Beneficiation of low-grade fine-grained hematite ores becomes increasingly important due to rapid depletion of high quality iron ore resources. However, fine particles, especially ultra-fine particles, make efficient beneficiation of these ores more difficult. Therefore, methods to reduce the influence of fine particles must be considered to achieve better beneficiation performance. Analysis and systematical beneficiation tests were carried out on an ultra-fine-grained hematite ore slime from washing a fine grained hematite ore. Ore particles were found to be presented in loose soil. While some of the ore particles were agglomerated, they were very fine and contained up to 76.5 per cent -0.023 mm material. In this paper, using a single magnetic separation flow sheet with sodium silicate (SS) as a dispersing agent, a concentrate containing 65.05 per cent Fe was obtained at an iron recovery of 68.58 per cent from the hematite ore slime of 56.65 per cent Fe. The single magnetic separation flow sheet was simple and reliable, the agent SS was effective in dispersing ultra-fine particles. Mining projects draw together stakeholders with various degrees of experience in managing and assessing financial risk. When this risk is not fully appreciated or quantified, the potential for making decisions not suited to investor requirements is significantly increased. A feasibility study provides key information on project development potential, requiring detailed technical investigations with thorough financial analysis. Centaur Mining and Exploration (CME) owned and operated Cawse Nickel Operations (CNO), one of three Australian projects to develop and process vast amounts of near surface nickel resources. A technical ædue-diligenceÆ and æbankable feasibility studyÆ confirmed the large resource base, newly applied yet tested technology and relatively low unit costs would produce nickel in the lower half of industry operating costs. A number of production variables including capital requirements, delayed start-up, nickel grade, processing, maintenance and product output were outside the feasibility estimate. This was combined with exchange rate fluctuations and lower Ni prices. The inability to generate adequate cash flow and service debt repayments ultimately led to receivership and liquidation of all assets. Following the sale of CentaurÆs gold and nickel divisions, $A 784 million remained outstanding to creditors. This paper aims to define key issues leading to CNOÆs collapse by reviewing feasibility parameters, valuation methodology and project development. Some methods of assessing project viability are discussed with the aim of increasing stakeholder risk awareness.

World coal producers have been under constant pressure in recent years because of falling export prices arising from oversupply and the Asian slowdown. This has resulted in a dynamic market place, a sharpening of focus on bottom line costs and some rationalisation of participants. Productivity has increased dramatically as many inefficiencies, typical of the coal industry, have been eroded through workplace reform. This is true for the both open cut and underground sectors of the industry. At the same time, the technology of underground mining is undergoing dynamic change. Mine operators are implementing better exploration and planning tools and are also starting to make gains against chronically low equipment availability and utilisation. æStep-changeÆ improvements in output are imminent. As the statutory environment shifts to a æduty of careÆ regime, it is hoped that mine safety performance will improve, particularly with regard to fatalities. The focus of the paper is on the Australian coal sector, although references to international benchmarks are made. Despite environmental threats to the future of coal, it is concluded that the next ten years will see impressive performance results from underground coal mines which will assist coal to maintain its position as the preferred fuel of lowest cost.

Longwall mining has historically been considered an application for only deep reserves. This has changed in the recent past as longwall has become competitive with surface mining. Many resources marked for stripping now he in the domain of longwall. Today, the best longwall mines compete with strip mines operating in even the lowest stripping ratios. Longwall mining has become more widely applicable than it ever has been in the past and it is now generally considered the method of choice in situations where high levels of coal production are required. But the best way to use longwall mining has become less certain with the opportunities that highwall access provides. Wall-to-wall mining is the use of retreating longwall developed from and retreating toward a highwall. As a surface mine reaches its ultimate highwall, the opportunity for longwall punch mining or wall-to-wall mining is obvious. There are several clear operating advantages to operating a longwall in this way and where highwalls are available, the best economic decision will generally favor planning a direct approach. Yet wall-to-wall is not applicable in every situation even when highwalls are available. Moreover, the advantages of wall-to-wall mining do not always justify the cost of trenching or box cuts to access coal . However, many tactical advantages of operating from the highwall can be realized with the use of specially equipped blind drilled or raised bored shafts. This paper discusses novel techniques for a shaft assisted mining system which permits the addition of conveyor structure and mine systems from the surface to the face for advance and retreat mining with longwall, shortwall or room and pillar panels.

