AustraliaÆs success as a mineral producer and exporter rests heavily on its technological competence. That competence is based not just on adopting internationally-developed technology but also on ground breaking research conducted at Australian research institutions, many of which have global reputations. A number of forces are now operating to speed the introduction of advanced technology to mining and processing operations around the globe and this will create pressure on the Australian industryÆs ability to retain its competitive edge. Examining the foundations of that national research base and the associated culture of innovation may provide some guide to the dynamics that will be required to maintain technical competitiveness in the future.

Kidston Gold Mines commenced mining in 1984 and currently mine approximately 10 million tonnes per annum of ore and waste using a conventional truck and shovel open pit method. The overall mine grade is a low 1.82 grams per tonne.The mineralisation is generally uniform within the ore zones and mining boundaries are staked out from blasthole assays according to pre-determined cut-off grades. Buffer blasting is necessary to minimise post-blast lateral movement of in-situ grade for digging control.The characteristics of the rock currently mined vary widely from soft oxidised to hard unweathered rocks. Blasting problems have been experienced during the initial mining phase in these harder rocks.

This paper documents the relationship between material handling and processing costs compared to blasting cost. The old adage, 'The cheapest crushing is done in the pit', appears accurate in this case study. Comparison of the accumulated cost of powder, selected wear materials and electricity, indicate a strong, inverse correlation with powder factor (lbs powder/long ton of rock). In this case, the increased powder cost is more than offset by electrical savings alone. Measurable, overall costs decline while shovel and crusher productivity rise by about five per cent when powder factor rises by 15 per cent. These trends were previously masked by the effects of weather, ore grade fluctuations and accounting practices.

The Dome Mine of Timmins Mining company is located in South Porcupine, N.W. Ontario. The orebody being mined partially lies in the No. 3 shaft pillar. Stability analysis has been carried out to establish the influence of nearby mining on ground movement in the shaft vicinity. Mathematical modelling of shaft displacement has been done for stope layout at depths from 180-210 m and distances of 10-50 m from the shaft. Analysis indicated that ground displacement around the shaft is below 1 mm/m and one third less for cut and fill than in the case of open stope mining. The result of the investigation was later confirmed by cut and fill mining of this orebody.

In Australia, ilmenite is produced from beach sand deposits. These deposits contain varying quantities of the valuable minerals zircon, rutile and ilmenite, along with a variety of other minerals. The valuable minerals are upgraded using combinations of gravity, magnetic and electrostatic processing techniques to yield high-grade products. One of the penalty elements present in ilmenite concentrates is chromium, present mostly as chrome spinels. This mineral is particularly difficult to separate from ilmenite, as the properties of the two minerals are very similar in relation to the traditional separation processes. While the deposits which have been treated in Australia in the past have had only low levels of chromium present, many of the newer deposits contain much higher levels of contamination and, thus, there is an increasing need to develop robust processes to separate chrome spinel from the ilmenite. Flotation, which is a unit process with the potential to solve this problem, has surprisingly received little attention for this application. The literature suggests the research effort to characterise the general flotation properties of chromite (chrome spinel with high chromium content) has been extensive and a substantial amount of data is available. However, the problem of separating a small amount of chrome spinel from a large amount of ilmenite requires a different approach to that from separating chromite from siliceous gangue, which has been the main commercial focus of chromite flotation in the past. Much of the work done has been fundamental in nature and the results obtained are fairly inconsistent, as is the testwork completed at batch and pilot plant scale. While these inconsistencies have been attributed to the variable composition of the mineral, there is little evidence supporting this premise. Just as chrome spinel and ilmenite have similar physical characteristics, the flotation response of both minerals is also similar. This paper reviews the literature relating to the flotation of chrome spinel and presents a considered approach to the development of a robust flotation method to separate chrome spinel from ilmenite.

