INTRODUCTION The current study is part of the U.S. Department of Energy's (DOE) on-going subsidence research program. The long-term objective of the DOE program is to develop analytical methods of subsidence prediction applicable over a broad range of geologic and mining conditions encountered in the United States. The DOE currently has several contracts in progress to develop a sound data base that can be used in the development of predictive models. Dames & Moore is currently under contract to DOE to collect and analyze detailed subsidence and hydrologic data from a coal mine employing longwall mining methods in the Eastern Coal Province. Work under Contract No. DE-AC22-80PC 30335 began in October of 1980 and will continue through September of 1984. The contract includes monitoring of two adjacent longwall panels. This paper summarizes the surface monitoring work that was performed through February of 1982. Mining of the first of the two panels (3 off 3 north) was completed on February 3, 1982. Results of the surface monitoring through completion of this panel are presented and discussed. SITE DESCRIPTION The mine being studied is located in eastern Ohio. MELTING in a hearth and in a basket is almost the same thing; charcoal and bellows are used for both. These are made large or small according to the quantity that you wish to melt, and more or less force of the bellows is applied according to the need. The hearth, bowl, or refinery, as the masters call it, is made with bricks and clay like a forge; opposite the middle of the tuyère a round hole is made like a wash- basin, wide at the mouth and narrow at the bottom where there is a hole for emptying it. A little iron plug is put in this so that it may be closed when necessary, or a piece of brick that is cut and pointed. Now, when this has been well covered all over with ashes, and the tuyère has been arranged so that the wind strikes the center, it is first filled with charcoal and baked very well so that the metal may be kept hot once it has been melted. Petroleum engineers are displaying considerable interest in the problems of cementing oil wells, especially in the Gulf Coast and California areas, where steep temperature gradients are encountered and where wells are being drilled to greater depths. Deep drilling, that is, at depths in excess of 7000 ft., has been undertaken in these areas only in the last few years and with this trend oil-well cementing requires more technical treatment. It is not the purpose of this paper to describe the scope and application of cement operations in the oil industry or to give the standard specifications, methods of sampling and testing of portland cement. The various testing methods have been described by the American Society for Testing Materials1, Uren2, Tickell and Wankowski3 and Rakestraw and Parsons4. The latter authors (pp. 50-58) have also described in detail the methods of cementing. The authors realize that it is impossible to reproduce in the laboratory the scale of forces and dimensions that exist at great depths, but an attempt has been made to scale down these dimensions proportionally. The selection of problems to be studied was based largely upon the practical questions asked by several of the largest operators in these fields. All cements used in these experiments met the specifications of the American Society for Testing Materials.

The total crude production from the Dutch East Indies, and the British Protectorates of Sarawak and Brunei for 1932 is given in the following table: Production, which had shown a rapid increase from 1921 to 1929, has since been reduced. Exploitation drilling in the majority of the larger fields was suspended and existing production kept within predetermined limits by beaning. Most of the smaller fields were shut down entirely. The depth of producing levels varies widely in the different fields. Shallow fields with drilling depths to 500 meters (1650 ft.) are still numerous as well as those with depths between 500 and 1000 m. (3300 ft.). A few of the newer fields reach greater drilling depths up to 1600 m. (5250 ft.). The deepest exploration well drilled to date (Djambi field, South Sumatra) reached a, depth of 2332 m. (7650 ft.) before abandonment in March, 1930. The specific gravities of the various crude oils produced range between 0.65 (86.2° A.P.I.) and 0.95 (17.5° A.P.I.). The lighter crudes have a high gasoline content and fuel oils are derived from the heavier crudes, which usually are rich in paraffin. INTRODUCTION Virtually all countries have general legislation covering most aspects of mining and mineral processing, including investment and tax laws, safety and health regulation, and specific rules applying to exploration reporting procedures. Yet most developing countries negotiate individual agreements with foreign investors for major mineral projects, in particular when all or part of the expected output is exported. Such agreements are known under several different names, as for example concession agreement; technical assistance agreement or service contract; management agreement; production sharing contract; joint venture; or contract of work. The objectives and conditions governing such contracts are as diverse