This report summarizes a Bureau of Mines review of selected literature on the effects of subsidence due to high-extraction underground coal mining on farmland areas. The data are presented for consideration in evaluating the subsidence effects due to similar mining techniques on the prime farmland areas of Illinois. In Illinois the ground water level in the glacial drift is only 2 to 15 ft below the nearly flat to gently rolling ground surface. The main subsidence concern is flooding, as caused by the lowering of the ground surface, and the subsequent effects on crop production. Positive drainage must be maintained in the farmlands, and the need exists for extensive regional planning by the mining and agricultural industries to maximize short- and long-term production from both efforts. The Bureau is cooperating with the State of Illinois to develop basic information necessary for such planning.

The domestic mining industry gained more strength in 1988 as the healthy comeback that became evident in 1987 continued and grew for many commodities. The increasing and more stable commodity prices, still predominantly in the metals sector, reinforced both the new ways of conducting business and the use of technological advancements in successfully lowering operating costs during the last 4 to 6 years. Some commodities and companies still struggled to survive, but increases in productivity and profits were becoming more common.

"INTRODUCTION In the course of a general investigation of mines and mineral deposits in the Upper Mississippi lead and zinc field, attention of the Bureau of Mines was first directed to the Coker mines area by the presence of large tonnages of old mill tailings containing economically recoverable percentages of lead and zinc. Later, the results of extensive geologic studies of the area were presented to the Bureau of Mines by the Federal Geological Survey, directing attention to the possibility of extending the known ore limits of the area to the north and northeast of the old Coker No. 1 mine workings.With this end in view, the Bureau of Mines undertook a program of churn drilling and sampling. This report describes the work done and presents the data obtained during the period of the Bureau of Mines investigation.ACKNOWLEDGMENTSIn its program of investigation of mineral deposits, the Bureau of Mines has as its primary objective the more effective utilization of our mineral resources to the end that they make the greatest possible contribution to national security and economy. Under authority of the Strategic Materials Act of June 1939, the Federal Bureau of Mines, in cooperation with the Geological Survey, began a broad program of investigation of the strategically important chromite deposits in Sweetgrass, Stillwater, and Carbon Counties, Mont. Extensive occurrences of chromite along the Stillwater Complex in Stillwater County were investigated. The two principal deposits, The Mouat-Sampson and Benbow mines, ultimately were developed and placed in production by the Federal Government. As a part of this general development program, the Carbon County chromite deposits near Red Lodge were examined by Bureau of Mines engineers in 1940, and by the Geological Survey .1-1 1942. The district was examined earlier by Schafer, and the Four Chromes area is mentioned briefly by Westgate. Although the Red Ledge deposits were considered to be of minor importance as compared to those of the Stillwater Complex, several of the ore bodies were adaptable to open-pit mining' methods, and one large deposit on Line Creek Plateau was readily accessible to the Red Lodge-Cooke highway. In 1941, the U. 3. Vanadium Corp. began mining crude lump-chrome ore from the deposit on Line Creek Plateau to supplement national stockpiles, which were being depleted by the rearmament program and the disruption of chrome-ore imports by the European war. Access roads gore constricted to Hellroaring Plateau, and the mining operations were extended to that area. A gravity concentrator with a capacity of 200 tons per day was built and operated at Red Lodge to beneficiate lower-grade ore from the district.

The Bureau of Mines investigations described in this report were undertaken to devise a process to economically recover precious metals and copper from low-grade, complex electronic scrap generated in large quantities by military and civilian electronic operations. Leaching with various media is applicable to certain selected items of electronic scrap but cannot be practically applied to complex mixtures of scrap. A process comprising incineration, caustic leaching to remove aluminum, smelting with a siliceous slag, and electrolysis recovered 99.9-percent-pure copper metal and anode slimes assaying more than 7,000 ounces per ton of combined precious metals. Silver, gold, and copper recoveries were 93, 95, and 87 percent, respectively. Cost analysis indicated that an alternative process using direct smelting of the scrap to make assayable products for sale to a custom smelter would provide better overall financial returns.

A gas-flow retort for thermal processing of oil shale to recover shale oil was developed by the Bureau of Mines at its Oil-Shale Demonstration Plant, Rifle, Colo., from 1948 to 1952. The retort is a crossflow gas-to-broken-solids heat exchanger. The heating medium is the gas produced in the shale retorting process. The gas is heated in specially designed stoves outside the retort and recycled to the retort. Oil shale from the Mahogany ledge section of the Green River formation in northwestern Colorado was the material processed. Indicated maximum oil recoveries for 20-to 25-gallon-per-ton shale in a l2-inch-thick shale bed and a 20-inch bed are 96 and 91 weight-percent of Fischer assay, respectively. Heat requirements for maximum recovery are 600 to 750 B.t.u. per pound of shale. Properties of the recovered shale oil are affected slightly by shale-bed thickness and extent of retorting. Oil recovery from oil shales assaying over 30 gallons per ton is lower than that from leaner shales.

