The Galore Creek copper deposits lie in the Stikine River district of northwest British Columbia, a largely undeveloped region which possesses rugged mountain terrain with deeply incised valleys which support dense undergrowth. Timberline is normally at about 1300 m (4265 ft) and the higher levels contain glacial systems and large ice fields with peaks rising to 3500 m (I 1,483 ft). A location map of the Galore Creek area is given in Fig. 1. In the late 1920s, field parties under the direction of F.A. Kerr (1948) of the Geological Survey of Canada completed geological surveys of the district. Primary access for this work was provided by riverboats on the Stikine and Iskut Rivers. Kerr's party had to contend with extremely difficult travel conditions that required considerable backpacking, augmented by pack dogs in certain cases. Absence of ground control led Kerr to establish his own topographic maps. Among the geological data established was the recognition [ ] that small bodies of orthoclase porphyry in the district are often well mineralized with base metal sulfides. Copper mineralization in the upper Galore Creek valley, a tributary of Scud River which flows into the Stikine River some 80 km (50 miles) south of the small settlement of Telegraph Creek, was originally discovered during aerial reconnaissance by M. Morrison and W. Buckholz while prospecting for Hudson Bay Exploration and Development Co. Ltd. in 1955. Malachite- and azurite-stained out- crops in several parts of the Galore Creek watershed are clearly visible from distances of 500 m ( 1640 ft) or more. Claims were staked in 1956 and the copper showings were partly mapped, trenched, and investigated by shallow diamond drilling. Because of the remoteness of the area and higher priorities for expenditures elsewhere, no further work was undertaken and most of the claims were allowed to expire.

Freeport Minerals Co.'s Ertsberg East underground operation typifies the cliche that all the "easy" ore deposits have already been found. Despite its location, in a remote Indonesian rain forest, and the effort and expense required to develop the ore body, the mine was developed on schedule, under budget, and with minimal disruption of the adjacent open-pit mining operation. Development of the Ertsberg East copper, gold, and silver ore body took less than two years after exploration drilling and feasibility studies were completed. In addition, the project came in well under its targeted budget of $101.5 million. Initial block caving and underground ore production took place last year. About 3 kt/d of Ertsberg's total 8.6 kt/d ore production is currently mined underground. This will increase to 5.4 kt/d by year's end. Underground operations will eventually account for all of Ertsberg's production, as the open-pit ore body is depleted. Freeport Minerals is currently studying the possibility of increasing total Ertsberg East production tonnage to 10.5 kt/d by 1983. The equipment, work practices, and development methods at Ertsberg East (Gunung Bijih Timur or "GBT"), while typical of other block caving mines, were modified for rapid mine development and maximum ore recovery. Located in the Irian Jaya province, "Gunung Bijih" is the Indonesian expression for the Dutch "Ertsberg" that in English means "ore mountain." "Timur" means "east" and relates to the fact that the new underground ore body lies about 1 km east of the open pit. The area surrounding GBT is mountainous, with peaks from 4.2-5 km. The underground mine adit and surface plant are located at a 3.6-km elevation. The mine, 4° south of the equator, gets 5.1 m/a of rain, but has an average daily temperature of only 13°C because of the mine's elevation.

As most of you have probably surmised from the title of my paper, I am here today to talk with you about the use of diesel engines in the American mining industry and whether or not the free choice to use such equipment will continue to be available to mine operators. Of course, I will present to you my prepared remarks, however, these remarks may be essentially academic in light of a news release, parts of which I would like to read to you. Washington, D. C., The Department of Health, Education, and Welfare today announced proposed new regulations to reduce occupational health risks to workers in the U. S. mining industries by requiring the removal of all diesel powered equipment from American mines by December 31st "While we do not have complete and conclusive information to quantify these health risks we feel it is prudent to undertake this restriction on the use of diesel powered equipment without waiting for the completion of studies that are currently underway to identify and quantify these health risks," said a Department spokesman. HEW has been concerned about the health risks of diesel emissions in the underground coal mines for some time and have investigations underway designed to conclusively demonstrate the nature and magnitude of any health risks. However, HEW has decided to proceed with these regulations without waiting for the final results of these investigations. Further, HEW feels there is sufficient probability that diesel health risks do exist in all mining applications and consequently, the proposed regulations will apply to all surface and underground mining operations. It goes on a little further and indicates that due to the necessity of finalizing these regulations without delay, a period of fifteen days has been provided to receive comments regarding these proposed regulations.

