"Income tax legislation is not keeping pace with federal and provincial environmental legislation. There is a vast array of new environmental regulations at various stages of implementation across the country. Unfortunately, there are serious concerns about the deductibility of significant payments which mining companies will be required to make under these new rules, and the Department of Finance seems to be reluctant to act on these concerns. IntroductionWhile the federal and provincial governments are racing ahead with obvious fervour to introduce new envirorunental laws, the tax rules relating to envirorunental costs are being allowed to lag far behind. In a nutshell, the tax treatment of envirorunental costs is not keeping pace with the new envirorunental legislation.One of the most serious concerns of the mining industry is the deductibility of mine reclamation or closing costs. The producing provinces are well advanced down the road toward mandating upfront deposits, bonds, or similar financial guarantees to protect the envirorunent from the operation and eventual closure of a mine. These requirements are not small. In some instances, they can amount to tens of millions of dollars. And, if there is no tax deduction for these sums when they are set aside by the mining company, then the costs have to be paid out of the company's after-tax earnings."

This paper will discuss the innovative hardware and software technologies employed in the new control system. This paper will also describe the planning process, migration path and simulation techniques used to ensure the success of such a large and complex DCS upgrade.

Oxidation and reduction reactions of N-containing molecules have been studied over different types of gold-based catalysts, Au/MOx/Al2O3 and Au/MIOx/MIIOx/Al2O3 (M, MI, MII=Li, Rb, Mg, Ce, Zr, Mn, Cu) prepared by deposition precipitation with urea. In general, all the catalysts were already active at low temperatures. NH3 oxidation was effectively catalyzed by Au/CuO/Al2O3, a catalyst which also gives the highest yield in N2. NO reduction by H2 performed over gold-based catalysts produced N2O, N2 and NH3 and N2O reduction resulted in the formation of dinitrogen. For all the reactions, large synergistic effects have been obtained by addition of different kind of additives.

Conditional bias is an infamous problem with estimation methods including kriging. Changing estimation parameters will mitigate, but not remove, conditional bias. The conditional bias of kriging is well understood; however, there is widespread confusion in the literature and among practicing geostatisticians regarding the conditional bias of geostatistical simulation. There is no conditional bias of simulation when the simulation results are used correctly. The correct use of simulation for recoverable reserves estimation is to (1) generate multiple realizations conditional to all available data at a small scale, (2) linearly average all realizations to the chosen block size and (3) calculate the probability of each block being ore and the ore grade of each block. The ?probability of ore? and the ?ore grade? are conditionally nonbiased.

Abstract - Traditional mine planning based on block models built with interpolation techniques such as kriging does not take into account the uncertainty associated with the estimates. These models are inadequate for short-range mine planning. In contrast, conditionally simulated models reproduce the actual variability (histogram) and spatial continuity (variogram) of the attributes of interest. Conditional simulation can be used to address the problem of measuring the uncertainty associated with an estimate. This paper outlines how the sequential Gaussian conditional simulation algorithm can be used to assess uncertainty of grade estimates and also illustrates how simulated models can be incorporated into mine planning and scheduling. A case study demonstrates the efficiency of the method in assessing risk associated with geological and engineering variables.

Low quality rock is encountered in many manifestations in underground hard rock mines, ranging from weak and poorly consolidated rock to highly altered or foliated rock. Lateral mine developments driven in low quality rock pose on-going challenges to a mine operator, as ground stability issues, such as caving of under-supported ground, drift closure due to surface deformation or buckling processes, and degradation of exposed rock surfaces are a persistent concern. For many operators, ground support design is an iterative process, as support practices are refined with time. Using case studies from a variety of underground hard rock mines, this paper reviews techniques for the classification of low range rockmasses and examines the rationale and effectiveness of adopted ground support systems.

Unplanned open stope dilution is a major cost factor for many mining operations, even though significant advances in empirical and analytical approaches for estimating stope dilution have been made. Many factors that influence hanging wall dilution are still either ignored or assessed in purely subjective terms. Undercutting the stope hanging wall on both the overcut and undercut development are well recognized factors which contribute to hanging wall instability and dilution. In many mines, undercutting the hanging wall breaks the integrity of the rock mass that may form along continuous foliation or bedding planes parallel to the stope hanging wall contact, reducing stability. This undercutting also increases the zone of destressed or relaxed rock that may potentially fall into the open stope as dilution. An approach is introduced for quantifying the effect of undercutting on potential stope dilution. An extensive database of stope case histories has been collected to look at dilution from Hudson Bay Mining and Smelting operations (HBMS) in Flin Flon.