The Ash Peak mine of the Veta Mines, Inc., Duncan, Ariz., is of particular interest in that the only metal of commercial value in the ore is silver. The silver is concentrated by flotation; the concentrate is shipped to a smelter for treatment.

"The manufacture of asbestos paper began commercially about 40 years age but its principal development has taken place during the past twenty-five years. The asbestos used by the ancients, termed amiantus by Pliny was used for winding sheets, tablecloths and other fabrics. It was probably chrysotile fiber and was a woven and not a felted product, and there¬fore is not to be confused with asbestos paper. There are, however, some early references to paper manufacture that are of interest. Pontoppidian, Bishop of Bergen, in his Natural History of Norway, published in 1750, refers to paper made from asbestos found in the parish of Waldens. He states that this paper did not burn when thrown in the fire, but the writing on it totally disappeared. This indicates that the primary ob¬ject was to obtain an indestructible writing paper. About 100 years later, further efforts were made with the same object in view. In 1853, a patent was issued for a process of making paper from a mixture of asbestos and alum. Many experiments were made to manufacture suitable asbestos printing paper. Some such papers contained only about one-third asbestos, the remainder being of combustible material. Such papers would burn, but would leave a white residue which retained its shape and preserved the written characters. On account of the difficulty of obtaining a smooth and even surface, and the tendency for the material to absorb ink like blotting paper, asbestos paper is not well adapted for writing or printing purposes. Other early uses of asbestos paper were for ornamental wall-paper and carpet linings. None of the uses mentioned above have developed to anything of importance in a practical way, but the manufacture of asbestos paper has become a very important industry, and it has found extensive uses in ways that were never dreamed of by the early investigators.It is recorded that the first sheet of asbestos paper made in America was manufactured in 1876 by John Roberts & Son Company, in a mill near Waltham, Mass. The material first used was a long-fibered amphibole asbestos from Italy. About three years later, Canadian fiber was introduced and proved to be very satisfactory. The shorter grades of fiber which would otherwise be wasted were used for the manufacture of paper and board. For several years, the product of this mill was sold through Rice Kendall of Boston, Mass. From 1881 to 1900, the H. W. Johns Company, of New York, took the entire product which was 30C to 700 tons per year. The latter company built their own asbestos paper mill at Brooklyn in 1900. Keasbey & Mattison Company, of Ambler, Pennsylvania, began to manufacture in 1897. Other early manufacturers were: the Asbestos Paper Company, at Baldwinsville, Mass„ and Mr. B. S. Binney, at Shirley, Mass. The number of manufacturers gradually increased until at present asbestos paper is manufactured by the following ten companies:"

This report presents a deep ocean mining operational simulation which is capable of describing the response of the bottom collection unit to specified mining ship maneuvers and the corresponding operation of the mining ship maneuvering system. Bathymetry, obstacles, collector and pipe dynamics and ship maneuvering capabilities are included in the simulation. The simulation is capable of evaluating the technical requirements and operating costs for specified mine plans, Results are useful in assessing mine size requirements and provide operating 'cost 'estimates useful as inputs to deep ocean mining economic feasibility assessments, The simulation is used to determine the consequences of obstacles to mining system operations in terms of impact on mine size requirements and reduced production arising from obstacle avoidance maneuvers of a towed (unsteered) collector.