Strong markets for metals and energy over the past five years have supported equity and debt market funding to enable a new group of mining juniors to emerge in control of economic resources, some in regions with high investment risk. As companies drive these projects to development, production and positive operating cash flow, their Boards and CEOs are confronting important questions:Having achieved initial success, what is our longer term purpose as a company? Does the purpose originally described in the Initial Public Offering to raise equity remain wholly relevant? Given that purpose, how do we understand the available sets of opportunities and related risks? Should we be acquiring new assets or other companies, or developing the existing portfolio? What commodity sectors and geographies should we focus on? Or should we be conserving funds until asset prices or project costs provide greater assurance of value to shareholders? How do we translate that purpose into tangible goals that shape and direct the work of people in the organisation? How do we get the right work done in the face of high turnover and competition for capable staff? Drawing on the authorÆs career experience and on work undertaken by Heuris Partners, this paper provides a practical CEO framework for strategy development, organisation design and on planning the work of the business in the mining industry.

At NewcrestÆs Telfer gold mine, a strategy of regrinding pyrite rougher flotation concentrates has been proposed to increase gold recovery and reduce cyanide consumption in the CIL circuit. The regrinding will be followed by an additional copper/gold flotation stage, where copper minerals need to be separated from pyrite. However, although the minerals are well liberated, the separation of chalcopyrite from pyrite in the cleaner stage is not always straightforward. The surfaces of the fine particles, produced during regrinding, are more easily oxidised and contaminated than coarse particles, directly influencing the particle floatability. The depression of pyrite is difficult in the cleaner stage as well due to copper activation, a process which is also highly dependent on the grinding environment. In this study, different grinding media, including mild steel and stainless steel, was used in the regrinding to produce different regrinding chemistry, such as, pH, Eh, and iron hydroxide contamination. The effects of regrinding conditions on chalcopyrite flotation and its separation from pyrite were studied. It was found that the stainless steel grinding media, which produced an oxidising environment, was more beneficial for the separation of chalcopyrite from pyrite after regrinding. The mild steel grinding media had a detrimental effect on both chalcopyrite and pyrite flotation. Reflected light optical microscopy, or epimicroscopy, is one of the oldest techniques of modern mineralogy. At a relatively low capital cost, it is also very resourceful, and the analytical choice for the identification of most ore minerals. In ore mineralogy, reflected light optical images have the potential to overcome the main limitation of backscattered electron images from scanning electron microscopes, namely contrast of mean atomic number  below the spectral resolution of the backscattered electrons detector. This is the case for relevant ores, like iron (haematite-magnetite) and copper-zinc ores (sphalerite-bornite), but for both cases the pairs of minerals are easily discriminated in reflected light. The improvements in optics and electronics also made microscopy a powerful source of digital images, suitable for automated analysis for minerals processing, as the determination of liberation spectra. The drawback, however, has always been the impossibility to recognise the transparent minerals, which account for most of the gangue phases in ores, from the embedding resin, usually epoxy. In order to determine if there was any possibility to separate quartz from epoxy resins, reflectance spectra have been acquired for quartz and some commercial epoxy resins (Araldite, BuehlerÆs Epothin and Epocolor, Araldite spiked with fluorochrome from Struers), from 380 to 720 nm in 5 nm intervals. Reflectance of quartz and epoxy is very similar over the whole visible light range, and varies from 4.5 to five per cent. Epocolor, a red-dyed epoxy, reflects slightly more above 560 nm, as does Araldite spiked with the fluorochrome from 460 to 570, but for both the reflectance is still very close to that of quartz, under 5.1 per cent. This data set is final, and precludes the application of reflectance in light optical image analysis for assessment of liberation, phase quantification, or any other signal that requires separation of resin from transparent minerals.

Australis Mining N.L. operates a continuous mode carbon-in-pulp (CIP) gold plant, processing sand and slime tailings from previous gold mining operations in the Norseman area. Plant design is that of conventional countercurrent contact between pregnant pulp and activated carbon. Gold desorption is achieved by the Zadra process using near boiling tempera- tures and atmospheric pressure. Process water is drawn from nearby Lake Cowan (saline). The plant operates at, or above, design specification of 400 dry tonnes per day. This paper describes the plant design and operating processes utilised in optimising throughput and gold recovery. TNTDnPTTnmTnM Favourable world gold prices and substantial reserves of sand and slime tailings prompted Australis Mining N.L. to construct a gold extraction plant during 1981. The projected plant throughput was set so as to complete treatment of available tailings over a three year period. Metal- lurgical tests indicated that, with a regrind facility satisfactory gold recovery could be achieved using a countercurrent CIP process. Reflecting the entry of Australis Mining N.L. into its first large scale treatment operation, the plant design emphasised simplicity but effectiveness of Operation.

