The BHP Steel Group embarked on a Total Quality Control (TQC) programme in 1984 in response to enquiries from a major customer regarding procedures for quality in materials supply.The TQC initiative has been adopted by all seven Divisions of the Steel Group and covers a broad and comprehensive range of management and workforce improvement initiatives.The development of the TQC initiative in the Collieries Division of BHP Steel over the past eighteen months has resulted in important experiences and leanings.

The sucessful use of sewage sludge in land rehabilitation has been established and there is an abundance of overseas information on sludge reuse. Unfortunately Australia is behind Europe and North America in establishing sludge reuse policies and regulations. In Victoria the EPA has no publicised regulations and no communicated policy for sludge reuse. In the absence of sound regulations the onus is firmly on the operators of sewage treatment works to ensure land application of sludge is safe for the environment.

The ore reserves of the Frieda porphyry copper prospect in Papua New Guinea have been estimated using kriging and an alternative method. Only very erratic variograms could be obtained from the raw data and thus it can be expected that kriging variances will be unrel- iable. The frequency distributions of the two sets of estimates show expected differences and the resulting mineable reserves show similar expected differences. More drilling and the use of disjunctive kriging are needed to produce reliable estim- Ates.

Does coal mining get enough out of its people?. In a number of cases, Yes. Several companies have rethought their management systems and accordingly are improving their utilisation of people to improve productivity. For some, capital and technology are the panacea for improved productivity and lower costs. Computerised mine planning, improved beneficiation processes, heftier longwall equipment, bigger trucks and shovels and upgraded coal clearance systems are expected to provide the answers.Whilst these factors are important they only contribute to part of the productive potential of a mining operation. Production flexibility provided by recent Industry award changes has brought about increases in total output. However, these improvements have not been matched by corresponding decreases in the unit cost of production.

The extension of theoretical and laboratory studies of the roasting of tantalite and cassiterite concentrates from Greenbushes Tin Limited to pilot and semi- commercial plant developments is detailed. A rotary pilot furnace was used to prove the feasibility of the process and a semi- commercial plant was constructed at Greenbushes to produce large quantities of roasted calcine. The additions and conditions of the laboratory study were employed to achieve marketable grades of calcine from the two materials. As well as producing calcines with less than 0.1% Sb, most of the tin in tantalite was recoverable to a separate fume product. Tin fumed during cassiterite roasting on a semi-commerical scale amounted to less than 1% of the tin in feed.

Poorly designed sampling protocols generally result in high project risk by artificially increasing grade variability (ie the nugget effect). Sample collection, preparation and assay protocols that suit the ore type, together with QA/QC systems, will reduce this risk. All reporting codes (eg JORC, 2004) require the Competent Person to consider the quality and implication of sampling and assaying programs. High sampling errors beget higher project uncertainty; despite this fact, sampling does not receive the attention it deserves. The case studies presented show that many sampling issues frequently go unrecognised or unaddressed, resulting in poor project decisions during exploration through to feasibility and production. The overall conclusion is that correct sampling is critical to mining project success and that there is often a need for its optimisation.

Some only types of bank finance are appropriate for mining development, with conventional fixed rate finance having significant limitations of flexibility. New, innovative and flexible instruments have recently been utilised within project financing packages. A strictly limited number of specialist project finance banks exists, with the necessary specialist personnel able to address project cost-competitiveness, cost and commodity forecasting, joint venture negotiations, and completion and sales undertakings. Different techniques of internal bank appraisal are applied, with the usual equity investment project valuation criteria being seldom useful for loan assessment purposes. Company attention paid to the preparation of a sensitively structured bankable presentation can prove most effective for securing development project finance. Substantial scope is possible for savings of time and money.

