cracking after firing. Indian kyanite has traditionally been used to make the coarse grog sizes needed for the manufacture of mullite brick, and for the grog portions of mortar, cement, and castable mixes. It has been largely replaced, however, by synthetic mullite, high fired flint, and diaspore clay or calcined bauxite for other applications. Indian kyanite has been available in lump as well as in granules and concentrates, as are sillimanite materials from India and South Africa. Andalusite is available as 8 mesh granules and as fines with chemical analyses not unlike those of domestic kyanites. From time to time and from place to place minor amounts of other aluminum silicate minerals such as dumortierite, topaz, and pyrophyllite have been made available at various prices and specifications, but have not been significant factors in the refractory industry. THE tin deposits of Cornwall appear to have been worked for at least 3000 years. Prior to the sixteenth century, the tin came exclusively from alluvial deposits. At that time, shallow pits or mines were started in the hill sections. Mining of copper seems to have begun at the same time, but does not appear to have been especially important until about 1700. From that time until the close of the nineteenth century, copper was of major importance. Lead, and to a lesser extent, other metals, such as antimony, iron and manganese, were produced in commercial quantities during the same period. With the opening of the eighteenth century carne increasing difficulties with water because of the increasing depth of the mines. Among the efforts made to overcome this difficulty was the construction of the "Great County Adit," begun in 1748, taking 20 years to complete, and with its branches having a length of 20 miles. Adits proved capable of handling-only a few of the water problems, and led to rapid adoption of the steam pumping engine in the latter part of the eighteenth century and the early part of the nineteenth. It was in this period that the Cornish pumping engine, still considered by Cornishmen to be the most satis-factory unit for handling large quantities of water, carne into existence. The development of a means of controlling the water made possible the opening up of a number of rich deposits where profitable work-ing was further assisted by numerous improvements in mining and milling machinery. During the middle of the past century, Cornwall, with an average yearly production of 10,000 tons of tin metal and an even slightly larger tonnage of copper, enjoyed a period of unprecedented prosperity. How-ever, the relatively high prices of both copper and tin served not only to encourage prospecting (and much speculation) in Cornwall, but also in other countries. The rapid development of copper mines in the United States, together with sudden impoverishment of the lodes with increasing depth in the greatest of the Cornish copper mines, brought the copper boom to an abrupt end, the production of copper at the close of the cen-tury being negligible in importance and being secured in large measure

THE hydraulic properties exhibited by the calcination products of certain limestones were recognized at an early datemore than 2000 years ago. It was known that calcined limestone with the addition of other minerals would react with water and produce an insoluble and stable product. This material could be cast in desired forms or could be used as a cement for the unification of other materials in large masses or for bonding brick or masonry structures. Cements are essentially mineral glues and it is their ability to unify other materials plus their fluidity when first mixed with water, enabling the mass to assume any desired shape, that has made them so extraordinarily useful to modern industry. Like other glues, cements do not exhibit their maximum strength when used alone and only when mixed with proper aggregates do their optimum properties appear. The resulting concrete, a mixture of cement, mineral aggregates and frequently of reinforcing steel, exhibits the most desirable properties of the individual constituents with regard to tensile strength, stability and permanence. The speed with which such mixtures can be -prepared and installed in place with mechanical equipment has facilitated their adoption by the engineering profession concerned with the construction industries. The development and application of improved methods of manufacture have resulted in such economies that the finished product can be sold at a remarkably low price. In addition, the necessary raw materials are of such common occurrence and wide geographic distribution that the manufacture of cement was established in 34 of the 48 states by 1946. Plants under construction will add to this number. In recent years the industry has been characterized by the development of a number of new cements designed to possess special properties essential for use in unusual environments. These have introduced the use of some new raw materials and also have complicated the processes of manufacture. In the following pages, the major varieties of cement of commercial importance are treated in the chronological order of their appearance on the market.

