This report examines the effectiveness of bonus plans in the coal industry. The analysis uses theoretical, literature review and empirical approaches to determine the impact of bonus plans on safety and productivity in underground coal mines. The basic finding is that the modal bonus plan in underground coal mining does not have a major impact on productivity and safety indicators. The design of the plan, or organizational factors, and the process of introducing the plan all contribute to its relative ineffectiveness. Strategies and options for designing effective plans are presented.

Syria is a federation of States under French mandate , comprising the Republic of Syria , the Lebanese Republic or Great Lebanon ( Grand Liban ) , the State of the Alouites , and the Djebel Druse Territory . Beirut is the center of government for the whole area , about 60,000 square miles . Syria is essentially an agricultural country . There is little manufacturing ; and with the exception of the production of asphalt and salt , the mineral industries have not yet risen to commercial importance . Whether this condition is due to a dearth of workable deposits or merely to insufficient exploration is not apparent . The mineral resources , as reported by various authorities , include asbestos , asphalt rock , bitumen , chromite , coal , copper , gold , gypsum , iron , lead , magnesite , manganese , marble and other building stones , nickel , ocher , pandermite ( a hydrous borate of calcium) , petroleum , phosphate rock , pyrite , salt , silver , sulphur , tin , and titanium ( ilmenitic beach sands ) .

Rock deformational structures in a deep mine were analyzed by petrofabric techniques to learn (1) the relative magnitude and direction of the principal stresses involved in tectonic deformations prior to mining, (2) the preferred orientation of rock planar discontinuities which define rock anistropy prior to mining, and (3) the relationship of mining-induced rock failure to inherent rock stresses and inherent rock anisotropy. Rock fabric elements used for petrofabric analysis consisted of bedding planes, faults, joints, fractures, foliation, sericite plane (001), quartz axis [0001], quartz deformation lamellae, and microfractures. Structures and structural symmetries from different areas within the mine and from different scales of observation were compared to learn the nature of rock anisotropy and the orientation of the principal stresses defined by rock deformations. Analysis of such fabric as regional and macroscopic faults, b-c joints, quartz [0001], sericite (001), and microfractures, indicate that during the epochs of tectonic deformation, the maximum and minimum principal stresses were horizontally oriented and acted along northwest and northeast axes, respectively. This condition of regional stress appears to have continued during folding and the associated period of faulting. The most recent tectonic deformation represents a rotation of the minimum principal stresses into a vertical position, as shown by the development of a tensile joint system, quartz deformation lamellae, and microfractures. Good interscale correlation and statistical homogeneity of tectonic fabric indicate a stress field homogeneity in this area during tectonic deformation. Rock physical anisotropy is genetically associated with tectonic fabric and consists of preferentially oriented planar discontinuities intersecting along a nearly vertical axis. The mining-induced deformations were correlated with the inherent rock anisotropy which either directly controls or greatly affects their development. This phase of rock deformation shows a greater degree of stress field heterogeneity than was the case with tectonic deformations This is explained as a result of nonconfinement afforded by underground openings and the increase in ground stresses due to mining activity"

This report describes the design, and development work performed to reduce the volume and weight of the miners caplamp battery, as well as a headpiece with a swivel mechanism containing a halogen bulb with two filaments. Work was also conducted in the development of a maintenance free battery. The design concept is based on non-sintered Ni-Cd technology, with an energy density of 22 Wh/lb. The cap lamp system developed has been approved by the Mine Safety and Health Administration (MSHA) and can be manufactured for mine use.

The National Institute for Occupational Safety and Health (NIOSH) has conducted research to improve the ventilation of large-opening mines. The research has demonstrated that the ventilation of large-opening mines improves significantly by including ventilation requirements in the mine planning process and implementing somepractical techniques during mining. Planning the location of long pillars to reduce the number of crosscuts between intake airways and return airways, positioning auxiliary fans in their proper locations, and establishing ventilation stoppings with minimal leakage all significantly improve the ventilation of large-opening mines. Mine operators that adopt these techniques in the mine ventilation plan will reduce mineworkers’ exposure to airborne contaminants.

