In this report the importance of diffusion in controlling the emission of methane in mines is examined. An in-situ diffusion parameter is defined and calculated for a hypothetical unfractured lump of coal in the Pittsburgh and Pocahontas No. 3 coalbeds. The values obtained are similar to those obtained with lump coal in laboratory experiments.

The effect of the temperature of SmF3-LiF electrolyte on the electrolytic preparation of samarium-cobalt alloy by the consumable cathode technique was investigated. The temperatures of the cathode zone, alloy collection zone, and samarium oxide (Sm203) feed zone had to be controlled carefully to obtain a satisfactory samarium-cobalt alloy product. Any appreciable deviation from certain temperature values adversely affected yield and product quality.

A new approach for evaluating pit slope stability by the limiting equilibrium method has been developed by the Bureau of Mines. The finite element method of plane strain analysis is used to find the stress field of the pit slope structure. This stress field is then used to find the normal and shear stresses along a potential failure surface. The normal stresses are used with the Coulomb equation to calculate the shear resistance. The shear stresses are integrated to determine the total driving force. The factor of safety is evaluated from the ratio of the resisting force to the driving force along a failure surface, and is found to be affected by the elastic material properties, modulus of elasticity, and Poisson's ratio.

"The economic features of coal mining must take into account the drain on the man power. Study over a recent 5-year period reveals an average yearly loss of 2,125 underground men, of whom 1,182 are killed by falls of roof and coal, and according to recent data compiled by the Bureau of Mines it is estimated that 54,000 men sustain lost—time disabling injuries from the same cause.Under normal activity of the mines approximately 50 lives are taken by falls of roof during every 10 days the mines are operated, or 5 persons are killed per day, which, at a compensation charge of $5,000 each, amounts to $25,000 per day. Add to this the similar number killed by causes other than by falls of roof and we have $50,000 as an approximate daily fatality charge for each day the mines operate. On the basis of 200 working days per year, this amounts to the alarming figure of $10,000,000 annually. An investment at 5 per cent to yield this amount would require $200,000,000, which is equivalent to a capital investment of $0.40 per ton of coal, produced annually, on the basis of 500 million tons. These figures apply only to fatalities for which a fixed or stated amount is paid for compensation and do not include the compensation and hospitalization paid for the approximately 103,000 upon whom idleness is enforced by a lost-time disability injury. In one State having an annual production equal to approximately 30 per cent of the total bituminous production of the United States, the most recent data shows that for each fatality there are eight serious injuries causing 60 days or more lost time. The frequency rate of accidents for that State is less than the average for the United States, and so a conservative comparison may be made by using the figures of that State in estimating the total serious injuries, which gives 16,000 as losing 60 days or more. The average number of underground employees in the coal mines of the United States for the past 10 years has been approximately 570,000; the annual underground fatalities amount to approximately 2,000 and non-fatalities to 108,000, or a total of 110,000, which means that one out of every 5.17 employees ,or 19.3 per cent, receives an injury which results in either a fatality or a lost-time disability; this figure in a little over five years will reach a number equivalent to 100 per cent of all underground workmen. Against this is the record of many miners who have worked 25 years or more without a lost—time disability injury, indicating that coal mining is not necessarily productive of injury or death to workers.In the matter of falls of roof, it is found that 85 to 87 per cent of all fatalities occur at the working face, face of a room or entry, or in pillar work. It is at the working face that the greatest roof hazards are encountered, and when about 75 per cent of the underground employees spend approximately 90 per cent of their working hours at the face, it is logical that there is where injury is most likely to occur.Although the roof hazards may vary in different beds of coal, experience has proved that roof hazards can be successfully controlled in all coal mines, essentially regardless of the character of the roof if constant care and attention are given by the management and employees in applying the principle of safety. In almost every mining district some companies maintain an extremely low frequency rate of injury, whereas in the same district with essentially the same roof conditions the opposite is true.A study has recently been made of a number of reports upon fatalities in one district of one of the principal coal—producing States and it showed that 50 lives had been lost at 23 mines as the result of falls of roof or sides. These reports were made by the mine officials, safety engineers, and safety committees and an attempt was made to give both the cause and the person or factor responsible for the fatality. Variations between laboratories on the silica and alumina content of calcined kyanite led to this Bureau of Mines study of the extent and nature of the differences. In particular, Bureau scientists hoped the study would lead to correction of the causes of the dissimilarities. A sample of calcined Kenya kyanite was analyzed by seven different laboratories familiar with silicate analysis. The compiled data indicated differences originating from lack of recovery of silica after two acidic dehydrations, from high alumina caused by several factors, from loss or gain of iron during sample fusion, and from indifference regarding the accurate determination of minor constituents.

