"Impact and Benefit Agreements (IBAs) are intended to be a negotiated agreement between an industrial proponent and a community, local or regional citizens’ organization. Although the elements have grown over the past two decades from a simple agreement to exceedingly complex legal frameworks, the intention remains the same: to outline the roles and responsibilities of the two stakeholders and the natural resource development on their lands beyond environmental assessment. These agreements were born out of comprehensive indigenous land claims and have become the cornerstone of community engagement today in most indigenous nations. In the case of mixed communities, those that have beneficiaries of land claims and those who are not, social acceptance remains uneven and reflective of an unequal distribution of decision-making power (political ecology). This Differential Social License can cause conflict and a breakdown of the societal fabric that binds communities of diverse populations, resulting in inequality, fictitious wealth generation and failure of infrastructure. This paper presents a case study of how the development of Differential Social License developed in the Hamlet of Cambridge Bay, Nunavut as a result of an IBA negotiated between Tahera Diamond Corp. and the Kitikmeot Inuit Organisation in 2004 for the Jericho Diamond Mine.Introduction / Background Social license (social license to operate or SLO) has become an essential part of the social governance ‘toolkit’ demanded by mining stakeholders in today’s world. Stakeholders are now insistent that companies operate more closely under the tenets of sustainable development and provide for an increased level of community participation. Social license is not simply a matter of communicating with a community, to earn its consent for or acceptance of a project. It requires that we engage with the individuals and organisations who ally themselves with communities, or who sometimes side with dissident factions of a community. SLO is a process associated with and informed by political ecology or the recognition that unequal decision-making power exists amongst stakeholders."

A study was conducted to examine the potential of diesel emissions control strategies based on retrofitting existing power packages with exhaust aftertreatment devices and repowering with advanced power packages. The retrofit systems, a diesel oxidation catalyst (DOC) and diesel particulate filter (DPF), were evaluated individually using a US EPA tier 2 (ter 2) engine operated under four steady-state conditions and one transient cycle. The DOC effectively curtailed emissions of CO, and to some extent organic carbon (OC), elemental carbon (EC), and aerosol number concentration. The DPF system offered substantially higher reductions in OC and EC mass and aerosol number concentrations. Both, the DOC and DPF achieved reductions in the aforementioned emissions without adversely affecting emissions of NO2 and nano-sized aerosols. The strategy of repowering with an advanced system was examined using a US EPA tier 4 final (tier 4f) engine equipped with a cooled exhaust gas recirculation system and diesel exhaust fluid-based selective catalytic reduction system, but not with a DPF system. The tier 4f engine contributed substantially less than the tier 2 engine to the EC and OC mass, aerosol number, and CO, NO, and NO2 concentrations. The tier 4f engine was very effective in reducing aerosol mass, NO, and NO2 concentrations, but it was not equally effective in reducing aerosol number concentrations. The implementation of viable exhaust after treatment systems and advanced diesel power packages could be instrumental to the underground mining industry to secure a clean, economical, and dependable source of power for mobile equipment.

In vertical airways, falling material - solids-or water - may cause undesirable disturbances in the ventilation in the airway itself and also in neig¬bouring airways unless precautions are taken to stabilize the air flow. Such cases can occur, for example, - in shaft sinking by drilling from a pilot hole, - during the filling up of shafts, and - during the introduction of water into shafts in the case of mine fires. In an airway with upward ventilation the falling material will reduce the air flow and may even re¬verse its direction. In an airway with downward ventilation the air flow can only increase, but a reversal of the direction of ventilation may result in a parallel airway. These disturbances in the normal ventilation are undesirable as it must be the aim to have ventilation that is stable in quantity and direction throughout a mine. In order to be able to prepare suitable stabilization measures one must know the pressure generated by the falling material; this pressure will henceforth be called "aeromotive" pressure. The main factors determining the influence of falling material on the ventilation are - the amount of falling material and its height of fall, - the cross sectional area of the airway, - the pressure. difference prevailing in it, - the-position of the. airway in the ventilation. network, - the air velocity, and - other parameters, e. g. the density and grain size of the falling material. To determine the aeromotive pressure-measurements have been made underground during the sinking and filling of shafts and systematic studies have been carried out during the supply of water into a staple shaft. The present paper deals first with some fundamental theoretical considerations and then describes the measuring arrangements and the results of the series of experiments that have been carried out.