THE rapid advance, during recent years, in the manufacture of articles that have been in common use for generations and the development of new materials entering into appliances and devices unheard of fifty years ago, have created a demand for some of the more common non-metallic minerals. To supply this demand there has quietly developed a branch of the mining industry of which little is known by most mining engineers the mineral-filler industry. In this paper, and generally in the trade, the term mineral filler is applied to a mineral used, in its natural state after mechanical preparation only (such as. grinding, milling and washing), without undergoing any chemical change and without exerting any chemical action on the substance with which it is incorporated. The consumption of mineral fillers is confined chiefly to large manufacturing centers in the eastern and northern states. Where available, materials originating near the place of consumption are used, as most fillers bring a comparatively low price and, frequently, the freight may equal the cost of the finished filler at the mine. The southern states have abundant deposits of non-metallic minerals suitable for fillers, which supply the manufacturing industries in adjacent states. Many of these deposits are equal to, or superior, in quality to those mined in the north, but they can not compete with them because of the freight rates. The mineral-filler industry has felt the present depression, but it has suffered less than most mining industries for as a rule the mills are simple, the overhead expenses are low, and the labor is entirely local and can revert to farm work when the plant closes down. Many other deposits in the southern district will undoubtedly be developed when business. revives and freight rates are adjusted.

The subject of this paper is particularly appropriate, since Daniel C. Jackling was active in early exploitation of taconites on the Mesabi Range and contributed greatly to their later economic development. After his success in developing the low grade porphyries in the West he looked for more worlds to conquer, and so undertook the concentration of low grade taconites, from which he hoped to produce commercial ore. Mesabi Iron Co., organized in 1919, actually did produce merchantable sinter from taconites in 1922. The enterprise did not prove commercial at the time, as cost of production was high and the surplus of iron ore in the Lake Superior District already contributed to a low market price, but this same property has since been developed by Reserve Mining Co. The work done by Jackling had much to do with the success of this later venture. Iron ore was first discovered on the Marquette Range in Michigan in 1845. The first ore from this range came from the old Jackson mine in Negaunee in 1848. During these early years this property and others on the Marquette produced limited tonnages for transportation to Lower Lakes and for consumption by charcoal furnaces in the area, where a plentiful supply of hardwoods furnished the charcoal for iron smelting. The Marquette and other ranges tributary to Lake Superior did not produce much ore for transportation to Lower Lakes until the locks at Sault Ste. Marie were constructed, but from the time the first lock at the "Soo" was completed in 1855 these ores were transported through the locks to consumer centers in the East. The Marquette Range has a history of continuous production from 1848 to the present day. In 1877 the Menominee Range was discovered at the location of the old Penn Mines near Vulcan, Mich. There were further discoveries of ore on the old Menominee Range and at Florence, Wis., in 1880 and at Iron River and Crystal Falls, Mich., in 1882. Penn Mines continued in operation from the date of their discovery until they were finally exhausted by Pickands-Mather in 1945, but operations still continue on the Menominee in the Crystal Falls and Iron River districts. Ore is shipped to a lake port at Escanaba, Mich.

(written discussion?).-A few months ago we became interested in deter-mining the properties of. pure nickel as a metal for certain uses and arranged, in cooperation with the International Nickel Co., a series of tests on cold-rolled so-called pure nickel and both longitudinal and transverse specimens annealed at 100° intervals from 250° to 1050° C. Since our tests confirmed; in a general way, the observation put forth by Messrs. Browne and Thompson, they are given at this time. A bar of hot-rolled nickel about 9 in. (23 cm.) wide and 1/2 in. (12.7 mm.) thick made by the International Nickel Co. -of grade A stock, analyzing nickel plus cobalt 98.48 per cent., iron 0.67 per cent., manganese 0.27 per cent., carbon 0.07 per cent., silicon 0.162 per cent., sulfur 0.033 per cent., and copper 0.22 per cent., was cold-rolled down to a final thickness of 0.134 in., malting a 73.2 per cent. reduction by rolling. Test specimens, 9 by 1 in., cut parallel (marked longitudinal) and normal (marked transverse) to the direction of rolling were milled to give a test section 2 5/8 in. long by 0.5 in. wide. Three specimens each, longitudinal and transverse, were annealed at one time in a nichrome-ribbon-wound tube furnace. The temperatures were taken with a Pt-PtRh thermo-couple in conjunction with an Engelhard millivoltmeter. An annealing period of .) 2 hr. plus 25 min. preheating was used in all cases. Sclero-scopic and Brinell hardness tests and static tensile tests were made on the rolled and annealed specimens. The tensile tests are shown in graphic form in Fig. 7. The Brinell and scleroscopic values are given herewith.

