The Resource Management Act 1991 provides for activities to be classified as permitted, controlled, restricted discretionary, discretionary, non-complying or prohibited in district and regional plans. This paper looks at the use of the prohibited activity status to restrict, in particular, mining. Often the use of prohibited activity status for mining appears to have no basis other than the negative perceptions that the local community and/or the planner drafting the plan has toward mining and quarrying.   The paper will address the current appeal regarding the use of prohibited activity status now before the Court of Appeal, and the history to the litigation. The relevance of the outcome of the appeal to the minerals sector will also be explained.

Determination of the sampling constant and liberation diameter are of importance when applying the Fundamental Sampling Error (FSE) equation to optimise sampling protocols. The method for the direct determination of the sampling constant is based on the æGy 50-pieceÆ experiment and variants thereof, which is generally known as the heterogeneity test. In the coarse gold environment, the heterogeneity test is prone to poor repeatability and bias due to the very heterogeneity that it aims to quantify. A key issue is the large sample mass that can be required in the coarse gold environment, which may reach 1 t or more. The heterogeneity test often provides an evaluation of the background gold grade heterogeneity, but understates that of the high-grade coarse-gold component. This is because the total mass of fragments is usually too small to represent the mineralisation. Despite this relatively well-known problem, heterogeneity tests are often undertaken on deposits where the presence of coarse gold is ignored, not fully realised or vastly understated. Sampling types and protocol designs are frequently based on poor quality data that do not match the characteristics of the orebody. The Hidden Valley process plant has recently undertaken a program to relieve process flow bottlenecks and improve process automation. An environment of cost reduction and restrained capital necessitated solutions that primarily utilised existing equipment and internal resources. Removing bottlenecks relieved pressure from a strained circuit that was unable to maintain consistent performance. Improved process automation firstly stabilised the process, then allowed the circuit to sustainably operate at the expanded capacity limits. These allowed implementation of an operating approach that focused process operators towards identifying and resolving process disturbances in advance. The Merlin project is situated 130 km south of Cloncurry in North West Queensland, Australia. It is located within the Pre-Cambrian Mt Isa Inlier and is grouped within the Eastern Fold Belt. The host rocks are metasedimentary rocks of the Proterozoic Kuridala and Staveley Formations adjacent to the Mount Dore Granite.Merlin zone represents part of the Mount Dore polymetallic deposit containing copper, zinc, silver, gold, lead, cobalt and most recently has been found to host molybdenum mineralisation. This is intimately associated with economic grades of rhenium, a naturally occurring metal that is an important component of high temperature aircraft engines. The host rock sequence is a 200 m thick zone of metasediments sandwiched between competent granite in the hanging wall and brittle quartzite in the foot wall. A distinct shear marks the contact between the granite and metasediments. The host rocks are comprised of three main rock types: black shale, phyllite and altered banded calc-silicate.Mineralisation dips to the east at approximately 45° in a package of fine grained pelites and banded calc-silicates. The top 150 m of the sequence is typified by black shale and phyllite. The lower 50 m is typified by pink banded calc-silicate. The main molybdenite zone is located at and parallel to the pelite-calc-silicate contact. Down dip, the zone splits into two or three veins hosted by the calc-silicate rock suite and haloed by thin, steep dipping, stylolitic molybdenite veinlets.The deposit was discovered in 2008 by routine infill reverse circulation sampling conducted for the Mount Dore copper deposit. One hole penetrated below the main target Cu horizon and intersected visible molybdenite. During 2009 and 2010 a 50 × 50 m diamond drill pattern delineated a total mineral resource of 6.7 Mt @ 1.3 per cent Mo, 23g/t Re, 0.3 per cent Cu (mostly Indicated Mineral Resource with minor Inferred Mineral Resource). The resource has been estimated using ordinary kriging within grade domains. Access to the deposit has commenced via a decline and production through the nearby Osborne flotation concentrator (70 km south) is expected in 2012. All facilities and resources are fully owned and operated by Ivanhoe Australia Limited, a public listed company on the Australian and Toronto stock exchanges.

