AT the meeting of the Board of Directors on Jan. 28, 1927, the tentative budget of this Institute for next year was discussed, and in connection with the evident necessity for a larger income to meet increasing demands for service, the advisability of in- creasing the dues of members, was brought up. W. Spen- cer Hutchinson advocated an upward revision of the dues "believing it necessary that the Institute have a larger income, in order that it may carry on necessary work and render adequate service to its membership." Since this is a matter that directly affects every member, .President Taylor was directed to appoint a committee, which he did, consisting of George D. Barron, W. H. Bassett, and R. H. Sweetser, with T. T. Read as secre- tary, to bring in a tentative outline of the main factors in the problem for discussion at the annual meeting, on Feb. 15, and to prepare, after they have had the benefit of the discussion at that meeting, a report for the board. The amount of the annual dues is fixed by the con- stitution and can only be changed by proposing an amendment to the constitution. This amendment would have to be submitted to the members by letter ballot at the time of the election of officers for 1928, so that no change can be made in the dues for 1927 in any case. WHY THE INSTITUTE NEEDS MONEY At the annual meeting past-president Reynders, as chairman of the executive committee made the follow-ing report, which since it admirably sets forth the rea-sons why an increase in the dues has been suggested, is included here. "The report of the president has covered the situation so fully that little is left for me to say. However, a word in regard to the functions of the executive com-mittee may not be out of place.

President Allende says he will expropriate all American investments in Chile and he's already well on the way to accomplishing this objective. What the average observer doesn't realize is that this has not only created big lossess for the copper companies. It could also take a chunk out of the U.S. taxpayers' pockets. Premier Castro expropriated the U.S. taxpayers' investment of over $100 million in the Nicaro (Cuba) nickel and cobalt operations-and U.S. Government protest over the loss was never heard above a whisper. Where the taxpayer comes in today is through the Overseas Private Investment Corporation, which was set up to guarantee U.S. companies' foreign investments against losses due to political changes. As of now, metals firms hold more than $300 million worth of obligations against this U.S. Government agency. The agency itself may not be able to raise more than $85 million, and a supplemental appropriation may be needed to meet its guarantees.

The ores received at the Washoe Smelter come almost entirely from the mines in Butte and contain the following minerals : Chalcocite, Cu2S; covellite, CuS; chalcopyrite, CuFeS2, (trace); bornite, Cu3FeS3; enargite, Cu3AsS4; malachite, Cu2CO4 + H2O (trace); pyrite, FeS2; sphalerite, ZnS; rhodo-chrosite, MnCO3, (less than 1 per cent.); rhodonite, MnSiO3, (less than I per cent.). The country-rock of Butte is of the granite family and is a quartz-monzonite containing a little less silica than typical granite. Messrs. Thomas & Cross, having leased from the Akron Cement Company from twelve to fifteen acres of abandoned cement-tunnels and chambers, for the purpose of propagating mushrooms for the market, commenced operations about a year ago, and are now beginning to furnish mushrooms in quantities to the local markets of Buffalo and Rochester. The quarries, or, more properly, the mines, of the Cement Company are located at Akron, Erie County, PIT. Y. The cement-rock occurs in a stratum about 71/2 to 8 feet in thickness, which is overlain by from 1.5 to 25 feet of limestone and flint-rock. There is a gentle rise from the opening of the tunnel inwards, giving a natural drainage and leaving the chambers comparatively dry. The roof is good and is supported by pillars and heavy timbers. The mushroom-beds are located about 300 feet from the opening of the tunnel, and are made in the form of mounds about 3 feet by 12 feet, at the base, and 24 feet high, giving to the chambers the appearance of a subterranean graveyard. Injection luminescence of single crystals of rare-earth-activated CdS was investigated. Crystals of CdS:Nd, CdS:Er, and CdS:Yb, grown by the vapor transport technique, were suitably etched and hetero-junctions of Cu2S-CdS were fabricated on one side of the CdS substrate by chemical reaction. The device was then heated to 200°C in an inert atmosphere for 5 min. Static V-I measurements show that at low voltages (V < 1 v) the current is controlled by the junction, while at higher voltages the bulk Properties of the CdS substrate effectively control the current. Because of the large thicknesses no negative resistance was found. Reverse breakdown voltage varied from 5 v, for junctions that were not heat-treated, to 100 v, for diodes that received the proper heat treatment. The rectification ratio, measured in the range of 2 to 10 v, varied from 300 to 3000. Capacitance- voltage measurements indicate a weak dependence of the junction capacity on applied voltage. The capacity was found to increase appreciably with room light illumination. The variation of capacitance with frequency is indicative of a p+-i-n structure. An open-circuit voltage of 0.4 v was measured under an illumination of 100 mw per sq cm. Under forward bias, the bluish-green edge emission characteristic of CdS was observed. No sharp rare earth emission line was observed, which is in contrast to our results using ZnS:Tb, where, under high-voltage excitation, the rare earth emission was dominat over the lattice emission. The absence of rare earth emission implies that either the nature of the rare earth ion is different at the het-erojunction than in the bulk or the probability of energy transfer to the rare earth ion is small. RARE earth elements are playing an increasingly important role in the Synthesis of materials for a variety of purposes, e.g., solid-state lasers, color television screens, and so forth. Leaching of uranium in situ from sandstone deposits with ammonium carbonate solution containing dissolved oxygen occurs rapidly compared with the leaching of the bulk of the sulfur present as FeS2. However, because of their high reducing capacity and their relative abundance, the FeS2 minerals consume the bulk of the oxidant. A pressure leach apparatus was constructed that permitted measuring oxygen consumption by FeS2, best described by a first-order reaction. The experimental rate constants for various cores are roughly proportional to their FeS2 contents.

