THE FRAMEWORK Consider where you, the reader, would place the emphasis m your answer to the following questions on mineral supply. Do you think of the mineral resources of developing countries in terms of the contribution which they can make to world mineral supply or in terms of the contribution they can make to development of the country? Do you look upon developing countries as a source of minerals for world industry or as a potential enormous market for minerals? If you are from a developed country it would be surprising I£ you did not emphasize the first alternative in each case, but it is also possible that simply raising the questions will call for some mental adjustments, because usually we do not think in these terms. If you are among the two-thirds of the world's population which comes from developing countries, you might well emphasize the second alternative. And to a growing extent during the reaming decades of the 20th century this is where emphasis must be placed. Increasing amounts of the world's mineral production come from countries which are in the early stages of development. Mineral consumers of the world look to these regions for continuing supplies of material to help meet their ever-growing needs; the producing countries look to mineral exports as one means of stimulating and financing their economic development-this seems a happy and fortuitous relationship. But due to the complexities of world mineral supply, it is a relationship which is fraught with potential confusion and misunderstanding. That this is so is not surprising when one considers that many of the producing countries are new countries which are urgently trying to find the path along which they can move towards development; that the direction of the path is by no means clear because various theories of economic development, as a planned and deliberate process, are relatively recent in origin and none are well understood; and that the very concept of the less developed countries (LDC's) is a relatively new one. To further complicate the situation there has never been a clear under- standing of the full role which minerals play in economic development, either in the case of those countries which are already classed as developed, or in the case of countries which are in the process of development. Before embarking on an investigation of some aspects of the relationship between minerals and developing countries, it seems wise to establish broad terms of reference, which may not be totally valid but which will at least give an initial direction for a journey with no clearly definable goal. The year of the Centennial is upon us. Not only is AIME marking its 100th birthday, but the cement industry is also celebrating 100 years of activity (see article by Roy Grancher, page 48). Fort Dodge, Iowa, and gypsum also tried to get into the act but missed by one year. Frank Apple-yard's gypsum article (page 53) informs us that the Fort Dodge area has been producing gypsum continuously for 99 years. That would seem to make AIME and the industrial minerals doddering oldsters. Not so-our Institute shows more energy than ever, and the word for industrial minerals is growth. These are the mineral resources of the future, the raw materials for the abundant life to come

After outlining the growth of industrial research, the paper discusses one successful method for organizing and financing group research programs. A systematic procedure is advocated by which engineers and scientists can bring to management practical plans for cooperative research and development programs.

INTRODUCTION The ever increasing demand for coal sues that meet exacting specifications has made necessary the installation of thousands of dollars worth of crushing equipment by the coal industry. At one time the operator at- tempted to recover as much lump as possible but today he is confronted with the necessity of crushing to facilitate the mechanical cleaning process and to meet the demand for a variety of uniform sizes. As a matter of fact, about 65 percent of the coal mined in the United States today goes through preparation plants where it is crushed and cleaned. One becomes more aware of the importance of the art of comminution when it is realized that practically all of the operations in mining are involved in comminution in one way or another. Whether the coal is mined conventionally or by continuous miners it is separated from the solid by a breaking, ripping or milling action which essentially amounts to a comminution operation. Even degradation resulting from material handling from the mine working face to the preparation plant might in a broad sense be so classified, Then of course crushing is usually necessary in the plant before the coal is ready to be marketed. THEORY Despite the various comminution operations there is a lack of satisfac- tory information concerning the fundamentals of crushing and their relation to the variable factors associated with the operation. There are certain laws and theories on mechanical reduction, such as those of Rittinger, Kick and Bond that are helpful and useful. The difficulty in developing exact mathematical relationships for specific crusher applications is due to the many variable physical characteristics found in coal. Hardness, as measured by the Hardgrove grindability index, is one parameter that has been used for years to determine the resistance of coal to comminution. While the coal properties as measured by grindability are complex, recent work has shown that a high correlation exists between the grindability of some coals and their petrographic analysis. Early research on the hardness of petrographic entities from an Illinois coal2 demonstrated that durain was the hardest constituent followed by clarain, vitrain and very soft fusain. Other research demonstrated that, for different size fractions of the same coal, a wide variation in hardness commonly exists. For example, the fines in about half of 39 coals studied were softer than their corresponding coarse sues while most of the remaining coals were uniformly hard in all sizes. A few coals contained fines which were harder than their coarser constituents. These variations in hardness give insight into the heterogeneous nature of coal.