A study was made of zircon powders bonded with phosphoric acid or aluminium orthophosphate. The influence of strength of solution of the phosphatic binders on the modulus of rupture over a temperature range was investigated. Physical properties of three grades of zircon powder bonded with phosphatic binders were studied at various temperatures. Examination of x-ray diffraction data indicated that phosphates ofzirconia are preferentially formed to phosphates of silica. However, zircon in the presence of excess phosphoric acid also forms phosphates of silica upon heating.Resistance to attack by slags from blast and open hearth furnaces was determined on phosphate-bonded zircon mortars in a cup test with industrially made ladle bricks. Zircon powders bonded with phosphates proved to have high P.C.E. values. The first satisfactory results of a plant trial with phosphate-bonded zircon mortar, used in a steel ladle, are now being assessed in larger scale industrial tests prior to accepting the mortar as a steel plant refractory.

Brunswick Mine is one of the largest underground zinc/lead mines in Canada, producing 3.4 million tones of ore annually. As mining activities advance to deeper levels, ground pressure also becomes greater. To cope with the highly stressed ground, the mine has taken some strategic measures to ensure the targeted production level. Such measures include the implementation of a pastefill system and transferring the mining method from primary/secondary stoping to pillarless pyramid stoping. With the pillarless mining method, stope sizes become smaller and the number of active stopes is also less than before. In addition, mining sequence and cycle time have to be strictly followed according to production schedule. The blasting project described in this paper tackles one of the steps in the mining cycle aimed at shortening the blasting cycle time in a stope. Furthermore, this project was conducted and managed with the Six Sigma initiative in Noranda which was implemented in the fall of 1999. Like a typical process review, the blasting operation was examined by breaking it down into many steps that can be quantified and measured. Each activity was then correlated with different factors associated with blast design as well as blast operations underground. It was found that the utilisation of voids plays a key role in the blasting cycle time. With improved void utilisation ratio, blasting cycle time has been reduced from an average of 12 shifts to ten shifts per stope. This improvement translates into approximately 180 000 tonnes of ore being blasted without any increase in manpower. This paper presents the technical aspects of the study, as well as some operational issues and improvements made during the project.

The key skills for a competent geologist are observation, documentation, analytical thought and the ability to communicate. These attributes have served the geological world for the past two centuries since the field of geology was separated out from natural philosophy. The understanding of the structural setting, lithologies, alteration and 3D distribution of the target mineral species are essential precursors to resource evaluation and potential economic extraction. The advent of artificial intelligence and machine learning has matured to the point where observation by dedicated sensors and analysis by customised AI algorithms can replace manual processes and deliver credible results. In combination with analytical data such as assays, various sensors now collect physical properties of rocks which are used as proxies for mineral identification and rock mass classification. These sensors include X-ray and infra-red spectra, magnetic susceptibility, gravity/density, EH/pH measurements, conductivity, colourimetric readings, porosity, fracturing and fracture intensity. Analysis using machine learning techniques trained using known data sets can determine rock type classification, rock density, quantification of grade/quality attributes, mineral alteration, weathering and geotechnical attributes such as rock quality. This type of data relies on calibration and quality control of a variety of different types of electronic hardware. The resulting data is non-additive, has error ranges and will be suitable for consumption by fast AI methods providing probabilistic analysis. A second stage could include geometallurgical constraints to provide an ‘extractability index’, which is of more interest to miners than pure geotyping. Using resultant interpreted geological criteria, 3D domain models with spatial attributes will be built.

Prospectivity, the relative value of gold, investor confidence, general economic stability and legislation driven by public attitudes are seen as the major influences on the gold mining industry in New Zealand. Since the 1860s the gold mining industry in New Zealand has been subject to the complex interaction of these influences resulting in three successive boom and bust periods. The booms are related to periods of greatest potential economic growth. The busts are more strongly related to downturns in the economy and falling gold price. The influences may be expressed as trends over time. The role of gold has changed from being a currency base to that of a traded commodity. This change has caused price instability and rapid fluctuations in its value. Increased competing land uses, shifting public attitudes and legislative changes have added to the instability of the industry. Reaction against change is to be expected from the companies until new legislation is seen to be functioning efficiently. Other trends show that there has been a tendency towards reduced exploration and consolidation of active gold mining projects. The future consequences of this are likely to be felt both regionally and nationally as there will be no new discoveries to fill production voids which will develop as currently producing mines close. The review of New Zealand's resource use statutes is nearly complete. A period of legislative stability can now be expected. There are some positive signs that consents will be obtained much more quickly than under previous legislation, particularly by those companies which develop the skills to work with the system. The new regime is about consideration of impacts rather than specific activities. This, together with excellent prospectivity, bodes well for the identification of mineral resources in New Zealand.

