"As stated earlier the primary goal of the Generic Mineral Technology Center for Respirable Dust is to reduce the incidence and severity of respirable dust disease through advancing the fundamental understanding of all aspects of respirable dust associated with mining and milling and the interaction of dust and lungs. While initial work was directed to coal dust the charge to the dust center has been expanded to include diesel particulates and asbestosis, the latter of deep concern not just to workers in the mineral sector of the economy but also to the general populace.A major facet of Dust Center research has been the analysis and documentation of comprehensive research protocol and procedures that are appropriate state-of-the-art in the various areas of respirable dust. In addition to definition of standardized research protocols and procedures which would be utilized by center personnel for uniformity and reproducability there is a considerable need for utilizing standardized respirable dusts in experiments with consistent, reproducible characteristics which simulate those of actual mine dust. This respirable dust needs to be available in large quantities for a wide variety of research uses that include animal and medical experiments. The dust must be free of the lubricating oils and grinding wheel contaminants that are frequently encountered in laboratory generated dusts.The holistic approach to establishing standardized protocols and procedures applicable to the five major research areas of the center is presented in Figure 5.In one hypothesis, range in coal volatility is considered to be a major causal factor in the incidence and severity of pneumoconiosis. Therefore a suite of characterized standard respirable dust samples have been prepared for researchers from coals representing the western (high volitile A bituminous), central (medium volatile bituminous) and eastern (anthracite) mining areas of Pennsylvania. Quartz, limestone (rockdust) and kaolin clay samples, representing important mineral constituents of coal dust have also been prepared.A suite of medical investigations have been developed utilizing small and medium size animals as well as non-human primates in a variety of dust/lung interaction projects which will be discussed in the next section. A number of respirable dust sampling and dust generation methods have been investigated and selected techniques utilized for both in-mine and in-laboratory research investigations. These will also be discussed in more detail later. A wide range of respirable dust size, chemical and mineralogical analyses have been investigated, standardized and documented for use in various research investigations.This interaction and documentation of various respirable dust sample procedures, animal and medical tests, sampling and dust generation methods, plus size, chemical and minerological analysis applied in the five major areas of research investigation have served to create a very favorable synergism and rapid technology transfer in the respirable dust center."

"Concentration, ore-dressing, or the dressing of minerals are common terms used in metallurgy and indicate processes of separating valuable minerals from worthless gangue. It is understood, of course, that the products from such processes, being separated from the various minerals and gangue, are ready for commercial sale or for further treatment by smelters and refineries.Gravity concentration takes advantage of the difference in specific gravity of the various constituent minerals and gangue of waste material in the ore. The two most common forms of concentration by this means are jigging and table concentration. Jigs usually are used in the separation of relatively coarse material and the tables for the finer material, the line of division in general being about 20 mesh.There are mar factors to be considered .before a decision can be made as to what method would be best adapted to the successful treatment of an ore and only by careful experiments can this be determined. Among the important factors to be considered are. The nature of the minerals present, their physical and chemical relations to the gangue material, and the gangue material itself. Perhaps the most important is the number of minerals present and their relation to each other.Metals exist in ores in three principal forms -- sulphides, oxides or carbonates, and native. Concentration by gravity methods is in general best suited to sulphide ores, although in some places considerable success has, been obtained in the concentration of oxide ores by gravity methods."

