"Although the first large-scale application of copper recovery by solvent extraction took place in Zambia in the early 1970s, it is only in the last decade that this technology has become widely employed in this part of the world and is now a mainstay unit operation in copper hydrometallurgical flow sheets. The mineralogy of the ores of the African Copperbelt, and hence the characteristics of African leach liquors, differs significantly from those in Chile and the southwestern USA, where copper solvent extraction has had a long and successful history. These differences provide operators, metallurgists, reagent vendors, and engineers with many challenges: new approaches are needed to adapt solvent-extraction technology for successful implementation in this region. This paper examines typical operating practice in the African Copperbelt, discusses differences compared with other parts of the world, and looks at some of the challenges and opportunities presented by these flow sheets. IntroductionFollowing the success of the Rancher’s Bluebird and Bagdad solvent extraction and electrowinning (SX–EW) operations in Arizona in the late 1960s, the Tailings Leach Plant at Chingola, Zambia, became the first large-scale copper SX plant in the world, commissioned in 1974. Despite the equipment design now being outdated, this plant still continues to operate successfully, indicating the versatility and adaptability of this technology. Today, there are some 75 copper SX operations worldwide with cathode production above 10 kt/a. The top ten producers currently account for about 40% of the global 4.3 Mt/a SX–EW copper production. South America (predominantly Chile and Peru) is the largest copper cathodeproducing region, with annual production of some 2 Mt. The Central African Copperbelt (Zambia and the Democratic Republic of Congo (DRC)) is second, with cathode production of 1.2 Mt/a, and North America (USA and Mexico) third, producing close to 0.8 Mt/a Cu (Solvay Cytec data, 2014). The remaining 0.35 Mt/a comes from all other regions combined (referred to as ‘Rest-of-World’)."

Dr C. M. van Staden (Fellow): Mr President, ladies and gentlemen, thank you very much for this opportunity to contribute to the paper by Dr Stander, and Messrs Henzen and Funke. First of all, my congratulations to Dr Stander on being re-elected President of the International Association of Water Pollution Research. We in South Africa are proud that this honour was again bestowed on our leading scientist in the field of water research. Furthermore, my congratulations to the authors of this paper. The growth of the pollution problem caused by acidic water discharged from abandoned collieries, is known to most of us. However, I am not aware of any case where an abandoned gold mine is directly discharging polluted underground water. I think it is also a debatable point as to what the quality of underground water being discharged from abandoned gold mines would be in the long run. Any reduction works on a gold mine which practises only fairly good housekeeping, should not cause any water pollution by cyanide. First of all, any cyanide solution before gold precipitation would be too valuable to lose. Secondly, the precipitated solution, which contains the cyanide, is used to pump slime to slimes dams. Any cyanide pollution that may occur at the slimes dam, must come from the top and, fortunately, the days when pen stock water was discharged directly from the top of dams into public streams, have gone. Run-off and seepage is usually acidic, thus decomposing the cyanide. The code of practice by the Chamber of Mines is quite clear on the point as to how the tops of dams should be secured, to prevent any process water or storm-water polluting public streams. The general standards are given on page three of the paper. To my knowledge, under certain circumstances a degree of relaxation can be given regarding the faecal coli count; namely a permissible count of 1 000 per 100 ml. I feel very strongly that research aimed at inhibiting the activity of acid-producing bacteria should be encouraged. Success in this field would be of great benefit to the mining industry. I am very thankful that the authors have mentioned vegetation of dumps as a method to combat water pollution, with the full awareness that the key objective in vegetating dumps is to prevent air pollution. A problem that I have not heard mentioned before and on which I would appreciate the views of the authors, is the pollution that may be caused by power-stations discharging

