In 2015, Ernst and Young (EY) ranked socio-political license to operate (SPLTO) as the fifth greatest challenge to the mining sector (EY, 2015). The EY report asserts that SPLTO will continue to present a risk to the mining sector in the context of ‘increased activism, digitally connected stakeholders and politicians who need to respond to general consensus’. While there is no consensus on a definition, SPLTO is commonly regarded as the ongoing acceptance or approval of an operation by affected stakeholders (Moffat and Zhang, 2014; Thomson and Joyce, 2008) as well as those stakeholders that can affect the operation (Graafland, 2002). Warhurst (2001) relates the process of stakeholders granting SPLTO to the establishment of meaningful partnerships between operations, communities and government based on a variety of factors that build trust between stakeholders.From these accounts, we can see that understanding stakeholder attitudes about company performance and impacts on stakeholders directly affected by an operation are important in any attempts to measure SPLTO. Understanding the level of acceptance of an operation within these stakeholders provides a good proxy or outcome measure of SPLTO. Moreover, trust seems to be a central variable in the translation of these experiences of an operation into acceptance. What the mine or company does, its behaviour, degrades or builds trust with stakeholders, and this then affects acceptance (Moffat and Zhang, 2014).In addition, a strong emphasis is placed on the nature of the relationship between companies and stakeholders as influenced by inter-group interactions. It is not just what companies do well or poorly with respect to environmental impacts, for example, that will determine trust and acceptance, but how the company relates to its stakeholders at personal and group levels.These relationships between communities of stakeholders and extractive companies are dynamic. Brown and Fraser (2006) recognised the importance of industry being able to respond to the changing nature of societal approval and acceptance, arguing that ‘business must have regard for evolving social attitudes and expectations if it is to maintain its ‘social licence’’.This paper will describe a series of five pilot projects conducted by CSIRO with Anglo American in Australia and South Africa to generate a real-time understanding of SPLTO to guide more reflexive and effective social performance strategies.CITATION:Moffat, K, Boughen, N, Brooks, L and Zhang, A, 2016. During recent years the iron ore industry has experienced a continuous consolidation trend following increased merger and acquisition activities. Analysing and evaluating these mergers is important in order to establish potential effects. The purpose of this paper is to analyse the price effects caused by the merger between Rio Tinto and North Ltd in 2000. The merger was cleared by the European Commission, as well as the Australian Competition and Consumer Commission, shortly after its announcement. The analysis will be conducted using a simulation model based on a proportionality calibrated almost ideal demand system, which uses the premerger situation in order to estimate the post-merger outcome. The relevant market is defined using shipments data. This is followed by the simulation model applied to the defined relevant market. The results show that the concentration on the market, given by the HHI, increases approximately 15 per cent, and that the market share of the new companyÆs reaches almost 20 per cent. Compared to the CommissionÆs assessment the results indicate a more concentrated market and thus a higher concern for possible competitive effects. Furthermore, the results suggest that the predicted average market price increase from the merger is 1.6 per cent. However, the merged firm is able to increase their average price by 5.1 per cent.

Development of a vertically integrated light metals industry in Australia needs to be pursued with vigour, as does the continued development of global strategic alliances through the value adding chain.

Poorly judged or under-appreciated change plays a role in many major accidents. In particular, operational changes related to continuous improvement, maintenance and introduction of new technology can lead to unintended safety (and other) consequences. This paper provides an overview of the role of management of change in preventing unwanted impacts on safety, community relationships and the environment. It draws on a range of incidents covering mining, minerals processing, refining and smelting where inadequately assessed or ineffectively implemented change led to significant safety, environmental or community consequences. The paper will also highlight cases of well-managed complex change and the underlying model of decision-making in place to make those decisions. All these examples are drawn from Atturra’s experience in response to accidents or working with sites to improve their management systems. The paper will report on the challenges of applying conventional risk assessment approaches to complex or technically significant change. These typically result in either onerous and lengthy change procedures that are prone to workarounds or poor implementation. Conversely, ‘light touch’ or efficiency driven change processes present the risk of intended consequences by failing to bring appropriate expertise to bear in decision-making. Such balances can be resolved by considering the designation of ‘technical authority’ with appropriate expertise to consider the change and deconflict any production, cost or schedule trade-offs. Finally, the paper will reflect on the key components of management of change systems in the context of major accidents, highlighting good practice in how they are implemented. This will consider the integration of existing corporate processes, risk management and organisational structures into management of change systems, not just the content of change forms and procedures.

