The Territory of Afars and Issas is to receive its independence from France on June 27, 1977. The Territory's economic income was based on entrepôt trade through the port of Djibouti and trans-shipment of goods on the Chemin de Fer Franco-Ethiopian (CFE) railroad. The Territorial budget was scheduled to in- crease from $32.6 million3 in 1976 to $36 million in 1977, despite severe shortfalls in 1976 stemming from inflation and a persistent balance-of-trade deficit. Subsidies from France continued to sustain the economy, and the French pledged to provide approximately $140 million in aid annually after independence. In 1976, financial agreements were concluded with a number of Arab oil-producing countries, including Saudi Arabia which granted $10 million toward development projects. The new Republic of Djibouti is scheduled to become the 49th member State of the Organization of African Unity (OAU) and the 21st member of the Arab League, and to receive aid from their financial institutions. More than 500 fires are now burning in abandoned coal waste banks and coal deposits in the United States. Once established, such fires can burn for decades, and extinguishing them by conventional methods such as surface sealing to exclude air, excavation to remove fuel, or flushing to cool the fire zone is usually difficult and always expensive. Burnout Control, a technique developed by the Bureau of Mines for the control of abandoned coal fires, involves the accelerated combustion of coal in place with total management of the heat and fumes produced. A burning waste bank or mine is placed under negative pressure relative to the atmosphere, and heat and combustion products are drawn from the combustion zone through an exhaust ventilation system. Heat produced appears as sensible heat in the exhaust, at temperatures as high as 1,0000 C (1,832° F), and could be recovered for the production of steam, hot water, process heat, or electricity. The Bureau's first held field demonstration of Burnout Control was at Calamity Hollow in Allegheny County, PA (near Pittsburgh). Calamity Hollow was the site of an underground mine in the 1900's and was surface mined in the 1940's. In the winter of 1961-62, a fire of undetermined origin was discovered in the exposed coal. In 1963, the Bureau constructed a trench barrier around the fire and a surface seal over the affected area. The fire was isolated but not completely extinguished. In 1979, when the Bureau began work on the Calamity Hollow Mine Fire Project to demonstrate controlled burnout, the fire was still smoldering on the hot side of the trench barrier. The project, which was begun in December 1979 and ended in July 1982, consisted of the design, construction, operation, and subsequent dismantling of a Burnout Control ventilation system. This report is the fifth in a five-part series that describes the Calamity Hollow Mine Fire Project. The first report, part 1, describes the design and construction of the field installation. Part 2 will present the results of a continuous 4-month burnout operation. (Because part 2 involves the analysis of a substantial body of data, it will not be published until after publication of parts 1, 3, 4, and 5.) Part 3 describes the instrumentation used to control and monitor the progress of the burnout operation. Parts 4 and 5 deal with the closeout phase of the field demonstration. Part 4 describes the procedure used to quench the fire, and this part (part 5) describes the final excavation and backfilling of the heated zones. The reports in this series document the Calamity Hollow controlled burnout demonstration which showed that (1) controlled in situ combustion is a feasible method for controlling underground fires in abandoned mines, (2) the resultant thermal exhaust output is sufficient for energy utilization, and (3) water injection-fume exhaustion is a potentially effective method for cooling large underground fire zones. Further investigations of both Burnout Control and the water-injection-fume exhaustion quenching procedure are planned.

Published investigations show that many different chemical reagents have been used in determining the constitution of coals , but only a few studies have been applied directly in evaluating the effects of such reagents on the carbonization products of coal , Most of the treatments have been so drastic that any permissible conclusions that may be drawn are inferential in respect to any favorable effects on the yields and composition of the usual carbonization products .

The Bureau of Mines stabilized 10 acres of windblown copper mill tailings at McGill, Nev., by a combination chemical-vegetative procedure. Legumes, winter wheat, wheat-grasses, and wild rye were seeded, and the area was subsequently sprayed with a resinous adhesive chemical to stabilize the sands until the vegetation could grow. During the year since treatment, the area has been well stabilized against wind erosion. The established vegetation appears to be capable of self-perpetuation and renewal without irrigation. The cost of stabilizing the area was $135.50 per acre.

