OIL AND GAS AS MINERALS. Oil and gas within the ground are minerals and the fact that they have attributes not common to other minerals because of their fugitive nature or vagrant habit, and the disposition to percolate, and the possibility of their escape from beneath one part of the surface to another, does not remove them from the class of minerals. A corporation engaged in milling- and the reduction of ores deposited the tailings therefrom upon a portion of its own land lying in a gulch through which water flows at times in great volumes and with great force' and notwithstanding all reasonable efforts by dams and otherwise to retain its tailings, the tailings eventually were forced upon the lands of an adjoining owner; these tailings were valuable and their retreatment, intended by the mill owner, profitable; and the fact that the tailings were so washed down upon the lands of the adjoining owner and permitted to accumulate and remain for some considerable time is not sufficient to show an abandonment on the part of the owner of the tailings, where it is clear that the owner had no intention of so doing, but on the contrary, always intended to conserve and retreat the tailings.

The U.S. Bureau of Mines and Western Fuels Utah, Inc. entered into an agreement to plan, install, and evaluate a micro-computer based monitoring and control system at Deserado Mine, an underground coal mine. The U.S. Bureau of Hines contracted the Colorado School of Mines (CSN) to independently evaluate the project. CSM evaluated and documented costs, benefits, problems, and management and labor perceptions in this report. Recommendations are provided for mine operators and monitoring system vendors considering future installations.

This report on the Venezuelan coal industry is the seventh in a series of studies on coal exporting countries requested by the House Appropriations Committee, The committee asked that the basic differences in mining costs for U.S, and foreign mines be identified, especially those costs incurred in complying with health, safety, and environmental regulations.1 Basic costs in extracting raw coal are analyzed in this report for surface operations, This report also provides a limited analysis of the relative market competitiveness of selected Venezuelan and U,S. steam coal mines in three electric utility markets: New England and the east coast of Florida in the United States, and western Europe. Although some Venezuelan coal has coking characteristics, all coal-producing regions of Venezuela sell coal in steam markets.

This study investigates the identity and relative importance of factors affecting the future demand for phosphate rock, potash, and nitrogen. The main objective is to analyze demand relationships for these chemical raw materials for some specified past period, and to utilize this information to make projections of consumption into some designated future period. The end-use approach is used, which divides total consumption of each chemical raw material into agricultural, industrial, and export use. Multiple regression analysis is employed to statistically measure the relative effects of the different factors on consumption in each end use. The general method centers on the construction of a consumer demand model, the fitting of the respective equations in the model, and the interpretation of the statistical results. Direct and cross price elasticities of demand are computed for each end use of the chemical raw materials. These give an insight into expected changes in consumption with respect to given changes in price. The results of this study indicate that price, consumer income, and level of technology are factors which measurably affect consumption of chemical raw materials. For phosphate rock and potash, the agricultural and industrial end uses showed an inelastic demand, whereas for nitrogen, all end uses (including export use) exhibited an elastic demand. Among the chemical raw materials, average annual growth of consumption of nitrogen for agricultural and export uses to 1980 is expected to be notably higher than that for phosphate rock and potash.

The Aluminum Company of America announced a temporary reduction of the operating rate at its primary aluminum plant at Palestine, TX where it is developing a new process to produce aluminum metal by electrolysis of aluminum chloride, Output will be reduced by half to about 7,500 tons per year while some improvements are being made on the chemical segment of the plant. The modifications were expected to take 3 to 4 years to complete. Alcan Alumininum Ltd., a major U.S. supplier of aluminum, reported declaration of force majeure on aluminum ingot shipment commitments following the shutdown of its primary aluminum plants at Arvida, Isle Maligne, and Beauharnois, Que. The shutdowns, which began early in June, resulted from management and labor differences.

Possible New U.S. Half-Dollar. - Tile George Washington Commemorative Coin Act, H.R. 3133, was introduced in the House and approved by the House Banking Committee. It would allow the minting of at least 10 million commemorative silver half-dollars the size of the same coin produced before 1965. A companion bill, S. 1228, was introduced in the Senate. Taxes and the U.S. Minerals Industry. - The General Accounting Office completed a report to Congress on "Assessing the Impact of Federal and State Taxes On the Domestic Minerals Industry." the study presents a quantitative method to assess the effect of taxes on profitability, and suggests ways to use taxes or tax credits to help marginal mine operations and possibly to increase mineral production, Limited copies of the 139-page report are available free of charge from U.S. General Accounting Office, Documents Handling & Information Sevices Facility, P.O. The U.S. Bureau of Mines Information and Analysis Directorate collects worldwide data on virtually every commercially important nonfuel mineral commodity. These data form the base for tracking and assessing the health of the minerals sector of the U.S. economy. The Bureau's data collection activity was instituted by the 47th Congress in an appropriations act of August 7, 1882 (22 Stat. 329), which placed the collection of mineral statistics on an annual basis. The most recent authority for the U.S. Bureau of Mines survey activity is the National Materials and Minerals Policy, Research and Development Act of 1980 (Public Law 96-479, 96th Congress). This act strengthens protection for proprietary data provided to the U.S. Department of the Interior by persons or firms engaged in any phase of mineral or mineral-material production or consumption.