The purpose of this effort was to investigate the feasibility of employing a piezoelectric transducer for seismic communications applications in mine environments. The transducer, a government furnished device incorporated a high Q, spring-mass resonator to load the air side of the piezoelectric crystal. The resonant frequency was seismic load dependent and fell in the range of 300 to 340 Hz. The effort included a mathematical analysis of the transducer, with corroborative laboratory tests, together with actual communications experiments performed first in an open-formation limestone quarry and finally in an operating iron mine. This work showed that the transducer could be coupled efficiently to hard, competent rock media with power conversion efficiencies of 70 to 80 percent (electrical to mechanical) in typical installations. In the iron mine, when radiating peak power was about 30 W (acoustical) in a gated pulse mode, signals were received at a distance of 760 ft through a massive rhyolite porphyry formation. This represents a 15% radiation efficiency with an input of 200 watts. Despite the high ambient noise level due to operating mine machinery, a signal-to-noise ratio of about 20 dB was achieved using a very narrow band filter to process the received signal, and a data rate of about two pulses/sec was demonstrated.

"INTRODUCTION The Miscellaneous Minerals Division of the War Production Board requested the Bureau of Mines to investigate the Gallatin corundum property as a possible source of corundum, which was in short supply due to the war. The Gallatin corundum property, also known as the ""Fuller mine"", the ""Montana Corundum mine"", and as the ""Old Qorundum mine"" was first examined by a Bureau of Mines engineer 2/ in July 1943. Bureau of Mines work on the property started October 11, 1943, was recessed May 5, 1944, and was resumed in October 1944 when the diamond-drilling program started. The project was completed February 7, 1945. The data obtained are given in this report.The Federal Geological Survey made a reconnaissance survey in the spring of 1943 and mapped the area the following autumn. The results of these surveys are contained in a memorandum report prepared in December 1943.ACKNOWLEDGMENTSIn its program of investigation of mineral deposits, the Bureau of Mines has as its primary objective the more effective utilization of our mineral resources to the end that they make the greatest possible contribution to national security and economy. To provide a flexible, low-maintenance, low-cost continuous mine air monitoring system as an alternative to conventional fixed-point, electronic monitoring systems. Background Continuous monitoring of mine air is highly desirable (and often required) not only to improve miner safety, but also to increase mine productivity. Continuous air monitoring systems can provide earl" warning of developing fires, excessive methane accumulation, reduced oxygen levels, and other developing problems in remote, inaccessible or sealed areas, and in active workings. Fixed-point, electronic systems require one Sensor for every gas to be measured at every defined monitoring location. As the number of monitoring locations increases, so does the cost, along with increases in the time required for routine maintenance and calibration of the sensor System cost also increases when monitoring locations are identified for mine areas requiring permissible electrical equipment.

In the Pennsylvania anthracite region, the principal source of U.S. anthracite, refuse disposal problems are common since cities and towns are located over the anthracite measures. The Bureau of Mines surveyed refuse banks in the area, determining that 863 banks containing aver 910 million cubic yards of material occupy a total area of about 19 square miles. The vast bulk of the refuse is located within 2 miles of the traffic centers of incorporated c unities which have a total population of 625,000. Twenty-seven banks are burning, causing considerable distress in a number of communities.

This Bureau of Mines report summarizes the results of a study of mine inspection records covering 2,200 mining installations over a 3-year period ending December 1974. Tables show the relative frequency of violations of certain provisions of the Coal Mine Health and Safety Act of 1969 in particular areas of concern, such as circuit breakers, grounding, and permissibility. Examples of past use of the data and analyses are presented.

Beryllium possesses attractive properties for use in the nuclear and space fields. Since fused-salt electrorefining can be employed to produce this metal in high-purity form from low-grade or scrap metals, the Bureau of Mines investigated electrorefining of beryllium in electrolytes composed of a LiC1-KC1 eutectic mixture plus varying amounts of BeC12. Results showed a 99- percent or better reduction of oxygen and magnesium and a substantial reduction of other minor metallic impurities. Extremely pure beryllium metal was produced. Operating variables, including BeCl2 concentration in the bath (3.5 to 16.5 mole-percent), temperature of operation (450° to 550° C.), and cathode current density (45 to 770 a,/sq, ft.), were studied; their effects on the deposition of metal, working condition of the bath, and purity of the refined metal are discussed. The safety precautions used in handling beryllium in the laboratory are also described.

Oils from coal hydrogenation have been examined at the Bureau of Mines to learn whether any centers of the optical activity reported in coal would survive catalytic hydrogenation at 450-525 ° C and about 8,000 psig pressure , and , if so , to obtain information about the nature of the active products . Oils from carbonization tars also were examined . Optical activity was found in the majority of the distillate fractions of the hydrogenation oils and in almost all distillates from the carbonization tars . No activity was observed in the tar - acid and tar - base fractions examined . Methods for isolating optically active concentrates included distillation through a packed column , liquid chromatography on silica gel , and adduction with urea . For the materials so processed , the optical activity segregated mainly in the paraffin - naphthenic and the hydroaromatic fractions . Although the specific compounds responsible for the optical activity were not isolated , experimental and spectrometric findings indicate that alkylsubstituted cycloalkane , cycloalkene , and hydroaromatic structures are most likely responsible for the optical activity of the concentrates . The optically active centers probably derived mainly from the steroids and terpenes in the biological materials that participated in the formation of coal .