THE de-silverizing of base bullion at the Port Pirie works is carried out in accordance with the principles of the well-known Parkes process. The base bullion produced by the blast furnace department carries (apart from silver values) impurities, the chief of which are copper, antimony, and arsenic. In order to more clearly indicate the grade of the base bullion, the following analysis, representative of a half-year's production of base bullion, is submitted...Before proceeding with the actual operation of de-silverizing, it is necessary that the impurities, copper, antimony, and arsenic, should be eliminated. This is accomplished in the following steps :- (1) Removal of Coppel - Copper is largely present in the base bullion as dissolved sulphide, and this is removed by liquation in a reverberatory type furnace, of which the following are the essential details :-Working temperature 7500 to 8500 C.Coal consumption per 24 hours 2 tons.The hearth of the furnace is encased in a steel tank 22 ft. 4 in. long by 13 ft. 4 in. wide by 2 ft. 10 in. deep; the bottom of the tank is covered by a depth of composition conforming to the invert :-Cement 39 cwt.Brick dust 8.4 tons.Fireclay 0.6 tons.Sand 0.6 tons...

I know the theme of the Congress is "The 21st Century - Mining for Mankind" but I hope you will understand why my address touches upon some near-term issues as well. With the world oil market the way it is at present, "the long term" seems to be next week and no one is even sure what will happen tomorrow! So I am going to take a little licence with the theme of the Congress and talk about some fundamental issues that have much to do with the current uncertainties. The ways in which these issues are resolved and the role governments elect to play in the next few years will determine both the shape of the petroleum industry in the 1990s and beyond and the success with which we can confront a growing and inevitable future dependence on OPEC oil resources. But just in case you are not familiar with what has been happening in the petroleum industry recently and why the future seems more uncertain than ever, let me show you the gyrations in oil prices over the past 13 years, and remember that it is only another 13 years or so years to the 21st Century.

Open pit blasting at Ernest Henry Mining has the potential to cause damage to nearby underground workings. This paper is a case study of the blast vibration management project that was conducted to ensure open pit blasting did not adversely affect the stability of upper production levels or cause damage to the underground primary fan units. The two upper levels of the underground mine surround the lower portion of the open pit mine. The remaining underground mine workings are directly below the open pit mine. This paper details the process developed to prevent open pit blasting causing excess vibration in the underground mine. Measurement of test blasts combined with historic blast monitoring data was used to determine site specific blast vibration parameters. Threshold vibration levels for blast-induced damage to underground drives and the fan chambers were developed from benchmarking and non-linear numerical modelling. A Monte Carlo simulation model was used to predict vibration levels in critical underground areas. Blasts predicted to exceed maximum vibration levels could then be redesigned to avoid damage.A scale distance law for determining peak particle velocity (PPV) from the distance and charge weight of blasts was developed. Underground observations were used to develop a site-specific relationship between PPV and ground support/rock mass damage. A Monte Carlo superposition prediction model was developed and compared to measured data to refine input parameters. Standards for redesigning open pit blasts in order to reduce blast vibrations whilst minimising impacts on productivity are described. Non-linear numerical modelling was used to establish the dynamic capacity of the fan chambers, and set a PPV of 250 mm/s as a threshold for damage. The numerical model captured the full dynamic behaviour of the fan chambers and installed support, including transient stresses, strains and induced damage, when subjected to a simulated open pit blast.This case study also outlines a procedure for monitoring and predicting blast vibrations at other mine sites where open pit blasting has the potential to impact on a nearby underground mine.