A method is presented for calculating the number of cycles of stress to failure of a drill rod from operating variables; a mathematical analysis by Cooper of the stresses present in drill steels is applied to the forged collar, i1i-in. hexagonal hollow drill steel in common use in Australia; and an estimation is made of the dry fatigue limits at various points along a drill rod.It is shown that these calculations predict failure at a 'point where failure rarely occurs, and do not predict that failure should occur where it does in practice. The reasons for this anomaly lie in the neglect of bending stresses in the stress calculations, and in failuredue to corrosion fatigue at a preferred section rather than to simpler fatigue under non-corrosive conditions.INTRODUCTIONIt has long been recognized that failure of metal sections by fatigue is influenced both by the number of cycles of stress imparted to the section (N) and by the magnitude of this cyclic stress (8). In this paper, both Nand Shave been calculated for rods which have failed in service, and whose operating history is known. While the calculation of the number of cycles to failure is·simple, the calculation of stress is more complex. The results of stress caIculations predict that failure should occur only hi short rods, and then preferentially at the tip end rather than the shank end.However, in actual fatigue failures of steel rock drill rods, approximately 75 per cent. of such failures are close to the shank end, and failures near the tip end are rare.The usual explanation given for this high incidence of shank-end failures is that at the point of failure there exists, in forged collar steels of the type common in Australia "hardness valley" or. In November 1992, the Internal Revenue Commission (IRC) was formed from the rperggr of the Papua New Guinea Taxation Of- fice (PNGTO) and the Bureau of Customs, and now has the re- sponsibility for the administration of direct and indirect taxes on a national basis in Papua New Guinea (PNG). Since that date we have undertaken many initiatives to make the new organisation more efficient and responsive to clients' needs. Income Tax The mining industry is catered for, in respect of income tax, un- der a separate taxation regime within the Income Tax Act (ITA), Division 10, as well as some general provisions within that Act as may be applicable. Division 10 is itself broken up into subdi- visions to cover the different types of mining leases, namely Spe- cial Mining Leases (SMLs) and Mining Leases (MLs), and peri- ods of time during which those sub-divisions apply. Ring Fencing Income tax assessed on the mining industry, with the exception of Mining Leases (these will be explained later), has a project basis of assessment, that is, each project is assessed separately as if the taxable income of the taxpayer from operations attributable to the project was the only assessable income derived by that taxpayer. This is often referred to as "ring fencing". This is an important point to consider because losses from unsuccessful projects cannot be set off against income from those that are suc- cessful, except in very limited specific circumstances, such as where an unsuccessful exploration licence is cancelled or surren- dered. The project basis of assessment applies to both resident and non-resident companies. A relaxation in the 'ring fence' provisions was applied from 1st January 1995, where ten percent of exploration expenditure, in- curred in areas outside of Special Mining Leases and Petroleum Development Licences in a particular year of income, can be claimed as an outright deduction which is limited to ten percent of the tax otherwise payable in that year. This was introduced to encourage exploration in PNG.

WHEN reading reports on reefs and lodes, one often comes across the statements "short shoot," "narrow shoot," "wide shoot," & c.From a number of reports in the writer's possession, some by members of the Geological survey, it is plain that the words "short," "narrow," "wide," "long;" &c., are used somewhat carelessly.In one official report on a certain field, for instance, the reefs are described as having "short, rich shoots"; another report on the same field states that "the reefs were characterized by narrow shoots, rich at the surface." Again, Charters Towers is described as having "wide shoots"; another writer says they are "long shoots. "The writer has read again of "short shoots which went down like pipes," and of "narrow shoots of limited extent." No doubt one can make out what is really meant, but the language is mixed. It is apparent that "narrow" is meaning the same as "short," and that the shoot has not much length in a horizontal direction. Nothing is said about the thickness or width of 'said shoot, or its depth. The "wide" shoot is evidently a "long" one; its thickness 01' width and depth is not specified. When we consider these terms, it is seen that only a few words are needed, and that these few should (as they do) have a definite meaning. In the course of his mining experience, the writer has seen shoots of almost all sizes, and some have been very long (in horizontal measurement), and have been followed down for great depths, these shoots being the best type-Charters Towers, Walhalla, &c., are examples.

The management of safety has undergone a number of radical changes in the past 100 years. The most important paradigm shifts occurred through the work of Heinrich, followed by the advent of the safety systems era and, more recently, the behavioural safety approaches that have become increasingly popular around the world. Each of these æapproachesÆ to safety has left an indelible mark on the way we target safety improvements, helping decide which interventions are deployed and how they will be measured. They have also resulted in a number of æmythsÆ about safety management, each of which will be discussed, analysed and challenged in this paper. This paper highlights the complex problem of æcomplacencyÆ, that has arisen out of the increased levels of regulation and consequent perceived protection that workers enjoy in the work place. It also looks at a phenomenon called æaccident migrationÆ which results from a superficial treatment of accidents with changes to rules and procedures. The most recent approach to safety is generally known as behaviour-based safety, which flowed from the human sciences and quality management era. This approach has had a dramatic impact on the way safety is managed around the world, but still falls short in a number of key aspects, most notably the area of risk awareness and risk understanding. Many workplace accidents occur simply because the risk is unidentified, underestimated, not understood or ignored. This paper proposes a new direction for safety, called competency-based safety. It is based on cognitive psychology aimed at combating the consequence of modern protection. A case study is presented detailing the deployment of this approach throughout Placer Dome.

