THE year 1929 has shown a surprising growth in the attention given by mining men to the subject of ground movement and subsidence from mining, as evidenced by the large number of articles that have appeared in technical journals, also papers and discussions in mining societies in the leading mining countries of the world. These have not been confined to consideration of the narrower limits of the subject but in application have extended to many of the fundamental questions involved in mining. The papers and discussions have been concerned with .ground movements resulting from mining of a great variety of minerals, metallic and lion-metallic. Examples of the former are: the mining of gold ore at Johannesburg, South Africa, and in the Kolar field, India; mining copper ores in Arizona and Utah; and lead and zinc in the Joplin region. Examples of ground movement resulting from mining non-metallic minerals are found in: the mining of. coal in many countries; potash mining in Germany; the mining of- common salt in several parts of the' United States; and the mining of sulfur in Texas and Louisiana; and examples of subsidence in the non-metallics are found exceptionally in the extraction of petroleum by wells, as in the Goose Creek field, on the Gulf Coast,' and recently in the Sour Lake field' of Texas

Maurer's review summarizes quite thoroughly the various theoretical developments and experimental findings that contribute to the knowledge of rock mechanics in drilling. This discussion supplements Maurer's paper by including generalities that either have been incompletely treated in his review, or formulated from new considerations by the discussant and from hitherto unpublished experimental data. These generalities are associated with the observation that all mechanical methods of rock drilling essentially comprise a sequence of indexed, concentrated loadings on the bottom of the hole being drilled.

FEDERAL regulation of the petroleum resources of the nation has long been an interesting topic for discussion. A plan to accomplish Federal control has now taken definite form. At the request of the President of the United States, a bill to be known as the Petroleum Conservation Act of 1939 has been presented to Congress-H. R. 7372, offered by Representative Wm. P. Cole, Jr., and more usually known as the Cole bill. It is an act ostensibly designed to conserve our petroleum resources, through regulation of production practices. Hearings are being held currently by a subcommittee of the Interstate and Foreign Commerce Committee, in compliance with the request of the President to report the bill early in the next session of Congress.

(communication to the Secretary): When a simple beam supports any given load, the lower fibers me in tension while the upper fibers are in compression, and if its cross-section is rectangular the neutral surface, where the stresses pass through zero from tension to compression, is at mid-depth, provided the elastic limit is not exceeded. In addition to the longitudinal stresses, there are horizontal shearing-stresses between the fibers which have their maximum value in the neutral surface, and which equal zero at the upper and lower surfaces, while there are also vertical shearing-stresses. Let another beam of the same dimensions be placed on top of this one, and the load be doubled, it then produces stresses in each beam of the same character, magnitude and distribution as in the preceding case, provided there be no friction between the adjacent surfaces of the beams. Next let these two beams be so firmly united that there will be no motion between them when the same load is again applied. All the fibers in the upper beam are now in compression, and those in the lower beam in tension, while the maximum stresses in the outer fibers are only one-half as large as before. The strength of the combined beams is therefore doubled. If, however, some motion occurs between the beams, then the stresses in some of the lower fibers of the upper beam pass from compression to tension, and those in some of the upper fibers of the lower beam from tension to compression, while the stresses in the outer fibers have a magnitude between the two values previously stated. STRICTLY speaking, ore-dressing does not commence until after the ore is in the mill bins, but where complex ores are treated and their minerals separated to make the best commercial concentrate with the lowest economical tailing, ore-dressing problems begin and often center in the mine itself. This does not refer to the grade of the ore, but rather to the frequent condition in which metallurgical results radically different from customary are obtained because of changes in the character of the ore treated. Different varieties of ore can usually be identified as coming from well-defined depths or zones in the mine, or from known sections of the orebody. Varying degrees of alteration of the ore, inclusions of harmful gangue material, or variations in the quantities of component metallic minerals are often causes of temporarily bad metallurgical results in otherwise successfully operated plants, especially those employing differential flotation to. recover several valuable minerals contained in the ore.

Rock engineering involves uncertainties which are large and difficult to quantify. The traditional design approach to these uncertain- ties has been conservatism, and has been satisfactory to the extent that failure rates are reasonably small. Yet, a price is paid for conservatism, and that price is not always small. Today, reliability and risk analysis are finding use in rock engineering. The introduction of such methods, usually under the name 'probabilistic design,' is controverisal. However, if the jingoism of both sizes in this controversy is stripped away, it appears that new insights about uncertainty in rock engineering are emerging.

The extractive mineral industries share a number of common characteristics and basic problems which are completely different from those associated with manufacturing and mercantile operations. These industries now supply about 95% of the inanimate energy consumed in this country, and share with agriculture in providing virtually all of our basic raw materials. Mineral producers, like farmers, are subject to the economic hazards of fluctuating markets and prices. Unlike farmers, however, they cannot renew the productivity of the earth, but must seek continually for new sources of supply. The necessity for exploration and development of new reserves, to replace those used up by production, introduces additional factors of economic risk. These operations require the expenditure of large amounts of capital, often well in advance of any assurance of profitability. Commercial banks that understand these special problems can provide a variety of constructive financial services to the mineral industries. The history of cooperation between banks and mining enterprises has yet to be written, but there is every indication that it would encompass a period of hundreds of years. Records refer to depository and lending services by the early European private bankers involving precious metals and jewels. Many of the exploratory voyages to the Far East and the New World were organized with the financial backing of wealthy syndicates, some of which also provided banking services, in the hope of finding new sources of gold and other precious minerals. In the United States many large banks are closely identified with the development of some of the larger mineral deposits such as the Mesabi Range and the gold fields of California.