INTRODUCTION The Falconbridge mine ore body extends about 1.6 km (1 mile) in length and the deepest developed ore is on the 6050 level below surface. The ore zone varies in width from a few inches to over 30 m (100 ft) and the average width is 4.9 m (16 ft). Access levels are driven in the ore at 53.3-m (175-ft) intervals. The principal method of mining is overhand longitudinal cut-¬and-fill. Prior to 1962 timber square-set stoping as a secondary extraction method was used for about 15% of the total production. Undercut-and-fill was intro¬duced at Falconbridge in 1962 as a potential replace¬ment for the square-set method in heavy ground. The undercut-and-fill method was developed by Inco in the 1950s, its principal application being to transverse pillar mining. Falconbridge made modifications to this method. A feature of the mine is the No. 1 flat fault which dips 0.79 rad (45°) towards the northeast. The main characteristic of the fault is the presence of large swells of ore directly under the plane of the fault. The ground under the fault area is highly fractured and associated with massive sulfides. In the past, the ore under the fault was recovered, with difficulty, by either tight cut¬and-fill or square-set stoping. In the 1970s these meth¬ods were supplanted to a large degree by the under-cut-¬and-fill method. An advantage of the current undercut-and-fill method which uses cemented fill compared to the cut-and-fill and square-set methods is the reduction of dilution due to better control of the walls. At Falconbridge mine, it is estimated that the grade of ore produced by undercut¬and-fill is improved by approximately 10% over other methods. Where undercut-and-fill is used in very weak ground, a much greater improvement in grade can be expected. Table I shows mining production for 1974. The undercut-and-fill method was first used at Falconbridge during 1962. The first longitudinal stope was prepared for undercutting by laying down laminated beams the length of the stope and installing a lagging mat floor on top of the beams. Unconsolidated tailings fill was poured on top of the mat floor. As the cut ad¬vanced under the floor, heavy posts were placed under the laminated beams at 1.8-m (6-ft) intervals. During 1966, a radical change was made to the method when tailings fill, consolidated with portland cement, replaced the unconsolidated fill. This development eliminated the laminated beams and heavy mat floor and greatly im¬proved the stability of the stope. This system, with minor variations, is currently used at Falconbridge mine. APPLICATION The undercut-and-fill method is used to mine in¬competent ground, sills or floor pillars under mined-out levels, or a block of ore isolated between levels. It is occasionally used to advantage in sequencing produc¬tion from various mining blocks. This is done by mining a block of ore cut-and-fill method and at the same time mining the ore block directly underneath by the under¬cut-and-fill method. The undercut-and-fill mill holes at Falconbridge are either boreholes, stripped timbered raises, or steel mill holes. Boreholes and rock raises tend to slough in heavy and broken ground which increases dilution when sloughing exceeds the ore width outline and also in¬creases the difficulty of moving down to start the new cut. For example, in one installation, a 1.2-m (4-ft) diam borehole sloughed to a size of 3.7 x 5.5 m (12 x 18 ft). The undercut-and-fill method usually requires a mill hole extending from the level below the ore to the top horizon of the ore block. The customary methods of providing a mill hole are: 1) A borehole is driven from level to level through the ore block and a chute installed on the bottom level (Fig. 1). 2) An existing raise is used as a mill hole. If the raise is timbered, a steel mill hole is installed inside the timber and tailings fill poured around the steel mill hole (Fig. 1). 3) An existing steel mill hole, situated at one end of a mined-out stope, is used as the mill hole for an ad¬jacent undercut-and-fill ore block. The mill hole posi¬tion is determined when planning the mining sequence of the first stope (Fig. 2).

