Fine-scale geochemical, mineralogical, and structural variations in ferromanganese crusts are believed to be the long-range records of paleoceanographic conditions and geological events on the small to global scales in the world oceans, which is useful in reconstructing marine environment. The chemical profiles of thick hydrogenetic ferromanganese crusts and nodules were determined by ICP/ES at 2-3 mm intervals at several locations over the Japanese Islands, Magellan Seamounts, Marshall Islands, and South Pacific Basins, together with Be-10 dating. We found general trend of Co enrichment (or high ratio of Co/Mn) in the upper layers of crusts, or outer layers of nodules, which formed in younger period probably after the late Miocene. This general trend of higher Co concentration in the surface may be true over the western to the Pacific, but local variations in growth patterns and shorter-range fluctuations in chemistry and structure were found as well. The growth rate is sometimes three times faster at the shallower depth even in a single seamount. The in-depth fluctuation of Co is well correlated with the ratios Mn/Fe ratio and Ce/La, suggesting changes in redox conditions during the growth of hydrogenetic ferromanganese crusts.

Ifremer, on behalf of the French government, holds an Exploration Contract with the ISA for polymetallic nodules in the CCFZ. As part of its exploration activities, the NODULE (2015) cruise was conducted to acquire a 50 m resolution bathymetric coverage of the eastern sectors of the Contract. In 2017, Ifremer initiated an update of the Contract’s mineral resource estimate. Metal grades and nodule abundance were modelled using ordinary kriging. The inferred mineral resource is 436 Mt (wet) of polymetallic nodules at an average abundance of 10.7 kg/m² with a cut-off grade of 7 kg/m². Based on the geological data, seamounts, sedimentary basins and steep slopes contain no nodules. Technical studies of most of the contractors have determined that nodule collectors could not maneuver on slopes above 5 to 10°. Thus, Ifremer has selected a quite conservative slope threshold of 7 % (about 4°) and a backscatter threshold of -29.5 dB to delineate nodule-free areas. This has a significant impact on the resource estimate, as about 54 % of the eastern Contract areas are excluded. Near-seafloor high-resolution mapping and photographic transects, associated with finer-spaced box-core sampling could constitute a next step to better constrain the mineable areas and to get a higher level of confidence in the resource estimation.

The big money is backing both manganese nodules and manganese crusts as the most likely deep ocean mining development by 2010, but seafloor massive sulphides of copper/gold/zinc offer an alternative bet for a start-up by 2010. A study of the ?form guide? or comparison of these resources provides direction on which resources are economic candidates for commercial deep ocean mining development by 2010. This paper covers the commercial and technical issues of exploration, resource definition, drilling/sampling, sea bed mining options, mine plans, environmental issues, legal tenure and capital and operating costs (i.e., profitability) of these two mineral types. Nautilus Minerals has just completed a pre-feasibility engineering study of mining sea floor massive copper/gold/zinc sulphides at 2,000 m depth. The Nautilus study reviewed a range of mining and lifting options, settling on tracked continuous drum cutter miners to produce 2 million tons per annum of high grade ore. Capital costs are shown to be at least 30% lower than a land based copper mine of the same production capacity. Likewise 75% of world?s copper would be produced at a higher operating cost that the proposed seafloor mine. This paper then draws on the Nautilus study for comparison with earlier feasibility studies by others on manganese nodule mining to predict the likely directions in deep ocean mining to 2010.