"Increased production of explosives in the United States in 1933 compared with 1932 is shown by statistics compiled by the Demographical Division, Health and Safety Branch, United States Bureau of Mines. The figures relate only to explosives used for industries purposes, such as mining, quarrying, and road building, and do not cover nonindustrial explosives, such as ammunition or fireworks. Industrial explosives include black blasting powder, permissible explosives, 5 and high explosives other than permissibles figures in the tables of this report were compiled from reports covering sales by the individual companies manufacture of explosives in the United States in 1933. Because of the close agreement among the several series of figures, the quantity of explosives sold is considered as reflecting production and consumption, and the three terms ""sales"", ""production"", and ""consumption"" are used interchangeably in the discussion unless otherwise stated.Of the principal industries that use high construction operations accounted for the largest percentage of increase in consumption during 1933; metal mining and quarrying also used more of this class of explosives than in the previous year. Coal mining is the chief consumer of permissible explosives; the figures for 1933 showed that bituminous-coal mining used a larger quantity than in 1932, and that anthracite mines also showed a small increase. Although a net increase of less than 1 percent in consumption was reported for black blasting powder, large increases in use of this class of explosives were reported for metal mining, miscellaneous types of work, and bituminous-coal mining. The Program of Mine Safety and Health Research described in this document reflects the continuing commitment of the Spokane and Pittsburgh Research Laboratories to focus on the most important areas where research can make a difference in reducing risk and improving safety and health for miners. It is the first program of work conducted since Congress mandated closure of the former U. S. Bureau of Mines (USBM) in the Department of the Interior and supported integration of the health and safety research function of the former USBM into the National Institute for Occupational Safety and Health (NIOSH). Organizational changes made FY97 a challenging year of transition. Ongoing research was reviewed and revised to reflect the new, more limited, health and safety mandate of the research laboratories. The mining industry, mine worker representatives, and interested government agencies provided broad input to assure that the research performed would focus on the most critical safety and health problems confronting mining today and which are expected to be faced in the future. The two laboratories worked to evolve coordinated programs of safety and health research, each with a special focus. The work of the Spokane Research Laboratory is directed toward issues of special importance to the Western mining industry, particularly those safety hazards found in metal/nonmetal mining and surface mining. The work of the Pittsburgh Research Laboratory will continue to focus on Eastern mining, particularly underground coal mining. Traditional areas of expertise for understanding and preventing fires and explosions and for controlling the hazards of dust and noise will continue to reside in Pittsburgh. Each laboratory is developing new capabilities in the analysis of relevant safety and health information to assure that program priority-setting decisions are informed by the best available data. Recognizing the continuing importance of communicating the results of research to all who are capable of improving safety and health conditions in mining, each laboratory has developed an activity for information dissemination and coordination with stakeholders. In the midst of organizational self-examination and change, the research staff in Pittsburgh and Spokane have never wavered from their continuing commitment to conduct the highest quality scientific research-solution-oriented scientific work meant to reduce the risk of injury, disease, and death from occupational hazards in mining. The pages that follow give insight into some of the program activities and accomplishments from FY97. I hope you share my pride in the many accomplishments of the NIOSH mine safety and health research program during this year. This report comes at a time of increasing stability for the mine health and safety research program. The organizational changes in Spokane and Pittsburgh have been concluded, and NIOSH has succeeded in recruiting a new, permanent associate director for mining to lead this critically important national program. Congress has contributed to an optimistic future by providing expanded funding for NIOSH mining-related research for the next fiscal year. On a personal note, I greatly appreciate the opportunity I have had to serve as the NIOSH Acting Associate Director for Mining during this transitional year. The commitment and intelligence with which the mining research staff pursued their mission was matched by their patience and understanding in moving into a new organizational environment. All of us committed to improved safety and health for this Nation's miners owe them our respect and appreciation.

The Bureau of Mines is developing melting data for binary combinations of the alkaline earth fluorides and yttria to facilitate the formulation of slag compositions. The present report deals with the CaF2-Y203 system for which solidus and liquidus temperatures and solid solubilities were determined. The information is presented as the phase diagram. All specimen compositions were blended from high-purity materials and encapsulated in Mo or Pt20Rh prior toheat treatment. Liquidus temperatures were determined by ceramographic examination of heat-treated and quenched specimens. Solidus temperatures were determined by differential thermal analysis and by electron microprobe analysis of quenched specimens. Terminal solid solubilities were derived by parametric methods. The peritectic system was found to be pseudobinary due to the formation of yttrium oxyfluoride at temperatures near the liquidus. The peritectic point occurs at 7 mole pct Y203 and 1,438° ± 5°C. The terminal solid solubility of Y203 in CaF2 decreases from 7 mole pct at 1,438° C to 1 mole pct at 1,100° C, and the solubility of CaF2 in Y203 decreases from 9.5 to 7 mole pct over the same temperature interval.

