INTRODUCTION The degree of success of an association between parties in establishing a new venture ultimately depends on three factors: a. the venture's underlying economic strength, which is based on the complementarity of the comparative advantages brought by each party to the negotiating table; b. the ability to reach an agreement which satisfies each party's objectives and constraints; and, c. the capacity to design and implement a funding structure which is consistent with the project economics. A thorough assessment of the venture's profitability and associated risks under alternative technical and economic scenarios is the basis for a sound "go" or "no go" decision. In-depth evaluation of the risks and rewards to each of the parties involved under alternative legal and financial structure must be the foundation for a long lasting "how to go" decision. The allocation of risks and rewards should be consistent with the objectives and constraints of all parties and the sharing mechanisms, established in the contract, should be flexible to assure the long-term stability of the agreement. Rapidly changing economic conditions during the last decade have had a dramatic impact on the envisaged allocation of risks and rewards between host countries and private investors. The effects of these changes, and the fact that the relative strengths of the parties involved may shift during the life of a project (e.g. before and after major capital investments have been made), have forced the renegotiation of a multitude of contracts. Therefore, the present and future stability of an economic agreement would depend not only on the originally designed provisions, but also on provisions which allow for the automatic adjustment of rewards to project sponsors under a variety of future economic situations. A pre-condition for the allocation and quantification of risks and rewards is the definition of standards of measurement used by each of the parties. This is critical in international negotiations when one of the parties represents the national interests of a country. The understanding and use of different standards for the measurement of rewards for risk taken between a government and private enterprise facilitate the negotiation of a satisfactory agreement. This is possible because certain trade-offs between the negotiating parties may have different relative values. STANDARDS OF MEASUREMENT OF REWARDS FOR RISK TAKEN The negotiating process takes a step forward when the parties are able to focus on their interests, explore different alternative solutions and then base results on a set of objective standards. Unfortunately, the parties frequently put more effort into "staking out" and defending positions, than into understanding their intrinsic interests. Moreover, when one party, such as a governemnt owned corporation, represents a country's national interests, the negotiation process increases in complexity. Private firms focus on commercial profitability, using discounted cash flow techniques such as NPV, IRR, or ROE. In contrast, the government is also concerned with the project's impact on the local socio-economic environment. Without entering into a discussion of alternative economic development theories and approaches, there exist several possible measures that could be pragmatically utilized by each party in evaluating the socio-economic impact of a project. The more complete measure is the National Profitability (NP). The NP is a discounted cash flow procedure similar in structure to IRR or NPV but in which the project's financial cash inflows and outflows and discount rates are adjusted to take into consideration the local conditions. The NP is calculated on an unlevered basis and all taxes and duties are removed from the project

The cut-and-fill mining methods in use in the mines of The International Nickel Company of Canada Limited, at Falconbridge Nickel Mines Limited, in the Sudbury District, and at McIntyre Porcupine Mines Limited in the Porcupine District, are typical of the general cut-and-fill practice in both the base-metal mines and the gold mines in the Province of Ontario. The following pages describe the methods in use. HORIZONTAL CUT-AND-FILL STOPING Horizontal cut-and-fill stoping, as practiced in the mines of The International Nickel Company of Canada Limited, falls into two main classifications: (I) transverse cut-and-fill stoping, where ground conditions or wide ore bodies make it necessary to establish narrow stopes and pillars across the width of the ore body; (2) longitudinal cut-and-fill stoping where ore body widths and ground conditions allow safe mining of the full width of the ore body. Transverse Cut-and-fill StopiNg General Stoping Layouts Stope and Pillar Widhs.—For transverse stoping, experience has indicated that narrow stopes and pillars, 27 ft. 6 in and 22 ft., respectively, are most satisfactory. These width are multiples of 5 ft. 6 in., which is the center to center dimension of a standard square set. Thus any stope, or block of stopes, can be readily converted from cut-and-fill to square set-and-fill if ground conditions should warrant such a change. Formerly, pillars were established 16 ft. 6 in. wide, the equivalent of the width of three square sets, with the intention of extracting the pillars by mining an overhand slice one set wide and an underhand slice two sets wide. However, subsequent experience proved that a two-set overhand slice is so much more efficiently mined than a one-set slice, and 22-ft. pillars have been made standard. Chutes.—The stope chutes are established on the longitudinal center line of the stopes and are spaced at 22-ft. centers from footwall to hanging wall. The footwall chute is usually from 5 to 10 ft. from the footwall of the stope. It is offset where necessary at an angle of 52° and vertical chutes are carried from the offset at 22-ft. centers. In sections of the ore body where a flat hanging wall would cut off hanging-wall chutes within a few cuts of the sill, it has proved to be more economical to use temporary chutes or slushers, or both, for these first few cuts, rather than to el permanent chutes at the hanging wall.