4.1 Introduction Using methods outlined in previous sections of this report, programs were written and/or obtained to: i) select best combinations of "a" and "k" for up to 8 different value parameters, ii) calculate available and unavailable ore tonnages and other statistics, and iii) produce contour maps of various parameter characteristics and available tonnages on a line printer. All the above programs are written in Fortran IV for execu¬tion on IBM 360/370 computers. 4.2 Calculation of Coal Reserves The Ore Reserve program suite consists of the following sections: (a) UNIT 1: This unit is a subroutine called by Unit 2 to determine values for "a" and "k" from the given data. (b) UNIT 2: These programs calculate ore reserves and are composed of a main program and several sub¬routines. 1. Potential groundwater pollution resulting from large-scale surface mining in western states should be evaluated. 2. Criteria should be developed for the design, construction, operation, and abandonment of sediment ponds for maximum removal of suspended solids. 3. Methods should be developed for reducing suspended solids discharges from surface mines to less than 30 milligrams per liter. 4. A manual should be developed in the form of guidelines for sediment and erosion control planning and implementation. These guidelines must be designed to cover all phases of the coal surface mining operation (i.e., before, during and after mining). 5. A mine road manual should be developed for use by surface mine operators and State and Federal Agencies. Erosion, water control, and dust control should be covered in detail. 6. The block-cut, head-of-hollow fill, and mountain-top removal methods and techniques of contour mining should be evaluated, designed, and ultimately demonstrated in steep, mountainous terrain. Designs should be prepared for single and multiple seam applications. The demonstrations must show that these mining systems will secure rapid achievement of reclamation require¬ments and provide maximum, safe, economic coal recovery in an environmentally safe manner. 7. A Blasting Manual should be developed for use by industry and enforcement agencies. Stress should be placed on how to keep vibration levels and air blast pressures well below accepted safe criteria. Also, methods that can be used to control noise should be listed. 8. Investigations should be conducted on the effect of continued vibrations from blasting on structures that are near quarries. 9. Additional guidelines need to be developed for sampling and analysis of overburden material and associated coals for trace elements and noxious strata. Samples are extremely sensitive, and the source and manner of their collection, handling, storage, and treatment, as well as the techniques of analysis, need to be developed and described. This information can be used to predict possible future problems.

First, they can be used to provide important safety features such as protection against overspeed, over¬travel and undertravel. Homans [1950] offered a working definition of group that is useful for this research: "We mean by a group a number of persons who communicate with one another often over a span of time, and who are few enough so that each person is able to communicate with all the others, not at secondhand, through other people, but face-to-face." This chapter begins with a discussion of the group concept in reference to the hypothesized escape groups mentioned earlier. It then moves to an examination of analysis techniques used by the authors. Finally, the subjects themselves are profiled according to their demographic characteristics. The Nature of Groups Warriner [1956] took a realist approach to understanding groups: "(1) the group is just as real as the person, but (2) both are abstract, analytical units, not concrete entities, and (3) the group is understandable and explicable solely in terms of distinctly social processes and factors, not by reference to individual psychology." Warriner's realist position merely holds that "group" occupies a different domain in which it is no more or less concrete than "person." At this group level the unit of analysis will be those relations that indicate social rather than individual behavior. It is possible to investigate these group properties empirically-if a researcher avoids confusing conceptual entities with concrete ones. Most people seem to accept that group attributes must somehow be inferred, but think personal attributes will be directly manifested, requiring little or no interpretation [Snizek 1979]. In other words, nobody would equate physical components of an underground working section with the actual work group, yet social scientists (as well as laypeople) very often confuse real individuals with notions of the person. In actuality, neither groups nor persons are directly disclosed to the senses; both are inferred by experience and observation. One can "see" a group just as clearly as one can "see" a person, given the proper perspective from which to do so. It is necessary, in developing this perspective, to begin with a sound definition of the thing being examined. Besides communication, or more generally, social interaction, Homans [1950] included three other components of group makeup. "Sentiment" is characterized as the feelings people tend to form about one another when they interact often. These feelings include not only friendliness and dislike, but attitudes such as approval or disapproval. A "norm" is an idea, held in common by group members, that specifies how people ought to behave in given circumstances. In lay terms, norms are simply those informal rules individuals abide by in order to get along together in social situations. Finally, "activity" refers to those things persons do with others. In work groups, as an example, many of the activities are cooperative and goal-directed.

Research by the Bureau of Mines has shown that treatment of open pit waste by crushing and sizing followed by flotation of the fines and leaching the coarse fraction results in greater metal recoveries than obtained by leaching only. Tests with a chalcocite-bearing quartz monzonite mine waste sample that had been crushed to minus 6 inches and screened on 1/2 inch yielded copper and silver recoveries of 71 and 22 percent, respectively, by the combined flotation-leaching process, compared with 48 percent of the copper and no silver recovered leaching the run-of-mine material. Copper was more readily leached from the coarse material with the minus 1/2-inch fines removed than from material with the fines included. The improved leaching was attributed to improved permeability and the associated improved circulation of air to the interior of the ore column. Cost estimates showed that the proposed intensive treatment of mine waste will require a greater capital investment and higher annual operating costs than conventional milling and dump leaching process. However, the income from the additional metal production offsets the increase in capital investment and operating costs, resulting in additional profit.

