"IntroductionMANY PAPERS presented on developments in the Canadian Petroleum Industry •during the past few years have commenced with this general sentence: ""The past year has been a record •one for the oil industry in Canada, with new records being set in nearly all phases •of exploration and development ,activity"". This sentence applies equally well to 1951. It is not possible to outline all the details of the broken records in exploration, development, and production but general comparisons can be made. There are several significant developments that have stolen the spotlight during 1951, some of which were foreseen in 1950 and some which were not. Among the high-lights were the following:(1) The greatly •expanded activity in the search for gas, which was touched off by the new Alberta regulations covering gas leases and reservations.(2) The discovery of commercial oil production in the Williston basin of North Dakota and Manitoba, which will have far reaching effects on Canadian oil.(3) The greatly increased activity in northern Alberta, northwestern British Columbia, the southern Northwest Territories, Saskatchewan, and Manitoba.(4) The new discoveries in the general central Alberta area.(5) The granting •of a permit for an oil pipeline to the Pacific coast.(6) The arrival of Western Canadian crude in central Ontario.(7) The number of new refineries completed, commenced, or proposed.(8) The present •and proposed expansion in the petrochemical industry.Most of the remarks made on various exploration and development •activities will refer to Western Canada operations, primarily because the greatest •activity and the most significant developments have been there. Eastern Canada exploration and development operations were at a slightly higher level than in 1950."

The mechanism of thiosulfate decomposition and the products formed were investigated in the presence of pyrite or pyrrhotite in copper-ammonia solutions used for leaching gold. The presence of the sulfides significantly increased the decomposition of thiosulfate. The sulfide-surface-catalyzed oxidation of thiosulfate to tetrathionate by dissolved oxygen or the cupric tetra-ammine complex was proposed to be the dominant thiosulfate decomposition mechanism. The catalysis of the sulfides in this reaction could originate from their strong affinity for aqueous sulfur species and their semiconducting properties. Oxygen was found to be the initial driving force for thiosulfate decomposition in the absence of cupric ions and the driving force for the continuous decomposition of thiosulfate in the presence of cupric ions. Under an oxygen free atmosphere, the decomposition of thiosulfate was limited to reduce the cupric ions and the catalytic effect of the sulfides was also marginal. The dominant oxidative product of thiosulfate was trithionate in alkaline solutions especially in an oxygen rich or cupric ion rich environment. Tetrathionate was found in relatively smaller amounts in an oxygen and cupric ion deficient environment. Tetrathionate was not stable and would further decompose after extended periods. Trithionate concentrations increased almost linearly with time.

It has been previously demonstrated [1,2] that using selective collector bar rodding has a big impact on the uniformity of the current density at the top surface of the cathode block and hence on the intensity of the horizontal current in the metal pad, The present study investigates the impact of using selective collector bar rodding on the MHD stability of a 500 kA aluminium electrolysis cell, For this purpose the recently developed MHD package for the aluminium reduction cell time dependent behavior is used.

Microalloyed steels are widely used in the oil and gas industry. They are a class of high strength, low carbon steels containing small additions of niobium (Nb), titanium (Ti), molybdenum (Mo) and/or vanadium (V). These steels have good strength, toughness and excellent weldability, which are attributed in part to the presence of nano-sized carbides, nitrides and carbonitrides. In the pursuit of developing higher strength microalloyed steels, it is of great interest to quantify the size, distribution, volume fraction and chemical speciation of these precipitates. However, characterization techniques suitable for quantifying fine precipitates are limited. Possible characterization techniques include SEM, TEM and matrix dissolution. A comparison is presented of the various techniques.