The Bureau of Mines is using characteristic X-rays produced by proton bombardment of a solid surface to provide quantitative compositional analyses of surface layers of metals. An integral X-ray yield equation has been developed that quantitatively relates the measured X-ray yield to the thickness of thin films ranging from less than a monolayer to several thousand angstroms. The use of the integral yield equation is demonstrated for the growth of a thin film by vacuum evaporation. Results are presented that show haw proton-induced X-ray emission (PIXE) has been used to determine the oxidation kinetics of iron that had been implanted with several different species of heavy ions. The sensitivity of PIXE for the measurement of very-thin-film growth kinetics is demonstrated from studies of the effect of fractional mono-layer coverages of sulfur on the initial oxidation kinetics of iron. Results are also presented in which PIXE has been used to study the redistribution of alloying elements in components of a gas turbine that had fractured due to corrosion fatigue. By combining PIXE with low-energy ion sputtering, quantitative composition depth profiles of surface layers are obtained. Examples are presented for the profiling of iron samples implanted with 25-kev nickel ions and for a platinum coating on an Fe-5Cr substrate.

"The size of off-highway trucks has increased substantially over the last decade, bringing about a radical change in truck maintenance practices and procedures. As a result, surface mine maintenance mechanics today are faced with the increased hazards of working with larger and heavier tools and components and doing repairs at greater heights, thereby exposing them to a high potential for serious injury or death. Not surprisingly, the number of accidents involving truck maintenance mechanics is significantly increasing.The Bureau of Mines has assessed the haulage truck maintenance safety problem, analyzing maintenance-accident data over the 7-yr period, 1978- 84, in terms of personnel, job activities, truck components and systems, tools involved, and truck design. This assessment, based on the review and interpretation of 1,225 haulage truck maintenance accident reports, identified major factors contributing to these accidents. Overall, young, inexperienced workers are involved in most accidents. A typical maintenance accident involves a male mechanic under 33 yr old, with less than 5 yr job experience. INTRODUCTIONOver the past decade, surface mine maintenance and repair operations have changed radically. The number of maintenance personnel has grown along with the hazards of working with larger and heavier components at greater heights and with larger and heavier tools. Furthermore, transfer of skills from over-the-road vehicle mechanics is not as feasible as it once was, because of the ever increasing size of mining equipment and the complexity of its design. In short, surf ace mine equipment maintenance and repair has become increasingly sophisticated as well as labor intensive, necessitating further research and evaluation in terms of both safety and efficiency (1, 7-8) 2"

Workers exposed to certain inhaled dusts may show increased levels of nonspecific airways responsiveness (AR). In some studies, cigarette smokers have also been reported to have increased levels of AR. As part of an ongoing study, we compared the results of preshift methacholine inhalation challenge, spirometry, and smoking and occupational histories, in 191 under-ground bituminous coal miners (M) and 215 non-mining control workers· (C) . All M and c were selected to have normal baseline% predicted FEVI (PPFEV). Mining tenure was recorded as years worked underground (YRUG) and at the coal face (YRFC). AR was assessed as the% decrease in FEVI from baseline divided by the dose of methacholine delivered. M reported similar years smoked (YRSM) but fewer pack-years* (PY) than c~ Overall, both increasing YRSM and PY were associated with more AR*. Smoking C* but not M showed increased AR with increasing PY. In smoking and nonsmoking M, baseline AR and PPFEV showed no association with YRUG. The level of AR was inversely related to YRFC*, possibly representing selection away from dustier jobs. AR was inversely correlated with PPFEV*. In this study, AR and baseline PPFEV were not significantly associated with mining tenure, but cigarette smoking was related to both baseline lung function and level of AR. * p < 0.05 (Supported in part by Grant Gll35142, us Bureau of Mines, Generic Mineral Technology Center for Respirable Dust.)