The speciation of Uranium in silica-rich depositional layers in the proximity to uranium ore deposits was investigated using micro X-ray fluorescence (VESPERS beamline), X-ray Photoelectron Spectroscopy, Laser-Ablation ICP-MS, Scanning Electron Microscopy, X-ray diffraction and micro-Raman Spectroscopy. The heterogeneous Si-rich laminations contain micrometer-size inclusions of secondary uranyl-minerals. The U concentration in these layers range from several ppm to lower weight percent and the U 4f spectra indicate variable U6+ : U4+ ratios. Correlation between the concentrations of U and other metals (M) suggests the presence of M-U-bearing nanoparticles or species within the amorphous silica matrix.

In this research, novel YSZ ceramics doped with 5 mol% Nd2O3 were manufactured via Spark Plasma Sintering (SPS) process. The sintered Nd2O3-YSZ ceramics were subjected to a static supercritical water environment at a temperature and pressure of 400 °C and 31 MPa, respectively. The weight loss and microstructure development of the sintered ceramic before and after exposure to supercritical water was studied. The results suggested that Nd2O3 addition significantly improved the degradation resistance of the YSZ ceramics. This was attributed to the improved phase stability of the 5 mol% Nd2O3-YSZ ceramics, since X-ray Diffraction (XRD) studies showed that the cubic stabilized matrix in these ceramics was retained after exposure to supercritical water. In comparison, pure YSZ ceramics exhibited a rapid degradation behavior as well as a phase change.

A series of laboratory tests were conducted to study stress-induced spalling on medium to coarse-grained granite specimens. The specimens made from cylinders had two manufactured notches on opposite sides aimed to represent the tangential loading around a circular opening. Specimens of three different sizes were tested with notch radii, 98.5, 225 and 375 mm, representing 197, 450 and 750 mm diameter holes, to study the effect of notch radius on the spalling initiation stress. The cracking was monitored by acoustic emission sampling. The fracture patterns were investigated visually on polished slabs and by microscopy on thin sections. The crack analysis describes how the cracks propagate in relation to the grain structure in the rock and to the macroscopic stress field.

The long term management of acid generating tailings at mine closure is a common issue, however, management of ARD is significantly impacted by local conditions, including climate. Acid generating tailings, over time, will produce acid rock drainage (ARD) if left exposed to water and air, which both contribute to the sulphide oxidation process. The long term closure of tailings storage areas is a concern from both environmental and engineering perspectives, with long term acid generation and dam stability the main risks. Several approaches can be taken to minimize ARD from tailings facilities using cover systems. Three tailings facility cover case histories, in areas of net positive water balances, were investigated using unsaturated flow modelling software to determine the long term potential for limiting ARD by increasing saturation of the tailings and decreasing oxygen ingress. Each case study demonstrates the importance of integrating the tailings dam engineering into tailings cover closure design. Model predictions are compared to measured saturation levels to assess the accuracy of the calculations.

Abstract- An application of logistic regression to mapping of gold potential in the Baguio district of the Philippines is described. Categorical map data such as lithologic units and proximity classes of curvi-linear features, based on spatial association analyses, are quantified systematically and used as independent variables in logistic regression to predict the probability for presence or absence of gold mineralization. Regression experiments to compare between using all independent variables that are associated spatially with the response variable and using only statistically significant independent variables are performed. The results of the regression experiments are similar; however, the use of all independent variables produces slightly optimistic results but better prediction rates for the known gold deposits in the test district. At least 68% of the ‘model’ large-scale gold deposits and at least 76% of the ‘validation’ small-scale gold deposits were predicted correctly. The predicted geologically favorable zones are also similar to delineated geochemically anomalous zones. The technique presented using logistic regression as a data integration tool is effective for geologically constrained technique of mapping mineral potential.

"Very seldom, if ever, is a molybdenite by-product plant operated exactly the way the process design engineer visualizes it. The best thing the design engineer can do is provide a sound, basic circuit with enough room and flexibility in order that the operating staff can make the necessary modi fi cations to optimize the process. The plant, with minor modifications, should be capable of handling more than one process. This is especially true when the client is having the plant designed for a new process.The writer would like to propose the following ten ""rules-of thumb"" for designing by-product molybdenite plants where the molybdenite is floated out of a copper concentrate. The term rules-of-thumb is used, because there are probably valid reasons for not using one or more of them in a particular plant design. In fact it was 1980 before the writer was all owed to start up a plant where all of these rules were honored in the plant design. This was after 19 years of experience in the design of molybdenite by-product processes and plants. The main reasons for not following the rules are available capital, available space, and the client's experiences based on pilot plant and laboratory test results."