Introduction There continues to be a large economic opportunity associated with improving process performance through advanced process control systems within the minerals industry. The basis for this opportunity lies in the inherently low efficiencies of many of the unit operations found in mineral processing plants as well as the continual variation that is present in the ores being processed. The ageless target of such control systems is improved recoveries and concentrate grades, higher processing rates and lower unit costs. Many plants are enjoying the benefits of modem, well functioning process control systems but few if any have achieved plant-wide optimization in an economical sense. As new process modeling and control technologies, such as neural networks, continue to evolve and develop, the potential for plant- wide optimization is becoming a closer reality. Neural network technology appears to have a significant potential in the general field of process control and control of mineral processing operations. Neural networks are an emerging technology that have been evolving out of the study of biological systems since the early 1940's. The first software simulation of neural computing networks was reported in 1956 by Nathanial Rochester of IBM Research during the first conference on artificial intelligence which was sponsored by the Rockefeller Foundation. Neural Networks Neural networks can be considered to be a class of computer program that perform their problem solving functions based on a rudimentary model of the human brain and how it solves problems. Traditional computer programs and even computers themselves solve problems or process data sequentially and in a deterministic manner. The human brain, on the other hand, processes data and solves problems in a massively parallel fashion. We think of computers normally in terms of having a single processing unit, sometimes a co-processor to assist in certain activities such as mathematical functions or communications, bytes of memory, processing speed and program/data storage size.

The solute-transport model OTIS and the reactive solute-transport model OTEQ were used to simulate geochemical conditions in Cement Creek, a tributary to the Anirnas River in Colorado. OTIS was used to depict instream zinc concentrations, and to simulate the effects of two remediation scenarios on zinc concentrations at the mouth of Cement Creek. These simulations do not account for effects of changing stream pH on metal concentrations. Preliminary simulations using OTEQ to account for instream pH changes were unsuccessful due to the spatial nature of mixing processes, and insufficient information about the thermodynamic properties of precipitates forming in mixing zones.