Curtailment of bauxite importation by enemy activities during World War II focused attention on the necessity of developing domestic deposits of aluminous materials. Large quantities of aluminum ores such as kaolin, siliceous bauxites, high-iron bauxites, anorthosite, and diaspore clays are available but not readily amenable to Bayer processing because of excessive impurities. The Bayer process, which is the only commercial method in use in the United States for producing metallurgical-grade alumina, requires a high Al2O3 bauxite relatively low in SiO2 and Fe2O3. The Bureau of Mines was charged by Congress to investigate processes for the production of alumina from these low-grade ores. One part of the program was an investigation, in the laboratory and pilot plant, of the recovery of alumina by the lime-soda sinter process. Ores comprising kaolin, diasporic clays, anorthosite, and siliceous bauxites have been investigated and studied in the laboratory and pilot plant, and a series 'of reports covering these investigations has been prepared.

OVERALL data for 1963 on injury experience and the levels of employment, worktime, and operating activity of the mineral industries are shown in the statistical tables of this chapter. The general groupings of the industries are presented in greater detail in Volumes I and II of the Minerals Yearbook. A corresponding chapter in Volume I contains additional breakdowns of the data on metal, nonmetal, sand and gravel, slag, and stone mines and quarries together with separate information on the related processing mills and plants including primary nonferrous smelters. The more specific information on the anthracite and bituminous-coal, petroleum and natural gas, peat, and natural asphalt industries is given in the similar chapter of Volume II. Injury and employment data were collected from coal producers on the mandatory basis required by the Federal Coal Mine Safety Act (30 U.S.C., sec. 455). Producers of all other minerals (fuel and nonfuel) voluntarily reported the requested injury and employment data. The figures for 1963 are preliminary except for anthracite, coke, petroleum and natural gas, native asphalt, and slag which are final. Data for earlier years are final. The figures represent full coverage for all industries except the oil and gas industries for which coverage is not complete, particularly with respect to small companies.

Certain saturated and unsaturated fatty acids and a variety of resin acids were used as collectors for specular hematite, magnetite, and goethite. Vacuum flotation tests were used with each collector and mineral to delimit the fields of flotation and nonflotation as functions of concentrations of collector and of hydrogen ion. The experimental results of these tests lead to the following conclusions. The respective fatty and resin acids exhibit characteristic fields of flotation and nonflotation for the three iron oxides. The fields are somewhat similar, and specular hematite apparently is the most floatable mineral. The insolubility of some of the organic acids may seriously restrict flotation at low pH, although the saturated fatty acids, caprylic and capric, collect minus-100, plus-150-mesh specular hematite only in acid pulp. The presence of a lower "critical pH" is explained on the basis of the dissociation and hydrolysis of dilute soap solutions.

The physical properties and specific gravity ranges of various liquids and salt solutions used for laboratory sink-float separations of rocks or minerals are presented. The test equipment and techniques employed by the Bureau of Mines in making sink-and-float separations of particles as coarse as 3 inches to as fine as 400 mesh are described. Also discussed are methods of recovering and reclaiming the liquids or salts from the minerals and wash solutions, as well as the hazards encountered and precautions to be followed while working with the materials. The laboratory use of various liquids for separating minerals of different specific gravities has been recognized for many years. During this time, laboratory sink-float procedures have proven their utility as a rapid and moderately accurate means for determining the mineral content of ores, test products, and plant products in certain nonmetallic concentrating operations, such as those producing mica, spodumene, kyanite, and so forth. These procedures also have been used as analytical tools for determining the mineral content and associations of other metallic and nonmetallic ores.

The viscosity reduction effect of varied concentrations of leonardite (a naturally oxidized form of lignite) and leonardite-caustic on the rheological properties of a standard bentonite drilling fluid was studied and evaluated. The minimum plastic viscosity was found to occur at application rates of 4 lb of leonardite and 1.33 lb of caustic per barrel of drilling fluid. Leonardite-caustic treatment was not beneficial in treatment of salt-contaminated drilling fluids. Although filter loss rate was reduced; both yield values and gel strength were increased. Compared with other viscosity control agents) including quebracho) ligno-sulfonate) humic acids extracted from leonardite) as well as other reaction products of lignite) leonardite is less effective at low application rates but is an effective treating agent at rates of 2 Ib/bbl or more. Considering the comparable merits of the substance tested) the major factor in determining which agent to use should be based on cost consideration.