MARMORA mine is located a mile southeast of Marmora village in Hastings County, Ontario, 130 miles from Toronto and 150 miles from Ottawa. Highway No. 7 passes half a mile north of the mine and Highway No. 14 half a mile west. The Canadian National Ry. branch line between Trenton and Bancroft passes through the property just east of the open pit. The iron orebody at Marmora is the result of a replacement of Pre-Cambrian limestone with zones or bands of magnetite interlaid with metamorphic rocks and cut by later intrusives. The ore and associated Pre-Cambrian rocks are overlain by 100 to 150 ft of flat-lying paleozoic limestone. It is a low grade magnetite deposit that requires concentration before it can be used economically for production of iron and steel.

THAT Colorado was producing oil and gas before the fields of the Mid-Continent were discovered is a fact too frequently overlooked. As early as 1862, oil was obtained in the Florence district (see Fig. 1) from seepages and shallow holes. The first well that could be regarded Fig. 1. as being truly commercial was drilled in this field in 1876. The field is now producing 100,000 bbl. per year, and is credited with a total production of approximately 11,000,000 bbl. The small field near Boulder, Boulder County, was opened in 1901; production has now practically ceased but the field is credited" with a total production of 610,000 bbl. Oil was discovered at Rangeley in 1901, and the field supports a small local refinery at the present time. Continuous thickeners can be sized from previous experience, continuous pilot-scale test results, or batch settling tests. It is relatively simple to size full-scale thickeners when previous experience or pilot-scale operating data are available. But batch testing is often the only realistic method for sizing thickeners due to time restrictions, budget limitations, and availability of sample material. Many authors have, therefore, suggested means of running batch tests and analyzing the resulting data. Fundamental thickening theory began with the work of Coe and Clevenger (1916). In order to determine the size of the thickener settling area, they proposed that a series of batch settling tests be run at various initial concentrations. The solids handling capacity at each concentration can then be determined and the lowest capacity (maximum area requirements) used to size the thickener. Kynch (1952) developed a mathematical analysis in which the relationship between solids concentration and settling rate can be obtained from a single batch settling curve. The depletion of most high-grade ore reserves coupled with growing demands for metals and fuels has made it necessary to bring into production increasingly lower grade deposits. Improvements in technology have made lower grade ores economically recoverable in spite of major increases in labor and material costs and the initial investments required to open new mines and build their metallurgical and service plants. To remain competitive, managements of mining companies must keep abreast of and exploit these often complex technical developments. The proper application of these improvements in technology requires extensive and detailed study. In addition, managements of mining and other industries are becoming more deeply involved in public affairs and the myriad of other nontechnical problems common to all industries. These involvements, plus the demands of evaluating technological developments as well as the necessary work related to the routine administration of operations, have required mining managements to delegate additional study and review functions to staff services. To help overcome the problems involved in adopting the best technologies, managements have generally expanded their engineering and research staff services. Integrated, base-metal-producing companies, having open pits, concentrators, smelters, and refineries, are generally more research and engineering oriented than are most smaller mining companies and quarries. However, mining methods for even the simplest open pits and quarries are improving rapidly, and installations of these improvements are essential to combat increasing costs. Because of this, the managements of smaller operations may also require enhanced engineering staff services to realize the potential benefits.

THE nature of a collector-coated mineral surface has been the subject of some experimentation and much speculation. Various aspects of the problem have been isolated and studied; it is probable, however, that there exist aspects as yet unrecognized, which are needed for a complete description of the system. The recognized elements of the problem are: 1-The nature of the chemical units comprising the film and the nature of the forces holding these chemical units to the mineral surface; 2-The orientation of the chemical units at the surface; and 3-The disposition of the collector units at the mineral surface. This report touches upon all three aspects of the broad problem; it deals, however, with a new and heretofore unrecognized element-the mobility of the collector units in the two dimensions of the solid-liquid interface.

