This paper presents one of a series of digests of foreign mining legislation and court decisions which is being prepared in advance of a general report relative to the right of American citizens to explore for minerals and to own and operate mines in various foreign countries. This interpretation of the laws of Colombia has been prepared from the best available information in Washington, but is released subject to correction and amplification; if necessary, by the proper American diplomatic and consular officers to whom it is being referred through the courtesy of the Department of State. The following lands and deposits, however, are described as fiscal property of the State: Class 1. "A group of bisbenzylisoouinoline alkaloids has been shown to exhibit various degrees of effectiveness in preventing silica-induced fibrosis in animal models [1, 2]. The objective the present study was to characterize the binding of several of these alkaloids to phosphatidylcholine vesicles and rat alveolar macrophages using fluorometric and equilibrium dialysis methods, respectively. The lipid binding affinity of these alkaloids was found to depend upon several structural factors including hydrophobic substitutions, chiral configurations, and double oxygen bridge-restricted conformation of the benzylisoquinoline moieties. Tetrandrine, which is a highly effective agent in preventing fibrosis, showed strong binding to both lipid vesicles and alveolar macrophages. In contrast, certain analogues of tetrandrine such as curine and tubocurine, which have little or no effect on silicosis, exhibited only weak binding to lipid vesicles and almost no binding to cells. The moderate binding affinity of fangchinoline to vesicles and cells corresponded to a moderate effectiveness of the compound as an antifibrogenic agent. Methoxyadiantifoline, an alkaloid of unknown antifibrogenic potential, also exhibited high binding affinities for lipid and cells. In conclusion, the results of these studies indicate that alveolar macrophages exhibit large binding capacities for certain members of this class of bisbenzylisoquinoline alkaloids. A positive correlation was observed between binding affinity to alveolar macrophages and the reported antifibrotic potency of these compounds. These data also suggest that the ability of these drugs to interact with alveolar macrophages may be a key step in inhibition of the progression of silica-induced pulmonary disease.INTRODUCTIONInhalation of crystalline silica is associated with the development of silicosis. This fibrotic disease is characterized by the appearance of concentric hyalinized nodular lesions in the lungs with the progressive development of pulmonary dysfunction [3, 4]. Many theories concerning the etiology of silicosis involve silica-induced activation of alveolar macrophages. Evidence indicates that in vitro silica exposures result in the generation of chemiluminescence, and the release of superoxide and hydrogen peroxide from alveolar macrophages [5]. Activation of alveolar macrophages has also been demonstrated after intratracheal instillation or inhalation of silica [5, 6]. Such excess release of reactive products from pulmonary phagocytes has been associated with damage to the lung parenchyma [7, 8]. In addition, silica exposure results in the release of mediators from alveolar macrophages, which enhance proliferation of fibroblasts and collagen synthesis by these pneumocytes [9-12]."

Heat capacity measurements were made on sodium bromide ( NaBr ) and sodium iodide ( NaI) in the temperature ranges of 7 ° to 300 ° K and 56 ° to 300 ° K using an adiabatic calorimeter . Smooth values of heat capacity, entropy , enthalpy function , and free- energy function were calculated from the heat capacity data at 10° K intervals and at 273.15° and 298.15° K. Entropy and free energy of formation values at 298.15° K also were calculated for the two compounds using entropy values determined in this study and other data reported in the literature . The entropy values calculated at 298.15 ° K were 20.75 ± 0.06 entropy units (eu ) for sodium bromide and 23.55 ± 0.07 eu for sodium iodide .

The Bureau of Mines investigated the use of dilute polymer in brine solutions to increase the efficiency of air in gas flooding model oil reservoirs. Slugs (0.23 pore volume) of 500 ppm polyacrylamide were injected into a model, consisting of a high- and a low-permeability core, that had been previously gas flooded to residual oil. Gas flooding was then resumed. Of the total gas volume injected, the percentage entering the high-permeability zone was greatly reduced after polymer injection but remained unchanged when slugs of water without polymer were used.

Among underground coal miners, hearing loss remains one of the most common occupational illnesses. In response, the National Institute for Occupational Safety and Health (NIOSH) conducts research to reduce the noise emission of various underground coal mining equipment, an example of which is a roof bolting machine (RBM). After the removal of coal or rock, the remaining strata may be subject to fall, either from overhead (the roof) or from the side (the rib). One method used in underground coal-mines to prevent failures requires the installation of roof bolts. The roof bolting machine operator trams the machine to the required location, drills a hole into the strata, and then installs a roof bolt, supporting the roof or the rib, as the case may be. Field studies support the premise that, on average, drilling noise is the loudest noise that a roof bolting machine operator would be exposed to and contributes significantly to the operators? noise exposure. NIOSH has determined that the drill steel radiates a significant amount of noise during drilling. NIOSH is developing bit and chuck isolators to reduce vibration, and thus noise radiation of the drill steel, with the longer-term goal of reducing roof bolting machine operator noise exposure. Laboratory testing has shown that operator ear sound pressure levels may be reduced by 3 to 7 dB(A), depending upon the test configuration and drilling media.

