The accident experience of the California petroleum industry for 1927 was characterized by a decrease it .the number of fatalities. The year closed with a total of 41 fatal accidents, as compared with a total of 54 for the preceding year. 3 In percentage, the figure for 1927 represents a decrease of 24 per cent from that of 1926 and evidences the promising results of organized safety work, in which the industry in California has taken an absorbing interest. The percentage of decrease for 1927 is the largest recorded in any one year since the compilation of the fatality record in the California petroleum industry was begun. Although good progress has been made during the past few years, much remains to be done to reduce still further the human and economic waste caused by accidents. This review is intended to show the employee, as well as the employer, the proximate and contributing cause of accidents. To increase the value of the report, preventive measures in various instances are suggested, on the theory that accidents of a similar nature will occur unless remedial action in taken to remove the cause.

The Bureau of Mines conducted studies related to SO2 air pollution to determine attritioning rates, SO2 sorption rates, and sulfur loads that could be obtained on commercial alkalized alumina sorbent pellets. Fluidized-bed attritioning rates ranged from 0.025 pct/hr for alkalized alumina with a crushing strength of 4 kg to 0.075 pct/hr for 0.5 kg crushing strength mate¬rial. Airlift attritioning rates ranged from 0.50 pct/hr for 3 kg crushing strength alkalized alumina to about 3 pct/hr for 0.5 kg material. Attritioning rates for the commercial alkalized alumina were comparable to those obtained for sorbent pellets prepared in the Bureau of Mines laboratory. Sorption rates were related to S02 concentration in flue gas, temperature, and presence of nitrogen oxides in the gas stream. Sorption rates at 300° C were 0.35 X 10-6 gS/gp/sec (grams sulfur per gram pellet per second) in 0.045 pct so, gas, 5.1 x 10-5 gS/gp/sec in 0.34 pct SO2 gas, and 65 X 10-5 gS/gp/sec in 10 pct SO2 gas. For the 0.34 pct S02 gas, sulfur loads of 0.10 gS/gp (the projected load for regeneration) were obtained in 47 min at 130° C and in 116 min at 300° C. The presence of either NO or NO2 in the 0.34 pet S02 gas increased the SO2 sorption rates 2 to 3 times at 300° C, but had no effect at 130° C.

In an effort to increase productivity, many longwall mining operations in the U.S. have continually increased face lengths. Unfortunately, the mining of larger panels may increase methane emissions. The National Institute for Occupational Safety and Health (NIOSH) conducted a mine safety research study to characterize and quantify the methane emissions resulting from increasing face lengths in the Pittsburgh Coal-bed. The goal of this research effort was to provide the mine operator with a method to predict the increase in methane emissions from the longer faces for incorporation of additional methane control capacity into the mine planning process, if necessary. Based on measured methane emission rates of 0.066 m3/s (140 cfm) for a 315 m (1032 ft) face, projected longwall face methane emission rates were 0.090 m3/s (191 cfm) for a 366 m (1200 ft) face, 0.106 m3/s (225 cfm) for a 426 m (1400 ft) face, and 0.124 m3/s (263 cfm) 488 m (1600 ft) face.

Since the introduction of electricity into the mines of the United States , the hazards incident to the industry have increased materially in both coal and metal mines . For economic reasons the tendency at present , particularly in coal mining , is decidedly toward the adoption of electrical mine machinery , including alternating current machinery , on a more extensive scale than ever before . Obviously, the growing use of such equipment will result in an ever -increasing number of underground transformer stations . The principal electrical hazards in mines are threefold ; fire , explosion, and contact . Of these , fire is the greatest hazard involved in the use of electricity underground , and several fires have originated in underground transformer and motor generator set stations . The fire hazard due to improperly installed and poorly maintained underground transformer stations is an ever-present one , and failure to take the necessariman remedial action is likely to result , sooner or later, in the destruction of life and property . Upon suggesting the necessary corrective measures with respect to such installations , one is often confronted with the statement to the effect that even though this particular hazard has existed over a period of years , there have been no unfavorable results therefrom thus far . Frequently , the desirability for action is not apparent to the mine management until it is too late . Because a mine has a record free from fires , explosions , etc. , over a number of years of operation during which these hazards existed , such good fortune should not be taken as a guarantee that this or any other mine is immune from these common dangers . When the elements of an existing hazard are properly balanced or in the right proportion, the unfortunate combination must of necessity culminate in misfortune of one kind or another. The fire hazard due to underground transformer installations can be very definitely minimized by proper installation and maintenance . In coal mines the transformer banks , connected to 2,300 and occasionally to 4,400 volt circuits , are often found located in open- ended crosscuts , mounted on concrete or timber foundations , and in nonfireproof surroundings .