"The availability of real-time data in any process control system is critical for effective management of that system. At MMG LXML Sepon Copper Operation in Lao PDR, controlling the copper grade of the feed to the leaching circuit is paramount for maximising both productivity and copper recovery. Since 2008, real-time analysis data has been available to the process engineers from the Geoscan on-belt analyser installed on the Copper Mill feed conveyor, and highly accurate results on copper grade have allowed the process engineers to strictly control blending to overcome the variability in plant feed grade. The availability of real-time analysis data is crucial, as effective sampling of this stream is both difficult and error-prone, being only a snapshot in time of highly variable ore stockpiles, as well as having significant laboratory turnaround delays. Periodic sampling is used to verify the Geoscan data as accurate. Since its installation, the copper result has been the most critical output of the Geoscan. In recent times, the process engineers have sought to utilise other results from the Geoscan to further improve and control the process. One measurement of particular interest involves the real-time measurement of calcium and magnesium as a gauge of ore feed gangue acid consumption. To satisfy this end, accurate measurement of calcium and magnesium is becoming increasingly more important and has been the subject of ongoing collaboration between Sepon and Scantech, the manufacturer of the Geoscan. Risk and dispute resolution are linked. Dispute resolution techniques are brought to bear on a dispute - which is an outcome of a risk being wholly or partially realised. There has been an increasing awareness by business of risk as a component of doing business. There is an accompanying awareness of the need to manage risk - including legal risk. Many companies have undertaken a systematic review of their potential risks and endeavoured to put in place systems to help to avoid or manage risks. A legal risk management program will not prevent disputes arising. However, such a program should prescribe how that dispute will be managed. The management of the dispute will involve consideration of the dispute resolution procedure to be adopted. The most appropriate processes will take into account the practical, personal and commercial considerations surrounding the dispute and be as efficient, cost-effective and user friendly as achievable in the circumstances for the benefit of all the parties. Carrying on business in South East Asia, whether as an explorer or a mining operator, brings additional considerations to bear in legal risk management and the dispute resolution process. A significantly different perspective is required due to the varying nature of the legal systems in many South East Asian jurisdictions. These jurisdictions often have relative uncertainty as to the law. This impacts on the dispute resolution processes and also raises further timing and cost issues. The authors contend that this is all the more reason to endeavour, as practically as possible, to adopt a legal risk management and dispute resolution profile which will provide business with the greatest prospects of maintaining control of the dispute resolution process. This presents a greater chance of a successful outcome to the dispute. In these times of increasing pressures on profitability because of low mineral prices, all costs of a minerals business are being reviewed. In such times, a significant legal dispute may have even greater potential to adversely impact on the companies concerned, together with the careers of the people involved. In this paper possible approaches to managing disputes and a case study a legal dispute in which Freehill Hollingdale and Page were involved are discussed. The dispute concerned an international mining company developing a gold mine in Indonesia and one of its contractors in Indonesia. Described is how that dispute was resolved. This achieved a very satisfactory result for the client - all things considered. Given the æadditionalÆ problems associated with ascertainment and enforcement of ærightsÆ in South East Asia, the longer the parties can retain control over their dispute the better off they will be. For this reason, the authors set out in this paper the main additional dispute resolution tools available - that are appropriate for use throughout South East Asia.

Reliable evaluation of in situ stress is an important phase in the analysis and design of underground excavations, particularly for evaluating the stability of underground structures to prevent failure or collapse. A technique for the estimation of the full stress tensor based on acoustic emission (the Kaiser effect) is being developed and trialed at the WA School of Mines. The result obtained compare well with the standard over-coring method. The advantages of the technique are that it is relatively cheap, non-time consuming and is applicable to in situ stress measurements at depth in remote regions.