"INTRODUCTION Organizations formed for the purpose of conducting conservation work in oil fields, in order to conserve and prolong the supply of crude petroleum are rare and novel. Such an organization is the Rocky Mountain Petroleum Association, Denver, Colo, As our production of petroleum can no longer keep with the consumption, the plan of organization, character of work, and results obtained by this association are well worth considering. It is hoped that the results achieved in the Wyoming fields will serve to stimulate similar organizations among operators in the state or other oil fields of the United States, The Rocky Mountain Petroleum Association, Danvers Colo., was formed in May, 1919. It comprises the Midwest Refining Co,. The Ohio Oil Co., and the Continental Oil Co. These three companies entered into a cooperative agree¬ment with the Federal Bureau of Mines whereby $30,000 would be spent under the direction of the bureau, which agreed to furnish competent men, and to furnish the work and expenditure of funds. Although the financial burden for the first year's work, now drawing o a close, was carried by only three companies, they stipulated their desire that the benefit of the work should accrue to the industry, and that the personnel employed should be as zealous to assist one operator as another, without regard to whether ha was contributing to the support of the work or not."

During the year 1927 the Bureau of Mines, at the request of a number of quarry operators, undertook to make a study of quarry operating costs in order to determine average costs for certain operating conditions and to suggest a model cost accounting system for quarry operations. A detailed questionnaire was prepared and mailed by the bureau to all quarries on its records as employing ten or more men in 1926.

"INTRODUCTION In previous reports 5,6./ results were given showing the amount of natural ventilation that takes place in manholes (capacities, 74.1 to 308 cubic feet) when the number of ventilation openings in the manhole cover ranged from no openings to a maximum of 4g.The tests warranted the general conclusion that the ventilation or air changes taking place in, a manhole increase as the area of openings in the cover of the manhole is increased, and are proportional (with the exception of a few erratic tests) to the area of the openings in the cover. The area of the openings was the chief factor that affected ventilation.The results did not show any marked change in rate of ventilation due to increased capacity or shape of manhole, when the results were expressed in terms of air changes per day versus area of ventilation openings in square inches per 100 cubic feet of manhole space.It was observed during these investigations that in certain tests that showed erratic results (that is, did not agree with the general average for a given set of test conditions) the wind velocity during the test period was also abnormal. In view of these findings it was decided to conduct a series of tests in which the wind velocity across the openings in the manhole cover could be controlled accurately to determine the effect of wind velocity on ventilation rate."

In the Bureau of Mines study, a filter with a 20-by 20-inch-square cross section was inserted into the exhaust ducting of a 4-stroke-cycle, 90-hp diesel engine, and the efficiency of removal of total particulate was measured gravimetrically as a function of time. Removal efficiencies were close to 90 pct during the main portion of several extended runs employing several combinations of filter beds. Variations in engine load had little effect on collection efficiency. Particle size as measured by a Bureau-developed online instrument centered on 0.07 m based on number count. Removal efficiency increased rather sharply for both larger and smaller particles.

This paper reviews research from the U.S. mining community to define issues relevant to an evolving national and international workforce and to relate them to the emergency response population. The authors further explore and relate the key problem of an aging workforce to the resultant changes and emerging physical and psychological needs of emergency workers. Finally, the authors cite examples from the mine emergency response community and mine rescue experiences to suggest practical recommendations that include both organizational and individual formats, with an emphasis on new approaches to training this changing workforce.

"INTRODUCTIONPlatelet-activating factor (P AF) has been shown to mediate a broad range of biologic activities (1). Chemical analysis has shown that PAF is a glycerophospholipid with a choline polar head group, an ester-linked acyl chain at the second carbon of the glycerol backbone, and an ether linkage at the first carbon. The alkyl group attached to the first carbon can exist in a variety of chain lengths, with the C16 and C18 forms predominant in humans. The structure of P AF has been identified as 1-0-alkyl-2-acetyl-sn-glycerol-3-phosphorylcholine (2,3).PAF can be released from a variety of cell types, such as basophils, neutrophils, and alveolar macrophages ( 4-6). Stimuli for the release of P AF include calcium ionophore, phorbol esters, chemotactic agents, and zymosan. In addition, endotoxin has been shown to be a potent stimulant of P AF release from alveolar macrophages (7).P AF has been shown to have a number of pulmonary effects. It has been associated with asthma since it can cause contraction of pulmonary tissue (8) and leukotriene secretion from leukocytes (9) and induce airway constriction when inhaled by humans (10). In addition, PAF is a potent chemoattractant and can cause migration ofneutrophils into the airspaces of the lungs (11,12). Endotoxin is a lipopolysaccharide-protein complex derived from the cell walls of gram-negative bacteria. I.PS is the lipopolysaccharide portion of endotoxin. LPS contains four covalently joined subunits: lipid A, 3-deoxyoctonate, a core polysaccharide moiety, and an 0-specific antigenic polysaccharide side chain. Rough LPS contains no 0-antigen side chain. The liP.id A portion of LPS has been associated with most of the biolQgic effects of endotoxin (13). This lipid A subunit consists of a D-glucosamine disaccharide backbone substituted with four fatty acid side chains. Endotoxin is found in a wide variety of occupational settings associated with organic dusts derived from plants or animals, such as cotton, cereal grains, silage, rice, and poultry (14-18). In addition, airborne endotoxin has been found in sewage treatment plants, composting plants, offices with contaminated humidifiers, and showers or saunas (19-22)."

