No important producing developments took place in Colombia during the year 1928. This was at least partly due to the paralysis of operations by the passage, during the latter part of 1927, of a law which was regarded by the oil companies as confiscatory and unjust, and the promulgation of exceedingly stringent regulations of this law under decree No. 150, published Jan. 28, 1928. This decree, which contained 24 articles, practically prevented not only producing operations by the oil companies but even such activities as geological explorations and surveying, as severe fines were imposed for the possession of maps not registered with the Ministry of Industries. Both this regulatory decree and the law were subject to attack in the courts by several of the oil companies. The regulatory decree was suspended May 22 by Presidential proclamation, until the suits against it are decided by the Supreme Court and Council of State. Though another law was introduced into the Colombian Congress at a later date, no action was taken on it, and at the time of the writing of this paper, it would appear that no oil bill will pass the Colombian Congress during the present session. The Barco concession, which was revoked in February, 1926, still continues an unsettled matter, although there have been rumors that the government was attempting to come to some decision on this rather difficult question. A hopeful sign toward the close of the year was the settlement of negotiations with the Tropical Oil Co. over the acceptance of the payment for royalties due the government from that company. This settlement, which covered a royalty on crude oil produced from June 30, 1926 to June 30, 1928, represented a cash payment for approximately 3,000,000 barrels. It is to be hoped that during the coming year the Colombian government will see its way clear to clarify its position on petroleum legislation. A good augury for the future was the statement made by President Abadia Mendez on New Year's Day, in which he courageously admitted the errors of previous legislation and said, regarding oil, "Very soon

MINING taxation is a subject which bears definitely upon-the welfare of the mining indus-try. Every government must have a revenue but that revenue should be raised in such a way as to hamper as little as possible legitimate enterprise or industry. A mining tax should be fair, and one which appeals to the natural sense of justice. Our present system is a tax on net- profits after all expenses are met. On profits in excess of $10,000 the Mining Tax Act takes three per cent., one-half of which goes to the Govern-ment and one-half to the municipality in which the mines are situated, to meet local needs for roads, schools, etc. On profits from one to five million dollars", the tax is five per cent.; over five million, six per cent., and so on. The first $10,000 profit is exempt. The result is that if a mine is worked at a loss, it pays no tax at all; if it makes a small profit, it pays a small tax; if profits are large, the tax increases accordingly. It is difficult to imagine a fairer or less onerous method of taxation, or one better adapted to meet fluctuating conditions from year to year as profits rise or fall. A just and fair tax should be levied on profits, never on capital. There is, one branch of the mining industry upon which is levied a higher tax than upon other branches, namely, the nickel industry. I see no good reason why any branch of the mining industry should be discrim-inated against on a profits tax basis. A mining tax should not discourage development. The present tax meets this requirement. In the early years of a mine, when it is all outgo and no income, the mine pays no tax. Not until it reaches a productive and. profitable stage does the tax take effect, and then the mine can afford to pay it. Further, a tax on profits does not operate against the opening up of low-grade deposits, or those in which the chance of success is to a certain extent speculative.

(written discussion). *-Mr. Kowalke shows that a high resistance millivoltmeter is subject to smaller errors, due to change in resistance of the thermocouple to which it is attached, than is a low-resistance instrument. He uses as examples instruments having resistances of 30 and 2 ohms, respectively. At the Bureau of Standards, resistances above 300 ohms would be considered high and 30 ohms rather low. In the tests on calorized-iron thermocouples, a difference between the first and third calibrations of the couples serves to show changes due to the intermediate heat treatment and only under certain conditions would changes in calibrations due to changes in the wire be detected by ,a recalibration after 1 1/2 in. had been cut from the hot-junction end of the couple and the ends rewelded. The calibration of a couple depends only on the thermoelectric prop-erties of that part of the couple which lies within the region of non-uniform temperature, i.e., the temperature gradient; hence, so long as the temperature gradient falls along wires of similar thermoelectric properties no change in the electromotive force is produced by altering the metals of those parts of the circuit that are at uniform temperature. Usually at the cold-junction end of the circuit, copper leads, brass binding posts, manganin resistance coils, and various other materials form part of the circuit, but so long as all are at a uniform temperature (or if for each junction between unlike metals there is a similar opposing junction at the same temperature) no resultant thermoelectromotive force will be produced thereby. Likewise, if a length of several inches at the hot-junction end of the couple is at uniform temperature, it matters not if this section is unlike other parts of the couple, so long as there is good metallic connection and no source of e.m.f. other than thermoelectric is present. Cutting off part of the hot end of the couple within such a region of uni-form temperature would not alter the e.m.f. of the couple.