International interest in storage and retrieval of geological data stems from a desire to tap this large and potentially valuable, but little-used resource. The data will be used primarily for development and testing of geological concepts and theory; secondarily as a basis for assessing mineral potential and even individual mineral deposits; thirdly for establishment of world-wide norms averages and standards; and fourthly as a search tool leading to sources of specific data and to repositories of specimens etc. International committee activities are designed to establish acceptable general standards for reference numbering, geographic location, geological terminology, coding etc. ; and to develop progressively the types of data (parameters) that should be recorded in specialized archival files in such fields of world-wide interest as palaeontology, mineral deposits, petrochemistry, stratigraphy, mineralogy, palaeomagnetism, physical geochronology etc. Establishment of world data banks analogous to those in oceanography may come later; for the present we hope to achieve some degree of agreed consistency in national and local data banks throughout the world, and to establish an international index to these banks as first steps in facilitating international exchange. For purposes of this paper, data are defined as facts, reproducibly measured or objectively described.

AT the present time, the coal industry is greatly interested in any method or machine that will cut the cost of producing a ton of coal, while at the same time producing a product of quality and grade suitable to the customer. Comparatively new and, as yet, little known, auger mining is proving a profitable method of coal recovery. It may be used for the production of low-cost, high-quality coal with equal success from both the hard-to-mine seams, those with banded impurities and bad roof conditions, and the more easily mined seams as classified according to conventional mining methods. A number of units are now in operation and production information is available that should be of particular interest to coal operators and of general interest to anyone associated with the coal-mining industry. Auger mining refers to coal extraction with large size augers capable of drilling to great depths and having a high capacity. Consideration of the equipment and methods used in drilling an ordinary shot-hole will give a picture of auger mining on a smaller scale. At present, auger mining is used largely for recovery of coal from the highwall after strip mining becomes uneconomical because of the type and the thickness of the overburden which must be moved. Coal augers have many of the advantages of present continuous mining machines, along with many more. The four distinct operations of conventional mining-—cutting, drilling, shooting, and loading— are eliminated and replaced by the combined operation of boring and conveying of the coal. The coal recovery auger is an adaptation of the horizontal rock drill used for drilling shot-holes to shatter and loosen overburden in strip mining operations. During the war the Becker County Sand and Gravel Co. of Summersville, W. Va., experimented with drilling coal with 6 and 9-in. rock augers. The results led to the successive development of the 20, 24, 30 and the 36-in. machines, the latter having appeared in the coal fields within the past six months. So many factors influence blasting results that theories and rules are usually dismissed as impractical; the practice prevailing today is arrived at by cut and try. Usually the first step is to experiment with drillhole patterns and spacing until an arrangement is found that gives best results. The next step is to experiment with different types of explosives and sequences of blasting until the most satisfactory degree of fragmentation is achieved and until no further reduction in cost is immediately apparent. Improved fragmentation is generally attributed to the type of powder used, the sequence in which the holes are blasted, or the use of millisecond delays. Various types of drill rounds have been evolved in tunneling operations, underground development headings, and stoping, and various patterns of blasting in open pit mines and quarries. These practices usually are carried from mine to mine or from district to district, and great skill is exercised by those experienced in the art of blasting.