Optimum autoclaving conditions were determined for separation of iron and manganese values from pregnant leach liquor produced in extracting manganese from low-grade umber are. The umber was leached with a synthetic anolyte similar to a recycle solution, used in manganese electrolysis cell operations, that had been renewed with ferrous sulfate and sulfuric acid. The equipment used and results obtained are presented for the several conditions employed. The kinetics of the separation were studied. Rate equations were derived for the formation of solid ammonium-manganese sulfate, (NH4)2 Mn2 (S04)3.

In 1984, the Bureau of Mines evaluated an area previously identified as having "probable mineral resource potential" for copper, lead, zinc, gold, or silver within the Elkhorn Wilderness, about 5 miles west of Winston, MT. The purpose of this study was to determine whether the mineralized structures at nearby mines and prospects outside of the Wilderness extend into and contribute to the anomalous zone and, if so, to expand the domestic supply of strategic and critical mineral resources for future needs by identifying and quantifying resources on public lands. Fifty-eight soil samples, 23 rock samples, and 1 stream sediment sample were collected in the Staubach Creek area. Overall sample analyses suggest the anomalous zone in the Staubach Creek drainage is possibly associated with -.mall pyritiferous quartz veins. These veins or veinlets may be part of a system of northeasterly-trending structures prevalent in this art of the Wilderness. However, there is not sufficient evidence to prove that identified resources outside of the Wilderness extend into it in the Staubach Creek drainage, or that economic base- or precious-metal deposits are likely.

According to the Mine Safety and Health Administration (MSHA) injury database, 227 knee injuries were reported in underground coal mining in 2007 [ 1]. Low-seam coal mines are those with extremely low working heights (<42?). Gallagher et. al [2] found that the average cost per knee injury in low-seam coal operations was $13,121.29. Thus, it can be estimated that the financial burden of knee injuries was nearly three million dollars in 2007. Pressure applied to the knee while kneeling and crawling is likely a risk factor. Typically, mine workers utilize kneepads to better distribute the pressures at the knee; however, their ability to reduce the stresses at the knee is unknown. The objective of this study was to determine the pressure applied to the knee during static postures used in low-seam mining while not wearing kneepads and while wearing two kneepads commonly used in the industry (one articulated and one non-articulated).

The Bureau of Mines is collecting and analyzing representative samples of crude petroleum from all the producing fields in the United States , and the results are being published in a series of reports that are preliminary to the issue of a bulletin covering the entire survey . The bureau has recently completed a survey of crude oils from the Kansas district . In all 27 samples were collected and analyzed , under the direction of A. W. Ambrose , chief petroleum technologist of the Bureau. Valuable assistance was received through the cooperation of oil companies operating in the State , especially the Prairie Pipe Line Co. , and the Empire Pipe Line Co. The present report issued as Serial 2322 , on the Kansas crudes , forms the fifth of the series . Of the four previous papers , the first ( No. 2202 ) deals with crudes from the Eastern fields of the United States , the second ( No. 2235 ) with crudes from the Rocky Mountain district , the third ( No. 2290) gives additional data , cn viscosities and pour tests , for the crudes from these two fields , and the fourth ( No. 2293 ) covers the fields of northern Texas , northern Louisiana , and Arkansas . The details of the methods of collecting samples , making laboratory tests and interpreting results , have been discussed in these earlier reports . It has also been pointed out that the only adequate method of interpreting analyses of crude oils is to compare the individual reports with the analysis of some crude oil that is familiar to the operator . For this reason , no comprehensive discussion of the results of the Kansas survey is attempted, although some general statements may be made .

