Meetings of this committee were held at the Institute headquarters on April 18, May, 3 and 15, and June 19.. At the meeting of June 19, the Secretary reported that letters of invitation to apply for membership in the Institute had been sent to all the alumni of the School of Mines of Columbia University and also to all State Mine Inspectors and their deputies. He also reported the securing of lists of the alumni of the Harvard Engineering Schools, and of the Mining Schools at Houghton, Mich. ; Butte, Mont. ; State College, Pa. ; Seattle, Wash. ; Fayetteville, Ark.; Laramie, Wyo.; Montreal, Canada, and Wor-cester and Rensselaer Polytechnic Institutes. Arrangements were made to invite all these to join the Institute. It was suggested that a. member' of the Institute resident in Australia be appointed to this Committee, also one from Japan. Attention of the members of the Committee was drawn to the fact that letters requesting, others to join the Institute will be written in the offices of the Institute if desired. LITERALLY from the four corners of the earth, from Jerusalem and China, from Mysore and Uganda, as well as from geophysicists in the United States, came contributions from workers in magnetic and electrical geo-physical methods, most of them unfortunately unable to be present themselves. The most lively discussion centered on the phenomena of natural potentials in the earth, dealt with in M. B. R. Rao's paper from Mysore, and in Parke Dickey's contribution, which he presented in person. In the oil fields, the weak potentials observed in sedimentary strata traversed by bore holes have traditionally been ascribed to phenomena of electro-filtration and electro-capillarity. Research tending to refute this theory was presented by Dickey, who reported the existence of natural potentials in core samples, and between strata exposed in underground workings. This precipitated a lively discussion as to the possible role of electro-filtration, selective adsorption of ions by mineral particles, and electrolytic potentials, in the production of this phenomenon.

Vast deposits of low-grade manganese ore exist in the United States, yet domestic production is insignificant compared to the more than 2 million tons of ore imported yearly into this country.1 A basic problem in connection with manganese is to find economical ways to utilize domestic resources.2 As a part of its program to conserve domestic mineral resources and to reduce dependence on foreign sources, the U.S. Bureau of Mines has conducted extensive research to broaden manganese technology and to find economical processes for recovering manganese from these low-grade resources. Although a great many processes have been proposed for treating domestic manganese resources, a failing of many of them is that too many steps are involved for economical operation.2 Some of the major processes that have been proposed were reviewed by Norman and Kirby.3,4

In order to establish whether or not there is a real temperature effect in fatigue (independent of environment) , poly crystalline copper and Cu- 7.9 A1 alloy have been cycled at 298° and 7° K in vacuo and the fatigue lives compared with those in air and in liquid nitrogen. The lives of both copper and the alloy were found to be highly temperature-dependent in the absence of environment. This result casts serious doubt on the validity of the cell structure hypothesis for stage I crack propagation as presently formulated, because it predicts that there should be no such tempevnture dependence. On the other hand, the plastic blunling process is consistent with the result. Effects of environment aside, the homogenization of slip which accompanies testing at low temperature, and at low strains, seems to be the main cause for increased fatigue life. At high strain amplitudes, the fatigue lives of wavy slip materials, typically copper, are independent of temperature.' It is well-known, however, that low-strain lives greatly as as the temperature of testing is decreased. By contrast, the lives of planar slip materials, such as Cu-7.9 pct A1 alloy, increase to an even greater extent with decreasing temperature throughout both the high and low strain ranges.1'2'5 The mechanism of this temperature effect is associated with the earliest stages of fatigue failure,'" crack nucleation, and stage I growth,"' which is slow propagation along slip bands to the depth of a few grain diameters. Such life behavior has been interpreted on at least two different bases. On the one hand, those interested in the temperature effect at high strain amplitudes1 believe that stage I growth occurs by the plastic blunting process of crack propagation.7'9 They explain the effect in planar slip materials by the homogenization of slip* which accompanies fatigue testing at low temper- atures and serves both to delay crack nucleation and to decrease the rate of stage I propagation. On the other hand, Holt and Backofen,2 who have studied the effect in low strain fatigue, believe that stage I growth can be interpreted by a cell structure hypothesis.10-12 They have challenged2 the conclusion that there is a real temperature effect in this regime of fatigue testing and have interpreted the increased fatigue lives almost entirely in terms of the "environmental-protective'' effect of the liquid nitrogen and helium baths used to obtain low temperatures. This interpretation by Holt and Backofen2 may offer a means of discriminating between these two mechanisms as currently formulated and used to explain stage I growth. On the basis of the plastic blunting process applied to stage I crack propagation,7* the low strain fatigue lives of both wavy and planar slip materials should be increased with decreasing temperature. This follows because both materials show increased slip homogenization in this strain regime."13 Consequently, crack nucleation in intensified bands will be delayed and the linking of such small cracks into larger stage I cracks will be difficult. In addition, the blunting process required to lengthen a stage I crack from the order of 2 to 10 (where the strain concentration of the crack begins to overcome the slip homogenization property of the material) will also be retarded. These delays will give rise to longer lives in both kinds of material. In contrast to the blunting hypothesis, no temperature dependence has been predicted on the basis of the cell structure hypothesis, because it is well-known that materials cycled at low temperature show no differences in type of dislocation structure for a given strain amplitude.18"20 If the lives of wavy and planar slip materials do show a temperature dependence when the environment is eliminated as a variable, then it is questionable whether cell structures per se have a fundamental role in fatigue fracture. Accordingly, specimens of copper and Cu-7.9 wt pct A1 have been cycled at 298° and 77°K in vacuo and the fatigue lives compared with those in air and in liquid nitrogen, in order to establish whether or not there is a real temperature effect in low strain fatigue. Since it is difficult to measure the strains in specimens when cycled in vacuo, S-N curves have been used as the basis of comparison. In studying the influence of temperature on fatigue life in ordinary environment, Holt and Backofen2 used the superior basis of E-N curves. However, they also published S-N curves and thus established the relationship between E-N and S-N curves. This relationship is used to support the S-N comparison reported in the present investigation. EXPERIMENTAL Materials. The copper employed in this investigation was of 99.99 pct purity and the cu-7.9 pct A1 was prepared from metals of the same purity. The stock, of 3 in. initial diam, was reduced in size by rolling

