A primary, function of the Bureau of Mines is to encourage elimination of waste and the most profitable use of mineral raw materials. In line with this objective the Bureau has frequently stressed the importance of waste utilization at stone quarries. From time to tine studies both technical and economic in character have been made of problems pertaining to the most efficient use of natural, stone, particularly that which may be classed as a by-product of the higher grades of dimension stone. Every quarry producing ornamental or building stone yields large quantities of material that for one reason or another is unsuited for high-grade products, even though a great deal of work has been expended upon it more or less unavoidably. It is obviously good judgment to sell this odd-sized or off-grade stone at whatever price can be obtained rather than to spend more money to place it on the waste dump. In many cases, however, a really profitable side line has been developed.

"INTRODUCTION The orienting phases of the current investigation of cushioned blasting in the Explosives Division of the Bureau of Mines were indicated in a previous publication (5) 3/. Pertinent literature reviewed therein indicated a highly controversial field. This emphasized the need for experimental studies of many factors that affect the health and safety of miners and the efficiency of mining operations. Results of some orienting tests showed marked effects on practical hazards. Further, they emphasized the necessity and importance of the contemplated investigation. The scope and general plan of these practical inquiries into the safety of cushioned blasting were indicated.This investigation of cushioned blasting relates to the various means employed to reduce the intensity of application of energy from explosive actions in boreholes. It has been suggested (from p. 19 of reference 5) that the divisions of this work would correspond to the salient hazards affected by cushioned blasting. These include the ignition hazard, hazards from poisonous gases, and other practical hazards in the blasting technique. The ignition hazard was resolved into two components of approximately equal weight. These include studies of effects upon (1) the incendivity of blown-out shots and upon (2) the occurrence of such shots. Experimental studies of effects on the incendivity of blown-out shots were first undertaken. Questions of the best procedure for making these evaluations have been adduced, and the interpretation and utilization of the results of gallery testing seemed to require detailed attention; some preliminary general considerations of such testing were therefore necessary."

Before the present century there existed a fairly persistent demand for the establishment of a Federal Department of Mines, but relatively little was done about it until a considerable number of very serious coal-mine disasters in 1906, 1907, 1908, and 1909 created what might almost be termed a national scandal and virtually forces the Federal. Government to take action to try to solve the problem of the cruse and prevention of such disastrous occurrences. Instead of a Department of Mines, the mining people had to accept a bureau, which was created on July l, 1910; and while the Bureau of Mines was given numerous functions, unquestionably the promotion of safety in the mineral industries was and continues to be one of its main "jobs." The Bureau's organic act was approved in 1910 and amended in 1913. Both the original and amended acts indicated that promoting; the health and safety of the mine workers constituted the chief function of the Bureau, and that this was the construction placed on its activities by those put in charge in 1910 is shown very definitely by the fact that as soon as the Bureau came into existence on July 1, 1910, both health end safety activities were started in its Mine Accidents Division. Before the end of the first fiscal year (June 30, 1911) 6 mine safety stations had been established in various parts of the United States, add 6 nine safety cars had been put into the field; by October 1910 first-aid-training work was being done in mining regions. The Bureau eras able to function so promptly in its safety work largely because sections of the Geological Survey, which had been doing some coal-mine safety work since 1907 or 1905, were transferred into the Bureau when it began to operate in July 1910. On October 30, 1911, a national First-Aid Meet was held at Pittsburgh, Pa., at which first aid and mine rescue were demonstrated. During the fiscal year 1910-11, the first year of the Bureau's existence, 509 persons were given certificates indicating completion of the Bureau's training course in first aid.

