Mining did not contribute significantly to the economy of Benin, a small country on the coast of West Africa, during 1978-79. During these years, Benin continued to be rated by the United Nations as one of the 25 least developed countries in the world; its gross domestic product was under $200 3 per person per year. Salt from seawater, sand and gravel, bricks, and imported clinker for cement were the only minerals which contributed to the economy. Minerals were not expected to play an important role in the commercial sector of Benin's economy during the next decade. Joint projects included infrastructure development to create a coordinated road and rail system between Niger and Benin that was begun in 1960 as ?Operation Hirondelle." In 1976, an agreement for the construction of a rail link from Niamey, Niger, to Parakou was signed. At Parakou, the rail line would join the existing line to the port at Cotonou. Construction of the rail line was expected to take 6 years, and the cost was estimated at $287 million in 1979. During late 1979, the Federal Republic of Germany granted Benin a loan of $12 million for reconstruction of the port at Porto Novo. Benin and Nigeria were discussing a joint adventure in crude salt exploitation.

The permeability and flow capacity in unsaturated media are investigated by the U.S. Bureau of Mines for application to in situ copper leach mining. Moisture retention properties are derived and combined with scanning electron microprobe data to characterize the mineralogy, texture, pore size, distribution, and permeability of the host rock. Finite-element modeling is used to derive a saturated permeability, ambient degree of saturation, and assess various injection-recovery schemes. Recommended design modifications for optimization of solution distribution and maximum recovery from the rock matrix requires either (1) the injection pressures on the order of 1,500 psi and recovery wells operating in a suction mode, or (2) performing permeability enhancement, through in situ rubbling. Injection pressures can be reduced to 500 psi with improved recovery and containment of solutions.

This paper describing the mining practices at the Engels mine is one of a series being prepared by the United States Bureau of Mines on mining practices, methods, and costs in the various mining districts of the United States. The Engels Copper Mining Co. operates two mines about 3 miles apart in Plumas County. Calif. Both mines send ore to the same mill, and the methods of the larger, or Engels mine, are described in this paper. Between 800 and 1,000 tons of 1-3/4 to 2-1/2 per cent copper ore are mined daily from this mine by a shrinkage method. Connection is made with the Western Pacific Railroad at Paxton by the Indian Valley Railroad, which is 22 miles long and operates a daily mixed train to the mine.

Introduction The NIOSH Office of Mining and Construction Safety and Health Research has redesigned its Mining Safety and Health Web topic page. The updated page incorporates a significant amount of new safety and health information, plus an improved layout to better serve stakeholder needs. It also provides back-ground information about the NIOSH Mining Research Program, including research awards, core competencies, unique labs, community and educational outreach, and a brief discussion of how the research program is structured. The new Web topic page can be found at www.cdc.gov/niosh/mining. "Search" Feature The redesigned Web topic page features improved search capabilities. The "Search Mining" feature on each page lets you search only the NIOSH Mining Safety and Health Web topic page. The user can still search the entire NIOSH Web page by using the "Search NIOSH" option. New Safety and Health Topics Developers expanded the "Safety and Health Topics" and reorganized the site to make it easier to find information. Each topic link now has a significant amount of new and updated information, as well as links to related topics of interest. Safety and health topics include dusts, diesel exhaust, hearing loss, contact with electric current, fires, explosives, ventilation, emergency management, new and older workers, and education and training. All topics can be accessed from the home page (Figure 1). Publications Although the Web topic page highlights many of the most requested publications on the safety and health topic links, you can find a complete list of downloadable publications as well. More than 600 mine safety and health publications are now downloadable from the page. Short summaries let the user quickly identify publications of interest. Products The updated Web topic page offers more than 120 NIOSH mine safety and health products, including training exercises, toolbox talks, videos, computer software, guides, and checklists, many of which are downloadable. If not, instructions are given on how to obtain copies. Demand for arsenic trioxide exceeded supply in 1978 and 1979, and the major domestic and foreign producers allocated available supplies to customers. Major demand has been from the cotton-growing and wood-preserving industries. Ample supplies of arsenic metal produced in the United States and Sweden were available in 1978 and 1979. Major demand for metal was from the automobile battery industry in Japan, Europe, and the United States. Legislation and Government Programs.-The Occupational Safety and Health Administration (OSHA), promulgated the final standard on the occupational exposure to inorganic arsenic, effective August 1, 1978.2 The need for the standard was a result of OSHA's conclusion that inorganic arsenic is a human carcinogen. The purpose of the standard was to minimize the incidence of lung cancer among workers exposed to inorganic arsenic. The maximum exposure to arsenic was lowered from the previous ceiling of 500 micrograms per cubic meter of air to 10 micrograms per cubic meter over an 8-hour time period. OSHA had originally recommended a ceiling limit of 4 micrograms per cubic meter in January 1975. Provisions of the new standard require exposed employees to wear respirators and undergo continuous medical monitoring. Other provisions establish regulated areas limited to authorized employees and require the construction of special lunch-room and worker hygiene facilities and the posting of signs and labels warning of the presence of arsenic. The new arsenic standard will have a significant economic impact on copper, zinc, gold, and lead smelters as well as consumers of arsenic trioxide. A number of copper companies have joined together to contest the standard in court. However, measures to comply with the standard have been initiated by ASARCO Incorporated at its Tacoma, Wash. plant.