Utah statute defines sovereign lands as "those lands lying below the ordinary high water mark of navigable bodies of water at the date of statehood, and owned by the state by virtue of its sovereignty." The lands within the bed of Great Salt Lake (GSL) are, by this definition, sovereign lands, acquired at statehood in 1896 in accordance with the "equal footing" doctrine, granting each state control and ownership of navigable waters and the lands underneath those waters within its borders. Under public trust doctrine, the state, as trustee for the people, bears responsibility for preserving and protecting the right of the public to use of the waters for navigation, commerce, fishing, recreation, and wildlife habitat. Also by statute, sovereign lands are defined as "state lands," to be managed by "multiple use sustained-yield principles." The Division of Forestry, Fire and State Lands is given management authority for sovereign lands and, as manager, has responsibility to prepare comprehensive plans, initiate studies of the lake and its resources, implement comprehensive plans through state and local entities, and coordinate the activities of various divisions within the Department of Natural Resources (DNR). The Division of Forestry, Fire and State Lands also has responsibility for management of mineral leasing on sovereign lands. The many resources on the lake--water, minerals, wildlife, recreation, archeological and historical values--are managed by as many state agencies which occasionally creates conflicts. The brines of GSL contain several ions that crystalize into valuable minerals during evaporation. The major ions in the lake are, in order of relative abundance, chloride, sodium, sulfate, magnesium, and potassium. Mineral products which are currently extracted from lake brines are sodium chloride, magnesium chloride brine which can be sold as flake magnesium chloride or further processed into magnesium and chlorine gas, and potassium sulfate. Mineral products which have potential for extraction include gypsum, sodium sulfate, and trace amounts of lithium, boron, and bromine. The GSL contained an estimated 4.3 billion short tons (st) (3.9 billion metric tons [mt]) of dissolved salts in 1998. Utah Geological Survey (UGS) estimates of the dissolved salt content in GSL have fluctuated from 4.0 to 5.5 billion st (3.6 to 5.0 billion mt) due to the dynamic conditions in the lake as salts are precipitated and redissolved, and due to the diversion of brines from GSL, such as the West Desert Pumping Project. The lake has four areas of varying salinity, separated by dikes or other man-made structures: north arm and Stansbury Bay brines at near saturation (25 to 27 percent total dissolved solids [TDS]); the main body of the south arm with concentrations ranging from 7 to 15 percent TDS as lake elevations fluctuate; the waters in Farmington Bay at approximately 3 to 5 percent TDS; and Bear River Bay at <1 to 7 percent TDS. The percent TDS in Bear River Bay fluctuates with lake level, and changes in Bear River inflow. The transfer of salts from the south arm to the north arm has raised questions about the viability of the mineral and brine shrimp industries. The UGS and the U.S. Geological Survey (USGS) continue to monitor salinities at designated sites on the lake to document changing lake salinity. A recurrent theme is that placement of dikes and diversions can have significant and rapid impacts on various conditions in the lake. Hydrocarbon resources on the lake are significant, but presently undeveloped. The hydrocarbons are low gravity (4 to 9 degree API) and tar-like, contain high nitrogen concentrations, and up to 12 percent sulfur. The unusual characteristics of the oil have been the subject of studies by chemists at Weber State University and University Louis Pasteur de Strasbourg. However, these resources are difficult, and at present, uneconomic to extract using current technology because of the nature of the hydrocarbons, and production in "an offshore, highly saline environment." Oolitic sand deposits make up many of the beaches and shorelines around the lake. Because of their high calcium carbonate content, oolites have been used by Magnesium Corporation of America (MagCorp) and its predecessors for acid neutralization and dike construction. Oolites are also used in very minor amounts in flower drying. The Utah Division of Oil, Gas and Mining reports up to 130,000 st (118,000 mt) mined annually by MagCorp from U.S. Bureau of Land Management (BLM) lands adjacent to GSL. Currently, there are twelve producing mineral leases which generated slightly more than $1,000,000 in royalties during calendar year 1998. IMC Kalium Ogden Corp. (IMC Kalium) produces potassium sulfate and magnesium chloride from brines concentrated through solar evaporation in Bear River Bay and Clyman Bay. By-product sodium chloride is transferred to IMC Salt, which packages and sells the salt. MagCorp produces magnesium metal from brines concentrated in Stansbury Bay. Cargill Salt produces sodium chloride from brines provided by MagCorp under a lease agreement. Morton Salt produces salt at the southeast end of Stansbury Island. Lastly, North Shore Limited produces cocentrated brines for use in dietary and mineral/vitamin supplements near Spring Bay in the north arm of the lake. Producers of magnesium, potash, and salt from GSL contribute significantly to the value of metals and industrial minerals in Utah. Together these companies contribute approximately $240 million in gross value, or 18 percent of the value of the state&apos;s nonfuel mineral production. Most of this production is exported.

"The Mine Improvement and New Emergency Response (MINER) Act included the need for improved chemical technologies to address respiratory protective device inadequacies and refuge alternative development. The National Institute for Occupational Safety and Health’s (NIOSH) National Personal Protective Technology Laboratory (NPPTL) invests in research and development to improve the carbon dioxide (CO2) scrubbing technologies built into these mine safety systems. Testing at NIOSH NPPTL is performed using a custom-designed test system containing a chemical reactor and sensors in a constant flow of simulated expired breath to evaluate chemical performance for the scrubber materials. Current testing procedures focus on device duration or capacity, but do not report criteria needed to effectively optimize chemical performance. In this presentation, testing results which identify the chemical performance roles for CO2 scrubber components will be reported, and specific component chemical activities will be linked to both duration and CO2 absorption capacities. Chemical components being evaluated include hydroxyl, superoxides, metal, and amine active sites, distributed in salts, zeolites, metal-organic frameworks, and microporous materials. INTRODUCTION CO2 absorbents and oxygen sources are at the heart of closed circuit breathing air supply systems used in mining escape and rescue operations. CO2 absorbent technology was first developed for diving rebreathers and has been in use for over a century. Typically these devices include a soda lime formulation of pellets in the 8-12 mesh range. Larger 4-8 mesh particles are used in medical grade “low-flow” applications, since these particles present a lower flow resistance regime more amenable for use with resting individuals. Potassium superoxide and lithium hydroxide formulations are also used, where in each case the formulations involve bulk solid pellets or materials affixed to surfaces. CO2 capture technologies are now under intensive study in the energy and automotive industries, where the pursuit of optimal combustion processes has led to the development of new materials to capture, convert and store CO2, oxygen and carbon monoxide gases. Recent advances in nano-structured and high surface area catalysis have produced novel materials demonstrating chemical performance improvements in these industries, and these improvements may now also be adapted to enhance chemical efficiency and performance in escape and rescue devices. Higher surface area materials offer promise for improving the efficiency, or decreasing the burdens associated with the use of closed circuit respiratory protective devices containing CO2 absorbents. Novel chemicals that display advantages in chemical performance or decreased burden will be examined for inclusion in developing systems such as the next-generation closed-circuit mining escape respirator or refuge alternatives."