To furnish the information frequently requested by producers and suppliers as to the fuel requirements of the Federal Government , the Bureau of Mines , with the cooperation of the consuming departments and establishments , has collected the data herein , showing the Government's fuel consumption during the fiscal year ended June 30 , 1930. The following tables show the quantities and kinds of fuels consumed by the Federal Government in each of its departments and their principal branches , in each State , and in Alaska , Hawaii , Panama Canal Zone , Porto Rico , and the Virgin Islands . The separate departments and establishments were asked to supply information for each Federal building or other plant and , as to vessel fuel , the amount loaded at each port of supply . Fuels consumed in internal combustion engines are not included . The report does not include fuels used by Post Offices of the fourth class , since their fuels are not purchased by the Federal Government but are covered by an allowance in each case for light and heat . In some cases the data supplied represent receipts , which are approximately equivalent to consumption . The present study is believed to be the first effort to bring together the data representing the Government's requirements for the various fuels which it consumes . Figures showing the coal consumed by the Federal Government were gathered for the year 1922. These data are shown in an article by O. P. Hood and R. H. Kudlich of the Bureau of Mines , contributed as a chapter to " Industrial Coal ; Purchase , Delivery and Storage , " published by the American Engineering Council . The figures of coal consumption presented herewith are approximately comparable with those published for 1922 , a relatively small difference being due to the fact that the 1922 figures include the Philippine Islands and all other territory in which any coal was consumed by the Government . At the present time , the only data on Government fuel consumption that are published regularly are those compiled by E. B. Swanson , chief economist of the petroleum economics division of the Bureau of Mines . These are published annually by the Bureau of Mines in " Sources and Distribution of Major Petroleum Products , Atlantic Coast States , " and by the bureau in cooperation with the American Petroleum Institute in the annual " National Survey of Fuel Oil Distribution . " It is believed that the data herewith will prove of interest and value to the fuel industries as well as to Government consumers and that it will also afford a basis for measuring future trends in the use of the various fuels by the Federal Government . Figures showing the quantities of the various kinds of fuels consumed by each of the executive departments and independent establishments , are given in Table 1. Ultrasonic ranging sensors are inexpensive, have no moving parts, have no lenses to clean, are normally small and unobtrusive, and can measure distances through moderate amounts of dust, smoke, and humidity, so they are well suited to underground mines. In the work reported here, conducted by the U.S. Bureau of Mines, researchers tested ultrasonic ranging sensors for their abiity to define rib line features for computer-aided navigation of underground mine mobile equipment. The investigation began with laboratory tests of field of view, angle of incidence, intersensor variation, and ranging accuracy of the individual rangers in a ring array produced by Denning Robotics of Wilmington, MA. The results showed that the sensors have good accuracy and low variability. Additional experiments at AMAX's Henderson Mine showed the sensors could accurately and reliably measure the distance to mine features, including convex and concave corners and rib intersections. The results showed that when used properly, the ranger data are accurate enough for reliable mine vehicle navigation When used incorrectly, ultrasonic rangers do not provide the anticipated data. Therefore, this report explains the principles of ultrasonic range measurement, describes the ranger's strengths and weaknesses, and explains proper ranger use and data analysis.

The applications of optical spectrochemical methods of analysis for determining trace impurities in metals are described, and the need for developing analytical procedures capable of accurately determining fractional parts per million of impurity elements in metals is stressed. Factors which determine sensitivity of detection and means to extend sensitivity levels in spectrochemical methods are discussed. Examples from the current literature illustrate the diversity of spectrochemical techniques that have been applied to the analyses of varied sample types, Many of the methods use preconcentration procedures to increase sensitivity limits. A bibliography containing abstracts of recent methods in included. Optical spectrochemical analysis is based upon the measurement of radiant energy emitted by atoms of the elements to be determined when a sample is subjected to a suitable source of excitation. The behavior of the valence electrons during excitation, usually by an arc, spark, or flame, produces radiant energy of specific wavelengths. This is recorded as spectral line images on a photographic film or plate by the spectrograph; for direct-reading instruments, the spectral lines are detected with photomultiplier tubes. The spectral lines result from the excitation of atoms in the sample. Each variety of atom produces its own characteristic set of lines, thus serving to identify the elements in the sample. Increased concentrations of elements in the excited sample results in increased blackening of the spectral line images.

