"INTRODUCTION The Bureau of Mines Synthetic Liquid Fuels Program again forged ahead during 1952, and important technical advances led the way to improved methods of converting coal and oil shale into liquid fuels. Marking the eighth year of activities under this program, the pact 32 months brought a new domestic industry nearer realization.The increasing demand for gasoline and oil and the rising cost of finding new petroleum, coupled with America's growing dependence on imports and the unsettled international situation, have continued to emphasize the importance of the Bureau's Synthetic Liquid Fuels Program. Oil, the indispensable material of wartime, likewise has critical importance in peacetime, touching as it does the life of every individual. Supplementing petroleum with synthetic liquid fuels will not only conserve this Nation's petroleum reserves but also will bring into greater use its tremendous reserves of coal, as well as the vast deposits of oil shale for which no other practical use has yet been found.The Bureau of Mines Synthetic Liquid Fuels Program is one of the most important and far-reaching of the Government's research projects. Through development of commercial synthetic liquid fuels, the United States can obtain oil products from its great inland reserves of coal and oil shale to supplement petroleum in any quantity that may be necessary, consistent with economic and other requirements, such as national defense. The use of raw materials from such deposits would be of highest importance in wartime, when shipping lanes are menaced by the enemy. The Synthetic Liquid Fuels Program of the Bureau of Mines and research efforts of industry have advanced. American technology to the point where it is now possible to begin the design and construction of prototype plants. Certainly, significant improvements will be made as the program continues, but this prospect in no way alters the fact that the start of prototype plants should be encouraged. These plants, as the first step in the development of a synthetic fuels industry, would serve a threefold purpose:"

This paper discusses human judgment and decision-making under stress. The authors review selected recent literature across various disciplines and suggest a definition of stress within the context of decision-making during the management of emergencies. They also discuss fieldwork by the Pittsburgh Research Laboratory, NIOSH, which explores traumatic incident stress, the relationship between previous training and performance under stressful conditions, and human behavior in underground mine fires. The authors assert that stress is one of the factors that decision-makers must contend with in most life-or-death situations. They suggest that a better understanding of individual's judgment and decision-making activities while under stress would yield a better understanding of how people reach the choices they make in emergencies. This enhanced understanding would be of enormous value to emergency managers, researchers, and policymakers.

The United States Bureau of Mines, in cooperation with the Natural Gas Department of the American Gas Association, has been studying actively for the past-several years the flow of natural bas through high--pressure pipe lines.4 This report deals with that part of the study involving the design of pipe-line, systems consisting of lines laid parallel to each other. The lines are deferred to as the original line and the parallel line. The paralleling line may or may not extend the entire length of the original line; however, the parallel line is, connected at its two ends to the original line. As a result of the large expansion of the natural-gas industry almost all markets within economic distance from the developed gas fields have at least one pipe line supplying them with natural gas. Small increases in the consumers' demand for natural gas can be met usually by increasing operating pressures, but any marked increase in demand necessitates paralleling sections of the existing systems. This report presents a literature review conducted by the U.S. Bureau of Mines. The review summarizes what has been learned from recent empirical studies of the relationship between mine safety and characteristics of miners, mine management, and mining companies. The review is based on literature published in the United States during the period from 1976 to 1988. In addition to summarizing the empirical findings, this report discusses the implications and limitations of these studies, and gives recommendations for improving mine safety. An annotated bibliography section appears in the appendix.

Noise from vibrating screens is generated in two ways: 1) Noise due to the material being processed and, 2) noise from the screen itself. Non-metallic decks had been shown previously to reduce material noise. The noise reduction and change in screening performance was quantified for six non-metallic decks using dolomite, granite and coal as the materials. The non-metallic decks were from 2 to 7 dBA quieter and from -1 to +10 percent less efficient as compared to a steel wire cloth deck of the same open area. Damping of the sidewalls and isolation of the drive mechanisms had been shown, in a development configuration, to reduce the noise of the screen itself. Tests of four prototype damping treatments gave reductions up to 4.9 dBA and the mechanism isolators gave an additional 2.1 dBA. The treatments were successfully life tested in two ways: 1) Lab tests to a simulated 25,000 hours were conducted on samples of the treatments in a corrosive salt spray to simulate coal plant wash water and, 2) the full size treatments were run on a full size screen for 5,000 hours.