"The National Institute for Occupational Safety and Health (NIOSH) has been researching refuge alternatives (RAs) since 2007. Refuge alternatives typically have built-in pressure relief valves (PRVs) to prevent the unit from reaching unsafe pressures. The Mine Safety and Health Administration (MSHA) requires that the PRVs vent the chamber at a maximum pressure of 1.25 kPa (0.18 psi, 5.0 in. H2O), or as specified by the manufacturer. To facilitate PRV testing, an instrumented benchtop test fixture was developed using an off-the-shelf centrifugal blower and ductwork. Relief pressures and flow characteristics were measured for three units: a modified PVC check valve, an off-the-shelf brass/cast iron butterfly check valve, and a commercially available valve that was designed specifically for one manufacturer’s steel pre-fabricated RA and has been adapted for use in built-in-place (BIP) RAs located at one mine. PRVs used in tent style RAs were not investigated. The units were tested with different modifications and configurations in order to check compliance with 30 CFR regulations. BACKGROUND The Mine Improvement and New Emergency Response Act of 2006 (Miner Act) (1) was enacted in the wake of three mine explosions/fires that claimed 19 lives that year. Intended to help improve underground coal mine accident preparedness, the MINER Act includes provisions that target mine safety issues in areas such as emergency response planning, adoption of new technology, training and education, and mine safety standards enforcement. Section 13 of the MINER Act specifically directed the National Institute for Occupational Safety and Health (NIOSH) to provide for research into the effectiveness and viability of refuge alternatives (RAs) for underground coal mines, and the Department of Labor to act on the results of such research as appropriate. These mandates culminated in the 2009 adoption of changes to 30 CFR mining health and safety regulations, requiring underground coal mines to provide mine emergency RAs and associated components, to provide a life-sustaining environment for persons trapped underground. Such RAs can be either self-contained mobile units or built-in-place (BIP) facilities. The regulatory changes also include provisions establishing requirements for the Mine Safety and Health Administration (MSHA) approval of RAs and their components, and among these provisions are numerous criteria for providing a safe breathable atmosphere under positive pressure within the RAs. One specific criterion for maintaining a safe RA atmosphere requires the inclusion of an air pressure relief valve that will activate at a maximum of 1.25 kPa (specified as 0.18 psi, or approximately 5.0 in H2O), or at a pressure as specified by the RA manufacturer, above mine atmospheric pressure in the RA (2)."

