As part of an effort to decrease U.S. dependence on imports of critical and strategic metals, the Bureau of Mines investigated three leaching methods for extracting the base metals and recovering platinum-group metals (PGM) from matte prepared from Stillwater Complex flotation concentrates. Because of a limited supply of natural material, synthetic matte of composition similar to matte prepared from natural concentrates was used to devise the extraction sequences. The validity of the sequences was verified with matte prepared from Stillwater concentrates. In two-stage matte leaching, first-stage H2S04 leaching extracted 99 pct of the nickel and iron from the matte but negligible amounts of copper and PGM. Second-stage oxidative leaching with Fe2(S04)3 or FeC13 solubilized more than 98 pct of the copper and no precious metals. Sequential leaching, in which acid and oxidizing lixiviants were added sequentially to the matte without an intervening filtration step, extracted 99 pct of the Fe, Ni, and Cu. A roasting-leaching technique, in which the residue from first-stage leaching was roasted between 360° and 500° C before a second leaching with H2S04, solubilized 98 pct of the copper. The three leaching methods yielded high-grade PGM residues containing more than 98 pct of the PGM in the matte.

Stimulated by 4 years of continuous economic growth without inflation, demand for energy in the United States reached an alltime high in 1964. Total value of production of goods and services (gross national product--GNP) for the year was $629 billion, an increase of 6.8 percent from 1963. Allowing for price changes based on 1958 dollars, the gain in real terms was 5 percent. In 1964 the Federal Reserve Board Index of Industrial Production stood at 132, a rise of 6.2 percent. With the impetus provided by personal income and corporate tax reductions during the year, aggregate wages, profits, and consumption reached record levels. Even the persistent balance of payments problem improved. Against this background the national consumption of commercial energy increased 4.2 percent. Energy needs continued to be met largely from domestic resources with imports, mainly crude petroleum and refined petroleum products, accounting for but 7 percent of the total. Mineral energy resources, namely gas, coal, and petroleum, contributed 96 percent of the input of energy into the economy during the year. The remaining 4 percent came from hydropower and nuclear power.

The Bureau of Mines investigated the availability of mercury from 22 deposits in market economy countries. The 15 significant deposits evaluated have demonstrated resources of approximately 25 million metric tons of ore containing 5.3 million flasks of mercury and account for more than 85 pct of the demonstrated resources for market economy countries. Using data gathered as part of its Minerals Availability Program, the Bureau determined the mercury production potential of each deposit. At a January 1984 mercury market price of $300 per flask, the deposits evaluated could economically produce an estimated 2.5 million flasks of mercury from six mines operating at the time of this study; no mercury is available at this price from nonproducing operations. At $600 per flask, approximately 4.5 million flasks of mercury are available. For production costs up to $300 per flask, operating mines could supply mercury at the current production rate of 114,000 flasks per year until 1988, when the amount of mercury available from these deposits would decrease. This decline could be offset by the development of resources currently reported at the identified level (17 million flasks) at much higher production costs.

For the past three or four years attention has been attracted to the deposits of lead vanadate in the Goodsprings , Nevada , district . Some ore running as high as 9 per cent 205 has been produced , but most of it runs from 0.5 to 3 per cent . Only a little ore , and that of the richer sort , has been shipped , since the low- grade ore will not stend the cost of shipment and no concentration mill has been available . Preliminary experiments indicate that chemical treatment of the low- grade ore without concentration is not feasible . Its treatment therefore involves two distinct problems ; first , mechanical concentration ; and second , a smelting or chemical treatment to obtain the lead and vanadium in marketable form . Upon this basis the work has been conducted . The writer wishes to acknowledge the excellent work done by J. T. Norton and Virgil Miller on table concentration and by J. E. Conley , who suggested and did preliminary work on the direct smelting method . Many helpful suggestions were received from Dr. S. C. Lind and John Gross of the Bureau of Mines . "In recent years efficient safety organizations have been considered essential at all well-managed metal mines. Statistics from numerous mines throughout the country show that the expense of operation of these safety departments is repaid many times by the saving due to fewer accidents. Men trained in first aid, mine rescue and fire-fighting are important parts of the safety organization at most mines. It is more desirable, however, to lay stress ma accident prevention and fire precautions rather than on first aid and fire fighting. Both of these phases of safety work have been well developed in the Globe Miami district. The co-operative mine rescue organization* in this district under Orr Woodburn, is one of the best in the country. Mine rescue teams are kept trained at all the mines and the oxygen breathing apparatus is constantly maintained in good condition. Miners are also trained in first aid, and are offered incentives to make themselves proficient both in mine rescue and first-aid work.The Old Dominion Company is among the leaders in the safety movement in the Globe-Miami district. The safety department at this mine was established January 1, 1914, and has been developed to a high degree of efficiency. W. G. McBride, general manager of the company, takes an active part in the safety work and has given Albert Talon the safety inspector, his active support in developing the organization. The success of the department is dos largely to the ability, tact, and personality of the men directing the work.The following description of the establishment and operation of the safety organization at this mine was prepared from information supplied by Mr. Tallon."