Preventive maintenance practices are listed in the manufacturers' instruction books. In general, equipment that requires frequent and extensive preventive maintenance is generally the most costly. The manpower spent on these frequent trips to remote areas is such that it is usually better to invest in a more costly system which requires little preventive maintenance. The best preventive maintenance for the system is a good installation. 7.2 Preventive Maintenance and Inspections With any system, periodic inspection is required because of the corrosive atmosphere and adverse conditions that exist in underground mines. These inspections can spot potential trouble in the system. Repair or replacement at that time averts the possibility of losing effectiveness of all or part of the system. 7.2.1 Cables Approximately once per month all cables in the communications system should be inspected for kinking, chafing, cracking, wear, stretching, or other signs of physical abuse. Particular attention should be paid to cable glands at the entry or exit points to the various units in the system, where the cable goes around sharp corners, in the vicinity of holding cleats which may be clamping the cable too tightly causing potential damage, and across the areas where the cable is exposed to physical damage from outside sources, such as equipment or falling objects. If a cable is damaged, it should be replaced as soon as possible. It is mandatory that the ground leads and connections to carrier current phones be thoroughly inspected and maintained in good condition, since considerable hazard may exist to the operator or equipment if a ground connection is broken. 7.2.2 Pager Phones The most readily available test set to determine if a pager telephone is operating correctly is the pager phone itself. The following physical check of the system can be performed at any phone station. 7.2.2a Listen Circuit Remove the handset from its cradle and listen to determine if the circuit is functional, as indicated by the presence of noise or conversation on the line. If no noise or voice signals are present at the handset receiver, take the following corrective action: 1. Operate the handset press-to-talk switch several times. Any corrosion on the contacts of this switch may cause a receiver to be temporarily inoperative. Repeated operation may clear the condition. 2. Open the cabinet and see if the battery cables are properly connected and are making firm contact. Check the handset cable and its connections in the cabinet of the pager phone, and see if there is any evidence of a break in the cable, corroded contacts, or poor connections. 3. Remove the handset receiver earpiece by unscrewing it counterclockwise (to the left), and remove the receiver from the socket. Examine the handset cavity; in some units, a patch of cotton batting or floss is used as a barrier to reduce acoustic feedback in the handset. If the cotton patch has absorbed moisture, remove it and replace with a crumpled ball of soft rubber, stuffed just far enough into the handset so it will not touch the receiver or switch terminals. 7.2.2b Page Circuit and Talk Circuit Push the page switch, squeeze the handset press-to-talk switch, and call any other phone. Release the page switch

"The Industrial Commission of Utah from a study of the accidents (especially the fatalities) occurring in connection with mining in the State was struck by the large number arising from lack of due care on the part of the employee injured or carelessness on the part of some fellow employee. Figures show that approximately 40% of the deaths are due to carelessness as against only ) 10% or 12% that can be laid to faulty conditions in the mines. With a view to reducing the number of these accidents an intensive campaign of education was inaugurated, conducted jointly by the Industrial Commission of Utah and the United States Bureau of Mines.Through the cooperation of the U. S. Bureau of Mines, Mine Rescue Car No. 11 operating in Utah has been utilized as the means of carrying on the campaign. In making the regular training visits to the mining camps of Utah the crew of car 11 was authorized to include with the courses of instruction in Mine Rescue and First Aid, safety and health rallies, foremen's safety meetings, and appeals carried on through the public schools to stimulate an awaking of personal responsibility of miners and their familiar' in safety and health endeavor. The work was placed under the direct charge of Dr. Murray who has had previous experience in similar work and brought to the campaign helpful enthusiasm. He was assisted by Bruce Johnson, fore¬man miner of Car 11, who had been safety engineer for the U. S. Smelting Company, and R. W. Clark, first aid miner of Car 11. The expense of providing posters, literature, pledge cars, buttons, rental of special educational films and incidental expenses of foremens' meetings has been born by the Industrial Commission.Plan of the Campaign.In planning the campaign the main object was to revive as much as possible, among the workers, a spirit of responsibility for safety. Any considerable reduction of preventable accidents can be accomplished only through the workers themselves who are responsible for such accidents, therefore, the more personal the application could be made to all the workers the greater the accruing results would be."