"Several grinding mill dynamic simulators have been developed in the last half-century. However, complete circuit simulations are mainly limited to academic investigations, and on-site applications for advanced control or real-time optimization are scarce. One particular issue that has certainly curbed a more widespread use is the time and efforts required for model calibration. This paper illustrates this challenge and presents a calibration method based on dynamic simulation using industrial data and laboratory testwork. The simulator models discussed originate from the work of Austin and Luckie (1972) for grinding mills, and Plitt (1976) for hydrocyclones. A two-stage approach based on a least squares minimization allows determining calibration parameters values. Firstly, laboratory testwork are required for characterizing breakage coefficients of the ore. Secondly, step change responses and their simulation— effect of ore and water feed rates on output flow rates and size distributions—allows identifying transport/mixing conditions. Simulation results are in agreement with actual process responses to variations of feed conditions obtained from a plant survey.INTRODUCTIONDynamic models for grinding circuits has been intensively studied since the 1970's notably by Austin and Luckie (1972b), Klimpel and Austin (1984), Rogovin and Hogg (1988), Napier-Munn et al. (1996), Liu and Spencer (2004), and King (2012) among others. The resulting models primarily serve in simulation applications for process equipment sizing, which incidentally also helps developing a better understanding of comminution operations. An obstacle curbing a more widespread and targeted use of grinding simulation for process control and optimization purposes is the time and efforts required for dynamic model calibration. It remains a cumbersome task that is typically not well detailed in technical papers. This could explain why dynamic process simulators are mainly confined to academic applications."

"This paper reviews the evolving Ontario mining regime for mining industry-Aboriginal engagement and its apparent alignment with court decisions, domestic law, emerging international norms, mining industry rules, and mining firm-Aboriginal agreements, drawing on publicly available commentary from government officials, the private sector, and Indigenous communities. This paper provides a preliminary analysis of the potential implications of the new regime, especially for the mining industry and Aboriginal communities and, on that basis, discusses possible future developments.RÉSUMÉ Le présent article analyse le régime minier de l’Ontario pour l’engagement entre l’industrie minière et les Autochtones et son harmonisation avec les décisions des tribunaux, le droit interne, les nouvelles normes internationales, les règles de l’industrie minière et les ententes compagnies minières- Autochtones en se basant sur des commentaires, disponibles publiquement, d’officiels gouvernementaux, du secteur privé et des communautés autochtones. Acid mist is the undesired result of copper electro-winning (EW) process, generating a contaminated and hazardous environment in the working areas, as well as promoting high corrosion conditions for structures and equipment in the EW tank-house due to the buoyancy of sulfuric acid in aerosol form. Likewise, organic entrainments that occasionally occur in this process contaminate the cathodes, as well as increasing the risk of fire. LateralVex® and LateralFlow® are technologies that effectively and efficiently solve these problems, without affecting the usual activities of the operators, thus presenting a significant distinction with respect to other technologies that seek to solve these problems. Minera Antucoya, an AMSA group company, which produces 80,000 tons of electrolytic Cu per year, decided to install both technologies for its EW tank-house, LateralVex® in commercial cells and LateralFlow® in scavenger cells to keep both the acid mist and the organic entrainments under control. This paper presents the effects of applying these technologies in Minera Antucoya’s electro-winning plant, the challenges addressed, the difficulties encountered, the problems and opportunities that their implementation involved, as well as the surprising results obtained at the time of measuring the acid mist— less than one hundred’s part of the Allowed Weighted Limit—in samples taken with the plant operating at maximum current capacity. Additionally, the paper includes some of the improvements identified during the period, more than 3 years, in which these technologies have been in operation in Minera Antucoya. INTRODUCTION Electrowinning is the most used electro-chemical process in the hydrometallurgical industry for the recovery of highly pure metallic copper as its final product, which is formed in previous stages in an aqueous medium that goes through a selective process using organic solvents to separate impurities and concentrate the metal in a sulfuric acid solution. In the last stage, this solution goes through a process in which high- density current at a low voltage is applied, so that the metal in the solution will deposit in solid state on a plate, usually a stainless-steel plate. This last process involves the generation of other sub-products due to the electro-chemical dissociation of the electrolyte’s components, or to the addition of chemical additives, or due to specific physical conditions or lack of controls during the operation.

"Since the establishment of froth flotation as an effective method of mineral beneficiation there has been both academic and industrial interest in the levels of the various reagents required to perform the desired separations. Academic interest was spurred by a desire to understand the mechanisms involved - industrial interest by a need to improve the efficiency of the process. These efficiency improvements can take two forms: cost reductions due to reduced reagent consumption and/or improved separation efficiencies. The latter are indicated by either improved grade-recovery relationships for removal of a valuable mineral from gangue, or improved separation of two similar valuable minerals.The processing of lower grade ore bodies at higher tonnage rates has necessitated increased interest in both reagent consumption and metal recovery. Furthermore, the development of accurate and functional on-stream analysis equipment in the 1960's and 1970's has allowed for a better understanding of the dynamic processes involved in a flotation circuit and has required a more concrete statement of the relationships and reactions between the minerals and chemicals in the flotation pulp. Development of these relationships is necessary in order to make use of on-stream analysis to control the process at, or near its more efficient level."