Much practical experience has been gathered in the last 30 years of application of high-pressure grinding rolls (HPGR) integrated with ball milling in size reduction of fine iron ore concentrates. The company Vale S.A, in Complexo de Tubarão (Brazil), was one of the pioneers applying the technology prior to pelletisation with an outstanding size reduction energy efficiency in the circuit and a significant increment in the specific surface area of the product. Recent studies by the authors demonstrated benefits of modelling and simulation to improve the performance of HPGRs in this particular application, with the model being able to describe HPGR performance under different operating conditions and under variations of feed size distribution. Despite these important advances, this modelling approach has only been used offline and under steady-state conditions. The present work applies the modified Torres and Casali model proposed by the authors in pseudodynamic simulations. The ability of the model to predict the characteristics of the product in real-time is evaluated using data available online for the pellet feed preparation circuit. Results demonstrated the model capabilities to map the physical operation and give a realistic representation of the process. Additionally, the model is demonstrated to be able to support the pellet feed production by providing extended real-time information of the process, making it a useful tool for improvement of the operational strategies and process stability.

Geometallurgy is not a mechanism designed to replace current geological and metallurgical deposit characterisation but an added component required to understand orebody variability. Current geological characterisation approaches focus on understanding deposit genesis aimed at identifying new mineralised regions and metallurgical characterisation determines parameters required for engineering design of processing plants. Geometallurgical integration has the task of drawing on aspects of each stream to enable spatial mapping of performance indices across a deposit. It is a complimentary activity to current practice and adds a new dimension to orebody knowledge. Although the notion of conducting an integrated geological and metallurgical analysis is not a new concept, limited publications exist in the field proposing integrated methods, with several technical issues existing in current geometallurgical integration approaches. An iterative method drawing on existing geological and metallurgical characterisation and new measurement tools and inputs is proposed. The integrated method comprises of discrete components dynamically linked together through iterative feedback loops with each component having a specific purpose achieved by applying a range of data acquisition technologies and statistical tests. The key outcomes of the method are:overcoming the lack of optimised geometallurgical domains relevant to processing performance,development of a rigorous approach to identifying parameters controlling processability,improved protocols for relevant metallurgical test data and sample selection, andability to generate greater data support to enable rigorous geostatistical modelling of geometallurgical attributes. This paper outlines the integrated mapping and modelling method developed and draws on multiple data acquisition technologies applied within the AMIRA P843 GeMIII Project.

Material transport plays a significant role in the efficiency of horizontal grinding mills - autogenous (AG)/semi-autogenous (SAG)/ball mills. The magnitude of benefits that can be achieved with efficient material transport in AG/SAG mills has been demonstrated in a greenfield milling operation at Mirabela MineratpoÆs SantaRita Nickel operation located in north eastern Bahia in Brazil. This grinding circuit was commissioned in October 2009, was designed as a typical SABC circuit to grind 4.6 Mt/a (575 t/h) to produce a P80 of 125 ¦m with ten to 12 per cent ball charge in the SAG mill. However, it has been operating as an ABC circuit without any grinding media in SAG mill. The nameplate design capacity was achieved in few days and was gradually increased to an average of +800 t/h, still operating in ABC mode. The Santa Rita grinding circuit consists of one 30 ft + 15.4 ft 8.5 MW SAG mill fitted with Outotec patented Turbo Pulp Lifters (TPLÖ) in closed circuit with a HP400 short head pebble crusher and one 20 ft + 28.4 ft 5.5 MW Ball Mill in closed circuit with a Warman cyclone cluster fitted with 10 + 26 in CAVEX cyclones. This paper examines the comminution design process, operating philosophies, experiences, post commissioning optimisation and future development works. The Operation of the LAROX PF-50 Pressure Filter at 'Ellatzite-Med' Flotation Plant, Bulgaria The implementation of Larox pressure belt filter, type Larox PF-50 provided within 6˜8% moisture content of the produced copper concentrate, which allowed good market realisation. The start-up of the pressure filter in 2009 reduced the electricity costs several times and had a positive impact on the technological regime of flotation. This article reveals the investigation results from the operation of the pressure filter according to different situations (density of the pulp, time for filtration, pressure of the material, pressure of the drying air, time for drying with air and other factors). The investment made in the pressure filter application is a guarantee for the successful operation of 'Ellatzite' flotation plant, Bulgaria in the coming years.