This presentation addresses the sources and weighting of project risk in coarse gold deposits with relevance to experiences at the Ballarat mine and Castlemaine goldfield. With sample representation and reliability often a source of great error in the resource estimation of coarse gold deposits, it follows that this matter should be of greatest risk to a mining project - but is it? What are the costs and efforts required to best quantify the sampling error due to nuggetty effect? After all, the main problem in Victorian gold mining ventures in the current decade is not the amount of gold available, but defi ning which portion of it can be converted to Ore Reserves or more so profitable gold bars. The author postulates that greater risk to the project lies in the geological interpretation and matching resource spatial parameters to mining methods, than the degree of uncertainty related to grade due to nuggetty gold. Recent experience in the Victorian goldfi elds is that the investor market has already severely discounted Mineral Resources reported in accordance with The JORC Code - so if they don't believe in the capacity to upgrade the resource why should we? To this end, Castlemaine Goldfi elds Ltd at its Ballarat gold project does not intend to estimate its gold mineralisation for public release, instead choosing to focus on the geological interpretation and mine planning elements. So with coarse gold deposits, is your Mineral Resource reported with The JORC Code a glass half full or half empty? Our mining forefathers in Victoria had no predictive tools which could define resources to any degree and yet were successful. By over emphasis on the definition of mineral resources and particularly the sampling error, are we ignoring the basics of cost control, solid geological interpretations and maximum mining flexibility. This paper describes an investigation of the sampling problems which contributed to erroneous Concentrator production forecasts at the mining operation of Bougainville Copper Ltd (BCL) in the North Solomons province of Papua/New Guinea.Reference figures provided by independently verified commercial shipment data demonstrated the existence of a bias in the calculated Concentrator production; the challenge was to identify systematic errors in each of the contributory measurements (feed tonnage and feed, tailings and concentrate grades).The uncertainty surrounding specific sampling and measurement errors precluded optimum metallurgical control and performance of the milling circuit, encouraged disputes about the difference between Mine versus Concentrator production estimates, and cast some doubt on efforts to follow political guidelines concerning a maximum feed tonnage or recovery oriented mill operating concept.An evaluation of routine results as well as specifically targeted test work identified the sampling errors associated with measured individual parameters.The emphasis in this report is on the procedure for quantitative error assessments.The measured performance of a mineral dressing plant is subject to a systematic error balance which can be derived from the more familiar weight and metal balances such as the two- or three-product formula.The resulting equations are generally valid, and they are applied to the measurements obtained at BCL's Concentrator to illustrate the method.

The EPA National Risk Management Research Laboratory (NRMRL) Mine Waste Technology Program (MWTP) and the EPA Region VIII Superfund office are jointly conducting a field-scale technology demonstration of a two-step in situ treatment of the acidic Anchor Hill Pit lake at the Gilt Edge Mine Superfund site near Deadwood, South Dakota, USA. The project goal is to develop cost and performance data for the in situ treatment for potential application in long-term water treatment/management activities at the Gilt Edge site, and for potential application at other similar sites. Lime neutralisation of the pit using a Neutra-Mill was accomplished in the spring of 2001, with a resultant lime utilisation efficiency of about 71 per cent, and a typical throughput of about 1 tonne per hour using coarse, pebble quicklime and 1.4 tonnes per hour using finer, ground lime. Redox-mediated biotransformation treatment of the pit has been ongoing since May 2001. As of January 2003, denitrification is complete in the near-surface waters and about 90 per cent complete in the deeper waters. Bacterial sulfate reduction is expected to begin in the near future. This paper describes project activities, results, and lessons-learned to-date as well as future monitoring plans.

THE object of this paper is to offer some suggestions to assist metallurgists to supervise the operations of flotation plants. We do not yet thoroughly understand what "flotation" is or "why minerals float" and all attempts that have been made to explain the phenomena have been based on theory or imagination, and have not been capable of substantiation by practical demonstration, or even by laboratory tests; but it is wellknown that particular minerals will float in a liquid under certain specified conditions, and that some other minerals will not float under those conditions, and that, if a mixture of the two classes of minerals be subjected to those conditions, there will be separation of the minerals, of which one class will float and the other will remain unfloated as a residue. The duty of the flotation expert is to so control the operations and the conditions of the liquor as to obtain the best commercial result from the ore he is treating. The chief controlling factors in a flotation plant appear to fall under the following eight headings, all of which are important:1. Crushing.2. Rate and regularity of feed.3. Density of pulp.4. Temperature.5. Addition agents.6. Condition of circuit liquor.7. Agitation.8. Aeration.