"The study of the total utilization of fly ash has involved all of the known technology in the processing of this waste material into useful products. In addition, a complete knowledge of all the possible uses of fly ash and its products in the market area was probably the most important factor in evaluating the theory and practical feasibility of the total utilization of fly ash from a single large supplyLaboratory tests carried out on the separation of fly ash into different fractions were shown to improve its value and utilization. Four main fractions were studied: a fine pozzolanic low-carbon fraction; a coarse fraction for light-weight aggregate production by pelletizing and sintering; a high-iron fraction; and a carbon-rich fraction. The term ""beneficiation"" here refers to a process of separating fly ash into more useful components.Laboratory and pilot sinter strand tests were employed to optimize the sintering capability and the quality of the heat-hardened pellets through a study of the agglomeration cycle in four principal heat zones, under controlled conditions of air flow, temperature and atmosphere, and including the controlled sizing of pellets.The suitability of the heat-hardened pellets as light-weight aggregate was evaluated in test batches of concrete, which were compared with concrete containing commercial lightweight aggregate of established quality.A study of beneficiated fly ash pozzolan as a partial cementitious binder component in normal and high-temperature cured concrete was reported in a paper at the re-cent Second International Fly Ash Symposium.Samples of raw and beneficiated Lakeview ash were compared with samples of other established high-quality fly ash pozzolans. The evaluation indicated the usefulness of beneficiated Lakeview ash as a pozzolan. Economic studies indicated that to accomplish the primary objective of total utilization of any single source of fly ash (in this case. fly ash from the Lakeview Generating Station, producing approximately 400,000 tons per year), a broad knowledge of the technology of various mineral processes was essential.The design of the fly ash processing plant had to be based on the disposal of all the raw fly ash produced by the generating station. This is contrary to the normal design of a processing plant in which raw materials are supplied and produced according to product demand. The design, therefore, had to be of such flexibility as to pro-duce as wide a variety of products as possible, and the ability to market them had to be well researched and understood."

Sensor-based ore sorting technology is a growing area of interest due to lower-grade ore deposits and higher costs of processing, among other reasons. Among the sensors currently utilized in the particle sorting industry, X-Ray Fluorescence (XRF), as the only sensor with elemental analysis capabilities, has always attracted more attention. Currently, the bench-scale amenability tests for this sensor are performed using hand-held XRF analysers. However, this testing method overestimates the performance of the XRF sorter, and therefore, the results from these tests can be misleading and are often mispresented. The work presented here was conducted on a copper mine and investigates how the sensor’s sensitivity to copper deteriorates under different testing methods. This work compares and correlates the results of an Olympus hand-held XRF analyser, static, and dynamic sorter responses with the actual grades of the rocks. The results confirmed that, the sorter response was extremely prone to blind spots. Furthermore, the results demonstrated that although the static sorter’s responses were comparable in terms of rock identification to those of the hand-held XRF analyzer and assays, the accuracy of the dynamic sorter response deteriorated both as a function of grade of the rocks as well as the potential for blind spots. INTRODUCTION Sensor-based sorting technology has been gaining increasing attention even by larger mining corporations as ore grades decrease, deposits get deeper and therefore cost of mining and processing increases. There are various types of sensors that are currently being used in the particle sorting industry such as X-Ray Transmission (XRT), Color, Electromagnetic (EM), Near-Infrared (NIR) and others. However, none of the sensors are capable of identifying and quantifying particles by the elemental content, except for X-Ray Fluorescence (XRF). XRF is a non-destructive, surficial analytical technique used to measure elemental composition of materials. X-ray fluorescence happens when a secondary x-ray (fluorescence) is released after a sample is bombarded by a primary x-ray source. From a sorting perspective, the most common and expected issues that are associated with XRF sorting are lower throughputs compared to other sensors due to particle presentation limitation as well as the need to wash the material before introducing to the sorter. However, one important issue that is mostly neglected is how the amenability tests are performed and how realistic the obtained results are. Current amenability test procedure utilises a handheld XRF analyser (such as an Olympus InnovX, as used in this work) on multiple, generally 4, sides of the rock and uses the average measured grade as a criterion for separation. While this is a widely accepted technique, it fails to consider some important factors such as exposure time and the distance between the sensor and the particle. These factors can significantly affect the sorting outcome.

