Seven papers included in Session 8 of the Third International Mine Water Congress under the heading "Achievements in Mine Water Management & Research" have been reviewed. Only one paper, a case study by Masters on biological treatment of inorganically polluted effluent, has any connection with research in the sense of seeking new, generally applicable knowledge which would advance the frontiers of mine water management. The remainder deal with various aspects of the management of mine water ranging from investigation of the geology of a specific aquifer system through operating dewatering systems to the management of specific effluent disposal problems.

Author Biography William Poole was born in Sydney, NSW in August 1868. He was educated at Sydney Grammar School. William spent two and a half years as a cadet in the Railway Construction Branch of the NSW Department of Public Works doing office and field work. He then undertook a civil engineering course at Sydney University. Following this he was employed for six years as assistant and resident engineer at the Water Conservation Branch, NSW and was in responsible charge of various field operations, surveys, river gaugings and works of constructions including a large timber weir and also a concrete weir on the Macquarie River, NSW. He then undertook a mining and metallurgical course at Sydney University and became a graduate (BE) with honours in civil engineering, mining engineering and metallurgy. He then spent four and a half years with BHP Co, one and a half years at Broken Hill in the mining and concentration works and three years at the smelting works in Port Pirie, SA, in the latter case he was metallurgist and night superintendent and during that time had responsibility and control at night of the blast furnaces and, during the last 15 months, of the whole of these large works. The author left the Port Pirie, SA works to assume the position of Director of the State School of Mines at Charters Towers and had responsible control of the establishment and also lectured in mining, surveying and structure. William Poole was honoured to hold membership in the following organisations: Assoc M Inst C E, L S of NSW, M Aus Inst M M, Assoc Inst M & M (London).

Mines in Queensland are transitioning to the progressive rehabilitation and closure plan (PRCP) framework. Mine operators are required to select and justify appropriate and viable post-mining land uses (PMLUs) following consideration of the surrounding landscape, community views and the objectives of local and regional planning strategies. The new approach offers opportunities for considering innovative PMLU options and collaborative use of post-closure mine assets, such as infrastructure (power, road/rail, buildings), dams and residual voids. Consideration of regional planning strategies will require a shift in thinking as mine closure is regulated and planned on an individual site basis and selection of PMLUs are commonly considered from this perspective. Planning at regional rather than site-specific scale offers strategic advantages, including the ability to align PMLU selection with the regional context and stakeholder aspirations (which could foster sustainable outcomes); address cumulative environmental and socio-economic impacts; consider options that are only viable at scale (ie across larger geographic areas); establish more extensive and connected ecological habitat corridors; reinstate larger expanses of functional agricultural land; and optimise regional resources (Hattingh, Williams and Corder, 2019). This paper presents the findings from a multidisciplinary project that identified PMLU options within Queensland’s four mining regions: the North-west Minerals Province, North Queensland, Bowen Basin and Clarence-Moreton and Surat Basin (Figure 1). To enable spatial analysis at the appropriate scale and to accommodate geographic diversity, North Queensland was divided into three geographical ‘focus areas’ – Weipa, Charters Towers and Tablelands. Delineation of the areas captured most of the mines within the wider region as well as regional characteristics and features.

The air we breathe and both plant and animal matter consist largely of nitrogen, oxygen carbon and hydrogen; each of these elements has two or more isotopes, The rocks, soils and waters on which we live and from which we extract minerals and other resources are comprised of elements such as oxygen, silicon, hydrogen, sulphur, iron and magnesium; each of which has two or more isotopes. Since isotopes of an element behave identically in chemical reactions, they cannot be separated or analysed by chemical means. The different isotopes of a particular element, however, vary in mass, reflecting the variation in the number of neutrons in their nuclei, so that physical processes based on the relative atomic masses of the isotopes are used to separate and analyse them (eg, mass spectrometry). Many biologic, atmospheric and geologic processes alter the ratios of the different isotop1ees of many elements. The isotope ratios D/H and O/ O, for example, exhibit significant variations in natural waters because of isotope fractionation during evaporation and condensation. Isotope analyses of both naturally-occurring and synthetic isotopes in the near-surface and biospheric environments can be used to understand natural processes and predict the results of man's interaction with his environment.

