As the global mining industry continues to grapple with ‘black swans’ (high consequence / low frequency events) for health, safety and environmental losses, the focus is shifting from risk assessment of these events to risk management using selected purposeful controls that reduce the risk.Fundamental to critical control management (CCM) is a soundly based rationale for selecting the right controls for each and every risk. The approach should be based on a thorough understanding of the dynamics of the event: What causes it? How frequently will it occur? How likely is the consequence to be realised? This is typically done through a bowtie and methodical numerical risk analysis. Core to this step, then, is the structure and content of the bowtie; specifically, the analytic architecture that is used to construct the bowtie. Different architectures yield different constructions, and bowties are no different.Although bowties for operational health and safety (OHS) hazards appear to have a common architecture, they are not generic. It is important to stress that they contain site specific information, are prepared by site based operational teams, and vary from site to site to reflect each site’s operational conditions. They are often a product of the knowledge and understanding of the operational teams involved, may be prone to human error, and potentially miss latent hazards that may have been embedded early in the planning, design or construction phase of a mine or facility, or within the mining equipment. Overcoming these deficiencies through constant re-evaluation of the risks, and challenging the content on the bowtie will help to minimise the chance that something will be missed.This paper will cover key themes in bowtie architecture, introduce the concept of barrier models for high consequence event (HCE) bowties and present a relevant case study to illustrate the issues that determine quality in bowtie construction and critical control (barrier) selection and management.CITATION:Mills, R, Andrew, M and Reynolds, H, 2016. Mining exploration and development projects in Australia are being negatively affected by the highly complex regulatory and bureaucratic processes at all levels of government. These processes affect mining companies operating in Australia by impacting on timelines and the cost of developing a mining project. It is not uncommon for the granting of project approvals to take in excess of five years, meaning that mining companies struggle with productivity, efficiency, time frame and cost issues in respect to their projects in Australia. As the mining boom in Australia is moving from the investment to the production phase, it is now more important than ever to maintain a regulatory landscape that facilitates rather than discourages new investment.While one of our key arguments is that there is too much burdensome regulation and red tape in Australia, we are also strongly believe that regulatory intervention is necessary to ensure that appropriate checks and balances are in place to serve the public interest and manage environmental, health and safety, social and other development-related impacts that may arise from a mining project. However, the regulatory intervention in Australia has come to a point where it is excessive and starting to discourage valuable investment in mining projects for nominal return to the public. Excessive regulation or ‘red tape’ impedes productivity and competitiveness, deters investment and innovation and costs jobs, all of which ultimately impact on the growth of Australia and the standard of living of all Australians.This paper aims to examine and compare the federal, state and local regulations that govern mining projects in Australia. It will highlight how these regulations are unnecessarily complex, lengthy and duplicated and how they can be streamlined to reduce red tape. This paper focuses on two sites in the Mount Pleasant - McCormacks Bay area of Christchurch where residential development has taken place either within or immediately adjacent to former quarries for the extraction of volcanic rock. At the Quarry Road site less overburden was dumped on adjoining land around the turn of the century, and c.1980 dwelling and related construction took place on approximately 6 m of relatively loose fill material without the recognition of its presence or geotechnical characteristics. Subsequent settlements led to abandonment of a swimming pool and the underpinning of the 3-storey architect-designed house, whilst litigation brought by the owner resulted in findings of negligence against both the architects and engineers. At the Tramways Quarry site the Council approved subdivision of the former quarry area in the early 1980s without requiring any geotechnical evaluation of batter stability or related issues. During development it became apparent that significant blast damage had occurred to rock faces, necessitating a variety of remedial measures, and that waste materials had been dumped down faces without regard to long-term stability. Both case studies confirm the requirement for careful documentation of former quarry sites by territorial local authorities as part of their administrative function, and for detailed engineering geology and geotechnical evaluation of such areas prior to any residential use of the land.

The point of the anode effect on carbon anodes of dcfincd surface area. during electrolytic decomposition of alumina dissolved in molten fluorides. has been determined from current-voltage curves. The reproducibility and accuracy was found to be better for cell voltage than anode current density. Results have been obtained for the effect of alumina concentration temperature and carbon type. The point of the anode effect was strongly dependent on both the alumina concentration and the carbon type. For high alumina concentrations it has been found that the anode effect approaches reversibility. From these results it is concluded that co-evolution of CO, and CF. occurs prior to the onset of the anode effect. The anode effect results when the CF, content becomes sufficiently high for the melt not to wet the electrode surface and is maintained because of the slow desorption of CF, and the high electrode potential that results.

