[THE importance of contact angles in flotation has long been recognized, but little has been done to get quantitative relationships between the surface coverage of the mineral by the reagent, the length of the hydrocarbon chain, and the contact angle. It is well known that for a complete monolayer on the surface of a mineral the contact angle ? is determined only by the reagent&apos; and principally by the chain length of the hydrocarbon radical. Although for flotation the monolayer usually is regarded as being complete, early experiments of Wark and Cox2 showed that at very small concentrations of potassium ethyl xanthate the contact angle on galena changed in a continuous way from 0° to the equilibrium value of 60°. Further, Gaudin and Vincent&apos; showed a similar continuity using heptylic acid and sphalerite. This shows that with probably incomplete monolayers, ? varies with the degree of surface coverage. At the time these experiments were made it was impossible to measure the actual amount of surface coverage, especially since the decrease of the collector concentration in the liquor could be influenced by chemical side reactions. Through the use of the radioactive tracer method for the measurement of the amount of collector adsorbed on the surface of the mineral, Gaudin and Bloecher4 were able to determine accurately the actual surface coverage of dodecylamine acetate on quartz, but they did not measure any contact angles. It is believed that the relationship between the surface coverage and the contact angle is extremely important in flotation, especially as Gaudin and Bloecher showed that a 95 pct recovery is possible with a coverage of only 5 pct. Theoretical Considerations The work of adhesion W is the energy bound (in ergs per sq cm) when an interface is formed. It is determined by, the difference of the free surface energies (surface tensions) of the respective phases ?1 and ? 2 before contact and the interfacial free surface energy ?12 after contact. The definition of the contact angle permits the elimination of the unknown surface energy of the solid and hence the calculation5 of W from the surface tension of the liquid ? and the contact angle ?: [W = y (1 + cos ?)[1]] Consider a surface consisting of two components, identified as 2 and 3, 1 being the liquid. The amount of 2 in the composite surface is x, where 0 < x < 1. The respective contact angles with 1 and air are ? and ?3. The total work of adhesion of such a surface is the sum of the values of the components multiplied by their respective areas. A formal relation can be written: [W,,,=x•W2+ (1-x).WR[2] .] in which Wm is the work of adhesion of the composite surface. Eq 1 can be introduced into W2 and W3 but in the case of Wm some discussion is needed. If the two components are segregated, each component forming an integral part of the composite surface there is no physical meaning for a contact angle ?m, calculated from Wm, by using eq 1. If, on the other hand, the area of each patch of the components is small in comparison with, say, the diameter of the bubble used in measuring, it could be expected that ?m would have aphysical significance, because of the action of the surface tension of the liquid-gas interface tending to smooth out sharp corners. 9.61. Introduction. Open pit mining methods produce more than 80% of all raw materials today in the United States. Much of this comes either from properties that formerly employed underground methods and were converted to open pit or from mines that ultimately must go underground when the economic stripping limit is reached. Generally the ores are transported over large vertical distances and techniques have been developed to do this economically. One approach is to combine conventional surface trucking, over relatively level roads, with the use of gravity and underground facilities. There are various modifications, depending upon the character of the orebody and the topography. Several schemes, as used in Sweden, Canada, and the United States, merit describing. One of the critical problems involved in the transference of ores from surface to underground is that of flow of bulk solids. Must it be crushed? Will it hang up in the transfer? What size and inclination of ore pass are required. How is the ore best fed onto the transporting device underground? As an example, the planning engineers for the Carol Project of the Iron Ore Company of Canada faced these problems in making their designs for the production and transportation of some 55,000 tpd from their Smallwood Mine in Labrador. Other operations, facing somewhat similar conditions, used other approaches of interest. This chapter describes some of the factors involved in the design, construction, and operation of a combination surface underground transportation system as applied to open pit mining operations. 9.62. WHEN the Plutonium Project was started in the spring of 1942 there was no technology to produce uranium metal of the required purity. Not only was there no such metal available; no one knew how to make it or fabricate it after it was made. Since this time vast technical effort has been ex-pended in the atomic energy field. A short 15 years later the metallurgy of uranium is probably better known than that of any other metal, with the possible exception of steel. At the beginning of the 1942 drive to obtain pure uranium metal the most available raw material was black uranium oxide (U3O8) of about 92 pct purity from the Great Bear Lake region of Canada. It took only three months for the project chemists to develop a process for bringing the purity of this oxide up to 99+ pct and another three months for Mallinckrodt Chemical Co. of St. Louis to build the purification plant and get it into operation. In early summer of 1942 the purified brown oxide (UO2) started moving to the Metal Hydrides Co. in Beverly, Mass., and to the Westinghouse Research Laboratory in Bloomfield, N. J., both of which had been granted Government contracts to try to make pure uranium metal.