Presidential Address Today I want to couple that prediction with a discussion on competitiveness and changing employment roles in our industry. A crude analysis of the intensity of use of metals in developed and undeveloped nations was undertaken by dividing the weight of copper, zinc, lead and aluminium used in countries by the population. In the developed countries which were basically the Western European States, USA, Canada, Australia and Japan, approximately 38 kilograms are used per annum. In the developing countries which were basically the South-East Asian country Korea, India, Pakistan and Taiwan, the usage is 5.3 kilograms. Thus, if the developing world is to catch up with the developed world, the intensity of use of metals will have to increase seven times. The usage of metals in the developed world is increasing at the rate of 1.5 per cent per annum while the rate of increase in the developing world is about 5.8 per cent. In this analysis, the population of the developed world was 850 million and the developing world 1.5 billion. Note that this analysis did not include Russia, China and most of the countries of South America and South Africa. I am sure that with time, these undeveloped countries will move into the developing category. In the long-term there is obviously great opportunity for us both in the primary and secondary processing required to meet world demand. Turning now to competitiveness and changing employment roles. I am sure that everyone here present is aware of the urgent need for Australia to improve its competitiveness. I want to try and relate unionism and industrial relations, management and tertiary education to our competitiveness. I wish to talk on these items as I see them in the past, the present and the future. So firstly unionism and industrial relations. It has been unfortunate for Australia that unionism was based on the United Kingdom craft system. It is not surprising that it was because UK has been the basis for almost ' all of our institutions and that has generally been of very great value to us. The craft system in our trade unions has lead to the demarcation problems of which we have all been well aware. This has been extremely limiting to the individual; it has limited his or her ability to broaden their scope of knowledge and far worse it has limited their ability to maximise their satisfaction at work as they have only been able to undertake part of a job, rather than being able to undertake a role in totality.

“TerraFlowingTM” is a dewatering process that addresses both the value proposition of Tailings as a Resource™, and the safe storage of tailings. “TerraFlowingTM” incorporates two stages of cyclone dewatering followed by centrifugation of the final dilute tailings stream. In this process three dewatered tailings streams are produced; a primary cyclone underflow, a secondary cyclone underflow and a centrifuge pulp. These three streams can be combined, or used, in various configurations to achieve different outcomes. The ability to vary the cyclone and centrifuge operations and configuration enables this process to deal with tailings feed variations in particle size distribution and mineralogy and deliver consistency, or design variations, in particle size distribution, tailings solids concentrations and recoveries. Water recovery can be up to 85% of the total water in the tailings with a stackable final tailings product achieved if the three tailings streams are combined in the maximum solids concentration configuration. The primary cyclone can be operated to deliver a particle size distribution suitable for tailings storage facility embankment construction or alternatives such as concrete structures or shotcrete for support. The secondary cyclone underflow and centrifuge pulp is suitable for beaching deposition within the tailings storage facility.

More than ten seafloor massive sulfides (SMSs), which tend to be enriched in Au and Ag with varying amounts of Zn, Pb and Ba, have been reported in Japanese Exclusive Economic Zone (EEZ) including the Jade hydrothermal field in the Izena cauldron Okinawa, theSunrise deposit in Myojin knoll Izu-Ogasawara, and other active deposits found in the past 20 years. From the fiscal year 2008 some universities in Japan will begin development of sensing devices to delineate surface distributions of known SMSs and to find new ones. The devices would be deployed by an autonomous underwater vehicle (AUV) or remotely-operated underwater vehicle (ROV) later in active hydrothermal fields and potential areas in the EEZ. On the other hand, different laboratories are planning to research and evaluate SMSs with state-of-the-art methods such as the benthic multi-coring system and geophysical devices to collect information in deeper parts of the SMSs. In this session recent projects on exploration and evaluation of SMSs with some new trials including geophysical and geological surveys in Japan will be reported. An ore reserve estimation is only as meaningful as the quality of the data used. All required information needs to be collected in a careful and systematic manner, and be rigorously checked and verified before estimation commences. In addition to geological, assay and location data, a large variety of other information is required for the estimation process. This includes mining, metallurgical and environmental parameters. Though outside their usual area of responsibility, geologists should be involved in the selection and collection of this additional Information.