Australian Coal Association Research Program (ACARP) project C25073 was proposed by industry stakeholders seeking a potential solution that improves underground air quality and reduces operational costs associated with technology used to control diesel particulate emissions in the underground coal mining environment.The need to protect workers from diesel particulate matter (DPM) has lead the underground coal mining industry to install disposable filter systems on their vehicles. While the disposable filters are efficient at removing significant amounts of DPM, the following major issues have arisen:- high cost of operations; disposable filters cost $A250–300 each and need to be changed at least once per shift resulting in an estimated cost of up to $A164 M/a, in filters alone, to the NSW underground coal mining industry- improper installation, damaged seals and lack of installing a new filter when the old filter is removed; workers are still being exposed to excessive amounts of DPM.The ACARP project successfully demonstrated significant DPM emissions reduction comparable to the incumbent disposable technology on a proof-of-concept wall-flow diesel particulate filter (DPF) system, as well as satisfactory system robustness when assessed using an industry representative test cycle representing operations of a load haul dump (LHD) vehicle typical of that used by the Australian underground coal industry. It was noted in testing that the technology increased modal NO2 formation, but was compliant over typical operational duty cycles.One of the key benefits with the use of a wall-flow DPF system is its tamper-proof design, mitigating the risk of operating unfiltered diesel plant in poorly ventilated areas. Elimination of the need for continual replacement of disposable filters provides significant operational savings estimated to be up to 80 per cent of the incumbent technology.In addition to the above, the project also delivered a number of significant contributions to the knowledgebase of the Australian and international coal industry with regard to the characterisation of operations and control of emissions.CITATION:Coplin, N, 2017. The production of metallic titanium and titanium-rich alloys in forms useful to the engineer involves the use of certain techniques not usually necessary in fabricating the commoner metals and alloys. However, not all stages in the handling and shaping of titanium-base materials require the application of unfamiliar methods. It is the purpose of this paper to indicate where the well-known techniques are applicable as well as to outline the unusual operations which are necessitated by certain chemical characteristics of titanium.In brief, the characteristics just mentioned are manifestations of the very great reactivity of titanium, especially at elevated temperatures. Liquid titanium burns vigorously when brought into contact with air. It also reacts with practically all refractories, causing damage to the latter as well as undesirable contamination of the metal. Even solid titanium undergoes serious superficial contamination when heated above 800°C. in air for more than a few minutes. In addition to an oxide skin being formed, oxygen enters into solid solution in the surface of the metal causing the latter to become hardened and eventually embrittled.Up to date, titanium has been made only on a pilot plant scale by methods which produce a spongy or powdered product. Refractory problems have prevented the development of chemical reduction methods for making titanium in the form of a liquid pool from which ingots of useful size could be cast. Since 1950 Stockton Open Cast Mine has excavated over 60 million tonnes of Brunner Coal Measures overburden sandstones and mudstones. The current operator, Solid Energy New Zealand, recognises that acidic drainage from this overburden and from historic underground mines has led to depressed pH levels and elevated levels of metals in streams draining the Stockton Plateau. These streams report to the Ngakawau River. To quantify the effects of mine site acid drainage remediation/mitigation on the lower Ngakawau River water quality, a catchment hydrogeochemical model has been field calibrated and ecotoxicology tests have been undertaken. The hydrogeochemical model indicates that pre-mining and present pH values in the lower Ngakawau River are similar but present aluminium and iron concentrations are elevated. Ecotoxicology tests have semi-quantified the critical metal concentrations and interim water quality targets to achieve ecological recovery are presented. Analyses of long-term total suspended solids (TSS) and turbidity monitoring in the lower Ngakawau River and St Patrick's Stream indicate that TSS of 120 mg/L and turbidity of 20 NTU are exceeded for <20% per cent of the time. Hence, specific criteria to protect migratory native fish from turbid water are currently met in the Ngakawau River and St Patrick's Stream.

A single compartment 100 A electrolytic cell charged with AICla-KCl-NaCl at 750°C was studied during an experimental campaign of 4 months. About 10 1b of aluminium were produced in continuous runs which lasted up to 1 week. The highest cathode current efficiency determined was 80 per cent. Anode current efficiency. cathode potential, analyses of melt, sublimate, and product, and reactivity of cell materials were also recorded and interpreted in terms of the role of lower valent aluminium species in the electrolysis mechanism.