This section of the Minerals Yearbook reviews the minerals industries of 29 countries: the 12 nations of the European Community (Belgium, France, the Federal Republic of Germany (FRG), Italy, Greece, the Netherlands, Denmark/Greenland, Spain, Portugal, Luxembourg, The United Kingdom, and Ireland); 6 of the 7 nations of the European Free Trade Association (Sweden, Norway, Finland, Iceland, Austria, and Switzerland); Malta; the 8 Centrally Planned Economies of Eastern Europe (the German Democratic Republic (GDR), Poland, Yugoslavia, Albania, Hungary, Czechoslovakia, Romania, and Bulgaria); and the U.S.S.R. Western Europe Western Europe [loosely defined to include the 12 nations of the European Com-munity (EC) and the 7 nations of the European Free Trade Association (EFTA)] is the single largest trading area and consumer of raw materials in the world. If Western Europe was at one time an important mining sector, it has now increasingly relegated the role of supplying minerals for its minerals processing industry to its ex-colonies in North and South America, Africa, and Australia. In this regard, Western Europe is the most important determinant of raw materials consumption (and thus, indirectly, raw materials production). There is an important reason for this since Western Europe lies somewhere between Japan at one extreme and the United States and the U.S.S.R. at the other extreme as regards the availability of natural resources.

The U.S. Bureau of Mines and the Department of Energy (DOE), through its contractor EG&G Idaho Inc., are collaborating on a multiyear research project to evaluate the applicability of three-phase, electric arc furnace melting technology to vitrify materials simulating low-level radioactive and mixed wastes buried or stored at the Idaho National Engineering Laboratory and other DOE sites. The melter is a sealed, 1-t (1.1-st), three-phase, 800-kV?A electric arc melting furnace with 10.2-cm-(4-in?) diameter graphite electrodes, water-cooled roof and sidewalls, and four water-cooled feed tubes. A water-cooled copper fixture provides for continuous tapping of slag. An instrumented air pollution control system (APCS) with access ports for analysis and a feeder based on screw conveyors and a bucket elevator are dedicated to the facility. Test data are provided by an arc furnace analyzer and by sensors indicating feed rate; slag temperature; and temperature, pressure, and velocity in the APCS. These data are received by a data logger, digitized, and transmitted to a personal computer for storage and display. This unique waste treatment facility is available for public and private use on a cost-sharing basis.

This report presents preliminary results of a study undertaken to investigate quantitative characteristics of the demand for steel mill products and its major end-use components. The major end uses included in the study are the steel mill products used in construction, in automobiles, in producer durables, and in consumer durables. The main objectives of the research underlying this study are as follows: (1) To formulate and estimate the empirical demand relations for steel and the four major end uses in the United States; (2) to measure and calculate the responsiveness of the U.S. per capita steel consumption with respect to the changes of the steel and other nonferrous metals prices; (3) to determine and quantify the relative importance of the underlying demand explanatory factors in contributing to the average year-to-year increases (or decreases) of the U.S. per capita steel consumption; and (4) to adapt and use the estimated demand relations in making projections of the U.S. future demand for steel and the major end-use components. After extensive preliminary investigation, three versions of simple linear demand relations are selected and estimated by means of ordinary least squares (OLS) method. The annual data for the period 1947-65 are used in the estimation. Direct and cross price elasticities of demand are computed for each of major end uses. The relative importance of demand explanatory factors in contributing to the average year-to-year changes of U.S. per capita steel consumption are also calculated. For making projections, a simple autoregressive time trend model is used in estimating the future values of independent variables. Since the estimated demand relations are valid for projections only if the estimated parameters can be assumed to be unchanged in the future, and consequently, the projections derived in the study should be interpreted accordingly.

The present sampling procedure for evaluating the rock dusting conditions in a coal mine is time consuming. This study considers means by which this procedure could be simplified. Surveys were conducted in six coal mines in Pennsylvania to determine the in¬combustible content of the deposited dust. Some 2,000 samples were analyzed and statistically evaluated. It is suggested that the mean incombustible content could be obtained with fewer samples and smaller samples without greatly increasing the sampling error.

Progress made in a second and final metallurgical investigation made by the Bureau of Mines of near-surface Hawaiian bauxitic deposits from Kauai, Maui, and Hawaii Islands, and on a deeper deposit from Kauai, is reported. Previously reported Al2O3 extractions were increased by modifying conventional processes to fit the ore being tested. Increases in Al2O3 extraction were: Kauai, from 82.8 to 95.4 percent; Maui, 85.5 to 94.1 percent; and Hawaii, from 79.5 to 86.4 percent. Use of a "caustic-reduction sinter, leaching, and magnetic separation process" for Al2O3 extraction also produced an iron concentrate of commercial grade, except for titanium content. No successful method was developed for the recovery of a satisfactory titanium concentrate.