Until recently porous bronzes have found many applications for self-lubricating bearings in the automotive, electrical, household appliance and general machine industries. The bulk of an annual production of several million pounds of copper powder had gone into the manufacture of these articles, of which by now more than a billion are in service. However, the war has brought severe curtailment of these bearings because of the scarcity of the two main constituents, copper and tin. The development of substitute materials of equal or superior properties has led to a large-scale replacement by products made from iron powder. In spite of the diminished interest in powdered copper-tin alloys caused by this trend, it was believed worth while to investigate some mechanical properties of these materials as a reference base for substitutes. In addition, experiments using the hot-press method were incorporated to investigate possibilities of saving vital equipment or opening new fields of applications. It must be assumed that by this time the powder metallurgy process of making porous bronzes, a development that found its first industrial applications more than 10 years ago, is well known in engineering. The patent literature and bibliography is volu- minous, most publications referring to porous, self-lubricating bronzes, containing about 10 per cent tin and I to 5 per cent graphite, with porosities in the range of 25 to 35 per cent.l-7 The excellent antifriction properties of these bearings, caused by the uniform impregnation with oil, are dependent on the interconnection of the pores and the uniform distribution of the graphite inclusions. The sintering mechanism of porous bronze, with its structural changes during the transformation of the metal powder into the sintered bearing has been shown in colored photomicrographs by Hall.* Diffusion between copper and tin was found to begin within one minute, when tin-rich transitory phases were formed. After 25 min. a homogeneous matrix of alpha was reached for an alloy containing 9.5 per cent tin and 6 per cent graphite. Price, Williams and Garrand,9 studying certain metal powder combinations in which sintering is accompanied by the cementing action of a liquid phase, including a 90-10 bronze sintered at 925°C., have found that if the treatment is carried out within the liquidus and solidus temperature range of the system, a peculiar process of alternate solution and precipitation occurs. The particles of the major solid constituent are dissolved in the minor liquid phase, but thereafter are reprecipi-tated on certain nuclei, which develop into large grains, usually rounded.

MANGANESE is one of the minerals which is principally consumed in countries other than those of origin. Nearly 85 per cent of the pro-duction is used by the United States, England, Germany and France, and roughly a third of the total is used by the United States alone. On the other hand, over 85 per cent of the world production comes from Brazil, Russia, India, the Gold Coast of Africa, and the Sinai Peninsula. It follows from this fact that practically all manganese moves across international boundaries in raw or alloy form, and much the larger part of this movement is for considerable distances and is ocean borne. There is no indication that any one of the principal consuming countries can develop even approximately adequate supplies of its own. Under abnormal war conditions, with high prices and changes in metal-lurgical methods, only 35 per cent of the needs of the United States was met from local sources, and under our recent tariff only 11 per cent. There are thousands of manganese deposits scattered about the world, but only a very few which can figure largely in supplying requirements on a modern scale. The known reserves, together with highly probable extensions and explora-tions now under way, indicate no shortage from a world standpoint for many decades to come. The production and marketing of manganese is going steadily into fewer and stronger hands. The steel in-dustry uses over 90 per cent of all the manganese mined, and is acquiring control of a considerable part of the production in all of the principal fields-the Germans in Nikopol, the English in India and Gold Coast, the Americans in Georgia, India, Gold Coast and Brazil. Some of the controlling companies are of international scope. Concentration of commercial control is a notable tendency. A natural consequence is the growing un-easiness of smaller consumers the world over about their ultimate supplies and desire to know more definitely how and where manganese supplies will be controlled in the future. The sources of supply are few enough to warrant the belief that more or less monopolistic ele-ments of control are not impossible.