This report is based on experience developed on the construction of one contract for the Buffalo, New York subway. The Buffalo subway is under construction for the Niagara Frontier Transportation Authority and is called the LRRT-Light Rail Rapid Transit or more commonly the Metro. The Initial Route of the Buffalo subway construction started early in 1979 and is scheduled for completion in May, 1984. The initial system includes 5.2 miles of underground construction, 1.3 miles at grade for a total of 6.5 miles of subway system. A total of fourteen stations, eight underground and six at grade are included on the system. The Initial Route has a planned expansion to 17.3 miles in the future. On January 15, 1979, a Joint Venture of S & M Constructors, Inc., Solon, Ohio, James McHugh Construction Co., Chicago, Illinois, and Kenny Construction Company, Wheeling, Illinois, was awarded contract 100031, the Line Tunnels from Amherst Street to South Campus in northcentral Buffalo between Delaware Park and the State University, (see Fig. 1, Location Plan) This $35,000,000.00 contract was designed by Hatch Associates Consultants, Inc., Buffalo, N.Y. The Notice to Proceed was issued January 15, 1979 and the scheduled completion date is August 18, 1981. The project consists of two parallel rock tunnels with a minimum excavated diam of 18 ft 0 in. and a final concrete lining of 16 ft 0 in. diam. The tunnels total 14,630 linear ft. In addition to the tunnels, contract C-31 includes four shafts, an underground pump station, three cross passage connections, and other minor work items. Performance monitoring, operational practices and ongoing collection of geologic data in open pit slopes all provide valuable information for quantifying potential steepening of subsequent slopes. Mining at the Goldstrike open pit has been ongoing since the early 1980’s, with its share of slope instabilities. In areas where slopes have remained stable, consideration has been made for potential slope steepening of final walls. With the proper available equipment, steepening of bench face angles via pre-split blasting is not an uncommon method for steepening of inter-ramp slope angles. As an alternative at Goldstrike, the commonly used Modified Ritchie Criteria for empirical catch bench width has been adjusted resulting in quantified, rock specific formulas for bench width and rock fall berm placement. The result is an inter-ramp slope angle increase of 2 degrees on a 300m high slope, without the necessary purchases and procedural changes that would be required for pre-split drilling and blasting. The result has shown significant net benefits through reduction in mined waste tons and an increase in gold reserves. Location The Goldstrike open pit is located on the Carlin Trend gold belt in northeastern Nevada USA (Figure 1). The mine has produced over 43 million ounces (1.2M kg) of gold during the past 30 years. Engineering Geology Stratigraphy Figure 2 is a stratigraphic section of the rocks in the Goldstrike open pit. Quaternary alluvium and Miocene materials typically are poorly indurated stiff soils and are not present in all locations. Bedrock units consist of siltstones, mudstones, sandstones and cherts. From top down the major units exposed in the open pit are the Vinini Formation, the Rodeo Creek Unit, and the Popovich Formation. In general, rock mass strength increases with depth.

INTRODUCTION The Empire Mine is an iron ore mining, concentrating and pelletizing facility operated by The Cleveland-Cliffs Iron Company in the Upper Peninsula of Michigan. Owners of the mine are Inland Steel, LTV Steel, Wheeling-Pittsburgh Steel and Cleveland-Cliff s. The orebody is a fine-grained, low grade iron formation with magnetite as the primary constituent. Also present are iron carbonates, iron silicates, chert, hematite, goethite and quartz. The original six concentrating lines were started in late 1963. Successive expansions of ten lines in 1967, five lines in 1974 and 3 lines in 1979 have resulted in Empire reaching a present annual capacity of 8.0 million long tons of pellets. The Empire flowsheet was developed over several years of laboratory bench testing, pilot plant testing and testing of a full-scale primary autogenous grinding circuit. Since the original flowsheet was established, modifications have been made based on pilot plant and full-scale plant tests. The present flowsheet for three sections of the concentrator consists of one stage of crushing, two stages of closed circuit autogenous grinding, two stages of magnetic separation, one stage of hydraulic concentration and two stages of flotation (rougher and scavenger). The flowsheet for the fourth section of the concentrator (Empire 4) is the same as the first three sections, except a crusher has been added to crush excess pebbles. The Empire 4 flowsheet appears in the at- tached figure. PRIMARY GRINDING CIRCUIT FLOWSHEET Empire has a total of 24 individual grinding lines. However, at the present time, Line 1 is not being used for processing crude ore. The primary mill on Line 1 is now grinding flux stone for fluxed pellet production and the secondary mill is being used as a ball mill to grind rougher flotation tailings prior to a scavenger flotation circuit.