A program was initiated tinder sponsorship of the U. S. Bureau of Mines to investigate pipeline behavior of raw and spent oil shale slurries. Slurries were recirculated in pipeline loops with 150-mm and 200-mm diameter horizontal test sections and a 150 -mm diameter vertical test section. Slurry concentrations from 10 to 60 weight percent were investigated. Critical and deposition velocities were observed. Head losses were measured at various velocities. Rheology measurements were made on representative homogeneous samples from the pipeline. From these data, pipeline energy requirements were predicted by computer and compared to pipeline data. Computer programs were also used to analyze pipeline data for two flow models: 1. Heterogeneous flow regime for coarse, settling slurries 2. Homogeneous flow regime for nonsettling suspensions The economics of slurry transport of raw and spent shale were examined. Cost estimates encompassed a range of pipe diameters to transport a wide range of throughputs of both raw and spent shale. Similar estimates were made for conveyor belt systems to provide a valid cost comparison. Economic comparisons are valid in a general sense, but a specific study must be made to determine the cost advantages of hydraulic transport for a given mine.

An analysis of low-voltage shielded trailing cables is performed to develop a method for calculating the differences in operating costs between shielded and non-shielded cables. Two types of shield constructions are considered (SH-C and SH-D) for the three major underground coal mining methods. Data from laboratory and in-mine testing are presented in addition to an analysis of safety benefits. Recommendations for further investigations are proposed. Example calculations with sensitivity analyses are presented. Recommendations for further investigation include costs impact considerations.

This circular outlines salient facts regarding the pyrites industry of the United States and the world. It is founded chiefly upon published information available in the literature of the subject. The United States Bureau of Mines has in its files additional and more detailed data upon many of the subjects presented very briefly here, and will endeavor to assist the mineral industries and the public by giving further information in response to individual inquiries. The bureau will welcome comments, criticisms, and contribu- tions of data that may assist in making later editions of this circular of information more accurate, or may aid in developing more fully the files pertaining to pyrites.

A table of factors, for rapid, accurate calculation of the volume of pure helium in cylindrical steel containers, is presented. By use of the table the volume of helium in a container, at base conditions of 14.7 psia and 70° F, can be calculated from the observed pressure and temperature of the helium and the known internal volume of the container. The table covers a pressure range from 0 to 4,500 psia in 10 psi increments and a temperature range of 0° to 120° F in 2° increments. The calculation of volume requires a single multiplication, using a factor from the table and the known internal volume of the container. A discussion and evaluation of the accuracy obtainable and a derivation of the formula used (which takes into account compressibility of helium, thermal expansion of steel containers, and the stretch of steel due to internal pressure) are presented. An example showing how the table can be used is given also.

RIGHT OF LIFE TENAN1' TO OPEN MINES. The common-law rule that a life tenant was not permitted to open or share in mines does not prevail in Michigan; but a life tenant by dower right is permitted to share in the royalties, as the strict common- law rule is not in harmony with the spirit of our institutions and the policy of our law and would often result in defeating the purposes of dower statutes. Poole v. Union Trust Co. (Michigan), 157 Northwestern 430, p. 432, March, 1916. SALE AND CONVEYANCE. PURCHASE OF ENTIRE ESTATE--FRAUD. A purchase of land where no exceptions or reservations of minerals were made and the land was bought as property, when nothing is excepted and no qualifications or reservations are embodied in the agreement, was presumptively and by common understanding a purchase of the property in its entirety; and the insertion in the deed of a reservation of mineral rights in violation of the contract of purchase and without the grantee's knowledge or consent was fraudulent. RESERVATION OF MINERALS--EXTENT AND EFFECL A reservation in a conveyance of land excepting and reserving to the grantor all coals and mines beneath the surface with the sole right and privilege to remove the same, is not as broad as the grant itself. A contract for the purchase of a mine recited that a deed had been executed by the owner and placed in escrow to so remain until the sum of $30,000 should be paid. The contract provided that $1,200 of the purchase price was to be paid in cash, $800 in 60 days, and the remainder out of 20 per cent of the gross output of the mine, such per cent to be paid in five years unless the vein and value of ore should not continue in depth, in which event the purchaser was to have two years longer to complete the payment of the purchase price. The contract contained other covenants to the effect that the purchasing corporation would fit up a certain specified mill and would continue development work at such rate as to keep the mill in operation if ores sufficiently valuable should be found and in the absence of unavoidable accident. The contract also provided 1/ that abandonment of work for a period of six months at anyone time, except as above, on said property," should operate as a forfeiture of the purchaser's right. In an action by the vendor to quiet the title to the land and to have the contract declared void, the court found that the purchaser failed to perform the work on the property and failed to place thereon the improvements as required by the contract and permitted debts to accumulate against the property, taxes to be levied thereon, and that for more than a year the purchaser had not done any work or labor of any sort upon the mine or premises, and that the contract contemplated development work from the time the purchaser took possession of the property, or at least promptly thereafter, and the fact that no machinery was in place for a year or more after the execution of the contract was a breach of the covenant of continued development, and that the clause in the contract" except as above" does not contemplate a delay in the development resulting from a failure to install machinery, but it means that unless prevented by unavoidable accidents the purchaser shouLdhave no valid excuses for neglecting the work for a period of six months or more.