SINCE the earliest years of recorded history the durability and protective qualities of asphalt and tar have been known and utilized. The mummies of early Egyptian kings were coated with asphaltic materials, and asphalt mastics were common in Babylon. However, according to various authorities, it was not until 1780 that the first forerunner of present-day composition roofing was discovered,1 and the large-scale expansion of the industry has taken place since 1900. HISTORICAL BACKGROUND Development was stimulated by the growing popularity of manufactured gas. The by-product tars from these operations accumulated in large waste piles that had no commercial value and were a source of annoyance and expense to the gas companies. These tars were offered at very attractive terms to anyone who would take them away, and the infant "composition" roofing industry benefited accordingly. At first the process consisted simply of dipping sheets of burlap or other fabric in a tank of molten tar or asphalt. The long strip of roofing was rolled up for convenient handling, and the early experimenters soon found that it was necessary to dust the surface of their new "roll roofing" with some kind of material that would prevent the tarred surfaces from sticking together. Any finely divided, low priced local material like sand or fine gravel served this purpose and from its application the roofing-granule industry grew. As time went on other characteristics of a properly applied mineral surfacing were recognized. As with wooden shingles, tar and asphalt can be ignited by flying embers from near-by fires. It was found that by increasing the largest particle size to the maximum that could be successfully embedded, and by properly controlling the amount of smaller fractions retained in the grade so as to cover the asphalt completely a Nigh degree of resistance to fire was attained. Needless to say, in this early period asphaltic roofing needed such selling points to gain acceptance in a field dominated by wood, slate, and tile. When asphalt is protected from the sun's rays it is extremely durable, but when exposed to sunlight its surface is comparatively rapidly decomposed. Completely covering asphalt roofing with mineral surfacing protects the asphalt and adds materially to the life of the roof-conservatively, 500 per cent. Slate Granules In the production of split slate shingles a large quantity of waste slate is accumulated, as 60 to go per cent of the rock quarried is discarded. This waste was a continuing burden on the industry. Some was marketed as ground slate flour for filler in paint and linoleum, and there is a record that as early as 1906 two carloads of coarse screenings from slate flour were marketed as granules for surfacing roofing. The Synthetic Liquid Fuels Act (58 Stat., 190; 30 U.S.C. Sup., Secs. 321-325) was approved by Congress April 5, 1944; it directed the Bureau of Mines to build demonstration plants to produce synthetic liquid fuels from coal, oil shale, and agricultural products. The most important oil-shale deposits in the United States are in the Green River formation of Colorado, Utah, and Wyoming. The oil shale of western Colorado generally is more amenable to exploitation, more persistent, and apparently richer than elsewhere in the Rocky Mountain Region. It occurs at the top of a high plateau surrounded by bold, nearly vertical escarpments 500 to 600 ft in height. The top 400 to 500 ft of these escarpments comprises an oil-shale measure that averages 15 gal of shale oil per ton; the bottom 70 90 100 ft of the measure, called the Mahogany Ledge, averages over 30 gal per ton. The full measure in a 1000-square-mile area is estimated to contain 300 billion barrels of shale oil;' the Mahogany Ledge is estimated to contain 100 billion barrels of oil. These estimates are based on numerous surfac,e samples and on core-drill holes drilled by the Government and by private enterprise. The oil-shale beds are undisturbed and lie nearly horizontal. The name "oil shale" is unfortunate, as the rock is a tough, strong marlstone. Organic matter named "kerogen" is a constituent of the rock. The oil-shale demonstration mine is on Naval Oil-Shale Reserve No. 1; it is about 5 1/2miles by mountain road from the plant site, which, in turn, is 2 miles from U.S. Highway 6 and 10 miles west from Rifle, Colo. The highway parallels the Colorado River, the Denver and Rio Grande Western Railroad, and a 66,000-volt public-utility power line. Early in the program it was realized that an oil-shale enterprise would have to be on a large scale to be commercial, and that unusually low mining costs would be necessary. The physical characteristics of the Mahogany Ledge and an overlying roof stone are unusually favorable both for large-scale operation and low mining costs. Quarry practices largely will be followed underground to mine the Mahogany Ledge. The aim has been toward complete mechanization of all mining operations. A mining unit would comprise a square mile containing 100,000,000 tons of oil shale with allowance for mining losses. An investment of $1,000,000 would be $0.01 a ton; such an expenditure, therefore, could be made to save, say, $0.015 per ton daily operating cost. A goal of a mining cost of $0.50 per ton was set up in 1945. Open-cut mining costs then were about $0.25 per ton of material handled; it was hoped that a cost double this amount could be obtained in mining the Mahogany Ledge. Costs of labor and supplies have increased since 1945 and so has the selling price of petroleum products. To those unacquainted with the character of the Green River deposits, the name "shale" suggested high mining costs. Others assumed that coalmining costs of $2 to $5 per ton would apply. To many, the expected mining costs appeared the principal handicap to the establishment of an oil-shale industry. The purpose of the Bureau of Mines is to demonstrate methods and to establish costs for mining the oil shale on a large scale. It is hoped this work will lead to the establishment of a large-scale, commercial oil-shale enterprise.