Valuable data for geotechnical interpretation and integration into effective Australian underground mine planning may often be available, yet is not always fully appreciated or utilised, particularly in the early stages of mine planning or in due diligence studies. There may be considerable benefits associated with early prioritisation of geotechnical evaluation and impact on mine planning. Unidentified, misinterpreted, or ill-defined adverse geological and related geotechnical resource characteristics can pose significant business risk to underground coal projects and operations. Preliminary resource definition in the early conceptual mine planning stages attributes significant focus (entirely warranted) on resource quality and structural geology constraints. Yet detailed geotechnical data analysis and interpretation, which may have a substantial down stream impact and sensitivity with respect to future mine planning strategies, at times is given lower priority, or scoped and resourced in the later stages of a bankable feasibility study. Through extensive mine planning experience and observation of downstream process impacts, it has been found there is often data available for geotechnical analysis that does not readily stand out or is not adequately understood or utilised, available at the early (conceptual) stages of mine planning. Part of the issue may be that exploration geologists are not necessarily experienced geotechnical engineers and do not necessarily recognise or understand all important parameters. Subject to appropriate application of experienced professionals data can be manipulated to provide key geotechnical hazard assessment at minimal cost, and provide a framework for understanding and optimising the mine planning process. Although there is no single prescribed strategy for resource evaluation from a geotechnical perspective, potential business risks and mitigation approaches can and should be adopted at the conceptual mine planning stage. There has been a recent focus in the metals industry to provide a reporting framework for geotechnical classification of mining projects. This paper outlines the strategies and gives examples of key analyses adopted in mine planning and discusses the relative merits of adopting a reporting framework as a tool for geotechnical classification in mine planning.

I start with some lines from "Pleasures of Hope" by the poet Campbell, published in 1798, which sets the flavour of what I am going to say. They blissful omens bid my spirit see The boundless fields of rapture yet to be; I watch the wheels of Nature's mazy plan, And learn the future by the past of man. I hope to echo the poet's optimistic view of what is yet to come. I am not sure I can find all the omens blissful but we all have some experience of what the wheels of Nature's mazy plan get up to. His advice to learn the future by the past of man seemed sensible to follow, so on the principle that the past of several men would be better than one alone I invited Alan Attwood, Maurice Cahalan, Gavin Moncrieff, Derek Temple, and Peter Wright to help me prepare this address; I am most grateful to them for their contributions. Of the technologies covered in this sequence of keynote addresses, metallurgy is the one which is closest to our consumers. On the age-old principle, which I do not expect to see changed in the 21st Century, that production is about providing the customer with what he wants, when he wants it, where he wants it, and at a price he can afford, I think we should start by trying to see how the market place is likely to develop, and to work back from there to review what technology we need to meet these demands.

The industrial practice of separating finely' around valuable minerals from associ- ated gangue materials by froth flotation is well known. Despite the obvious importance of this industrial process, the predictive tools for plant engineering evaluation of flotation process variable changes are still in a developmental stage. Consider, for example, the situation where an operating engineer is faced with evaluating a change in an existing chemical reagent scheme, possibly based on batch laboratory data. When all is said and done, the engineer must still perform detailed physical testing of the proposed reagent change on the actual equipment in plant use to be confident even of the direc- tion of change of plant results, let alone the economic viability of the change. The theory behind chemical reagent behaviour in froth flotation has been studied extensively, e.g., (Aplan {1980}, Fuerstenau {1976}, Fuerstenau {1962}, and Somasundaran {1980}), and, certainly, important progress has been made. Unfortunately, the nature of the flotation process, with its complicated heterogeneous surface chemisty activity operating on highly variable and difficut to characterize ore surfaces, coupled with com- plex mass and momentum transfer phenomena, :;l riously compromises the plant scale predictive capability of theoretically based models.

In Australia we usually define "resource" in purely material terms, and rarely relate it to intellect and human capacity. We look at the sheer abundance of our natural resources and are satisfied with the feeling that we don't really need-to rely on using our brains. Certainly our country is fortunate to have the mineral resources it does, but in many ways Australia's worst enemy is its "lucky country" syndrome because we tend to underutilise the great resource we have in the capacities of our people. Raw material exports will undoubtedly continue to contribute a major share of our export revenue, but to harness the riches our country has to offer most effectively we need the vision and planning necessary to bring together our material and human resources. There is a need not only to find, exploit and process our minerals economically, but to turn as much of our mineral wealth as possible into high value products before it leaves the country. In particular we must use our brainpower if we want to maximise economic benefit from and political influence over the strategic minerals which leave our shores. In the past we have been successful in finding and exploiting minerals because our mining industry has been in the forefront of private sector research and development. But if Australia is to have an advantage over other mineral rich countries in insulating itself from the effects of cyclical swings in commodity prices, then the future of the industry must lie even more in technological sophistication rather than depending. on such considerations as size and location of mineral deposits. To survive, our mineral industry must have the foresight and resourcefulness to make its own luck. There are two keys to increased efficiency in exploration and production and in further processing methods: enhancement of the skills of the workforce and continual improvement of R&D.