INTRODUCTION Eighteen years ago about half a dozen experienced prospectors moved from northern Ontario to northwest Manitoba to prospect 'greenstone' areas shown on geological maps of .parts of northern Manitoba prepared by J. B. Tyrrell, D. B. Dowling, and Wm. Mclnnes. Gold-bearing quartz was soon discovered by these men in this new field, and in succeeding years many more prospectors entered the district. A number of the pioneers are still prospecting, and since 1913 mineral deposits have been discovered each year in widely separated areas of the large district extending 150 miles eastward from the 102nd meridian and 60 miles north of latitude 54°30'. The majority of the discoveries, however, have been made near Schist, Elbow, Wekusko, and Kississing lakes. One hundred or more mineral occurrences of some merit are known, the main types being sulphide replacement bodies containing nickel-copper or copper-zinc and gold-bearing quartz veins. Some underground exploration or diamond drilling has been completed on 25 or more of the prospects. Up to the present, three ore-bodies, namely, Flin Flon, Sherritt-Gordon, and Mandy, have been proved. Of these, Flin Flon, the largest, is estimated to contain from 16,000,000 o 19,000,000 tons of copper-zinc ore carrying some gold, silver, and lead. Next in importance in regard to tonnage is Sherritt-Gordon, with a calculated reserve of nearly 5,250,000 tons of copper-zinc ore carrying less than $1.00 combined gold and silver.

"When hard times strike in the mining cycle, sites tighten their belts and focus on lowering their unit costs. Lower unit costs can be achieved by reducing expenditure, increasing production, or by a combination of both. Faced with these requirements, site personnel must turn to areas where they can focus their effort for maximum return. For many sites, both in Canada and overseas, focusing on improving flotation cell maintenance is one of the areas where gains can be made for minimum outlay. Due to resource limitations and/or lack of equipment understanding, maintenance on many sites is only conducted on a reactive basis, once equipment fails. This paper will promote the idea that mineral processors should become more familiar with their equipment so they can ensure that the plant’s ability to produce is not compromised. By better understanding the flotation equipment and ensuring the critical components are maintained, it should be possible to unlock value in an operation. Flotation equipment inspections will be discussed in detail, including key items to look for during these inspections. Potential approaches for predicting wear and change-out time for flotation equipment components will be also demonstrated. An example of one approach used at a South African nickel site will be given.INTRODUCTIONWith metal prices decreasing and operating costs rising, concentrator operators are looking for ways to improve their bottom line. Lower unit costs can be achieved by reducing expenditure, increasing production, or by a combination of both. To meet the expectation of shareholders, mineral processors must turn to areas where they can get the best return for their efforts. One area where there is a large opportunity for improvement is in the maintenance of flotation equipment.On many mine sites, both domestically and around the world, it is quite common to see the philosophy applied of repairing equipment only once it has failed. Though some sites have advanced enterprise management systems and monitoring programs, in the authors’ experience, the decision on flotation equipment maintenance is rarely made on a proactive basis. Two common trends that are evident in the mining industry are that operations are under pressure to keep the plant producing, and maintenance managers generally have very strict budget targets to meet. In addition to these factors, few sites have a good understanding of the financial implications of running with worn or broken flotation equipment. Knights, Jullian and Jofre (2006) summarize this situation well, stating that the lack of correlation between some commonly used maintenance performance measures and key business drivers can lead to maintenance being seen only as a cost center (that needs to be reduced) rather than a tool for productivity improvement."