Forty-sixth Meeting The forty-sixth meeting of the Boston section was held at the University Club on Monday evening, Jan. 28, 1918. Thirty-six members and guests were present, which is a record for this Section. After a good dinner, President Philip N. Moore, of the Institute, was introduced, and spoke of the many problems of the Institute. The topics covered were the progress and growth of the Institute during the administrative year, the efforts to stimulate the local sections and to bring them more in touch with the policies and problems of the parent body and, last but not least, of the constructive results and patriotic work of the Institute in the national service of the war. The other guest of the Section, Mr. Thomas Nelson Perkins, Counsel for the Priority Board, spoke most entertainingly of recent experiences in Russia, England and France. After considerable discussion during which Mr. Perkins most obligingly answered innumerable questions, the meeting adjourned at about 10 p. m.

THE good and lofty men of intelligence are constantly discoverers of many beautiful things, because of their kindness or because they are driven by necessity. Either they shorten the method of making them after they have seen them, or they think how they can be increased in power or how they can be used for various effects in addition to the one intended by the inventor. When so many proper- ties and so much strength were observed in this, it was thought that by enclosing it in some strong thing that had the power to resist it, gunpowder would produce a marvelous effect. Carlisle: This is April 19, 1961. My good friend Dave Irwin is sitting on the other side of the tape recorder. We are at Rose Dhu Island, Savannah, Ga. Now, let&apos;s begin with your first job, where and what was that? Irwin: I started out to Arizona, looking for a job and wound up in Morenci. The next morning I applied at the mine office and was put on as a sampler. I worked as a sampler and as an assistant to Frank Pelton, the geologist, for a year, after which I went back to New Haven to take my last year of postgraduate work. After getting my degree, I went back to the Southwest with W. Rowland Cox and Staff, supposedly as a geologist. Q: But that was not when he was with Spurr? Irwin: That was after he had left Spurr. Henry Smith was with the Spurr end of the outfit and I happened to drop into the W. Rowland Cox end. My first job with him was to do some work on a prospect above Metcalf, Ariz., and from there I would go out on short reconnaissance trips in Arizona, New Mexico and old Mexico.

It is doubtful if the far-reaching sociological influence and effects of the last few years will be fully appreciated within the present generation, but there are certain lessons and morals already apparent from which we should profit immediately. One of these has been an insistent, though vague, feeling among engineers and men of technical training and experience, that their worth as political and economic factors is not recognized by society. This feeling has found expression first in a tendency on the part of these men to organize for the purpose of securing recognition, or to demand greater activity in their interest on the part of societies already organized. However it may be accomplished, the demand for some means of binding engineers together for purposes of self-interest and public good is in the air and will not be denied. In other words, the time is&apos; propitious for two things: vastly increasing the membership of engineering societies, and serving that membership according to its desires. There are some simple theoretical approaches to pillar design but they leave much to be desired. There are also more complex theoretical approaches, but at this time the most realistic approach is to go into the mines and observe and measure how real pillars are performing under real conditions; to allow the information thus gathered to ferment in our minds - then to project the behaviour of those pillars into our new designs and mining techniques, probably with no formulas at all. Examples, from half-a-dozen different mines, show how a simple- minded approach, through observation and measurement, led to changes in pillar design which often contradicted the textbook but made very significant contributions to mining safety, efficiency and costs. The good news is that we know a lot more about pillar design than we realize. We have, between us, looked at millions of pillars of all kinds, under all conditions, but we have overlooked what they are trying to tell us. We can take problem situations and turn them into opportunities and, in that way, become better stewards of the resources which have been given to us.

