Over the past 18 months the De Beers Consolidated Mines Ltd operations have made a concerted effort to move away from using the traditional shock tube initiating systems. These systems are being systematically replaced by the use of electronic delay detonators (EDD). Various trials were conducted in both host rock and kimberlite rock masses to improve tunnel advance as well as to optimise delay timing during trough openings (Ngoma et al, 1999; Mohle, 1999; Baltus, 2000). The high cost of EDDÆs, when compared with traditional initiation systems, led to a number of detailed studies being conducted on the mines where EDDÆs were being used. These studies aimed to quantify the additional benefits when blasting with electronic detonators. The studies showed that the change was justified on the basis of increased quality control and reliability gained through the use of EDDÆs. However, these benefits attract other related benefits, like fragmentation control, and backbreak reductions. When compared to the shock tube initiating systems the increased development face advance and the reduction of oversize during production blasting using EDDs, compared favourably to the less costly systems. As blasting engineers gained experience and confidence in the use of the system bigger blasts were initiated in mass under-cut blasts and slot raise development, by using multiple hole firing and second delay periods between holes. In the open pit and sublevel open stope mining methods the control of the fragmentation distribution and the effect of the mass of explosive detonated during a blast is detrimental to the loading and hauling production rates and the stability of the rock mass behind the blast. With a stable rock mass the bench cutting can be executed to establish steeper overall slope angles leading to large cost savings due to a reduction in waste stripping. It is the purpose of this paper to indicate through quantification that the use of the EDDs as an initiating system improves all-round blasting performances and assists in meeting customer requirements. The mining industry has had lengthy experience with risk management involving technological situations imposing risks to people and property. In such situations the relevant parameters can be fairly well defined, the outcomes can be broadly predicted and probabilities of these can be estimated. Accordingly quantitative risk assessment can be applied. In recent years there has been increased emphasis in risk management on a broader set of potential consequences. These include potential impacts on the flora and fauna of ecosystems. These are typically poorly understood and this is especially true in Australia where the vast size of the continent and sparse population make gathering a comprehensive data base on biological resources a difficult task. The resulting scientific uncertainty and ignorance regarding the potential for serious or irreversible harm to the environment mean not only that quantitative risk analysis techniques are not appropriate, but also that the precautionary principle (PP) needs to be applied as a complement to qualitative ecological risk analysis. The potential for significant impacts is particularly high in Australian ecosystems. These comprise one of the 12 æmegadiverseÆ regions of the world in terms of biodiversity and, hence, have global significance. Moving from risk management to application of the PP by the mining industry provides a significant challenge. Application of the PP has no clear guidelines to follow and, to-date, has been highly unpredictable. However, there is much to be gained for industry in embracing this challenge and taking a pro-active approach in exploring methods that will provide for clearer guidelines and hence more certainty in outcomes of environmental management decisions involving precaution. As well, there could be considerable other advantages for the mining industry in terms of reputation assurance, community acceptance and greater certainty in terms of access to resources.

Just as Australia is part of the Pacific Rim, so the Pacific Rim should be viewed as part of the whole world. That applies in particular to that scarce commodity û money. There are five main factors of production in any mining development û mineralisation, materials, manpower, management and money. LetÆs focus on the upstream input û mineralisation, and the downstream input û money, especially in the area of communications. Unknown to many, the Competent Person reporting on Mineral Resources and Mineral Reserves has a direct and unavoidable impact on the companyÆs financial statements û the profit and loss account and balance sheet. With respect to reporting of the major asset of most mining companies û the resources/reserves û investors are getting a better deal now than at any time in memory as regards flow and adequacy of information. Australia has been a world leader in this regard. The outlook is for even more informative and useful reporting. The more rigorous reporting requirements for Exploration Results and Mineral Resources/Reserves, which have become a worldwide phenomenon over the last five years, will continue. This will be positive for the mining industry as a whole and for Australia in particular. However competition for the scarce investment dollar will also increase. Put simply, mining has many competitors, unconnected with mining, for the capture of the investment dollar. It behoves all participants to recognise that there are three investment factors which influence strongly the willingness of investors to put money into mining. These are Confidence, Credibility and Consistency. AustraliaÆs investment image stands high in these three respects, but the competition will continue to grow. AustraliaÆs lead must be maintained. However, some investment decisions should not necessarily be based on fundamental, quantifiable facors. Some of these are outlined.

