The Australasian Institute of Mining and Metallurgy brings together, voluntarily, people with a professional interest in the disciplines and skills which are employed in the mineral indus- try, and in relation to that industry. We come together because we have a mutual interest in improv- ing what is done by the mineral industry, in all its aspects. It is this sense of continuing improvement, of doing better, of doing as well as we can, as our knowledge and skills improve, that unites us in creating and fostering a professional association of like- minded people. We know from our professional training and experience that enormous progress has been made, at an ever-increasing rate, in the mineral industry, particularly in this Century. We know that the mineral industry has played a very major role in providing the means by which so many more people survive to live longer, healthier and more interesting lives, than ever before. Indeed together with the oil and gas industry, which is an integral part of the mineral industry but has achieved its own commercial dis- tinction, it is fair to claim that the mineral industry has played the major role in providing the means for the advancement of the human quality of life.

The conventional method of transporting mine tailings from a process plant to a tailings storage facility (TSF) is in the form of a low to medium density1 slurry, which can be pumped using centrifugal pumps. Over the past several decades, therefore, mine operators have generally adopted this default approach. There are, however, some convincing arguments why consideration should be given to thickening the tailings slurry to a higher density paste consistency. In particular, the minimisation of environmental impacts, the reduction in water consumption and the cost savings relating to TSF closure make paste an attractive option for the life of mine tailings disposal. There are several environmental impacts that are associated with a conventional slurry TSF, such as land sterilisation, aesthetics, dust, seepage and acid mine drainage. Some of these impacts, such as dusting, may be difficult to mitigate while the TSF is in operation. Others can be influenced by adjustments made to the tailings slurry density at the plant. Unplanned fluctuations in slurry density and/or viscosity can have a significant influence on TSF performance and can exacerbate the environmental impacts relating to the facility. Relatively minor changes in the solids content of the slurry can affect tailings beaching behaviour, degree of segregation, position of the phreatic surface, amount of freeboard, consolidation behaviour, placed (settled) density (and hence TSF capacity) and in situ strength of the tailings. Paste is a non segregating slurry and many of these effects can be minimised at the TSF when the tailings slurry is thickened to a paste. These improvements are manifested by reduced seepage, flexibility in selecting an appropriate final landform, ability to rehabilitate progressively and reductions in plant water usage. It is possible to minimise environmental impacts of a TSF through the use of tailings paste. Ideally the paste production plant should be part of the initial design of the process plant. However, significant benefits can be gained by adding a paste production plant at some time later in the operational life of the mine to reduce environmental impacts and facilitate an environmentally acceptable TSF closure.

Any project carries a number of challenges and risks. Inappropriate design, poor project management, time, industrial disputation and capital over runs are all areas which can impact on a project cash flows and return on investment. In the resource Industry you have the added complexity and risk of geology which is difficult to predict and sometimes unforgiving. The Dartbrook Mine was designed and constructed as a high output longwall mine and has overcome a number of hurdles to produce over 2.3 million tonnes for the first year of operation. A number of problems were encountered during construction which resulted in the inseam development being delayed for six months. Dartbrook people have demonstrated they can manage adversity and produce world class results. The mine has been through a very steep learning curve during 1997 and with this experience behind the mine is now producing at an annualised rate of 3.4 MTPA.

This paper addresses project commissioning, that is, activities that culminate in the transfer of a project from the construction phase to routine plant operation. These activities should be initiated early in the engineering and design phase to ensure that the plant design is operator friendly and that construction is scheduled such that pre-operational testing and hand over to the owner occurs in a timely and cost-effective manner. For the purposes of this paper, commissioning includes all activities related to pre-operational testing, no-load testing, water commissioning, and ore commissioning. That is, all activities from construction completion to practical completion of the prime contract. This process is facilitated in numerous ways dependent on the nature of the project prime contract and the size of the project. For small lump sum projects, the contractor's responsibility may include all phases of commissioning to practical completion, whereas, a managing contractor on a complex multi-contract project may only be required to bring the project to mechanical completion and hand over to the owner for ore commissioning. Irrespective of the responsibilities, commissioning programs require careful planning, effective communication and detailed reporting. Unsuccessful