Plenary Address Zinc is a trace element in all igneous rocks and its background geological occurrence roughly follows iron but at much lower concentration. Living matter reflects this abundance and zinc is an essential trace element for complex life forms. Thus, environmental issues include zinc deficiency in soils and/or water - and thus in local diets - and zinc toxicity evident in natural or modified ecosystems. Increased knowledge of the role of zinc in plant and animal metabolism emphasises the need to manage, within guidelines based on naturally occurring abundances, the concentrations of zinc in water, spils and in the food chain. Although recognition of the natural variability of zinc concentration provides some basis against which environmental protection standards might be set, the measure of environmental `pollution' is more commonly taken as the degree of change to natural, background levels, attributed to the particular land or water use activity. Iron-reducing bacteria are able to couple the oxidation of an electron donor to the reduction of Fe(III) to Fe(II) under anaerobic conditions in the generation of cellular energy. Recent evidence suggests that these bacteria are phylogenetically diverse and widely distributed in nature. Our laboratory has isolated thermophilic, thermotolerant and mesophilic iron-reducing bacteria from numerous petroleum reservoirs with varying conditions, groundwaters of the Great Artesian Basin (GAB), and petroleum-contaminated soils. Some of these isolates have been identified as novel species and from genera such as Deferribacter, Bacillus, Alkaliphilus, Clostridium and Thermoanaerobacter. Further investigations have shown that these bacteria are metabolically diverse, not only capable of reducing different metal species but also able to use a range of organic compounds, including polycyclic aromatic hydrocarbons, for growth. Due to their abundance and metabolic capabilities, it is possible that iron-reducing bacteria may be important in microbially-enhanced oil recovery processes and in the bioremediation of contaminated soils and aquifers, particularly in anaerobic zones.

Human habitation of the Pacific Rim began when mankind began migrations out of its place of origin in the Rift Valley of Central Africa c. 4million years ago. This migration was erratic and largely controlled by advances and retreat of the various Ice Ages which, while limiting advances in areas of intense cold, at the same time aided migration thro-ugh the creation of land bridges as ocean levels declined during periods of glacial advance (Fig.l).Mankind began its trek to the Pacific from Africa across India then north into southern China and south into Indonesia (Fig.2). In part, these migrations stimulated early technological develop-ments to fulfill needs and adapt to environmental conditions; thus, these nomads developed stone and bone tools, animal skin clothing and the use of caves and other simple shelters. The earliest evid-ence of mankind's use of fire can be found at Zhou-koudaian near Beijing, c.400,000 BP.From China, the completion of the Pacific Rim's population can be attributed to the last Ice Age that dropped the ocean level by more than 300 feet and created land bridges about 40,000 BP allowing migration across the Bering Strait into Alaska and to Australia from Indonesia. The American migration reached Mexico about 30,000 BP, and by 6000 BP the occupancy of the Pacific Rim was complete when the first human settlers reached the southern tip of Chile.