In recent years, the bioleaching of sulfidic raw materials has been of great interest. However, the application of this biotechnology is now very limited for many different complex reasons. The mechanism of the chemical and electrochemical reactions taking part in the process is not well understood. The application of electrochemical techniques is useful in its elucidation. Among the common sulfides, galena has been studied very little with respect to its behavior during bioleaching. Therefore, the electrochemical evolution of massive electrodes of lead sulfide in the presence and absence of' a mixed culture of mesophilic microorganisms was investi¬gated by the application of potentiometry, anodic and ca¬thodic polarization and cyclic voltammetry. The agitation rate, the use of pH control and the composition of the nutrient mediums did not have any significant affects on the oxidation of galena. However, the temperature (25 'to 45 °C), the scan rate (4 to 100 mV/s) and the acid used to adjust the pH were significant variables that influenced sulfide oxidation. There¬fore, the peak (600 to 1,000 mV) corresponding to the oxida¬tion of sulfide ions from the mineral was only detected in the presence of a complexing anion of lead. In the presence of bacteria, the peaks corresponding to galena oxidation de¬creased and, at the same time, new peaks appeared both during the oxidation at -300 mV and during the reduction of the mineral surface at 150 and -300 mV. These signals were more important when the attack time increased. The rest potential of bioleached mineral increased with an increase in leaching time, which was related to the electrochemical transformation of the galena surface.

He has previously held senior management positions with Trans- African Mining Ltd., Anglo American Corporation, Consolidation Coal Company, Smith International Inc., Adams Resources Inc., and Golder Associates. John started his mining career as a coal miner in the coal fields of northern England. Dr. Wilson received his bachelor of science degree from the University of Durham, his master's degree from the University of Newcastle Upon Tyne, and his doctorate from the University of Witwatersrand, all in mining engineering. Today, Dr. Wilson is going to address the subject "Hiring Recent College Graduates Versus Hiring Experienced Mining Engineers." Please welcome Dr. Wilson. DR. JOHN WILSON: The advantages and disadvantages of hiring engineers directly out of school or those with some experience are often discussed among mining company managers. The choice is essentially dependent on the culture of each company, the company's maturity and strategic direction, and the growth or phaseout plans in vogue at the time of the decision. Generally, major, established mining companies employ entry-level college graduates and train them, introduce them to company culture, include them in a succession plan to replace retirees, fill vacancies, and provide management to direct future growth of the company. However, some large companies take a different approach. During restructuring, down-sizing, etc., some companies do not hire college graduates directly from school. Rather, they tend to recruit from other companies or absorb valuable personnel available following acquisitions or mergers. While this is a logical approach, it seldom provides for the future management and leadership needs of the company. A clear example of this failure is found when reviewing the hiring practices, or lack thereof, in the coal industry of the 1950s.