Metals From Oil Shale. -A Geological Survey News Release in mid-January indicated that a surface sample analysis of oil shale in central Montana found a ton of shale to contain up to 13 pounds of zinc, 2 pounds of nickel, 1.8 pounds of molybdenum, 16 pounds of vanadium oxide, and nearly a quarter pound of selenium. It might be possible to recover some of these metals economically on a byproduct basis. The shale in central Montana was also estimated to contain 180 billion barrels of synthetic crude oil, which compares to estimated oil reserves in the Middle East of 360 billion barrels. Merchant Fleet Dwindles. -The National Maritime Council reports that although the U.S. is the world's largest trading power and that well over 90% of its foreign trade is conducted by shipping, the U.S. fleet is tenth in absolute numbers and less than 5% of its foreign trade is carried on U.S. ships. In 30 years, the U.S. fleet has dwindled from over 4,000 oceangoing vessels to about 600. U.S. ships carry less than 2% of imported iron ore, bauxite, and tungsten, and only 3% of oil imports.

"In the fall of 1919, the U.S. Bureau of Mines began an inquiry as to the possibility of utilizing airplanes in conjunction with its rescue work, for quickly transporting engineers and oxygen rescue-apparatus to mine disasters.It was realised that this proposed use of airplanes has serious limitations, and if it were feasible, that the Bureau would have to rely on the cooperation of the established aviation fields of the U. S. Air Service for furnishing airplane service. Therefore Van. H. Manning, Director of the Bureau of Mines, under date of October 28, 1919, wrote the Director of Air Service outlining the rescue and first aid organization of the Bureau, the location of headquarters of district engineers, the distribution of safety cars and stations, and other essential details, and asking whether the Air Service could cooperate with the Bureau in the event of serious mine disasters. Major-General Charles T. Menoher, Director of Air Service, responded that the Air Service would be glad to cooperate insofar as possible, and designated those Air Service stations nearest the district engineers' headquarters, which might be best able to assist.The Bureau of Mines has ten mine rescue cars and eight mine safety stations distributed throughout the mining regions of the United States. The cars are each equipped with sets of oxygen mine-rescue breathing-apparatus and first-aid supplies. The car personnel consists of a mining engineer, surgeon, foreman, first-aid miner, clerk and cook. A foreman miner is in charge of each station and at five of the eight stations are mine safety trucks. The work of the cars and stations is two-fold; (1) Assisting in rescue and recovery work at mine disasters, and (2) training miners in mine rescue and first-aid methods, and in investigations looking to prevention of mine accidents. The country is divided into nine safety districts, with nine district engineers in charge."