Because geostatistics together with block modeling has not been studied in detail before in the rock mechanics, a two-year research program to investigate the practical use of geotechnical modeling was started in Finland in 1999. According to research work results block modeling gives good estimate of overall rock mass quality but it can not identify individual structures like faults and narrow weakness zones. Weakness zones and faults should be mapped from drill cores, surface mapping, geophysical methods etc. and manually generate 3-D structural model. Rock mechanical 3-D modeling can be used for preliminary stope dimensioning and preliminary reinforcement design. Detailed design needs rock quality mapping from drifts during excavation work. La géostatistique associée à la modélisation par blocs n'ayant pas été étudiée en détail jusqu'à présent dans la mécanique des roches, un programme de recherche sur deux ans visant à examiner l'utilisation pratique de la modélisation géotechnique a été lancé en Finlande en 1999. D'après les résultats des travaux de recherche, la modélisation par blocs donne une bonne estimation de la qualité générale de la masse rocheuse mais elle ne permet pas d'identifier les structures individuelles comme les failles et les zones géologiquement dégradées étroites. Ces zones et failles devraient être cartographiées à partir de carottes de sondages, d'une cartographie de surface, de méthodes géophysiques, etc. et générer manuellement un modèle de structure 3D. La modélisation mécanique des roches en 3D peut être utilisée pour un dimensionnement de la chambre et un plan d'armature préliminaires. Un plan détaillé nécessite l'élaboration d'une cartographie de la qualité des roches des galeries lors des travaux d'excavation. Da man früher Geostatik und Block-Modellieren in der Gebirgsmechanik nicht detailliert untersuchte, wurde 1999 in Finnland ein zweijähriges Untersuchungsprogramm in Angriff genommen. Aufgrund der Untersuchungsergebnisse ergibt das Block-Modellieren eine gute Beurteilung der gesamten Gebirgsmassenqualität, kann jedoch einzelne Strukturen wie Verwerfungen und kleine Schwachzonen nicht identifizieren. Schwachzonen und Verwerfungen müssen demnach aus Bohrkernen, oder mit Hilfe von Oberflächenkartierung, geophysischen Verfahren usw. ermittelt und danach ein 3-D-Strukturmodell manuell erstellt werden. Felsmechanisches 3-D-Modellieren ist für die vorbereitende Abbaudimensionierung und für die vorbereitende Bewehrungsplanung verwendbar. Ein detaillierter Entwurf benötigt die Kartierung der Gesteinsqualität aus den Gesteinsstrecken während der Ausbrucharbeiten.

Goode (President): South Africa is known for its sunshine and mineral deposits-especially its gold and its diamonds-and as this year marks the 75th Anniversary of the establishment of the South African Institute of Mining and Metallurgy, it is appropriate that I say a few words about mining and metallurgy and the part this industry and our Institute has played in the life of this country. Africa, as the Dark Continent, with its fascinating tales of Prester John, Ophir, Queen of Sheba and its myths and legends has throughout the ages fired the public imagination. Pharaoh Necho, 600 years before the birth of Christ, sent an expedition from Egypt around the Cape to probe this strange land. The gold for King Solomon's throne was said to come from Monomotapa-the country now known as Rhodesia. Centuries later the Arabs and Portuguese searched for this mineral wealth. The Arabs found little gold but unfortunately established a lucrative trade in black slaves. Now let us take a brief look into the closing stages of the Stone Age when the indigenous population of the lower portion of this continent consisted of the Bushmen, a nomadic hunting people who knew no metals and kept no stock, and the Hottentots who were a pastoral folk with cattle and sheep. Then somewhere about the 11th century the Bantu started their long migration southwards and brought with them the knowledge of smelting of iron ore. One of their settlements was here in Johannesburg on the Melville Kopje at Emmarentia. These people were the first miners and metallurgists on the Witwatersrand and the beautifully preserved iron smelting furnace constructed nearly 1,000 years ago is a tribute to their technical ability. This ability to use iron to make better spears for hunting or to fashion hoes for cultivating the soil led to their establishment as a superior tribe. The earlier Bushmen were pushed back to the inhospitable swamps and deserts and the Hottentots fled to the south. The Bantu also knew the art of copper smelting. In the days of the Dutch East India Company, at the end of the seventeenth century, Bantu workers brought copper from the north-west Cape to Simon van der Stel, but it was another two hundred years before the white man turned this to advantage. Stories of the Bantu mining gold spurred the early European hunters to travel deeper into the heart of Africa in search of wealth, and we are told that Karel Kruger, in 1834 whilst leading an ivory hunting expedition, discovered gold on the Witwatersrand, and took samples to Cape Town; but when he returned with a larger expedition a few years later his party was attacked by Moselekatze's Matabele near Potchefstroom. Kruger was killed and only the legend survived. The real spur to mining in this country was the discovery of diamonds in Griqualand West in 1867. The field seemed fabulously rich and diggers flocked to the scene from the four corners of the earth. With them came Cecil Rhodes, Barnato, Beit and some of the finest mining and financial brains the country had yet seen. These giant entrepreneurs were not tempted by the small deposits of gold in the Barberton and Pilgrim's Rest areas when these were made a few years later but