Location Xiaolangdi is located in the Henan province of the People’s Republic of China. The distance between Xiaolangdi and the capital of Henan, Zhengzhou, is about200 km. Xiaolangdi is located on the Yellow River at the end of its big characteristic knee. It can be easily found on the map by locating Luoyang. The closest big city to Xiaolangdi is Luoyang (about 45 km). This city has about1 million inhabitants and is well known also to foreigners for its famous historical past. It has been the capital of China through 10 dynasties in former times. Overview The Xiaolangdi Multipurpose Dam Project is located at the last gorge of the middle reach of the Yellow River. The main purposes of the project are: -flood control, - ice jam control, - sediment control, - irrigation, - water supply, - hydroelectric power generation. The project consists of many structures, these are 10 intake towers, 9 flood &sediment tunnels, 6 power tunnels, 1 underground powerhouse, and 1 zone dearth and rockfill dam with a sloping impervious core, 154m high, with a crest length of 1317m. The powerhouse mainly features 6 turbine and generator units of 300 MW, totalling installed capacity of 1800 MW and annual energy output of5.1 GWH. The total storage capacity of the reservoir is 12.65 billion m³ of which 5.1billion m³ is live storage. Of the Yellow River drainage basin, 694,000 km2 or 92,3percent is located upstream of Xiaolangdi Dam Site. Xiaolangdi is located in a key position for flood and sediment control of the Yellow River. Upon completion, Xiaolangdi Dam and Reservoir will effectively mitigate catastrophic floods, the control level will be increased from the present less than 100-year return period up to 10,000 years. INTRODUCTION - CURRENT RAISE BORING PRACTICES Raise boring is a comparatively new tool to the underground mining and construction industries. Underground raise boring, in this country, had its beginning in the early 1960's, in the iron mines of Michigan. These first raises were bored 40 in. and 48 in. in diameter with maximum lengths of approximately 200 ft. Since the late "sixties", the raise boring machine has been accepted by the mining industry as an important machine to increase excavation rates, provide adequate ventilation airways, improve safety, and reduce costs, to name a few of the benefits. The construction industry is now accepting raise boring techniques for hydro-electric power projects, water supply projects, tunnel projects, waste water projects, etc. Raise drills are now capable of boring raises to diameters as much as 12 ft, in the softer rock types. Raise lengths range from 200 ft to as long as 1700 ft. Bored raises, in general, are bored at dip angles ranging from 45º to 90º, depending on the requirement of the raise. The general practice is to drill the pilot hole down to an opening below and up ream the pilot hole to the required diameter. The pilot hole (9-7/8", 9", 11", or 12-1/4" diameter) is generally drilled with compressed air to remove the cuttings. In the event that ground water is encountered and removal of cuttings is impeded, a foaming agent is added to assist in lifting the cuttings. When excessive water is encountered, water is used as the circulation medium and the cuttings are removed by pumping. During the reaming cycle, the cuttings fall by gravity and are removed from the bottom of the raise by conventional methods.

In west-central England, 183 m (600 ft) below the Cheshire Plain, lie the evaporate remains of an ancient sea. Stratified into nine beds of salt separated by marl bands, the deposit stretches roughly 21 x 12 km (13 x 7.5 miles) and contains reserves of rock salt estimated as high as 400 Gt (440 billion st). The Winsford Salt Works, one of England's largest underground mines, extracts the Cheshire salt and sells it for use as animal feed, for application in de-icing programs, and as a key ingredient in sodium fertilizer production and a variety of other industrial processes. Because road de-icing is an important market, demand for Winsford's salt varies with the severity of British winters. Design capacity is 2.25 Mt/a (2.5 million/year). However, production peaked at 2 Mt (2.2 million st) in 1987. Over the past five years, annual production has averaged 1.6 Mt (1.7 million st). Run-of-mine salt averages 92.5% NaCl, mixed with about 5% marl. The marl was formed by deposition of a reddish dust blown into the Cheshire basin from deserts in what is now central Europe. Association with the marl adds color to the salt, producing tea-colored crystals that resemble unrefined sugar. Adaptation of coal mining systems Rock salt mining in the Winsford district began at least as early as 1682. Mining at the current site dates from 1844 but was shut down from 1892 to 1928. In the early 1900s, a series of catastrophic collapses and floods plagued and ultimately shut down then-active Cheshire brine-salt producers. Subsequently, Winsford reopened and began adapting mechanized underground coal mining systems to rock salt extraction.