We Americans pride ourselves that ours is the greatest, most advanced and most civilized nation in the world, yet statistics indicate that apparently we have little appreciation for the lives and limbs of the people whose efforts give us whatever greatness we possess. The latest available statistics indicate that the annual accident death rate per 100,000 of population is nearly 80 or far higher than that of any other country in the world except Chile; is more than double the rate in Hungary, Netherlands, Ireland, Belgium, Denmark, Italy, Germany, Norway, Sweden, and Finland; is nearly double that of England, Wales, the Union of South Africa, New Zealand, Japan, Australia, and Scotland; and is 25 to 40 percent greater than Switzerland, France and Canada. To make matters worse, from the viewpoint of mining; the latest available statistics give mining by all adds the worst accident rate of the major industrial occupations in the United States, the accident severity rate for mining in 1935 being listed by the National Safety Council as 10.14, the next highest rate being 4.52 for construction, and the average rate for 30 main industries being 1.58. IMPROVEMENT IN SAFETY RECORDS Offsetting to a slight extent this rather dark picture is the fact that starting about 1930 the mine-accident rate in both coal and metal mining began to fall, reaching an all-time "low" in metal mining in 1932 and in coal mining in 1933. It now appears probable that the year 1936 has again lowered the accident rate in coal mining and this, together with the fact that the years 1933, 1934, 193 5, and 1936 all set much lover accident rates in coal mining than ware achieved for any similar previous period, gives hope that the trend is definitely in the right direction, though from the above figures mine-accident severity has a long, tedious road to travel before it becomes as low as the severity rate of all other major industries in the United States.

The Bureau of Mines estimated reclamation costs for 13 surface coal mines in nine States west of the Missisisppi River. With the exception of the Pacific Coast coal province, at least one mine in each of the western coal provinces was studied. Cost estimates were, made using standard estimating procedures from data obtained from company records, interviews with industry personnel, and onsite observations. Estimated costs are presented in four categories which represent the four phases of mined-land reclamation: (1) Design, engineering, and overhead; (2) bond and permit fees; (3) backfilling and grading; and (4) revegetation. Estimated costs as of the first quarter of 1976 are expressed as averages and ranges in terms of per acre, per ton of coal produced, and per million Btu. Total reclamation costs ranged from $860 to $7,200 per acre, from 6 to 84 cents per ton, and from 4 to 35.3 mills per million Btu. A mine in the Northern Great Plains coal province (Region D) showed the highest per acre cost whereas mines in part of the western region of the Interior coal province (Region A) experienced the greatest per ton and per million Btu cost. The high cost of reclamation in the Western United States is reflected in the backfill in and grading category, particularly in the cost of topsoil removal and subsequent replacement as required by individual State reclamation regulations.

A mineral slurry data hank has been compiled, containing slurry pipelining data on sixteen ores, concentrates, and tailings. The data bank it in the form of a computer print-out all they necessary system constants and headloss data for each mineral commodity. The purpose of the data bank was to assist in the development of a universal head loss correlation for mineral slurries, if such a thing exists. Present headloss correlations were tested and found to be inconsistent for the various mineral slurries. Consequently, a different approach was taken, that of compiling a library or Stanton diagrams relating friction factor and Reynolds numbers for a given slurry in a given pipe diameter. The advantages of the diagrams arc demonstrated and discussed. While this correlation shows excellent potential, it is necessary that additional work, both theoretical and experimental, be performed. In addition, two equations are given from which a design velocity may be obtained to minimize deposition or formation of bedload. The equations are based on data taken from the mineral slurry data bank.

The principles and application of amalgam electrolysis to the recovery of zinc and tin from secondary products were studied; this Bureau of Mines project was one phase of investigating the development of more efficient methods for processing iron-bearing zinc and tin to produce both base metals of high purity. Zinc of 99-99-percent purity was recovered from galvanizer's dross with recovery efficiency of 98 percent. Tin of 99.9-to 99.99-percent purity was recovered from hardhead with recovery efficiency of 81 percent. Both materials were treated by the same method in separate systems. Mercury was used to leach zinc from dross and tin from hardhead to form amalgams of each metal, both of which were subsequently refined electrolytically to produce high-purity metal. Impurities that were contained in both secondary products behaved as theoretically predicted; impurities that were insoluble in mercury remained as sludge in the leaching column. Except for lead, the readily amalgamated impurities were prevented from fouling the electrolyte by the blocking action of the amalgam electrode. Lead impurity in the tin-refining system dissolved and immediately precipitated as the sulfate. The primary advantage of the amalgam refining method lies in direct recovery of the extremely pure base metal from highly contaminated secondary material.