The GeoERA Co-Fund action is a joint contribution of 48 national and regional Geological Survey Organisations from 33 European countries “Establishing the European Geological Surveys Research Area to deliver a Geological Service for Europe (GeoERA)”. This is an ERA-NET action under Horizon 2020. The aim of GeoERA is to fund transnational projects contributing to the best use and management of the subsurface, addressing the following four themes: Geo Energy, Ground Water, Raw Materials and Information Platform. The European Commission recognises the significance of raw materials through its Raw Materials Initiative (RMI), the European Innovation Platform on Raw Materials (EIP-RM) and Horizon 2020 funding, specifically through Societal Challenge 5 – Climate Action, Environment, Resource Efficiency and Raw Materials. The GeoERA Raw Materials Theme will contribute to research and innovative developments for minerals inventory, minerals yearbook, exploration, mapping, modelling, metallogeny and critical raw materials in the pan-European framework including the sea. A major element in Europe’s long term economic strategy is to ensure security of supply for strategic and critical metals as part of the Blue Growth Strategy developing sectors that have a high potential for sustainable jobs and growth as seabed mining. The project MINDeSEA results of the collaboration between eight GeoERA Partners and four Non-funded Organizations at various points of common interest for exploration and investigation on seafloor mineral deposits. The Geological Surveys of Spain, Germany, Greece, Ireland, Norway, Portugal, Sweden and Ukraine are organisations with responsibility for coastal, marine geological investigation and mineral resources studies and mapping in their respective countries. The Non-funded participants: the Instituto Português do Mar e da Atmosfera; the United States Geological Survey; the All-Russia Scientific Research Institute for Geology and Mineral Resources of the Ocean; and the Geosciences Institute, host important databases, they have an international reputation for excellence in both science and technology, and are internationally-known experts on seafloor mineralisation and hydrothermal systems. This project addresses an integrative metallogenetic study of principal types of seabed mineral resources (hydrothermal sulfides, ferromanganese crusts, phosphorites, marine placers and polymetallic nodules) in the European Seas. The work program includes all the regional seas around Europe comprising the Atlantic Ocean, the Mediterranean Sea, the Baltic Sea and the Black Sea (Fig. 1). The MINDeSEA working group has both knowledge of and expertise in such types of mineralisation, providing exploration results, sample repositories and databases to produce innovative contributions. Two principal types of the hydrothermal fields in Atlantic - axial and off-axis - could be established based on their structural setting in the rift zone of the Mid-Atlantic Ridge (MAR) (Figure1). The first (axial) type is represented by five high- and three low-temperature hydrothermal sites (Table 1). All of these fields are connected with young axial effusive volcanism and related to large linear volcanic ridges or central volcanoes at the inner floor of the rift valley. The hydrothermal activity here is controlled by the intersection between longitudinal magma feeding faults and transverse weakened zones characterized by high permeability. [ ] The hydrothermal sites of the second (off-axis) type (such as Rainbow, TAG, 24°30?N, Logatchev, newly discovered 13°N (Figure 2) and possibly 16°48?N sites) are related to large tectonic dislocations forming marginal scarps of the rift valley as well as transverse discontinuities.

Iron and manganese are very mobile metallic elements in the surface aqueous environment, particularly in the oceans. The elements are easily precipitated as oxides or dissolved back into water, controlled mainly by redox conditions, and the oxide precipitates often selectively accumulate other metallic elements. We have found clear evidence of fine-scale variations in chemistry, mineralogy, isotope composition and microstructures within various iron-manganese nodules and crusts, such as in the deep-sea basins and seamounts of the Pacific Ocean, and in shallow waters in the Baltic Sea. The patterns of variation with depth (that is time-lapse profiles of the deposits) are often correlated among samples and sometimes between remote localities. These fine-scale variations most probably reflect past depositional conditions and possibly image the environmental change, although they remain to be correlated to any physicochemical, geological, or oceanographic parameters. The hydrogenetic ferromanganese crusts have grown widely in the northwestern Pacific, accelerated by intensive circulation of oxygenated bottom waters during the last several millions of years, or earlier. The fine-scale (in millimeter) in-depth compositional and textural patterns with Be-10 growth-rate curves suggest significant changes in growth rate and also occasionally show a common microstratigraphic pattern among samples. Some of the samples indicate a correlation in growth pattern between remote locations, while others suggest short-range difference of oceanographic conditions with water depths.

Dating seafloor mineralization at hydrothermal centres of submarine arc volcanoes is important for understanding deep-seated volcanic events that can produce deposits rich in base and precious metals. The activity ratios, 228Th/228Ra, 228Ra/226Ra (Bq.Bq-1) and 226Ra/Ba values (Bq.g-1) are used for dating barite- rich seafloor massive sulphide (SMS) in the age ranges 0.3 ? 12 years, 3 ? 35 years and 500 ? 15,000 years, respectively. Thus, the time elapsed to amass an economic deposit and, ultimately, its capacity for sustainable extraction, can be estimated. 226Ra/Ba and 228Ra/226Ra values have been measured in relatively young chimneys that were collected, 1998 to 2006, from hydrothermal sites at Brothers and Clark volcanoes (Kermadec arc) and East Diamante volcano (Mariana arc) to check these initial ratios, essential for calculating ages for older mineralization at the same sites, were not varying significantly. We found that the 226Ra/Ba value for fresh SMS mineralization at the Brothers NW caldera and East Diamante hydrothermal sites have been reasonably stable for 6 years and 2 years, respectively. At both sites, the 228Ra/226Ra value for fresh SMS has been stable for 5 years. This was established from young chimneys where the measured 228Ra/226Ra value could be corrected for radioactive decay using the age derived via the 228Th/228Ra method. However, long-term stability of the initial 226Ra/Ba and 228Ra/226Ra values has yet to be proven. These isotopes of Ra are used as a proxy for better understanding of the transfer of Ba from deep magmas to the seafloor, via the circulating fluids of the hydrothermal system.