INTRODUCTION This paper traces the application of High Pressure Grinding Rolls (HPGR) at industrial and pilot scale in Australia. The Argyle Diamond Mine installed the first of two smooth segmented HPGRs during 1990 in an open-circuit secondary-tertiary crushing application to increase throughput. In 2002 a third HPGR was added to improve liberation and so increase the recovery of smaller diamonds. The latest improvements in wear technology (tyre with tungsten carbide studs) were incorporated in the design of this machine. Extensive HPGR pilot-plant trials were undertaken during the 1990s at both the Kalgoorlie Consolidate Gold Mine and the Boddington Gold Mine. The purpose of these trials was to evaluate HPGR as a method to increase throughput, as an alternative to SAG milling, and also to ascertain if downstream benefits existed. One of the challenges for HPGR circuit designers is to translate what occurs at small laboratory and pilot scale into what is likely to happen in a full-scale circuit. Scale-up from pilot machine results is normally recommended by manufacturers. However, such tests need relatively large quantities of material, particularly if meaningful data on wear are to be obtained. Laboratory tests are preferable, as they need relatively small quantities of ore, but may be questioned in terms of how they relate to full-scale operation. Modelling and simulation have played a particularly important role in this respect in Australia. Models are available which have proven to be very accurate at being able to scale throughput and specific energy response from laboratory to industrial machines. More recently, work in Australia has also been done in developing a model which has the potential to scale laboratory wear data as well.

Arseno Processing Ltd. has developed process technology for the extraction of gold from refractory ores and concentrates. These ores, which do not respond to conventional extraction processes, are rapidly becoming the primary targets for mining companies wishing to become significant gold producers. It has recently been estimated that by the mid 1990's, the annual gold production from the Pacific Basin Epithermal Arc in southeast Asia could be as high as 550 tonnes. Within this area the Porgera deposit under development by Placer, Renison and MIM, and the Lihir Island deposit under development by Kennecott have been shown to be refractory and require pretreatment before the gold can be extracted. The additional deposits which are now starting to be developed in this area are also expected to require such pretreatment. The Arseno process promises to be an economical pretreatment for these ores and to result in the maximum achievable gold recovery. Numerous refractory deposits are also known in Australia, North America, China and other parts of the world. Samples from many deposits throughout the world have been tested using the Arseno process conditions and the consistently successful results have demonstrated its widespread application. The samples which have been tested include ores in which the gold is locked in pyrite, marcasite or arsenopyrite. The process is insensitive to the sulphur content of the feed. Feed materials containing from 1 % to 50% sulphur have been tested successfully with the process. In the Arseno refractory gold process, sulphide minerals are dissolved so that the contained gold becomes accessible for subs7qu7nt gold recovery. This gold recovery is achieved by cyamdat1on of the process residue. For many of the materials which have been tested, gold extractions in excess of 95% have been achieved.

The Howe Coal Company located in Leflore County, Oklahoma is mining the Oklahoma Lower Hartshorne Coal bed which ranges in thickness from 38" to 42" and dips approximately 7 degrees to the Northeast. The Lower Hartshorne bed lies within the Hartshorne sandstone in Oklahoma but is as much as 60 feet above this sandstone formation in Arkansas. This coal bed extends throughout the Arkansas Oklahoma coal basin, which is about 50 miles wide and 180 miles long and progresses from a semi anthracite in Arkansas to a low-volatile coal in the eastern part of the Oklahoma to a high-volatile coal in the western area. The Howe Mine #1 in the eastern area is mining a low-volatile bituminous coal which has been used as metallurgical coal since the early 1900's as evidence of Bee-hive coke ovens still remain near the town Howe, a few miles northwest of the mine site. The Howe Mine is the first mine in the area to use modern mining equipment, however, numerous punch mines have been worked along the outcrop south of the mine site dating from 1900 with the last closing in 1965. The coal characteristics of the Lower Hartshorne rival the Pocahontas seam in chemistry and coking qualities. This paper will be concerned with the preparation of the coal for the Japanese steel market. The three man crew necessary to operate the plant are the operator, the helper, and the equipment operator needed to feed the raw coal hopper. An additional equipment operator is available on the day shift for coal loading and moving the clean coal to the storage pile as the area under the clean coal belt is only large enough for 1 shifts production. We are at present running the plant on a 2 shift per day basis.