Commercial flotation plants operate on a continuous basis that is not simulated closely by the batch testing methods widely used in Bureau of Mines laboratory studies of flotation, Batch methods indicate whether a particular separation is possible but provide little or no information about the rates at which such separations can be effected in continuous operation, Therefore, laboratory equipment suitable for testing on a continuous basis was assembled for an investigation of a number of the operating variables that influence the flotation of coal. The results of these tests lead to the following conclusions: 1. Flotation recoveries were markedly influenced by variations in the percent solids in the feed, However, the relation between these variables is complex and depends on the particular coal and operating conditions used. Flotation rates generally increased with increased cell concentrations.

The Bureau of Mines is investigating methods for recovering tungsten from domestic resources. A calcine-quench-leach (CQL) technique was developed for the extraction of tungsten from the Golconda, Nev., hot springs ores. The deposit contains disseminated tungsten that cannot be beneficiated by conventional techniques and must be treated by hydro-metallurgical methods. The CQL procedure consists of calcining the ore at 900° C for 3 hours, quenching in a solution containing 1.5 parts of Na2C03 and 1.5 parts of NaOH per part of WO3 in the ore and at a solution-to-ore ratio of 3 to 1, leaching at 200° C and at 250 psig for 3 hours, and filtering and washing the residue. A series of closed-circuit batch tests showed that 92 pct of the tungsten was extracted from a sample containing 2.32 wt-pct W03. The pregnant solution contained 11 g/l W03.

Remote operation of continuous miners has enhanced the health and safety of underground miners in many respects; however, numerous fatal and non-fatal continuous miner struck-by accidents have occurred when using remote controls. In an effort to prevent these injuries, NIOSH researchers at Pittsburgh Research Laboratory examined the workplace relationships between continuous miner operators and various tramming modes of the equipment using motion captured data, predicted operator response times, and field- of- view data to determine causes of operator-machine struck-by events in a virtual mine environment. Factors studied included machine speed, direction of escape, operator facing orientation relative to the machine, work posture, distance from machine, and operator anthropometry. Close proximity to the machine, high machine tramming speeds, a right-facing orientation and operator positioning near the tail all resulted in high risk of being struck. It is hoped that this data will provide an improved rationale for operator positioning for remotely operated continuous miners.

The processing of sweated aluminum electronic scrap was investigated to develop methods for recovering the aluminum and concentrating the other metals, including copper, lead, gold, and silver, into a product that can be separated by known methods. Two molten-salt electrorefining processes were developed and tested. The first process utilized a three-layer refining cell with a BaCI2-NaF-AIF3 electrolyte, which operated at 750° to 850° C. The second process used an all-chloride electrolyte of NaCI-KCI-AICI3 at 750° to 800° C, with separate anode and cathode compartments. High-quality aluminum was recovered that averaged 99.8-percent pure in the three-layer cell and 99.6-percent pure in the compartment cell. Over 94 percent of the aluminum was recovered with cathode current efficiencies of approximately 90 percent in both methods. The copper, lead, tin, silver, gold, and other metals were concentrated threefold in an anode product. Separation of lead and part of the tin by liquation from this product seemed feasible. The anode product was smelted to prepare a 96-percent copper bullion that contained 690 ounces of silver and 65 ounces of gold per ton, with 98 percent recovery of these values.

Ignition of hybrid coal dust - methane - air mixtures by hot- turbulent - pulsedgas jets was investigated . The turbulent jets were generated by explosions in a primary chamber of stoichiometric mixtures of methane , oxygen , and nitrogen . The hot - gas ignition apparatus provided an adjunct means of testing , on a small scale , the type of ignition that exists in large - scale galleries or in coal mines . = coal particle The temperature Ignition variables were channel diameter , channel length , size , fuel concentration , and temperature of the hot - gas jet . of the hot jet was varied by changing the oxygen indices ( OI ) of the primary explosion mixtures . Coal dust having approximately 37 percent volatile matter was used . 02 O2ટ + N₂ The hybrid coal dust - methane - air mixtures required higher jet temperatures ( higher oxygen indices ) for ignition than the single fuel component methane - air mixtures . Methane in air concentrations less than the lower flammable limit of methane could be ignited in the presence of coal dust if the jet temperatures were increased . A specific explosion transmission ( ignitability ) curve existed for each coal dust concentration . The total fuel concentrations at the lower limit of each ignition curve was always close to or greater than stoichiometric , indicating that not all the coal dust was involved in the ignition .