Strain-type rockbursts, or strainbursts, are characterised by a localised violent failure. Their cause is attributed primarily to the sudden release of strain energy, which accumulates in a volume of highly stressed rock as a result of mining activities. Examples of such phenomena are crown/sill pillar bursts created in the mining process, pillar crush in room-and-pillar mining, face ejection in drift development headings at depth, and floor bursts associated with deep shaft sinking. The paper describes a simple method for the assessment of crown pillar bursts in steeply dipping ore deposits which are extracted by the overhand cut-and-fill method. The method is based on a theory previously established by the author to help assess the need for a remedial solution such as pillar destress blasting. Basically, the mining-induced energy storage rate (ESR) in the pillar is compared with the critical strain energy to come up with the so-called burst potential index (BPI).

Laboratory scale flotation tests were done on mineral hematite and aspecular hematite ore using oleic acid and sodium oleate as collectors. The mineral hematite floated strongly in the neutral pH region, with an increased pH range of flotation at higher oleate additions. Concentrates with sufficient hematite grade to meet the paint pigment specification were produced using oleic acid and sodium oleate as hematite collectors on the specular hematite ore. Hematite recoveries of 70 per cent at 60 per cent Fe grade were obtained using stagewise roughing. The interaction between hematite and oleate was confirmed as chemisorption but the exact mechanism could not be determined, as two independent phenomena can be used to explain the fact that the pH of maximum grade increased with increasing oleate addition.

George Fisher Mine, near Mount Isa in northwest Queensland, has been producing Pb-Zn-Ag ore since the late 1980s. It consists of two separate underground deposits, George Fisher South and George Fisher North. These two deposits are drilled and modelled separately but are crushed and hoisted as a single stream. The Pb-Zn concentrator in Mount Isa processes ore from George Fisher Mine and Black Star Open Cut, with production also from the Isa Lead Mine until January 2006. This paper outlines the steps involved in setting up a robust reconciliation system for George Fisher Mine, in conjunction with requirements of the Pb-Zn concentrator, Black Star Open Cut Mine and the Mount Isa Lead Mine. Good quality input data and commitment to training have contributed to establishing a robust and effective reconciliation system. Reconciliation data has highlighted several other continuous improvement opportunities.

The Kibali Gold Mine is currently comprised of several open pits, a 3.5 Mtpa underground mine and a 7.5 Mtpa processing plant. Development of the underground operation commenced in December 2012, with initial access established through twin surface declines, followed by the commencement of a blind sink 8 m diameter rock hoist shaft in March 2013. Stope production started in December 2014 with ore and waste trucked to surface. The 755 m deep blind shaft sink was completed in August 2015 together with the cutting and equipping of three main station levels. Two of these levels provide access for the establishment of the underground materials handling system as well as the main dewatering system for the mine. This paper covers the process of determining the optimal location of the Kibali hoisting shaft relative to project-specific critical factors, and then focuses on the design and implementation journey associated with the off-shaft development that essentially encompasses the Material Handling System (MHS) for the mine. The journey starts from the findings of the previous owners Feasibility Study (FS), a subsequent Optimised FS, followed by detailed engineering through to implementation. It was identified during implementation that a significant change in the designed off-shaft layout was required following detailed underground geotechnical and hydrogeological investigations. In addition, the paper provides details on the MHS performance since commissioning to steady state, and on key learnings relating to the overall project process.

The South Deep massive orebody consists of 20 to 30 in of payable conglomerates ranging in dip from 11¦ to 20¦ and at depths of between 2400 in and 34(10 in. The mine design process selected a mining method with a proven record of application that could be adapted to overcome the inherent difficulties associated with the depth, thickness and structural influences of the South Deep orebody. A modified cut and fill mining method provides a concentrated and highly flexible method of extraction. An integrated destressing cut will enable the modification of the stress environment such that it is suitable for massive mining operations. The choice of backfill type and stoping width in the destressing cut ultimately determines the characteristics of the stress modification and, as such, is critical to the success of the cut and fill operation. This paper discusses the decision process undertaken to determine the optimum backfill type and stoping width combination in terms of, conditions in the destressing cut faces and in the massive mining environment. Numerical modelling has been extensively used to analyse arious scenarios to aid in the decision process.