The writer is continually asked, if this electricity:is all you claim for it, why do not the mines put it in and use it? The best answer was given by Mr. John Fox Tallis, in his paper read before the South Wales Institute of Engineers in 1888, namely, that the reasons are similar to those which have prevented the more general employment of other systems of haulage. Managers, as a rule, are " not experienced mechanical engineers; neither are they all versed in electrical engineering." It may be said that there are a number of " able and practical electrical engineers who could do the work; but those electrical engineers are not conversant with the practical routine of colliery work and are, therefore, placed at a disadvantage by not knowing the actual requirements of mining engineers, and the many little difficulties to be met and contended with in underground workings; and, until mining engineers have acquired the necessary knowledge and a confidence in electricity, it is only natural that they will continue to follow the beaten path." In the above remarks, Mr. Tallis has hit the nail on the head. In the face of the partial failure, financially, of the haulage-plant which the Union Electric Company of Philadelphia had set to work at Lykens Valley, Pa., an electric haulage-plant was installed near Scranton, Pa. The question was not whether electricity could do the work, but whether any electrical company knew enough about the practical difficulties to attack and overcome them. That point being settled, the remainder was easy. The contract for the Erie Colliery haulage-plant was signed in January, 1889. This colliery is owned by the Hillside Coal and Iron Company, Mr. Samuel Hines, President, and Captain W. A. May, Superintendent. The company has been using arc-lamps in its breakers for three years. It is the only company in the Lackawanna Valley which has had enterprise enough to do so. Consequently, it was acquainted

The economic relationship between steepening slopes and decreasing waste removal requirements ahead of ore mining is one of the most important factors in the design of open-pit mines. The steepness and stability of the pit slopes often spells the difference between ore and waste profit or loss in low cost open-pit operations. Unfortunately, the technology necessary for designing stable rock slopes is still in the early stages of development. Past and current pit-design methods have been, and still are, empirical, with rock slopes frequently made too steep or too shallow. As such, large expenditures are often made for correcting slopes after failures occur, or for unnecessarily removing more waste material than required.

AT THE dinner at the Cosmos Club in Washington, tendered to Herbert Hoover on Jan. 5, on the occasion of his retirement from the presidency of the Federated American Engineering Societies, he made an informal speech in which he pointed out not only the unique position which the engineer now occu-pies by virtue of the new Federated Societies but also the opportunity that is thus presented for national service. In this connection and in pointing out some of the reasons for the present economic maladjust-ment, Mr. Hoover said in part: This body has entered upon a path of public serv-ice that is unique in the whole United States. The engineer has devoted himself all these years to the upbuilding of the material values of the United States. He has done that effectively more effectively than-has been accomplished in any other of the great countries of the world. The birth of this society marks the evolution of the engineer into an interest in public affairs. With his intelligence, his experience and training and the unique knowledge that he possesses not only of the material but the intangible values among our people, he is now organized so that his united voice may become heard outside of his profession. We have probably 175,000 engineers in our country, representing an intellectual possibility for service possessed by no other group. It is therefore an augury of real social development when the engineers of the United States join together for purposes of public service.