Mine fires are a serious hazard; surveys show that the coal-mining industry lags considerably behind industry in general in planning and training for fighting fires, and providing adequate fire-protection facilities. The results of the experiments discussed in this paper emphasize that every effort must be made to extinguish a fire in its incipient stage. The research also demonstrated that extinguishing agents and techniques, superior to those presently used in most operating mines, are available. An underground coal mine fire, if not extinguished quickly, can develop rapidly, create a serious hazard, and cause loss of life and property. The problem of controlling a fire increases in direct relationship to the time interval necessary to initiate control measures; as the fire increases in size and intensity it becomes progressively more difficult to cope with roof control, visibility, ventilation, and explosion prevention. Despite the constant vigilance of the industry, the number of coal mine fires is increasing. During the eight-year period, July 1952 to July 1960, following enactment of the Federal Coal Mine Safety Act, the Bureau of Mines investigated 401 fires that caused 30 fatalities and 75 injuries. More than half of these fires burned for more than one shift; 20 pct could not be extinguished by direct attack and had to be sealed. Agents and techniques for extinguishing simulated mining-machine and underground coal fires have been investigated in the Bureau's experimental coal mine. The research shows that visibility in the fire area is a primary factor affecting control operations. Associated with good visibility is accessibility to the fire; the closer the attack can be made, the less time and quantity of agent are required for extinguishment. Approach to the fire and visibility are hindered by the smoke and hot gases backing up against the ventilating current. In open entries an increase in air velocity assists in driving smoke ahead; at low airspeeds approach can be made by placing a brattice across the lower two-thirds of the entry, pushing the smoke ahead with water sprays, or discharging rock-dust from a rock-dust distributor. Production of petroleum increased again during 1929, thus maintaining the steady growth inaugurated by the bringing in of Royalite No. 4 in Turner Valley, Alberta, towards the end of 1924, prior to which a decline over a number of years had been experienced. The growth has been confined to the Province of Alberta, the older production in New Brunswick and Ontario showing declines, although in the latter case considerable activity in the search for new gas structures was maintained and during the last six months two wells were brought in, one at Howard in the Trenton at a depth of 1250 ft., giving 5,500,000 cu. ft., and the other at Tilbury in the Guelph or Salina at 750 ft. giving 9,000,000 cubic feet. As has been the case during the past five years, interest in the search for structure and in the following up and development of areas already recognized has centered in Alberta and adjacent portions of Saskatchewan. This was due in the first instance to the striking of wet gas in the Palaeozoic limestone (Madison) of Turner Valley, some 30 miles south of Calgary, in Royalite No. 4 in October, 1924. The bringing in of other wells of similar importance late in 1928 and in the spring of 1929 which extended the productive area 3 miles southwards led to greatly enhanced drilling activity throughout the structure and adjacent areas and in other parts of Alberta. As a result good strikes of heavy crude oil have been recorded during the year at Ribstone, Oyen, Skiff and Coutts, in each case at moderate depths and in sufficient quanitity to justify prolonged testing. The prospects of a satisfactory production of this grade of oil are very encouraging. Actual oil production in the west is still confined to the Province of Alberta and for all grades of oil totaled 997,359 bbl., which compared with previous years shows a gratifying increase. To this increase the naphtha obtained from the wet gas of Turner Valley has proved the principal contributant, heavy crude also showing an improvement, while the light crude, the product of the Cretaceo-Jurassic sands overlying the Paleozoic of Turner Valley, remains unchanged. This is largely owing to operators casing off these sands in their endeavor to reach the limestone, but, there is evidence that in future more attention will be paid to