Traditional methods of resource modelling and mine planning rely upon geostatistical methods applied to exploration drill core data to derive a three dimensional model of the distribution of metal grades, quantised into rectangular prisms or blocks. The resulting block model is a primary input into short, medium and long term mine planning. However, block attributes are averaged or interpolated over a complete block, meaning that information at smaller scales is lost to the mine planning process. Grade engineering for new mining methods, such as the development of more accurately controlled blast designs, continuous miners for hard rock and sensors for rock properties that can be distributed along the operations process and value chain, allows excavation to be much more selective than traditional blasting, and provides data for driving earlier separation of waste from ore. This selectivity can be optimised if the resolution of resource models can match or exceed the spatial resolution of selective mining technologies. Opportunities for selective mining increase as a deposit becomes more heterogeneous. This leads to an interest in methods for estimating the distribution and characteristics of mineral heterogeneity within the ore-body. In the Renison Bell area of western Tas mania, a series of Lower Cambrian quartzites, shales, carbonate beds ("dolomites"), cong- lomerates, tuffs and argillites have been folded into a broad monocline whose general strike is NW-SE, plunging slightly north and dipping NE. The downwarped eastern side of the monocline is disrupted by a steep (50-800) east dipping normal fault, known as the Bassett Structure, whose throw is in excess of 500 m. A series of flat north dipping normal faults, each with a throw of approximately 50 m, further disrupts the sequence. All major faulting was pre-mineralization. A cassiterite- bearing Devonian quartz porphyry body intrudes this Cambrian sequence 2 km south of the currently operating mine. Of economic importance is the presence of three carbonate beds in the sequence. These carbonates consist of a mixture of calcite, dolomite and siderite. The No. 1 (youngest) and No. 2 carbonate beds are each approximately 15 m thick and are separated by 20 m of hematitic conglomerates and tuffs. The No. 3 (oldest) carbonate bed is approximately 5 m thick and is separated from the No. 2 horizon by 50 m of dark grey, finely laminated shales and quart- zites. Project evaluation is completed through individual studies covering technical and financial aspects of the mine to market. These studies are completed at various levels of detail depending on where the project evaluation is in the projectÆs life cycle. The competency of the studies varies in relation to the quality of data, level of the skills employed, control, management and reporting structure. The focus of this paper is managing elements of the study, looking at the cost of opportunity to influence the project, against the value added. Selection of the study manager and study teams is central to getting an integrated project evaluation addressing the correct issues completed on time. Retention of key personnel can reduce rework which, in turn, can reduce time and cost impacts. It is important to have a work breakdown structure at the outset so that the study teams have a common numbering and naming system that will integrate areas, equipment, budgets estimates and accounts. Having set up the evaluation groups and provided training in the study procedures, understanding the scope and schedule are vital elements in producing a project evaluation that addresses the opportunities and the risks of the final project. Arriving at an accurate capital budget requires integration of the research controlled through common systems. Project evaluation process must also address how the project is to be delivered.

æZero waste steel making productionÆ has already been the subject of several studies and also the successful result of some companies. Regarding waste and by-products, slags are the largest in terms of weight, although among the least hazardous. All steelmakers around the world are presently looking into profitable solutions, according to their local conditions: environment constraints, available markets, and mode of operation. Today the major technical methods of slag value capture include different levels of magnetic separation and screening to remove entrained steel, for production of aggregate in civil works. A survey of different retrieval processes shows that pyrometallurgical processing of steelmaking slags will increase the recovery ratio of iron and other metals. In the process, the remaining part of the material, a mixture of metallic oxides, can be easily transformed into hydraulic binder such as cement. Can steelmakers consider the slag as a co-product, and not only a waste or by-product? The ability of pyrometallurgical processes to treat other wastes and by-products generated in the steelplant is an opportunity for the steelmakers to reach the æzero waste productionÆ status. A technical survey of the experiences and possible solutions of pyrometallurgical processing is presented as well as technical descriptions of technological, economical and profitability analysis in relation with foreseeable markets.

One of the current challenges for iron ore producers is the ability to respond to changes in ROM stockpile specifications in a quick and cost-efficient manner. The decision-making process to respond to such changes is normally associated with grade-control and short-term mine planning activities, from where new operating instructions to the mine are provided. Mines are under increasing pressure from changes in the industry, such as a scarcity of skilled staff; a higher turnover of skilled employees and tighter product specifications. The quality of operational activities easily suffers as a result of these pressures. The technology that supports operational activities is often poorly implemented, which results in systems being unsustainable and poorly understood by the organisation. All successful technology implementations rely on the people, processes and technologies involved being well understood. Because of the complex nature of mining, the processes that underpin mine planning, scheduling and operational control are often not well defined. This results in activities undertaken by individual departments being poorly integrated. Datamine has developed a set of tools and methods for decomposing; capturing and documenting processes and ensuring those are embodied in implemented solutions. A case study of such a solution is the GEROS planning system, which has been successfully implemented at CVRDÆs Southern Iron Ore System, in Minas Gerais, Brazil.