[On December 2, 1932, the Governor of California called upon the representatives of the mining industry of the State to attend a meeting at Sacramento to discuss ways and means of assisting is relieving some of its perplexing and extremely distressing problems, particularly the mounting cost of accidents which faces the industry with an industrial insurance rate for classification of $11.85 per $100 of pay roll, effective January 1, 1033. The significance of this fact is at once apparent when it is realized that the classification rates per $100 of pay roll for mining have steadily increased for some time, as follows: $3.91 in 1924, $5.54 in 1925 and 1926, $8.04 in 1927, $8.53 in 1928, $9.05 in 1929, $9.42 in 1930, $10.54 in 1931, $10.99 in 1952, and $11.85 in 1133. In other words, the cost rates have acre than doubled, wile statistics indicate that the accident rates nave shown an entirely different trend. At the meeting mentioned, one of the management officials sounded an effective keynote when he declared that a spade should be called: a spade. The perplexing problems of any industry can be approached best and remedies applied if that policy is kept to the front. It is appropriate to mention that high accident rates and a decrease in wages in recent years have unquestionably accounted in part for a unit cost rate, on a pay-roll basis; it also is well to explain that the policy years3 1926 to 1930, inclusive, are the years on which the accident-cost experience for 193: is based. American and European practices in cleaning fine coal are strikingly different. The tables, launders, classifiers, and pneumatic devices used in America are seldom employed in Continental Europe, where much of the fine coal is cleaned in feldspar jigs, often supplemented by froth flotation of the extreme fines. This difference in choice of cleaning equipment may be fortuitous, but in large measure can be attributed to a difference in economic factors. Coal being more costly in Europe, there is greater emphasis on efficient cleaning of all sizes, including the extreme fines, and it is common to produce a high-ash middling for "on-site" consumption to avoid any waste of fuel value. The feldspar jig has been found advantageous under these conditions. In the United States fuel coal must be prepared as cheaply as possible, and metallurgical coal must be prepared as efficiently as possible; thus in both branches of preparation practice, any cleaning device that promises greater economy or higher efficiency warrants consideration. The feldspar jig, as employed in Europe, has a much higher unit capacity than the wet table used so extensively here and therefore offers economy in the capital costs of a washery through saving in space. As pointed out by Vissac,4/ the jig operates under automatic control, and therefore can cope with fluctuations in quality of feed. Maintenance costs for a single, large-capacity unit, such as the feldspar jig, would be expected to be lower than those for a battery of low-capacity cleaners. These considerations led the Bureau of Mines to undertake an investigation of the feldspar jig to determine its possible usefulness in this country.

This paper is one of a series dealing with the mining and crushing methods and costs of the nonmetallic industries, prepared under the sponsorship of and in cooperation with the U. S. Bureau of Mines,. The quarrying methods described in this paper are those used at the Monocacy trap rock quarry which annually produces from 450,000 to 500,000 tons of crushed stone. This property is located 3 miles east of Birdsboro at Monacacy, Pa., and is one of the three quarries operated by the John T. Dyer Quarry Co. Throughout the paper an effort is made to explain the various methods used and the cost of operation.

This report describes a computer program that is used for the calculation of the coordinates and elevations of subsidence survey pins located by intersection. This program was developed for the Federal Bureau of Mines by the Numerical Analysis Laboratory, University of Arizona. These calculations, although relatively simple, are both tedious and time-consuming when computed with a desk calculator and trigonometric tables. In this survey, a large number of pins were surveyed repeatedly, and it was evident that both time and money could be saved by using a digital computer.

This paper , describing the operation of the Ward Sand and Gravel Co.'s plant at Oxford , Mich . , is one of a series being prepared for and published by the United States Bureau of Mines on methods and costs of mining and preparing sand and gravel throughout the United States . These papers are designed to disseminate technical information regarding the methods used . The cost tabulations represent local operating expenditures only and not total production costs . It is recognized that publication of total costs might in some instances cause embarrassment to individual producers as well as to the industry as a whole . On the other hand , operating costs are essential to the technical discussion and study of the methods employed . The attention of the reader is specifically called to this differentiation in order that no misunderstanding of the scope of the cost tabulations shall ensue . The plant described is a dredging operation with many unique features ; especially noteworthy are the mining of the sand and gravel with hydraulic jets operating on the principle of a water ejector , the unusual construction of the dredge and the self- unloading barges that tend it , the transportation of the sand and gravel to shore in barges instead of in pipe lines , the large storage capacity of the plant , and the fact that all material goes into storage before being shipped .