Mr. ASHBURNER's paper on the Classification and Composition of Pennsylvania Anthracites, read at this meeting, well shows the need of new and accurate determinations of the heating value of these coals. A similar need exists for the determination of the value of bituminous coals, since the variation in quality of the latter is greater than the variation in anthracites. The recent extensive use of liquid and gaseous fuels, " patent" fuels, tan-bark, and other refuse fuels, also makes a necessity fix some correct method of determining the relative values of each of these fuels. Mr. Ashburner has recommended that tests of coals should be undertaken by the Second Geological Survey of Pennsylvania, and Professor Dewey, as stated in Mr. Ashbnrner's paper, has suggested a plan for tests of American coals, by the Smithsonian Institution, for which an appropriation by Congress will be asked. It is to be hoped that if any extensive series of tests of coals is carried on under either Government or State auspices, the erroneous methods of test which were followed by Professor Johnson in 1842, and by Quartermaster-General Meigs in 1882, will not be adopted.* The first requisite in determining the heating-power of a fuel is proper apparatus, such as has not been used in any of the tests of American coals yet reported. In the hope that more accurate means may be used in future tests, the writer desires to call attention to an apparatus which he has designed for the purpose. Not having had opportunity for making a trial of it, nor even of having it criticised by others, he does not offer it as the best possible apparatus; but if it contains any points of value, and leads to the design of still more suitable devices by others, the object of the presentation of this paper will be accomplished. The tests by Professor Johnson and General Meigs were made by evaporating water into steam in ordinary steam-boilers. A steamboiler of ordinary construction is not a good apparatus for determining the heating power of a fuel, for the following reasons:

(written-discussion-? ).--The advantages of the incline-slicing system have' been ably pointed out by Mr. Scott in his paper in the November, 1917, Bulletin, and also by Mr. P. B. Scotland in the Engineering & Mining Journal, Apr. 7, 1917. From the standpoint of efficiency and economy this method is far superior to the top-slice system as generally practised. However, as regards ventilation, and the danger of mine fires, it is just as necessary to use a mechanical ventilating system in mines worked by this method as it is in those worked by the horizontal top-slice system. Mechanical ventilation not only improves working conditions in top-slice stopes but, if properly designed for the particular mine in question, permits an immediate attack to he made in the event of a mine fire with a greater degree of safety to the men. In the course of time, incline top-slicing will probably take the place of the horizontal top-slicing system just as the incline cut-and-fill has superseded the horizontal cut-and-fill stoping method. While incline top-slicing has been tried in several districts on a very limited scale with inconclusive results, the Coronado is the-only large mine at which it has yet been thoroughly tested, and there it proved to be a complete success. As Mr. Scott's figures show, the tonnage has been more than doubled, with a simultaneous reduction in costs. As has been the history with all other innovations in mining, considerable hesitation will probably be shown in introducing this method in other mines. For example, when the incline cut-and-fill system was put forward as a substitute for the horizontal cut-and-fill stoping method many mining men of good repute were doubtful of its success and post-poned its introduction as long as possible, giving as their reason certain geologic conditions which would make the incline cut-and-fill impracticable. At the present time, most of the mining companies in the South-west, who in the past had used the horizontal cut-and-fill system, have already changed over, or are in the process of changing, and have proved that in the majority of cases horizontal cut-and-fill stopes can be successfully operated under the incline cut-and-fill system. Large horizontal cut-and-fill stopes can now be found in only a few exceptional cases, and

A relationship exists between the color and the chemical composition of the pebbles from the Bone Valley Phosphate Formation. Darker-colored pebbles are relatively high in iron oxide and relatively low in calcium phosphate when compared to lighter-colored samples; the brown color of the phosphate pebbles can be correlated with their iron content and the black and gray colors with their organic carbon content.1,3 It was anticipated that the darkness of a phosphate sample might be quantitatively measured by a simple reflectivity test and that the amount of reflected light could be correlated with the chemical composition of the rock, especially with the elements which cause the color and darkness of the Florida phosphates. Twenty-one samples of production grade phosphate rock from Hillsboro County, Fla., were studied. All samples were ground to -200 mesh for reflectivity tests and analyses. All analyses are accurate to well within ±2% of the reported value, except for aluminum and organic carbon, which are accurate to only ±15% of the reported amount. Reflectivity measurements were taken with a model 610 Photovoltmeter for tri-stimulus amber, blue and green, and white lights. Experimental procedures and data are available upon request. Results Table 1 contains linear correlation coefficients (LCC) for the element-reflectance relationships for the samples. The top portion of the table refers to the LCC between the percent of light reflected off the samples