Indonesia has the largest coal reserves in the south-east Asian region. According to estimates from the World Energy Confer- ence, it has reserves of 18 billion mt lignite, 4.4 billion mt sub-bituminous coal and 774 million mt bituminous coal (Wyllie,1988). In recent years, substitution of coal for oil in power plants has been the goal of the Indonesian government since proven deposits of coal are about five times as large as national hydrocarbon reserves and most of Indonesia's power stations are still oil fired. Recently a coal fired power plant has been built in Java Barat, which will have a full capacity of about 3000 MW. It is intended to supply coal for this power plant from Bukit Asam mining area (South Sumatra). Coals from Bukit Asam - which are of the lignite or brown coal type - usually contain considerable moisture . It should be noted that reference to moisture in coal pertains to the total moisture content. This is comprised of what is commonly termed as equilibrium moisture and surface moisture. Surface moisture typically affects combustion process as well as pulveriser performance since it possibly influences the relative ease with which coal may be ground. In practice, the surface moisture produces agglomeration of the fines in the pulverising zone and reduces pulveriser drying capacity because of the inability to remove the fines as quickly as they are produced. This agglomeration has also the same effect as coarse coal during the combustion process because the surface area available for the chemical reaction is reduced, hence the combustion efficiency is also reduced. The influence of the moisture of some coals on their grindability (Hardgrove Grindability Index) has been previously correlated by several authors; some of them will be mentioned later. Those correlations, however, could not be immediately applied to any coal since it is still believed that there are other factors which influence the grindability of the coal, such as type and rank of the coal. The relationship between coal moisture content and its grindability has been investigated by Ellmann and Belter (1955). It was found that, for North Dakota lignites, the grindability varied as the moisture content changed. In Britain, Fitton, Hughes and Hurley (1957) stated that, for Bilsthorpe coal, over a wide range of free moisture content (from air-dried to about 30 per cent moisture), the Hardgrove Grindability Index (HGI) remains virtually unchanged. In addition to that, it was suggested that it would be slightly advantageous to dry the coal below its air-dried moisture content (at temperature ¦ 100¦C) to increase the ease with which coal could be ground, especially for low-volatile coal and high-volatile non-caking coal. Furthermore, it was also concluded that a broad relationship appeared between coal rank and Grindability.

This paper details a proposal for integrating the use of the Pilbara Iron Ore Classification (PIOC) and stratigraphic data for fine tuning blast. pattern design on Mt Whaleback. The main thrust of the proposal is based on the assertion from Haqan and Harries (1979) that rock properties influence blasting results more than explosive properties. This premise is supported by a literature search, which indicated that blasthole burden, spacing, stemming and subdepth lengths are also determined by rock properties if the same explosive and blasthole diameters are used. A brief explanation of the PIOC is provided during which it is noted that the classification is based on physical hardness, mineralogical and genetic characteristics of the ore. The classification also extends to the two main waste rock types LBIF (banded iron-formation) and shale]. Ore type plans produced from face mapping indicate that many areas on Mt Whaleback can be divided into various PIOC zones and regions thus making it more useful in blast pattern design. Several recommendations for blast pattern design experimentation are made for hard, medium and soft ores as well as for the waste rocks, the most important being the use of expanded patterns to blast. soft BIF and medium hard to soft shales.

Coal pillar design has been based on generalised formulae of the strength of the coal in a pillar and experience in localised situations. Stress measurements above and in coal pillars indicate that the actual strength and deformation of pillars varies much more than predicted by formulae. This variation is due to failure of strata surrounding coal. The pillar strength and deformation of the adjacent roadways is a function of failure in the coal and the strata about the coal. When the pillar is viewed as a system in which failure also occurs in the strata, rather than the coal only, the wide range of pillar strength characteristics found in the UK, USA, South Africa, Australia, China, Japan and other countries are simply variations due to different strata-coal combinations and not different coal strengths.This paper presents the measured range of pillar strength characteristics and explains the reasons. Methods to design pillar layouts with regard to the potential strength variations due to the strata strength characteristics surrounding the seam are Presented.

