The paper identifies two zones in a Leeds flotation cell. The ratio (13)of the dissipative forces and the interfacial tension force acting on a bubble and a solid particle are shown mathematically to be proportional to the square of the particle diameter for the quiescent zone and inversely proportional to the particle diameter for the turbulent zone. To locate the range of operation, correlations were established for the bubble diameter through photography and bubble counts. 13was found to be fairly constant in the particle size range 38 to 150 ",m, and the level of turbulence unlikely to affect the bubble-particle attachment and hence the beneficiation efficiency. This was verified in a series of flotation runs with a standard Leeds cell and a modified cell of twice the height to increase the capacity of the quiescent zone. A series of tests on the size range 300 to 600 ",m showed that the turbulence level had a marked effect on the cell performance through a relative improvement in the beneficiation efficiency due to the increased height of the cell. To identify the significant variables in the size range 38 to 150 ",m, a factorial design was carried out. Promoter dosage and particle size were found to be significant, aeration rate and impeler speed being insignificant at the 95 per cent confidence level. Multiple regression correlations were established for the recovery of organic material, mineral rejection, and beneficiation efficiency.

The relationships between mill power and pebble load, bulk density of the load, and circulating load were investigated on the pebble mills in the grinding circuit at Buffelsfontein Gold Mine. This paper describes the most significant relationships among the operating and control variables on the plant, and illustrates these by reference to experimental data gathered from the plant during operation. The results were used for the development of very successful multivariable peak-seeking controllers for the pebble load and bulk density of the load on these pebble mills. The peak-seeking control algorithms are described in detail. The control system has operated successfully at Buffelsfontein for more than 18 months and is still in operation.

Water is a valuable and in many areas a scarce resource. Governmental legislation regulates the environmental impact of water usage and wastewater disposal through the issue of licenses. These requirements mean that hydrometallurgical refineries must ensure that water consumption and water disposal is managed on a continuous basis in order to prevent the repeal of their operating license. Water balances are often overlooked during the design of a hydrometallurgical refinery. Recent changes in environmental legislation have forced both design engineers and operational management to review water use and disposal within these processes. Unlike concentrators where water can easily be recovered by recycling from tailing dams, water introduced into hydrometallurgical refineries becomes contaminated with soluble metals and thus requires pre-treatment prior to disposal. This paper discusses the various concerns that need to be considered during design and operation of hydrometallurgical refineries with respect to the water balance.

Copper concentrate is produced in Chile in the high Andes and transported to the coast for shipping through long distance pipelines. The pipeline and fittings installed have to withstand the high abrasion and corrosion environment of the copper concentrate. To protect the inside tube wall against corrosion, high density polyethylene (HDPE) liner is used. While HDPE liners can protect the steel wall against corrosion, it has also been assumed that the low surface roughness of the HDPE liner also inhibited incrustation caused by calcium carbonate and sulphate deposition. Recent events have indicated otherwise in a couple of concentrate pipelines for which BRASS has provided consultant service. This paper delivers a case study which includes (i) formation of incrustation and adhesion to HDPE liner, (ii) the detection of the incrustation through hydraulic analysis, (iii) the mechanism of removal of incrustation, and (iv) the catastrophic effects of their presence in an emergency situation.