and the percent of a given element (or its oxide) as analyzed. In the lower portion of the table the LCC refers to the relationship between the same reflectance data and the chemical analyses which have been corrected on the basis of 0% acid insoluble material (chiefly quartz) in the phosphate rock. Each LCC presented in Table I is computed for the 14 coarser samples exclusive of the seven concentrates since the concentrate samples appear to have anomalous reflectivities upon comparison with the coarser grades. Only the most significant LCC for each element is presented in graphical form. Discussion of Data Iron: [Fig. 1] is a graph of the relationship between iron and reflectivity (LCC = - 0.98). A good correlation with Fe2O3, is expected due to the relationship between the tan (or brown) color and the abundance of iron oxide, the principal mode of occurrence of iron in Florida phosphates.8 Note the location of the seven triangles which repre-

DURING the last several years the authors have been conducting tests on a tensile machine that autographically records load-elongation data. In certain tests at elevated temperatures on face-centered cubic, hexagonal close-packed, and body-centered cubic materials (binary alloys of nickel, zirconium, and iron), the load-elongation curve as shown in Fig. 1 reaches a maximum load (Pmax,) at relatively small amounts of strain and a large amount of elongation occurs subsequently with a continuously decreasing load, until finally localized necking and fracture take place. This early maximum load behavior has been found without the accompanying evidence of localized necking as has been assumed by some, or of evidence of cracking as observed by others.' This behavior has also been observed by Nadai and Manjoinez whose results are in good agreement with ours. The prior strain, strain rate, test temperature, and crystal structure affect the observations. The influence of prior strain was observed in tests on unalloyed zirconium at 300°C in which specimens containing large amounts of prior strain (cold work) exhibited the type of curve shown in Fig. 1. No localized necking was observed after strain as much as that of point B. Annealed and recrystallized specimens of the same material showed a load-elongation curve with maximum load occurring after considerable strain hardening and at the beginning of localized necking. Interrupted tests (Fig. 2) show no loss in strength because of recovery or recrys-tallization during an interval at temperature without load. Recovery under stress such as found by Wood and Suiter3 in aluminum is now being investigated as one possible explanation. The strain rate is a contributing variable as shown in Fig. 3, a test on high purity nickel. Here the strain rate was decreased by a factor of ten during a test in which the maximum load was reached at a small strain. The slope of the true stress-true strain curve was positive with the more rapid strain rate and negative with the slower strain rate. In many binary ferrites an added effect of temperature has been observed. Fig. 4 shows the load-elongation plots for a binary ferritic alloy containing 2 pct Mo. At Cobalt, Ontario, Canada, a lake was drained to facilitate mining, by the Mining Corpn. of Canada, during the spring and early summer of 1915. Previous to pumping out the water, great quantities of sands and slimes from concentrating plants had been discharged into the lake and during and after the lake's drainage, its basin was a receptacle for tailing products. As the writer was at work along the shore line as the lake was being drained, he had a good opportunity to observe the changes that took place as the water was withdrawn. Some adjustments between the incoming sands and the mud in the lake had taken place before pumping was commenced. One of the most interesting results was the appearance of a small dome in a path the writer traversed twice a day for several months; he remembers distinctly the difficulty of crossing this. Cobalt Lake owed its existence to the gouging out of a rock basin by glaciation. The long axis of the basin closely follows the strike of a thrust fault of about 500 ft. (160 m.) vertical displacement. The lake was originally shaped somewhat as shown. The length was about 3000 ft. (914.4 m.), the width at the lower lobe was about 1000 ft., and the width at the narrows probably 400 to 500 ft. The original depth of water varied from 20 to 30 ft. (6.1 to 9.1 m.), near where the island later was formed, to 60 to 70 ft. (23.6 to 27.6 m.) in the widest part of the lower lobe. At the narrows, the depth was 30 to 40 ft. Above the bed rock was sand, with boulders near the bottom, and mud. During the building of the railroad in 1903, considerable filling was done along the right of way. With the commencement of mining operations, about 1905, waste rock and mill tailings were dumped into the lake. One of the mining companies operated a hydraulic giant to remove the glacial debris from several hundred acres of rock surface; much of the sand and clay from this operation was deposited in the lake. About 1,500,000 tons of mill tailings, composed of sands and slimes, were discharged into the lake's waters previous to 1915. Most of this material