The sustainable management of surface water associated with coal mining and coal seam gas projects is a considerable factor affecting the global competitiveness of these resource companies operating in Australia. Management of surface water can be costly, but effective water management and hence environmental stewardship enhances corporate social responsibility and the social license to operate. The surface water issues for the two industries are comparable, yet there is currently a lack of alignment between how Queensland, where the majority of AustraliaÆs coal seam gas projects are located, manages and regulates water on coal mine projects and coal seam gas projects.This paper provides a high level comparison of Queensland legislation and highlights the lack of alignment of this legislation regarding surface water management in these two industries. Through a case study, it looks at the surface water management process at a coal mine site based on the current legislation and principals of surface water management. QueenslandÆs lack of alignment in legislation regarding surface water management in these industries is understandable given the different development paths and time scales of the two industries. The coal mining industry has developed over a long period of time and the legislation has progressed in parallel, whereas, the coal seam gas industry is relatively new in Australia and the legislation has had to advance quickly. The lack of alignment between management of surface water for the two industries creates confusion among stakeholders and this adds complexity and additional transaction costs during the exploration, permitting and operational phases of projects, including landowners who may be affected.CITATION:Bennett, C, Coffison, E and Gibbs, M, 2013. Mining and tunnelling share many commonalities (eg confined working environments, excavation equipment and processes), but of significance is an overarching commitment to provide safe work conditions and environments. This includes reducing exposure to hazardous airborne contaminants such as dust and fumes, in particular Respirable Crystalline Silica (RCS) and Diesel Particulate Matter (DPM), with methods that are environmentally sustainable. In mining, wet methods are common to suppress airborne contaminants, however these methods are reliant on water availability, can be less effective for respirable dust, can have implications for environmental water contamination and can increase maintenance on mining equipment. In contrast, the use of dust scrubbers that provide filtration of airborne contaminants are well established in the tunnelling industry and frequently used to provide spot extraction (dust control at the source) and act often as a complement to the main ventilation system. This paper sought to learn more about the advancements in tunnelling that could be readily applied to mining to improve health outcomes. The paper includes a review of literature and legislation related to health and sustainability and interviews with three respected, and experienced managers from the global tunnel construction industry. It is from these interviews that the focus of the paper turns to Sydney’s WestConnex underground tunnel network and the success of stage 3A M4-M5 construction link. The findings position dust scrubbers as integral to the overall project success as they enabled a Tunnel Production Line (TPL), where multiple stages of construction could take place simultaneously by controlling high volumes of dust at the source. The findings also suggest efficiencies of using mobile scrubbers, both track mounted and hydraulic stepping systems, to accompany road headers and other equipment throughout the excavation process. The findings have transferable applications to underground mining processes in which workers are exposed to high volumes of dust (eg drill and blast) or situations in which dust control at the source, mobility and flexibility offer value (eg room and pillar mining).

Projects must be flexible to account for the rapid development of new technologies and changing stakeholder expectations. Coupled with calls for bleeding-edge solutions, customers, shareholders, and regulators demand robust, safe products and systems-of-systems. Developing and integrating these solutions is becoming increasingly complex and maintaining the flexibility required to ‘pivot’ to effective solutions can be a serious challenge. The necessary flexibility is fundamental to the Agile ethos, and this family of methodologies therefore offers a potential solution to this challenge (Beedle et al, 2001). These have traditionally been delivered with systems engineering applied through a Waterfall methodology. Agile Systems Engineering combines both approaches and presents a means to achieve these goals without compromising flexibility, quality or safety. A robust methodology for the application of Agile Systems Engineering is required to enhance practical outcomes and reduce risk for real-world mining projects.

Comparison between the independent predictions of one of the models and column leach test data reported by others confirms the potential. A comparatively new and very promIsmg field for applying cemented tungsten-carbides is in the mining and quarrying industries. The economic advantages of this unique engineering material over the conventional hollow drill steel, or steel detachable bits, have proven so great that the use of "hard metals" promises, in some instances, to revolutionise the drilling of all manner of minerals. Early in the war years the Germans realised the tremendous advantages cemented carbides offered for holing hard rocks, and they proceeded to develop detachable percussion bits to do this work, at the same time evolving fast, comparatively light-hitting driliing machines, especially designed to suit the mechanical properties of the carbide.Here in Australia also, it has appeared that the detachable percussion bit offers the greatest economic benefits to consumers, although the author is well aware that carbide-tipped drill rods have, and may continue to work out satisfactorily in certain mines and quarries.Most drilling equipment at present installed in Australia may be described as being of the heavy hard-hitting variety, so that the designer of an efficient percussion bit has to take special precautions to overcome the problem of fatigue, and to ensure that the inserts are securely mounted in the body with the minimum of internal stress in the carbide.