This U.S. Bureau of Mines study evaluates factors that influence longwall support and strata interaction. The longwall system is composed of an immediate and main roof structure and three supporting foundations: longwall panel, powered roof supports, and gob waste. The main roof forms a structure that is generally supported by all three foundations, while the immediate roof acts as a beam that cantilevers from the coal face to the powered support. In most cases, shield loading involves a complex interaction of both main roof and immediate roof behavior and is a combination of loads produced from convergence of the main roof and displacements of the immediate roof caused by deformations of the cantilevered roof beam. Since the shield stiffness remains constant for all leg pressures and main roof convergence is irresistible in terms of shield capacity, the shield must be able to control the behavior of the immediate roof or floor structure for shield loading to be sensitive to setting pressures. If the goal is to minimize total shield loading, any active setting force must be offset by reduced passive shield loading to justify the active setting loads. Field data sumest that the typical reductions in passive loading do not justify the required increases in setting pressure in some applications.

The danger to personnel, equipment, and pillar structure created by the spalling of a coal rib can be minimized by installing rib bolts. To assure that a configured support system will maintain a coal rib, the U.S. Bureau of Mines developed a rib bolt system based on a nonpreventable failure concept. A statistical equation quantitatively relates the amount of rib retained to the bolt spacing and the width of the spalled material. Laboratory test results show that the equation accurately predicts the amount of material retained and confirm the validity of the support concept. The examination of rib bolting at a coal mine experiencing rib sloughage provides evidence that the effectiveness of the support can be related to the failure pattern of the spalled material. An analysis of roof and roof support reaction to rib sloughage at the mine indicated that the rib sloughage had little effect on roof stability. Although supporting ribs might not affect roof stability, laboratory test results indicate that the material retained by the support can sustain a load up to 20 pct of the intact compressive strength of the material.

Although much valuable work has been done in the study of dust explosions, the laboratory technique has not been developed to the point where the many factors involved can be properly controlled, and thus where really fundamental information can be obtained. This paper presents a brief discussion of the difficulties encountered in fundamental work on dust explosions, a description of apparatus intended, to overcome some of them, and an account of some results obtained. FACTORS INVOLVED IN DUST EXPLOSIONS The more important factors pertaining to the dust cloud itself which are known to determine the phenomena of explosions are (1) the kind of dust; (2) its fineness; (3) its concentration in the exploding cloud; and (4) the nature of the interior motions, or turbulence, of the cloud before and during the explosion. These factors are arranged in what seems to be an ascending order of complexity. The kind of dust is the factor most easily subject to control. The fineness of the dust at first sight seems to be a controllable factor, but when it is recalled [that] most explosible dusts are mixtures of particles of continuously varying sizes so small as to pass through the finest woven sieves, and therefore difficult to separate either for purposes of analysis or experiment, the fineness is seen to be a factor difficult to control accurately.

"""Hazard"" is the general expression used by safety engineers to denote risk, or the danger to property or human beings from the contingencies peculiar to different industries. Where a business, family, or individual is subjected to possible financial loss from any particular hazard, it is customary and is considered good practice to insure for reimbursement of possible loss. Accordingly, we take out insurance for earthquakes, for fire, for accidents, etc., and are charged a different premium for each. The premium rate is based on our relative exposure to the hazard in comparison to the total loss to our particular class of business in our geographical location over a given period.Insurance, then, must be considered as the experience of a group rather than of an individual, and any individual may be fortunate or unfortunate over stated periods. Through the law of averages, the probability of loss because of exposure to hazard is becoming more accurately measured as experience is accumulated and data are analyzed.Lion human life came to have a financial value in the eyes of the law, and employers were held liable for losses through accidents to employees while on duty, insurance companies began to underwrite the accident risks of the different employers and divided them into classes based on the amount of risk involved. Premiums for compensation insurance are based on relative exposure, which is measured by pay roll. The premium is rated in proportion to the severity of losses established by statistical studies.' It soon became evident that the accident experience of employers in the some industry varied widely; that is, there were good and bad risked in the same line of business. This resulted in ""experience rating"" of premiums, meaning thereby that an employer with experience in accident cost was premium rated in proportion to his losses over a stated period (usually three or more years)."