During the year this Committee has had the benefit of the services of 75 Committee members, resident in the various States of the Union and in foreign countries, 10 of them representing us abroad. A number of plans for awakening the interest of possible new members have been carried out and the results have been very gratifying. The comparative results for 1913 and 1914 are as shown in the following table: 1913 1914 Applied for membership 630 946 Elected 450 1,006 Accepted election 433 921 When it is remembered that the depression following the outbreak of war in Europe has had more serious effect on the mining industry than almost any other, these results cannot be regarded as anything other than very encouraging. Because of the unsatisfactory conditions still prevailing it will doubtless be difficult to make even as good a showing next year. It is considered, however, that the function of this Committee is not merely to secure new members, having no regard for other than numbers; its true function is to exercise a proper supervision over the growth of the Institute, building it up in those fields in which it is weak, and directing its growth in such a way as to make it most effective in fulfilling its proper function as the national organization representative of the mining profession. The plan of inviting the alumni of the leading mining schools to apply for membership, which was initiated last year, was completed this year, with the exception of one or two schools, notably the University of California, from which we have not been able to obtain a list of alumni. With these exceptions we have now extended to the graduates of all the important mining schools of this country, and several of those abroad, an invitation to apply for membership in the Institute. It. is not thought desirable to repeat this invitation too frequently, and it is therefore suggested that this field be left alone for a year or two, when, if the mining industry experiences a marked revival of interest, it will be well to send out a second letter to the same men.

Methods evolved at Kellogg have had primarily in view the safety of workmen and complete recovery of the ore; it is believed that these results have been secured at a minimum cost. The ore in the Bunker Hill mine is of good grade, relatively speaking; much of it is quite rich and no mining method would be successful which did not recover all of the ore. It would be possible to work certain of the orebodies by shrinkage methods, or some form of top-slicing, at probably lower costs than by the methods now applied, but the shapes of the orebodies are so irregular that satisfactory extraction of the ore in all its ramifications would be extremely difficult. In past years, much high-grade ore has been lost in blasting, due to the unskilful use of powder in a galena ore, which, by reason of its brittle-ness and great weight, tends to scatter widely. Any method by which large masses of ore and waste are broken together will result in an imperfect recovery of the ore, and whenever large masses are broken, ore and waste will unavoidably fall down together; ore and waste thus become entangled and, although a pile of broken material may seem to have been well picked over, quantities of ore will inevitably be lost. This fact has been shown by persons reworking the filling in stopes that were mined by methods defective in the foregoing particulars. Safety of the men is secured by avoiding large openings, and by working mainly under timber, and at small faces at close range and easily inspected. In former years the principal source of serious accidents was "falls of ground;" it is now over seven years since a serious accident has occurred from this cause. The most prolific source of accidents during recent years has been "timber and tools," workmen being struck by timbers passed into the stope from the level above; this danger has been greatly reduced by compressed-air warning whistles and the fencing in of dangerous areas. AT our meeting in October last we saw in operation at Pittsburgh, the comparatively modern process of the utilization of small coal by washing, by an arrangement similar to that of Bérard or Morrison. The small coal washed was that of an old pile, the refuse of the mining of the Pittsburgh bed, and which had long lain uncared for. Value was thereby restored to it when it was converted into a very good coke. This circumstance led to comments on the mountains of broken coal lying wasted, and in its present condition worse than useless, in the neighborhood of the mines of the Wyoming Valley, though they are not confined to that district. Some things were said condemning the course which produced it, some were left unsaid. Of a system that destroys one-half the coal-bed in producing the other half there can, however, be but one opinion. Schemes have been suggested for the utilization of present accumulations which, if successfully applied, would in so far be beneficial. More than ordinary attention is now being given to the same subject in