Contract H0177044 included three objectives; (1) consolidate, maintain, and distribute information on STE approved lighting systems; (2) develop and present one-day seminars on underground mine lighting; (3) determine direct labor and hardware costs associated with the installation of mine illumination systems. All objectives were completed with results as follows: Task I - A file containing 1350 Statements of Test and Evaluation (STE) for all types of underground equipment was developed and publicized throughout the coal fields, A total of 40 requests for STE information was received and processed. Task II and III - A series of 50 seminars was scheduled and presented to 942 attendees throughout the coal fields. The seminars were well received and attendees indicated the information presented would be helpful in bringing their equipment into compliance. Holding a series of seminars in the coal fields, instead of a few in population centers, was favored by attendees. Task IV - Installation cost data obtained on 415 lighting systems indicate that the factors which most affect installation costs are higher hardware cost for DC powered systems and slightly higher manpower requirements for systems installed underground. Based on these data, the total cost to industry of retrofitting existing underground equipment could range up to $50 million.

This report describes the new Bureau of Mines Core Repository System (CORES) and presents the methods for selecting, processing, and storing physical samples and descriptive data for future reference by earth scientists. The system preserves splits of chip samples and longitudinally sliced segments of core. A records retrieval system provides for storage of data on microfilm and magnetic tapes and uses the keysort parameters of location and commodity for the identification of data.

[As a results of work conducted during the past three years, the Northwest Experiment Station of the Bureau of Mines, in cooperation with the University of Washington at Seattle, Washington, has developed a process for the production of sponge iron. Commercial operation of this process in a 3 to 4-ton scale has been so satisfactory that its use on a large scale (20 to 100 tons per day) can be safely considered. Description of Process. The process consists in passing a mixture of iron ore and coal through a rotating kiln heated at one end to a temperature sufficient to convert iron oxide to metallic iron, discharging, cooling, and separating the sponge iron from the residual coke and silicious material on a magnetic separator. Both the coal and the ore should be crushed to peso as 6-meth scream, tans producing particles finer then 1/12 of an inch. Seventy-five parts of coal or other carbonaceous material arc charged with every 100 parts of ore), This large amount of coal is required in order to supply sufficient carbon to maintain a strongly reducing atmosphere in the charge, but may be reduced to about 65 parts per 100 parts of ore by recovering and using tae carbon that remains in the discharge product. Large-scale operation and refinements in furnace design should lower this ratio to perhaps 56 or 60 parts of coal to 100 parts of ore.]

The first metal-mine accident-prevention course was prepared and published in 1942-45 as a series of seven miners' circulars (Nos. 51-57). The scope of the course has been broadened, revised, and brought up to date and is being published as a similar series of seven miners' circulars (Nos. 51-57, revised) on accident prevention in metal and nonmetallic mines. These circulars are: Accident Statistics (Miners' Circular 51), dealing with general statistics on accidents and injuries at metal and nonmetallic mines, including causes, costs, and the use of investigations and reports of all accidents.

Then enough circulars have been completed it is planned to publish a more complete and comprehensive paper in bulletin form dealing with the subject of underground transportation. Progress reports, followed by bulletins, will be prepared from time to time dealing with other subjects included in the general study of mining methods at individual mines, such as mine development, drilling, and blasting; stoping methods (each principal stoping method to be summarized in a separate paper); ventilation; wage, contract end bonus systems, etc.