The ocean is increasingly seen as the answer for a myriad of challenges facing humankind. In effect, in addition to being vital for transportation and communication, the oceans contain living and non-living resources that are essential to meet the demand for food, and to the development of pharmaceutical products, energy resources, and high-technology products. This entails that the oceans are under pressure by different activities: navigation, fishing, oil and gas exploration and production, renewable energy development, laying of cables and pipelines, marine scientific research, bioprospecting, and deep-sea mining for minerals and metals. The growing demand for essential minerals and metals such as cobalt, nickel, zinc, copper, and manganese, seen in tandem with technological advances in deep-sea mining, makes the latter an increasingly attractive activity, both in areas within and beyond national jurisdiction. At the same time, the further development of deep-sea mining adds to the problem of the competing uses of maritime space and accentuates the need to balance and articulate the interests of the different users of the seas (States, sponsored deep-sea mining investors, oil and gas investors, fishermen, shippers, etc.). Furthermore, as deep-sea mining activities increase and move on to an exploitation phase so does the possibility of new disputes (for instance during deep-sea mining exploitation a communication’s cable is severed, a vessel conducting deep-sea bottom fisheries damages deep-sea mining equipment, etc.).

The U. S. Bureau of Mines participated in a two-year joint State of Oregon/Department of Interior Placer Task Force study on the economic and environmental aspects of Oregon's marine placer deposits. The effort culminated in a research cruise off the southwest coast of Oregon to investigate the geological and biological characteristics of the continental shelf deposits. The Bureau's role was to collect and study the placer material off the continental shelf and to determine its strategic potential and significance. In-depth characterization of the sediments by optical and electron microscopy verify that the placer material from Cape Blanco contains up to 3 pct ilmenite, 0.5 pct chromite, and small amounts of zircon and gold. However, harsh sea conditions and equipment failures prevented sampling below a four-foot depth at the Cape Blanco site. Results to date indicate that the deposits sampled off the southwest coast of Oregon do not represent a significant source of strategic minerals. However, further study of the deeper sediments off Cape Blanco may uncover significant concentrations of chromite. This presentation encompasses the site geology, the geophysical and biological activities of the expedition, and the results of the Bureau's mineralogical and chemical investigation. The combined findings of the Bureau and other Task Force agencies have provided information needed to expand the country's limited knowledge of marine mineral resources and has assisted state and federal agencies in the formulation of offshore mineral policies.

Scientists show that polymetallic nodules and massive sulfides from deep sea mining contain valuable metals. These metals have the potential to overcome future shortages of supply. Hence, companies, government agencies and industrial associations increasingly evaluate deep sea mining as a promising supplement of land mining. Technologies to extract, exploit, transport and smelt polymetallic nodules and massive sulfides industrially are still in conceptual stage and not sufficiently advanced for operation. According to the International Seabed Authority, large scale exploitation would require a successful pilot mining test in order to demonstrate e.g. the technological feasibility but also the conservation of environmental systems services. At the same time, NGO´s and a some scientists point out that large scale extraction of polymetallic nodules and massive sulfides could disturb the habitat of benthic organisms, with unknown long-term effects. Aside from the direct impacts of mining, indirect consequences about leakage are likely. In the oral presentation I will show how companies, government agencies, scientists and association/interest groups perceive and assess economical/technological, social and environmental risks and opportunities of deep sea mining. In order to analyze the perspectives of each stakeholder group on deep sea mining, we conducted 15 interviews with four stakeholder groups and a large scale survey (n = 500, return rate = 13 %) in Germany. We used the concept of sustainability with its economical/technological, ecological and social dimensions for the interpretation of the results. Hydrothermal activity is well known from many locations on most mid-ocean ridges, but no hydrothermally mineralized area had yet been found at the ultraslow spreading southwest Indian Ridge up to October 98 when the Japanese RV Yokosuka with the submersible Shinkai 6500 investigated this area. A massive sulfide field was discovered near 27°51S / 63°56E in the 11th segment west of the Rodriguez Triple Junction. The Free University of Berlin had joined this cruise and taken over the responsibility for the study of the respective sulfide mineralizations. Hydrothermal minerals were sampled during two dives at a water depth of 2940 m close to the summit of an axial volcanic ridge called Mount Jourdanne. Massive sulfides occur on the seafloor as small smooth mounds with an average area of about 5 m2. Their surfaces are weathered and have a reddish to brownish colour. In addition to these mound-like structures, small tube-like chimneys were observed; these chimneys rise approximately 30 to 40 cm above the floor and are less than 10 cm in diameter. No indications of hydrothermal fauna could be detected. All the hydrothermal features are spatially related to faults and smaller fissures controlled by an E-W trending graben system crossing the summit region of the submarine volcano. Such tectonized areas are generally considered to be ideal for hydrothermal activity because they may have both a magmatic heat source in the deeper underground as well as pathways for the fluid circulation.