The major fire and fire injury findings for all metal/nonmetal mining categories for 1990-2001 are shown in tables 64-65. Table 66, partly illustrated in figure 22, shows the number of fires, fire injuries, fire fatalities, risk rates, employees' working hours, and lost workdays for all metal/nonmetal mining categories by time period. For all metal/nonmetal operations (including stone and sand and gravel), a total of 518 fires occurred during 1990-2001; 296 of those fires caused 308 injuries and 4 fatalities (Ewhr = 4,012 x 106 hr, In = 0.015, LWD = 36,204). Thirty fires and 26 injuries involved contractors. The greatest number of fires and fire injuries occurred at surface operations; the highest risk rate values were also calculated for surface operations. The number of fires increased during the first four 2-year time periods (1990-1991, 1992-1993, 1994-1995, and 1996-1997), then decreased during the last two periods (1998-1999 and 2000-2001). The number of injuries showed a decrease throughout the periods, accompanied by an increase in employees' working hours. Twenty-five firefighting interventions by mine rescue teams in underground mines and at least 30 interventions at surface operations were required to combat these fires. However, 45 fires destroyed or heavily damaged facilities and equipment (including 19 pieces of mobile equipment) because of failure of firefighting methods, late fire detection, undetected fires, or fire size. Ninety-seven fires were detected late, and 30 fires were undetected. The ignition sources that caused the greatest number of fires were flame cutting/welding spark/slag/flame (169 fires or 33% with 137 injuries), hydraulic fluid/fuel sprayed onto equipment hot surfaces (89 fires or 17% with 46 injuries and 3 fatalities), heat source/explosion and flammable liquids/ gas/refueling fuel on hot surfaces (98 fires or 19% with 73 injuries), electrical short/arcing (51 fires or 10% with 16 injuries), and spontaneous combustion/hot material (46 fires or 9% with 17 injuries). The flame cutting/welding spark/slag/flame source caused fires usually involving welders' clothing or oxyfuel/grease and other materials (including chute and dust collector liners, flammable liquids, belt material, crusher, hopper and shaker deck materials, washer plants, equipment mechanical components, stampler breaker, hydraulic fluid, rubber tires and hoses, gear boxes, bin feeder, dump rope cables, screen liner and screen panel, kiln and shaft material, pipelines, liquor pumps, wood pallets, electrical junction boxes, handrails, grease, refuse, shop and wood). The spontaneous combustion/hot material and electrical fires were usually detected late due to lack of combustion gas/smoke detection systems. In the course of a study of the formation of external deposits on tubes in water-tube boilers it became desirable to determine the sulfur dioxide (SO2) and sulfur trioxide (SO3) in the Due gases. Determinations made by the A.S.M.E. method for SO2 and SO3 in gaseous products of combustion did not give accurate results. It was found that minute quantities of copper, present in the flue gases from the coal in use, caused oxidation of sulfite in the absorption bottle and that the carbon dioxide (CO2) in the flue gases caused high values for SO2. The A.S.M.E. test procedure was revised to prevent oxidation of sulfite in the absorption bottle and to allow for the effect of CO2; subsequent analyses of flue gases produced reliable results. The revised procedure is described.

"The biologic events leading to coal workers' pneumoconiosis (C'WP) are not yet fully understood. There is no good correlation between toxicity studies or animal models with human epidemiologic and pathologic data. Several studies have shown that the severity and prevalence of the CWP in miners correlate strongly with the rank and type of the coal mined. However this has not been found to be the case with laboratory animal models or in vitro studies. In 1980 Russian scientists Artemov and Resnik suggested that the discrepancy may be related to the excessive amount of short-lived free radicals present in freshly generated coal mine dust. Because of their short life, such free radicals would be absent in the ""stale"" coal dust used in most animal experiments. To test this hypothesis we have undertaken a systematic study of the generation, reactivity with oxygen and biological significance of free radicals in coal dust.Electron spin resonance (ESR) was used as a technique for the direct detection of radical production and kinetics of decay. ESR signals from the newly generated radicals decreased with time on exposure to oxygen or when stored in biological buffers at a rapid rate. In vitro biological tests were carried out which suggest that the reaction between the newly generated radicals and oxygen plays a significant role in the sample's cytotoxicity.Materials and MethodsESR measurements were made at X-band (~9.7 GHz) using a computer-controlled Bruker ER200D ESR spectrometer. 11te two coals studied in detail were obtained from the Pennsylvania State University Coal Depository. These were, a bituminous sample, PSOC-1172 (72% carbon) and an anthracite sample, PSOC 867 (95% carbon). Coal particles of several millimeter (mm) dimensions were evacuated to a pressure of ~10-3 mm Hg typically overnight. Without exposure to air, these particles were ground in an agate mortar with an agate pestle for about 30 minutes and then sieved through a 20 \1111 mesh filter before ESR measurements or cytotoxicity studies. As an index of cytotoxicity, hemolysis was measured according to the method of Harrington, with minor modifications. Sheep erythrocytes (2%) were incubated with test samples at 37°C for one hour, and the hemoglobin released was quantitatively estimated photometrically. Additionally, release of alveolar macrophage enzyme lactate dehydrogenase (LOH) was estimated after incubation of the macrophages with the coal particles at different time intervals after the grinding. Enzyme activity was assayed according to the method of Wrobleski and LaDue and expressed as percent of enzyme released in 2 hours per million cells with 1 mg of coal."