Thermodynamic calculations indicate that an electrochemical cell might serve as an analytical device for determining the composition of high-purity metals. An equation, readily derived, for the cell voltage, E, is as follows: [E I RT In F NFe unknown sample T of L NFe standard] The cell, however, must come to equilibrium, must be reversible, and must have no thermal effects or complicating side reactions whose magnitude is indeterminable. This Bureau of Mines investigation explores the feasibility of an electrochemical technique for the analysis of high-purity iron. Experiments were conducted using room-temperature aqueous cells and high-temperature molten salt cells. The room-temperature cells proved to be irreversible. The high-temperature cells utilizing FeCl2 and a eutectic mixture of KC1-LiCl were reversible, but did not attain a constant voltage necessary for analytical considerations.

On June 1, 2004, the underground coal mine ventilation safety standards under the Code of Federal Regulations (Title 30, Part 75) became effective for the use of a conveyor belt entry as an intake air course to ventilate working sections. These standards, also known as the Belt Air Rule, contained a section which limited the air velocity in the conveyor belt entry to no greater than 500 feet per minute unless otherwise approved by the US Mine Safety and Health Administration in the fire suppression system section of a mine?s ventilation plan. The Belt Air Rule included a requirement dictating compatibility of air velocity with fire suppression systems. The final rule of limiting air velocity in the belt entry was challenged in the Court of Appeals for the District of Columbia Circuit. The court granted that petition and vacated the requirement on the air velocity cap, according to MSHA. The removal of the air velocity cap from the final rule, paired with the compatibility requirement, led to a need for research on high air velocity?s influence on fire suppression system performance in belt entries. Test data was needed that illustrated the relationship between fire suppression system performance and air velocity, especially with the increased use of wider belts in underground coal mines, so National Institute for Occupational Safety and Health and MSHA collaborated to obtain the data. However, this work was initiated before the revised Belt Air Rule was promulgated on December 31, 2008, when 1000 fpm air velocity became a requirement. Four different

The Pittsburgh Research Laboratory (PRL) of the National Institute for Occupational Safety and Health (NIOSH) recently conducted full-scale explosion experiments; these experiments evaluated the strength characteristics of various seal designs used for safely isolating worked-out areas in underground coal mines. Large-scale explosion tests were conducted within the multiple entry section of PRL’s Lake Lynn Experimental Mine (LLEM) employing the only currently accepted test method endorsed by the Mine Safety and Health Administration (MSHA) for seal design in American mines. These explosion tests are labor-intensive, expensive to conduct, and can interfere with other critical underground safety and health research programs conducted by NIOSH. Therefore, the PRL has developed an alternative seal evaluation method, based on a hydrostatic pressure loading concept, that can facilitate the in-situ testing of seals in an operating mine. Two chambers within LLEM and one within the Safety Research Coal Mine (SRCM) were used for hydrostatic pressure loading various seal designs. The results from tests in these chambers compare favorably with those from the large-scale explosion tests in the multiple entries. Preliminary size-scaling relationships for predicting the strength of standard seal designs as a function of entry size is also presented. In addition to testing seal designs at the required 20 psi static pressure level, the new facilities also allow for the determination of the seal’s ultimate failure pressure. This new approach shows promise as an alternative evaluation method for improving mine sealing technologies which, in turn, will enhance the safety of the underground personnel.

This report covers the installation and evaluation of lb reinforced concrete sets, 6 in each of 3 mines in the Goeur d&apos;Alene mining district, Shoshone County, Idaho, and is the second of a series to determine the feasibility of a more permanent type of mine support. Closure measurements, where applicable, were made periodically of the concrete-set installations and were compared to the initial cross section of the sets. A different method of blocking was used at each test site; at one test site the type of blocking was changed several times during the test. Results from each test site are reported separately. No attempt was made to compare the cost of the concrete installations with the cost of other types of support used in the district. Such an evaluation of permanent types of support would require a longer period of time. At this time, tests are not complete enough to determine the applicability of underground concrete supports. However, results to date tend to confirm the general opinion that precast concrete mine supports could be used to advantage in openings that require support and must have long life, especially where decay of timber is an important factor.

In the spring of 1953 a series of heats were made using a 3-phase, size ST, Pittsburgh Lectromelt arc furnace to develop a method suitable for melting, refining, and granulating cobalt powder produced by the Calera Mining Co., at Garfield, Utah. According to specifications stipulated by General Service Administration, the granules had to pass a 2-inch screen and be retained on a 6-mesh screen, be low in phosphorus and sulfur, and contain a minimum of 98.7 percent cobalt plus nickel. Various combinations of water temperature, water jets, and rate of pouring were tried early in the campaign to produce desirable granules. It soon became evident that a properly refined and deoxidized molten bath was the major requirement for a satisfactory product. The physical characteristics of the granules were improved also if, just before pouring, the surface of the molten metal bath was pre-pared by a method involving the use of silica flux. The Bureau processed 107,750 pounds of cobalt powder. A total of 104,810 pounds of cobalt granules meeting General Service Administration specifications was returned to the producer. The refining slag, which was also returned to the company, contained 1,781 pounds of metal.