Comparing Energy Efficiency of Multi-Pass High Pressure Grinding Roll (HPGR) Circuits With increased emphasis on reducing costs and carbon emissions in mineral processing, it is becoming essential to employ the most efficient comminution devices and to use them to maximum effect. High pressure grinding rolls (HPGR) are considered highly efficient compared with other devices, however their relative efficiency in multi-HPGR circuits is less well understood. A series of comminution tests was carried out to evaluate three multi-pass HPGR circuits and a jaw crusher-ball mill circuit. Combinations of HPGR units (1.0 m and 0.25 m diameter), jaw crushers and Bond ball mills were used to grind a 32 mm top size porphyry copper feed (BBWI = 12.1) to a product P80 size of about 150 ¦m. Up to three passes of HPGR were used in each circuit, with energy measurement and size analysis at each point in the comminution process. The energy efficiencies of individual comminution stages and of the overall circuits were quantified and evaluated using three different approaches. The operating work index method for comparing comminution energy efficiency underestimated HPGR performance due to the large amount of fines generated. The -75 ¦m efficiency factor and F50/P50 reduction ratio interpolation methods both give a fairer measure because they better take into account the amount of fines generated by HPGR. The results show that the relative comminution efficiencies of the three multi-pass HPGR circuits tested differ by as much as 22%, providing insights as how to best employ HPGR in a comminution circuit. The most energy efficient of the circuits tested was a three-pass HPGR circuit with a 1.0 m diameter roll on the first pass in closed circuit with an 8 mm screen followed by a second and third pass in a 0.25 m roll.

The stratigraphy of the Western Coalfield is briefly reviewed and the important units of the Lithgow Coal Measures, particularly the coal seams, are defined. The possibility of coal measures of Tomago age ocurring near the edges of the Sydney Basin is discussed onpresent evidence.Using data obtained from unpublished drilling records, detailed structural, isopachous and lithofaeies maps have been drawn. These show that the structure of the coal basin has been influenced by the underlying basement in many ways.The prominent jointing in the overlying Triassic sandstones is discussed in relation to jointing in the coal measure sediments.It is concluded that in addition to the general knowledge obtained with respect to the coal basin, useful information regarding coal quality and quantity can be gained by the study of broader sedimentary and structural features.INTRODUCTIONThe term "Western Coalfield" covers approximately the area from Katoomba to Rylstone, together with the smaller, separate Ulan area (Fig. 1). The area studied is part of the great sedimentary Sydney basin named by Osborne (1948). The first discovery of coal in Sitlt in the area was made in 1824 by Andrew Brown, although George Bass noted the presence of coal float in the Grose River in 1797. Production is recorded from the Western Coalfield in 1838 but mining was intermittent until 1868 when mines in the Lithgowvalley (producing coal from the Lithgow Seam) came into production. In 1882 the Katoomba Seam was first worked at Katoomba.The work of J. E. Carne (1903, 1908) defined the limits of the Coal Measure sediments and also contributed a great amount of valuable detailed information about the region.

The use of column flotation cells for recovery of phosphate is becoming more common practice in certain parts of the world (Brazil, Russia) where igneous phosphate ores are processed. Igneous phosphates are generally finer grained (< 200µm) than some of the traditional sedimentary phosphates (<400µm). Australian phosphate from the Georgina basin is sedimentary, but has a much finer grain size (typically < 106µm) than similar deposits in North Africa and the USA.In 2013, Arianne Phosphate completed a bankable feasibility study for the development of their igneous phosphate deposit at the Lac a Paul site in Quebec. Initially, lab test work and bench scale piloting indicated that using traditional mechanical flotation would be able to produce adequate concentrate grade and an economic level of recovery, but would necessitate the installation of a complex and operationally challenging flotation circuit. Later pilot plant testing using column cells resulted in a significant reduction in process complexity and facilitated the processing of the -20µm ore fraction which resulted in a 10% increase in P2O5 recovery and a 5% increase in concentrate grade %P2O5.Flotation column testing achieved a concentrate grade of 38.6% P2O5 at a P2O5 recovery of 90%. Using a mechanical flotation cell circuit, the concentrate grade was 36.4% P2O5 with a P2O5 recovery of only 78.8%. A noticeable feature of the testing was the simplicity of the column flotation circuit configuration (Rougher + 2 stages of cleaning + Cleaner Scavenger) compared to the mechanical flotation cell circuit (Rougher + Scavenger + 3 stages of cleaning).The financial benefit for this case study was estimated using a sales price of US$ 195/t FOB for a 38.6% P2O5 product, and an assumed cost of production of US$ 95/t, the netback price is calculated at US$100/t. For a daily milling rate of 