The perceived and actual impact of government mineral policy upon the government share from gold mining revenues is assessed for ten key countries in which the gold sector is of relevance in advancing economic growth. Five African and five South American jurisdictions are considered, namely Burkina Faso, Ghana, Mali, South Africa and Tanzania from Africa; and Brazil, Chile, Colombia, Guyana and Peru in South America.Both the headline corporate income tax rate and royalty level are identified as poor indicators for the total government share. In addition, significant differences between industry perception and actual government tax levels are identified by this study. The quantitative financial analysis shows that there is no clear relationship between individual taxation rates, taken in isolation, and the overall average effective tax rate (AETR) paid by the project over its life. Neither companies nor governments should use individual taxation rates, or industry perceptions, in isolation to assess the overall competitiveness or equity of a country’s minerals taxation regime – such analysis can be very misleading.In this study, the perceived impact is determined from the well-established Fraser Institute survey published each year, and in 2014 compared 122 minerals jurisdictions globally. The actual impact is determined from quantitative modelling of the financial performance of a hypothetical gold mining project in each country. The technical parameters of the project are held constant; instead the differing mineral policies in each jurisdiction are applied to determine the resultant impact upon the relative share of the economic rents delivered to both private and public sectors. The sixth international symposium on mining with fill nearly coincides with the 25th anniversary of the Jubilee Symposium on Mine Filling. That symposium, held in August 1973 in Mount Isa, in part to commemorate the 80th anniversary of The Australasian Institute of Mining and Metallurgy, was the first in what has turned out to be a very successful series of symposia. Subsequent symposia were held in Sudbury, Canada (1978), Lulea, Sweden (1983), Montreal, Canada (1989) and Johannesburg, South Africa (1993). The series of symposia has now become an established part of the mining industry calendar, and it will be interesting to see which country is given the honour, and accepts the challenge, to organise the next symposium. When the chairman of the conference organising committee invited (or was it instructed?) me to prepare and deliver one of the keynote addresses, his request was for me to be in parts historical, controversial, predictive and entertaining. The mix was left to me, with one proviso - that an early pioneer of mine filling in Australia be given due recognition. The chairman of the organising committee alone will be able to determine if I fulfilled the last objective. My success, or otherwise, with the other objectives will have to be judged by my fellow delegates. One way of predicting the future, or some small part of it, is to revisit where we have already been with a view to determining the existence of any trends that may impact on the future. An historical review of filling practice and research, with special emphasis on Australian experience in particular and worldwide in general over the previous 25 years, will enable me to address the historical and predictive objectives.

IN the underground department of a mine, we may fairly say that "good management is based upon three elementals: first, sound engineering; second, proper coordination and efficiency of every human unit; third, economy in the purchase and consumption: of supplies.This paper is practically an analysis of the second element; which stands out prominently as the most important in the winning of successful results. The human units are divided into officers and men. The officers intermesh. One man takes responsibility where another throws it down; incessantly new conditions are arising where they may be doubtful of their powers; and always, on account of the three shifts, varying methods of work are coming into conflict. This very often results in disorganization. What is most necessary to guard against this is an esprit de corps, which would influence officers to stifle personal feelings for the general welfare of the department, To secure co-operation and loyalty of the staff, the writer recommends for the mines of the field a system of profit-sharing. Distributed on a salary basis, together with liberal holidays (not less than three weeks in each year) on full pay...