Minerals are a fundamental component of the Nation" material and economic base. Without a continuous supply of minerals to meet growing and changing needs, the basic character of our society would be very different. The importance of minerals to the United States was reemphasized by the Congress in I970 when it enacted the Mining and Minerals Policy Act, which stated that it is the continuing policy of the Federal Government in the national interest to foster and encourage private enterprise in (I) the development of economically sound and stable domestic mining, minerals, metal and mineral reclamation industries, (2) the orderly and economic development of domestic mineral resources, reserves, and reclamation of metals and minerals to help assure satisfaction of industrial, security and environmental needs, (3) mining, mineral, and metallurgical research, including the use and recycling of scrap to promote the wise and efficient use of our natural and reclaimable mineral recources, and (4) the study and development of methods for the disposal, control, and reclamation of mineral waste products, and the reclamation of mined land, so as to lessen any adverse impact of mineral extraction and processing upon the physical environment that may result from mining or mineral activities.,.

This proceedings volume contains papers presented at W U.S. Bureau of Mines (USBM) technology transfer seminars on New Technology for Longwall Ground Control. These seminars were conducted in Washington, PA, on April 12, 1994, and Denver, CO, on May 10, 1994. The papers herein describe several new, highly practical USBM technologies now available for ground control in longwall mines, including lie Coal Mice Roof Rating (CMRR), cable bolts, the MULSIM/NL model, and the Wood Crib Performance Model. Other significant topics addressed include longwall panel layout, coal pillar design, horizontal stress in longwall mines, roof support selection for gate entries, and ground control monitoring.

In connection with a Bureau of Mines research program on utilization of Cuban lateritic ores, a comprehensive review was made of the chemical literature on nickel and cobalt. Initially, the review had as its objective the selection, from the voluminous literature dealing with the chemistry of these two metals, of only those references to reactions that were especially pertinent, or at least closely related, to the field of extractive metallurgy. Later, the coverage was extended to include references to the techniques and plant applications of extractive metallurgical procedures for the recovery of nickel and cobalt. In this report, the period from January 1929 to July 1955 has been covered, as it seemed logical that recent literature should be of greatest value. This cutoff date was established in order that the bibiliography could be issued at an early date, inasmuch as currently much work is in progress on the lateritic ores. Later, a supplement will be prepared extending the coverage to about 1900.

ORES PROCESS OF ORE CONCENTRATION-PATENTABILITY. The patent issued to Sulman, Pickard, and Ballot, November 6, 1905, and assigned to Minerals Separation and Minerals Separation American Syndicate, for new and useful improvements in ore concen- tration, its object being to separate metalliferous matter from gangue by means of oils and fatty acids that have a preferential affinity for such metalliferous matter, the principal feature of which is "agitat- ing the mixture to cause the oil-coated mineral to form a froth," was clearly anticipated by other patents, and each step in the process described in the Sulman, Pickard, and Ballot patent is fully described in more than one of the prior patents, with the single exception of the reduced quantity of oil used; but the discovery that the small fraction of oil is sufficient to produce flotation of the metalliferous matter can not be made by itself or in combination, the subject of a patent. The 7-mile Flathead Tunnel, located in the central Salish Mountains of northwestern Montana, was constructed between 1966 and 1969, With the contract awarded April 19, 1966, drill and blast tunnel excavation began September 30, 1966, and was completed June 21, 1968, in 488 tunnel-driving days, Peak advance was 66 feet per day. On June 27, 1969, all tunnel concrete lining was completed. Average wall and arch concrete placing rates exceeded 1,700 cubic yards daily, with nearly half of the concrete placed during a severe winter season. Major cost savings in concrete tunnel lining were achieved through a value engineering clause in the contract. Achieving consistent results and high rates of placement in concrete lining ranked equal to ground control in overall tunnel problems. Ground control problems exceeded expectations and were of continual concern throughout excavation, One support collapse in the tunnel and one portal slide condition developed during construction. Critical surface geologic exposures were largely obscured; only a portion could be accurately projected underground, An instrumentation program to gather basic data on rock defamation near the heading face for support purposes was a pioneering effort. The Flathead Tunnel was placed in service on November 7, 1970.