Pitcairn Island, the last remaining British Colony in the Pacific Ocean, falls in the S.E. Pacific. Its location, on top of a hotspot volcano, suggests the presence of submarine hydrothermal deposits in its EEZ. Such environments are known to contain hydrothermal mineral deposits, as in the case of Loihi submarine volcano near Hawaii, and Macdonald and Teahitia-Mehitia seamounts in the South Pacific. The hydrothermal deposits in these areas are formed as a result of the interaction of seawater with hot volcanic rock, producing a hydrothermal fractionation sequence comprising sulphides of Fe, Cu and Zn, oxides and silicates of Fe and oxides of Mn. In 1988, a GLORIA survey from the RRS Charles Darwin confirmed the existence of recent volcanism within the Pitcairn Island EEZ. A later bathymetric and sampling survey by the FS Sonne of the region round Pitcaim Island revealed submarine volcanoes approximately 80 km ESE of the island. Hydrothermal mineral deposits were recovered from them, and comprise finely laminated crusts of Fe oxides containing up to 50% Fe, and laminated hydrothermal Mn crusts up to 5 cm thick. Both morphologically and chemically the latter are similar to those from mid-ocean ridge and island arc settings, containing up to 50% Mn, associated with sulphides, and represent first discovery of such deposits associated with mid-plate "hotspot" volcanoes. Massive sulphide deposits are thought to occur within the volcanic pile.

Since becoming a public company in October 2005, Neptune Minerals has continued to advance its primary aims. New Zealand lies astride a convergent plate boundary that extends north-eastwards from the Taupo Volcanic Zone (TVZ) to Tonga. This boundary is marked by the Kermadec arc, c. 1200 km of which falls within New Zealand’s EEZ, and which is host to numerous volcanic edifices both on the arc and in a zone immediately behind the arc to the west. In 1999, thirteen volcanic centres in the southern 260 km of the arc were surveyed for their hydrothermal plumes with seven of them discharging vent fluids into the surrounding ocean. Three of the seven volcanic centres have had mineralised rocks recovered from them during dredging and submersible operations, namely Brothers, Rumble II West and Clark. Presentday plume data combined with mineralogical evidence indicate that the vent sites at Rumble II West and Clark are waning, although the presence of Cu-rich sulphides in samples recovered from Rumble II West suggest there may be a massive sulphide (Cu-Zn-Pb-Ba ± Au) deposit located within the caldera. Brothers volcanic centre is host to the largest polymetallic mineral deposit discovered along the Kermadec arc and has numerous, up to 7 m tall chimneys within a c. 600 x 200 m area located on its NW caldera wall. Geochemical data indicate that concentrations of base metals are variable and depend critically on sample type. When combined with mineralogical and plume data, this indicates addition of a magmatic fluid component to the vent fluids.

The release by the U.S. Department of the Interior (DOI) of a Draft Environmental Impact Statement (DEIS) for the leasing of polymetallic sulfide minerals on the Gorda Ridge in December 1983 resulted in strong negative public reactions. The fundamental issues affecting federal-state relations included the amount of state involvement in the planning process and the continuing question of consistency (sensu Coastal Zone Management Act). The specific issues raised included the authority of DOI to lease nonenergy minerals offshore, the economic and strategic rationale for the proposed lease, and the adequacy of the DEIS. The questions of DEIS adequacy arose in three major areas: the lack of evidence for the existence of polymetallic sulfides on the Gorda Ridge, the lack of sufficient baseline data, and the lack of a mining scenario from which to assess potential impacts. The joint Federal-State Technical Task Force was formed in February, 1984 as part of an initial agreement between the State of Oregon and the Department of the Interior to work cooperatively. Other points in the agreement were (1) a reduction of any future proposed lease area from 40 million acres to no more than 4 million acres; (2) indefinite postponement of the lease sale; (3) deletion of the nearshore portion of the possible lease area covering the physical continental shelf and slope; (4) a commitment of a "tiered" EIS process; and (5) sharing of non-proprietary data with the public.