As you are all aware, the theme of this con- ference is "International Resources Management". The subject matter of this particular session is "the mineral equation". Looking down the sub- ject matters and individual papers to be presented by other speakers in other sessions over the course of the conference, each particular item scheduled is in fact one of the variables that form an integral part of the total and complex mineral equation. Questions of reserves and resources as related to consumption must be viewed in the light of all those variables. Policy decisions taken by Government and eventually industry in these various fields will in themselves have their own impact on the defining of resources, and their ultimate availability to meet the needs of society by way of consumption. Undoubtedly, by the close of this conference, those of us in attendance will be better informed on the problems that confront the international minerals industry in the years ahead. Hopefully, we will have a better understanding of the views and philosophies of the wide range of participants in the industry-Government, private enterprise, and individuals who ultimately through their per- sonal aspirations in respect of their day to day needs will provide the final determinant as to the scope of the minerals industry.

Many mining companies, by their remoteness of location from source of power, have to generate their own power and must experience the same problem that had to be met when deciding to increase the capacity of the power station. At present the Company is treating approximately 54,000 tons of ore mined per month, and the present shift average load. is approximately 8,500 kW. at 0.8 power factor, generated at the power plant, the observed peak load being 10,500 kW.It is proposed to increase the tonnage of ore treated to include 36,000 tons of copper ore, in addition to the present 54,000 tons of lead ore. The average load is estimated to be approximately' 16,000 kW. with a peak load of 17,500 kW. The estimate provides for power of 1,000 kW. to be supplied to the north end leases in the next 12 months, also for increased ventilation in the mines.There are installed in the main power station three turbo alternator sets each of 5,000 kW.; normally two sets are run in parallel and one set is a standby unit. A 12,500 kW. set is being installed and proposed loading with the increased tonnage will require the 12,500 kW. set and one 5,000 kW. set, or alternatively, the three 5,000 kW. sets When the 12,500 kW. set is down for service. When the original plant was installed some 25 years ago, the switches selected and installed in the main 3,300 V. power plant switchboard were rated at 150 MVA and the substation distributing centres located at the surface of the mine, in the mill, and in the smelter, were purchased as having a rupturing capacity of 100 MVA, and the stator...

In earlier studies along a mining region recipient (the river VormbScken, northern Sweden), the fraction of certain trace metals recovered in the particulate phase has been found to increase with increasing concentrations of particulate iron. This study was conducted to see if the pattern could be reproduced by adding minor amounts of ferrous iron, simulating groundwater inputs. When the iron is oxidised in the near neutral river water, it will form iron oxyhydroxides and precipitate. Trace metals may be either co-precipitated along with the iron, or adsorbed onto the freshly formed precipitates. If this is the case, such a mechanism may be incorporated as a part of a final polishing step in a mine drainage treatment system based on natural attenuation processes. The experiments were performed at 0¦C and 22¦C, on authentic river waters collected during the winter and summer of 2002, respectively. In order to investigate the influence of particles and bacteria initially present, filtered river waters (4 solution were added to the experimental beakers, increasing the iron content of the waters by 0 - 1.5 mg/L. The oxidation and precipitation processes were followed by means of filtration (0.2 ¦m) for up to seven days. In order to be able to compare the experimental results with the actual field situation, on both experimental occasions, surface water samples were collected also from three stations situated along the river. The samples collected were analysed for iron, calcium, and trace metals by AAS and ICP-MS. The iron oxyhydroxides formed in the experiment did not influence the partitioning of As, Cu, and Pb to the same extent as the particulate iron encountered along the river appeared to do. Exposed, open pit mine highwalls contribute significantly to the production of acid mine drainage (AMD) thus causing environmental concerns upon closure of an operating mine. Four innovative technologies were evaluated under the US Environmental Protection AgencyÆs, Mine Waste Technology (MWTP), Prevention of AMD Generation from Open Pit Highwalls Demonstration Project. This project is funded by the US Environmental Protection Agency (EPA) and jointly administered by the EPA and the US Department of Energy (DOE) through an Interagency Agreement. The objective of the field demonstration was to evaluate the technologies ability to decrease or eliminate acid generation from treated areas of the highwall in comparison an untreated highwall area. The field demonstration was performed at the Golden Sunlight Mine (GSM) a subsidiary of Placer Dome US, located near Whitehall, Montana. GSM is an operating gold mine. The highwall at GSM was divided into five plots measuring 15.24 by 15.24 m and each technology was assigned a plot with the fifth plot being used for comparison as a background control plot. The four technologies were spray-applied. The applied in situ treatment technologies included: a modified, furfuryl alcohol resin sealant, utilising wood and agricultural by-products to coat the rock surface; EcobondTM ARD, a phosphate based process that forms a stable, insoluble compound, coating the rock surface; and two AMD passivation technologies, magnesium oxide and the Dupont technology developed to create an inert layer/coating on the pyrite, preventing oxidation. The technologies were evaluated using the following methods: ASTM D 5744-96, accelerated weathering of solid materials using a modified humidity cells; mine wall residual wall rinse sampling; microscopy; and core drilling followed by water injection testing. The following paper describes the technologies used for passivation of acid generation from the highwall, the field demonstration, and the testing results from the background and each technology plot.