Commercial production of zinc started at the Pasminco Metals - EZ Plant, Hobart, Tasmania, in 1921. Since that time the capacity of the plant has been steadily increased to its present level of almost 220 000 tpa. Major areas of the plant have been successively upgraded over a number of years, (Roasters, 1969, 1975; Acid Plants, 1981; Casting, 1972; Residue Treatment Plant, 1971), but, until recently, the leach/purification area remained virtually unchanged from the time the plant was built. The major redevelopment of the hydrometallurgical plant began with fully integrated pilot plant testing of the proposed new circuit in 1981. The pilot plant incorporated the Low-contaminant Jarosite Process, and a new two-stage zinc dust purification procedure. In 1985, approval was granted for a major modemisation program which involved the complete replacement of most of the leaching and purification plants, and substantial improvements to the residue treatment plant. Construction of the first of the new plant sections, Strong Acid Leaching, commenced in 1986. This paper describes briefly the modernisation program itself, and the current method of zinc production at the PMEZ plant. The new plant sections comprise a Strong Acid Leach stage to improve lead residue grade; a Preneutralisation stage to reduce metal losses in jarosite; new filtration stages for both jarosite and lead residue; new Neutral Leach and Weak Acid Leach stages to replace old equipment; a new Solution Purification stage to replace the use of organic reagents to remove cobalt; and a new Gypsum Removal stage to cool the solution before electrolysis. At the completion of the modernisation program, only the electrolytic cellhouse remains of the early plant sections.

A method of assessing the blastability of a rock mass is presented which makes use of five, readily available, simple parameters. These are the Rock Mass Description, Joint Plane Spacing, Joint Plane Orientation, Specific Gravity Influence and Hardness. For a particular rock mass a value is assigned to each parameter and the Blastability Index is calculated from these values. Application of the Index in blast planning and computer modelling is discussed.

Open cut low grade gold mines form the basis of the current upsurge in the mining industry in Australia. The effect on profitability in the short term and viability in the long term requires accurate estimation of grade and tonnages. The application of the Ditch Witch Trenching Machine as a grade control tool has occurred rapidly and the machine is now a working tool in many mines throughout Western Australia.

The use of electrostatic fields to effect phase dispersion and agitation in solvent extraction (SX) has demonstrated many advantages over conventional mechanical methods and is therefore a very real alternative. Despite this, an industrial application of the technique is yet to be developed. Here, the several variations of the technique that have been proposed are reviewed, the state-of-the-art assessed and key limitations to a commercial application outlined.

An experienced and reliable knowledge of fire fighting procedures is necessary for mine emergency situations. Since experts in this area are scarce the technology of expert systems lends itself as a suitable component in the decision making process. This paper describes an expert system that is being developed for this purpose. The expert system. RESCUE. is a knowledge-based computer programme which incorporates the judgement, experience, rules of thumb. mine environmental conditions as well as human intuitions in the mine rescue operation. RESCUE makes decisions such as whether or not the affected area should be sealed.' whether or not rescuemen should be withdrawn, and which fire fighting agent is most appropriate for the situation. The IF..... THEN rules written in the VP-EXPERT shell contains antecedents and conclusions based on environmental as well as other conditions prevailing in the mine. For example, the CO/Oz deficiency ratio indicates the progress of heating; explosibility trends are given by varying flammable gases C CH4,H2,CO) in relation to oxygen concentration, and barometric pressure falls may affect explosibility by increasing CH4 content in workings. The interaction of such numeric-based rules with others rules reflecting the experience and judgement of the experts assist the system to arrive at its conclusions and subsequent course of action.

The Bowen Basin of Queensland and the Hunter Valley of New South Wales are the two largest black coal producing areas in Australia. Mining activities require the availability of large on-lease storages for water and tailings. The legislative framework for the regulation of large dams is slightly different between the states. The paper provides a broad outline of the regulatory framework in each state, with particular reference to Queensland and New South Wales. In New South Wales, water storages and tailings dams are treated similarly by the regulator. Under the Queensland Water Act 2000, now proclaimed, referable dams are restricted to water supply dams the failure of which involves population at risk downstream. Tailings dams are excluded, being deemed hazardous waste dams regulated under the Environment Protection Act 1994. These storage facilities are required to include a ædesign storage allowanceÆ so that the possibility of spillway discharges is minimised. New South Wales is moving toward this requirement. A curious anomaly is emerging in Queensland: the legislative definition of hazardous waste û material resulting from the processing of minerals û does not extend to coal tailings since coal is not included in the definition of a mineral. The paper explores this and other ramifications for mining operations of the new legislation as well as general trends in criteria affecting the cost of providing water and tailings storages.