55,000t/d, the improved flotation performance provides additional concentrate production of 1,203t/d. Using the netback price calculated above, this calculates to additional gross profit of US$ 120,260/d.Annualised, this equals US$ 40.7 million in additional revenue for a similar or reduced CAPEX.The use of column flotation on fine grained phosphate ore types often requires fine grinding and desliming to liberate the phosphate value, such as the Australian sedimentary phosphate ores. Since the end of World War n, many important developments have taken place in the investigation of the phenomenon of brittle fracture in mild steel. Fractures in certain classes of welded ships, in welded bridges, penstocks, etc., focussed a great deal of attention on the interrelationships of design factors, service conditions, and steel quality on the generation of catastrophic failures.Much publicity has been given these major failures, and there is perhaps a tendency to forget that mild steel, under certain conditions, as well known to behave in a brittle fashion in a wide range of everyday engineering applications.For instance, many who are connected with the haulage and lifting of heavy loads will be familiar with the bright "crystalline" fractures of crane hooks and chains which sometimes follow sudden jarring; those concerned with the heavy pressing and shaping of steel plate will not be unaware that at times sudden brittle splits or tears will develop for no obvious reason in, say, rolled pipes or in dishings.In fact it will be evident upon reflection that in many cases the conditions which mild steel has to withstand during processing into an engineering part or structure are more severe than those it wili be called upon to endure during service. Mine water management is often an afterthought in mine planning processes and can introduce significant risks to projects when studied as a stand alone component at a later stage in the mine design. Incorporation of a mine dewatering and pore pressure dissipation strategy in the early stages of mine planning is imperative in order to minimise constraints on the production schedule, to match designed pit slopes and maximise project value for an open cut mine option such as Olympic Dam. A risk-based mine planning approach was adopted during the project selection phase study whereby water management was introduced into mine planning, scheduling and the development of an operational strategy. Hydrological and hydrogeological studies and outputs were successfully integrated into the various iterations of the mine planning cycle during early selection phase to manage the potential water management risks associated with pit slope depressurisation and access to dry working conditions during rapid advancement of mining phases.An extensive network of vibrating wire piezometer sets and long-term depressurisation testing characterised aquifer conditions and demonstrated that hydraulic connectivity exists within the geological profile due to the presence of structures and resource drill holes which enhance vertical connectivity. This connectivity, along with underdrainage from mining activities contributes up to 100 m of depressurisation in low permeability units.A pit dewatering strategy incorporates the mine planning schedules and accounts for operational constraints as to the location and development of the dewatering wells, storages and pipelines. Numerical modelling generated a range of likely pit inflows and dewatering requirements with the average initial dewatering discharge likely to be 150 L/s and reduce quickly to 50 L/s after five years, depending on the premine schedule.Coupled hydrogeological and geotechnical assessments were also carried out as part of the mine planning cycle and indicate that successful dewatering will go a long way to reduce the pore pressures within key geotechnical units during the rapid mining phase where around 300 m of cover sequence is stripped in five years. However, the residual storage in the primary aquifer and the residual pore pressure in underlying low permeability units will need to be dissipated (in-pit horizontal holes) as the pit floor advances. Pit slope design angles are sensitive to depressurisation and dewatering and up to 70 per cent depressurisation of key geotechnical rock units are required. Whilst an accelerated program of aquifer dewatering supported by lithostatic unloading should drive rapid depressurisation in the lower permeability units, intervention is anticipated in key geotechnical units such as the Tregolana Shale and volcaniclastics. The extent of induced drainage will ultimately depend in part upon the mining rate and geotechnical stability requirements. Practical operability testing addressed the potential for operational constraints to mine depressurisation activities such as congestion and mining schedule development within the pit and identified that depressurisation drilling can be achieved even with reduced access availability. Mine operations and planning groups established design criteria and considered the likely inoperable periods following rainfall events of seven to 14 days to manage the base surge and minimise impact on production. In-pit surface water management options to minimise operational disruptions during and after significant rainfall events were estimated used a stochastic approach.