as these titles are. While a mining project is only one among a large mumber of similar undertakings in industrial countries, in most developing countries such projects usually have a dominating position within the country's economy. The general legislation is often inadequate and insufficiently detailed to cover all aspects of large projects with extensive foreign inputs and international markets. Therefore, the need for specific arrangements. Specific arrangements may also become necessary due to the complexity of markets for mineral products, the large number of participants - equity partners, suppliers, financial institutions, buyers, etc. - or economic and political conditions in the host country and fiscal regulations in the home country of the investors. Most agreements are concluded between governments, or government agencies, in developing countries and private industry headquartered in developed market economies - Canada and the United States of America in North America, Western European countries, Japan, South Africa and Australia - or, in some instances, with state-owned firms in these countries. There are fewer agreements between developing countries and the centrally planned economy countries - Eastern Europe and the USSR - which cannot be considered here because of absence of adequate information. Agreements can be concluded at any of the different stages from exploration through closing of a mine. While most contracts are negotiated at the time when a potentially viable ore body has been delineated and investigated sufficiently to anticipate a realistic time for commencement of production, other agreements start with "grass-roots" exploration, during operation of a mine, smelter or refinery or, exceptionally, after a temporary shutdown. While several major provisions are included in all types of agreements, others are covered in much more detail (or not at all) in some contracts reflecting the specific work programme of each project. While it is realized that subdivision and classification of complex contractual relations is necessarily arbitrary to a certain extent, such grouping is useful in practical terms, especially for the non-specialist. The following discussion, therefore, will start with a description of the major forms of contractual relation - concession, investment contract, joint venture, management agreement, service and production sharing contracts. Major issues covered in all, or almost all, agreements will then be dealt with. These include stages of development, corporate structure and control, fiscal arrangements, infrastructure development and environmental law, and dispute settlement and renegotiation. FORMS OF CONTRACT RELATIONS There has been marked change in the type of agreement entered into during the 1960s (and before) and the early 1970s and the period thereafter. While straight "concessions" - granting of exclusive rights to foreign investors over a certain deposit or areas with little restriction or well-defined obligations - were the rule during the first half of this century, more complex agreements have evolved since. Some of these cover every conceivable aspect, foreseen or only possible, and define rights and obligations of all partners to the last detail. Over the years, agreements have without doubt become more beneficial for the developing host countries, in part as a result of well-publicized nationalizations, as for example in Chile, and in part due to changed attitudes in all countries

After a brief history of the phosphate industry of Tennessee, the distribution and origin of the phosphate rocks are described. Then the mining and treatment, together with costs of production, and the uses of the rocks are given. THERE are three distinct varieties of phosphate rock, in Tennessee, known commercially as: (a) the "brown" rock, which is the residual product of the weathering and natural concentration of certain phosphatic Ordovician limestones; (b) the "blue" rock, which is an unaltered phosphatic stratum of Mississippian or Devonian age; and (c) the "white" rock, which is the result of chemical replacement and deposition. Before 1894, South Carolina and Florida had supplied most of the phosphate of the United States, South Carolina leading until that date and Florida from then until the present time. In December, 1893, the blue phosphate of Tennessee was discovered almost simultaneously on Swan Creek, in Lewis County, by two independent parties-by one as the result of a careful and systematic search for a workable deposit of the long known kidney phosphate, and by the other through mistaking it for a "bloom" of coal. Leases were taken and, with further prospecting disclosing other deposits in the region, the development progressed as rapidly as could be expected without railroad transportation. In January, 1896, Judge S. Q. Weatherly, who was interested in the development of the blue phosphate, while riding along the road south of Mt. Pleasant, noticed some slabs of a brown rock in place above the limestone. He took samples, and had them analyzed, thus discovering the high-grade brown phosphate of this district. This discovery was kept a secret until July, 1896, when mining was started at the village of Mt.