Introduction Drilling is the initial operating step In open pit mining. It goes hand-in-hand with the blasting operations to ensure adequately broken material for the excavation equipment employed. The drilling effectiveness is highly dependent on the quality of the drill evaluation. This discussion will center on the parameters that are needed to evaluate drill requirements for a new mine The procedure that is generated can, however, be used to evaluate whether to expand existing operations and replace existing equipment. Methods of breaking ground, other than blasthole drilling and blasting, such as ripping, will not be discussed. The importance of correct drill evaluation extends to the other facets of open pit mining. Inadequate fragmentation, the direct result of poor drilling and blasting techniques, results in oversized, hard digging for the excavating equipment. The result is higher secondary blasting costs, reduced excavation efficiencies, higher excavation costs, higher road repair costs, and higher haulage equipment costs. The main objective of evaluating drill fleet requirements, therefore, is to determine the equipment needed to minimize the operational constraints, caused by blasthole drilling, on other facets of open pit mining at the lowest cash flow costs.

IN diamond coring salt beds to evaluate deposits, special techniques are applied to standard slim hole drilling to obtain a representative sample of the water soluble sodium chloride. Industrial consumers generally require a run-of-the-mine material of 98.0 pct sodium chloride. Since no commercial beneficiation has yet been devised to upgrade the lower quality salt beds, the only processing is crushing and screening to the size required by the customer. Coring salt sections has recently become important not only in dry mining, but also in the development of brine cavities by hydraulic fracturing and the formation of jugs for storing liquid petroleum products. Drilling Fluid: The fluid used in coring salt beds in New York, Ohio, and Michigan is a thoroughly saturated brine made from 3.0 lb rock salt per gal of make-up water. This mined rock salt, -4 mesh +10 mesh, is dissolved in a lixator, a double-bottomed cone hopper that turns fresh water to fully saturated brine.

Without doubt Arizona was the scene of the first use of coal in North America, that by the Hopi Indians as early as the 10th century in burning their pottery and in heating their houses and kivas (ceremonial rooms). As has already been said this is the only use of coal by Indians of which we have any knowledge, but it has been well established through investigations conducted by the Peabody Museum of Archaeology and Ethnology of Harvard University. The apparatus for burning was crude, but they did have fireplaces and chimneys which would draw. The evidences of coal use were found in the Jeddito Valley, in Navajo County, during the excavation of the pueblo of Awatovi, only a short distance from the Keams Canon School. "Many fire pits and primitive stone stoves containing coal ash have been found in the houses, and in most of the kivas built between 1300 and 1600, two firepits have been found, one containing wood ash exclusively and the other coal ash."&apos; The expedition of 1939 found that coal was used much earlier than this, as stated above. It is probable that these Indians were using coal regularly before it came into general use in England and northern Europe. Apparently the use of coal was largely stopped about the time the Spaniards came to that country. The ruins are located on the southern edge of the Black Mesa and the coal seams outcrop on the mesa edge below the ruins. "The coal occurs principally in one large seam which varies from a foot and a half to six feet in thickness."1 This coal is sub-bituminous and burns well, leaving a large percentage of white ash. Another seam is found about 40 ft. above this large seam; it is from six inches to a foot thick and burns to a red ash. Both of these seams were used and coal from the larger seam was used at other houses in the valley. The pottery was usually burned close to the coal seams, and the coal was used to obtain a uniform and satisfactory color. In the Jeddito Valley, the mining was done by stripping, and the methods used are described as follows by J. 0. Brew and John T. Hack, the investigators.