Two of the major ground control safety issues confronting underground mine operations today are shaft pillar stability and the failure of rock around active mine openings. Failure of a mine shaft can lead to the entrapment of workers. Failure of rock around active underground mine openings can lead to roof falls, which in turn can result in worker injuries and fatalities. Finite-element analysis has proven to be a reliable method for predicting stresses and displacements around underground mine openings. However, this is a complex and time-consuming technique and is not used as often as it could be in mine planning. The purpose of this paper is to demonstrate one technique developed at the Spokane Research Center that allows the user to create a finite-element model of a two-dimensional section of an underground mine in a relatively straightforward manner. This model is then used to calculate stresses, displacements, and safety factors around mine openings. With this information, mine planers can evaluate the stability of mine openings as well as the stability of pillars and mine shafts. This analysis will help develop mining sequences and layouts that minimize stresses in that section of the mine. This, in turn, should minimize the occurrence of shaft failure, roof falls, and other hazards associated with underground mining.

This information circular presents data for 1960 on individual coke plants in the United States. All oven-coke plants in existence, whether active or idle at the close of the year, are listed in this report. With two exceptions, only beehive plants on which reports were submitted to the Bureau of Mines are included. Although the Bureau was unable to obtain reports from these two active plants in 1960, the number of ovens and annual coke capacity are estimates, based on previous reports filed with the Bureau of Mines. Accordingly, there were 73 oven-coke plants in existence at the end of 1960 of which 70 were active. Reports were received on 44 beehive plants of which only 13 were in operation at year end. Oven-coke plants are listed alphabetically by States in table 1 which shows the name and address of the company, location of plant, classification or type of ownership, number and type of ovens, annual coke capacity, and coal-chemical materials produced. The terms "furnace" and "merchant" plants used in this and all other reports of the Bureau of Mines designate the type of ownership. Furnace plants are those owned by iron and steel companies whose main business is production of coke for use in their own blast furnaces. Merchant plants are those associated with chemical companies, gas utilities, as well as those that produce for sale on the open market metallurgical, industrial, and residential-heating grades of coke and coal-chemical materials. The annual coke capacity shown for each plant in this table is based on the minimum coking time necessary to produce coke with qualities suitable for its intended use. Therefore, the annual capacity of a plant may change from year to year, depending on age and condition of ovens, the character and quality of coal carbonized, the grade of coke required, and other factors. For example, annual coke capacity of a coke plant primarily making foundry coke with longer coking cycles would be lower than one making blast-furnace coke. Also some ovens must be operated at slightly lower than normal flue temperature because of the condition of the refractories and maximum capacity would be somewhat lower than designed capacity. For this reason, the capacity reported to the Bureau of Mines may differ from the designed or rated capacity estimated by the coke-oven builders at the time of construction. For example, if the generally accepted standard coking rate of one inch per hour were used on all ovens to calculate total annual capacity, it would have been 80.4 million tons or 2 percent higher than the capacity reported to the Bureau. Because of the factors mentioned above, the annual coke capacity shown in this table is believed to be a reliable measure of the practical operating capacity of the industry.

A study was made during 1959-60 of reported nelsonite occurrences in Nelson and Amherst Counties, Va. The investigation was limited to core drill- ing on one deposit and beneficiation studies on three deposits. Three diamond-drill holes totaling 562 feet were drilled on the E. M. Hughes property to determine subsurface continuity. Although outcrops as much as 30 feet wide were present on this property, the only nelsonite intersected in the holes ranged from 4 to 18 inches thick. The ilmenite content of the core ranged from 50 to 75 percent. These nelsonite deposits are of secondary importance as a source of titanium, being small, rarely exceeding 1,500 feet in length and 30 feet in width, but they are high grade. Due to the proximity of some of the bodies it might be possible to mine several of them as one operation feeding one mill. Electromagnetic separation on composited samples recovered 83.0 percent of the Tio as an ilmenite concentrate in 68.5 percent of the weight. Two flotation procedures were developed. The first method, using oleic acid as a collector and fluo silicic acid as an apatite depressant on deslimed feed, produced an overall recovery of 59.3 percent in batch tests. The second procedure eliminated desliming. Laurylamine hydrochloride removed silicates in an acid pulp followed by an alkaline apatite flotation with oleic acid as the collector and dextrine as the ilmenite depressant. The ilmenite-rich tailing represented a 66.2-percent recovery of Tio in the batch tests.