The El Pe±on gold-silver deposit comprises four epithermal, low-sulfidation veins, which contain 2.9 million oz Au and 48 million oz Ag. Provisional data on alteration mineralogy, fluid inclusions, and vein textures constrain the chemistry and hydrology of the hydrothermal system responsible for ore mineralisation at El Pe±on. Alteration minerals include quartz, adularia, albite, illite, smectite, calcite, chlorite, and pyrite. Alteration minerals suggest the existence of near neutral pH, low salinity hydrothermal fluids, which circulated over an area greater than 18 km2. Complex mineral zonation patterns result from variations in host rock permeability and composition, overprinting alteration possibly produced by thermal waters from surficial and peripheral parts of the hydrothermal system, and supergene weathering in the hyperarid environment. Wire rope, when used for hoisting on a mine is one of the most vulnerable units in the most expensive group of installations on the mine. With the introduction of hoisting on the Koepe sheave, a new technique was established. This innovation brought with it certain advantages which long had been recognized and which are being developed further.A need exists for the development of an infallible non-destructive testing device for wire ropes and it is axiomatic that the development and application of such a device should be coupled with the physical examination of mine hoisting systems. Therefore an integrated type of research programme is necessary in order to correlate the effect of shock loading with rope damage, which may be detected ultimately bynon-destructive means. This paper reviews certain historical aspects of investigations on this topic and it outlines a policy for research which can cope with a.c. or d.c. methods of excitation of the rope.INTRODUCTIONThe importance of wire rope in mining operations is often not fully recognized. The use of concentrated solar flux for high temperature metallurgical applications is a wellresearched area with several reported literatures on solar calcination and metal oxide reduction. This paper presents two such processes with potential to reduce the carbon footprint from ironmaking through using concentrated solar flux. The first process involves solar flux incorporation to the recently developed lime-magnetite pellet (LMP) route of magnetite ore agglomeration. The second process is a hybrid solar-smelting route for iron ore-coal composite pellets that utilises solar flux to provide process heat. Both the concepts of solar agglomeration and solar smelting process were investigated using a solar simulator-hybrid reactor set-up at Swinburne University of Technology. Results from solar agglomeration experiments at 950°C suggested no change in the reaction mechanism of the LMPs under solar irradiation compared to electrical heating. The percentage and morphology of the primary phases (mainly CaFe3O5) appeared similar for both solar and electric heated LMPs. The solar-smelting of magnetite concentrate-lignite coal composite pellets at 1130°C showed a maximum metallisation of 55 per cent after 1.5 hrs of reaction. The solar-smelt process has about 25 to 35 per cent lower CO2 emission compared to the blast furnace ironmaking. Technoeconomic analysis of implementing a CST facility in an existing composite pellet process suggested a payback period of about ten years at a heliostat cost of $A100/m2 and natural gas cost of A$10/GJ. The economics of CST implementation can be further enhanced by decreasing the thermal losses from the heliostat field and reactor.

Australia is not capitalizing on the raw gems and precious minerals that it produces in abundance. In particular, there is an unrealised value for diamonds due to lack of processing after mining. Australia could enhance the value of its raw jewellery products by developing and integrated jewellery industry. For instance, initiation of a diamond industry would require training programmes to educate people in the requisite skills, such as diamond sorting, cleaving, sawing, bruting and polishing. Equally important would be the training of people in design jewellery, manufacturing, and appropriate diamond grading and sales techniques. Future technological advances in diamond processing will decide where the major diamond processing centres of the world will be. Australia, for a relatively small investment, could develop a highly productive diamond processing capacity using the new technology available. Australia's geographical position, and advanced banking and communication facilities provide the potential for this country to become a major trading centre for diamonds. Recovery of Precious Metals from Chloride Solution by Magnetite The development of environmental-friendly lixiviants as alternatives to cyanide and the increasing recycling activities to recover precious metals from waste materials have prompted researchers to find efficient methods and alternative sorbents to recover precious metals, such as Au and Pt, from aqueous solutions. This study explored the use of magnetite (Fe3O4) as a sorbent to recover Au and Pt from chloride solutions. Magnetite is a semiconductor and has the capability of transferring electrons both within the solid state and across the solid-liquid interface and has the ability to reduce metal species on its surface. The sorption of AuCl4- and PtCl62- from NaCl solution on commercial grade magnetite powder was investigated by batch-sorption experiments. The effects of pH, contact time, NaCl concentration and precious metal concentration on the recovery were studied. Sorption experiments revealed that magnetite exhibited selectivity towards other metals with the strongest affinity for Au. Both Au and Pt recoveries showed similar pH dependence curves, with peaks at pH 6 - 7. At this pH range, a maximum of 4.4 ¦mol Au/g Fe3O4 and 3.0 ¦mol Pt/g Fe3O4 were recovered after 24 h at an initial metal concentration of 0.05 mol/m3. Increasing the initial precious metal concentration increased the Au and Pt uptake amount by magnetite. It was also observed that the recovery decreased with high NaCl concentrations. The SEM images of the magnetite particles after the treatment showed that gold, which was confirmed by the EDX analysis, agglomerated and were deposited on Fe3O4 surface.