The contract is concerned with feasibility studies, design and fabrication of a group of prototype hand-held test instruments and machine-mounted test instruments for measurement of electrical shock hazards of mining machines. An instrument for use in open pit mining machine ground wire verification was proposed, developed, built, and tested. This report presents the design and operational theory of the open pit instrument as well as information on the program to improve the original prototype hand-held machine-mounted test instruments.

"The present and possible future commercial production of potash from various sources in the United Status is discussed below under the following heads:1. Potash from the saline lakes.(a) Nebraska lakes.(b) California lakes.(c) Other lakes.2. Potash as by-product from the cement kilns.3. Potash as by-product from the iron blast furnace.4. Potash from silicate rocks.(a) Feldspathic material.(b) Leucite rocks of Wyoming..(c) Sericite slates of Georgia.(d) Glauconite (greensand) of New Jersey.5. Potash from Alunite.6. Potash from organic sources other than kelp.7. Potash from kelp.In this discussion very little more than passing reference, if any, will be given to those projects which up to date have been developed only slightly, if at all, beyond the small scale laboratory stage, or for the development of which there appears to be very little financial and technical backing at the present time. Nether or not many of these proposed projects have merit can be determined only by an actual operating demonstration.Generally speaking, the potash industry of the United States has been hardly more than marking time since the armistice. This is, largely due to the fact that the consumers of potash have been expecting that heavy shipments of foreign potash to the United States would be resumed soon at somewhere near the pre-war prices, and they have not seen owing domestic potash at present prices for many months. The result has been that domestic producers have been unable to sell their product at even cost and many producers of potash have been obliged to close down. Thu Nebraska lake plants were closed down in February. The California saline plants were operating at below capacity, and the only large alunite plant is closed down. Even the cement plants have little or no inducements to recover the potash being lost in their waste gases and the production is very small at present.This condition will doubtless continue until a definite policy is decided upon as to the future importation of potash salts from Germany and. France. If unrestricted importation is allowed at prices even 50% greater than in 1913, only a very few, if any, of the domestic projects will be in position to compete with the foreign potash immediately, and the present industry will probably greatly decline with little or no prospect for a future resumption of the industry."

The term "Ichtnyol" is a name applied loosely to certain preparations used in pharmacy. These preparations do not occur as such in nature but are manufactured by various chemical processes. Ichthyol is the name trademarked for a product manyfactured by the Irhthyel-Gescllschaft (Cordes Hermanni & Co.) of Hamburg, Germany, and marketed in thin, country by Merck & Co., Inc., (5, 86, 87)3/. Although used in the literature rather loosely, the correctly applied word refers to the product obtained by sulphonating and then neutralizing with ammonia a distillate from the oil retorted from a certain high-sulphur bituminous shale found near the village of Seefeld in the Austrian Tyrol. Due to the fact that fossils of fish and marine animals occur in the limestone associated with the bituminous shale, these deposits have long been known as, the "lchthyolite schistc of Seefeld" ( 55) . The Greek word "ichthys"" for fish and the Latin word "oleum" for oil are the words from which the term is derived. The crude, tarry shale oil, whose distillate is the raw material for the sulphonation process, has been referred to since the Middle Ages as "Dürsten" or "Tirschen" oil, and the term "ichthyel oil" has been used occasionally in the literature to designate the retorted crude oil (92, 93, 106, 117). The first application of the name "Ichthyol" to a particular product is credited to Schröter (35, 129). Various names for products manufactured by sulphonating bituminous distillates have been coined, and in some of these names the root from the word ichthys has been retained. Some of these names can be found in New and Nonofficial Remedies under the heading, Sulphoichthyolate Preparation, and Substitutes (5).