This report examines the effects of mining height on injury rates in U.S. underground nonlongwall bituminous coal mines, controlling for both the employment size of the mine and the mining methods. Using the mine-level employment and injury data reported to the Mine Safely and Health Administration, mines were stratified by average coal seam height (<43 in, 43-60 in, and >60 in) and by the average number of employees working at the mine (<20 employees, 20-49 employees, 50-99 employees, and >99 employees). To reduce the confounding effects of mining method on injury rates, mines using longwall mining methods were identified and excluded from analysis. The employment data show that as the mine size increases, the proportion of hours worked in low seams decreases substantially. Additionally, miners injured in small, low- scam mines arc, on average, younger and less experienced than those injured in large high-seam mines. Nonfatal disabling and fatal injury rates were computed within each category of employment size and seam height for the major types of accidents (ground falls, powered haulage equipment, machinery, handling materials, slips and falls, and hand tools). Our findings suggest that, regardless of the employment size, as mining height increases, miners are at increasingly higher risk of injury from accidents due to slips or falls and accidents involving shuttle cars and falls of ground. As mining height decreases, miners are at higher risk 01 injury from accidents involving roof bolting machines, load-haul-dump types of powered haulage equipment, personnel carriers, and powered haulage conveyors. On the other hand, regardless of the height of the coal seam, miners working in large underground mines had higher rates of injuries resulting from accidents involving handling materials and nonpowered hand tools, but lower rates of injury from accidents involving continuous mining machines and lower rates of fatal injuries from falls of supported and unsupported mine roof. Finally, miners working at small mines in low or medium seams are at higher risk of being fatally injured by a ljll of unsupported mine roof. These findings suggest the importance of&apos; considering the working height of the mine, as well as the employment size of the mining operation, when developing intervention strategies to reduce injury risk to underground coal miners. Results also identify the need to further explore how mining height contributes to the frequency and severity of injuries.

"One of the products of the activities of the United States Chemical Warfare Service is a simple device and method for nearly instantaneous determination of small quantities of carbon monoxide in air. Since the war, this device has been diverted to commercial uses, and is now being marketed in connection with rapid determination of the comparatively small but dangerous quantities of CO, which may be found in garages, in sewers, about blast furnaces, etc. Also, it probably has a definite field of use in both coal and metal mines in connection with fires and explosions, as well as in confined places after firing of explosives) the latter applica-tion being of especial importance in metal mining.The device as marketed is readily portable, being small and light enough to carry in a coat pocket of medium size. In operation, a sample of the air mixture is drawn into a small rubber bulb, then forced through a small glass tube filled with certain chemicals upon which CO has the effect of changing the original color from gray or white to shades of green, the deepness of the green determining the percentage of CO in the air. A color scale is attached for purpose of comparison and determination of CO percentage. Only a few minutes are consumed in obtaining the result, all work being done on the ground.The exact effect of minute quantities (up to 1/10 of 1 percent) of CO on the human system is somewhat uncertain, and much research has been and is being done to obtain definite data on this point. It is, however, definitely known that in air containing more than 1/10 of 1 percent CO men doing hard work are quickly and seriously affected. As the gas is tasteless, colorless and odorless, methods of determining the presence of both small and large quantities have been of much importance. Technical Paper 11 of the U. S. Bureau of Mines gives much data as to effect of CO on mice and canaries. It was found that mice show very little distress until the CO content is about 0.20 percent, but quickly succumb when that percentage is exceeded; canaries are somewhat more susceptible; they quickly show distress in as little as 0.15 percent 00, and soon collapse when that percentage is exceeded."

Falls of ground continue to be one of the most serious causes of injury to U.S. miners. Of the 256 fatal injuries that occurred in mining between 1996 and 1998, 59 (23%) were caused by falls of ground (Table 23.1). Falls of ground affect some sectors of the mining industry more severely than others. For instance, nearly 40% of the 98 coal mine fatalities between 1996 and 1998 were caused by falls of ground. Underground miners are at much greater risk than surface miners. Nearly half (45 out of 101) of underground mine fatalities were attributed to roof, rib, and face falls, while only 6% of the 155 surface fatalities were caused by falls of highwalls or slopes. The goal of this chapter is to provide guidance to safety professionals tasked with preventing ground fall injuries. This chapter combines an analysis of the Mine Safety and Health Administration&apos;s (MS HA) accident and injury data with a survey of industry "best practices" to safeguard miners from ground falls. Ultimately, this approach can help to form the basis of a sound, proactive ground control program for the mining industry. SOURCES OF DATA All the injury data examined in this study were derived from MSHA&apos;s fatal investigation reports and the MSHA accident database. Because falls of ground often result in serious injury, MSHA "Fatalgrams" and fatal investigation reports provide a useful snapshot of ground control issues in the mining industry. These reports are available to the public (on the M FHA Web site at www.msha.gov). Fatalgrams, are one-page summaries that are usually published within a month of an accident. They contain very basic information about the accident with a graphic and a short section on relevant best practices. Fatal investigation reports are the official accident investigation reports filed by MSHA personnel. These reports contain general information about the mine, a, description of the accident, physical factors involved in the accident, a conclusion, and enforcement actions, Enforcement actions typically identify citations and discuss violations to the Federal Mining Law. MSHA also maintains comprehensive statistical data on the mining industry&apos;s accident and injury record. The law requires that mines file a report on every reportable accident that occurs, containing information on the accident&apos;s location, severity, classification, activity, and nature of injury A short narrative is generally included as well. Accident reports can be searched by many of the above fields.