HARDNESS is one of the most common properties of metals and alloys but is one of the most difficult to define or express in terms of the fundamental units. In the Brinell or Vicker's hardness test, the hardness number N is defined as N = L/A where L is the load in kilograms and A is the area in mm'. This does not necessarily imply that a pressure of N kilograms per mm2 actually acts on the specimen.' It is essential that for a true comparison of hardness values the angle of indentation be kept constant,' a which is not done in the Brinell test. For this and other reasons, the Brinell hardness value is not based on a satisfactory physical concept.' The concept of hardness based on the work done per unit volume of indentation3-6 offers a simple and scientific definition. An attempt has been made here to develop this concept (at constant angle) and to compare the values so obtained with the Bhn for different metals and alloys. In Fig. 1 a vertical load L is applied to a compara- tively hard ball of diameter D creating an indentation of diameter 6 and depth h on the specimen S. The work done, W, is then given by W = So Ldh. [I] Since L is not independent of h, Honda and Takahasip and Matsumura" assumed different functions leading to equations which do not apply equallye to a wide variety of metals and alloys. A better relation is obtained from Meyer's Law L = ad" [2] where A and n are constants depending on the nature of the material but independent of the ball diameter D. The district is described by Emmons in U. S. Geological Survey Bulletin 408, 1910. Little was said of the Elko Prince, however, as only a small amount of work had then been completed. The geological structure of the region is simple. The oldest exposed formation, covering most of the area, is rhyolite, which has a light-colored devitrified groundmass enclosing phenocrysts of feldspar, quartz, and magnetite. It has been somewhat weathered and partially stained with oxide of iron. There are several outcrops of andesite which cut the rhyolite. The ore deposits occur as fissure veins, replacement veins, and sheeted zones. The Elko Prince vein is of the first type. The rhyolite near the veins is silicified, stained with oxide of iron, and, at some localities, replaced by ore, or is so permeated by metals as to be classed as ore. The vein filling consists chiefly of quartz, and the values consist entirely of gold and silver. Part of the gold exists as the native metal and part is associated with pyrite. Silver occurs free and as argentite in banded streaks through the vein. These veins trend in a northwesterly direction, with dips varying from 65' to vertical. YOU can place an exclamation point after the "and How" if you want to, but the way it stands it sum¬marizes the Mining Geology sessions quite nicely; "Why" in the morning, "How" in the afternoon. It is altogether fitting that Prof. McLaughlin and Reno Sales, who have themselves achieved enviable reputations in company work, should have led the program by presenting informally a chapter from the volume dedicated to the beloved dean of all economic geologists, Waldemar Lindgren. In opening the morning session, over which Sydney Ball presided, Donald McLaughlin emphasized the continuous role mining geology should play in operating technique. He pointed out the importance of structural relations in a broad sense, and the preponderant role they play in developing the manner of ore occurrences. He illustrated this by an account of the work at Homestake, using slides to show the stratigraphic sequence, the folding, and the orebodies of that camp. An interesting piece of detail was the distinction they found could be made be¬tween the chlorite near the ore masses, and that in the country rocks. Whether the cummingtonite, characteristic of the rock in which the ore is found, is of regional or of contact metamorphic origin caused some discussion. Dr. Lindgren inclined to the belief that it was contact, but L. C. Graton replied that they had found the weight of evidence was for a hydrothermal origin. D. F. Hewett raised the question as to whether, in the advancing development of the mining industry, there was still a place for the U. S. Survey geologist, and the consensus seemed to be that there should be. His role is changing from that of mapping mining districts in detail, now the task of the companies, towards a more general serving of the industry through the wider perspective his work gives him in contradistinction to the greater detail of knowledge accumulated by the resident geologist.