GENERAL treatment of the various minerals of importance in refractories appears in the chapter entitled "Refractories" elsewhere in this volume. The present chapter is restricted to a discussion of minerals of the sillimanite group and brings up to date the excellent information contributed by Prof. Paul F. Kerr to the first edition (1937). Since the appearance of that edition, the status of the group has changed some- what. Kyanite remains the preferred source material for mullite refractories but total consumption of kyanite has increased considerably.85 The exigencies of World War II forced an increased dependence on domestic sources and led to an intensification of the search for higher-grade deposits of kyanite and allied minerals. The first discovery of massive kyanite similar to that of India has been reported from Georgia.37 British East Africa has joined India as a substantial supplier of our imported kyanite, but that from India continues to hold preference.85 During World War II, prices of both domestic and foreign grades reached peaks unparalleled since the earliest years of the use of kyanite and as yet have shown no tendency to return to prewar levels. Topaz, by virtue of the deposit outlined in South Carolina, merits inclusion in the group.20,36,95 Large andalusite deposits, which threaten to rival our one large domestic occurrence, have been found in Russia.69,88 Sillimanite has not yet attained an important position among these useful minerals because of the lack of accessible deposits of high-quality material in adequate supply.37,50,58 Tests by the Bureau of Mines have indicated the possibilities of economically beneficiating low-grade sillimanite and kyanite.105.106,140 Government, university, and industrial

Advances in the production of quality steel have emphasized the need for greater knowledge of the amount and distribution of oxygen in the steel. Control of inclusion content and quality is largely dependent on such knowledge. While many analytical methods have been devised for the accomplishment of this end, few are without serious limitations in accuracy, convenience, or skill required in application. Usually at least two methods are necessary to determine total oxygen and constituent oxides. Because of the great importance of this problem and the specific interest in the application of such methods of analysis, the various procedures were carefully reviewed at the Union Carbide and Carbon Research Laboratories, with the view of developing a method free from the limitations mentioned above. Intensive experimentation finally led to an improved iodine extraction analysis described by Cunningham and Price.1 After this had been thoroughly checked from the standpoint of the analytical chemist, it was rechecked from that of the metallurgist. This involved preparation of a number of small heats of varying composition with determination of total oxygen in the molten metal by the alumina method2 and an analysis of the solidified material without the aluminum addition by means of iodine extraction; the oxides of iron, manganese, silicon and aluminum also being determined by the iodine analysis. The report of this work constitutes the subject of this paper. The Iodine Method Fundamentally the iodine method is well established. It is based on the procedure first described by Eggertz3 and depends upon the fact that iron, manganese, silicon and aluminum, as well as the metallic constituents of the pertinent sulfides, carbides and nitrides of these metals

• Phelps-Dodge Corp. signed an agreement with the Defense Materials Procurement Agency to increase copper production from the east ore deposit of the company's Copper Queen branch at Bisbee, Ariz. The company agreed to undertake a $25 million expansion program, including construction of a concentrating and leaching plant at the Bisbee mine and enlargement of the Douglas smelter. The Government agreed to buy the first 112,500 tons of the first 150,000 tons produced at 22e per lb if the company could not sell at a higher price. The new facilities will have a yearly capacity of 38,000 tons and should be in production by late 1954 or early 1955. • American Smelting & Refining Co. has started construction of a new building to house the Central Research laboratory at South Plainfield, N. J. It will have approximately 75 individual laboratories and an equal number of offices and shops. The origin of the salt domes of the Gulf coastal plain has been investigated by many of the most able geologists, but the problem cannot be said to have been satisfactorily solved. Since 1860, numerous theories have been presented, only to be discarded, at least in part, as more complete infomation revealed their fundamental weakness. Real progress toward solution dates from 1902, when Hill1 advanced the theory of secondary deposition of the domal materials from saturated solutions of hot saline waters ascending from great depths under hydrostatic head along structural lines of weakness. Shortly thereafter, Harris,² using Hill's hypothesis as a basis, explained the doming and pronounced uplift associated with these salt cores as the result of forces exerted by growing salt crystals. This was a marked advance over the ideas of Coste3 and Hager,4 since no evidence of igneous intrusives, as they assumed to explain the uplifts, had been found associated with the domes. Harris5 developed his theory until it offered such apparently plausible explanations of so many details of dome phenomena that his hypothesis and conclusions received widespread acceptance, despite some serious objections, and today his theory, somewhat modified, is considered by many able investigators to be the best explanation of the origin of these domes. The immense production of oil per acre, the recognition of the high lubricating quality of the oil, the development and recognition of the efficiency and advantages of oil-burning vessels, with the subsequent exceptional demand for fuel oil, and the resultant advance in the price of coastal crude, have been responsible for a prospecting and develop- 1 Robert T. Adequate treatment of the difficulties surrounding the valuation of mineral lands requires that agreement be first reached defining value as understood for the purpose of appraisal. To define value as the price of a product is not sufficient, and does not assist us in using the factors that cause variations in values and in relative values. The real value of any product depends primarily upon its relation to the necessities, comforts and pleasures of mankind. As the necessities, comforts and pleasures of the civilized races differ from those of more primitive man, the value of products varies with the degree of civilization and the environment of the consumer. Coal has no value to the savages of warm climates, and arrow-head flint none to the residents of New York. It has long been recognized that what has been termed " intrinsic value " must be limited to materials that are essential to existence—air, water, food. But " intriusic value" cannot be measured in monetary terms. The intrinsic value of a bushel of wheat is due to the fact that it will support the life of an individual for a certain definite time, but this fact does not enable us to measure or to express that value in monetary terms. It has often been proposed to adopt as a measure of the value of any product the quantity of labor necessary to produce it, but this method is of limited application, and will not apply to what may be termed " intrinsic values." For many reasons it might be well, while assenting to the fact that any material may be intrinsically valuable, to abandon the use of the term " intrinsic value." One of these reasons is the tendency to confuse the idea of intrinsic value with a value that is conferred by economic conditions, that is purely artificial and that may be permanent or evanescent. Intrinsic value must from its nature be permanent and unchangeable. Possibly for present purposes the value of any material may be considered as having a dual origin: First, that due to economic