TULSA, the host of the Petroleum Division this year, is the oil metropolis of the Mid- Continent and gateway of the Southwest. It has risen in less than three decades from a dusty cattle town of less than 1000 population to its present-day status of a modern, wide-awake and prosperous city of close to 150,000, with an assessed realty valuation of approximately $100,000,000. Oil was discovered near Tulsa in 1901, and with it came th.2 development of the Mid-Continent field, one of the richest in the world. Tulsa from the start has been the center of operations, and its location on foul- and aggressive application of the airplane to oil-field requirements tends to fix this status as production is developed farther and farther afield. That Tulsa is far more than an ephemeral oil town is punched into the newcomer's- especially the Easterner's-mind, as he is whisked by taxi from the railroad station to the Hotel Mayo. The cicadalike pounding of the riveters on the steel skeletons of many skyscrapers, mounting upward to fill the gaps in an already well-developed skyline, dispels the feeling of a new atmosphere and puts him back on Forty-second Street, Michigan Boulevard or whatever his own particular "Main Street" may be along which an American city is being remade. WHEN the history of American business during these momentous war years is written, an absorbing chapter will be devoted to the Maclntyre Development, in northern New York. It will tell of a timely mining project, deep in the wilds of the Adirondacks, blasted into being by Axis torpedoes. It will recount the labors of 1500 engineers and workmen, miles from a highway, rail line, or power source, who built a huge enterprise in a few short months' time. And it will list these major contributions to the war effort: more than a quarter million tons per year of ilmenite, source of titanium dioxide-man's most opaque white pigment-to be used in paints for warships, tanks, guns, planes and the plants that build them; as a co-product, over 500,000 tons each year of magnetite-an important type of iron ore- to help feed the cavernous maw of America's wartime steel industry.