England; a Mr. Barker has invented a means by which he amalgamates the "dust," too fine to burn in ordinary grates, with a composition he calls "diamond cement," producing blocks of coal said to resist water, both hot and cold, and which a smart blow will only break to pieces, not cause to crumble. But any scheme less than the one which will prevent the wasting of coal, which still goes on, though that involves the abandonment donment of the breaker, will only be one of expediency; and the latter can only be done by the aid of the consumer. But the wasting of coal is not alone with the breaker ; much is made in the mine. The cause is not far to seek ; the remedy is with capitalist and owner. Owners and consumers then are alike interested, and they have it in their power, in the one case, to mitigate, in the other, almost entirely to remove the cause of the evil. FoR a number of years an intensive study has been made to improve the blast-furnace practice at Copperhill not only as to cost% but to provide a good grade of gas for the acid plants. This study took us back to the fundamentals of successful pyrite smelting; namely, a blast furnace working on a clean sulfide ore, free from fines, and the use of quartz high in silica as a flux. In 1919, the quality of the flux was improved and its effect on the metallurgy was very marked. To improve the practice further, it was necessary to work out some method of treatment for the sulfide fines and the siliceous and refractory ores, other than in the blast furnace. A series of milling tests indicated that these products could be successfully treated by differential flotation, and in 1922 plans were made and a flotation plant built. It was estimated that the flotation plant would deliver to the smelter 40 to 50 tons of concentrates per day; the problem was what to do with these concentrates. It was out of the question to attempt to smelt them in a blast furnace because of the dust losses and because our practice demands a charge free from fines for satisfactory operation. There is no custom smelter in the vicinity to which concentrates may be sold, pending the time when the tonnage will be sufficient to warrant roasters and a reverbatory furnace. Sintering and nodulizing were investigated but neither method fitted into our scheme of metallurgy. A close study of the converter practice was then made to see if some method could not be evolved to smelt this tonnage of concentrates in a converter without preliminary treatment. At that time, the converter installation consisted of two 12-ft. Great Falls converters, which were handling 12 to 14 per cent. matte. The heat balance of the converters working with 12 to 14 per cent. matte was more than sufficient to smelt the contemplated tonnage of concentrates but the mechanical difficulties of feeding fines into the Great Falls converter made the use of this type of converter impractical. The following have been compiled from information furnished through the courtesy of Dr. W. P. Haynes, of London, and Mr. T. V. Grigorescu of Ploesti, Rumania. Gura Ocnitzei was the most active field during the year, furnishing 40 per cent of the production and 50 per cent of the drilling activity. Extensions to the west in this field were made both by Concordia and Romana Americana. In these new extensions the bulk of the production comes from the Drader member of the Dacian, with an average depth of 1300 m.; the underlying third Meotic at 1700 m. has not been developed yet. In Gura Ocnitzei east no new drilling has been done in 1933, but here declining pressures have led to the extensive use of gas-lift and pumps. Ochiuri saw some small drilling activity, but production declined. Two good wells were brought in by Unirea and Astra at the close of the year. Boldesti continued to be developed on a general plan by the four major companies interested. Production was from the Meotic, which in this dome has been penetrated for 356 m. Reserves have been estimated at about 63,000,000 bbl. An important discovery in this area was the bringing in of Credit Minier No. 1 Harsa to the east of the main field and producing from the Meotic. This well came in during October, 1932, and is now making 1400 barrels. In the Moreni Piscuri field only routine operations have been carried on. The prolific sands are now declining rapidly. Ceptura also saw only routine operations. In the Arcesti field development of the Meotic continues. Seven new wells were brought in during the year and ten were drilling at the close of 1930. The field produced over a million barrels for the first time during 1933. In the other fields only routine operations were carried on. A considerable increase in efficiency of operations was noted during the year. The average drilling time has been reduced, coring programs have been amplified, and much care has been taken in straight hole drilling. The Schlumberger electrical coring apparatus is extensively used. Electric-driven rotaries have been introduced at Gura Ocnitzei. The Moniteur du Pétrole Rouman reports that the index cost of drilling one meter, taking 1929 as a base of 100, has been reduced to 32 in 1933.