A major contributor to the problem of short life expectancy for blade-type conveyor belt cleaners is uneven wear along the blade edge. Uneven wear results in the formation of channels in the blade edge, which allow material to be carried back between the blade and the belt. In an effort to reduce the uneven wear problem, the U.S. Bureau of Mines has studied the mechanisms responsible for effective belt cleaning. From this study emerged a design for a cleaner blade that would greatly reduce uneven edge wear. The design consists of a standard cleaner blade incorporating air passages that allow for the expulsion of air along that part of the blade edge in contact with the conveyor belt surface. The results of 18-h tests indicated that the expulsion of air on the blade edge prevents scratches from developing into deep grooves. These tests showed that effective blade cleaning life can be extended 25 times using the pneumatic cleaning blade, compared with solid metal cleaning blades.

This information circular. deais primarily with an engineering descrip- tion of a type of longwall cutting and loading machine developed by Eick- hoff Maschinenfabrik, Bochum, Germany..: This machine is supposed to have been developed and tested during the latter part of 1941 and early 1942. The only source of information is con- tained in certain literature and engineering data, with drawings which were acquired by the Allied Military Authorities when Germany was occupied; and the information will have to be limited because the writer has not seen the machine in the factory or in operation. However, the information may be of interest to the coal-mining industry in this country, and for this reason our Government has decided to publish the data procured so far. The Eickhoff cutting and loading machine is particularly suitable for the longwall mining system. It can only be used under that type of mining system and is not suitable for the more common type known in this country as room-and-pillar work. The material for the description of the machine and its operation was compiled and translated from German drawings and operating instructions. These detailed drawings and instructions are on file with the Bureau of Mines and are available for inspection by any responsible person interested in the details of the construction of the machine.

The Bureau of Mines determined low-and high-temperature thermodynamic properties for anhydrous ferric sulfate and anhydrous indium sulfate. Low-temperature heat capacities were measured between 50° and 298° K, and enthalpy increments above 298° K were determined. The high-temperature measurements of Fe2(S04)3 extended to 900° K and those of In2(S04)3 to about 1,000° K. A minor transition was found for Fe2(S04)3 at 800° K, with a heat of transition of 540 cal/mole. Tabulations were made of the low-temperature heat capacities and the high-temperature enthalpy and entropy increments. The 298° K entropies derived from the low-temperature measurements were 67.6±0.S ca1/deg mole for ferric sulfate and 72.2±O.5 cal/deg mole for indium sulfate. High-temperature enthalpy increments were also given in equation form.

The drilling and bit-sharpening practice in the southwest Wisconsin zinc district generally conforms to the procedure described herein, except at very small properties, where drill steel is sharpened by hand. Though hot milling of rock-drill bits is practiced in South Africa on some of the large-scale operations, it is seldom seen at American minus in any form. Because of the simplicity and low cost of the equipment, it was thought that a brief description might prove interesting to same of the operators in ether districts who do not have enough steel to sharpen to warrant equipping an elaborate sharpening shop.

"Oil-shale camps are peculiarly favored, in that before they are establishes it can be ascertained with a degree of certainty, that the life of the project is not limited. Unlike camps at metal mines, where the metal content of a given area is frequently an unknown quantity until after years of development, oil-shale camps should, from the outset, be planned and. built as permanent types of camps. Where this procedure is followed camps will be established which better serve the needs of the industry and the cost of their general care and upkeep will be less.Selection of camp or townsite.The site of the camp or town' whether on company property or not, should be selected with care. It should be separate if possible from the location of the plants of the company so as to be free from noise and fumes and so as to provide a change of environment for employees in going from their work to their homes.The principal features governing the site to be selected are as follows:Drainage. The general contour of the surrounding country should be such that drainage is away from the site. The camp or town should, if practical, be situated on higher ground than that in its immediate vicinity.Soil. The nature of the soil on which the camp or town is located may bear a decided relation to health. A porous, well underdrained top soil of at least four feet in depth insures dryness and facilities the placing of foundations and the laying of water mains and sewer pipes. Such a soil also is an advantage in growing trees, shrubs and grass plots, which are a decided adjunct to making the community attractive.Enviroment. The contiguous territory should afford no unwholesome sur¬roundings such as swamps Or accumulations of stagnant water.General Considerations. The water supply to be provided and the method of disposal of wastes influence to a certain extent the location of the camp or town-site. The means of supplying water, whether by gravity or by pupping, and the disposal of sewage, whether by outfall, system, sewage disposal system through septic tanks, broad irrigation or filter beds, or cesspools will govern the location of the site topographically in relation to source of water and point of disposal of sewage.* This article was prepared as part of the paper ""Use and Supply of Water for the Oil-Shale Industry"" by J.