A number of hydrometallurgical treatment methods are being developed to extract copper from chalcopyrite flotation concentrate including microbial leaching and ferric sulfate leaching. However, chalcopyrite is difficult to process efficiently by hydrometallurgical methods as it exhibits slow reaction kinetics. Comparative leaching tests do not always satisfactorily explain or predict observed copper recovery, acid consumption, or differential leaching of minerals. This is especially true when reactive gangue constituents are present. The aim of this study was to determine how the leaching regime (microbial versus ferric sulfate) affects both the extraction of copper and residue mineralogy. Chalcopyrite flotation concentrate was leached at 30¦C and 65¦C using a pure culture of Acidithiobacillus ferrooxidans and a mixed consortium of thermophiles, respectively. In addition, the concentrate was leached at the same temperatures using 0.1 M ferric sulfate. Microbial leaching of chalcopyrite extracted more copper than ferric sulfate oxidation of chalcopyrite at 30¦C, demonstrating that the microbes promoted the solubilisation of copper at this temperature. This result was confirmed by leach solution analyses and residue analysis using quantitative X-ray diffraction (QXRD). More chalcopyrite was oxidized with ferric sulfate at 65¦C than at 30¦C (as expected). QXRD confirmed that pyrite reacted during ferric sulfate leaching at 65¦C but was relatively unreactive during lower temperature leaching. The high ferric ion concentration in the ferric sulfate leach at 65¦C led to significant precipitation of jarosite. This phase was only detected in small amounts at 30¦C in both the microbial and ferric leached residues. Sulfur also precipitated in the ferric leaching at 65¦C whereas no sulfur was detected in the microbial leached residue. Quartz was a relatively unreactive mineral phase regardless of the leaching medium and temperature. QXRD analysis indicated the residue mineralogy differed with different leaching regime.

It is a very great privilege for me to be able to address you tonight and I am deeply sensible of the honour which has been done me. I am equally sensible of the inadequacy of my training for the position of President of your Institute.May I say at once what a very great pleasure it is to have so many members from the mainland States visiting us here in Tasmania. We do hope that you will find pleasure and profit in your stay.Since the Annual Conference is always held in the vicinity of one or other of the great mining fields, it has become the practice for the Presidential address to review the history of the particular field and t(j) indicate its place in the economic structure of the country.I propose to follow this practice and to try and present to you a short picture of thÇ mineral industry as it has existed in Tasmania. None of the information is new it is available in diverse and remote geological reports and in publications such as Witham's Western Tasmania and the more recent Peaks of Lyell. The last composite approach was written twenty years ago by P. B. Nye and published as a Geological Survey Bulletin.I have enjoyed preparing this address because on occasion I find it refreshing to look back and see what was known and what was accomplished in the days when the going was a little tougher than it is now, and to speculate upon the reasons that drove men to do what they did. The influence of pulp potential on the flotation behaviour of sulphide minerals in laboratory batch flotation tests is discussed in terms of self-induced flota- tion, collector-induced flotation, and depression.' Assuming that the pulp poten- tial is controlled by the same factors that determine the genuine redox poten- tial, an attempt is made to interpret the experimental results in terms of potential-dependent reactions based on bulk thermodynamic data. Self-induced flotation is displayed by many sulphides in moderately oxidizing solutions but not in reducing solutions. The available evidence suggests that the hydrophobic entity could be sulphur produced by superficial oxidation of the mineral but this has not been established beyond dispute. In general, flotation is observed near the potentials at which sul- phur would be expected to form and the minerals which produce sulphur seem to float the most strongly. Collector-induced flotation is most conveniently studied on minerals which have only slight self-induced floatab- ility. The mineral-collector interaction is potential-dependent hence flotation is generally only observed in limited ranges of potentials. While the general form of the floatability-potential relationship is similar to that predicted from thermody- namic data close correspondence between predicted and experimental results is not always observed.