Activated carbons used for precious metal recovery from carbon-in­pulp (CIP), carbon-In-leach (CIL) and carbon-in-column (CIC) circuits often become fouled with Inorganic precipitates (i.e., CaCOa, CaS04, SI02), and adsorbed organics (I.e., petroleum distillates from lubricants, dissolution products from wood) (1,2). These contaminants occlude carbon pore structure, such that diffusion controlled adsorption and desorption (elution) of Au(CN)2-and Ag(CN)2· are lmpeded(3,4l. Thus, after only short exposure to the hydrometallurgical environment, the characteristic carbon activity is reduced(5l. By frequently regenerating circuit carbons, activity losses associated with fouling can usually be minimized. Regeneration typically Involves (not necessarily Is this order): 1) elution to remove adsorbed ionic species (e.g., until they are removed from the carbon pore structure, Au(CN)2" and Ag(CN)2-are contaminants )(6l; 2) acid washing with 3-15% (wt/wt) hydro­chloric acid, to dissolve soluble Inorganic precipitates such as CaC03; 3) neutralization and/or water rinsing to remove residual acid; 4) thermal regeneration at 350-650 °C to remove adsorbed and/or pyrolyzed organ­ics; and 5) screening to remove fine carbon particles produced by Impaction and abrasion in the various stages of the hydrometallurgical circuit (i.e., adsorption, elution, and regeneration). The overall process Is purposed to reopen the circuit carbon pore structure, and to maintain the activity and qualities of virgin (new) carbon(7,8l. While most CIP, CIL and CIC operators regenerate circuit carbons, few evaluate the effect of the process on carbon quality in a systematic way. Process control usually Involves Iterating critical regeneration parameters such as: acid concentration; time frames for acid washing and water rinsing; and temperature and residence time for thermal regeneration. Carbon quality control frequently comprises only sporadic activity tests performed on non-representative grab samples dipped from conve­niently accessed carbon storage bins. So, regenerated carbon quality may vary and (at times) be unacceptable for effective hydrometallurglcal circuit operation. To verify the efficacy of the regeneration process and assure accept­able adsorption and elution rates for Au(CN)2· and Ag(CN)2·, operators should systematically assess regenerated circuit carbon quality. This paper, then, suggests methods for effectively assessing circuit carbon quality, Including: carbon sampling procedures; standardized physical and chemical test methods; and criteria and general procedures for comparative adsorption rate (activity) testing. Also, a two tier quality control testing scheme is proposed, and techniques for presenting and interpreting test data are demonstrated.

Evaluating and selecting the appropriate excavation method is a key to the success of any tunnelling project. The benefits and risks of different methods should be well understood by the designer and communicated to the project owner to enable selection of a preferred method from a technical, social and environmental impact, cost and constructability perspective. For tunnels that have an internal diameter around 3 m, depending on the tunnel purpose and ground conditions, both microtunnelling with pipe jacking and tunnel boring machine excavation with a one- or two-pass lining may be feasible construction methods. Using the Ferry Road and Riverbend Combined Sewer Relief Project located in Winnipeg, MB as a case study, this paper will discuss the benefits and drawbacks of each method, including technical design, social, environmental, cost, schedule, and risk considerations.

Increasing environmental awareness leads to a reflection on the consequences of a non-appropriate use of mining resources. In this sense the determination of the mining requirements for the building industry is the necessary prerequisite to activate planning in mining according to the principles of environmental sustainability. Experience shows that there is a relationship between the production of buildings in relation to the shape of the city and the resulting demand for minerals. The increasingly urgent demand for maintenance and restructuring by existing buildings will stretch further the demand for minerals with an excessive, no longer sustainable withdrawal, which will lead to focussing greater attention on environmental policies oriented to the use of alternative materials including materials from recycling. It is pointed out moreover that the joint action of land use planning and mining planning leads to interesting applications that have significant repercussions on the environment.