Pursuant to notice duly given in accordance with law and the constitution, a special business meeting of the members of the Institute was held at the office of the Institute on June 27, 1919, at 8.30 P.M., 1573 members were present in person or by proxy. On resolution duly made and seconded, the change of name to American Institute of Mining and Metallurgical Engineers, Incorporated, was authorized and the officers of the corporation were instructed to take the necessary steps to accomplish this result. The votes were 1565 in favor of the resolution and 7 against. It was then moved and seconded that the certificate of incorporation be amended to define the purposes for which the corporation was formed as follows: "To promote the arts and sciences connected with the economic production of the useful minerals and metals, and the welfare of those employed in the industries by all lawful means, " etc., etc.-the remainder of the article reading the same. The purpose of this change was to allow the Institute to take any legal means it desires to accomplish the objects mentioned above instead of restricting it within narrow limits. The vote was 1573 in favor of the resolution and none against.

THE Jones Mine (or Johannes Mine, as it was originally called, from a former proprietor), situated near Springfield, in the township of Caernarvon, Berks County, Pennsylvania, has long been known as a large deposit of magnetic iron ore, associated with more or less copper pyrites, and with malachite and chrysocolla. It occurs in a belt of soft schistose rocks which rest upon the Laurentian gneiss of the Welsh Mountain, and to the northward are soon concealed by the unconformably overlying Mesozoic sandstone of the region. These metalliferous strata belong to the Primal slates of Rodgers, which, in many other localities in this region, include similar deposits of iron ores associated with more or less copper, and often accompanied by chloritic and argillaceous schists, and, more rarely, by serpentine and small lenticular masses of crystalline limestone. To this same horizon belong the iron ores of Boyertown, Fritz's Island, and Roudenbusch, near Reading, Wheatfield, Cornwall, and Dillsburg (all of which are found along the northern border of the Mesozoic belt of * By the kind permission of Dr. F. VENTILATION of the Butte mines has long been a rather difficult problem because of the natural high temperature of the rock. With increase in mining depth, higher rock temperatures have been encoun-tered, and this has caused a constantly growing demand for more effective ventilation measures. During recent years the hazards of dust in mine air have been more clearly recognized, and have necessitated the adoption of dust-prevention methods. To meet these ventilation problems in the mines of the Anaconda Copper Mining Co., a mines ventilation department was organized in 1918, to act under the direction of the general superintendent of mines. At the present time, under normal operating conditions, the force employed includes the ventilation engineer, two chief assistant ventilation engineers and eight assistant ventilation engineers. The activities of the department are, briefly: (1) planning and supervising operation of the general ventilation system; (2) planning and supervising the operation of dust-prevention measures, together, with dust sampling and related microscopic work for the quantitation of the dust samples and determina-tion of particle-size distribution; (3) the design and development of air-conditioning methods to meet present exceptionally severe temperature conditions and in anticipation of future requirements. To a large extent the technical features of the ventilation methods have been described in earlier papers by the author. This paper is written mainly to summarize past accomplishments bearing most closely on health and safety, with a somewhat more detailed account of the dust-prevention measures that have been developed comparatively recently.