Ocean miners seem prepared to commit upwards of $50 million, spread over the next 10 years, to develop a deep ocean capability. More and more large companies, Kennecott, Inco and Tenneco, to name a few, singly or through consortia, are spending money, often big money, to obtain a viable and profitable marine mining industry. Much of the current involvement of the mining industry in the oceans is concerned with either exploration for or engineering studies of manganese nodule deposits and most of it is considered highly proprietary. Thus, the scope of the total effort can only be surmised. The following provide a good indication as to the magnitude of the over-all effort: (1) Hughes Tool Co., Oil Tool Division, announced last March it has been performing engineering studies and ocean surveys (in collaboration with Global Marine, a subsidiary of Tenneco Oil) for the purpose of developing deep ocean mining equipment and techniques. As a result of these studies, Global Marine will build a 35,000-ton prototype deep sea mining ship for Hughes. (written discussion?).- I embrace ace the opportunity to take part in a discussion of Mr. Woodruff&apos;s paper because a successful discerning of what actually constitutes pet-roliferous areas from the geologists&apos; standpoint is worthy of our endeavors, not only from the intellectual side, but also because it may lead, as Mr. Woodruff hopes, to the more certain establishment of principles that can be applied to other continents in exploiting them for petroleum. This discussion will also embrace the results of two other recent papers, one by Alexander W. McCoy and one by Maurice G. Mehl.1 Sources of Petroleum.-Mr. Woodruff is agreed that petroleum comes from plants and animals, or possibly from both, and that it has ac-cumulated by migration into reservoir rocks. These reservoir rocks must of course be porous to become catch basins for the oil and gas, and then, too, their present structures are variable, as they occur in anticlines, domes, terraces, etc. , The structures, he states, are more widespread than are the oil pools, and the same is true for the reservoir rocks. The object of the present paper is to describe a primitive method of gold-extraction, practiced by a small colony of Chinese in the district of Tomoh, one of the Siamese-Malayan States. This district has been worked for gold about 150 years, but has been only twice or thrice visited by Europeans, who are looked upon with a good deal of jealousy by the miners. The gold-district, covering not more than 10 square miles, is situated about Lat. 5&apos; 47l N. and Long. -101&apos; 39 E., on the headwaters of the river Teluban. It is a very mountainous region, lying on the northern flanks of the great range that forms the watershed between the rivers Patani, Kelantan, Teluban, etc., on the north and Perak on the south. The gold occurs in narrow veins and leaders of quartz, intersect- &apos; ing and intercalated among irregularly upheaved and contorted, highly metamorphosed, micaceous and chloritic schists. These veins vary between 3 inches and 3 feet in thickness, and are sometimes very rich. The geology of this region is thus very similar to that characterizing gold-regions all over the world; if must, however, be.

In my paper on "The Consumption of Fuel in the Taylor Gas-Producer Plants at the Aspen and Marsac Mills" (Trans., xxiii., 134), I mentioned that in the plant which I had designed for the Ontario mill, the gas-tubes were to be covered with thin, corrugated sheet-iron, over which a coating of asbestos-magnesia would be spread in order to effect a good insulation and keep the gas as hot as possible. At the Ontario mill, two Stetefeldt furnaces and two revolving driers are fired with gas. One furnace is connected with a Taylor producer of 5 feet diameter, and the other furnace and the two driers are heated by the gas from a Taylor producer of 7 feet diameter. In the latter case the gas-tubes are necessarily somewhat long, and the cleaning of them takes time. In order to prevent overheating of the tubes during that operation, it has been found advantageous not to provide them with an insulating covering. If a tube becomes red-hot at any place by the burning of soot, this is at once observed, and the tube is closed until it cools down. The tubes con-

On Wednesday evening, Jan. 27, 1915, were held in the auditorium of the Engineering Societies Building the inaugural exercises of The Engineering Foundation, established by the United Engineering Society. The initial gift to the Foundation of $200,000, made by Ambrose Swasey, Past President of the American Society of Mechanical Engineers, was formally accepted at this time. So far as known this is the first instance of a foundation devoted to engineering purposes. This meeting con-stituted also an appropriate tribute to the generous gift made to the Foundation and gave opportunity for expression of the satisfaction and approval which are felt by engineers everywhere at the establishment of a means of promoting the good of mankind through the work of the engineer along the broadest lines. Gano Dunn, President of the United Engineering Society and Past President of the American Institute of Electrical Engineers, acted as presiding officer, and on the platform were seated representatives of the three societies constituting the United Engineering Society, and of the American Society of Civil Engineers. Members of the four societies and many other friends interested in the profession composed the audience.

Definition The term mineral inventory is a relatively new designation, born of the computer age and grown to common usage with the development of computer techniques for extending drill-hole sample values to regularly gridded data blocks representing in situ mineral values. The term has been generally accepted by geologists and engineers because it has a precise meaning which avoids many of the ambiguities of ore reserve. A mineral inventory is an estimated inventory of mineral in place and is usually achieved by dividing the deposit into regularly spaced gridded blocks to which are assigned estimated values using various extension techniques. A mineral Inventory makes no presumptions about the minability of the blocks or their cutoff grade. A mineral inventory estimate may be good or poor according to how much is known about the deposit, how extensively it has been sampled, and what techniques have been employed to assign estimated grade to the blocks Such an inventory, however, does not change with time, economic conditions, or mining technology, but only with new and better data and methods.