The use of liquid hydrogen as a high-energy fuel introduces numerous hazards not ordinarily associated with the use of other more conventional fuels. These hazards are attributable to the unique properties of hydrogen in the liquid and gas states (table 1). Since little work has been conducted on explosion and related hazards of cryogenic fuels, a research program was undertaken to obtain basic data on such dangers for hydrogen and other combustibles under these conditions. These data were used to outline emergency procedures for protecting personnel and equipment when an accidental spillage of liquid hydrogen occurs and to establish a quantity-distance table for the storage of this fuel. The vaporization of liquid hydrogen from a surface is treated as a prob¬lem in heat transfer theory. Two extreme cases are briefly considered: (1) The transfer of heat occurs at constant temperature drop between, the boiling liquid and the hot surface, and (2) the transfer of heat is limited by the rate at which it can flow to the surface from a hot insulating medium. The available data indicate that the former case (1) is applicable when vaporizing from a conducting surface and, initially, when vaporizing from an insulating medium; the latter case (2) is applicable after initial flash vaporization has occurred from the insulating medium. The vaporization rate determines in part the rate at which flammable hydrogen vapor-air mixtures are formed above a spill area. However, the rates at which heat is transferred to the vapor, and air is brought in contact with it also are of importance. Accordingly, the distribution of flammable mixtures above a spill area was determined experimentally. In general, flammable mixtures were found to be both above and within the visible vapor cloud.

The U.S. Bureau of Mines conducted a study to determine if correlations exist between the chlorine or nitrogen contents of materials and the hydrogen chloride (HCI) or hydrogen cyanide (HCN) concentrations evolved during the thermal decomposition of these materials. Hydrogen chloride, hydrogen cyanide, and carbon monoxide (CO) were found to be the primary toxic gases evolved during the combustion process. The experiments were carried out in a 20-L furnace with 1-g samples. The furnace temperature, rising from ambient, was set at 1,000 °C with an airflow of 10 L/min. The variables measured were the gas loads (milligrams per gram) of HCI, HCN, CO, and CO2 (carbon dioxide); CO and CO2 concentrations as a function of time were also measured. Other variables included the average concentrations of submicrometer smoke particles and particles' average diameter, mass of particulates, sample and furnace temperatures, and sample weight loss. The data indicate that there are significant correlations between the percentage of chlorine or nitrogen contained in the original samples and the HC1 or HCN concentrations evolved during the combustion of the materials. These correlations may be used to predict and evaluate a material's toxic hazard during combustion.

Computer modeling of rock flow in ore passes is being investigated and compared using MSC Soft-ware’s Working Model 2D1 (WM2D) and Itasca Corp.’s Particle Flow Code in Two Dimensions (PFC2D). This work is being carried out by the Spokane Research Laboratory of the National Institute for Occupational Safety and Health to determine the usefulness of computer modeling to improve ore pass design. The types of tests included pendulum tests to validate WM2D simulations and simulated single-rock drop tests in both WM2D and PFC2D to understand their contact models. Simulated rock impacts at the ore pass chute and the use of inclined ore passes and doglegs were investigated in both programs. A PFC2D simulation showed that dynamic loads at the chute gate were reduced significantly when a dogleg transition was used, and simulations in which the ore pass was inclined showed significant reductions in chute impact loads compared to simulations of a vertical ore pass. A released hang-up was simulated using PFC2D.

Aeration in water slurries and controlled drying of manganous hydroxide produced from dithionate leaching of Artillery Peak manganese ores from Arizona were investigated by the Bureau of Mines at its Electrometallurgical Experiment Station, Boulder City, Nev., to determine whether a simple process could be developed for converting this product into a battery-grade manganese dioxide. The properties of manganese dioxide prepared by the thermal decomposition of manganous nitrate were investigated also. Manganese dioxide suitable for use in batteries was not obtained from the dithionate leach product, but some of the factors controlling its oxidation were isolated. Aging of manganous hydroxide was of major importance in retarding its oxidation by aeration. Sodium hydroxide and sodium silicate promoted oxidation by drying. Optimum quantities were about 0.85 mol of sodium hydroxide and 0.2 mol of sodium silicate per mol of manganese, and drying temperatures of 200° C. produced yields of manganese dioxide up to 90 percent of the manganese present. Higher temperatures and concentrations of reagents carried oxidation of manganese beyond its tetravalent state.