About 300 tons of gold ore per week was being produced in February 1934 by Thomas D, Herron and Con Laster from the old lake Superior and Arizona workings; the ground was leased from the Magma Copper Co. The workings adjoined but were not a part of the Magma mine. The lessees had been employees of the Magma Copper Co, at the time the Magma closed down for the summer of 1932. Work on the lease began in July 1932 on an exposure of $2-per-ton ore disclosed in a drift; after a few hand-drilled rounds were blasted the gold content increased to about $30 per ton. Extensive sampling by pannings elsewhere of exposed portions of the vein indicated that other ore shoots existed. The last work previously done in the mine was during the World War, when lessees mined a number of small shoots of copper ore. In some of the stapes the copper miners had left a quartzose streak on the hanging wall that carried $15 per ton of gold. This material did not look as if it cried values and evidently never had been sampled. The first shipment of gold ore was made on September 28, 1932. Up to April 1, 1933, 3,778 tons had been shipped and from September 1, 1933, to January 31, 1934, 3,125 tons.

"This paper presents an interim progress report on our recently begun research project on respirable dusts. We are reporting on a sophisticated, predictive, probably correct, testable hypothesis that postulates a mechanism by which some natively cytotoxic respirable size mineral particles, such as kaolin, are not harmful to the lungs, while other equally cytotoxic particles, such as quartz, are, even in small quantities, very harmful. In essence the hypothesis predicts that some mineral particles, not normally present in the earth's ambient dust, causes the lungs dust defense mechanisms to turn on the lung and harm it. However fruitful the hypothesis may be, it is a hypothesis and much work remains to be done before it can be accepted as a theory.While I may make the presentation and be the PI, my co-PI, Dr. William Wallace of NIOSH, has and will continue to make at least as much contribution to the project as I. Our sophisticated hypothesis is deeply scientifically based and unfortunately, in spite of the multifacited aspects of this project, there is virtually nothing in the literature to guide our work. This means we must go back to the classical physics to develop the models for calculating the powerful electrical effects near particle edges, and we must measure the fundamental biological constants associated with pulmonary macrophage. While there are daily discussions on Boltzman distributions, Einstein's Brownian Motion paper, the Nernst Equation, and sophisticated semi- in vivo biological time constant measurements, we are aware that this is not an easy problem and we are not likely to have irrefutable closed solutions to these problems by next Monday morning.HypothesisLet me now turn to our hypothesis. In order to occupy all the naturally occurring surface areas on the earth, man, during his long evolution from fish, had to evolve effective defenses against all the naturally occurring cytotoxic rcspirable mineral dusts. For example, clays, which are often the main component in naturally occurring respirable mineral dusts, are quite cytotoxic but do not harm the lung. However, for respirable mineral dusts that contain significant amounts of nonnaturally occurring but equally cytotoxic quartz and asbestos particles, the body has not had to evolve- an effective defense mechanism, and thus respirable mineral dusts containing these particles may harm the lung. Our hypothesis is, therefore, that a few nonambient minerals such as quartz, cause the bodies dust defensive system to harm the body in a manner analogous to Lupus or MS, diseases of the immune system."

In presenting this list of permissible explosives and blasting devices, the Bureau of Mines desires to call attention to pages 19 and 24 outlining, the conditions in use under which, and only under which, the explosive or blasting device is permissible. In view of a recent publication recounting trade practice favoring the use of a blasting device without stemming, particular emphasis is placed upon condition 4 on page 19 and condition 2 on page 24. An explosive or a blasting device enumerated in the permissible lists of this Bureau is not permissible in use unless it is properly confined with clay or other incombustible stemming.