A mathematical model has been developed for intense pneumatic smelting processes, such as the Sirosmelt group of processes, to assist in establishing optimum process conditions and to permit operator training. The model first solicits input operating conditions from disk files and from the operator. During operation, the feed, fuel, and air (or oxygen) rates are automatically adjusted to maintain the desired process targets. Alternatively, these parameters, as with all other inputs, may be manually controlled by the operator. Selected process parameters are displayed to the terminal in a regularly updated diagram of the process,. Outputs of detailed information including heat and mass balances are available for immediate inspection or for use by ancillary plotting packages. Development of a robust free energy minimization routine has led to a flexible and time efficent model capable of handling a range of pyrometallurical systems. Modelling of tin smelting, lead smelting, copper smelting, matte fuming, and pneumatic steel-making has been sucessfully carried out. Typical outputs from the model are given and discussed in terms of their internal consistency and relationship to the operation of the relevant Sirosmelt process. `

There is a link between the requirements of society and the determination of curricula in tertiary educational institutions. Mineral resources exploration provides a strong example of this link. The resources exploration business engages in scientific, engineering, commercial and management activities in an endeavour to discover economically extractable commodities. Most geoscience and geotechnical graduates are employed by the mineral industry for resource exploration and development. This industry comprises a wide range of employer groups which include the Bureau of Mineral Resources, CSIRO, energy authorities, State geological surveys, State water commissions and private companies. Such employers are variously charged with the task of understanding and utilising earth resources to the benefit of society. It follows therefore, that undergraduate education and post-graduate specialization should be directed towards meeting the needs of employer groups in the geoscientific and geotechnical fields. In the past the training of most Australian geologists has emphasised classical science. This type of training remains of primary importance in the early undergraduate years but there is a need for modern educators to recognise the increased desirability for the inclusion of geotechnical subjects in the curriculum. This paper presents recent case study data collected by field portable x-ray fluorescence spectrum analysers (FPXRF) as part of grade control activities at three separate (nickel, copper and copper/gold) mining operations. FPXRF has been under utilised for grade control in recent years, largely because the success of early versions of FPXRF was limited to a few metals (eg tin). Efforts to utilise these early versions for other metals was largely unsuccessful and created a perception that FPXRF could not be utilised more broadly within the mining sector and specifically the area of grade control. The structural setting of the analytical function within mining operations has also contributed to the under utilisation of more recent FPXRF instrumentation. The concept of FPXRF as a grade control tool straddles the boundaries of the geology and laboratory departments. As such, this option is often not considered as part of an assessment of grade control procedures for new and existing mining operations. This paper assesses data collected by Australian and New Caledonian miners using FPXRF technology as part of the grade control function and concludes that FPXRF can provide operational and cost benefits to certain mining operations.

The legislative operating environment, or the mineral regime, that a country has to offer is one of the key determinants that a company wanting to invest in an area takes into account in formulating its investment decision. The New Zealand Government recognises this and the importance of getting the regime right in order to provide for continuing investment in mineral exploration and mining in New Zealand. In recent years, the Government has given considerable attention to developing legislation which provides for investment to take place; for those making the investments to have a stable, fair and open investment environment with government intervention only when considered absolutely necessary because other approaches are not working; and for the people of New Zealand to know that investment must meet acceptable health and safety standards and have acceptable impact on the environment. Also of key importance is having a clearly defined mining regime which includes rules on how to obtain a permit and rules in respect of ongoing permit compliance, rights to develop a mineral resource and permit conditions (in particular, the royalty regime). In New Zealand, these matters will all be addressed in what are referred to as "minerals programmes".

The Dongshan terrane was first recognized in 1984 (Guo,et al., 1984, 1989) as an old continental crust block of migmatized granitic gneiss in the Southeast Coastal Hercynian-Indosinian orogen, and it was thought to have occured on Dongshan Island, which has an area of less than 100 km? Recent research work has shed much light on the geology of the Dongshan terrane.The Dongshan terrane is approximately 40-50 km wide and 380 km long, trending NE. It runs from the region of the mouth of the Ming River through Putian and Huian Counties, Amoy and Dongshan island of Fujian Province to Nanao island of Guangdong Province, bordering the southern segment of the coastal region and coastal islands of Fujian and eastern tip of Guangdong Province. The Dongshan terrane is divided from the Zhejian-Fujian Mesozoic Volcanic Mountain Chains by the Changle-Shaoan fractural zone, and its eastern boundary is covered under water in the Taiwan Straits.

Australian mining practice operates at the forefront of technology. In recent times Australian designers, contractors and operators have shown many examples of technical "entrepreneurship" in solving geological mining and metallurgical problems. Developments have occurred in the fields of equipment, processing, operating techniques and training which have relevance to the mining industry in other countries. Our mineral exports play a key role in main- taining the viability of the Australian economy. Although the export potential of our specialised equipment and technology is at a much lower level it is a growth area. The export of our mining technology can continue to be basically the result of individual efforts but the question of whether it would be war- ranted and desirable, to establish a coordinating structure should be examined. Existing and new initiatives by the Federal Government indi- cate the Government's interest in the export of technology. The mining industry should take a proactive role formulating policy and programs within its technical jurisdiction.