"The maintenance of permissible equipment which is tested and inspected at the Pittsburgh Experiment Station of the United States Bureau of Mines is dependent to a surprisng degree upon the voltage at which the equipment is operated. The difficulty of maintaining 500-volt equipment is frequently brought to the bureau's attention, and it is quite possible that if the bureau had appreciated at the beginning the full hazard involved, it would never have undertaken the approval of equipment operating at voltages greater than 250 volts.In this connection, the following statement from State mine inspection departments and other sources are of interest as showing the general feeling in safety organizations with respect to voltages higher than 250. These statements, although obtained as a result of a questionnaire sent cut several years ago, still apply very well to present conditions.A. I have not had time to consider seriously the proposed change from every angle, but looking at it from a standpoint of hazard, feel that the danger would be greatly increased. I have always occupied the position that underground voltage on portable equipment should never exceed 250 volts.High voltage of course would mean smaller transmission lines, which would be more economical and no doubt would require in several instances smaller equipment; notwithstanding, if this statement is true, the writer is still favorable to low voltage on underground portable equipment.B. I believe 500 volts should be the limit on the best equipment ender the best conditions and that the U. S. Bureau of Mines should do all in its power to limit the voltage to 500 volts on permissible equipment, as any increase in voltage means increased hazard.C. I will refer you to a section of our mining law, entitled ""An Act to Regulate the Tine of Electricity in the Mines of the State of ----"" which reads in part, as follows: Trolley wires, or other exposed electrical wires, shall not carry a voltage above 275 volts.You may readily see by this that we are not permitted to operate mining machines under ground in -----, with more than 275 volts at the terminals, except that we are permitted to install transforming stations throughout the mines, after complying with certain regulations at the mine.However, as we have had to date, within the calendar year of 1925, six men electrocuted in the mines of the State, using a voltage of 275 volts, I am of the opinion that if this voltage was increased, the hazard would also be increased in proportion.D. I do not care to make a statement for publication: however, I am referring you to our mining laws. On page 27 and 28 you will find what the laws of -----¬require relative to the installation of electricity in the mines.""Hereafter where electricity is installed no higher than two hundred seventy-five (275) volts shall be used underground, except for transmission, or for application to transformers or other apparata, where the high-voltage circuit is stationary. High-voltage motors, and transformers, shall be installed in suitable chambers, built of fire-proof construction, and well ventilated, and shall not be placed on intake, or between intake and return air courses. All high-voltage lines lines and apparata must be clearly marked, to indicate their danger. Main and distribution switchboards for high voltage shall be made of insulating and incombustible material, such as marble or slate, and to be free of all metallic veins, or of material equivalent thereto. Same shall be installed in a dry place. All switches or other instruments used in connection with high voltage shall be installed on suitable switchboards, with at least a three-foot passageway in front and rear properly floored, and kept looked by a door at each end that can be opened from the inside without a key. With higher than medium voltage, there shall not be any live metal work on the front of switchboard, and the entry circuit must be protected by an oil breaker s"

HELIUM SHIPMENTS in 1964 exceeded the volume shipped during the previous year for the 15th successive time. Shipments from Bureau of Mines helium plants were 667.4 million cubic feet,2 about 6 percent more than in 1963. Production at Bureau of Mines plants totaled 784.5 million cubic feet. An additional 3,193.1 million cubic feet, which was produced by private companies participating in the helium conservation program, was purchased by the Bureau and stored underground for future use. The Bureau of Mines continued to sell helium at $35 a thousand cubic feet, the price established in 1961. Substantial railway freight rate reductions for tank car shipments of helium went into effect during the year, resulting in a lower delivered price for helium. As the Nation moved ahead in the space age, it became increasingly apparent that helium would continue to play an essential role in research, in technology, in defense, and in industry.

A computational fluid dynamics (CFD) study was conducted to model effects of coal properties on the potential for spontaneous heating in longwall gob (mined out) areas. A two longwall panel district using a bleeder ventilation system was simulated. The permeability and porosity profiles for the longwall gob were generated from a geotechnical model and were used as inputs for the three dimensional CFD modeling. The spontaneous heating is modeled as the low temperature oxidation of coal in the gob using kinetic data obtained from previous laboratory scale spontaneous combustion studies. Heat generated from coal oxidation is dissipated by convection and conduction, while oxygen and oxidation products are transported by convection and diffusion. Unsteady state simulations were conducted for three different US coals and simulation results were compared with some available test results. The effects of coal surface area and heat of reaction on the spontaneous heating process were also examined.