The study of oil production methods with reference to the amount of oil originally pressent in the oil-bearing, formations has developed the fact that-ordinary methods-of production remove only a part of the oil actually present. In fact, it is generally realized that when a field is abandoned more oil remains in the sand than has ever been removed. As a consequence of this realization, the petroleum engineer has devoted considerable tine in recent years in devising methods for increasing the percentage of recovery. His studies have indicated that in most cases the total production of a field is dependent upon the available gas rather than upon the available oil. Mien the gas in the sand is exhausted, oil production ceases even though there may be enormous quantities of oil remaining unrecovered. Consequently, any method of conserving the gas or increasing the supply of gas will increase the ultimate recovery from a field. The practice of producing oil under vacuum increases the effectiveness of the gas remaining in the sand, as well as furnishing more gas by evaporating the light fractions of the crude. Pumping ' compressed gas or air down selected wells of a lease has been found to increase the production of oil from the surrounding wells. Studies of oil and gas ratios have indicated that much of the available gas has been wasted as far as its effectiveness on oil production is concerned. his has led to the development of "stop cocking"3 and the practice of producing under back pressure3, which methods aim, to obtain more effective work from the gas with reference to the amount of oil delivered to the well.

"The prevalence of accidents in the coal-mining industry has prompted a study of the workmen's compensation laws of the various States and the statistics of accident costs, for the purpose of explaining to operators how the compensation laws are regulated and to show the cost of accidents.The subject of compensation laws and accident costs is by no means new, but the prevalence of coal-mine accidents would indicate that the mine operator in general is not thoroughly conversant with their importance. Unquestionably, compensation laws are a large factor in promoting accident prevention, and it is believed that a greater measure of success would be accomplished in preventing accidents if all mine operators were fully aware of their important bearing on the cost of production.Many operators seem to be indifferent to accident occurrence; possibly they do not real¬ize the seriousness of the accident hazards that exist in their mines, even after the hazards are brought to their attention. There is no question that material financial advantages are to be gained by the prevention of accidents and it would appear that when these advantages are thoroughly understood, operators would be anxious to eliminate, insofar as is feasible, conditions likely to cause accidents.The unsettled state of the mineral industry and the irregular operation of mines during the past several years has probably been an important factor in influencing the apparently indifferent attitude of the operator. The chaotic conditions in the mining industry and especially in coal mining are unquestionably a factor that tends to increase accidents, just as mine idleness increases roof hazards and results in deterioration in mechanical, electrical, and haulage equipment, and promotes disorganization of the personnel. During such times greater efforts should be exerted toward the prevention of accidents because of these increased hazards and of the financial advantages brought about by the various savings to be effected when mine accidents are held to a minimum.This report on accidents in the coal mines of Pennsylvania was made possible largely through the cooperation of William J. Maguire, director, Bureau of Statistics, Pennsylvania Department of Labor and Industry, and Rush N. Hosier, superintendent, Coal Mine Section, Pennsylvania Compensation Rating and Inspection Bureau, who made available their records and extended much assistance and numerous courtesies during this study."

The safety record of the mineral and mineral-fuel mining and processing industries in 1965 was improved slightly, as indicated by the reduced injury-frequency and severity rates. The overall operating activity was higher in 1965 as measured by the gains in the number of men working and in the total man-hours of worktime. Injury Experience.-The rate of occurrence of all disabling work injuries in the mineral industries was 17.65 per million man-hours in 1965. This overall rate comprised frequencies of 0.28 for fatal and 17.37 for nonfatal work injuries, of which both were slightly better than the corresponding rates of 0.29 and 17.53 in 1964. Fatalities totaled 537; 5 less than in 1964. However, the total of 32,982 nonfatal injuries was 575 higher than in 1964. This larger number of nonfatal disabilities was offset by the increased worktime so that the nonfatal frequency rate decreased in 1965.

Electron spin resonance measurements have now been completed on the decay kinetics of the organic free radicals formed on crushing or grinding of a well characterized anthracite coal. The free radicals exhibit a complex decay pattern for the first few hours after the grinding, and a smooth decay thereafter. Parallel hemolysis studies indicate. a half-life of the decrease in the cytotoxicity of the fresh· dust to be about half-a-day. The cytotoxicity of the freshly-made dust decreases on addition of superoxide dismutase, catalase and sodium benzoate. The hemolysis rate is lower for the dust stored in buffers as compared to air. A chemical model will be presented to accomodate the cytotoxicity and spectroscopic data, and ~heir implicati6ns to pneumoconiosis.