WHOEVER has occasion to judge tin in its whiteness from the testimony of his eyes alone would surely believe it to be purest silver, or something that comes very near to it in nature. This is even more so when, on handling, it is found to be harder than lead, to which it can be said to have a greater and closer resemblance. But whoever has actual experience with tin knows that none of the other metals is less similar to it than silver. For silver mixes with every metal, as does gold; and they unite together, and the others do likewise; and except for their color they change their natures but little. But this metal tin, wherever it is found, acts like a powerful poison which envenoms and corrupts the others; and it does this not only with large quantities but also with every small amount; indeed just the trace remaining where it has been melted is enough to embrittle silver and gold as well as iron and copper. The greater the quantity of it in these, the greater are its effects. Speculators of natural causes say that this fact arises from its great wateriness, which is very subtle and poorly decocted and almost like that of quicksilver. This wateriness, then, by means of its subtlety which joins itself with metals, imposes itself into that unctuous and viscous material which renders them flexible, and thus deprives them of their toughness

A common method of classifying non-water- impounding mine waste structures is necessary to facilitate professional comnunications within the industry and between representatives of industry and government. Camnon classifications can a1 so he1 p quickly create and maintain a mental picture of the structures being discussed. Three categories for classification presented in this paper include: (1) configuration and location with respect to existing topography. (2) material characteristics of waste, and (3) environmental sensitivity or characteristic; of the disposal area. Configuration and location classification involve terminologies typically utilized for waste dumps over the past several years. General classification categories for non-impounding structures include: (a) valley-fill, (b) cross-valley, (c) side-hill, (d) ridge, and (e) heaped. Material characteristics can govern the location, engineering details, and environmental sensitivity of the waste structure. Material classification includes: (a) hazardous, (b) non-hazardous, (c) inert, (d) fugitive dust susceptible and (e) leachate susceptible. A1 though many characteristics are potentially applicable, this paper will focus on the categories mentioned above. Environmental sensitivity of a waste structure encompasses many objective and subjective evaluations plus many multi-disciplinary considerations. Environmental sensitivity incorporates numerous factors in addition to those highlighted in configuration and location, and material characteristic classifications. A few examples of how this categorization can govern the engineering design and location of waste dumps are provided in this paper. In addition to the verbal descriptions of classifications, a simplified version of the combined classifications with an alphanumeric format and its methodology is discussed in this paper. Surface water controls often govern the classification or vice versa. In order to maintain a non- impounding status, water must be prevented from collecting behind the structures. Depending on material characteristics, water inflow to or over the site can cause significant environmental or human consequences. Finally, the access of water to the waste dumps can play a large role in the degree of environmental sensitivity to the site. This paper provides a framework in which to discuss the other aspects of this conference and also provides insights as to how the framework is based on actual practice.

THE CLOSING years of the nineteenth century witnessed a rapid expansion in Phelps Dodge activities in Arizona and other parts of the Southwest and a corresponding decline in its exporting and importing interests in New York. Before the close of another decade, this process had gone so far that the company was committed lock, stock, and barrel to its western undertakings. By 1910 the evolution that began with the tentative investments at Bisbee and Morenci was complete. An enormous increase in the domestic production of iron and copper, which made it increasingly difficult to find markets for imported cargoes of those metals from English mills, accounted in part for this radical shift in Phelps Dodge activities and interests. In the case of tin plate, the change was even more spectacular. In 1890 a seventh of the world&apos;s supply of pig tin passed through the hands of Phelps Dodge agents. In 1906, thanks chiefly to the McKinley Tariff of 1890 which imposed a duty of over two cents a pound on tin plate imported into the United States, the company received its last shipment of tin from England, and thus ended a form of