The Bureau of Mines is engaged in a research program on the characterization of tars produced by low-temperature carbonization of coal and their economical upgrading to more valuable materials, Throughout the years, hydrogenation has played an important role in the treatment of these tars, mainly as a means of converting the whole crude tar or selected fractions to motor fuels; diesel oil, lubricating oil, or various solvents. In some instances, production of specialty chemicals has been the objective. The purpose of this report is to summarize, without critical review, the information of the past 25 years on the hydrogenation of low-temperature tars and related substances as presented in the literature or its English translation. Published articles and patents not abstracted in the main body of this report are included in a bibliography at the end. This experiment, one of a series on underground gasification of coal, was an investigation by the Federal Bureau of Mines of hydraulic fracturing as a means of increasing the air acceptance of a coalbed to permit introducing combustion air and removing product gases. Specific objectives of the investigation included: (1) Fracturing a coalbed; (2) determining the distance the coal was physically affected; (3) ascertaining the effect of the fracture on air acceptance of the coalbed; and (4) gasifying the coal. The coal was fractured with a fluid consisting of 15,000 lb. of sand mixed with 10,000 gal. of fuel oil and 5,000 gal. of kerosine, injected at pressures up to 900 p.s.i.g. and rates up to 425 g.p.m. The oil served as the fracturing medium, and the sand as a propping agent to hold the fracture open. From the fracture point, (the place in the bed where the fluid was injected), the fracture extended 200 ft. or more along the face cleats, somewhat less along the butt. cleats, and was confined to the coalbed. At the fracture point, the bed accepted about 500 std. c.f.m. of air, which was an etghtyfold increase. Fracture effects were extensive, as airflow was noted from old mine workings and outcrops 600 to 800 ft. from the fracture point. It is probable the actual fracture was much less than 600 ft. and that normal coalbed permeability beyond the fracture limits was responsible for this flow. This indicated that effects of the fracture extended beyond the area of coal physically affected. Although no attempt was made to gasify coal more than 200 ft. away, these effects plus the natural permeability of the bed likely would permit combustion beyond the outer limit of the fracture. As these experiments continued for more than 2 years, and greater air acceptance due to the fracture was observed at the beginning of each test, it is apparent that the effects of the fracturing persist for a considerable time.

This Bureau of Mines report discusses the results of three independent reconnaissance geochemical surveys conducted in the vicinity of the Bush Dome reservoir in the Bureau-owned Cliffside field near Amarillo, Tex. The surveys consisted of (1) determining the helium content of area ground waters, (2) determining the helium content of area soil gases and ground waters, and (3) determining the helium content of soil gases collected on a grid sampling pat- tern in the Cliffside field area. The native natural gas in the Cliffside field contains about 1.8 percent helium. To date, approximately 54 billion cubic feet of gas containing approximately 39 billion cubic feet of helium has been injected into the center of the Bush Dome structure. The research work, which was completed under contracts, was done to determine if helium concentration levels in ground water and soil gas could he used as an indication of the presence of helium in a subsurface natural gas accumulation. Results of the surveys were positive in that helium-in-water and helium-in- soil-gas anomalies were detected in portions of the Cliffside field area. All helium analyses were performed by mass spectrometric techniques.

This paper presents the results of intermittent study begun in 1956 by the Federal Bureau of Mines of yieldable steel arches and yieldable steel ring sets installed for support of development openings in metal mines. Observations were made of this type of support in several iron mines in the northeast and north-central states. The sets, both arches and rings fabricated in the United States, are made from a hot-rolled, cold bent, structural U-shaped steel section in two weights, 15 pounds and 21 pounds per foot. The lighter section is generally used, It is 4.41 square inches in cross section area, and the calculation is that a 6-foot length of this structural shape installed as a supporting column, will safely carry the same load as a Douglas fir post of the same length but of 22 times the cross-sectional area of the steel.

This investigation was undertaken by the Bureau of Nines to determine the effects of impurity levels on the mechanical properties of columbium at low temperatures. High-purity, electron-bombardment-melted columbium was purchased and used as a basis material. Variations in impurity levels were obtained by arc-melting charges containing definite amounts of added impurities. Tensile tests were conducted at low temperatures. Results showed the almost pure basis metal to be ductile at minus 194° C., the lower limit of the range used, Ductility of less pure columbium appeared to depend on interstitial element content. The ductile-to-brittle transition temperature appeared to be raised by increasing carbon content in the range of 50 to 730 parts per million, nitrogen content in the range of 50 to 200 parts per million, or total interstitial element content in the range of 240 to 1,380 parts per million. Some evidence was obtained indicating that decreasing cold work also raised the transition temperature, but recrystallization appeared to have no effect on it. Variations in interstitial element levels appeared to have little or no effect on ultimate strength of columbim in the range of room temperature to minus 194° C, Physical metallurgy studies of massive arc-melted and electron-bombardment- melted columbium were included in the columbium-tantalum research work assigned to the Albany Metallurgy Research Center in fiscal year 1959.

The United States Bureau of Mines (USBM) awarded a contract to Foster-Miller, Inc. to develop guidelines for the storage and use of Self-Contained Self-Rescuers (SCSRs) in underground non-coal mines. An SCSR is a device capable of supplying, in an emergency, one hour of self-contained oxygen (no breathing of mine air). The information and recommendations in this report were developed primarily from three sources: discussions with mine representatives (including management, labor, and government), site visits in underground mines I and a detailed analysis of every reported non-coal accident which produced d hazardous atmosphere during the 5-year period 1976-1980 -plus ten other major incidents from prior years. Volume IV has three major sections: Recommendations and Discussion (Section 2), Analysis of Mine Accidents (Appendix A), and a Summary of Discussions with Mine Representatives (Appendix B).