Cheep tests are normally constant load tests. Such tests approximate some types of service conditions and therefore are justified from the engineering point of view. Coupled with this consideration is the advantage of simplicity inherent in constant load tests, as contrasted with the comparatively complex requirements of a constant stress test. It is not surprising that the vast majority of creep tests reported are of the constant load type. Despite the enormous amount of accumulated creep test data, plastic flow is by no means completely understood. The widespread use of constant load tests is at least partly responsible for this lack of understanding. Any attempt to analyze deformation must involve the more fundamental quantity stress, rather than load. It is possible to predict constant load behavior from known constant stress data, but the reverse is much more difficult. When a metal specimen elongates, as in a creep test, the cross section decreases, maintaining constant volume. Thus For a constant stress test the force on the specimen must be decreased as the cross section decreases, that is, this force must be inversely proportional to the elongation of the specimen. An-drade has described three methods of obtaining the constant stress condition,l-3 each of which is relatively complex. The most recent proposal,³ suggests a major simplification which maintains the simplicity of the constant load test while approximating quite closely the desirable condition of constant stress. Andrade's device is admittedly more accurate but the method described below has definite advantages Consider a specimen in the form of a "V" supported at its ends. If a weight be applied at the vertex of the angle, the stress in each leg of the "V" If this stress causes an elongation ?1 in each leg of the "V," the angle decreases from a. to a smaller angle a1. The quantity sec — thus decreases with specimen elongation while the quantity 1/A increases. By selecting proper initial conditions it should be possible to hold S/So very nearly constant at unity. The proper initial conditions are realized when a0 is made equal to approximately 90°. Fig 1 compares the ratios of S/S0 for a0 = 85, 90, 95, 100°, with a0 = 0, that is, a straight speci- men, for true strains up to e = 0.10. It may prove convenient to measure X, the movement of the vertex, rather than the true elongation 1. Contour lines of X/lo are also plotted in Fig 1. The method for obtaining constant stress described above is especially suited to the testing of small wires, but may easily be extended to rods of any diameter through the use of a suitable grip which serves as the vertex joining two identical rods forming the legs of the "V." Drainage of acid mine water into surface streams of coal mining areas is one of the most serious problems of stream pollution, since there is no known method that completely prevents its forming and no economically feasible treatment after it has formed. The mine acid problem differs from other pollution hazards because acid production does not end with cessation of mining but actually becomes more evident when pumping is stopped. The acid problem in the Pennsylvania, Ohio, West Virginia, and Kentucky bituminous coal areas of the U. S. began with the first operation in 1761, and the volume of acid discharge today is largely the cumulative result of years of mining. Provided they lie above the drainage area, the oldest mines, now long abandoned, are almost without exception producing acid in the same manner as those now operating or recently abandoned.

The Esperanza mine of the Copper Division of Duval Sulphur & Potash Co. is located in the Twin Buttes District, 32 miles southwest of Tucson, Ariz. Records of mining activity in this vicinity date back to the 1850's. The New Year's Eve mine, which was last active briefly during the years of World War II, made the first actual penetration into what is now Duval's Esperanza property. Duval's exploration department became interested in the Esperanza in the fall of 1954. The first test hole was started on May 8, 1955. Two years of intensive exploration work together with metallurgical studies developed the basis for the decision to establish an operation.