The Specific purposes of forma! engineering education include training in the basic sciences, the engincering-prob]em method, the rudimentary development of technical skills, an appreciation of values and costs, and an understanding of the art of engineering as distinguished from its science, Two major divisions of an educational program in engineering are recognized: (I) the scientific-technological, and (2) the humanistic-social. Hence, the entire curriculum for the four-year program in specialized petroleum engineering schools must be designed to give the student an initial impetus in the directions indicated. In accordance with suggestions from the Engineering Council for Professional Development, Inore attention is being given to the fundamental approach in the undergraduate curriculum. This paper presents a cross-sectional viewpoint of the various educators in the petroleum engineering schools concerning course contents in the specialized curricula An outline is suggested for the content of the specialized courses wherein the engineering problem method or quantitative approach is emphasized. Although the particular viewpoints of the author have been stressed, yet due acknowledgment is made to a considerable number of petroleum engineering educators and in in industry interested in educational work, for their contribution of course outlines or helpful suggestions with respect to programs that will be of maximum value to students, institutions, and the industry they serve. Although "standardization" of course material is not suggested, the advantage to be gained by cooperative determination of purpose and scope are apparent paiticular1y from 'he standpoint of the proper accreditment of petroleum engineering schools by petroleum engineering educetors who have laid a basis from which to measure educational values. Petroleum engineering has "come of age" and deserves the same careful attention with respect to. curricula that has been accorded other engineering branches. Introduction Engineering schools have a major responsibility to the public, to industry and to the professions they serve. The specific purposes of formal education include training in the basic sciences, the engineering-problem method, the rudimentary development of technical skills, an reciaciation of values and costs, and an understanding of the art of engineering as distinguished from its science. Other purposes implied include the ability to read, write, and speak the English language effectively, an understanding of social and human relationships, a knowledge of the duties of citizenship, a broad appreciation of cultural interests, and an indoctrination in professional standards and relations. Throughout these educational processes is the development in the student of habits of accuracy, thoroughness, powers of analysis, creative ability and integrity with respect to all phases of his work. FOR some time mining engineers have been interested in the possibility of using small diameter shafts, sunk by core drilling, as aids to ventilation and as emergency escapeways. The possibilities are interesting to contemplate, but new methods involve unknowns, and interest tends to remain passive until these unknowns are solved. Recently we have completed two 36-in. diam. core drilled shafts, and wish to make the data on these available to the industry. Both shafts were drilled for the McLain Fire Brick Co., one at its Buckeye mine and the other at its Colonial mine. Both mines are in the fireclay underlying the Lower Kittanning coal. Both mines have been in operation for a number of years [ ] and have required expensive maintenance work on return airways. It was decided that considerable savings could be effected by short-circuiting the air to the surface through small shafts. It was also realized that these holes, located near the present workings, would be of added value as emergency escapeways. Originally, 48-in. diam. shafts were considered, but actual computations showed 36-in. diam. shafts were more than ample at both mines. The shaft at the Buckeye mine is 240 ft deep, and that at the Colonial mine 258 ft deep. Both holes were started in the lower part of the Conemaugh formation and penetrated Conemaugh and Allegheny strata. The holes were started through the unconsolidated materials overlying bedrock by constructing a concrete collar with a wall thickness of 8 in. Then the shafts were drilled by the shot-core drill method. An annular groove was cut in the rock by the abrading action of chilled steel shot run under the shoe of the core barrel. The drilling was done in stages, the core barrel drilling the groove for a certain distance depending on conditions encountered, and then the cores broken off and taken out in sections. The core barrel had a 36-in. o.d. and the finished diameter of the shaft measured almost 37 in. The major questions that could not be answered until the completion of the first shaft were, (I) how much ground water would be encountered, how would it hinder the drilling, and how difficult would it be to seal off, and, (2) how would the walls of the hole stand up. The holes of course could be cased or lined, but that is considerable added expense in any shaft.

UNTIL a comparatively few years ago, interest in tantalum was limited almost wholly to its scientific investigation, but its extreme resistance to the action of even the strong mineral acids, its great avidity for the common gases, hydrogen, oxygen and nitrogen, and its capacity for transforming alternating to direct current are winning for it a place in our industrial life. Tantalum is not attacked by any single acid except hydrofluoric, nor is it affected by solutions of alkalies. Aqua regia, which readily dissolves both platinum and gold, has no action on it. This resistance to the common corrosive agents is an outstanding property of tantalum and accounts for many of the applications to which it has been put. When heated, tantalum reacts readily with oxygen and nitrogen and absorbs large volumes of hydrogen, 740 volumes being taken up at a dull red heat. This capacity for absorbing gases is being utilized to an increasing extent in the manufacture of vacuum tubes, in which tantalum is used for the metal parts, especially for grid wire. It is said to be a superior metal for this purpose, particularly in power and sending tubes, because of its low secondary emission. The use of tantalum in the manufacture of electrodes, dishes, spatulas and other laboratory apparatus appears to be fairly steady. There has been some development in its use for dental instruments, surgical tools, pen points, hypodermic needles and acidproof pumps. Recently it has been used in the manufacture of spinnerets for the rayon industry, of nozzles for the manufacture of artificial casings for sausages and of lining for plant equipment.