I desire to call the attention of the Institute to a novel system of dredging which, it seems to me, may prove applicable, not only to river and harbor improvements, but also to certain varieties at 1east of alluvial and diluvial gold mining; that is, river-mining, barmining, coast-mining, and any other similar operations now carried on by means of coffer-dams or dredging machines. The simple and effective method to which I refer is the invention of General Roy Stone, formerly an officer of volunteers, and at present a civil engineer, engaged under General Newton, of the United States Engineer Corps, upon the government works in New York harbor. General Stone has been, since September, 1878, in charge of operations upon Diamond Reef. This reef, lying between Governor's Island and the Battery, is one of the most dangerous in the harbor. Its position in the highway of navigation, and the fact that it is dangerous only to vessels of considerable draught and at certain stages of the tide, combine to increase the serious nature of the disasters which it has caused. The reef consists partly of rock in place, and partly of deposits of glacial clay, boulders, and pebbles, over all of which lies, or did lie until it was removed, the ordinary silt and rubbish of the harbor. As the purpose of the present paper has nothing to do with the special dimensions and other circamstances of this particular work, I describe those features only which are connected with General Stone's ingenious device. Various attempts have been made to remove the upper portion of Diamond Reef and secure a navigable depth at low tide. Some years ago Maillefert undertook to accomplish this by firing charges of high explosives, simply laid upon the surface. He accomplished some good in the removal of projecting points and ridges; but as soon as the surface of the reef had become approximately level, his method was no longer effective. After the work had been taken up by the Engineer Corps, the well-known drilling-scow invented by General Newton was brought into action; and, SO long as holes could be bored and fired in solid rock, this process was effective enough. THE lead district of Southeast Missouri covers an area of over 3000 square miles, including Maries County on the west, Jefferson on the east, Franklin on the north, and part of Madison on the south, or parts of ten counties. A general section of the rocks of the southeast part of this region would be about as follows, numbering from the top 1. Sandstone (the second of Missouri geologists), - 20 feet. 2. Cbert beds-beds of passage below, - 125 feet 3. Magnesian limestone, chert, and quartzite, - 100 to 300 feet 4. Lower magnesian limestone, - 100 to 150 feet 5. Gritstone and lingula beds, - 50 feet 6. Ozark marble beds, - 5 to 20 feet 7. Sandstone and conglomerate, - 5 to 90 feet 8. Porphyry, Archaean. 9. Granite, The thickness is approximate, for it is not possible to obtain the correct thickness of the various beds. No. 1 may be seen as de¬tached outliers or loose masses of a hard sandstone or quartzite, and is found on the hilltops in the southern part of Madison County, in like topographical position in Reynolds County and the western part of Washington County. No. 2 consists of alternations of chert, clay, and quartzite. It is the formation which contains most of the limonite deposits of Central and Southern Missouri. In Reynolds County shafts have pene¬trated it 75 feet. Outcrops there and in Madison would indicate it to be at least 125 feet thick. Fossils obtained in various places prove it clearly to be of the age of the calciferous sandrock of the New York system, and Nos. 1 and 2 may also be referred to the age of the second sandstone of Missouri. No. 3 consists chiefly of thick beds of ash, drab and flesh-colored magnesian limestone, both coarse and fine-grained. These beds, where they occur, in Washington, Jefferson, and the southern part of Madison Counties, contain a good deal of quartz in drusy cavities. In Washington County the limestones are beautifully ramified by a system of connected drusy cavities generally lined with minute quartz crystals arranged in botryoidal and mammillary forms, and called u mineral blossom " by the miners.