The Honourable Dr de Wet was born in the Free State. He is a grandson of that very famous general Christiaan de Wet, who caused so much pain to the British forces and for so many months so successfully eluded them in the Transvaal and Orange Free State. He was educated at both the Pretoria and Witwatersrand Universities. He first practised medicine at Boksburg and then moved to Vanderbijlpark, so you see he has an early association with gold mining on the Witwatersrand, and in moving to the Vereeniging-Vanderbijlpark district he became closely involved in our coal mining and metallurgical industries. South Africa's first steel was poured from a l0-ton open hearth furnace belonging to the Union Steel Corporation in Vereeniging in 1913. Dr de Wet has been mayor of Vanderbijlpark and for several years has been their member of parliament. More recently, the Honourable Dr de Wet has filled with great honour that most important office of Ambassador for the Republic of South Africa in London. At present he wears two hats, in that he is Minister of Planning and of Health, but more important is his cloak, that of Minister of Mines, which I trust offers him the greatest comfort. To fulfill these three arduous tasks must demand of him a terrific devotion to duty, and in doing this he carries on that loyal tradition of service to his fatherland so evident in his grandfather. Determining the most convenient plant location is one of the most commonly encountered problems in engineering applications. This paper presents a fuzzy multiple attribute decision making (FMADM) model which is developed for the selection of the optimum plant location for natural stone factories in the mining industry. The criteria affecting the decision making process in natural stone industry were determined to solve the plant location problem in the FMADM model. To determine the optimum plant location for a new natural stone factory, which is planned to be established by a mining firm located in the Eskisehir region of Turkey, an analysis was carried out by incorporating the method and the analytic hierarchy process (AHP) method. The analysis shows that the Yager?s method can easily be applied to the selection of plant location in the natural stone and mining industry when the difficulties encountered in the application process of the AHP method is taken into account. No regular monitoring of methane is required in areas of gassy coal mines outby the mining face. Methane ignitions that have occurred in mine outby areas indicate the need to provide better protection to workers. Handheld methane monitors are now used by some miners to make periodic measurements of methane at the working face. The IYONI II gas detector which is incorporated into a miner’s cap lamp and worn on a miner’s helmet can continuously provide an alarm signal whenever methane levels exceed a set level. Tests were conducted to evaluate the performance characteristics of this methane detector by measuring response times with methane gas supplied through a calibration fixture or adaptor. Other response time tests were performed with the detector in an environmental test box. Performance was also evaluated in a full scale test gallery where face methane emission and underground ventilation were simulated. Procedures for calibration by response time measurement of the IYONI II detector have been developed. In limited testing, the IYONI II detector was found to reliably detect the presence of 1 percent by volume methane.

Modern soil mechanics is generally considered to have begun in 1925, when Karl Terzaghi published his book Erdbaumechanik auf bodenphysikalischer Grundlage (Earthwork Mechanics based on the Physics of Soils). These theories were applied to rocks more than 20 years later and the science of rock mechanics became established. Methods of analysis and design have been introduced and applied, and have evolved over time. More recently, the rapid growth in computing power has resulted in more sophisticated analyses, and together with improved monitoring techniques, our understanding of geomechanics has grown considerably. Despite this, geotechnical failures with major consequences still do occur. This is partly due to failure to transfer and apply the knowledge that has been gained, but also there are aspects of geomechanics that are not well understood.