"INTRODUCTION The ventilation of working places in mines by jets of air discharged from fan-pipe lines is an important phase of mine ventilation, whether the primary purpose is to dilute gas or dust concentrations or to provide air-motion cooling effect. Jets of similar nature are very prominent factors in the ventilation of enclosed spaces, such as buildings and ships. The effectiveness of such jets depends on the distribution of the air in the jet streams, a subject on which the little definite information previously available applied to jet discharge into large, open spaces under conditions quite different from those ordinarily associated with fan-pipe discharge in mines.The results of an initial series of experiments on the discharge of air from fan-pipe lines in mine openings have been described. 3/ This report presents the results of a second series of experiments and compares the results of both series with theory and experiment on jet discharge into large, open spaces. The results of this second series confirm and supplement those of the initial series, in which a 10-inch pipe discharged into an 8- by 8-foot develop¬ment end through seven short discharge pieces of different designs. In the present series the same 10-inch line was used, but the discharge was through 10- to 30-foot lengths of 5-inch, 10-inch, and 20-inch-diameter pipes and through a 20-foot length of 29- by 3-inch pipe. Tests were made with the air discharged into a closed drift or development end, as in the previous series (in which case the discharged air returned past the end of the pipe) and into an open drift (in which case the discharged air did not return past the end of the pipe but continued out along the drift). Test conditions corresponded to the discharge of a jet into a channel closed at one end; in one case, the discharge was directed toward the closed end and in the other toward the open end. The former typifies fan-pipe ventilation of development ends and the latter an abrupt increase in the sectional area of an airway. In both the flow had to pass from jet to open air against some resistance.The tests were made in the Mount Weather Testing Adit of the Bureau at Bluemont, Va., on the pipe line installed for ventilating the adit, and extended from late September to mid-November 1940. Preparations were made for directly comparable series of experiments on the injector effect of fan-pipe discharge in an open drift and on free expansion in large, open spaces, but these test programs were .first postponed in favor of other work and finally abandoned until the war is over."

"Researchers at The Pennsylvania State University are engaged in a project to understand the mechanics of respirable size fragment formation in coal. The project is based on the premise that a thorough understanding of the fundamental mechanics of fine fragment formation may lead to techniques for reduction and better control of coal dust problems in mines. Presently, it is believed that the mode of fracture propagation which can range from pure tensile to pure shear or any mixed mode in between and the loading or displacement rate can influence the amount of respirable size fragments that are generated on new fracture surfaces during the fracture propagation process The essence of any coal cutting process is one of mixed mode fracture propagation. To study the crack propagation process, a unique mixed mode testing rig was designed and fabricated. This rig is capable of applying loads to a prenotched test specimen that range from pure Mode I (tensile mode) to nearly pure Mode II (shear mode) or many mixed mode loading combinations. It is also possible to apply different loading or displacement rates to the test specimen. With this rig, it is possible to create new fracture surfaces via the different fracture modes and under various loading conditions.These new fracture surfaces are examined with a scanning electron microscope (SEM) to characterize the amount of structural damage and respirable size fragment formation that occurs during the fracture process. Initial observations suggest that the amount of fine fragment formation and the new fracture surface appearance is related to the fracture initiation conditions, particularly the fracture mode and the loading rate. Mode II loading and higher loading rates seem to generate more structural damage and respirable size fragment formation that Mode 1 loading at slower rates.With the mixed mode test rig, the mechanics of fracture initiation for a single crack can be controlled to better understand its influence on respirable size fragment formation. Such understanding may lead to methods which characterize the tendency of specific coal seams to produce undesirable fine fragments during the fracture process, or it may lead to rational recommendations and design guidelines or coal mining machines which inherently produce less dust.IntroductionAs part of a larger effort to reduce the incidence of coal workers pneumoconiosis (black lung) in coal miners, researchers at The Pennsylvania State University are engaged in a project to understand the fundamental mechanics of fine fragment formation in coal. This project is part of a com¬prehensive research effort within the Generic Mineral Technology Center for Respirable Dust which is jointly administered by The Pennsylvania State University and West Virginia University.The principal source of the coal dust in underground mining is the cutting operation. The U.S. Bureau of Mines (USBM) and various European research organizations have conducted investigations into the mechanics of coal cutting for many years. These studies of airborne respirable dust (ARD) formation have concentrated on empirical studies of the various cutting parameters and their effect on ARD for¬mation. The parameters study include depth of cut, cutting speed and bit spacing.(1,2) Other studies investigated the effect of symmetric and asymmetric bit wear and various bit geometries and designs (3-5) Roepke(6) summarized the principals of proper coal cutting to minimize dust formation by recommending to ""cut at maximum depth (maximum advance rate) at all times, at minimum RPM, with the fewest possible bits, having the lowest possible included tip angle."" To aid the U.S. Army Corps of Engineers in their Resource Development Navigation Study of ten existing or proposed port sites in Alaska, the Bureau of Mines examined the potential for mineral development around three Alaska port sites: Iliamna Bay, Kotzebue, and Nome. The mineral deposits near Iliamna Bay include gold, copper, and iron. Development of minerals in this area will require the discovery of new deposits or the definition of additional are reserves at known deposits. The mineral deposits near Kotzebue are primarily gold, copper, coal, lead, and uranium. Based on the character of these deposits, it appears that development of a small-scale mine supplying coal for regional use is the most likely scenario in the near-term. The mineral deposits near Nome are primarily gold and copper. Development of small underground gold mines is possible, however it appears that expanded offshore gold dredging will have the greatest impact on the flow of freight and goods through the Nome port in the near term.