Last November, when the British Educational Mission was visiting this country, letters were sent to the various mining schools asking what arrangements had been made for cooperating with British and. French schools. Of the eleven schools from which replies were received, none had taken any definite steps in this direction. The Colorado School of Mines, though, stated that it was offering scholarships to all men who had served in the U. S. Army and Navy during the war. A letter was also sent to Sir Henry Miers, Vice-chancellor of the University of Manchester, who was the head of the British Mission. He replied as follows: "In my opinion the mining profession is second to none in the responsibility of the duties which it involves or to which it leads in all parts of the world; also it is a. profession in which the student or teacher has much to gain by migrating to foreign countries. This applies in a special degree to British students coming to America where they will be able to enlarge their views by a widened experience. We (the Mission) have everywhere found the most, cordial acceptance of such proposals. Several of the British Universities have recently instituted a new doctorate of philosophy attainable after 2 or 3 years course of advanced study; this scheme includes Oxford and Manchester. The conditions admitting to the degree course are that the applicant should be a graduate of an approved University and should show evidence that he is qualified to pursue the course which lie proposes." In a conversation with Prof. Alfred C. Lane, of Tufts College, Sir Henry Miers said that students from Great Britain should be most easily attracted to America, both to universities and colleges and technological institutions.. He doubts, however, whether Great Britain can offer America, in this respect, as much as America can offer her. Prof. Lane, though, is quite sure that, especially for geologists, there is much to be

1.1-1. Current Status. The history of surface mining is essentially that of mining coal, copper, and iron ores, and the nonmetallic minerals--clays, gypsum, phosphate rock, sand, gravel, and stone. Table 1.1-1 is a comparison of the estimated world production of crude metallic and nonmetallic ores and coal with that of the United States for 1964, in short tons. It includes an estimate of the quantity produced by surface mining methods. Two-thirds of the 8.8 billion tons are mined from surface, ranging from a third of the coal, half the metallic ores, and nearly all clays, stone, sand, and gravel. In the United States, production by surface methods parallels that of the world with two major exceptions: 74% of copper ore and 90% of usable iron ore are mined from the surface, whereas outside the country less than 40% of copper ore and only 50% of usable iron ore are mined from the surface. In surface mining of both metallic ores and coal, much waste is stripped, but in mining nonmetallics the ratio between waste and ore is small. Assuming that the stripping ratio for surface mining in the United States will apply equally to world production, it is estimated on a weighted basis that over 21 billion tons of waste, or a total of nearly 27 billion short tons of material, are mined annually in the world by surface methods. Data are not available to confirm the assumption for waste stripping outside the U.S., but the estimate expresses an order of magnitude that is worth noting. Table 1.1-2 shows the materials-crude ore, coal, and waste-mined by surface methods and the relation to total mined by both surface and under- ground methods in the United States during 1964. Eighty-two percent of all crude metallic and nonmetallic ores and coal was mined from the sur- face, including 82% of metallic, 96% of nonmetallic ores, and 35% of coal. THE formation of scale in boilers and other industrial equipment, and the corrosion of such equipment, are closely related problems. Since in the petroleum industry these problems cover a very broad field, this paper has been confined to the effects of scale and corrosion on gas engines, compressors, pipes and fittings, used in plants extracting gasoline from natural gas, and the steps taken in arriving at a workable plan for combating these evils at the Midwest Refining Co.'s plants in the Salt Creek field, Wyoming. Eliminating, or at least minimizing, the many deleterious effects occasioned by the use of bad water in jackets and cooling systems of gas engines and compressors has been the subject of much study for many years but no generally accepted plan has been evolved. The problem was unusually difficult at Salt Creek, as the severe winters of Wyoming bring operating conditions quite different from those encountered in warmer states, and the water available was especially bad. While the conditioning of water to prevent scale and to lessen corrosion may not be a particularly difficult problem in plants in large industrial centers, it becomes much more difficult when attempted at plants remote from railroads and by men without previous experience to guide them. In fact this difficulty has been so great in the Wyoming oil fields that until comparatively recently it has been the practice to allow much equipment to be ruined rather than to attempt corrective measures. At the Midwest plants this problem was given attention first by the plant men and later by both plant men and laboratory staff. To the latter it was simply one of many problems which arise in connection with field and plant operations, which must be studied and, if possible, solved. Many mistakes were made during the course of this investigation, but since mistakes, properly interpreted, are of value in guiding one's steps aright, it is believed that a review of the different stages of development which have led up to the present method of handling this problem will prove of interest to the industry.