Samples weighing 0·5 g are decomposed with hydrofluoric and other acids. Most elements are extracted ftom the acid, aqueous solution by Alamine 336 (tricaprylyl tertiary amine) and thorium is determined in an aliquot taken from the aqueous phase by means of its reaction with arsenazo III. Concentrations down to 4 p.p,m. may be determined at a rate of 100 samples per man-day of 8 hr.

The plant and processing site at Porgera has been built on a levelled mudstone ridge about lkm E of the mine. Excavation of 7xl06m3 of soil and rock was necessary to achieve the required area. The exposed mudstone belongs to the Chico Formation and is weak, sheared and readily breaks down by slaking upon exposure. Tectonic uplift and subsequent erosion have produced the present landscape of narrow bedrock ridges, with deep colluvium in the incised valleys. The deep excavation to a maximum of 60m, has rapidly unloaded the mudstone, and subsequent stress relief has caused rebound and dilation of the material. The processes of pore pressure equilibration, softening, progressive failure and loosening, combine to deteriorate the newly exposed rock mass. Barrick Gold Corporation is proceeding with development of the Buzwagi Mine in the Lake Victoria Greenstone Belt District of Tanzania. The Buzwagi orebody occurs in the Nzega Shear zone within the Greenstone Belt and is hosted in a K-Feldspar rich granite in contact with mafic volcanic. The orebody presents 2.6 M ounces in 41 Mt of reserves, at 2.0 g/t. Over the ten year mine life, total material movement will be 261 Mt. The feasibility study was completed in 2006 and presented several technical challenges. Two principle challenges are grade control and the impact of dilution on the economic viability of the project. The principle challenges for grade control will be quality control and quality assurance in the sampling of the massive coarse grained granite, which comprises 70 per cent of the deposit. The principle challenge with dilution will be with the selective mining of the narrower mineralised zones contained within the mafic volcanics. This paper will focus on the mine planning methodology which has been applied including selective mine unit (SMU) and dilution estimation, net smelter revenue (NSR) calculation and the effects of cut-off grades to the project economics and mine schedule.

The mining industry continues to have major disasters (Bingham Canyon, Pike River, Upper Big Branch, Mount Polley and Samarco), which often have a devastating effect on the enterprise, in terms of personnel deaths and injuries, environmental destruction, and financial and reputational loss. These disasters are not imposed from outside the business or organisation, they are almost always a function of loss of control of the management of the organisation’s critical assets and processes that they contain or to which they are exposed.Asset integrity is discussed as an effective response to business risks in order to mitigate, control and recover from loss scenarios that could expose a mining operation to significant property damage and business interruption, or even total loss. Vital to this process is the identification and control of risks to critical assets. Components of a critical asset assurance program are presented for discussion.Formal risk assessment has a longer history in industries other than mining, eg petrochemical, nuclear, military, aviation and space industries. Risk assessment is a structured, proactive approach to understanding and improving risks, as opposed to a reactive ‘fix-it-when-it-breaks’ mentality. Risk assessment techniques were triggered by major public disasters, such as the Flixborough chemical plant disaster (1973), Three Mile Island nuclear plant event (1979) and others.Today, most industries see risk assessment as an inherent part of their business, but do mining sites capture business risks that are related to major loss scenarios, which could have a significant impact on the operation?Does your risk assessment process:- involve a team having the right skill set so that the discussion is both stimulated and technically sound?- use generic assessment when a site-specific assessment is needed?- fail to consider all possible outcomes, including maximum foreseeable loss (MFL)?- fail to identify all hazards and controls associated with a particular activity?- fail to monitor controls effectively?This paper addresses the issues identified by these questions and provides some direction for developing a risk management process where business risk associated with critical asset integrity is integrated with other business and safety and health risk processes to provide a robust method for managing your business.