"Brenda Mines Limited is a low grade open pit mining and milling operation located near Peachland, British Columbia. The mill was brought into production in late 1969 at a rated capacity of 24,000 tons per day. Tt currently treats an average of 30,000 tons per day of an ore that has an average grade of 0.130% copper and 0.030% molybdenum.Description of Crushing and Grinding CircuitsRun of mine ore is delivered to a primary gyratory crusher. The minus seven inch product is separated into plus and minus one inch fractions on two parallel vibrating screens. The fine product is conveyed directly to the mill fine ore bins, while the coarse fraction is sent to a 45,000 ton stockpile.Material from the stockpile is fed to two standard cone crushers which operate in an open circuit with five secondary vibrating screens. The minus five-eighth inch product from these screens is conveyed to the mill fine ore bins while the coarse fraction is fed to four shorthead cone crushers. These crushers operate in closed circuit with the screens."

"PEC uranium deposit, 100 km southwest of Coppermine, was discovered by diamond drilling in 1976 following ground and airborne geophysical surveys, geological mapping, geochemical surveys and boulder prospecting that were initiated as the result of the discovery of uraniferous sandstone outcrops in 1969 by geologists of Aquitaine Company of Canada Ltd.The deposit is within gently northeasterly dipping medium to coarse-grained Unit 11 quartzitic sandstone of Neohelikian Dismal Lakes Group. The deposit is from 10 m to 70 m above the base of the sandstone which, beneath the deposit, non-conformably overlies weathered and altered Aphebian granite of Great Bear Batholith or unconformably overlies rubble breccia, conglomerate and medium-grained Unit 8 sandstone of Paleohelikian Hornby Bay Group.A northeasterly trending, 500 m wide graben, bounded by the steeply dipping northeasterly striking Imperial and Aquitaine faults, contains the deposit which is 1.1 km long by up to 340 m wide. The deposit overlies a post-Hornby Bay Group, pre-Dismal Lakes Group topographic high. Uranium principally occurs as stratabound, often peneconcordant bands; a lesser amount of uranium is fracture controlled.Stratabound uranium exists in gently easterly dipping, subparallel bands ranging in thickness from 1.5 m to 6.0 m. Pitchblende, coffinite and sooty black uranium oxides occur as interstitial disseminations and grain coatings subparallel to bedding; they also replace pyrite and form narrow veinlets.Small amounts of torbernite, carnotite and cuprosklodowskite coat pitchblende and are disseminated within mineralized bands. Pyrite, marcasite, chalcopyrite, chalcocite, cove/lite, digenite, azurite, malachite, arsenopyrite, glaucodot, niccolite, bravoite (? ), goethite, hematite and magnetite as well as quartz, barite, calcite, biotite, chlorite and clay minerals exist within the mineralized bands. Uranium grades of 0.1 % to 0.3 % U3O8 over thicknesses of 1 m to 2 m are typical.A steeply dipping fracture zone near the Imperial fault contains sooty black uranium oxides, torbernite, carnotite and cuprosklowdowskite as well as sulphides, cobalt arsenides, quartz and carbonate. The zone may reach 70 m long; its true width is about 1.9 m. Uranium grades range up to 5.18% up, over0.9m.Pitchblende and coffinite from PEC deposit have been dated at 1.08 ± .10 Ga with possible remobilization at .45 Ga. The deposit contains an inferred 3,150 tonnes of U3O8."