Introduction This is the Pacific Rim. Nearly three fourths of the world's population live on or near its border. In the recent past, on any given day, one could find traversing its„ borders pirates, smugglers, gunrunners, missionaries, slave traders, tourists, and businessmen. If one were not too observant, he would notice that over the last several years the ocean traffic in the Rim has pretty much stayed the same--Polynesian outriggers, passenger ships, general cargo vessels, ore carriers, and oil tankers. If he were to look a little closer, he would notice some coal colliers. A still closer look would reveal that most of them were hauling metallurgical coal destined for the steel mills of Japan, Taiwan, or Korea. If his senses were keen, he would observe that not only were the number of colliers increasing dramatically, but also that a relatively new cargo was being carried to those countries as well as additional areas in the Pacific Rim., This new cargo thermal coal holds the promise of not only exceeding the metallurgical coal trade, but significantly cutting into and decreasing the already vast oil tanker business throughout the Pacific Rim. The high price of crude oil as a result of the oil embargo in the Middle East in 1973-74 has forced the Pacific Rim countries to convert to coal, and as a result, the coal resources of the Rim are being exploited at an ever-increasing rate. Although coal produced outside the Pacific Rim does enter its borders for ultimate consumption from such places as South Africa and the East Coast of the United States, the vast majority of thermal coal that will enter this booming market place will be sourced from countries within the Pacific Rim. Accordingly, this paper will provide an overview of those sources with particular emphasis on the non-communist block nations. This is not to say that countries such as China and Russia will not be players in the Pacific Rim thermal coal arena, but that -most consuming countries in the Rim are basing the majority of their near-term sourcing requirements from countries that provide a stable source of supply. Pacific Rim Coal Resources Figure 1 is a map of the Pacific Rim countries and identification of major coal resource locations within its border. Going in a clockwise direction, the following countries will be the major suppliers of thermal coal through the year 2000: Australia, Indonesia, China, Russia, Alaska (U.S.), Canada, United States (Utah, Colorado, Wyoming, Montana), and Colombia, South America. Other countries such as New Zealand, Malaysia, Philippines, Korea, etc., will play a role in supply, but compared to the ones previously mentioned, will only have a minor impact. When one looks at the vast stretch of ocean that separates the sourcing countries from the consuming countries (Japan, Korea, Taiwan, Hong Kong, Singapore, etc.), one realizes that costs of transportation will play a significant role in determining which countries and in what quantities coal will be purchased. Earnings of engineers in the period 1956 to 1958 continued the upward trend observed in the previous survey interval, 1953 to 1956. The overall median (all graduates) was $6500 in 1953, $7750 in 1956 (a 19 pct upstep or about 6.5 pct annually), and $8750 in 1958 (up 13 pct from 1956 or 6.5 pct average yearly). The latter represents an increase from mid-1956 to mid-1958. For this same two-year span the Consumer Price Index rose 1.5 pct and the Average Gross Weekly Earnings for Production (Manufacturing) climbed close to 10 pct. Median earnings for the major classifications studied are presented in Table I. The increase in engineering earnings are not distributed equally among the various activity classifications or among the experience levels of the survey. Summary results of the changes of the median lines for the major divisions are presented in Table 11. Data in this table are approximations- dollars are rounded to the nearest $50 unit and percentages to the nearest full percentage.