Controlling natural-water drives to effect efficient and economic production of petroleum, through wells, from reservoir sands and rocks is a problem of major importance in the oil-producing industry. Water-drive fields are characterized by large quantities of mobile water under high pressure immediately below the oil in the flanks or extraneous parts of reservoir formations, Hence, the water, which is in fluid connection with the oil and a source of a large proportion of the energy available for moving it, advances up-structure to replace it. This phenomenon of water moving crestward into the oil-bearing parts of the reservoir and replacing oil is termed edgewater encroachment. The mechanism by which oil is flushed out and continually replaced by water as the hydocarbon content of the field is depleted must be understood if natural-water drives arc to be used successfully to, induce efficient recovery of oil from its reservoir rocks. Until recently, the function of water in the production of oil has been somewhat obscure and was not given the consideration it deserved in early petroleum production-research programs because of the greater importance associated with and the effort devoted to investigations concerning the relations of natural gas to production of oil. Thus, with virtually no fundamental information at hand, it is not surprising that at first edgewater was considered a necessary evil, and the manner in which it was dealt with depended largely on the experience of the operators. During the intervening years, however, practical information on encroachment of edgewater in oil sands has been widely disseminated as a result of studies of oil-field depletion, and many theories pertaining to petroleum-reservoir energy and performance have been advanced; these theories necessarily included consideration of edgewater as an integral -art of the reservoir fluids and a source of energy for propelling hydrocarbon fluids through the reservoir and to the surface of the ground.

A modified percolation - rate test is proposed for use in determining flow rates through hydraulic backfill ; in contrast to the conventional test , a percolation- rate versus void - ratio relationship is established . requirements and a detailed test procedure are described . Equipment Results of a conventional test are compared with those of the proposed modified test . The proposed modified test method yields more accurate , realistic , and usable percolation- rate ( permeability ) data . The significance of obtaining accurate percolation rates for use in analyzing waterflow through hydraulic backfill is discussed .

Coalbeds were discovered in outcroppings of the Beacon group of sediments on the north end of the Willett Range ( altitude 77 ° 11 ' S , longitude 160 ° 20 ' E ) , Victoria Land , Antarctica , in December 1960 during an investigation undertaken as part of the U.S. Antarctic Research Program under the auspices of the National Science Foundation . Three separate exposures of coal or coaly material were found . Two of the exposures contain , respectively , eight and four beds of hard , compact , finely banded attrital coal ranging in thickness from 8 feet downward to a few inches , and reported to range in rank from mediumvolatile bituminous to semianthracite . The coals are associated with carbonaceous shales containing an abundant assemblage of fossil plants resembling those associated with the Permian coals of Australia and other Gondwana areas . The third exposure , apparently somewhat higher in the stratigraphic sequence , contains only coaly plant fragments scattered through a thin conglomerate and overlying sandstones . A sandstone bed that overlies these coal - bearing sandstones contains abundant logs and fragments of silicified wood . Preservation of features is poor , but one segment of a silicified stem suggests comparison with Rhexoxylon , a gymnospermous tree that usually is considered indicative of Triassic age . The Beacon sediments in this area have been invaded , broken , and uplifted by a massive series of diabase sills and dikes greater in volume than the intruded sediments . The heat emitted by these intrusives must have advanced the metamorphic development of the coals . However , there is no evidence of alteration to graphite , and coal found in direct contact with a diabase sill contains no vesicles or other usual evidences of natural coking . Either the pressure of overlying rocks inhibited the development of coke , or the coals had been metamorphosed beyond the coke forming stage before the igneous intrusion .