Rapid drifting enables quicker access to orebodies, higher production rates and a resultant reduction in production cost. The Mining Innovation, Rehabilitation and Applied Research Corporation (MIRARCO) funded by the Canadian Mining Industry Research Organization (CAMIRO) has developed a methodology for safe rapid drift development within the underground metalliferrous mining industry in Canada According to industry survey, about 36% of drift development cycle time is spent on support installation. MIRARCO has developed a methodology for safe rapid drift development based on minimizing time spent on support installation. The methodology includes a critical review of the rockmass classification systems, examination of current support practices in the mining industry and civil tunneling, review of rapid drift development practice in South Africa, introduction of risk hazard procedures to account for material property variability and the development of a WIZARD as a quick decision-making tool for the implementation of the procedures. A comprehensive field data collection procedure was put in place and data collected from various mines to verify and calibrate the support selection rationale. The findings of the research programme resulted in the development of an improved rockmass classification system and showed that construction effects have drastic influence on support levels but is often not accounted for in assessing support levels. Stress effects and structurally controlled failures are the other important factors to take into account in rapid drift development. Three support classes were established for safe rapid drift development as No Systematic Support, Light Support and Strong Support. The support levels took into account cost, rate of installation and safety based on compatibility with ground characteristics. This paper describes the methodology for safe rapid drifting within the underground metalliferrous mining industry in Canada and highlights the key issues and major drivers behind their continued development at the Geomechanics Research Centre within MIRARCO.

"This paper examines the change in surface properties of the Polyurea used on spirals at different operational times: unused spiral, 28 months in operation and 58 months in operation. This is being done to investigate the alleged statement that spirals have a decrease in spiral separation efficiency after a certain period of operational time. Observing the surface characteristics under 1.5x and 36x magnification it can be concluded that the surface roughness decreases with increased operational time. This may be explained by a decrease in air inclusions and streak lines as the spiral surface wears. Decreased surface roughness should in theory have a beneficial effect on spiral separation performance. This leads to the conclusion that if a decrease in spiral separation performance is observed after a certain period of operation, it can’t be attributed to the change in surface properties. Uneven wear of the spiral surface, material creep or application of force to the spiral will change the profile of the spiral and could cause an adverse effect on spiral separation performance. The metallurgical test work showed that the best results are obtained at 30 - 35% solids by mass in the spiral feed. The iron recovery was significantly higher in the new spiral in comparison to the 2012 and 2010 spirals. The mass yield to concentrate in the new spiral was approximately three times more than for the older spirals. "The Pulp Chemistry Monitor (PCM) has been installed and operated in a number of concentrators in Australasia, and has produced some very interesting results. PCM measures the pH, Eh, dissolved oxygen, temperature and oxygen demand of process streams within a concentrator continuously and in real time.In the example presented in the paper the cleaner feed pulp chemistry is measured, and related back to changes in the mineralogy as well as variations in metallurgical response. For example, a decrease in Eh and dissolved oxygen as well as an increase in the oxygen demand. These changes in the pulp chemistry appear to coincide with increases in the feed grades, probably higher pyrite grades. Further, these variations in pulp chemistry and feed mineralogy have a negative impact on the concentrate grade and recovery.The implication is that if the pulp chemistry is monitored it is possible to predict changes in the mineralogy of the system, and from this the metallurgical response. Further, the changes in pulp chemistry can be used in a control system to counter the changes in mineralogy and maintain the metallurgy.IntroductionIt has long been recognized at a fundamental level that the flotation behaviour of sulphide minerals is dependent on the pH and Eh of the system (for example: Tolun and Kitchener, 1964; Woods, 1976). However, measuring pulp chemical parameters within an operating concentrator has had limited attention. Woodcock and Jones (1970a and b) were among the first to actually collect data from operating plants. Jones and Woodcock (1984) identified some of the chemical complexities of flotation pulps, and noted that most concentrators already operate at high levels of metallurgical performance but there was still considerable scope for improvement. These gains would, in part come from more effective chemical control. In the same volume, Healy (1984) discussed metal ion hydrolysis and precipitation, redox chemistry and how the surface chemistry of sulphide minerals can be influence flotation behaviour. The impact of grinding environment on the pulp chemistry and flotation response of a complex polymetallic sulphide ore is discussed by Forssberg and Subrahmanyam (1993). Their work essentially contrasts the pulp chemical and flotation performance of pulps ground with conventional ferrous grinding media to a fully autogenous system. The data suggested that the reduction or removal of iron hydrolysis contamination from the system could have a positive influence on flotation behaviour, and perhaps the first stage of “controlling” the chemistry of the system should be in the grinding circuit. Grano et al (1995) demonstrated that the collection of pulp, solution and surface chemical data could identify weaknesses within a concentrator, and from these data develop, test and implement solutions that improved the process. Greet et al (2006) showed that the pulp chemical trends observed through primary grinding and rougher flotation circuits of most sulphide flotation concentrators are approximately the same. There are differences in the magnitude of various pulp chemical parameters (pH, Eh, dissolved oxygen, temperature and oxygen demand) as a result of variations in the feed mineralogy and processes employed. Further, it was noted the Eh shifted to more reducing values of the ten days measurements were collected, and this change could be traced to an increase in the iron sulphide content of the feed. Metallurgically, this resulted in an increase in nickel recovery through the recovery of nickeliferous iron sulphides, and a decrease in nickel concentrate grade."