The purpose of this investigation by the Federal Bureau of Mines was to design and construct a fluorescent X-ray spectrograph for dynamic rate studies of selective oxidation in molten metals and to establish basic principles for interpretation of data obtained by this method. An X-ray spectrograph was constructed in which the sample holder is a resistance wound furnace; it was operated up to 800° C. in oxidizing atmospheres. No difficulties were experienced with the cooling or heating systems nor with the protective layer of mica around the X-ray tube window, even though the oxidizing surface of the metal is only 0.5 inch from the X-ray tube window, Means are provided for heating under controlled atmospheres for selected time? temperature cycles.

Because economic and geographic factors have focused particular attention on the use of anthrafines in blends containing Lower Kittanning coal as the low-volatile component, samples from this particular bed were selected for experimentation whenever practical. Carbonizing tests were carried out in accordance with standard procedures, using the Tuscaloosa and sole-heated ovens. Most of the results are in general agreement with those reported by previous investigators. Specific findings are as follows: (1) The effectiveness of anthrafines in reducing coal expansion is such that even highly expanding, low-volatile coals can be carbonized safely with suitable additions of anthrafines and careful control of charge density. (2) Increases in coke size, resistance to shatter, and apparent specific gravity appear to be characteristic for additions up to approximately 15 percent to a fixed base blend. When anthracite of minus-48-mesh size was used and the proportion of low-volatile coal simultaneously increased, these indexes increased only slightly or remained substantially constant. (3) No increase in breeze formation was noted for additions in amounts up to 15 percent. (4) Abradability of coke was increased by additions of anthracite of No. 5 Buckwheat size, but it either decreased or remained sub¬stantially constant when the inert was ground to pass a 48-mesh screen.

"INTRODUCTION The first ten papers of the series on smelting in the lead blast furnace described the operation at the custom smelter of the International Smelting Co., Tooele, Utah, and at the plant of the Bunker Hill Smelting Co., Kellogg, Idaho, which handled a very rich lead concentrate. These previous papers may be considered a picture of the traditional lead smelter treating custom ores and of the smelter that will treat the type of product likely to be made in the future - lead concentrates of an increasingly rich grade.The great plant at Trail is of special interest to those smelting lead products containing much zinc and faced with the necessity of transforming all of their byproducts into commodities which may be sold profitably. The plant is equipped to produce electrolytic zinc, lead, copper, silver, bismuth, and cadmium. Part of the sulphur evolved from treating the ores is converted into sulphuric acid. Complete fertilizers for agricultural purposes are also produced.The smelter of lead ores has long considered that zinc is one of the most difficult ingredients that he has to handle. Even with the gretat improvement in flotation practice today, the residues from electrolytic zinc plants leaching zinc concentrates must still be smelted for their lead content. Of the total gangue material not separated from the lead concentrate sent to the smelter, zinc is still one of the most notable in percentage. The most successful way of coordinating the over-all operations of a concentrator, an electrolytic zinc plant, and a smelter provided with a plant for re-treating the blast-furnace slag for its lead and zinc content must be of interest to many treating complex ores.ACKNOWLEDGMENTThe data in this paper were collected in cooperation with the Consolidated Mining & Smelting Co. of Canada, Limited, and its entire technical staff. I do not regard the criticism by Rankin of my work as valid or even meaningful. I strongly reject the assertion by Rankin that my results are invalid. As stated in my paper, the equation to solve (in e. m.u. ) is: [ ] where n2 =4 ps? . This may be rewritten as three scalar equations in Cartesian coordinates, one of which is [ ] The equation to be solved is the diffusion equation, and it is not appropriate to consider waves in this context. In the method a point-wise solution to the problem is approximated. As discussed in my paper the approach taken at discontinuities in conductivity is to choose the normal component of [E] at the discontinuity as the average of the normal components on either side of the discontinuity. This is similar to the well-known assumption made in obtaining Fourier series representations for piecewise continuous functions (Pipes, 1958; p. 51). In the geophysical problem this means that the discontinuity is approximated by a transition zone, which is a very good approximation for such cases. By using this approach, both the values of the function and its derivatives give a good estimate for those associated with the physical situation. It is not apparent and Rankin has not shown that "all the field components and the derivatives are grossly distorted in the region about the boundary" for geophysically realistic situations. He has given no evidence to support his assertation that the results are "invalid". Although Rankin declares that one cannot calculate the electric components from the magnetic, in his discussion he has not stated why this is so. After once calculating the magnetic components the electric components may be calculated, but one must insure that the initial solution is accurate enough to prevent significant round-off errors.