ALTHOUGH the subject matter contained in this paper is presented under a new title, its writing was induced by the work of S. Skowronski and K. W. McComas.1 A discussion of the latter is here combined with the presentation of new and independent data. The physical constants quoted by the authors of that paper, such as melting and boiling points, as also the chemical reactions of the substances involved, are so well established that the numerous confirmatory experiments and their application to metallurgical conditions leave little or no room for criticisms. On the contrary, they will greatly aid to dispel any lingering skepticism as to possible considerable losses of copper accruing when the metal is melted in the presence of its own and, probably, other chlorides and when no provision is made for the recovery of volatile products. Exception may be taken, to some degree, to that part of the work under the caption Melting Drillings of Copper Mixed With Sodium Chloride. These experiments should have been extended in order to make the implied reactions clear and the results convincing. The latter are stated to be, "that when sodium chloride is present above certain minimum quantity relative to copper some of it is found to volatilize in the melt while another part reacts with the metallic copper to produce the volatile cuprous chloride, and that When smaller quantities of sodium chloride are present the reaction is complete and all chlorine is found to have volatilized as cuprous chloride." Metallic copper and sodium chloride are mentioned as the sole reagents in this chemical process, acting, according to the authors, in a neutral atmosphere of carbon dioxide. The chemist, quite naturally, will inquire into the formula according to which that reaction takes place and find that it would present itself as follows: 2Cu + 2NaC1 = 2Na + Cu2Cl2 It would appear that the truth of this formula will be challenged and a more rational explanation of the reaction sought. Apparently, carbon dioxide is neutral relative to metallic copper in its molten state; whether it remains neutral in the presence of sodium chloride is quite another question. Does it not at that high temperature become an oxidizer and do not the conditions of the reaction change to those expressed in the following formula? 2Cu + 2NaCl + 2002 = Na2CO3 + CO + Cu2Cl2

THE scope of this paper will be limited to finished materials that contain a large preponderance (around 80 per cent or more) of magnesium oxide. The large and commercially important production of refractory dolomite and modified dolomites is not discussed here, and the production of magnesium basic carbonate for use as a heat insulator is barely mentioned. The discussion is confined mainly to magnesias produced in comparatively great quantity by direct processing of naturally occurring raw materials and hence excludes secondary or highly purified products such as pharmaceutical products or U.S.P. light and heavy calcined magnesias of commerce. NOMENCLATURE The nomenclature of the magnesia products that will be discussed is somewhat confusing, in that it is customary in the trade to designate as "calcined magnesite" the materials that result from the calcining of magnesite to temperatures that remove the contained carbon dioxide. The finished product, therefore, is not magnesite at all but simply a more or less pure magnesium oxide or magnesia. Furthermore, partly for statistical and partly for commercial reasons, it has been customary, during recent years, to classify as "calcined magnesite" products that result from the heat-treatment of magnesium hydroxide precipitated from magnesium-containing brines; products that, obviously, have no relationship whatever to magnesite. In the listing of magnesia-containing materials, tonnages of which are regularly reported by the Bureau of Mines, reports ordinarily are made under two headings: "caustic calcined" magnesite, in which all of the varieties of products treated at relatively low temperatures are lumped; and "dead-burned" magnesite, in which are included both high-purity and low-purity, and particularly both high-iron and low-iron, materials that have been so heat-treated that the magnesium oxide occurs predominantly as crystalline periclase-materials used almost entirely for refractory purposes. In 1940 the apparent domestic consumption of "caustic calcined" magnesite was approximately 17,000 tons, about 95 per cent of which was produced in this country. The apparent consumption of "dead-burned" magnesite was approximately 172,000 tons, some 82 per cent of which was domestically produced. In both total quantity and percentage of material produced within the United States, these figures are record highs for many years past. UTILIZATION As indicated by these figures, the major tonnage outlet for magnesia is the refractories industry, in which magnesia is employed principally in three ways: (I) as dead-burned grain magnesite for the construction and maintenance of the hearths or bottoms of basic open-hearth furnaces; (2) in the form of refractory magnesite bricks and shapes; and (3) as a chemical