Occupational health and safety is essential in modern mining workplaces and in China it is often not given enough emphasis due to a lack of knowledge and/or appreciation. Although many health and safety regulations have been passed over the years, serious and relevant laws and regulations on mine health and safety are of recent history (since 2002), the level of stringent enforcement is still inconsistent and accurate field data are scant and not readily available. As of year-end 2006 there were 676 562 recorded cases of occupational diseases in China, of which 616 442 or 91 per cent were miners’ pneumoconiosis. Of these, 146 195 (23 per cent) have died, and an average of 10 000 new cases were added every year between 1991 and 2006. Another report shows that 93.18 per cent of miners have never had a contract with their companies, which means their cases were not even part of China’s official statistics. This study attempts to examine the prevalence of occupational diseases in the Chinese mining industry during 2000–2013, compiled from government annual reports and academic studies. Ore sorting has the potential to reduce the feed to wet plants and in the case of complex orebodies that can significantly reduce the water, energy and reagent consumptions and resulting operating costs for the project. The application of ore sorters has sparked renewed interest and application in the precious and base metals mining industry in recent years as a result of the continuing development of new sensing technology and very fast information processing that is making ore sorters applicable to a much wider range of ores and larger scale operations. The application of ore sorters involves a range of trade-off decisions that have economic impact upon the benefits of ores sorting to the project under consideration. Adequate estimation of equipment costs is a key factor in a feasibility study and in evaluation of design alternatives for mining and mineral processing projects. Inaccurate early cost estimation could lead to the elimination of investment benefits. However, this estimation is complex and time consuming because of data accessibility problems and consequently access to a rapid, up-to-date and accurate tool is desirable for carrying out cost estimations.This paper describes the development of models for estimating capital and operating costs for a jaw crusher, which is used as the primary crusher for a wide variety of mineral beneficiation plants, applying single and multivariate regression analyses, together with the design of experiment approach, based on principal component analysis. Explanatory variables include gape size, length of feed opening and power as numeric (quantitative) variables and toggle type (single or double) and the existence of extra heavy duty construction as categorical (qualitative) variables. The performance of each model has been investigated and comparing the estimated R-squared (R2) of each model, the best was selected and its validity examined. The cost models include the capital and operating costs along with the operating cost components. The results indicate that the suggested best cost model is sufficiently accurate for use in feasibility studies.

Mining education in Ballarat has a long and proud history dating back to the 1870s. Today the School of Engineering continues this tradition at the University of Ballarat. The recent review of Tertiary Minerals Education by the Minerals Council of Australia has questioned the current situation regarding Minerals tertiary education in Australia and recommendations have been made regarding the future of minerals tertiary education. This paper initially examines the original recommendations made by the Minerals Council of Australia and assesses subsequent changes made to these recommendations. Secondly the paper outlines the future shape of mining education in the light of these recommendations given that they are implemented. Finally the future delivery of mining education is discussed, particularly with respect to the impact of modern technologies.

Sensor-based sorting methods to remove waste or for upgrading ore prior to downstream metallurgical processing is becoming more prevalent for mining operations. X-ray transmission (XRT) sorters are a popular choice for mineral processing plants since they can sort a wide variety of minerals. XRT sorters pass high intensity X-rays through particles to generate images of varying greyscale, based on their effective atomic density. The ore sorter then mechanically separates the particles using algorithms based on the images. A popular test currently used to evaluate the amenability of the ore to XRT sorting is to pass the particles through the sorter and obtain the greyscale images showing mineralogical differences. This test provides information on the mineralogical heterogeneity between ore particles for their separation. However, it does not provide an understanding of the actual mineralogical composition of the ore or information pertaining to which other minerals may respond in a similar manner, nor does it provide liberation information. This paper describes a test that combines high resolution X-ray micro Computer Tomography (CT) combined with QEMScan to obtain information about amenability of ore to XRT sorting and to obtain valuable information that can streamline metallurgical testwork programs. This test also provides information relating to particle thickness and associated X-ray attenuation coefficients, desired mineral presence and mineralogical information relating to associated minerals and clays to assist with developing sorting algorithms. Combining the CT and QEMScan can address many limitations of the current method to determine whether XRT sorting technology is appropriate for particular ores. Mineralogy information from QEMScan can identify incidences of; mineral encapsulation, problematic clays, detrimental minerals as well as calibrate the greyscale values of CT data. Additional 3D CT imaging carried out on cores provides spatial information of the minerals within the ore and mineral grades.