"In March, 1968, Skega Ruh her Liners were used to reline the shell of an 8' x 12' Allis Chalmers ball mill.This mill is used to regrind the cyanided pulp from 58i -200 mesh to 92% -200 mesh prior to this pulp passing to the flotation circuit, at approximately 450 tons per day.Before the use of rubber liners, the regrind ball Mill shell had been lined with single wave ni-hard liner!'. These liners had an average life of five years. Ni-hard end liners were used both prior to and during the use of rubber liners, as the life of the ni-hard end liners was about seven years, and it was thus felt that little economic benefit would be realized by lining the ball mill ends with rubber.The rubber lining used has a thickness of 57.15 millimeters and the square shaped lifter bars which are spaced at 14~ inch centres, have a 4"" x 4"" cross-sectional dimension.With the use of ni-hard liners, the consumption of 1 1/4 forged steel balls averaged 1.062 pounds per ton, Using rubber liners the consumption of l~"" forged steel balls increased to 1.368 pounds per ton. Also the level of the ball load which previously had been kept at approximately 18 inches below the mill discharge, had to be increased to approximately 8 inches below the mill discharge in order to effect the same grind.The initial gri4ding performance of the newly relined mill was also poor, until the leading edge of the rubber lifter bars, which were square shaped in cross-section had been worn to a rounded profile. These lifter bars were replaced after 4 years and 3 months of operation.The advantages of rubber liners in our opinion is as follows:"

This paper reviews an analytical model that defines the relationship of weight-weighted or volume-weighted average haulage distance with bench height and other related parameters, presents the optimum bench heights under various conditions in terms of minimizing the weighted average haulage distance of ore/waste during the full lifetime of an open pit mine, and discusses the truck haulage economics of mining open pits by high bench, specifically by 15 m, 18 m and 20 m benches through marginal analyses. The observations from these analyses disapprove the previous conflicting assertions that the over-all weighted average haulage distance either increases or decreases directly with bench height. It is concluded that: (1) an increase of bench height to 15 m from 12 m is likely to be viable under the general conditions of large-scale deep open pit mines; (2) the reduction of haulage cost is much limited with the case of increasing bench height to 18 m from 15 m; and (3) the feasibility of mining open pits by 20 m benches is generally questionable. These conclusions may serve as a useful guide for those who advocate open pit mining by high bench.

"The technology known as Expert Systems is being used within the minerals industry in a wide variety of problem areas. Applications include diagnosis, prediction, training, monitoring and control. Expert Systems provide a way to program computers to imitate human thinking. The construction of such systems is a straight-forward task that can be quickly learned by novices but can require a lifetime to master.To assist in the understanding and utility of this technology, a special manual bas been prepared which operates on a microcomputer under the MS-Windows environment. The manual covers all aspects of Artificial Intelligence of relevance to Expert Systems. A hypertext system allows users to probe as d•~ply as needed to achieve understanding or to simply skim the surface of the knowledge to obtain a quick overview of subjects. The manual was developed under the sponsorship of the Mineral Sciences Laboratory of CANMET and is available from the Mining and Mineral Process Engineering Department at the University of British Columbia. Annual updates are planned to keep abreast of new developments in this rapidly changing technology. Les domaines d'application comprennent le diagnostic, la prédiction, la formation, la surveillance et le contrôle des procèdes. Rock cutting includes many unknown parameters which result in different consequences of the different cutting conditions. However, based on the current suggested models for rock cutting, there are some critical parameters that control the fracture initiation and propagation in the rock domain. In general, there are two major cutting tools are used in rock cutting: drag bits and indenters. Different mechanical attacks of cutters result in different fracture models. For example drag bits break the rock parallel to the rock surface, which is called ‘undercutting’ while indenters cut rocks by pressing normal to the rock surface. Both tools cause rock failure by inducing tensile cracks in the rock. However, drag bits induce more tensile cracks compared with the indenters. The full benefits of improvement in rock cutting efficiency will arise from a clear understanding of rock fracture mechanics principles. Therefore, fracture mechanics principles will be applied to the rock cutting as the rock fragmentation process is based on the rock fracturing. The Oscillating Disc Cutting (ODC) has more advantages than drag bits and disc cutters. The forces transmitted back through the cutting head are much lower with ODC. Although ODC attacks rock in much the same way as drag bits, a combination of the oscillating action of the cutter and the undercutting mode produces the lower cutting forces and causes rock fatigue. Fatigue phenomenon in rock has advantages for the rock breaking by applying less effort and energy due to the cyclic loading. The aim of this study is using the Extended Finite Elements Analyses (XEFM) numerical modelling for simulating the ODC cutting with different cyclic loading conditions. An accurate prediction of numerical investigation requires detail laboratory experiments. A series of laboratory tests were performed to obtain the fracture toughness values of our Monsonite rock samples under various cyclic amplitude and frequency values. The numerical results showed different types fatigue damage mechanisms due to the various cyclic loading conditions. Thus, modelling and understanding the crack propagation behaviour depending on different amplitude and frequencies are believed very important for the dynamic rock cutting researches and rock cutting machine manufacturers.