RICE, Pittsburgh, Pa.-I am especially interested in the mining side of this important question. In 1911, when in Europe investigating mining matters, giving special attention to subsidence clue to mining, for there is a very big problem of that kind, as many of you know, in the Pennsylvania anthracite region, I visited Stassfurt, which is one of the chief centers of potash mining, and which was pointed out as the place to see surface subsidence. We found the town much askewsome of the streets having sunk from 15 to 30 ft., leaving many ancient buildings pitching at various angles. One old church, 500 or 600 years old, has been sunk about 20 ft., cracking it badly. I understand that this condition came about because in early mining clays they were careless about leaving proper supports and used no filling or packing. The Stassfurt mines work along a buried anticline the sides of which pitch at 45° on the average. Through this careless mining they had a break of the hanging wall which let in water from the overlying marls and sands. The water rapidly dissolved the salts in the pillars, and spreading through the entire chain of mines, caused their complete loss, with serious trouble for the old city. They had to start new mines some distance away, and take care to prevent roof caves. The packing system is of interest. They were driving large rooms into the rock-salt foot wall and using the rock salt as dry filling. The application of hydraulic filling, using a saturated solution, was under contemplation at some plant nearby. Whether 6r not the plan was carried out I do not know. I was reminded of the plan by Mr. MacDowell's remarking on the use of a saturated salt solution in the core drilling. His reference to the apparent breakdown of the potash syndicate raises an interesting question. We have had the German system of syndicates pointed out as perhaps one means of solving our troubles in the soft-coal mining industry due to overproduction. It seems to have worked out admirably in the case of the Westphalian coal-mining syndicate and also in the syndicate of Upper Silesia; but apparently the syndicate plan did not work in the potash industry. .

INTRODUCTION Relative permeabilities are factual data necessary to any prediction of reservoir production behavior. One important problem in determining relative permeabilities of porous media to gas is the effect of gas slippage on these determinations. Since certain aspects of the slippage phenomenon still remain unknown, this study is particularly concerned with that problem. The validity of the theory of gas slippage as it is applied to the flow of gas through porous media has been well established. 1,2,3 Therefore, in determining the permeabilities of porous media to gas by ordinary laboratory procedure, i.e., at atmospheric pressure, the slippage correction should be considered. Rose3 performed experiments on gas relative permeabilities which indicated that the effect of gas slippage on the measured effective gas permeabilities at various liquid saturations decreased with an increase in liquid saturation. Following Rose, it was substantiated experimentally' that the effective gas permeabilities at the various liquid saturations extrapolated to infinite mean pressure were the same as the non-wetting liquid permeabilities at the same saturations. This same paper also presented data which showed that the magnitude of the slippage between those values of gas effective permeability determined at atmospheric pressure and those found by extrapolation to infinite mean pressure decreased with an increase in liquid saturation. However, these experiments were not performed at liquid saturations above 30 per cent. Therefore, the purpose of this experimental work was to determine the effect of gas slippage on permeability measurements at liquid saturations in excesh of 30 per cent. APPARATUS Five core samples were used In this work: two synthetic Alundum samples (A-1, and A-2). a Nichols Buff sandstone sample (NB-13), and two samples from producing formations, a Soso sandstone (S-1), and a vugu-lar dolomitic limestone (R-7). The core samples ranged in permeability from 32 to 663 md. These cores were chosen because they represented a fairly wide range of permeabilities and probably a considerable difference in pore size and pore size distribution. Fig. 1 is a schematic diagram of the apparatus which consists of an air dehydration filter A, two Moore null-matic sub-pressure regulators B and C, the differential oil manometer D, the core holder E, the flowmeter F, the soap reservoir G, and a mercury manometer H measuring the downstream pressure. The interesting features of the apparatus are the two Moore vacuum-pressure regulators. The regulators permit the rapid establishment and easy control during flow at sub-atmospheric pressures of both the differential and downstream pressures, and prevent the surging action of the vacuum pump from disturbing the system during flow. Provided there are no leaks in the system, these regulators will maintain without measurable change selected downstream and differential pressure. Specifically, regulator B controls the downstream pressure and regulator C controls the differential pressure. In opera-