Dr T. F. Muller (Honorary President): "Mr President, gentlemen. May I congratulate the Institute on its 75th birthday, and your President on his comprehensive review of the Institute's 75 years. It is an interesting commentary on the affairs of the Institute that your President should refer to a speech made by a founder member 25 years ago on the occasion of your 50th Anniversary and then say there is no need to repeat what was given there, but that he would confine his remarks to bringing the Institute's history up to date. To me this suggests a remarkable continuity of thought and ideals-a welcome island of stability in an ever-changing world. One can somehow picture another future President, perhaps one of the younger and tougher members here today, doing the same thing in 25 years when you celebrate your centenary-and again someone doing the same in the year 2094 when your Institute is 200 years old! I hope they will recognise their debt to the early pioneers of the Institute gathered here today. In any event, this review of the fine achievements of the past 75 years is certain of an honoured place in the annals of the society. Here is a record of the onward march of technology in South Africa and a tribute to a long line of mining engineers, of chemists, metallurgists and geologists who made a greater contribution to the well-being and the prosperity of South Africans than South Africans generally are aware. Your Institute started off as a 'gold and cyanide club', peopled largely by chemists and metallurgists who made a signal contribution to the industry from the earliest times. Despite the addition to their ranks of ever-growing numbers of mining engineers, the metallurgist members have continued to make notable contributions. One recalls, for example, the manner in which they rose to the occasion to resolve the problems associated with the establishment of the uranium industry in this country. The creation of a major industry based on the existence of low grade uranium ores in the conglomerate reefs of our low grade goldfields is a classic example of the manner in which a new large industry can be rapidly created through the combined endeavours of all concerned. I noted with pleasure your remark, Mr President, that members of the Institute would like to keep up to date with recent progress in nuclear fuel matters and that members should be given the opportunity to study developments in their journal. I am sure that the National Institute of Metallurgy which conducts fuel research on behalf of the Atomic Energy Board and of the Uranium industry, and NUFCOR, which co-ordinates the uranium research programme, would be glad to co-operate if invited by the Institute to make periodical contributions to its journal. You have referred to the building up of our research organization and its dynamic approach to mining problems. I understand that the expenditure of the mineral industries on research exceeds one-third of the entire research expenditure of the private sector. South Africa is in the forefront of mining development and the focus of world attention is on the achievements of our scientists and mining engineers. We can look forward to continued advances in mining technology based on their vision and expertise. I share your disappointment, Mr President, that the Base Metals Division has ceased to exist; and that there is a resultant dearth of papers offered to the Institute on these important sections of mining and metallurgy. We are seeing some remarkable developments in the mining and beneficiation of base minerals, and it is in this area that I see the greatest potential for future expansion. The Institute's ninetieth anniversary was celebrated in grand style with a banquet and dance in the ballroom of the Carlton Hotel in Johannesburg, on 22nd March. SYNOPSIS The phase equilibria, viscosities and sulphur capacities of titaniferous slags were determined in the composition range of CaO = 30 to 0 per cent, MgO = 0 to 30 per cent, SiO2 = 19.69 per cent, AI.O. = 13.12 per cent and TiO2 = 37.19 per cent. The phase equilibria were determined by high temperature microscopy, the viscosities were measured using a rotating outer cylinder viscometer and the sulphur capacities were evaluated from the results obtained by equilibrating the slag in a gas stream of CO, CO2 and SO2. The behaviour of these titaniferous slags under reducing conditions was examined. Possible use of the slags for aggregate, or slag-cement, and the possibility of extracting the TiO2 are discussed. These titaniferous magnetites occur as segregations in the gabbro body and the TiO2 is mainly present within the structure of other constituent minerals but also occurs in smaller amounts as ilmenite and ulvospinel. The vanadium is thought to be present in the iron oxide phase due to isomorphous replacement of the iron. Until very recently, it was feared that the high titania content of these titaniferous magnetites would militate against their value as useful iron ores. A brief review of the development and ultimate design of the Model 16 Photometric Sorter is given, including the differences between it and its predecessor, the Model 13, which is currently in operation at Doornfontein. A description of the West Driefontein sorting plant is given, together with the rationale of its design. The installation programme for the sorters is described, and current operating and maintenance procedures are discussed. Operating results are tabulated and compared with the original test results. Operating costs are also discussed.

Project evaluation is completed through individual studies covering technical and financial aspects of the mine to market. These studies are completed at various levels of detail depending on where the project evaluation is in the project's life cycle. The competency of the studies varies in relation to the quality of data, level of the skills employed, control, management and reporting structure. The focus of this paper is managing elements of the study, looking at the cost of opportunity to influence the project, against the value added. Selection of the study manager and study teams is central to getting an integrated project evaluation addressing the correct issues completed on time. Retention of key personnel can reduce rework which, in turn, can reduce time and cost impacts. It is important to have a work breakdown structure at the outset so that the study teams have a common numbering and naming system that will integrate areas, equipment, budgets estimates and accounts. Having set up the evaluation groups and provided training in the study procedures, understanding the scope and schedule are vital elements in producing a project evaluation that addresses the opportunities and the risks of the final project. Arriving at an accurate capital budget requires integration of the research controlled through common systems. Project evaluation process must also address how the project is to be delivered.

Austempered ductile iron (ADI) is a ductile iron which has had its matrix toughened by an austempering process. The alloy exhibits remarkable properties, which it owes to a unique microstructure comprising graphite nodules embedded in a matrix of acicular ferrite and carbon-enriched austenite. The properties include high strength combined with high toughness and ductility. Excellent wear resistance is also exhibited because, under strain, the austenite is transformed locally to martensite. Samples of ductile iron were austempered to produce grades I and IV AD!, and were tested at various strain rates. The grade IV ADI exhibited higher strengths and lower difficulties, and the strengths were found to be more dependent on strain rate. Transformation to martensite was more prevalent at the lower strain rates. A mechanism of increased flow stress and work hardening in the austenite of the matrix is proposed to explain the higher strength of the samples at high strain rates, where significantly less martensite is formed in the matrix.

Electronic circuits were developed and successfully utilized to record, store, and continuously transmit to a remote station physical information relating to the impacts of pebbles on the shell liners of an industrial pebble mill, and of electrical conduction in the mineral pulp. The information was obtained by the instrumentation of some of the bolts that are used to clamp the liner blocks and litter bars to the mill shell. The features associated with the impact and conduction signals have been interpreted, and it is shown that such signals can lead to continuous measurements of the volume of the load in an industrial mill. Information is given regarding the angular distribution of direct impacts of the pebbles onto the shell liners, the power required to promote impacts, the amount of material in flight, the impact velocity, and the average number of direct impacts with the shell liner that any given pebble undergoes in unit time in the given mill.

