To meet the objectives of sustainable development, mining projects must be executed with minimal environmental risks and impacts. To allow proper actions to be taken, it is helpful if the environmental challenges associated with a mine development project can be predicted early during exploration activities. Signs of impending environmental problems like acid rock drainage and metal leaching are often revealed in the occurrence of natural acid drainage, formation of efflorescent salts and their associated ecological effects. Other subtle clues can be deduced from anomalous geochemistry, detailed textural features of mixed sulfide assemblages and miscellaneous environmental data sets covering the target areas of exploration. A more practical tool, however, is the development of comprehensive environmental ore deposit models containing relevant information on ore genesis, applicable mining, processing and waste management options and their environmental implications according to deposit type. Not only will such models facilitate communications among independent groups of personnel involved in a mining project to come up with schemes to ensure better environmental performance of the overall project, they will also facilitate decision-making if a mine development project should be pursued further or valuable resources be redirected to other more favourable targets.

Geologists employed by Metals Exploration Pty. Ltd. discovered nickel enrichment at Greenvale, 180 kilometres West of Townsville, in 1967. Subsequent drilling proved an ore body containing 45 million dry tonnes of ore containing an average of 1.5% nickel and 0.11% cobalt. The Freeport Minerals Company, who had experience in treating lateritic nickel ore, were invited to participate in development of the ore body. This resulted in the formation of the operating company Queensland Nickel Pty. Ltd., jointly owned by Freeport Queensland Nickel Inc. and Metals Exploration Queensland Pty. Ltd. With the completion of successful pilot plant testing of Greenvale ore at the Freeport research facilities at Belle Chasse, Louisiana, a treatment plant was constructed at Yabulu, 24 kilometres North West of Townsville. A 225 kilometre railway line was built connecting the Greenvale Mine and Yabulu Treatment Plant. The ore reduction and ammonia/ammonium carbonate leaching flowsheet is similar to that constructed and operated by the Freeport Minerals Company during World War II at Nicaro, Cuba. The search for economic mineral deposits is becoming more difficult as exploration goes deeper in the established mining camps and spread out to the surrounding covered areas, which may have an `overburden' some hundreds of metres thick. Geophysics is finding an ever increasing role in such exploration. When the target is zinc, the task often becomes even more difficult since sphalerite, the most commonly mined mineral, is non-magnetic, resistive, and relatively light compared to other sulphides. Fortunately, sphalerite commonly occurs in association with other sulphides, which are magnetic and/or conductive and/or heavy, thus most zinc-rich orebodies have at least one contrasting physical property to aid exploration. This paper presents the physical properties of sphalerite and other potentially important zinc minerals. Results of petrophysical measurements of samples from various zinc-rich ores are presented together with examples of geophysical surveys over a number of zinc deposits. The results show that the physical properties are not merely dependent upon the properties of the orebodies' constituent minerals. For example, the small (0.4 Mt) and low-grade (five per cent Zn + three per cent Pb + two per cent other sulphides) Flying Doctor deposit at Broken Hill, New South Wales (NSW) is much more conductive than the large (3+ Mt) and high grade (14 per cent Zn + five per cent Pb) Cadjebut deposit in Western Australia (WA). The estimation of particle liberation is important in the study of mineral concentration. With simple systems, where the densities of the components are low, the liberation can be studied directly by density fractionation. For most practical systems, and particularly for the dense, complex sulphides, the only method known is by measurement in polished section. There are two major difficulties with such measurements. Firstly, the measurements themselves are difficult and considerable care is needed before reproducible results can be achieved. Secondly, a well known stereological problem arises which gives the estimates an inherent bias. The paper discusses both aspects of the problem. The practical features of measurement are treated in detail and a method described which has been developed and proven to give reproducible estimates of the liberation in the section. This discussion relates to automated measurements by QEM*SEM and presents a way of estimating the confidence limits within which measurements lie. Comparisons are shown between measurements made by the traditional manual optical technique and automated equipment. Stereological reconstruction is also discussed briefly. Several methods have been presented in the literature but all are complex and none is yet widely accepted. Area measurements are less biased than linear estimates so a practical approach is to use area measurements in uncorrected form. The topic is still being actively researched so it is expected that one method will soon emerge as the standard technique.