THE following description of the surface plant of the Great Fitzroy Mines is to be understood as having been compiled by a mechanical engineer, who concerns himself more with the various appliances used, their correct construction to enable them to accomplish their prescribed work, and the production and transmission of the power required to operate them, than with the reasons for the physical and chemical processes which those appliances are called upon to assist in carrying out. Hence the metallurgist will not find herein more than the skeleton of the organism, which perhaps he would wish to be clothed with the detailed description of the substances undergoing treatment, in their various combinations, at all stages, and the results attained in separating the valuable constituents from the worthless. So, also, no details will be found of the methods employed by the management for. the purpose of determining by sampling and assaying the nature of the various products obtained.GENERALThe ore being worked at the Great Fitzroy Mine is divided into two classes :-1. Ore that requires concentration before smelting.2. Ore that can be smelted direct.Flow-sheet (Fig. 1) shows in outline the process of treatment to which ore of the first class is subjected, and the writer will endeavour to fill in that outline with some details of the appliances used.

Rock and coal fractures together with micro seismic vibration is a common occurrence during mining, however, it is very uncommon for coal and rock to be propelled into the roadway. Irrespective, such occurrences do occur and appear to require significantly more energy than is available from strain energy release during coal cutting. The sources of energy which can contribute to the propulsion of coal from the face or ribs are typically strain energy from the surrounding ground, seismic energy from a rapid rupture of the ground in the vicinity, or rapid expansion of gas from within the burst source area. The aim of this presentation is to briefly review the mechanics of a coal burst and to discuss the mining situations for which the energy is sufficient to create bursts. Case Study: Dragline Swing to Dump Automation By Peter Corke, CSIRO Manufacturing Technology/CRC for Mining Technology and Equipment (CMTE) Peter Corke presented a case study of a project to automate the dragline swing to dump operation. The project is funded by ACARP, BHP Coal, Pacific Coal and the CMTE and is being carried out on a dragline at Pacific Coal's Meandu mine near Brisbane. Corke began by highlighting that the minerals industry makes extensive use of large, mechanised machines. However, unlike other industries, mining has not adopted automation and most machines are controlled by human operators on board the machine itself. Choosing an automation target The dragline automation was chosen because: ò draglines are one of the biggest capital assets in a mine; ò performance between operators vary significantly, so improved capital utilisation is possible; ò the dragline is often the bottleneck in production; ò a large part of the operation cycle is spent swinging from dig to dump; and ò it is technically feasible. There has been a history of drag line automation projects, none with great success.

Although few people know of it, Woodlark Island produced a relatively large quantity of gold in a short period at the turn of the century. Deaths of miners, enticement to richer fields elsewhere, and world wars have contributed to the abandonment of these gold fields to their present obscurity. In the mining boom, companies were formed, amalgamated and bought-out in a flurry of activity but present records are incomplete. The main sources of information are annual reports of the Department of Land Surveys and Mines in Papua, a few geologists' publications (notably Pinder,1901; Stanley, 1912, 1923; Trail,1967) and a variety of unpublished data. The first traces of gold in New Guinea were'found by Saavedra in 1528. The first gold in Papua was found near Port Moresby in 1878. The next discovery was at Sudest Island in 1888 followed by Misima Island in 1889 and Woodlark Island in 1894. By 1910 the "Murua Goldfield" (Woodlark Island) had contributed over 43% of the total gold yield of the Territory of Papua.

The Newmont Waihi Operations mill has undergone significant growth over its life. Initially designed as a single SAG mill operation, the circuit has been progressively upgraded since 1988 from a nameplate capacity of 600 000 tonnes per annum to the current rate of 1.3 million tonnes per annum. With future mining potential there is renewed interest to increase the processing rate even further. Over the next twelve months five sustaining capital projects will be undertaken and two major eco-efficiency projects will be completed. With the exception of the large grinding mills, most equipment on a gold treatment plant is replaced after 10-15 years. Waihi Gold mine has been operating for 14 years and has just recently received approval to replace equipment in five main areas; carbon elution, carbon regeneration, scats crushing, intertank screens and variable speed drives. Each project has been justified on improved process efficiencies and operating/maintenance cost savings. The two eco-efficiency projects involve a water balance model and a cyanide optimisation project, both of which are Corporate key performance indicators (KPI).