Although secondary-recovery methods have not been applied widely in California, it is apparent that increasing attention and effort must be given to this phase of recovery if the State is to maintain its high rank as a petroleum producer. Steadily increasing demands for petroleum products and decreasing rates of discovery of new oil fields, with rapid depletion of existing reserves, emphasize the prospect of an adverse situation of supply and demand in the not-far-distant future. If the trend of discoveries becomes more favorable or if more complete economic recovery of the oil in place can be obtained by secondary recovery, this situation can be averted. Not only are these reserves of economic importance to the petroleum industry for meeting increasing market demands; but economic reclamation of such reserves is an important conservation measure, which will prolong the productive life of many fields. Accordingly, progressive operators in California are alert to the possibilities of secondary recovery and have done much to implement such operations wherever feasible. Most current operations are of the pressure-maintenance type, in which the reservoir pressure is maintained or partly maintained by injecting natural gas to in-crease oil recovery. The possibilities of recovering additional oil from stripper fields by gas drive and water flooding (including water disposal) also are being tested in experimental field projects. Table 1 summarizes current gas-and water-injection projects in California.

The roof rock in underground limestone mines in Northern Appalachia can be subject to high horizontal stresses in spite of the shallow depth of the workings. The high stresses can cause roof stability problems. The National Institute for Occupational Safety and Health staff have observed a distinctive asymmetrical mode of failure at the pillar-roof contact in two underground stone mines, which is different from the typical failure mode observed in response to excessive levels of horizontal stress. A dip of greater than 5° was identified as a possible cause of this mode of failure. Numerical model experiments showed that an increase in the dip of the workings can cause an increase in the stress at the up-dip corner of the roof beam. A case study is presented in which failure at the pillar-roof contact was observed where the dip of the workings was 7° in a high horizontal stress field. Numerical modeling showed that the relatively small dip of the workings could have induced stresses changes in the immediate roof that would explain the failures. The model results also showed that this mode of failure is less likely to occur if the limestone pillars contain weak bedding planes that provide stress relief. In addition, the results showed that for the conditions at the case study site, the stress in the roof beam was not sensitive to the thickness of the roof beam or to the excavation span. The high horizontal stresses at this site are an important contributing factor to the observed failures.

Information presented herein was gathered by examination of 29 fluidized-bed thermal coal dryers and by conferences with manufacturers and users of such equipment to determine what safety features could b incorporated in design, installation, and op ration to minimize fire and explosion hazards. Fire and explosion hazards are inherent in certain types of coal dryers in that high temperatures are employed; the sizes and volatility of material handled are capable of propagating explosions; and drying gases are seldom, if ever, low enough in oxygen content to prevent ignitions of dust clouds, distilled gases, or their combinations. This is especially true for fluidized-bed dryers in which the coal is dried in air suspension and in which atmospheric air is constantly introduced to temper the heated furnace gases. Occurrence of fires on hated bedplates, in dust collectors, and in hot gas inlets was common in nearly all the dryers examined. Forceful explosions which produced external effects had occurred in 11 (39 percent), and internal "puffs" or ?bumps? had occurred in at least 24 (79 percent) of the plants examined in the study.