Tool manufacturers continue to incorporate new designs to the internal mechanism of tools in order to decrease the vibration that is delivered to the hand during operation. Modification of some tools to minimize tool vibration is not easily resolved through internal tool design. For this reason, vibration damping materials applied between the tool and the hand are a simple alternative. The damping materials may be applied to the area of the tool directly contacted by the operator or in a glove containing a vibration absorbing pad. These interventions are developed specifically to damp vibration but are not necessarily produced and tested under the same work conditions that a company may expose their workers. Therefore, it is important to test the value of the proposed interventions for the specific applications. This study evaluates the effectiveness of anti-vibration interventions currently in use at a local manufacturing company. Methods The design of this study evaluates the vibration energy produced at the tool handle and from the back of the operator’s hand. Each operator performed a series of fastener installations in metal using several interventions and one series with no intervention as a control. Four of the interventions were gloves containing anti-vibration material and the fifth intervention was an anti-vibration material wrapped around the tool handle. The protocol for wrapping the tool handle was developed and is part of the equipment procedure at this manufacturing company. Test conditions mimicked production work conditions including similar materials, fasteners and technique for installation. Vibration values were collected using 3 tri-axial accelerometers with one firmly glued to the tool handle close the hand grip as recommended by ISO 5349. A second accelerometer was placed on the top of the pistol shaped tool. The third accelerometer was attached to the back of the hand close to the third knuckle using double sided tape. Results Preliminary results for 3 volunteers show a difference between the vibration values of the control condition (mean hand vibration on bare hand = 1.77 Gs) compared to all of the interventions (p=.0001 using Mixed Procedure, Tests of Fixed Effects). The graph below shows individual trials for each subject for each condition. Glove 3 with the air bladder insert shows large variability between subjects (Range = 0.84-3.33 Gs). The other interventions show much less variability both within subjects and between subjects indicating consistent response with use of the intervention.

The Bureau of Mines, through research and development contracts with the FMC Corp., has developed and tested two automatic fire sensing and suppression systems for large haulage vehicles. This work was undertaken to enhance driver safety, to lessen substantial property damage from fires on large trucks, and to increase the vehicle operator&apos;s productivity. One automatic truck fire protection system protects both the engine compartment and brake rid areas, while the second system is used in the engine compartment and fuel tank area. Both systems have redundant fire-sensing capabilities and manual override controls. Upon sensing flames and/or heat, the systems suppress the fire with pressurized, E-C class dry chemical. Both fire protection systems are flexible in design and can be modified for use on other mobile minim&apos; equipment. Prototypes of both systems have been subjected to long-term, in-mine validation testing and actual Eire tests on 100-ton-capacity trucks at the Puma mine near Tucson, Ariz., and the Erie mine at Hoyt Lakes, Minn. During the 4-month endurance test of the first system at Pima, an accidental flash fire occurred in the test truck while it was working in the pit. The system successfully sensed and automatically extinguished the fire with no injury to the driver and little damage to the truck.

This report contains a description of the distillation laboratory at Bruceton, Pa., which was established to aid in the separation and identification of the products produced in the synthetic liquid fuel processes under study there. Compounds present in synthetic liquid fuels may include aliphatic from C1 to C60 or greater. Alcohols, ketones, esters, aliphatic carboxylic acids, saturated hydrocarbons, olefins, and diolefins are all found in Fischer-Tropsch products. Coal-hydrogenation products contain, in addition to aliphatic compounds, a large proportion of naphthenic material and aromatic compounds ranging from benzene to coronene; in addition, appreciable quantities of tar bases and tar acids are present. In designing the laboratory, therefore, provision had to be wade for the greatest amount of flexibility and versatility. A great deal of standardization of basic equipment had also to be designed to permit interchange of parts and services.