This paper describes a technique to predict achievable head grades and likely variances from target grade for the Shovelanna Iron Ore Project, in the Pilbara region of Western Australia. The block model from which the production schedule is produced was created from a wide spaced drilling program and was classified as an Inferred Resource under the JORC Code. Ideally, production schedules and target grades would be determined using a combination of Proved and Probable reserves. However sometimes it is necessary to consider the requirements of potential off-take parties who have specific grade tolerances. A technique is needed to simulate mining sequences and grade variations early in the planning process, using an æexplorationÆ block model rather than the normal æminingÆ block model. Marketing contracts require examination whether the target grade {Fe, P, SiO2, Al2O3 can be kept constant, or must be revised during the life of the mine. A model (written in ExcelÖ using Visual Basic macros) develops a feasible, close to optimal, mine plan from block model data. Cut-off grades for minable ore are chosen. The model evaluates ore tonnage, grade and stripping ratio against depth. Outputs at this stage include plots of slices through the orebody, at nominated x, y and z coordinates, showing ore grade, waste, drill hole locations and topography. The model then searches for a feasible satisfactory mine plan. The initial grade target is the average for the identified ore blocks. The available block list (ABL) at any time is the set of ore blocks, any one of which can be mined without removing any other ore block. The entire initial ABL has an unacceptably large ætotal grade stressÆ, defined as [(Grade-Target)/Tolerance]2, summed over the four relevant minerals {Fe, P, SiO2, Al2O3}. The model trims the ABL, removing the block most harming the total stress. Trimming is repeated until the total grade stress reduces to an acceptable level. The trimmed ABL defines the first mine campaign. Removing the trimmed block set, a second ABL is exposed, which is again trimmed and mined. The process is automatic: a few seconds computation provides a complete mine plan. Re-running the model with adjusted grade limits quickly shows whether a uniform target can be achieved or whether the target must be modified during the mine life.

Recoverable copper and gold estimates for resource models and ore control routing decisions at Batu Hijau were initially based on flotation testwork from several commercial laboratories. Due to the greater number of copper and gold assay grade available, regression relationships were developed between assay grades and flotation recoveries. Other recovery controlling variables such as oxidation and lithology were included to improve the regression models. With additional drilling, more flotation work was carried out and the regression models were revised to include the new flotation data, also alteration classification and in situ pH. The regression models were replaced in favour of spatially derived models for ore control and short range mine planning. To harness local variability in the block model, blast hole flotation testing is carried out in unison with routine grade assaying. Recovery data are processed (kriged) simultaneously with grade assay data prior to ore polygon delineation. Short range mine planning utilises this model in conjunction with a spatial recovery model derived from drill core flotation data. Long range mine planning utilises the æhybridÆ recovery model whereby the globally robust regression recovery models are overprinted by a spatial (kriged) recovery estimate where flotation data density is adequate (Phase II reserve).

In recent years there have been a number of excellent towns built for mining communities in remote parts of Australia. Planning has been thorough, and very large capital expenditures have been made by companies to provide high standards of accommodation, services and amenities. But so often the phrase 'company town' comes to be applied, expressing the frustrations of the residents, working for a single employer who dominates their lives, and of the company, which would prefer not to have to build and operate a town. The much-vaunted early success of some iron ore, bauxite and coal projects has led to a belief that the success of all mining projects is assured. Those holding this belief ignore the vagaries of mineral deposits and of markets, and the need to amortise large high-risk capital expenditures, much of which is spent on social and industrial infrastruc- ture. A mining joint venture presents a real management challenge to achieve harmony with the other participants in the successful development and operation of a mine. This can best be facilitated by a detailed agreement and guided by a set of joint venture principles which recognise the differences of the interests of the parties and seek to establish sound business and personal principles by which differences not anticipated in the agreement might be resolved. The major and minor co-venturers can and do present potential difficulties to one another. This paper, one of the pair in the joint venture panel discussion session, predominately presents the minor's viewpoint. Usually commercial matters such as project finance, areas of interest, divestment, pre-emptive rights and decision-making can be adequately covered in the agreement. However, when the parties disagree and have difficulty in resolving their differences, the joint venture principles should be used to advantage to resolve relationship difficulties.