The NIOSH suite of coal mine ground control software addresses nearly every aspect of coal mine ground control planning, including geologic characterization, mine layout, pillar design, and support selection. Mine planners who use the soft-ware have access to the knowledge gained during years of NIOSH research—packaged in a simple, easy-to-use format. Several of these software packages have recently been updated and improved. Analysis of Roof Bolt Systems (ARBS) (Figure 1) helps select the proper roof bolt system design from the immense variety of available bolt types and patterns. It was developed from statistical analysis of extensive bolt performance and roof fall data. New features in Version 2 include— • The capability to analyze roof bolt systems that use two types of bolts; and • A roof support cost module that estimates the total in-stalled cost of different patterns, considering the costs of consumables, labor, maintenance, and other factors. The Support Technology Optimization Program (STOP) (Figure 2) can be used to make judgments regarding which secondary support system will be the most effective in a particular mine condition and to evaluate the advantages or dis-advantages of alternative support systems. Version 3.0 includes additional improvements: • Supports with large load-shedding following yielding can be designed based on the peak loading capability as well as the residual loading capability; • Seven new support systems have been added to the program; and • Easier access to photo gallery has been provided. The Coal Mine Roof Rating (CMRR) replaces com-plicated geologic information with a simple numerical rating that mine planners can use in many ground control applications. The CMRR can be readily integrated into a geologic exploration program, and the software package is capable of generating an AutoCAD CMRR "layer." Version 1.2 contains— • The complete CMRR database with more than 250 ratings obtained from 70 different U.S. coal seams; and • An all-new "Help" file that clearly explains all aspects of the program. Analysis of Horizontal Stress in Mining (AHSM) can help find the optimum mine layouts for control of horizontal stress. It can be used to analyze both development and longwall retreat designs, and it shows how the stress condition varies as the entry, crosscut, and panel orientations are changed. Version 2 features— • Improved graphics that enable the user to observe the effect of design changes without adjusting the display on the computer screen; and • Resource files containing information on stress map-ping, advance-and-relieve mining, stress measurements in U.S. coal mines, and other topics. Several studies have suggested that pulmonary toxicity to asbestos and silica may be mediated through oxidant-induced cell injury. We have reported recently that surface radicals associated with freshly fractured silica may be an imponant factor in cell injury and induction of pulmonary disease. Although the generation of oxygenated radicals in dust-cell interactions has been demonstrated, there are no data correlating the toxicity of a dust with the level of oxygen radical generation by the dust during its interaction with phagocytic cells. In the present study, we have investigated the in vitro generation of oxygen free radicals from human neutrophils and rat alveolar macrophages stimulated with freshly fractured silica, aged silica, amosite, crocidolite, chrysotilc, and a nontoxic dust, barite. Electron spin resonance (ESR) with the aid of a spin trap phenyl-N-ten-butyl nitronc (PBN) was used to measure the oxygen radicals generated during phagocytosis of the dusts. The relative toxicity index and ESR peak heights, on an equal surface area basis and normalized to barite as one, showed a direct relationship. The normalized toxicity indices and peak heights were: silica, 3.5 versus 2; chrysotile, 4 versus 2; crocidolite, 11 versus 8; and amosite, 26 versus 13. Addition of hydroxyl radical scavengers such as catalase, dimethyl sulfoxide, 1,3 dimethyl-2-thiourea (DMTU), sodium benzoate, and mannitol prevented the radical generation. Carmustine, a glutathione reductase- glutathione peroxidase inhibitor, caused a 5-fold increase in the radical generation. These results indicate that a nontoxic dust such as barite generates toxic oxygen radicals at a minimal level that can be quenched by the normal cellular defense system. For toxic dusts such as silica, amositc, chrysotile, and crocidolite, the potential for oxygen radical generation is enhanced by their surface propenies, physical dimensions, and the surface-based radical-generating redox sites. The enhanced radical generation may impair the cellular defense system, resulting in cell injury. Use of scavengers, chelators, and potentiating agents suggests the membrane-based oxidase system as the probable primary source of the radical-generating system. The data presented herein suggest the generation of oxygen free radicals as an important primary event in silica- as well as asbestos-induced cell injury.

A preliminary survey of coke and steel plants conducted by the Bureau of Mines in cooperation with the Office of Solid Fuels Coordinator and under the auspices of the Coke Production Committee indicated that a very appreciable increase in pig-iron production would be obtained if pres- ent blast furnaces were supplied with a more uniform coke. Control of the sulfur and ash content of coal used for making coke is an important factor in producing uniform coke and thus increasing blast- furnace efficiency. In some mines producing metallurgical coal, the analysis of the coal bed shows a wide range of sulfur and ash content. To obtain production of coal with minimum deviation in sulfur content sampling, grading, selective mining, blending, and surface preparation are practiced at some mines with satisfactory results. The mines selected for this study have developed these methods and are successfully producing coal of uniform sulfur and ash content. The systems employed at different mines vary according to the physical character- istics of the coal bed, the manner of occurrence of impuritites in the coal, the development plan and mining system, surface preparation and the acceptable impurity content of the prepared coal. The ash content of the coal can be controlled by face preparation and in the cleaning plant. The introduction of some method or practice at other mines might make possible the use of coal for inetallurgical purposes that otherwise could not be used for making coke because of the wide variation of sulfur and ash content.