The Lead Smelting works of Metallurgie Hoboken S.A. are located on the banks of the river Scheldt a few miles South of Antwerp. Lead refining began at Hoboken in 1687, when it was restricted mainly to desilverizing lead bullion from Central America. Since then, various changes have been made to develop the works into a comprehensive and integrated custom smelter and refinery. Multiple hearth roasting furnaces, down-draft sinter machines and blast furnaces of standard design are used for the treatment of "complex" lead ores and secondary materials. A lead refinery based on the Harris process, with Parkes desilverizing followed by vacuum dezincing and Kroll Betterton debismuthizing was commissioned in 1967. Facilities for the recovery of precious metals, bismuth, antimony, arsenic and sulfuric acid are available. Special problems arise from the presence of large quantities of copper in the materials treated.

Canada's newest low-grade porphyry copper mine, Gibralter Mines Ltd. (N.P.L.), has reached production. The subsidiary of Placer Development Ltd., located at Williams Lake in the Caraboo District of central British Columbia, began open pit mining in mid-June on reserves estimated at 358 million tons assaying 0.373r: Cu and 0.016C; MoS,. Each of four separate zones will be mined in a predetermined sequence, in one or more stages, and with a throughput of more than 36,000 tpd. The sequence and stages of mining the zones have been determined by computer calculation and economic analysis and are designed to maximize recovery and minimize cost. At the very least, the mine is off to a promising start. Development costs leveled off at $67 million. 9'; below the anticipated budget.

The income of the Institute is derived mainly from dues, advertising in MINING AND METALLURGY and sale of publications. These sources are fortunately supplemented by the interest from invested funds now amounting to over $500,000, a considerable portion con- stituting endowments for especial purpose?s. Aside from the medal funds the principal endowments are the James Douglas Fund for support of the Library, the Rocky Mountain Fund and the Seeley W. Mudd Memorial Fund. The income from the two last named is available for the support of research and a variety of other purposes. It is allocated by the Board of Directors upon recommendation of standing committees in each case. An active effort is being made to increase the endowments of the Institute, it being felt that unusual opportunities exist for research and public and professional service through the organization.

The iron-ore deposits of the Hartville district are located near the new town of Guernsey, about 100 miles north of Cheyenne. The writer has been familiar with them since 1887, having visited the district several times for different clients— his last examination having been made in November and December, 1897. The deposits extend in a general N.E.-S.W. direction from a point in Section 33, Range 65 W., Township 28 N., on the west side of Whalen cañon, through Sections 4, 5, 6, 7 and 8 of Township 27 N. in the same Range, and over into Sections 1 and 12 of Township 27 N., Range 66 W. General Characteristics. The ore is a remarkably pure red hematite, extremely low in phosphorus, and carrying a small percentage of silica, as shown by analyses given below, and similar in many respects

One important means of reducing steel consumption in grinding mills is not mentioned in S.G. Malghan's paper. It is simply to reduce the oxygen content in the mill and pulp. While oxygen dissolved in pulp is not readily reduced without additives, reduced aeration and reduced ventilation of grinding mills are often feasible. It is not necessary to completely eliminate the oxygen to achieve substantial benefits, since corrosion rates vary with oxygen content in a manner analogous to combustion rates as oxygen content increases. It is difficult to generate indisputable quantitative data on the relationship of oxygen reduction in a milling system to changes in consumption of grinding steel. Perhaps this accounts for the absence of technical papers on the effects of reducing oxygen content in grinding mills by reducing aeration of pulp and ventilation of grinding mills. One qualitative observation is that mills operating at a lower percent of critical speed will tend to have lower media consumption for similar fineness of grind without necessarily having an equivalent reduction in power consumption per ton of product. Reduced mill speed would also tend to reduce both ventilation of the mill and entrainment of air in the pulp. Larger grinding mills tend to be more media efficient because they operate at a greater ratio of charge volume to pulp surface area, which will tend to reduce the aeration per unit of pulp volume. The mechanical steps required to reduce aeration of grinding mill pulps depend on the configuration of the grinding circuit and related process. Reply by S.G. Malghan Mr. Locher stated that my paper did not mention the reduction of oxygen content of the pulp as a potential method of decreasing the steel consumption. I would like to bring to the attention of Mr. Locher that an indirect reference was made to the fact that pulp oxidation potential controls the corrosion wear of steel. Though dissolved oxygen is one of the factors that controls oxidation potential, additional discussion was deliberately avoided for the reasons mentioned by Mr. Locher. The most important reason being the difficulty of decreasing and controlling the oxygen concentration of the pulp in a commercial mill.

ONE of Tungsten Mining Corp.'s Vance County, N. C., mill near Henderson was the installation of a new crushing plant with a capacity of 45 to 50 tph. During 1953 the milling rate was jumped from 650 tons to 800 tpd simply by expanding existing facilities, eliminating bottlenecks, and making changes in the existing and new circuits. Previous expansions in 1951 and 1952 raised mill capacity from 300 tons to 650 tpd. In its latest move, Tungsten Mining decided that expansion of existing facilities would be more economical than building that normal production was uninterrupted. For the engineering and design of the new crushing plant and mill expansion the services of the Southwestern Engineering Co., Los Angeles, were obtained. The Southeastern Construction Co., Charlotte, N. C., carried out construction, alterations to existing facilities, and the installation of equipment