Sample sizing in the iron ore industry requires significant manual effort to collect, transport, and sieve the samples as well as record, process and report the data. Efforts have been made to automate this process, which essentially emulate the manual process, except that a person is replaced by a robot. Even in these cells, the sieving and sizing operation consumes a significant proportion of robot time. The proposed doubling of production from AustraliaÆs iron ore mines over the next five years will place increasing pressure on sample sizing and interest is increasing in alternative automated methods. One such method is the adaptation of computer vision technology which has been successfully introduced into the mining industry in a range of applications including feed size distribution to SAG mills and oversize detection from screening stations. The limitation of this technology is that only the top surface is visible and this is used as an indicator of total size distribution. Obviously in a sample plant, where 100 per cent of the sample must be measured for acceptable quality assurance, this approach is unacceptable. In order to capture 100 per cent of the sample using computer vision technology a monolayer must be formed either by spreading the sample across a moving surface, such as a conveyor or vibrating platform, and passing this under a camera. This will become a æsurgingÆ load which presents specific problems for some types of computer vision systems, namely those relying on a 2D approach. In this paper a 3D computer vision technology will be described which overcomes the problems associated with measuring particle size in a monolayer and experimental results will be presented which demonstrate its effectiveness for lump and fine iron ore sample size measurement.

The amount of discarded dry batteries are presently found to be increasing globally and waste cathode active materials of the lithium ion battery industry are among them. Hydrometallurgical operations are being applied to recover the valuable metals from these waste batteries. To find an economic and environmentally friendly process, the bioleaching process was applied in the present investigation for recovery of valuable metals. Its principle is the microbial production of sulfuric acid and simultaneous leaching of metals. Bioleaching of spent lithium ion secondary batteries, containing LiCoO2, has been studied in this investigation. A new method for recovery of cobalt, potentially the basis of an economic and environmentally friendly process was examined. The present study has been carried out using chemolithotrophic and acidophilic bacteria Acidithiobacillus ferrooxidans, which utilises elemental sulfur and ferrous ion as the energy source to dissolve metals from spent batteries. Bio-dissolution of cobalt was found to be faster than lithium. The effect of initial Fe(II) concentration, initial pH and solid/liquid (w/v) ratio were studied in detail. Higher Fe(II) concentration showed a decrease in dissolution due to co-precipitation of Fe(III) with the metals in the residues. Similarly, at higher initial pH values and higher solid/liquid ratio (w/v) metal dissolution was found to be inhibited. The optimised conditions for bio-dissolution were solid/liquid (w/v) ratio û 10 g/L, initial Fe(II) concentration û 3 g/L, elemental sulfur û one per cent (w/v) and initial pH û 2.5. In the optimised conditions, cobalt dissolution was observed to be about 60 per cent, whereas that of lithium was ten per cent after 20 days. A first order kinetic model was derived to study the rate of dissolution of both the metals.