The Illawarra Branch of the Australasian Institute of Mining and Metallurgy over recent years has established an enviable reputation for organising and conducting conferences, colloquia and symposia. And this Symposium must surely enhance that reputation. The subject of the Symposium, Seam Gas Drainage has become a matter of great import- ance to the Australian Coal Industry in a comparatively short time. Our short experience being due to our operations, until recent times anyway, not being unduly affected by gas. The Australian Industry, by virtue of its mines getting deeper and higher rates of extraction being required is now encountering the difficulties with gas which have for so long been part of the coal mining scene in many other countries. Because these gas emissions affect our working conditions by way of creating hazards and affect our production by way of bringing about cessation of operations from time to time this Symposium must be regarded as being very timely out here. I must congratulate the Branch Committee on the general set,yp :o.f the programme of papers. The classification of papers into four groups and the sequence in which the papers were presented provided an excellent flow through from introduction to finality. It is not my intention to further discuss individual papers - already they have been well discussed in this forum and as I understand it outside in the early hours of the morning,

The Broken Hill Proprietary Company Limited (BHP) has been successfully using mini computers in its open cut strip and pit coal planning for the past six years. A recent development within the computerised Seam deposit User oriented Mine Planning System (SUMPS) provides the facility for the generation, evaluation, and simulation of colliery workings.Existing computer programs for collieries were studied, but none met the requirements of BHP's underground mine planners.Consequently, it was decided to develop programs, based on those existing within BHP for open cut strip and open cut pit mine planning. The new planning facility was designed to enable any number of proposed colliery developments and operating plans to be evaluated against optimistic, most likely and pessimistic geological lease area interpretations.In mine planning, sensitivity studies should be conducted to determine the likely effects on production, development costs and colliery economics of changes in mine design and budgeted equipment productivity. By automating the manual calculations involved, the computer programs provide the ability to conduct numerous and extensive sensitivity studies. Hence an optimum mine design for budgeting purposes can be derived quickly with an improved degree of confidence in the long term viability of the proposed development.

When a joint venture is established between a major and a minor, the co-venturers often have a number of divergent interests; the major may have put up significantly more capital into the project and will want to protect its investement; the major may have more financial resources and be more readily to commit capital to the project; the major may have more technical resources and expertise to provide to the project; the major may have other competing demands for its capital; the minor may be relying on rapid development of the project as its sole source of cash flow. Successful joint ventures arise when the co-venturers understand each others' interests and attempt to satisfy these interests. This could be achived by having a clear process and timetable for development of the project coupled with clear rules for distribution of income, the commitment of capital to the project and the provision of inter-company services. If divergent interests are either regulated clearly or eliminated, both co-venturers are more likely to seek common objectives in the joint venture with less scope for conflict. This paper, written from the perspective of a major, examines means of establishing successful joint ventures between majors and minors.

' However, occurrences in caic schist have not-been characterised by the same degree of continuity or frequency as the innumerable lode formations in- the more -favourable quartz dolerite, ' and there has been a tendencyAo regard,them as isolated and discontinuous ore bearing structures, occurring only under very special-- conditions. It is not intended-:to describe the whole' range of caic schist ore occurrences in this paper, but only major controlling structures, whose penetration therein has been definitely established, and in which an appreciable .amount.of,_ore.has, been and is still being. found.. . The northern Bowen Basin has a very large resource of coalseam methane gas-in-place - 136 TCF(7ohnson and White, 1988). The gas is pipeline quality, being 98-99 per cent methane with traces of carbon dioxide and higher hydrocarbons. The largest resource of natural gas within the coalseams of the northern Bowen Basin is contained in the Moranbah Coal Measures (75 per cent). The next most important resource is in the combined upper Fort Cooper (16 per cent) and Rangal (nine per cent) Coal Measures. The far northern parts of the basin have low gas contents due to the combined effects of limited extent of the coal measures, shallow depth and low rank. Reserves per well are more than double that of the best coalseam methane wells in any basin in the United States. In some areas of the Moranbah Coal Measures, the gas-in-place estimates exceed 225 million cubic metres per well (80-acre spacing). A distinction is made between resource base, as determined from this basin assessment, and the deliverability potential. Parameters used to estimate gas-in-place (coal area, thickness, density, rank and depth) can be adequately extrapolated from areas of high- to low- data density. Parameters affecting methane production (permeability, gas depletion factor and critical desorption pressure) cannot be generalised. Exploration and development programs must rapidly develop a predictive capability for these factors, on a local scale, through geological modelling and confirmation drilling.