Using new technology to create optimised infill drill programs in underground or open pit settings, it is possible to quantify the value of a drill program. The computer designed programs are optimised to uplift the most amount of resource possible into the specified resource classification, while honouring geological, spatial, equipment and budgetary constraints. When designing ‘by hand’ balancing all these factors is a time-consuming effort with no real way to determine metrics on ‘how good’ a program will be. The optimisation considers many factors allowing geologists to apply critical thinking and domain knowledge to constrain the optimisation, letting the computer do the heavy lifting of determining hole placement. Once programs have been created, they can be integrated into a production schedule. This is a critical step in determining the correct sequencing and balancing of resource availability and seeing how a program will interoperate with other tasks in the mine. For example, if drill drives are a requirement for part of the program, will they be developed in a time frame that is useful for the goals of the program? Do we risk drilling infill holes too late to add value? Do we put production at risk by not classifying parts of the model ahead of time, thus adding to uncertainty? Using software to assist with optimising and scheduling of drilling is a useful technique to save the geologists from the mundanity of manually designing drill programs and puts metrics around the effectiveness of a program and has the potential to add quantifiable value to a program. Examples will be presented that demonstrate the effective use of drill hole optimisation, comparing manual designs with optimised designs, as well as the examples that show the effective use of scheduling.

Nautilus Minerals Inc is a sea floor resource exploration and development company focused on developing the Solwara 1 Project, a copper-gold sea floor massive sulfide deposit in the territorial waters of Papua New Guinea, for which it holds a mining lease and associated environment permit.Economies depend upon four key types of capital: built, natural, financial and human. Natural capital consists of the ‘minerals, energy, plants, animals, ecosystems (climatic processes, nutrient cycles and other natural structures and systems) found on Earth that provide a flow of natural goods and services’ (Daly and Farley, 2004). Many ecosystem goods such as fish, fruit and water are already valued and sold in markets; however, some ecosystem services are not amenable to markets and have remained unvalued in traditional accounting methods, even though they provide significant value (such as flood protection, climate stability etc; Batker and Schmidt, 2015).There are now economic methods available to quantify and value natural capital and many non-market ecosystem services. When valued in dollars, these services can be incorporated into a number of economic tools, including benefit-cost analysis, accounting, environmental impact statements, asset management plans and rate of return on investment calculations. Their inclusion ultimately strengthens decision-making. When natural capital assets and ecosystem services are not considered in economic analysis, they are effectively valued at zero. This omission can lead to poor decisions, inefficient capital investments, higher incurred costs and losses due to unexpected events (Batker and Schmidt, 2015).In 2015 Earth Economics was commissioned by Nautilus Minerals Inc to conduct an independent, objective environmental and social benchmarking analysis of the proposed deep seabed Solwara 1 mine with terrestrial copper mines (referred to as ‘the report’). The report represents the first ever natural capital accounting and ecosystem goods and services framework for seabed mining.The report compares the proposed Solwara 1 mine with three terrestrial mines: Bingham Canyon (Utah, USA), Prominent Hill (South Australia, Australia), and Intag (a proposed mine in Intag Province, Ecuador), and provides a natural capital accounting assessment for all four operations.CITATION:Grogan, R, 2016. Industrial process water for the Commodore Coal Mine and the adjoining Millmerran Power Station is provided by pumping secondary treated sewage effluent 100 km from the Wetalla Sewage Treatment Plant near Toowoomba. (A separate source is used for potable water.) The effluent is not of sufficient quality for discharge to a watercourse, but it is suitable, with further treatment, for the mine and power station. In designing and constructing the pipeline, special emphasis was placed on preventing accidental spills or planned releases to the environment. The pipeline and associated works can transfer 1000 ML/annum for reuse in the coal mine and power station.