The industry of producing and processing boron compounds is called the borax industry because the chief product is borax, the decahydrate of disodium tetraborate. For the same reason, it is common to speak of borax mining. Reference to borate mining also is common, and while appropriate where it emphasizes the diversity of borate minerals that are mined in various countries, it is rather unsatisfactory where used in a general sense, because it seems to exclude the important production of borax from brine at Searles Lake, California, and of boric acid from steam vents in Tuscany, Italy. The terms "boron industry" and "boron mining" might seem more comprehensive, but are little used, and this is fortunate because they would be misleading-the element boron is manufactured only in small amounts for special uses, and it is not found free in nature. In most occurrences, boron is combined with oxygen and is in a borate or borosilicate material. The history of the modem borax industry starts with the introduction into Europe of borax from Tibet in the 13th century, about the time of Marco Polo, if not actually by him. The discovery that borax has unique value as a flux in metal soldering and ceramic glazing must have been made at some unknown time much earlier. As a rule, any mineral that has been used so long that its early history is lost must occur in deposits that are easily recognized and worked, and this is undoubtedly true of borax in Tibet. According to meager accounts,9 the borax occurs there in arid mountain basins as surficial crusts that coat the ground about thermal springs and seeps of mineralized water, and as coarser crystals in the bottom muds of shallow pools and lakes. Much the same essential features of surface exposures and minerals easy to recognize and recover characterize most of the deposits later found and worked elsewhere. The borax industry at the present time is faced with rising demands for its products, and consequently is increasing its productive capacity and appraising its borate resources.18 The areas that contain the known borate deposits are most likely to yield additional production, hence their distribution in the world is of interest, and is summarized later in this chapter. Mineralogy The mineral raw materials used by the borax industry include various borates mined in several countries, borax extracted from brines at Searles Lake in California, and boric acid extracted from the steam of vents in Tuscany in Italy. The hydrated borates[$] of chief commercial importance are listed in Table 1, which also shows their chemical composition. The properties of only the four most important borates are summarized here, but detailed descriptions of the borates and the minerals commonly found with them can be found in mineralogy textbooks.41 Ulexite generally forms clusters of silky fibers rather than large individual crystals. INTRODUCTION Project financing has been defined by various authors in this book. It is founded on reliance upon the project's own future cash flows and secondarily on the collateral value of the asset base developed. It is chiefly provided by the banking community who, after an assessment of the risks involved (See Chapter 9) analyse the company's presentation (See Chapter 10) in order to structure a financing package often at a leverage of up to 80% debt. This paper describes the various support and structuring techniques used to delimit and abate the risk components perceived from the banks' experience on project development especially for the period before cash flow is generated (pre completion). ADVANTAGES The advantages of project financing extend beyond the offloading of risks to banks. Among the advantages are the following: 1. Longer loan maturity than conventional, unsecured financing; 2. Loan disbursement and repayment tailored to specific mine; 3. Ability of a joint venture without a "track record" to raise financing; 4. Obtain financing where further direct borrowing (corporate credit) limited by existing indentures; 5. Possibility of arranging finance off-balance sheets; 6. Leverage return on equity; 7. Obtain tax savings with certain project financing structures; and 8. Obtain flexible loan repayment conditions. It can also be said that from the point of view of the company, project financing has certain disadvantages which can be summarised as follows: 1. Perceived higher cost (risk premium) compared with straight corporate credit; 2. More documentation; and 3. Need to negotiate risk-sharing aspects. The main attraction of project financing is the ability to pass certain risks on to the lenders within a flexibly funded transaction. (For a more detailed description of the specific risks see the author's paper at the beginning of Chapter 9. The same risk system is followed here.) The typical project financing has corporate support prior to completion and will usually carefully control the resultant cashflow after completion to ensure the bank does not unnecessarily assume further risks of an equity nature. WITHIN THE COMPANY'S CONTROL Operating Risk This is broken into three interrelated segments for ease of description. Technical Component: This must be specifically addressed if new technology or unproven adaptations are to be used. The banks will have scrutinized the sampling and bulk testing work, perhaps grilling the geological, mineral processing, metallurgical, and mining engineering staff or consultants directly. A number of supports are available such as: TECHNOLOGY GUARANTEE: Either the company itself or the process developer will guarantee that the technology will work for a period of, say, six months to two years after startup. If not, then financial penalties will apply although these are rarely sufficient to repay the loan. Many process developers are weak financially and may have little substance to back such a guarantee.