Reducing metal prices have forced mining operations to become more efficient and innovate in order to do more with the existing base. Much of this effort has focused on improving the efficiency of load and haul operations. The key to this is to understand and quantify where delays and missed opportunities exist. Metrics such as utilisation of availability, efficiency utilisation and asset availability are helpful indicators of performance; however, uptime-based time usage models and performance analysis tools using productive operating time models help to identify additional improvement opportunities.Phu Kham is a copper-gold mine operated in the Lao People’s Democratic Republic (Laos) since 2008 by PanAust Limited. The mine is a single large open pit of 450 m depth, running a fleet of 51 100 t class rigid dump trucks and 300 t and 200 t shovels controlled with the aid of a fleet management system in order to achieve ex-pit material movements of 56 Mt/a.Commencing in late 2014, a range of initiatives were implemented in order to improve the efficiency of the mine haulage fleet. These include hot seating of all operator changeouts via changeout ramps, split shifting of crews to minimise queuing delays, maximising blast volumes and minimising blast event days to reduce blast exclusion delay events including opportune refuelling of equipment during blasting events, inspections of trucks during refuelling events, implementation of a dedicated haul road services team to help reduce wet weather related delays and infrastructure development for haul path efficiency improvements.These and other initiatives have allowed the mine haulage fleet utilisation of availability (UofA) to be sustainably increased from 85 per cent to 97 per cent (see Figure 1), efficiency utilisation to increase from 85 per cent to 90 per cent, and productive operating time (POT) to increase from 73 per cent to 84 per cent. The corresponding increases in efficiency of the haulage fleet has allowed an equivalent reduction of eight haul trucks from the fleet to meet continuing life-of-mine production requirements.CITATION:Monro, K R and Young, S P, 2016. This paper presents a metaheuristic solution to the optimisation of open pit long-term production scheduling with a stockpile and geological uncertainty. The optimisation formulation is a two-stage stochastic integer programming (SIP) model that determines the optimal mining sequence that maximises the total discounted cash flow, while penalising for high deviations from production targets. A parallel implementation of Tabu Search is proposed to accelerate the solution of the SIP formulation and take full advantage of multicore computer processing. Different variants of the proposed algorithm are applied to a case study to assess the performance of the parallel approach. The proposed algorithm and variants are benchmarked using linear relaxation of the complete problem to determine robustness and provide a better overview of the related performance. The results show a net improvement over the sequential solution, and the new proposal seems to be promising when working with a large-scale data set.CITATION:Senécal, R and Dimitrakopoulos, R, 2014. Hibbing Taconite is a Lake Superior-type granular magnetite taconite deposit occurring within the Biwabik Iron Formation along Minnesota’s central Mesabi Iron Range. The deposit is situated on the northern margin of the Proterozoic Animikie Basin. The deposit strikes northeast, dips gently southeast, and occupies 10 km of strike length. Mining focuses on 50 m of granular cherty and laminated slaty taconite within the Lower Cherty member.Ores generally consist of a quartz, magnetite, siderite, ankerite, minnesotaite, stilpnomelane, and haematite mineral assemblage. Processing is optimised by exploiting the physical and chemical variations that exist between three major ore types. Taconite ore averages 20 per cent magnetic iron (MagFe), 27 per cent weight recovery (WtRec) and produces a final concentrate with 4.5 per cent silica (SiO2). Since 1976, production has totalled approximately 237 million long tons (Mlt) of pellets (8 Mlt per year rated capacity).Ore processing uses a simple fl ow sheet of autogenous grinding (<0.044 mm) followed by two phases of wet magnetic separation, fi ltering, limestone/bentonite addition, balling, and firing to create pellets averaging 66 per cent total iron. A Liberation Index (LIS) is used as a primary guide for ore grading and metallurgical control. Grind requirements, magnetite liberation and silica grade are closely monitored to ensure plant optimisation and product quality.A recent program of benefi ciation of low-grade ores by in-pit crushing and dry magnetic cobbing has demonstrated that low-grade ores (<17 per cent MagFe, <25 per cent WtRec) can achieve a signifi cant metallurgical upgrade (up to 25 per cent MagFe and 40 per cent WtRec). This operation recovers 60 per cent of the total crushed volume, and has a calculated effi ciency factor (magnetic iron recovery) of 79 per cent. This paper discusses the benefi ts of this upgrading and its effects on ore blending and processing.

Pre-concentration has potential to significantly improve Mineral Resource efficiency by removing gangue early in the process, before energy intensive and expensive comminution and fine processing. However, there are numerous options for pre-concentration and the performance and benefits of these are very case specific. To determine the best option for a particular deposit and to successfully integrate it into the overall mining and processing operations requires comprehensive evaluation. This needs to consider orebody suitability, technology capability and economic viability. The in-situ variability of a deposit and how it is influenced by mining methods and the liberation size of gangue are key factors which are generally not well understood. Geostatistical methods provide an insight into orebody variability, and the overall selection of any pre-concentration solution must be an integrated approach between geology, mining and processing. Many pre-concentration evaluations investigate the potential of just one option. Technology selection should start wide and may include: selective mining, pre-screening (with or without selective blasting), sorting (bulk and or particle), coarse gravity separation (e.g. jigging, DMS), coarse particle flotation, magnetic separation, etc. The upgrade performance of these processes is very ore specific and should be determined from testing, with detailed multi-component modelling used to determine the overall process performance. Many of these pre-concentration processes require significant ancillary equipment, feed preparation and materials handling. It is important to realistically estimate all costs to understand overall economics and select the best option. Some examples showing evaluation and comparison of pre-concentration options are presented in this paper. These include assessments of in-situ variability using geostatistical tools, process modelling of pre-concentration options and overall performance, preliminary layouts and cost estimates, and economic evaluations.