To obtain cost-efficient financing by way of securing an optimal credit rating, the operating and market risks of a single-asset mining project should be accommodated in the financial structure. Weak financing structures can cause projects to fail, as evidenced by the Murrin Murrin and Bulong examples; these can be compared to the investment-grade structure of Straits (Nifty), which managed operational, market, and financing risks well. Most mining projects are capital-intensive, and have heavy dependency on debt financing. A weak financial structure may result in the early failure of an otherwise sound and economically viable project. Appropriate management of technology, construction, and management risks generally will get a project built; of the project failures that occur, most are caused by a liquidity crisis as the project goes through ramp-up (the transition period between completion of construction and full operation). A projectÆs viability can be enhanced through sound hedging practices, while poor hedging can increase the likelihood of financial default.

Over the last 15 years the contract mining concept has developed into an integral part of the Australian mining industry. Today it is a $2 billion per annum industry with the potential to continue to grow at a rate of between ten and 20 per cent. Australian contract miners have also exported the concept overseas where growth prospects are unlimited. The industry today is at a cross-road where both contractors and mine owners must consider the current state of the contract mining industry and where it is heading. To look at the present and the future, it is necessary to look back at the history of contract mining and why it has developed. Current industry concerns can then be summarised and the areas that need to be considered to enable the industry to prosper, reviewed. The ultimate goal is to reach solutions with benefits to both the mining companies and the contractors.

The blasting of the 2190_6095 stope at Kimberley Nickel MineÆs Sally Malay operation in Western Australia is an example of what can be achieved with electronic detonating systems when a drill and blast engineering team is faced with complex blast geometry and a major pump station in close proximity to the stope. Using Dyno NobelÆs HotShotÖ system, the engineering team successfully designed and initiated the 36.5 Kt stope firing, with a powder factor of 0.35, resulting in no damage to the pump infrastructure, better fragmentation of the ore and less overbreak in what had previously been a geotechnical and geometrically challenging stoping environment. This paper will discuss the design parameters used for this stope blast as well as the benefits the operation found in using precision detonator timing in this 252 hole shot over two levels using a combination of up and down and slashing rings that were initiated in four different directions.

A zone of northwest trending dykes extends for over 600 km in the hinterland from Cairns to Mackay. In sate regions the zone is up to 120 km wide. Figure 1 shows their approximate extent, compiled from published regional maps and from specific studies in more limited areas : Palm Islands, Cardwell Ranges, Jourama Falls, Townsville area and Burdekin Delta. The context of the dyke swarm is the Tasman Orogenic Zone, the region of Eastern Australia conprised of Palaeozoic metamorphic, sedimentary, volcanic and plutonic rocks which has experienced a complex history and evolution. In the Whitsunday region, the Tam-an Zone also involves Cretaceous volcanism and plutonism. Geological relationships indicated a wide span of ages for the intrusions in the dyke, swarm zone. They intrude a range of volcanic and sedimentary rocks, and in some areas plutonic rocks. Older dykes, apparently part of the same regional swarm are intruded by sate of the granites.

Production scale experiment study was carried out in a limestone open-pit for testing the theory and method proposed by the author(Zou, 1987). The results of experiments indicate that the mathematical model and computer programs, which include the consideration of both the three dimentional distributions of the weak planes and the energy densities of explosion stress waves, reflect the physical process of rock bench blasting quite well. The predicted fragment distributions coincide well with the practical fragment distributions measured with the photo-image analysis method proposed by the author(Zou,1989). The paper "A Three Dimensional Mathematical Model for Calculating the Rock Fragmentation by Bench Blasting in the Open-pit"(Zou,1987), which was published in some conferences and journals, has interested some scholors and researchers. In order to test and improve the model, a group of production scale experiments were carried out in a limestone open-pit during 1986-1987. The procedure and results of the experiments are illustrated in this paper.

Present practice of lead-zinc flotation at North Broken Hill Limited is described and factors influencing plant objectives and performance discussed. Mineralogical examination of final flot- ation products showed mineral liberation to be 94T complete and size by size metal recovery tables indicated a need for finer grinding to improve lead and silver recovery, but coarser grinding to improve zinc recovery. A steady grinding circuit, at constant ball mill power and cyclone overflow pulp density, is found desirable for satisfactory flotation circuit operation because instabil- ity in the grinding circuit inevitably leads to flotation instability and as a consequence less than optimal flotation operation. Remov- al of the variable lead flotation middling product from the grinding circuit decreased grinding instability.