amounted to about 2000 metric tons. The total output is increasing from year to year. Marine salt is now produced in Haiti in quantity sufficient to supply nearly all the requirements of this Republic, so production tax is now collected. Central America Guatemala-The major production of salt in Guatemala is solar salt derived from sea water, but the Indian population prefers salt derived by boiling coastal marine earth. Salt is taxed by the Government. The industry has been beset by controversies in recent years, especially following the revolution of October 1944. The Government issued a decree in August 1940 designed to control production and price of salt. The creation of a salt consortium was provided for and marketing was to be governed by production quotas. It is understood that the Government pool was later dissolved and the industry is now under older laws whereby production and sales have no limits. South America Panama-Output of salt in Panama in a very recent year was 11,000 net tons of solar-evaporated sea salt. A Government bank is in charge of output and distribution of the product. Colombia-Rock-salt deposits are known in five places-Zipaquira, Nemocon, and Sesquile, in the Department of Cundinamarca, the Cumural y Upin near Restrepo, and San Miguel y Barital, near Medina in Meta Intendency. The latter deposit never has been worked on account of its inaccessibility. Saline springs are worked in four locations. The largest producer among marine salinas is Manare but it is now planned to make Bahia Honda the largest. Some evaporated salt is made in vacuum pans. The deposits at Zipaquira, Nemocon, and Sesquile are believed to occur in the domal type of deposit. All the salt resources are under Government control. Venezuela-The salt industry in Venezuela is under Government control and is taxed. Taxes in recent years, however, have been reduced for salt used in curing hides and salting meats, fish and fish products. Production has approximated 25,000 metric tons yearly but may now be considerably above that figure. The basin on the peninsula of Araya, State of Sucre, which at present is the only important source of salt, could produce at least 175,000 metric tons if more ground were provided-a larger supply than the entire country could consume. This unique landlocked basin of nearly 1000 acres lies 12 ft below sea level. Ecuador-Salt is a Government monopoly in Ecuador and is produced chiefly by solar evaporation close to the shore. The main producing center is on the Santa Elena peninsula, which supplies about 90 pct of the salt. Small fields are at Punta Arenas, Payana, and Chara-

The production of petroleum in the Mexican fields during 1931 followed the downward trend of the past nine years, with a decline of close to 6,600,000 bbl., or about 17 per cent from the 1930 total. The output was close to 32,964,000 bbl., the Tampico-Tuxpam fields showing the largest actual and proportional decline, while the production of the fields in the Isthmus of Tehuantepec remained practically unchanged. Wildcatting along the international border was carried on more actively than in previous years, the only successful completion being the Alberca No. 1 well located about eight miles from the international boundary, across from Roma, Tex. This well, completed at a depth of 2015 ft. and plugged back to 1550, is rated at about 6,000,000 cu. ft. of gas per day from a horizon between 1330 to 1540 ft., and is now connected to the gas line from the Jennings gas field, Texas, supplying the city of Monterrey. Favorable oil indications have been encountered in other exploratory wells along the border and drilling will probably continue as these lands are largely held under government concessions which require continuous development work in order to retain title. Development in the Isthmus of Tehuantepec has progressed in a systematic manner, the number of successful completions during the year being considerably larger than in the South or Northern fields. The oil pipe line from the south fields to Mexico City has been completed and its operation and that of the Azcapotzalco refinery is expected to begin early in 1932. The construction of this line will Tevolutionize the transportation of petroleum and its products from the fields to the high plateau and seriously affect the revenues of the government-owned railroads. General conditions in the oil industry were reflected in Mexican operations. Low prices and the imminent threat of an American oil tariff discouraged development work necessary to maintain or increase production, and the curtailment of activities resulted in considerable reductions in personnel by all companies. Early in 1932 the Mexican Government announced its intention to create a surface tax or yearly rental on oil lands equivalent to about 31/4 U. S. cents per acre.