The Duparquet mining camp situated along the Quebec segment of the Porcupine-Destor Fault was the site of gold exploitation from 1933 to 1956 and 1988 to 1991. Numerous gold showings and deposits straddle the fault. An ongoing regional metallogenic study by the Quebec Geological Survey has identified five main types of gold mineralization, each showing a distinct style, alteration, control, metal content, and timing. In order to maximise the impact of this study, a 3D regional common-earth-model was constructed along a critical segment of the Porcupine-Destor Fault with the gOcad® technology. The realisation of this model required the maximum use of the public SIGEOM numerical database, as well as the recovery of significant private data from exploration company partners. The 3D model is also a powerful new dynamic exploration tool, which can be queried using geological criteria characteristic of the different gold deposit types. This 3D model can be modified and improved continuously by adding data from new drilling, mapping or geophysical surveys. The case of the Porcupine-Destor Fault illustrates the importance of 3D common-earth-modelling in delivering refined technological geological syntheses likely to attract significant investments from the mining exploration industry, especially for deep exploration programs within mature mining camps.

Current applications of Gravity Concentration are briefly examined.The Paper details one approach to the development of a Gravity Concentration Plant, from laboratory and mineralogical techniques, through Pilot Plant testing, where applicable, to the actual design of the plant.INTRODUCTIONGravity Concentration, once the major method of concentrating minerals has, for much of the twentieth century been regarded, like the dodo bird, as obsolete. However, in more recent years it is enjoying something of a renaissance, and is once again being treated as a useful, economic alternative in the Mineral Processing Engineers' arsenal.An indication of the broad application of gravity concentration is the variety of minerals presently recovered. A list is given in Table 1; this list is not exhaustive."

Barre granite?s samples have been tested for fracture toughness under mode I along two different directions with respect to microstructural fabrics were investigated. 3D objects counter algorithm technique is applied on micro CT images to identify physical properties such as crack induced porosity, crack density, generated total surface area and contribution of individual mineral grains within the damaged zone.The result obtained justifies very well the fracture toughness anisotropy in Barre granite, and explains the difference in the structure of the damage zone evolving as a result of test crack interacting with pre-existing microstructural fabrics. The present study has potential application in the fields of rock mass stability, oil reservoir stimulation, rock fragmentation and damage in blasting and emplacement of dykes.

Froth flotation is widely used in the coal industry to clean -28 mesh or -100 mesh fine coal. A successful recovery of particles by flotation depends on efficient particle-bubble collision and attachment with minimal subsequent particle detachment from bubble. Flotation is effective in a narrow size range outside which the flotation efficiency drops sharply. A fundamental analysis has shown that use of picobubbles can significantly improve the flotation recovery of particles by increasing the probability of collision and attachment and reducing the probability of detachment. A specially designed column with a picobubble generator has been developed for enhanced recovery of fine coal particles. Picobubbles were produced based on the hydrodynamic cavitation principle. Experimental results with one metallurgical coal and one steam coal have shown that the use of picobubbles in a 2" column flotation increased fine coal recovery by 10-30%, depending on the feed rate, collector dosage, and other flotation conditions. Picobubbles also acted as a secondary collector and reduced the collector dosage by one third to one half.

Also as the primary mineral deposits, around the world are depleted, new more difficult deposits must be mined. Existing operations are also looking to maximize economic return from existing deposits, requiring new thinking and technologies.The traditional approach for gold containing refractory material has been to liberate the locked gold by chemically destroying the pyrite through oxidation. Roasting, pressure oxidation, and bacterial oxidation all employ various degrees of temperature, pressure and catalysis to react the pyrite with oxygen to produce iron oxide and sulfur by-products. However all of these methods are economically impacted due to specific operational added requirements and emissions controls. Pressure and bacterial oxidation have very high capital and operating costs."