The following notes have been compiled to assist authors in the preparation of papers for presentation to the Institute and for publication in the Journal. STANDARDS FOR ACCEPTANCE To merit consideration papers should be of sufficient high standard and contain matter that is new, interpretations that are novel or of new significance and conclusions that cast a fresh light on old ideas. Their publication should be of real interest to technical men and of benefit to mining and industry. Authors must realize that because a mine shaft is new or the mine itself is newly established, this in itself does not justify a paper unless significantly new techniques or processes were involved in the opening-up procedure. A few well selected diagrams and illustrations are often more pertinent than an amorphous mass of less well chosen material. Over-statement and dogmatism are jarring and have no place in technical writing. The amount of textbook material included in a contribution should be the minimum essential to the argument. The length of a paper is not the criterion of its worth and it should be as brief and concise as possible, consistent with the lucid presentation of the subject. Avoid the use of the first person, be objective and do not include irrelevant or extraneous matter. Papers should be submitted at least three months prior to the intended date of presentation. The text should be typewritten, double-spaced, on one side only of foolscap paper, leaving a left-hand margin of 11/2 inches, and should be submitted in duplicate to facilitate the work of the referees and editors. Galley proofs are sent to the authors for the correction of printers' errors and not for the purpose of making alterations and additions which may be expensive. Should an author make alterations which are considered excessive, he may be required to pay for them. ORTHODOX SEQUENCE Title and author's name together with author's degrees, titles and position Summary, abstract or synopsis Introduction Development of the main substance Conclusions References. Title: This should be as brief as possible, yet give a good idea of the subject and character of the paper. Style: Writing should conform to certain prescribed standards. Generally: Avoid unnecessary use of capitals and hyphens, while punctuation should be used sparingly and be governed by the needs of sense and diction. Sentences should be short, uninvolved and unamiguous. Paragraphs should also be short and serve to separate basic ideas into compact groups. Quotation marks should be of the 'single' type for quotations and "double" for quoted matter within quotations. Interpretations in the text should be marked off by parenthesis ( ), whereas brackets [ ] are employed to enclose explanatory matter in the text. Words to be printed in italics should be underlined singly. For small capitals they are to be underlined DOUBLY and for large capitals TREBLY. Abbreviations and symbols are laid down in British Standard 1991 and proof correction symbols in British Standard 1219c. Abbreviations are the same for the singular and plural, e.g. ft for foot and feet, lb for pound and pounds. Percentages are written in the text as per cent; the symbol % is restricted to tables. It should be written concisely and in normal rather than abbreviated English and should not exceed 250 words. Summaries simplify the task of abstractors and therefore should present a balanced and complete picture. It is preferable to use standard rather than proprietary terms. FOOTNOTES AND REFERENCES Footnotes should be resorted to only when they are indispensable. "Government’s equity role in the minerals sector is one of the nationalist measures implemented in order to ensure greater control and management of a country’s mineral resources. This paper evaluates the Tanzanian government’s equity participation in the minerals sector from 1996 to 2015. The research methodology included determination of the number of mineral rights, minimum allowable exploration expenditures in prospecting licences (PLs), and forms of equity role of the government. Data was collected and analysed for PLs, mining licences (MLs), and special mining licences (SMLs).The study revealed a number of challenges faced by the Tanzanian government as regards its equity strategy in the mineral sector. One of the major challenges was the secrecy surrounding agreements and contracts entered into between the government and private sector investors, which were concluded via various business ownership and mineral development projects. This secrecy resulted in non-transparency and lack ofaccountability in the mining industry.The financial benefits accruing to the government were inadequately realized, evident through inconsistent payments of corporate income tax and mining royalties by the mining companies. Furthermore, the government does not have solid mechanisms and frameworks for assessing non-financial benefits, thus it is difficult to measure the impact of these factors.It is recommended that the Tanzanian government review the Mining Act and Regulations of 2010 to include the provision of solid mechanisms and frameworks for all forms of government equity role.This paper is based on an MSc research study undertaken at the University of the Witwatersrand.IntroductionGovernments can grant private companies mining rights to extract mineral resources, or take a stake in the companies as well as establish state companies to oversee their interests in the minerals sector. The establishment of a state company to oversee government interests in the mining sector implies the direct participation of government by way of equity participation. Equity participation or role is defined as the holding of shares in an enterprise, company, or asset by individuals or a body corporate (Otto, n.d.; Brown, 2013; Natural Resource Governance Institute, 2015)."