Occurrences of hazardous events (explosions of methane or coal dust, fires, outbursts) have been investigated and presented as a flow of events in time. It has been shown that flows of hazardous events in a long time span are homogeneous, stationary and no-after effect flows and can be considered as stationary Poisson flows. A flow of CH4/coal dust explosions that had happened for the last 27 years in Ukraine was analyzed. The explosions have been statistically processed. Practicability of agreement of statistical and theoretical data on mathematical expectation and mean square deviation of time interval between explosion and the explosion intensity has been stated. Probability of an emergency event in time is expressed through an exponential function, while mathematical expectation of an accident and mean square deviation of time interval between successive explosions are in inverse proportion to the accident intensity. Accident probability for practical purposes can be determined as a product of accident intensity by calculated time interval.

A fully instrumented laboratory drilling machine is described. It is designed to produce realistic drilling conditions with diamond microbits of 20 mm diameter. A computer-controlled data-logging system records the net power consumption, rotational velocity, bit thrust, torque, and penetration rate. Tests can be conducted under conditions of set thrust and rate of advance. In the tests reported, there is a significant correlation between the rock drilability and the measured rock properties of relative abrasion resistance and uniaxial compressive strength. Wear of a diamond bit is a crucial factor that cannot be determined simply from rock properties. Realistic drilability testing with appropriately scaled microbits is a convenient and economical way of evaluating diamond-bit performance and determining rock drilability.

Premier of the North-West Province, Mr Molefe, foreign dignitaries and guests, ladies and gentlemen. It is a pleasure and also a special honour for me to have been invited here this morning to make this address. The xv Congress of the Council of Mining and Metallurgical Institutions is, by its very nature, an extremely important event for the international minerals industry. But I believe that this specific Congress assumes an even greater significance because of the profound and far-reaching changes that have taken place in South Africa this year. These are exhilarating times, a period when so much in our country has altered and when so much has to be done so quickly to build positively on our bold political decisions.

The theme of the Congress was 'Resources and Technology', the intention being to highlight those basic technical aspects in the disciplines of geology, mining, extractive metallurgy, and metals technology that are required for successful mineral-based operations. The technical programme covered a fairly broad field, as is appropriate for the CMMI Congress, and was generally considered to be of a high professional standard; informative and, with the exception of some minor hitches, well-run. Parallel sessions were held in the four disciplines. All were well attended, and despite tight presentation schedules, certain valuable discussions developed.

INFACON XI has no doubt earned the distinction as the first such Congress in India. This prestigious occasion could become a reality of a long cherished dream of the Indian Ferroalloy Producers, consumers and ex-porters. The International Committee of Ferro Alloys (ICFA), South Africa, the august body for organising INFACON, every three years, could be convinced by the Indian Ferro Alloy Producers? Association (IFAPA) to award INFACON (XI) to India. This Congresss, organized by IFAPA, has opened a window for the Ferroalloy Community of India, the up-coming Asian Tiger, to register their strength and weakness to the world forum with the principal objectives of evolving long and short-term optimum road-maps for development. It is to be reckoned that India is poised to be a steel giant by 2020 when it is envisaged that the steel production may reach a level of 120 million tons of which significant proportion has to be in the categories of alloy and special steels, requiring standard and high grade ferroalloys. Keeping the above objective in view, the theme of this Congress has been rightfully designed as ?Innovations in Ferro Alloy Industry.? This Congress has also earned a distinction of more than eighty papers, finally selected for inclusion in the Proceedings. More than 100 internationally and nationally reputed experts in the field of ferroalloys (technology and manufacturing practices as well as world scenario) have been approached for critical review of abstracts and selection for the proceedings. It needs to be mentioned without the cooperation received from ICFA the high standard of INFACON could not have been assured. The papers are suitably grouped under seventeen heads, starting from world situation to production and operation followed by present and future technologies and finally to modelling and simulation. It is a Herculean task to the Technical Committee to fit these papers in proper sequence. The Commit-tee members kept no stone unturned to ensure the cogency with the subject matters and at the same timekeeping the flexibility of interests of the participant, especially in the context of three parallel sessions. The Proceedings containing only refereed papers of high quality, will serve the entire gamut of ferroalloy industry and will also highlight the present status of concerned countries. The areas of attention to make the industries globally competitive and at the same time laying emphasis on the prevailing practices, will help the industry leaders to formulate an appropriate global approach. Following the break-through step, instilled by INFACON XI, the Proceedings will be available both in bound and in searchable electronic CD-ROM format. I, as the Chairman of the Technical Committee would like to express thanks and high appreciation to all the Committee members for their whole hearted efforts in all respects without which it would not have been possible to complete these proceedings in the scheduled time. Technical Committee desires to place on record their gratitude to Organising Committee for their synergic cooperation all through in successfully executing multifarious tasks, associated with such a grand international technical Congress.