Epithermal deposits have been defined as the lower temperature end of a spectrum of hydrothermal mineral deposits and are inferred to have formed near the EarthÆs surface. The preservation of an epithermal gold deposit in an Archaean craton is rather problematic, especially when such deposits form clusters or groups as reported for the Pilbara and Yilgarn cratons. For two of the better studied examples of epithermal gold deposits in these cratons, Becher and Wiluna, the evidence that they formed near the Earth surface is non-diagnostic, and the epithermal origin appears uncertain. Despite the simplicity of the original definition, there have been numerous errors in classifying epithermal gold deposits. It is suggested that these errors are primarily due to poor criteria defining the group as there is limited evidence of poor observational science being the cause. The criteria being used to recognise epithermal gold deposits include tectonic setting, ore element suite and quartz vein textures. None of these are diagnostic of epithermal deposits and their link back to the original low pressure-temperature definition of the class is tenuous. There has been definition creep over time as new observations on potential epithermal gold deposits become accommodated within a flexible definition. There is some urgency establishing and then using criteria to reliably identify epithermal deposits. Distinction of epithermal gold from weathered gold deposits is an important step. All too often engineers and project teams focus on building æthingsÆ, and they tend to see the key goals as meeting the project cost and schedule targets. We frequently compound the problem by unknowingly rewarding engineers for building bigger, more complex, more æbullet proofÆ and hence more costly æthingsÆ. Unfortunately the end result all too often ends up being a disappointment in terms of business performance. The term æshareholder valueÆ may never have entered the discussions during the development process. This paper deals with the fundamental issues, which tend to pre-dispose new developments to success or to failure. As project management concepts are not particularly complex, it begs the question why is it that the failure rate of new developments is so high? It is argued that the answer lies more in people behaviour issues than in project management tools and processes.

Flotation is an important process used in the concentration of iron ores. One of the challenges for process engineers is the low metallurgical recovery associated mainly with the fines fraction. In this work, the use of synthetic flocculants in iron ore reverse cationic flotation was investigated. The flocculants utilised were polyacrylamides of high molecular weight and different ionic degrees. Bench scale flotation tests were performed to compare the flotation performance with and without addition of polyacrylamides. It was observed that cationic and non-ionic polyacrylamides cause a significant increase in the metallurgical recovery. The anionic flocculant did not improve the flotation performance. An adverse effect was a slight increase in the silica content of the concentrate. Flotation with polyacrylamides was influenced by the hydrodynamic conditions of the pulp, such as agitation and the weight percentage of solids in the flocculant conditioning and flotation stages.

Power ultrasound may be used in a number of ways to enhance the processing of minerals. It is both technically and commercially feasible to apply ultrasound to leaching processes in order to enhance the removal of contaminating minerals, or the rate and ultimate recovery of valuable mineral. When applied to the production of synthetic rutile from reduced ilmenite produced by the Becher process, its use proved beneficial to both the aeration and the final acid leach process. The enhanced performance is achieved through the very localised high energy release at the mineral surface from the collapse of cavitation bubbles produced by power ultrasound. This gives rise to two effects: initially, the rapid cleaning of mineral surfaces û of oxidation products and coatings of fine adhering gangue minerals û and the attenuation of the boundary layer at the mineral surface during leaching, which allows fresh leachant to contact the surface more readily.

While I contemplate the formidable catalogue of bodies and organisations participating in this Conference and the impressive array of qualifications chalked up after the names of the representatives I am indeed honoured to be invited to address you. When I consider the theme you have chosen for your conference I am also somewhat daunted: "The Twenty First Century - Mining for Mankind". It is indeed dramatic, challenging. But what, I ask myself, can a mere KCMG say to all you professional fellows and doctors and academicians? It is not for me to stray on to the more esoteric areas that you will be covering, thereby running the risk of teaching my grandmother how to suck manganese nodules. On the other hand it seems to me that you deserve more than the courtesies, not to say banalities, that are sometimes - sadly, and unjustly - regarded as the stock in trade of diplomats.

Arsenic residues from BHAS Refinery operations are currently treated to form a calcium arsenic compound and stored in lined dams on site. Laboratory and large scale work on these residues has resulted in the development of a hydrometallurgical process for production of arsenic trioxide. The process also recovers the material from the storage dams. The residues are hot water leached to produce an alkaline arsenic liquor. This liquor is mixed with material from the storage dams and lime to form a calcium arsenic precipitate. The precipitate is then reacted with sulphuric acid to form gypsum for return to the main plant, and an acidic arsenical solution. Metallurgical gas containing 3-6% sulphur dioxide is bubbled through the solution and on cooling arsenic trioxide is precipitated. The product contains in excess of 95% arsenic trioxide. Installation of a plant at Port Pirie based on this process is being evaluated by BRAS.