In a commercial effort to characterize deep seabed manganese deposits in the Clarion-Clipperton region of the northeastern tropical Pacific, Ocean Mineral s Company carried out 16 expeditions to the region between -1978 and 1981. During these cruises OMCO collected substantial data. Activities included acoustic profiling, video and photographic imaging of the seabed, and sampling of the deposits with dredges, box cores and free-fall grab samplers. In 1990 the samples, photographs, technical reports and computer data bases which resulted from this work were archived at the Marine Minerals Technology Center at the University of Hawaii. This preliminary examination of the collection focuses on the biological observations made from almost 10,000 photographs of the seabed and the manganese nodule size distributions and compositional data from the free-fall grab recoveries. Regional trends are evident in all three data types. The biological examinations of the seabed photographs show significant geographical trends, with greater abundances of organisms being noted in the northeastern extreme of the region, decreasing toward the southwest (11.4 to 2.7 observations per 100 m2; 460 to 190 g per 100 m2). The nodule size distributions suggest that the ratio of the nodule burial rates to growth rates systematically decreases over the same range (0.65 to 0.36 nodules buried per 1 cm of growth). Since the concept of deep sea mining (DSM) was proposed by J. L. Mero with his book, The Mineral Resources of the Sea, in the 1960s, many research and significant developments have been implemented. However, its commercial mining process still has not yet commenced. One of the most important issues is that a sustainable DSM transport plan is difficult to determine, taking into consideration the DSM technological, economic, and environmental aspects simultaneously. The objective of this paper is to propose a method to determine the sustainable DSM transport plan utilizing a fuzzy analytic network process method, which is a typical multi-criteria decision making method (MCDM). The DSM transport plans evaluating major criteria consist of technological, economic, environmental, and social aspects with both qualitative and quantitative attributes. Different major criteria include several sub-criteria, respectively:  Technological aspect: energy consumption, proven technology, technology reliability, production rate, technology availability;  Economic aspect: gross income, capital cost, operation and maintenance cost, investment recovery period;  Environmental aspect: species disturbance variance, severity of ill effect, turbidity of ocean water, total organic carbon content, sedimentation thickness;  Social aspect: social acceptability, policy support; The weights for all evaluating criteria and sub-criteria are determined through a questionnaire survey interviewing experts at different research fields. All the transport plan candidates are ranked based on a comprehensive index. The conducted research in this paper is meaningful to promote the DSM commercialization process.

"There are many reasons invoked when discussing the relevance of deep-sea mining minerals. The shift towards more focus on renewable energy (“the green shift”) will not be possible without more materials coming from the mining industry. The increasing population, and thus increased number of consumers, will lead to an increase of the mineral demand. It has been established that recycling will not satisfy the need for more minerals by itself. Meanwhile, land mineral resources - such as copper – become every day more complex to extract. The question of the deep-sea minerals exploitation’s viability needs to be studied now. Within the framework of feasibility studies, various topics such as environment, technologies and operations management must be addressed. Recognising deep-sea mining as a hybrid activity - taking from the mining, maritime and the offshore oil and gas industries - it is deemed too complex for a global assessment. Each deep-sea mining environment is worth its separate study.Norway is recognised as a seafarer nation. Looking towards the sea and driven by the will to thrive on the Blue Economy, Norway decided to investigate the case for deep-sea minerals on its Extended Continental Shelf. The MarMine project is a materialisation of this endeavour. The Norwegian case will address its own particularities such as a respectable water depth, the arctic environment, the remoteness to shore support and an environmental aware population as well as subsequent policies."

The technology available for mining of underwater mineral resources such as placers and phosphorite, typically occurring with variable amounts of overburden, has remained largely unchanged for decades. The traditional bucket ladder dredge with maximum digging depth of 48 m and monthly capacities about 500,000 m3 still reins as the only heavy duty mining system capable of working the tough materials characteristic of heavy metal placers. Attempts at adapting the bucket wheel cutter-suction dredge to these severe conditions have not yet been successful except in moving small volumes from shallow depths. High capital cost (20-30 million U.S. dollars), high cost of overburden removable, and turbidity generation for the bucket ladder are often significant negative factors in mining operations where this system remains the only viable alternative. The Japanese continue to advance the technology of their submersible dredge pump system powered by specially adapted, direct drive electric motors. Present systems are designed primarily for working surficial deposits of aggregate to depths as great as 90 meters, the pump suspended by cable from a surface vessel with an eductor pipe leading from the pump to the vessel. Such a system may prove adaptable to a variety of surficial deposits including phosphorite, shell and heavy minerals in addition to aggregate. However promising for the exploitation of surficial deposits, little advantage can be expected for the deeper buried and more difficult deposits.