The Luzon arc extends for about 900 km from Taiwan to the island of Mindoro (central Philippines); in this area late Tertiary to Recent volcanism is considered to be the result of eastward subduction along the Manila Trench. The arc is composed of five segments, all of which have individual characteristics with respect to tectonic setting and magma chemistry (Defant et al., 1989). From the north to the south these are (Fig. 1): (1) the eastern Coast Ranges of Taiwan and the islands Lan-Hsu and Lu-Tao (Taiwan Segment), (2) the islands off the north coast of Luzon (Babuyan Segment), (3) the Northern Luzon Segment, (4) the Bataan Segment, and (5) the Mindoro Segment. Defant et al. (1988) suggest that the Bataan and Mindoro segments of the arc, both of which are characterized by different isotopic compositions and levels of large ion lithophile element (LILE) enrichment in the lavas, are separated by a 'pull-apart' zone, the Macolod Corridor.We are currently studying the mineralogy and petrochemistry of Late-Miocene to Pliocene volcanism in the Northern Luzon Segment (NLS), which comprises the geographic area of the Cordillera Central. This area has so far received limited attention, inspite of its wealth of porphyry copper, skarn and epithermal gold deposits. In this contribution we report the first results of our study of igneous rocks from the Mankayan Mineral District (MMD) which is located in the centre of the arc segment under consideration.

The media in Australia is currently rife with articles and pronouncements on global warming as the most significant crisis of our time, which may æthreaten the future of civilisation as we know itÆ. This has been recently reinforced by release of Al GoreÆs film æAn Inconvenient TruthÆ, and one would be led to believe that the science of global warming is settled. And yet there is a strong body of literature disputing this apparent consensus which suggests that care should be exercised in introducing radical policies to solve a crisis which may not be real. Such policies would have a major impact on those in professions such as engineering (project approvals and design to minimise greenhouse gas emissions), accounting (carbon tax issues) and the law (corporate disputes on greenhouse gas issues are already in train in the USA). This paper addresses the hysteria apparent in the climate change debate by presenting factual evidence relating to climate change and the current phase of mild global warming. Some of the more extreme statements on future impacts are repudiated with published data, and alternatives to the purported role of fossil fuels in temperature change are offered. The potential impact of political decisions on professional activity is discussed, as are the implications of a possible future reversal of the scientific consensus, as has occurred in the past. The paper concludes with a call for the professions to exercise their Learned Society role to ensure that a rational and public debate is held on the broad issue of climate change.

Elimination of zinc by the reduction of iron works dusts is examined. The process consists of blending, filtration, drying, balling, preheating and reduction in the rotary kiln. Dust slurries and dry dusts are mixed and stored in slurry basins and the blended slurry is filtered. In the balling process it is important to make green pellets which will withstand Thermal shock in the preheater and rotary kiln. Preheating to about 2000C is preferred to ensure effective use of coke fines in the blast furnace dust. The coke retained in the pellets accelerates the reduction rate. However, at the initial stage of the reduction the pellets become weakened and have to be heated slowly to prevent ring formation. In order to ensure zinc vaporization, pellets should be heated to a temperature of 1100-11500C in the kiln with injection of l ignite fines from the discharge end. Pellets having a degree of metallization of more than 90% and containing less than 0. 1% zinc have been obtained using a test kiln. The final pellet product is intended for use as blast furnace feed. A new plant with a capacity of 20, 000 tonne of dust per month is now under construct- ion and will be in operation next year.

The relationship between the maceral composition of coal and the strength of the coke produced from that coal has received a great deal of attention in recent years. Studies using two Bulli Seam coals, and blends of Bulli and Wongawilli Seam coals, from the Illawarra Measures of the Southern Coalfield of New South Wales were carried out. The optimum range of vitrinite was found to lie between 45% and 60% (mineral matter free). Above and below this vitrinite range coke strength deteriorated. I Coke strength indices increased with rank and the optimum vitrinite content increased with an increase in rank. These changes will require confirmation as trends by testing a third level of rank. It was noted that vitrinite content decreased with an increase in the specific gravity of separation of the coal. . T Use of- petrographic analyses will increase confidence in choosing coals for coking, provided the coals are well known. Such analyses offer the possibility of greater flexibility in coal purchases and the possibility of producing a marketable blend from coals, which have limited market potential. Critical base coals for blends can be conserved. Significantly more work is required before coal reserves can be utilised to optimum advantage. This work would require extension of-the studies discussed in this paper and, in particular, the testing of a wider range of rank.