The concept of underground grinding is not new, but to a metallurgist and a mining engineer this could be considered unconventional. The idea of pumping a ground slurry several hundred metres from underground in a single lift could also be considered to present a daunting engineering challenge. Using a practical example of a mine in Australia where the owners have requested not to be identified, this paper challenges the conventional thoughts on these concepts and shows that with basic sound engineering practices the production of a ground slurry from underground could potentially provide significant operating cost savings. The supply of ore from the underground mine is currently drawn from depths approaching 800 m below the surface. The cost of hauling the ore to the existing underground crushing station located 500 m below surface has been steadily increasing. A number of alternatives to reduce the mining and processing unit operating costs were examined by Sinclair Knight Merz (SKM) and the mining company. The most radical of these is the use of hydraulic hoisting of ore at an increased production rate. Numerous questions were asked, such as: How does one get a SAG mill or an HPGR crusher underground? Where does one locate a grinding mill underground? Does the technology exist to pump the slurry to surface in a single lift? What will be the cost benefits? What are the risks involved? The study covered the two main technical issues underlying the potential benefits. Firstly, technical evaluations were undertaken on the pumping technology currently available for single and multiple lifts to surface. Secondly, the issues relating to the feasibility of delivering and locating a SAG mill underground were reviewed. Although the capital costs for this project are significant, the operating cost savings showed a potential payback period of less than two years, and furthermore provide the basis for an increased mine life, especially at lower metal prices.

In recent years, the value to Australia of the introduction of a system of resource rent taxation on the mining industry has been frequently debated. The forms that this rate of return based tax could take, and the impli- cations on government revenue and mining com- pany profitability have been discussed at some length. Further, the selective application of this taxation scheme to certain mining industry sectors has received considerable attention. This study takes the form of a survey of the taxation history of one significant Australian mining venture, the Mount Lyell Mining and Railway Company. The conditions faced by this company during its history are used as a base for the imposition of rent taxation schemes. Comparisons are drawn between the historical taxation liability of the company and that which would have been incurred if a resource rent form of taxation had been in existence. From the results of the study, it can be concluded that while the company can be con- sidered to have been a successful enterprise during most of its history, it has not achieved a level of profitability which would warrant the collection of any form of excess profits Tax.

Techniques for the optimisation of open pit design and development are now accepted as standard practice in the mining industry. These techniques are used to analyse the impacts on project profitability of factors such as product price, slope design criteria and equipment selection. A fundamental assumption used in this type of analysis is that dump and stockpile designs and sequencing are predetermined. The cost of haulage for a typical truck shovel mining operation is in the range of 25 - 50 per cent of mine operating costs. Substantial cost savings can be achieved by optimisation of dump design and location of associated road and ramp systems.Factors which affect both the operation and total cost of dumping include; Ramp gradients and location, road design, dump placement and shape, dumping height, slope design (interim and final), slope stability, environmental requirements and equipment selection. This paper discusses these factors and their effects on the total mining operation and project value. Reference is made to case studies in which some of these factors have had a significant impact.

Stringent environmental benchmarks imposed by governments and successful legal challenges in the country of origin have changed the risk profile for all mining companies over recent years. In developing countries, however, where high government standards may not always be in place, direct community action has often made worthless substantial investments in otherwise viable mining operations. Real limitations are therefore imposed from these risks on all areas of mining activity, wherever they may be. Thus, the bar has been raised for all companies developing or operating mines. This paper argues real financial and global industry reputation benefits accrue when all known environmental risks, where practical, are managed. In response, among major international mining companies, as the industry moves towards greater global consolidation, senior management teams have increasingly adopted corporate governance standards including æTriple Bottom LineÆ (shareholder/government/community) sustainability reporting. Sustainability reporting is encouraged by improved international stockholder and financial investor perceptions by contributing to lowered social, community and geopolitical risk which lowers the cost of access to funds as well as improving staff morale and productivity. New mines must not only be primarily financially viable but must operate throughout in a sustainable way. Case studies of some recent mining operations, who have not foreseen or proactively managed major environmental risks, demonstrate the dire financial and personal implications for managers, directors and shareholders from not identifying and managing these environmental risks. Merely having a corporate policy statement on environmental standards or high level Government approvals process for a mining activity does not preclude mining operations from the risk of direct action by local populations or future adverse legal implications from risks which were perhaps identified but not mitigated effectively. Methods and processes for the identification and active management of environmental risks in the global arena are discussed to add a practical element to sustainability, based on the authors recent strategy development processes with governments and major mining houses such as BHPBillition, Rio and Xstrata. Emphasis is placed on proactive, innovative yet practical solutions which, where possible, show positive contributions firstly to the financial bottom line but also the community at large.