Mechanically coupled rock bolts encapsulated in cementitious or polyester cartridge resin grouts have been widely adopted for various underground rock reinforcement applications. Resin grouts are considered a superior product, however, both systems have their advantages and limitations, with the relative performance, quality installation cost and cycle time as the most notable parameters. Both applications have optimal rock bolt combinations and preferred ground conditions. Cementitious grouts are favourable for use with secondary deep embedment anchors. These are installed using various equipment with a series of autonomous tasks required to complete the installation cycle. The cartridge resin system can be utilised by a bolting or face boring rock drill to complete the full support installation cycle. This reduction in equipment changeouts mid-cycle generally deems it the more practical application and popular choice for primary support. Self-drilling anchors (SDAs) and hollow bolts have been a viable alternative to traditional rock reinforcement in variable and challenging ground conditions. Using a pumpable post installation grouting system, SDAs have proven to aid the quality of installation, but due to the additional equipment and cycle steps associated with application, the cycle time is increased. In recent years, fully mechanised bolting equipment designed to utilise a combination of self-drilling anchors and a thixotropic pumpable resin installed in a single pass has entered the market. This innovation is anticipated to deliver the advantages described above, with fewer limitations, and significantly improved development and rehabilitation rates. St Barbara Mining and Byrnecut Australia, supported by Master Builders Solutions, were first to conduct extensive trials and implement this rock bolting approach in an Australian hard rock underground mine and record the actual performance.

Uncertainty and debate currently pervade the mining industry in New Zealand. The operational uncertainties, whether external (eg gold prices, the exchange rate), or internal (eg coal expansion difficulties), are large. In addition, many wider factors which influence mining are in a state of flux. State Coal Mines, the operating branch of the Mines Division of the Ministry of Energy I may be made a state corporation, with the remaining Mines Division functions being revamped. The agencies administering environmental legislation are to be restructured. Mining legislation amendments have been proposed and then dropped, and the area is now to be reviewed (The Press, 31 July 1985). Some mining licences have been withdrawn, and become the subject of heated debate in the community (The Press, 19 July 1985, and subsequent letters to the editor).

Project-finance risk assessment is mature and approached systematically. Mining industry due diligence remains fragmented with specialists addressing different aspects of the project such as reserves/JORC, environmental impact, commodity market, even financial analysis/ modelling. Each professional has a natural tendency to believe that the risk factors they have examined are the key ones necessary to be reviewed, as if their review will stand in isolation from others in the way a project materialises. By first laying out the project risk categories and risk matrices, this paper examines the due diligence process with a keen eye to the risk assessment and overlap/interaction. Some cross fertilisation of due diligence techniques from other industry sectors is placed into the mining context. Six case studies are then presented with regards to due diligence features in each projectÆs feasibility review or financial information/ offering memorandum. A power case first shows the differences between the due diligence expectations of banks versus bond financings. Then some Australian and Indonesian mining development cases are analysed to see the due diligence learning points. Some of these were project/due diligence failures. The conclusion focuses on the value of a systematic risk assessment for project evaluation, all from the project-finance perspective.

The Cadia Valley Operations currently hosts a large operational open pit, a large operational sublevel caving underground mine and two other underground projects at the study stage. This scenario creates an unusual situation for the evaluation and planning of a fifth major open pit project. The Cadia East Open Pit is a large gold-copper development located adjacent to the operational open pit and above one of the underground projects. A study team is conducting a comprehensive and robust analysis of the target orebody. Two key factors for this project include the existing and planned projects within the valley and the wide range of available mining methods. The aim for the study team is to present an optimal and practical case which suits the entire Cadia Valley Operation. A rigorous and robust analysis of the situation requires that each factor be properly evaluated. A modular system has been developed which allows the wide range of scenarios to be quickly and meaningfully considered. Sensitivities for each module drive the further development of that particular module. As each scenario progresses, an assessment is made evaluating its value, strategic value and practicality. In such a way, the number of scenarios is gradually reduced at each stage to produce a final short list of feasible cases. Each scenario on the shortlist is then assessed with regard to the existing operations and other projects. A qualitative and quantitative analysis is made. This ranking is used to provide the recommended case.