Highly stressed rock in stopes continues to be a primary safety risk for miners in underground mines because this condition can result in failures of ground that lead to both injuries and death. Personnel from the Spokane Research Laboratory of the National Institute for Occupational Safety and Health studied two methods for identifying stress in rock. A seismic tomographic survey, finite-difference analysis, laboratory measurements of compression wave (ultrasonic) velocities in rock cores, and site geology were integrated to evaluate the use of seismic tomography for identifying induced pressures in an underground pillar at the Edgar Mine, Idaho Springs, CO. Electromagnetic (EM) emissions were also investigated in the Galena Mine, a deep underground mine in Idaho, in an effort to determine if these emissions could be used as indicators of impending catastrophic ground failure. Results of this research indicated that (1) seismic tomography appears to be a useful tool for determining relative stress in underground pillars, while (2) EM emissions do not appear to be significant precursors of impending catastrophic ground failure.

Drift mining, according to California mining terminology - and it is distinctly a California development - is the blocking out and extraction (breasting) of the auriferous gravels of an ancient buried stream either through tunnels, inclines, or shafts; it is one of the minor divisions of the larger classification known as placer mining. The contribution of each of these divisions and of lode mining to the gross production of gold in California totals as follows:3 [ ] The total amount of gold recovered from the placers of California from 1848, when Marshall discovered the precious metal in the mill race at Coloma, to 1928, was $1,226,515,404. The same period saw a total gold production from all operations of $1,823,562,360.

This Bureau of Mines publication describes a practical approach to sampling that does not require elaborate statistical techniques. Simple steps are given for finding a cutoff point in the response from a repetitive survey. This procedure can be used to estimate the aggregate value of the characteristic being measured without waiting for a complete count from the survey. This is a useful technique when the reference periods are repeated at frequent intervals, such as monthly and quarterly, and when the statistical collecting agency is engaged in publishing timely data which must be accurate economic indicators.

Natural gas was the only economically significant mineral produced. A significant amount of the gas output was consumed in the production of nitrogen fertilizer and electric power. Proved reserves of natural gas were abundant and at least sufficient to supply most of the country's industrial and domestic needs for many decades to come. Other mineral production was of little importance to the Bangladesh economy, although there were prospects for developing some of the nonmetallic minerals. The flat river-delta terrain comprising nearly all of Bangladesh made the potential for discovering major, economically exploitable mineral deposits poor. The deep sediments, however, have good potential for crude oil or additional natural gas discoveries.

The Bureau of Mines examined explosion development in a closed spherical vessel, mathematically correlating flame travel, pressure, and time with parameters defining the reaction. The model assumes that burnt and unburnt zones are separated by a thin, radially moving flame front. Isothermal and adiabatic systems are considered. Correlation with gas and dust explosion data is better for the adiabatic system, but the isothermal development is simpler and in reasonably good agreement. Interpretation of the explosion phenomena is facilitated by expressing the rate of mole change in the flame front in terms of elementary parameters. This expression is developed by examining the components of spatial-flame velocity.

An FM-CW microwave system was investigated for measuring coal layer thickness. Measurements were made in three different mines near Pittsburgh, Pennsylvania, near Fairview, West Virginia, and near Coffeen, Illinois. Microwave frequencies in the range 1-2 GHz were used to measure samples up to 55 cm thick. All samples were backed with a naturally occurring shale. Measurements were also made on coal and shale samples compounded in the laboratory at the Bureau of Mines Pittsburgh Mining and Safety Research Center near Bruceton, Pennsylvania. The results indicate that layer thickness can be determined in most cases, although large anomalies may, in some cases, produce misleading results. Many anomalies that were detected with the FM-CW system were verified visually by drilling into the coal layer. The dielectric constant of coal apparently varies significantly within a coal seam. The form of the output signals from the FM-CW system seem to simplify the data interpretation and analysis process as compared to the manually swept microwave system used previously. It appears that this technique has the potential of measuring changes in the dielectric constant of a coal seam and providing an output that can be used for real-time corrections in layer thickness; measurement.

Methane concentration peaks were measured by the Bureau of Mines at coal mine working faces during entry development. The statistical distribution of peaks was found to be normal or log normal depending on how well the methane was being mixed into the ventilation airstream. A normal distribution indicated good mixing, whereas a log-normal distribution indicated that mixing was poor. In addition, the "highest" peaks over selected intervals were found to fit a type I extreme-value distribution, a result similar to that obtained while mining longwall faces.