Henry Walker Eltin (HWE) are the mining contractors for Gloucester Coal at Stratford mine, which is in an environmentally sensitive area in the Avon Valley, NSW, Australia. Normal blasting at Stratford is done in a æstand upÆ or æbox cutÆ mode to suit the truck and shovel operations. Recently an opportunity of doing a throw blast became available when part of a ramp had to be blasted to accommodate changes to the pit design while not damaging the remainder of the ramp. The objective was to maximise throw into the void in order to minimise excavation costs by reducing the amount of overburden to be moved by the excavation fleet. It was necessary that the best result be achieved while staying within the vibration and airblast limits at a neighbouring property and nearby township. Both objectives were achieved through the application of OricaÆs knowledge of blast design, modelling and i-konTM electronic detonators. The i-kon system was used because of its known benefits in cast blasting and environmental control. The i-kon system provides the blaster with much greater accuracy, control and the flexibility to tailor blast designs. It has been found previously to enhance blast throw and provide cleaner high walls (Brent, 2002). The blast was a success, producing a muckpile with a high degree of looseness and consistent fragmentation, with an average throw to final spoil position of 37.5 per cent. This was achieved without any environmental exceedance. In addition, high speed filming showed that the coal edge had remained largely in place, indicating minimal coal loss. The results exceeded the expectations of HWE Stratford and the overall cost savings to HWE Stratford from this blast were recognised to be substantial. Further throw blasting opportunities at Stratford have been followed using the i-kon system to maximise benefits.

In the course of an investigation of the influence of bismuth on copper carried out some years ago, (1) the author found that phosphorus exerted a beneficial effect on bismuth-copper alloys of low bismuth and oxygen content by neutralizing the embrittling effect of the bismuth. In the intervening years, a further examination of bismuth-phosphorus-copper alloys has been canied out and the influence of other elements and combinations of elements on copper containing bismuth has been studied.The results recorded in the present paper are part of this investigation.MATERIALSAll the alloys were made from high-grade copper (KS.A. wire-bar) of the following composition: copper 99·95%, oxygen 0,040'%, iron 0·0015%, sulphur less than 0-001%, bismuth less than (j>'OOl%, other elements each less than O· 0010/<-. The bar was hot rolled and cold drawn to strip which was cut into short lengths and cleaned in nitric acid ready for melting.A piece of this 'strip was drawn to wire 0·08 in. diam., annealed at 5000 C, and measured for electrical conductivity as a check on purity. The result was 101·5% of the I.E'.C. standard.In making the alloys, phosphorus was added as 14% phosphor-copper, bismuth as 17% bismuth-copper, and the other constituents either as copper alloys or as elements of a high degree of purity.PREPARATIQN OF STRIPSThe charges were melted in plumbago crucibles (Morgan salamander brand) in an oil-fired furnace, Le;, in the manner commonly adopted in industrial practice. The copper was first melted under charcoal, well stirred with a chaned stick, and the necessary alloying elements added and stirred in with the stick. The weight of a charge varied according to requirements but generally was about 4 lb. The charges were poured into slightly tapered brass moulds heated to about 1000 C and dressed with a mixture of mineral oil and tallow. They were not only poured under charcoal through the burning mould dressing but also- through a ring of flame produced by burning kerosene on asbestos cord wrapped round the top of the mould. Experiments carried out with plain copper proved that by this means oxygen could be excluded from the stream of metal. The billets were 7·5 in. long x O·83 in. diam. x 1·3 lb. weight.The billets were cropped about 1 in. from the top, cleaned in nitric acid, and measured for density by the usual method of weighing in air and -in water. As these measurements were required only as a check on casting, technique a high degree of accuracy was not essential (accuracy = -+ 0·2%).