Introduction Electrostatic separation is the selective sorting of solid species by means of utilizing forces acting on charged or polarized bodies under the influence of an electric field. Electrostatic separation is effected by adjusting those forces acting on particles due to the electric field as well as co-acting forces such as gravity or centrifugal forces so that the different species will have different trajectories at some predetermined time. Electrostatic separations can be broadly defined as being either electrophoretic or dielectrophoretic. Electrophoresis is the separation of charged particles in an electric field, whereas dielectrophoresis is the separation of neutral particles in an electric field1. Examples of an electrophoretic separation can be found with sepa¬rations that use corona charging (ion bombardment), contact charging (triboelectric) and conductive induction. Dielectrophoresis motions are due to the stress and repositioning of charges, i.e. polarization of a neutral particle when exposed to a non-uniform electric field. Separations made using corona discharge devices are often called high-tension, electrodynamic or ion bombardment separations. These are the most prevalent in use today in mineral processing. Dielectrophoretic separation of most minerals is based on differences in dielectric constants of the solid species and usually requires the use of expensive intermediate dielectric fluids. Dielectrophoresis has not been employed for industrial mineral separations, though its effects pose interesting possibilities1, and pilot-plant units developed by the U.S.B.M. are available for testing2. Our discussion will be limited to the three forms of electrophoresis found in commercial practice. Typical Industrial Separations Typical industrial applications of electrostatic separation are: 1. Dry concentration of heavy minerals: ilmenite, rutile, zircon, monazite, xenotime, columbite-tantalite, cassiterite, hematite, scheelite and others. 2. Separation of salts: halite-sylvite, etc. 3. In 1911, Miami Copper Co. began a block caving operation at its Miami, AZ property. A gravity mill was used to separate copper minerals from the Pinal Schist host rock. Until 1932, the mill tailings were deposited by the upstream method using perimeter launders and spigot valves in six canyons adjacent to the mill. In 1928, the larger and more distant Solitude tailing pile was developed. By 1932, it was receiving all tailings. In 1925, Miami Copper converted the gravity mill to flotation with sulfide copper recoveries. From 1934 to 1943, Miami, Copper ran a leach-precipitate float (LPF) circuit on mined ore and, in 1943, began sulfuric acid in-place leaching of a portion of the caved area formed by block caving. The pregnant solutions were collected underground and pumped to the LPF precipitating drums to harvest copper. In 1954, the company started mining low-grade ore. This led to the running an old LPF plant on select mill tailings from April 1957 to March 1959. In 1959, block-cave mining ceased. Solution mining became the only source of production using a launder precipitation plant. In the mid-1960s, Miami Copper merged with the Tennessee Corp. In the latter part of the decade, Cities Service Co. bought the combined properties. In 1976, Cities Service commissioned a 15-t/d (16.5-stpd) solvent extraction electrowinning(SX-EW) facility at its Miami copper property to replace the precipitation plant. In 1982, Occidental Petroleum Co. bought Cities Service. In 1983, the Miami operations were sold to Newmont Mining Corp. and set up as a subsidiary company, Pinto Valley Copper Corp. Finally, in 1987, Newmont Mining spun off a combined Pinto Valley and San Manuel unit as Magma Copper Co.

The restoration of surface mining landscapes requires the (re)creation of ecosystems. In Lusatia (eastern Germany), large-scale open-cast lignite mining operations generated spoil dumps widely consisting of acidified, phytotoxic substrates. Amelioration and rehabilitation measures have been developed and applied to these substrates since the 1950s. However, it is still not clear whether these approaches are sustainable. This paper reports on collaborative research work into the ecological potential of forest ecosystem development on typical minesites in the Lusatian lignite district. At first sight, pine stands on minesites along a chronosequence comprising about 35 years did not show differences when compared with stands on non-mined sites of the general region. Furthermore, with some modification, conceptual models for flora and fauna succession in forest stands on non-mined sites seem to be applicable, at least for the early stages of forest ecosystem development. For example, soil organism abundance and activity at minesites had already reached levels typical of non-mined sites after about 20-30 years. In contrast, mine soils are very different from non-mined soils of the test region. Chemically, mine soil development is dominated by processes originating from pyrite oxidation. Geogenic, i.e. lignitic, soil organic carbon was shown to substitute for some functions of pedogenic soil organic matter. Rooting was hampered but not completely impeded in strongly acidified soil compartments. Roots and mycorrhizae are apparently able to make use of the characteristic heterogeneity of young mine soils. Considering these recent results and the knowledge accumulated during more than 30 years of research on minesite rehabilitation internationally, it can be stated that minesite restoration might be used as an ideal case study for forest ecosystem development starting at "point zero" on "terra nova".