THE first session, on alloys, took place on Feb. 20, Mr. Hibbard presiding in Mr. Campbell&apos;s absence. The session covered papers on manganese, chrom-ium, and silicon-iron systems. The paper by Mr. Wohr-man was presented by title. This paper showed that manganese produced many of the effects generally at-tributed to carbon and indicated that our ideas on manganese-bearing carbon steels will have to be modi-fied. Mr. Krivobok discussed this paper at length, the gist of the discussion being that Mr. Wohrman had not taken sufficient precautions in carrying out some of his work, particularly as to the effect of silicon content. Mr. O&apos;Neill&apos;s paper was also submitted by title and no discussion was presented. Mr. Kinzel showed an accu-rate determination of .the carbon-free chromium-iron loop obtained by means of a specially constructed tele-scopic dilatometer. The loop ends at 12.2 per cent chromium and the A-3 line at 900° is unaffected by chromium content. The A-4 line runs from 1400° to 900° at 12.2 per cent chromium as an oblique hyperbola. Mr. Armstrong noted that the brittleness in high chromium alloys is often attributed to the gamma trans-formation and, according to Mr. Kinzel&apos;s diagram, this was impossible, as the alloys contain a great deal more than 12 per cent chromium. Mr. Kinzel pointed out that the presence of carbon in the commercial alloys caused the elongation of the loop and made possible local austenite transformation. Mr. Styri discussed the relations of the coefficients of expansion as shown in Mr. Kinzel&apos;s diagram. Mr. Corson presented the iron-silicon diagram as he has worked it out, showing a pre-viously unknown intermetallic compound, Fe3Si, to-gether with characteristic martensitic microstructure varying with the heat treatment. This compound formation is the real cause of brittleness in certain re-gions of the iron silicon system. Dr. Hoyt believed some of the evidence presented by Mr. Corson to be in contradiction to the phase rule. Mr. Corson, however, explained that true equilibrium does not exist under the conditions at hand so that the diagram was accurate in spite of the discrepancies. The meetings of the subcommittee on the physical chemistry of steel making were interspersed through-out the day. Mr. Feild presided and a program of future activities was outlined. This includes plans for a symposium at the next annual meeting and methods for interesting physical chemists, particularly those in the universities, in the steel man&apos;s problems. This committee has been newly formed and bids fair to be especially active. The Iron and Steel Committee met at lunch at the Engineers&apos; Club at noon, with Dr. Mathews presiding. After disposing of the food the report of the Nominat-ing Committee was called for, and the following were elected as officers for 1928: R. H. Sweetser, chairman; F. C. Langenberg and W. J. Priestley, vice-chairmen; and T. T. Read, secretary. The report of the commit-tee appointed at the last meeting to consider publica-tion and general policy for the committee was then called for and freely discussed, after which it was unanimously voted to instruct the new chairman to se-cure from the Board of Directors the necessary author-ization for the Committee to recognize as a Division. This action was reported to the Board at its meeting the following night and the authority granted.

The design of the plant facilities together with the necessary equipment required for the operation is at an optimum only for the specified plant with its peculiar priorities and preferences. Because many alternatives in design are possible to suit a particular plant, each plant designer and contractor must choose carefully in the selection of the site, design and choice of materials of construction, as well as the type of equipment necessary for the process. Basic factors as efficiency, dependability, simplicity, and safety must be considered early in the construction; while the choice of equipment, materials of construction, possible corrosion problems, automation, maintenance, effluents disposal and tailings dam construction can greatly affect the plant costs. While existing plants are in operation, the know-how gained from the operating experience of those plants can be invaluable in the new plant planning, design, and construction.

IN the field of mineral exploration, 1956 can be looked upon as the International Geochemical Year. This is not because of unusual developments in geochemical prospecting but rather because of the world-wide effort in geochemistry and the realization that geochemistry is now an established exploration method. Use of mining geophysics has continued to increase. Those extensively employing exploration techniques indicate that developments of the past few years have permitted better programming of methods, from reconnaissance to location of drill- holes. There is greater diversification of methods- reliance is not placed on results of one. However, it is realized that often it is more economical to drill an anomaly than to conduct additional expensive geophysical surveys