This paper, describing milling methods and costs at the Hillside Fluorspar Mines at Rosiclare, Ill., is one of a series being prepared for and published by the United States Bureau of Mines on non-metallic milling methods. The milling practice described is that of one of the large mines in the Kentucky-Illinois fluorspar field in southern Illinois and western Kentucky, on the Ohio River. Milling methods throughout the district are similar in their general principles, although details vary considerably in different plants.

"INTRODUCTION These safety standards for anthracite mines have been prepared for use as a guide for Federal inspectors. They are a revision of ""Tentative Inspection Standards for Anthracite Mines,"" published as Bureau of Mines Information Circular 7282 issued in May 1944 and used as a guide in Federal inspections. No provision made in these safety standards should be construed or operate to nullify any existing State statutes; they are intended to supplement the State statutes in the interest of increased mine safety. Mines are inspected in accordance with the Federal Coal-Mine Inspection and Investigation Act of 1941, Public Law 49, 77th Congress, H. R. 2082. Any unusual hazard noted by an inspector and not covered by these standards will be discussed in the inspection report, and suitable remedial procedure will be recommended.ARTICLE I. - SURFACE STRUCTURESSection 1. Breaker and cleaning plant.Electric switches and controls in breakers and cleaning plants should be enclosed.Where coal is dumped at or near air-intake openings, reasonable provisions should be made to prevent the dust from entering the mine.Section 2. Lamp houseNaphtha or other flammable liquids in lamp houses should be kept in approved containers or other suitable dispensers.Flame safety lamps should be permissible and maintained in permissible condition.Flame safety lamps should be properly cleaned, examined, and assembled by a qualified lamp attendant or other competent person before each period of use. Lamp assembly should again be checked by the person using it immediately before he enters the mine.When not in service, methane indicators, flame safety lamps, and electric cap lamps should be in the custody of competent persons responsible for maintenance and testing."

I have been asked to speak briefly about recent progress in the mining industry of the United States, and to touch on the general advancement of en- gineering science as applied to mining. By recent, I shall mean within the past 20 or 30 years. Such a period includes a great many of the changes which are of particular interest to the present generation of engineers, and the undergraduates of today will hardly turn back farther than the beginning of the present century in their study of develop- ment of methods and processes. Also, my own professional life spans this period, and I have seen or have been aware of most of these developments as they were taking place. In my review of developments, for the sake of simplicity and clarity, I shall deal separately with improvements in metal mining, coal mining, mechanical and electrical machinery for mines, metallurgy, petroleum engineering, and safety practices. Under each of these headings I have set down what appear to me to be the outstanding changes brought about during the past 2 or 3 decades. Other points will occur to other engineers; I do not represent that the following re- view is complete; it is only intended to be suggestive. In general, improvements in mining and metallurgical practices have come gradually, the charges being effected little by little, simultaneously in widely scattered places, and through the experience and inventive genius of many men. These changes have has small beginnings, and are generally the cumulative result of many steady and unsensational progressions, which still continue. What we today might be inclined to consider the culmination of a series of betterments in mining is, of course, but an instantaneous phase of developments which will continue in the future at even a more rapid pace than they have in the past. We are looking at but a flesh of a moving picture, with an endless reel to come after we finally leave the theatre. Behind all the changes in the mineral industry, the driving force has been the increasing demand of an expanding population for more metals and minerals with which to advance civilization. With a return to coal as a major energy source for many companies, more emphasis is being placed on recovery of coal from areas that were formally considered uneconomical to mine. Increasing emphasis is being placed on production from low coal (seam height 48 inches or less) as high coal seams are depleated. Mining in restrictive spaces requires unusual work postures that can turn easy jobs into demanding ones. The objectives of this research were: (1) to evaluate the job demands associated with low coal mining, (2) to survey the anthropometry, strength, and aerobic capacity of low coal miners to determine if they differ from the U. S. population, and (3) to recommend, on the basis of available information, optimal job and work station design for low coal mining. This research effort was supported by the U. S. Bureau of Mines. The male and female anthropometry with the exception of weight and circumferential dimension, was quite similar to the comparison population. Back strength for male and female miners was significantly lower than the industrial worker population. This can be one of the contributing factors of low back problems in mining. Shoveling, timbering, and helpers tasks were physiologically demanding activities. However, due to the frequent stoppage of work, adequate rest was usually available. If work stoppage is corrected, then better work/rest schedules are essential.