In China the hydrogeological type of solid mineral deposits can be divided into A. Mineral deposits with fissure water; B. Mineral deposits with pore water; and C. Mineral deposits with karst water. The hydrogeological conditions of mineral deposits with fissure water are relatively simple with the exception of a few cases. Mineral deposits with pore water are few but great amounts of ground water can be encountered in the mine accompanied by floating sand or slope failure during the exploitation. Mineral deposits with karst water are complex in their hydrogeological conditions. Enormous inrushes occur frequently in the mines of north China; Karst collapses are a serious matter in the mines of the south; Subterranean river and conduit systems are often encountered in the southwest. This paper will give full discussion on these features and put forward a way of combating and controlling the groundwater problem in accordance with type and feature.

The simultaneous presence of fuel, oxygen, and of an ignition source is necessary for an explosion to arise. If one of these conditions is missing an explosion cannot take place. A continuous reduction of oxygen, often applied as a protective measure in surface plants, is not to be considered for underground mining because of possible danger to persons. Therefore, measures for avoiding explosions can only be concerned with lowering methane and coal-dust concentrations to an undangerous level and avoiding ignition sources. As these measures alone are not sufficient, additional ones have to be taken to keep the effect of an explosion as low as possible. Measures for controlling and monitoring methane are essential. Although the formation of dangerous coal dust concentration cannot be avoided it can be reduced. Dust-binding by means of hygroscopic pastes and dusting with limestone dust are effective measures to pre vent explosions.

Friction rock stabilisers (FRS) are steel-based, thin-walled tubular ground reinforcement widely used in underground mines in Western Australia. Following installation these stabilisers are subject to corrosion which may reduce the load carrying capacity and lead to unexpected ground falls. Although corrosion has been recognised as a common occurrence, particularly under aggressive mine water and mineral conditions present in underground mines, the knowledge of the effects of corrosion on the mechanical behaviour of FRS is limited. The Department of Minerals and Energy of Western Australia has conducted a laboratory based program of studies to investigate the effect of corrosion on the mechanical properties of FRS. The studies have focused on the effect of corrosion on tensile strength of FRS and frictional resistance along the interface between FRS and the drillhole wall. The results indicate that under certain conditions corrosion damage can significantly reduce the effectiveness of FRS.

The average installed refrigeration capacity on South African gold mines has increased by about eighteen per cent annually for the past 15 years; both the number of installations and their duties have increased. One consequence of these large refrigeration installations is that careful attention must be paid to the system for distributing cold water. In these distribution systems, devices which minimize the temperature rise of the water delivered to the underground workings and which also reduce the pumping requirements for returning the water back to surface are used. In this paper the suitability of these various devices are examined and with the aid of a specially developed computer program their optimum operating conditions are determined. In addition the optimum combination of surface and underground refrigeration plants is examined for a hypothetical mine at various depths and the importance of pump efficiency on total distribution costs is discussed.

Over the past five years, dedicated tertiary mining engineering programs have become financially unsustainable in Australia on the basis of undergraduate enrolments alone. The situation is worse in other minerals related disciplines and extends to the technical minerals education sector. This paper reviews the causes for the current situation. Indicators are presented which suggest that enrolment trends can no longer be attributed only to business cycles in the minerals industry but are also reflective of a fundamental shift in student interest in the sciences and resources based engineering disciplines. Reactive responses to changing trends are diluting and compromising the quality of mining engineering education. It is unlikely that the trends can be reversed or resisted. Tertiary minerals educators need to position themselves so that they can be responsive to on-going change. Two proposals are offered which aim to anchor mining engineering in a long-term sustainable manner. The proposals have a common educational component which is concerned with restructuring how mining engineering programs are presented and providing more flexible access to such programs. However, the two proposals have significantly different commercial components. The commercial component of first proposal is concerned with working within the traditional education framework of universities to endow a critical number of core staff positions. It effectively equates to fund raising. The second proposal is concerned with developing a stand-alone commercial operation around the education and research advantages of the global and multi-disciplinary university system. As a shareholder in this business, a university department would earn dividends that it could then use to support its education initiatives. This proposal provides a performance-based mechanism for supporting university minerals programs and has the potential to be cost-neutral. Both proposals are suited to resource sharing with a select number of international mining schools and to the incorporation of the other tertiary minerals disciplines under threat.