The Iscor Board has given its Mining Division the authority to proceed with detail engineering and design for a Heavy Minerals Project which comprises a mine in Northern Province near Gravelote, a mine in KwaZulu/Natal near Richards Bay and a central processing complex with a beneficiation plant and smelter which will be located near Richards Bay and Empangeni.

GENERAL BUSINESS The Chairman reminded members of the forthcoming visit by the Branch to the Dudfield Works of the Anglo-Alpha Cement Company, to take place on Wednesday 16th April. TALK ON ROCK MECHANICS The Chairman called upon Mr J. W. Wilson to address the meeting on the subject of the practical applications of rock mechanics to mining. Mr Wilson used a slide projector to present his subject in a most interesting and instructive manner which eventually resulted in much useful discussion taking place. The Chairman then called upon Mr A. von Holdt to thank the speaker. CLOSURE After thanking the speakers, the Chairman thanked members and visitors for their attendance and closed the meeting at about 10 p.m., after which refreshments were served.

The effect of varying aliphatic, olefinic, and aromatic groups in the N- and S-positions of dithiocarbamates was investigated in the selective and bulk flotation of a mixed copper-lead-zinc-iron ore. Selective and bulk flotation were found to be dependent on the type of functional group, as well as on the position of substitution.

The effect of body movement on convective heat transfer from a man performing a block-stepping task was investigated experimentally by direct measurements of convective heat transfer. A series of experiments was conducted in which a nude man was required to stand at rest or to block step at 12 and 24 steps per minute. Wind speed, which was kept constant during each experiment, spanned the range 0,5 to 3,5 m/so Air temperature was kept constant at 43 °C in all the experiments. The results showed conclusively that the convective heat-transfer coefficient depends on the stepping rate. The effect of body motion can be regarded as being equivalent to an increase in the velocity of the free stream. The equivalent increase in air speed was found to be 0,36 and 0,77 m/s for 12 and 24 steps per minute respectively. Data from various sources, including the present study, indicate that wind speed should be increased by about 0,30,0,55, and 0,80 m/s to account for low, moderate, and vigorous body movements respectively. These findings are of direct relevance to the practical assessment of heat stress.

The value realised by an open pit mine depends on the quality and integrity of the mine planning process as well as the level of execution against these mine plans. When managing the execution against the mine plan, how well the mine plan is executed spatially, is of critical importance. The short-term mine plan is the plan that is physically executed on most open pit mines. At the same time, the spatial mine-to-plan compliance is typically reconciled against the annual business plan. Short-term mine planning, therefore, plays an important role in the effectiveness of the spatial mine-to-plan compliance reconciliation process by providing operational teams with detailed designs and schedules, while ensuring that mining execution is spatially aligned with the business plan. The Sishen open pit iron ore mine (Sishen) strives to continuously improve spatial compliance to the business plan. Sishen enhanced the role that short-term mine planning plays in enabling the forward-looking component of the spatial mine-to-plan compliance reconciliation process. The enhanced short-term mine planning process focuses on detailed tactical sequence designs per mining pushback, the health of value chain buffers, spatial plan-to-plan reconciliation, and the associated management routines. This led to improved spatial mine-to-plan compliance to the business plan from 71% to 94% over the four-year period from 2020 to 2023 inclusive. These results indicate that the application of short-term mine planning as part of an integrated spatial mine-to-plan compliance process at open pit mines can contribute positively to improving the level of spatial execution against the business plan. This paper presents the enhancements made to the short-term mine planning process, which other open pit mining operations can consider to improve spatial mine-to-plan compliance.