Friction rock stabilisers, commonly termed ‘Split Sets’, friction rock bolts, or continuous friction coupled bolts are the most widely used rock bolt in the Australian underground metalliferous industry. Historically, they were used for temporary reinforcement, mainly within ore development. However, their use as primary reinforcement has grown with the demand for higher development rates at lower costs. The introduction of galvanisation has increased their longevity and pattern bolting in conjunction with weld mesh, specifically made for use in development headings, has allowed the use of friction rock stabilisers to increase rapidly with development jumbo’s undertaking the installation. The installation of friction rock stabilisers appears to be deceptively simple, particularly when compared to resin encapsulated bolts. The friction rock stabilisers capacity is a function of the borehole parameters, rock mass quality/strength, the bolt dimensions and steel quality, and lastly and perhaps the most important the operator skill levels. However, as in industry we are still seeing common occurrences of friction rock stabilisers not reaching their design pull test capacity. Pull testing the friction rock stabilisers is used to verify the installation of the design capacity. It involves loading the collar of the bolt with a hydraulic ram until the design load is reached or the bolt slips. Pull tests often show failure rates of 20 per cent or higher. This is despite over 40 years of use and with millions of units installed annually. Such high failure rates would suggest there remain issues with the quality of installation. Ground support quality assurance and quality control (QAQC) programs are needed in combination with operator training to ensure that pull test failure rates are kept as low as practical. However, there are times when despite the QAQC being completed the pull test failure rates increase quite suddenly. When this occurs, it is important to conduct a thorough investigation. These investigations often show there are several factors that are not obvious to personnel installing the bolts. To complete a useful investigation, it must also be done methodically, working through the entire process that includes less obvious factors such as steel quality and the calibration of the hydraulic pull test kit. The aim of the paper is to give mine practitioners an understanding of the complexities of friction rock stabilisers, what QAQC requirements they should be doing on-site, what can go wrong during installation and, if necessary, a process of how to conduct investigations into high friction rock stabiliser pull test failure rates.

International codes of practice offer broad definitions with respect to the classification of resources in terms of risk. Specific guidelines and protocols, to analyse sample data, carry out geostatistical appraisals, develop geological models and finally estimate and classify resources, are not addressed. Neither are detailed requirements for engineering mineable reserves from estimated resources. In addition, international codes of practice fail to distinguish between types of deposit, other than in broad terms, as for example, The AusIMM JORC Code (JORC, 1999) which makes reference to diamond and coal deposits. The objective of this paper is therefore to set in motion the process of specifying detailed protocols, acceptable to the international community, for the assessment, reduction and management of risk associated with the development and extraction of mineral deposits. Ordinarily, the main risks and issues encountered during the process of estimating resources and subsequent conversion to reserves, encompass:failure to understand relevant geological controls of mineralisation; validation of grade interpolation; optimism in geotechnical appraisals of dilution and stability and the consequent selection of inappropriate mining methods; metallurgical modelling of minerals and contaminants reporting to concentrates; appraising the hydraulics of heap leaching and the numerous factors that can affect recovery; difficulty of managing metal price cycles and changes in regulations within the constraints of long-term mining plans; and development of better evaluation techniques for mining ventures. Uncertainty is inherent in estimation and engineering work, and its identification, reduction and management should be a fundamental goal of all involved in the mining industry (Figure 1). Variability may be reduced by:following internationally accepted practices for the collection, manipulation and analysis of geoscientific data; and verifying that the procedures actually performed meet the associated standards. Increasing amounts of data will also reduce uncertainty, but only if the procedures used to collect and appraise such data follow the relevant procedures. It is thus the aim of a series of papers in preparation, Beniscelli et al (in prep), to put forward detailed guidelines, for:project sponsors û to provide a global view of the work and documentation needed to support requests for funding various phases of project development and budget approvals; geologists û to indicate a checklist of the requirements and standards for the exploration and estimation of resources; and engineers and economic analysists û the protocols for characterising, modelling, engineering and evaluating the extraction of reserves.