In deposits in which the secondary zones are well defined a layer of rich oxidized ore is frequently found immediately to overlie the enriched sulphides, from which it is derived by direct oxidation in place. In deposits that contain oxidizing precipitants particles and masses of residual oxidized ore are likely to be scattered through the leached zone, having been precipitated during migration before reaching the zone of enrichment. This precipitation hinders secondary enrichment and in extreme cases prevents the formation of such concentrations. Residual ores are precipitated by various reagents. Carbonates are formed through the action of the carbonic acid contained in surface waters, and also directly through the replacement of calcite, especially where the containing rock is limestone. Native metals, such as copper, gold, and silver, are formed by the action of reducing agents, among which organic matter and ferrous sulphate are prominent. Kaolin, gouge, and certain shales occasionally act as powerful precipitants through adsorption. Silver is often found as residual chloride, formed through precipitation by the chlorine contained in surface waters. Residual ores are often the result of incomplete solution, the relatively insoluble minerals being left behind during the migration of associated metals; incomplete oxidation and solution often leave residual masses of unaltered, or partly altered, sulphides in the oxidized zone. Such residual particles or masses have commonly been enriched by additions from circulating, metal-bearing solutions. The pattern of the coal industry west of the Mississippi River, so far as its history is concerned, is entirely different from that to the east of the "Father of Waters." When the Louisiana Purchase was consummated, one of Jefferson&apos;s first thoughts was to ascertain what sort of a country had been purchased, and to that end he sent Lewis and Clark to ascend the Missouri River and to reach the Pacific Ocean if possible, but above all to bring back a report showing the character of the country, its mineral and other resources, inhabitants, etc. This first expedition was supplemented by others to various parts of the vast domain for the same purpose; years later, when transportation routes were necessary to hold and develop the western country, a number of expeditions were sent to explore possible routes for railroads. The records of nearly all of these explorers, as will be shown later, contain references to coal in many localities, the possible value of which was realized but its potential value remained dormant for many years until increasing population and methods of transport made markets available. Missouri was the first state west of the Mississippi in which coal was produced and the names of a number of places show that the French were familiar with the coal deposits there. Lewis and Clark, soon after they left St. Louis, passed "a remarkable Coal Hill on the Larboard Side, called by the French Carbonere, this hill appeares to Contain great quantity of Coal."1 This hill was about seven miles below St. Charles. No other outcrops were seen by them until they had passed the present limits of the state. The Louisiana Gazette of April 9, 1805 contained an article on "The Missouri," author not stated, which said, "the short stay we have generally made among the savage nations has prevented us from making those researches, which would have supplied us with a more extensive information respecting the various mines found on the borders of the Missouri; we know with certainty only those of iron, lead and coal." MR. CHAIRMAN, LADIES AND GENTLEMEN: I need not say how much I appreciate the honor of being asked to lecture to you, and how much I would thank you for your kind invitation. It is encouraging to feel that the abnormal restrictions of the war have been relaxed sufficiently to allow a free exchange of scientists between our two countries, and I hope that some of you will be persuaded to go to England, and to visit us at Oxford, so that I may repay a little of the kindness I have received from you. As this is one of the first lectures since the end of the war, I have thought it well to describe some of the advances in the theory of alloys which were made in the years between the two World Wars. From the point of view of theoretical science, these years have been of outstanding interest in the history of metallurgy. They have been years in which the development of new and more accurate experimental methods has led to the revelation of many new facts. At the same time, the theoretical developments have enabled some of these facts to be viewed as parts of a general scheme, and we may say that some of the foundations of metallurgical science have been laid. This work was naturally stopped by the Second World War, and it can therefore be reviewed as one definite stage in the development of our Science. To illustrate the new advances, I shall deal mainly with the alloys of copper and silver, since these have revealed many of the general principles. SOLID SOLUTION At the beginning of our period, the first steps in X-ray crystal analysis had been taken, and copper had been found to crystallize in the face-centered cubic structure (Fig I). The determination of this structure naturally was of immense importance in the understanding of our subject, because it meant that we were at last in a position to appreciate the underlying structure out of which the crystal of copper was built. The earlier science of metallography had shown that in many alloys of copper the addition of a second metal in not too large proportions resulted in the formation of a homogeneous alloy which was regarded as a solid solution of the one metal in copper.