Until four years ago the market price of oil securities moved directly and immediately with the general list. This point, was first developed by the senior author in 1924 while making a statistical study of the relative movement of oil securities and the general market. Plotting the monthly averages of 17 oils against 233 industrials disclosed the sur- prising relationship shown in Fig. 1. As part of an over-all laboratory and plant test program to determine mixing ad other techniques for a more economic use of bentonite as an iron ore pellet binder, a settling test for measuring the bentonite content within a pellet or a batch of pellets has been developed. Through this test, it has been shown that dry fracture load is directly proportional to bentonite content in batches of pellets, but inversely propor tional to bentonite content in individual pellets of the same batch. This apparent paradox is explained by a negative correlation between a pellet's size and its bentonite content and the fact that large pellets can withstand a higher fracture load than small pellets. In past attempts to characterize green and dry iron ore pellets, the authors found large variations in the results of strength tests on closely sized pellets from the same batch.' Reasons advanced for such variations in the quality of pellets in which the binder is bentonite were the presence of internal flaws and the nonuniform distribution of the binder. Even when resulting pellet strength is good, there is still the question of whether the same strength could have been attained through a more effective use of a smaller amount of bentonite. The authors' own and other studies 2-3 have pointed out the strong dependence of pellet strength on the degree of "mixedness" of the iron ore concentrate and the bentonite binder. THE treatment of slime is of special interest to those engaged in cyaniding gold- and silver-ores. The usual practice is to make as small a percentage of slime as possible. In many instances the slime is given no treatment, but is impounded in dams in the hope that the future will develop some method of economically treating this product. The filter-press was the first step upward from ordinary decantation, but, on account of heavy labor-charge and high cost, its use has been limited to high-grade material. The slime at the Combination mill at Goldfield averages perhaps $20 per ton, and although the values are quickly dissolved the filter-press installation was not entirely satisfactory, resulting in the erection of the canvas-cell filter, developed by Chas. Butters and his staff. This filter is a great improvement over the filter-press, and the following description of it will be of interest to those engaged in treating slime produced in crushing ores, especially in view of the fact that, by the use of this filter, slime can be treated at a lesser cost and with a higher percentage of gold- or silver-extraction than in the ordinary treatment of sand; and, moreover, the initial outlay for an all-sliming plant is less than that for the ordinary sand- and slime-plant. The economy of construction of the Butters filter-plant is clearly shown in Figs. 1 and 2, which illustrate the 20-frame filter of 40 tons capacity, now being installed by the Nevada Goldfield Reduction Co. In this construction the slime-pump is so connected that it can pump to or from either tank or the filter by changing the valve-settings-a combination which is necessary in this particular installation, since sufficient fall is not available for filling and discharging the filter by gravity. If the real costs are analyzed, it will be seen that the land speculators and the lessors—royalty owners—make the larger profits and not the struggling legitimate operator or independent refiner. Continued low prices and restricted markets for crude oil discouraged drilling activity in Illinois oil fields during 1933. Only 36 wells were completed in the state, the smallest number since 1904, and of these the majority were scattered wildcat wells, only 10 having been drilled in producing fields (Table 2). Production was curtailed approximately 40 per cent for the first half of the year. During July, August, and the early part of September there was no restriction on production. On Sept. 8, under the "code of fair competition for the petroleum industry," the quota of allowable production for Illinois was fixed at 12,000 bbl. per day. The state's production in 1933 was 9 per cent less than in 1932. What it would have been had there been no curtailment of production and if economic conditions had permitted a normal amount of cleaning out and repairs to wells, it is not possible to estimate, but it would no doubt have been considerably more than the actual figure. No new pools or new producing horizons were discovered in 1933, but the deepening of a Robinson sand well in Crawford County to the McClosky "sand" horizon (St. Genevieve limestone of the Lower Mississippian) resulted in a production of 3 bbl. per day (Fred Patchel, Savilla Shipman No. 5, NE. 1/4, SW. 1/4, sec. 26, T.6N., R.l3W., deepened from 1122 to 1388 ft., to be tested to the McClosky horizon, and, owing to the rapid variations in porosity within short distances, as shown in the Lawrence County field to the south, one test may not be considered as proving or condemning any large area. The average price of Illinois crude oil in 1933, calculated from the posted prices as published in the Oil and Gas Journal and Oil Weekly, was $0.862 per barrel. This compares with a calculated average price of $1.032 in 1932 and 0.852 in 1931. The total value of Illinois crude oil produced in 1933 obtained by multiplying the average price (0.862) by the total production (4,227,000 bbl.) was $3,643,674. Of the 26 wildcat wells drilled in 1933, only one was drilled on known favorable structure. IN the spring of 1905 I was employed by Messrs. Bradley and Requa, under our fellow member, Thomas Cox, on the mill plans for the Nevada Consolidated, when an opportunity came to go to the Philippines to erect a small mill on the property of the Benguet Consolidated. This I accepted, expecting to be away eight months or so, but it was seven years before I got back. .I sailed in May, on the Coptic, having as room-mate as far as Kobe, A. E. Drucker, who was going out to Korea for the Oriental Consolidated. It was the first trans-ocean trip for either of us, and we had some rather unusual experiences. This was toward the close of the Russo-Japanese war and the Russian fleet was known to be on the way from Suez to Asiatic waters, but it was a matter of doubt whether they would risk a passage between Japan and the mainland, or take the longer but obviously safer route outside of Japan. The Coptic carried much contraband of war for Japan, so naturally did not care to meet this fleet. No definite word being available at Honolulu, we went to the Midway Islands, but the cable station there had very little information to offer, so we proceeded cautiously toward Japan. On the last afternoon out, we steamed due north at half speed for several hours, and finally sneaked into Yokohama at night, to learn that ' the Russian fleet had met the Japanese the day before and had been annihilated. We sailed over the spot in the Sea of Japan a week later, and when we got to Manila we found three of the Russian boats interned and being guarded by the monitor Monadnock and a cruiser. This was only a matter of form, as the Russians were only too glad to be there for the rest of the war, and the boats could not have gone far anyway, for they were literally shot to pieces. The Admiral's flagship had a hole within 3 ft. of the water line, for ward, through which a man could enter by stooping.

MICA is perhaps our No. 1. strategic mineral problem because of its large requirements in a variety of equipment for use in the military services, and because the principal source of this material has heretofore been British India, a source now threatened partly because of distance and lack of ships. [Block mica and bauxite were added to the "most critical" list published by the W.P.B. on Nov. 6.] No satisfactory substitute has yet been found for most of the uses of mica, which largely involve electrical insulation. Brazil is now our nearest and best major source of this material. No splitting plants have yet been established there but in 1941 we imported about a million pounds of block mica from that country and in 1942 that quantity will be considerably exceeded. In Brazil, mica is found almost exclusively in the pegmatite dikes along the mountain range bordering the eastern part of Minas Gerais. A belt, roughly 180 miles long by 100 miles wide, extends from Theophilo Ottoni to Carangolo. The principal mica-mining districts in this belt are the Governador Valladares area to the north and the Espera Feliz district to the south. The dikes are usually 10 to 50 meters wide and a mile or two long and intrude the old metamorphic schist formation. They are weathered and easily mined.

SEVERAL important changes have been' made during 1933 in the compilation and distribution of technical literature to those interested in nonferrous physical metallurgy. The Institute of Metals, of Great Britain, announced that preprints of all its papers would be distributed monthly to all members in combination with their bulletin of abstracts. The A.I.M.E. has announced that it will distribute to all members of the Institute of Metals and Iron and Steel Divisions a monthly bulletin entitled Metals, which will carry preprints of all publications of interest to the members of these two divisions. The American Society for Steel Treating has declared its intention to change its name to the American Society for Metals in order to indicate the broader scope of its activities. The abstract service of Metals and Alloys has been improved and expanded, covering practically the entire field of metallurgical literature. These changes and innovations now provide unparalleled reference service entirely in the English language.