This report is a compilation of results of preliminary concentration tests of seven manganese-ore samples. Six of the seven samples were submitted through the Mining Division, and 1 from Mexico was submitted by H. A. Doerner, formerly chief metallurgist, Region III. These investigations were made to assist development of mineral resources and particularly to aid economical exploitation of marginal or complex ores, from which strategic or critical minerals may be recovered.

This report describes exploration for lead-zinc ores at the Madonna mine between 1945 and 1953 by the Utze Lode Co., the Bureau of Mines, and the company with Government financial aid under the Defense Production Act of 1950. The Madonna mine yielded silver, lead, and zinc with a net smelter value of over $5,000.000. from 1882 to 1924. The mine was inactive from 1924 to 1942 when the Utze Lode Co. acquired the property. Possibilities for finding ore in the mine, especially at depth, were considered favorable. The Utze Lode Co. began rehabilitating the Madonna mine in 1945. The investigation described in this publication was conducted by the Bureau of Mines to determine the effectiveness of the anionic silica flotation method on goethitic iron-bearing materials from the Cuyuna Range, Minn. Samples used in this investigation were a composite of drill core from 13 holes, and 3 samples from lean ore stockpiles. These samples are believed to be typical of the mineralization occurring in an area with a potential reserve of several million tans of submarginal iron ore. Results from batch tests showed that the iron-bearing minerals could be effectively concentrated by flotation removal of the siliceous gangue. The drill hole composite yielded laboratory flotation concentrates from locked tests containing 56.8 percent Fe and 6.1 percent silica, with an accompanying iron unit recovery of 94.2 percent. Concentrates containing 52.4 to 53.7 percent Fe also were produced from the lean ore stockpile materials; corresponging iron recoveries ranged from 71 to 79 percent in the batch tests, with the possibility remaining for additional recovery of iron from the middlings.

Researchers at the U.S. Bureau of Mines investigated the use of close-range photogrammetry and subsequent stereo digitizing to obtain data from rock fracture roughness profiles. The photogrammetric process yielded results that were acceptable but somewhat inferior to those obtained by a mechanical profilometer. On the basis of this study, further pursuit of photogrammetry as a data collection method in mining is proposed. Fractal geometry was investigated as a means of measuring the roughness of rock fracture profiles. Four fractal algorithms were used: divider method, modified divider method, box method, and spectral method. A comparison of the methods gave ambiguous results. Brown's modified divider method provided the best means of obtaining the fractal dimension. Shear strength estimates were obtained using the parameters of the modified divider method and Myers' Z2 measure. Because of differences in results when comparing the different ways of obtaining the fractal dimension, future users of fractals in studies of rock fractures are advised to cross-check their results carefully.

This paper describes operations of the Chief Consolidated Mining Co. at the Chief mine in the Tintic district, Juab County, Utah, where the outstanding problem is water control; the unique pumping methods employed are featured in this report. The ore bodies in this district occur as long, narrow shoots along fault fissures, usually in the Bluebell dolomite of Ordovician age. Oxide ores predominate above the 1800 level, which is also the natural water level. Sulfide ores containing lead, zinc, silver, and gold extend below the 1800 level. The mine is developed by vertical shafts and winzes, from which drifts are driven to the ore bodies. In the lower levels of the mine these drifts extend long distances from the shafts or winzes because of the relatively low dip of the ore shoots. The mine has been worked to the 2800 level and the 18-411 winze extends to the 3080 level.

This paper, which describes mining practices at a mine in the Cave- in-Rock, Illinois, fluorspar district, is one of a series being prepared by the Bureau of Mines on mining practices, methods, and costs in the various mining districts of the United States. Ore deposits in the southern Illinois-western Kentucky fluorspar dis- trict are of two general types (1) the flat-bedded, lenticular replacement and (2) the relatively narrow, rather steeply dipping fault or fissure filling. This paper describes production methods used and results obtained in mining one of the bedded lenticular ore bodies that are prevalent in the northeast portion of the district near Cave-in-Rock.