The British Solomon Islands Protectorate continued developmental work on bauxite deposits on the Islands of Rennell and Vaghena. A feasibility study was completed by Mitsui Mining & Smelting Co., Ltd., and Pacific Aluminum Ltd. (a subsidiary of Conzinc Riotinto of Australia Ltd,), and negotiations with the Government were in progress. The Government will receive a 25% share if the project is realized. It was estimated that the Islands contain 60 million tons of bauxite with an alumina content of 45% to 50%.

"The Lewisburg No. 2 mine of the Sloss-Sheffield Steel & Iron Company is located in Jefferson County, Alabama, about 7 miles due north of Birmingham. At this point the coal from the Mary Lee seam when coked in by-product ovens yields an excellent quality of metallurgical coke suitable for use in the iron blast furnace; it is also an excellent steam coal. In mining, all three benches are worked. Coarse impurities are largely gobbed by the miners underground.In addition to giving the data obtained from screen-sizing and float-and-sink tests of a representative sample of the raw coal, this report presents the results of slotted-screen tests to show the proportions of flaky particles in selected sizes, and the results of tests to show how much coal is liberated from impurities by crushing the coarsest sizes. These data have been obtained in connection with an extensive study of coal-washing now being conducted by the U. S. Bureau of Mines and the University of Alabama, with U. cooperation of the different operators of Alabama. As the work progresses other reports will follow containing furtner data on the washability both of the Mary Lee seam and of other seams in Alabama and giving the results obtained in preparing these coals by various methods.Although a great amount of investigative work on the preparation of the Mary Lee scam was previously carried on by the various coal companies of the district, comparatively little of this information has been published. In governmental publications three references have been found. Forbes5 gives a number of sections with proximate and ultimate analyses of face samples taken in the mines. Gandrud and Britton'' show sections of this seam at Flat Creek and New Castle; they also give the specific gravity and ash contents of the partings of coal and impurities. In their paper Yancey and Fraser7 include washability studies and washing data from the Sayreton mine of the Republic Iron & Steel Co."

NINE-TENTHS of the total anthracite deposits of North America are in Pennsylvania. Corrosion of pumping equipment by acid mine waters has been experienced at tremendous cost by mining companies in the anthracite region of Pennsylvania, for many years in many ways. The design and specifications of the large centrifugal pumps as provided in the proposed mine-drainage system (7-35, 45, 46, 48, 54, 64, 70, 71)° make it imperative that a metal or alloy be recommended that has the highest corrosion resistance and, at the same time, acceptable properties suitable for general workability (welding and machining). This report presents data on the corrosive and erosive effects of acid mine waters in the anthracite region on metals and alloys for pumping equipment and drainage facilities necessary to remove or control this water.

Risk factors associated with the development of muscu­loskeletal discomfort and disorders during the operation of heavy mobile equipment include whole-body vibration and awkward and sustained joint postures of the shoulders, neck, and trunk. Cab design may influence awkward postures of the joints, and task duration may influence duration of exposure to awkward and static postures and whole-body vibration. To reduce exposure to risk factors related to the interface between cab design and task, it may be necessary for manufacturers to address cab design. This study assessed the repeatability of a cab design checklist developed to evaluate various design characteristics that can influence exposure to risk factors for musculoskeletal discomfort. The ability of the cab design checklist to identify posture-related deficiencies of design was also assessed. The checklist was used by two administrators across 10 pieces of heavy construction equipment. Video analysis was performed to quantify postures of the neck, shoulder, and trunk; correlation analysis was used to determine whether specific questions from the checklist were associated with the identification of awkward postures. The repeatability assessment resulted in kappa coefficients ranging from 0.52 to 1.0 (good-to-excellent reproducibility) across each piece of equipment, and an overall kappa coefficient of 0.77 (excellent reproducibility) when considering all equipment together. Results from the correlation analysis showed that shoulder flexion posture was correlated with scores from the cab design checklist. However, results of the cab design checklist were not significantly correlated with shoulder abduction or awkward postures of the neck and trunk. Results suggest that the cab design checklist may be useful for identifying cab design characteristics that need further improvement and for identifying design characteristics that increase shoulder flexion. The strength of the repeatability assessment suggests that outcomes of the cab design checklist administered by different individuals may be consistent, independent of the type of equipment being assessed.