Although the effects of sea level changes on ore concentration processes are to some extent obvious with certain deposits, e.g. beach placer deposits, they have been largely overlooked with others such as Mississippi Valley type lead-zinc deposits. It is contended that sea level variations may have more profound effects on a wide range of deposits than has previously been appreciated. These deposits include not only placer'and residual deposits but also stratiform copper deposits, Mississippi Valley type deposits, stratiform manganese deposits and Minette type iron deposits. Sea levels in paralic basins profoundly affect the influx of 'detrital sediment, and this has to be suppressed to allow for the accumulation of thick rich deposits of coal evaporites, phosphate or metalliferous sediment. Emergence can be associated with oxidized waters, erosion, and,solution of soluble rocks. Submergence can reverse the Eh trend and can lead to preservation of ores. Both realms of surficial sedimentary environments and subsurface diagenetic environments can be affected by changes in water pressure, gas pressure (pC02), Eh, pH, and temperature as sea levels fluctuate. Even relatively small sea level changes may have profound effects. For example, there is some evidence to suggest that when the level dropped below 100 metres about 10,000 years ago, the Red Sea became isolated by the sill at Bab el Mandeb in the south, and evaporated away to leave a series of shallow lakes. The Red Sea is 1 to 2 km deep. It was at times such as this that the well-known copper-zinc mineralization developed in the Red Sea trough. Changes in sea level also affect the stability field of gas hydrates which can yield large volumes of gas leading to mass movements on the sea floor (Warnke, 1986).

New South Wales mining legislation reinforces a systematic approach to safety management. It is now a requirement of all mines in the coal, metalliferous and quarrying sectors in NSW to prepare a Mine Safety Management Plan. The paper briefly outlines work currently being undertaken by the Safety Operations Branch of the NSW Department of Mineral Resources (DMR). The DMR is working proactively with NSW mines in the preparation and implementation of effective Mine Safety Management Plans. There is a growing realisation that a systematic approach to safety management, underpinned by the process of hazard identification, has real potential to improve safety in the workplace. The paper briefly describes the framework used in a current æmines education programÆ and its æduty of careÆ foundation. Particular attention is paid to the role of mining operators in the implementation of Mine Safety Management Plans and their expected behaviour in demonstrating compliance. One challenge is convincing some mining operators that they must adopt new ways of working. Safety Operations officers are often reminded of the need to translate Mine Safety Management Plans into practical safety systems during audits and inspections of mines and through investigations into accidents and incidents. To have a real effect on the mineÆs safety performance, using these systems must be a normal way of going about a dayÆs work for all persons who work at the mine: not a safety manual collecting dust on the mine managerÆs bookshelf. Mine Safety Management Plans are important to mining operators. Not only will positive involvement in the development and use of safety systems ensure they meet their obligations under mining legislation, but it will also help prevent themselves or their workmates being injured or killed.

Since 1989 Kalgoorlie Consolidated Gold Mines has managed the Kalgoorlie gold operations of joint venture partners Normandy Mining Ltd and Homestake Gold of Australia Ltd. Current production from the Fimiston Open Pit is approximately 650 000 ounces per annum. The mine incorporates a multitude of narrow shear hosted, subvertical lodes, predominantly within Golden Mile Dolerite. Traditionally KCGM has used blasthole based grade control in the Fimiston pits. A single sample is taken from vertical production blastholes, drilled on ten metre benches. This process was improved with the addition of infill drilling along blasthole rows to provide additional samples across strike. However the limitations of adequately defining subvertical mineralised structures with vertical blastholes remain. In 1997 the first of two trial areas were drilled with close spaced, inclined Reverse Circulation (RC) drilling. These tests indicated that RC based grade control had the potential to provide significant advantages. These include:improved delineation of mineralised structures, particularly across strike; reliable short-term mine schedules based on the advance data available from drilling over three benches; and the angled RC drilling is capable of providing samples of near stope and stope fill material which often remains unsampled by blasthole drills due to the safety constraints around unstable underground openings. Based on the success of this initial work RC based grade control was gradually implemented across production areas commencing September 1998. Some of the many challenges faced include:development of effective procedures and systems for the planning, logging, interpretation and modelling of the RC data; obtaining adequate drill coverage due to mine scheduling constraints and restricted access around underground openings; requirement for integrated systems to handle either blast hole or RC data; and development of effective methods to evaluate the performance of RC grade control. RC based grade control is delivering significantly improved lode definition, grade estimation and subsequent ore classification.