NOMENCLATURE USED IN THIS REPORT. In this report the ending ene has been used throughout, except in the bibliography and in quotations from the writings of previous investigators, for all aromatic hydrocarbons, as, for instance, benzene, toluene, xylene. The ending ol, though largely used in technical description, is not correctly applicable to these hydrocarbons, and should be used to designate the impure mixtures of commerce, as distinguished from pure chemical compounds. PRESENT STATUS OF PETROLEUM-REFINING INDUSTRY. Although petroleum is widely distributed, being found in many parts of the world, and although information as to its occurrence and general characteristics seems to have existed from vcry early times, our knowledge of the chemical nature of this substance has been acquired largely within the past 40 years. Within this period a voluminous literature has accumulated, which records work as painstaking as has ever been undertaken in the whole field of chemistry, such as that of C. M. Warren, F. H. Storer, S. P. Sadtler, S. F. Peckham, and C. F. Mabery. Despite this fact, the commercial method of treating crude petroleum for the purpose of procuring marketable products is, in the main, essentially empirical. Much knowledge has been acquired as to methods of separating from crude petroleum such products as are desirable commercially, but little has been done to attain the maximum recovery of such products.

VANADIUM was discovered in 1801 by Andres Manuel del Rio, a professor of mineralogy at the School of Mines in Mexico City. Del Rio called the new element erythronium. Later, he decided that this was not a new element but a form of chromium. Not until 1831 did Nils G. Sefström, a Swedish chemist, positively determine that the metal was a new element which he named vanadium, after Vanadis, the Scandanavian goddess of beauty. From 1831 to the 1860's and 1870's, the comparative scarcity and high cost of vanadium restricted its commercial use. Shortly after 1870, more information was obtained on the physical and chemical properties of the element. Thereafter, research on vanadium has dealt largely with its use as an alloying element in steel and nonferrous metals. Vanadium is a widely distributed element in the earth's crust. It is more abundant than many metals but is disseminated in small quantities throughout a great variety of rocks. Relatively few deposits have contained ore of a grade suitable to warrant development for vanadium alone. It is produced in conjunction with uranium, iron, titanium, aluminum, and lead-zinc ores.

The Bureau of Mines' Oil Shale Data- Bank (OSDB) was created in 1976 to serve as a centralized source for the storage, retrieval, and dissemination of technical literature, patents, and information on research projects in oil shale. Thousands of bibliographic references, patents, and research projects relating to the mining of oil shale have been identified, abstracted, and indexed according to selected keyword topics. The resulting data bank listings are contained in three sections, each with a separate keyword breakdown for use in rapidly identifying references pertaining to a specific subject. All references cited in the OSDB were published prior to an established cut-off date of May 1, 1981, when a redirection of Bureau of Mines programs resulted in the loss of project funds and the subsequent phasing-out of data bank operations. ACKNOWLEDGMENTS The oil shale data bank listings are the result of a team effort of the project staff. The contributions of Jimaleen Jansma for keypunching, information acquisition, and data entry, and John Brandenburg and Sandra Brake for keywording and information acquisition are gratefully acknowledged. Coal mining in the United States established a good safety record in 1939. The death and injury rates per man-hour of exposure to risk were favorable compared with most previous years, and the number of persons killed or injured in proportion to the quantity of coal mined was also lower than in any other year for which figures are available. Moreover, productivity per man-hour was higher than ever before. The number of man-hours of work performed increased 9 percent over 1938, but there was a slight decrease in the number of men employed. Reports from operating companies showed 539,375 men employed during the year, and the period of operation averaged 179 workdays per man. Man-hours of work numbered more than 678 million. Accidents to the workers resulted in 1,078 fatalities and 54,015 nonfatal disabling injuries, causing disability of the employee for more than the remainder of the clay on which the accident occurred. For each million man-hours of exposure of the employees to mining hazards the fatality rate was 1.59 compared with 1.78 for 1938, and the injury rate was 79.65 compared with 82.61 for 1938. Production of coal averaged 0.661 ton per man-hour compared with 0.637 ton in 1938. The weighted average length of the workday was 7.03 hours or virtually the same as the previous year's average of 7.04 hours. Measured in man-hours, the average period of employment per man was 1,257 hours in 1939 and 1,147 hours in 1938.

A general survey of the mineral industries of the Black Hills is being made by the Bureau or Mines, but this report is confined to the tin deposits of that region. Because of the strategic importance of tin in a national emergency, special attention was given in the field to deposits of this metal. The present paper outlines the procedure that would be required for determining the potentialities of the most promising deposits as emergency sources of tin and gives estimates of the cost of sampling and rehabilitating some of the old tin mines. Tin mining in the Black Hill was quiescent in 1938. Tin occurs in two areas inn the region. The deposits have received considerable attention, and since 1884 numerous articles have been written about them. It is estimated that between 7 and 15 million dollars has been spent in promotion expenses, acquiring claims, development work, and equipment; production, has totaled about 160 long tons of metallic tin worth about $95,000.3/