Forty two new apatite and zircon fission track analyses on the Kubor-Marum-Bena Bena area of northern Papua New Guinea severely constrain the timing of tectonic events and hence the tectonic models for New Guinea, particularly arc-continent collision. In addition, the data can be analysed regionally in terms of known and assumed lithospheric fault zones inferred to control mineralisation (eg. Corbett 1994; Kendrick et al 1995; Hill et al 1996) to determine reactivation of these zones. When combined with the new kinematic plate models for the evolution of New Guinea (Hall 1997) there is the potential to predict likely zones of mineralisation. The low-medium grade? Palaeozoic rocks of the Bena Bena terrane yielded a zircon fission track age of 17 Ma, indicating the time of cooling below 200¦C. The age is consistent with `the shift, at about 16-18 Ma, from volcanolithic sediments to mixed provenance sediments rich in quartz and metasedimentary lithic fragments in the southern Finisterre Ranges (Abbott et al. 1994). This shift was recorded in the Sukurum Formation, which ranges in age from Middle Miocene to Pliocene with quartzose and metasedimentary grains in all samples. Although recording rocks at temperatures of 200¦C and hence depths of ---5km, the 17 Ma age suggests the Bena Dena terrane was rapidly cooling at that time due to uplift and erosion, supplying metasediments to the southern flank of the Finisterre Range, currently 100 km to the east. Significantly, the Middle Miocene Akuna Intrusive Complex, dated 14-17 Ma by Page (1976), lies almost entirely within or adjacent to the Bena Bena terrane. Potentially the uplift, erosion and cooling of the terrane at 17 Ma may have been caused by the rising plutons. If so the 800 sq km exposure Akuna Intrusive Complex at the SE end of the Bena Bena terrane may have been the focus of uplift and supplied the metasedimentary detritus to the Finisterre Range. This suggests that the Finisterre Range was not far removed from the Bena Bena terrane, perhaps less than the 200 - 400 km indicated by Abbott et al (1984). The Akuna Intrusive Complex probably resulted from subduction of the Solomon Sea Plate beneath the PNG margin. In order for the subducted slab to reach depths of -100km below the area to facilitate partial melting and plutonism (Hamilton 1994), subduction probably commenced 3-5 Ma Ma before plutonism, ie at or prior to 20 Ma suggesting a significant change in the tectonic regime at -20 Ma, perhaps related to collision of the Solomons - Ontong Java Plateau collision (eg. Hall 1997). The main result to emerge from the 28 apatite fission track analyses is that the whole of the study area underwent rapid cooling due to uplift and denudation in the Late Miocene, mainly between 7-10 Ma. Results from several samples indicate that they were not totally overprinted prior to uplift indicating maximum burial of -3 km in the Middle Miocene, assuming normal temperature gradients. The burial is less if higher gradients are assumed, allowing for Middle Miocene plutonism. The Late Miocene cooling in the Mobile Belt agrees well with the Pliocene to Recent cooling in the Fold Belt to the SW, interpreted to be due to uplift and erosion associated with fold and thrust deformation of the Miocene Limestones (Hill & Gleadow 1989). This timing relationship suggests, that compressional deformation in the Mobile Belt occurred in the Late Miocene, at 105 Ma, and that the deformation migrated towards the undeformed foreland in the southwest in the Pliocene, at 5-2 Ma. The regional Late Miocene uplift and denudation in the Mobile Belt is also consistent with that postulated by Crowhurst et al (1996; 1997) for northwest PNG, although they considered the event to have occurred mainly from 8-5 Ma. If so, then the uplift and denudation may have been migrating from east to west as well as to the south into the Fold Belt. These timing relationships place significant constraints on tectonic models for the area, indicating that the major compressional pulse in PNG commenced in the northeast at -10 Ma and migrated to the southwest and west in the latest Miocene to Pliocene. This suggests that the initial arc-continent collision and associated shortening occurred in the Late Miocene around -10-12 Ma. This immediately followed intrusion and cooling of the Akuna Intrusive Complex at -17-14 Ma and the Bismarck Intrusive Complex at -12.5 Ma (Page 1976), indicating a linkage between the end of plutonism and the start of compressional deformation. The timing is consistent with the observation of Hamilton (1994) that in areas of subduction `the common regime in overriding plates is extensional and leading edges are crumpled only in collisions. This suggests that the Middle Miocene magmatism in northern New Guinea occurred during extension above a subducting slab and was terminated by Late Miocene arc collision and resultant compression commencing at -10-12 Ma. In general, these data indicate that the acme of denudation and cooling in the Mobile Belt was in the Late Miocene, with relatively little denudation there since. In contrast, Hill & Gleadow (1989) found that the peak of denudation in basement outcrops in the Fold Belt was in the Pliocene at -4 Ma. In the human body, the balance between heat production and heat loss is continuously being disturbed, either by changes in metabolic rate (work being the most influential) or by changes in the external environment (heat stress), which alters heat loss. These changes in body temperature can adversely affect the function of body systems and organs. As a result, heat production or heat loss processes are triggered in order to restore normal body temperature (36 - 37¦C). If the heat generating systems of the body are excessive or the environment hostile then the capacity of the body to maintain thermal homeostasis is exceeded and can lead to a serious threat to health, or even death. This health deficit can severely affect an individualÆs capacity to work optimally; the end result is both poor productivity and health. Strategies to minimise or eliminate this effort will benefit both the health of workers and the productivity of companies. The principal strategies to reduce the effects of the environment on workers are: engineering interventions: to improve environmental conditions and reduce heat stress; and a comprehensive working in heat protocol: with provisions to identify risk situations and procedures to be adopted in relation to these. The above points will be discussed in detail with practical and simple strategies proposed to combat the deleterious effects of heat in mining.

The Lennard Shelf Operations owned by Western Metals Ltd evolved from the Cadjebut Zinc Lead Mine (BHP) in August 1994. Original production of 0.5 mtpa will rise to 2.0 mtpa at the end of 1998. Employees work a multiple of fly-in/fly-out (FIFO) rosters from the Kimberley region and the WA Capital. The three underground mines, treatment and services departments will employ approximately 300 people by the end of 1998. The expansion of the Lennard Shelf Operations as a remote mining location was based on a fresh look at management systems and employee rosters which were generated from many years of mining experience. This paper will endeavour to summarise these experiences and analyse some of their outcomes. Dealing with several mining methods, engineering difficulties, logistical problems and climate extremes, the Lennard Shelf Operations has managed social/employee issues with excellent results. Much time has been spent to get this correct for the Lennard ShelfÆs own set of circumstances. Employees and associated companies must expect continuing changes and improvement as Western Metals strives to continually improve its management systems and employee rosters.