The U.S. Bureau of Mines investigated the influence of atmospheric pressure changes on methane gas migration through mine seals at a mine site located in the Pittsburgh Coalbed. The mine gained access to a coal reserve through part of an abandoned mine and constructed nine seals to isolate the extensive old workings from the active mine area. Underground problems were experienced when atmospheric pressure fell, causing methane gas to migrate around the seals and into the active workings. During mining operations, methane gas levels exceeded legal limits and coal production was halted until the ventilation system could be improved. When mining resumed with increased air flow, methane gas concentrations occasionally exceeded the legal limits and production had to be halted until the methane level fell within the mandated limit. To assist the ventilation system, a pressure relief borehole located in the abandoned workings near the mine seals was proposed. Preliminary estimates by a gob gas simulator (computer model) suggested that a 0.76 m (2.5 ft) diameter pressure relief borehole with an exhaust fan would be necessary to remove enough methane from the abandoned area so that the ventilation system could dilute the gas in the active workings. However, by monitoring methane gas emissions and seal pressure, during periods of low atmospheric pressure, the amount of methane gas that migrated into the active mine workings was calculated. Researchers then determined that a relief borehole, 20.3 cm (8-in) with an exhaust fan could remove at least twice the maximum measured volume of migrating methane gas. Because gas concentrations in the abandoned workings could potentially reach explosive limits, it was proposed that the mine eliminate the exhaust fan. Installation of the recommended borehole and enlarging two other ventilation boreholes located in the abandoned area reduced methane gas leakage through the seals by at least 63%.

Igarape Bahia Mine, which is currently the largest gold producer in Brazil, belongs to Companhia Vale do Rio Doce - CVRD and is situated 250 miles south of Belem, state of Para, Brazil. It came into operation in 1992 with the startup of the CIP plant, fed with high grade ore, presently at 3.4gAu/t. The ore is totally oxidized, containing extremely fine particles of free gold. The ore is soft and low cyanide consumer, with a maximum work index of 12kwh/sht. In 1993 a Heap Leaching Plant was set into operation, handling low grade ore of · 1.s g Ault. The Heap Leaching Plant has undergone two major expansions. In 1994 its capacity was raised from lMtpy to 2,2Mtpy and in 1998, with a thorough remodeling of crushing operations, it was raised again to 3.5Mtpy. The CIP plant, which was originally designed with a capacity for l. lMtpy of ore, was expanded to a 2.2Mtpy capacity in 1994. Presently, the CIP plant accounts for most of Igarape Bahia's total gold output, with approximately 220,000oz per year. Igarape Bahia's annual output is around 360.000 oz. Over the last three years, work has been intensified to improve performance of both processes, aiming at maximizing productivity of the two industrial plants. Reduced costs and increased revenues have been given a special emphasis in the unified improvement program. Cost · reduction has involved developing methodologies to rationalize consumption of materials and inputs, while increased productivity has been given top priority as a means of generating increasing revenues. Thus, all of the improvement and development efforts have had a common goal: to increase operating income.

Since its passage, the Mining Law of 1872 has been modified several times to meet the changing needs of America's society and economy. Despite the fact that it continues to provide an effective framework for a robust US exploration and mining industry, the mining law continues to be criticized in some quarters as outdated. Pressure to reform the Mining Law of 1872 has reached new levels in recent years. Many proposals for reform of the law have been introduced during the 1990s. None, though, have been enacted. The issue will not likely disappear and is certain to be raised during the 105th Congress. To provide a better understanding of the status of current congressional reform proposals, this article presents an overview of the major moments in the history of mining laws in the western United States - from the days before the 1872 mining law and the days following its promulgation, to the current dilemma over mining law reform. The future of the mining law is assessed as are the interests at stake for the modern mining industry. Mining before 1872 No discussion of the Mining Law of 1872 is complete without some historical background to provide an understanding of the origins of this unique law. There was plenty of mining activity on the public lands before the mining law was enacted. At first, the federal government's policy was to allow all miners to work freely on the public lands and to resolve disputes among themselves. In this "hands off" environment, miners operated according to laws they promulgated. These were based on previous experiences in Europe and Mexico.