12.2-1. Introduction. Successful management constantly strives to improve its methods and equipment in order to produce a better product at reduced cost. It is not enough that managers be cost conscious and industrious in these days of rapid, dramatic technological development. They must keep abreast of these developments-new or improved methods, machines, and equipment. Most of the machines and equipment have been carefully designed and perfected by reliable companies. However, improvements and progress often evolve from a definite need and are most successful in a particular operation. What may be the "answer" to the requirements of one company may be totally useless or inefficient to those of another. The manager of today must continuously evaluate the myriad proposals for change that result from modern technology-in terms of the particular needs and objectives of his company-to determine correctly which will best satisfy those needs and reach those objectives. Each new method or piece of equipment must receive careful study to make certain it is compatible with the entire operation. It may solve a problem in one department only to create a new problem in another. There are many pitfalls to be avoided in obtaining the necessary facts, and often these problems are unrelated to the actual use of the equipment or method being studied. All facets of the operation being considered must be thoroughly studied to determine if the method is compatible to the entire operation. For example, in considering a possible recommendation that a certain method and type of equipment be used to transport ore, some of the factors that should receive close scrutiny are: blasting procedure, maintenance, turning radius, percent grades, weather extremes, dumping problems, tire problems, length of haul, operator acceptance, or mismatched equipment. Failure to consider every factor-large and small, present and future-in evaluating a proposed change can mean a large investment in a new method or machine that will have to be continued for years at higher-than-antici-

THE world production of copper for the first eight months of 1927 shows an increase of 3 per cent over the same period in 1926. Since February of this year, however, production has been considerably curtailed. The United States reduction in the last four months has been offset by the increased South Ameri-can and Belgian Congo production. The United States is now producing 58 per cent of the world production, Chile and Peru 17.3 per cent, Belgian Congo 5 per cent. In 1926 the United States produced 54 per cent, Chile and Peru 16.3 per cent, Belgian Congo 6.3 per cent. The American Institute of Mining Engineers, the second of the four great national engineering societies established in the United States, was organized in 15,71. Its membership is composed of men engaged in the different branches of mining, metallurgy, geology, and chemistry. It includes both those who have worked their way up from the ranks and graduates from mining schools and universities, and at all times has counted in its membership leading technical educators. By a letter ballot of the members of the Institute, it was voted, at the annual business meeting of the Institute on February 18, 1919, to change the name of the American Institute of Mining Engineers to the American Institute of Mining and Metallurgical Engineers. The vote for the amendment to the Constitution making this change was a heavy one for such matters. It is the consensus of opinion that this marks an epoch in the history and usefulness of this Institute, and it is expected that the change will presage a large and healthy growth in metallurgical fields. Many metallurgists who knew nothing about min¬ing were loath to join a society of mining engineers, despite the fact that over 35 per cent. of the papers published in our Transactions during the past five years have dealt with metallurgical subjects.

QUICKSILVER is a body that consists of flowing and liquid materials, almost like water with a shining whiteness; it is composed by Nature of a viscous, subtle substance with an overflowing abundance of moistness and coldness together. This composition, in the opinion of the philosophic alchemists, is a thing that is very disposed to become metal-indeed they say that it is the original seed of all metals. When it lacks the warmness and dryness or the specific time that they require, it cannot congeal and so remains in the form that we see as an imperfect thing without becoming metal. These clever investigators have also called it mercury in consideration of its properties, perhaps because of its resemblance to the planet of him whose actions place him between gods and men, according to the poets in their stories. Thus these investigators think that this has a similar place among perfect metals, since it is the primary mineral matter. It might also be that they called it so because like the god Mercury it is winged and fugitive, and by virtue of its powerful subtlety penetrates all things and can issue forth from them at will. But let it be called by any name they wish-it does not matter to us. I, like them, shall sometimes call it mercury and sometimes [23 ] quicksilver as it has been named to me, and you will understand it as such. Now I shall leave aside the disputes on whether it is the primary matter of metals or not, since I have said enough concerning this question in the first chapter of the First Book. In order to approach what the philosophers say about it, I say that it may well be material about to be converted into metal, but since it is seen to be so ill-proportioned and so badly decocted, I cannot believe that it can be disposed to the generation of all kinds of metals. Indeed, if it is, I think that if its necessary processes had not been interrupted it would be more apt to generate lead, tin, iron, or even silver rather than copper or gold. And if we wish to consider it in relation to the natural complexions [of metals] or to the power of the, planets, I think that mercury is far distant from those of gold and from the power of the sun and of the moon. Therefore I say that if it is not what I have said, it is a thing that Nature has been pleased to make as it is. I am led to say this because all of it that I have seen has had the same