Much has been written about leadership over the years. It is probably one of the most written about but least understood and defined concepts in business. Leadership and management are often confused and blurred, and inspirational words such as mentor, coach, motivator and the like, are often interspersed when describing a leader. There are a few things we do know about leadership:The only thing common to all leaders is that they are different.Leadership is not the sole domain of business; it applies to every aspect of human endeavour. We are all required to lead at times, and we all have it in our ability to lead. There is no set of predetermined competencies, which a leader must possess to be effective. Hence there is no course in the world that can teach you to become a leader. There is no such thing as the perfect leader. Leadership is a verb, not a title; you actually have to do it to be judged a leader. All leaders no matter how you define the term, must leave a legacy. Thus in the busy world we all live in, what are the lessons in leadership that we can all learn from, that will assist us all in our pursuit of leadership. The purpose of today is to put forward a framework for leadership that I have been researching and working on for many years. It is not the definitive framework, merely a framework. Out of today you will take your own collective thoughts, learnings, observations, experiences, education and training, and collective wisdom, and apply it to yourself.

The economically significant seams in the Bowen Basin fall into four age groups, two in the Lower Permian and two in the Upper Permian. Coal deposition in the Galilee Basin did not commence until late in the Lower Per- mi-an and persisted into the Upper Permian. The Lower Permian and early Upper Permian coalfields of the Reids Dome Beds, the Collinsville Coal Measures and the Fair Hill-German Creek Formation are restricted to the west flank of the Bowen Basin. The uppermost Permian Rangal-Elphinstone-Baralaba Coal Measures have widespread distribution across the northern half and on both flanks of the Basin. Coal Measures in the subsidiary basins at BlairAtho/ and Ca/en were probably deposited at the same time as the Collinsville Coal Measures. The structure of the north west flank of the Bowen and the east flank of the Galilee Basin is essentially simple, but in the remainder of the basin doming and faulting complicate the structure. Also, bordering a large sec- tion of the east flank, is the Dawson Tectonic Zone, where the beds are tightly folded and faulting is intense. Cok- ing of seams is common in the northern sector of the Basin associated with igneous intrusion. With the exception of the Duaringa Basin on the east flank of the Bowen Basin, Tertiary sediments and basalt flows are more common at the western basin margin. Thick deposits of Tertiary sediments also occur in the south of the Galilee Basin. Con- sequently, coal subcrop, especially in the older, more westerly situated, coal measures is often at depths in excess of 100 m. East of this, the depth of weathering can be as shallow as 13 m and most of the coal subcrop is acces- sible to mining by open cut techniques. Coals deposited in the early Upper Permian are commonly more vitrain rich than those above and below. In the Bowen Basin, coal rank decreases from the north west to the south east, that is, from the semi-anthracites associated with the Dawson Tectonic Zone to the sub-bituminous coals of the southern Galilee Basin.

The paper examines the current status of risk and accepted practice in mining geomechanics. It explores some deficiencies in human capital, risk analysis and our future technical needs, and suggests ways of improving our estimates of slope reliability through knowledge sharing and research.

Kaltim Prima Coal, an open cut coal mine located in Sangatta, East Kalimantan, Indonesia, operates two deep pits and two shallow pits with a truck and shovel operation. KPC produced 17 Mt of coal in 2002 by removing 120 Mbcm overburden. Geochemical investigations have indicated 20 per cent of total waste rock is potentially acid forming; ie it has the potential to create acid mine drainage (AMD). In the early years of the KPC operation, the presence of AMD had been observed in the mined out areas and in the waste rock dumps as a result of sulfidic waste rock exposure. A strategy for management of AMD from waste rock was implemented involving: sampling, analysis, modelling, selective handling and validation of final dump covers. Samples of the waste rock lithologies are collected from exploration drill holes for geochemical analysis to determine their acid generating potential. The geochemical database is used to develop the waste rock model for the life of mine pit areas. The acid forming and non-acid forming waste rock is delineated for each mining bench area for selective handling and placement within the waste rock dump during the operational stage. Each mining bench is sampled and assessed to validate the model predictions. The final dump cover is sampled to meet strict Quality Assurance requirements to ensure non-acid forming waste material is used in the outer cover of the dump. The geochemical investigation of the waste rock is integrated with mine planning to design and construct the waste rock dump to minimise the risk of generating acid. This process links the exploration stage, operation stage, and rehabilitation stage for each Pit area. The paper briefly reports the waste rock characterisation, waste modelling and strategies used for management of acid drainage by KPC.

Samples weighing 0·5 g are fused with potassium hydrogen sulphate, leached with 4 ml. of 4 M nitric acid and diluted to 10 ml. with water. An aliquot of the clear solution is treated with EDTA, adjusted with ammonia to give a pH value between 5 and 6 treated with cyanide, ammonia, and sodium diethyldithiocarbamate then bismuth diethyldithiocarbamate is extracted with chloroform and the yellow colour is compared visually with a standard series. Alternatively, the bismuth complex may be filtered on a "Millipore" filter and subjected to x-ray fluorescence spectrometry.