INTRODUCTION The Columbia River Basalt beneath the Hanford Site is one of several rock types being considered by the U.S. Department of Energy for the first commercial high-level nuclear waste repository. The Basalt Waste Isolation Project (BWIP) has been carrying out a comprehensive investigation to assess the feasibility of constructing a repository in basalt and to develop technology required for repository engineering and site characterization. Development of a nuclear waste repository requires a number of design considerations not usually necessary in the planning of conventional underground structures. Principal among these is the thermally induced stress field resulting from waste emplacement. This thermal stress, super- imposed on the preexisting in situ- and excavation- induced stress fields, needs to be evaluated in the design process due to the sensitivity of waste emplacement density to this factor. The nature of this thermally induced stress field is dependent on several factors, including the temperature distribution around the repository openings, the thermal properties of the rock mass, and the deformability of the rock mass. Re1iable performance of the repository structure is largely determined by the ability to under- stand the above rock mass characteristics and predict the underground opening response to waste emplacement based on this understanding. To gain an understanding of this rock mass behavior in a repository condition, the BWIP has conducted a large-scale heated block test in basalt at the Near-Surf ace Test Facility (NSTF) on the Hanford Site. This paper presents the results from the elevated temperature phase of the block test in which the thermal, mechanical, and thermo- mechanical response of the closely jointed basalt rock mass was evaluated as a function of stress and loading orientation at varying temperatures up to 200 oC. SITE GEOLOGY The NSTF test areas, including the block test site, are located in the entablature zone of the Pomona basalt f low. The Pomona flow entablature is structurally typical of most flows in the Columbia River Basalt Group in that it is characterized by long, undulating, polygonal columns up to 2.4 m in length. Columns vary from 15 to 30 cm in diameter, averaging about 20 cm. Over their length, columns can vary in dip by 150 to 200. The column structures are dissected by subhorizontal cross joints that are generally discontinuous and seldom cross columnar joint boundaries. Spacing of the cross joints also averages about 20 cm. A representative joint pattern taken from mapping of the tunnel wall near the block test site is shown in figure 1. Application of the Rock Mass Rating System (Bieniawski, l979) to the block test site yielded an overall value of 62. The corresponding value from application of the Q-system (Barton et al., 1974) is 8.7 (Cramer and Kim,1985). The NSTF is approximately 50 m below the surf ace. However, this depth is sti1l above the water table and conditions are generally dry. Interstitial water exists as the result of percolation of meteoric water from the surface.

INTRODUCTION Uranium mill tailings, by-products from the mining and milling of uranium oxide contain all decay products of uranium-238, uranium-235 and all the Th-232. The ore containing all daughter products of the parents U-238, U-235 and Th-232 is ground to approximately 50% under 200 mesh particle size and after extraction of uranium, the residue, described as tailings, is discharged into natural depressions confined by dams. These deposition sites are referred to as tailings ponds. Tailings ponds are located in two mining districts, Bancroft and Elliot Lake in the Province of Ontario, Canada. Some parts of tailings ponds are dry up to a depth of several meters, whereas other parts have a water table very close to the surface and still others are covered with water. The extent to which the daughters of uranium isotopes are in equilibrium with the parents U-238 and U-235 is dependent on the age of the deposit in which uranium occurs and the extent to which the decay products are removed by geochemical processes. In the mining district of Bancroft, the deposit is known to be approximately 1 billion years old, whereas in Elliot Lake, the deposit is considered to be approximately 2 billion years old. The ratio of radiogenic lead isotopes Pb-206 and Pb-207, can provide some estimates concerning the age of the deposits. If the tailings are not affected by geochemical processes, the tailings would contain all the daughters of the 4n+2 and 4n+3 series in equilibrium concentrations. The equilibrium activities of some members of the 4n+2 series are calculated in Table 1. [ ] The amount of radiogenic stable lead isotopes depends on the age of the ore deposits. If the deposit in each district is of the same age, a definite relationship is expected with respect to the activity of Pb-210 and the radiogenic stable isotopes. Approximately 33 million tons of the tailings have been deposited in the early 1960&apos;s, approximately 20 years ago. During this period of storage, the segregation of uranium daughters, like radium, the diffusion of gaseous product, Rn-222, and removal of precursors by geochemical processes, can cause dis-equilibrium. Earlier work concerned with the uptake of Ra-226 and Pb-210 by plants (Kalin and Sharma, 1981), indicated that the concentrations of Pb-210,in samples of the tailings taken, were lower than the expected equilibrium. The diffusion of radon from a variety of matrices has been studied (Tanner, 1964). It has been shown that the diffusion coefficient is dependent on the particle size in which its precursor is present, the moisture content and the surface conditions. The direct measurement of radon concentrations in the environment near the ponds is dependent on the metereological conditions. Kramer, Schroeder and Evans, 1964, have examined the variations in the concentration of radon near the ground level with respect to atmospheric variables, such as changes in barometric pressure, precipitation, wind velocities, thermal atmospheric instability. It is difficult to relate the total release of radon from the ponds to the atmosphere over an extended period. Our measurements of Pb-210 and total lead on tailings samples taken from 16 sites indicate that the ratios of the activity of Pb-210 to the mass of total lead can provide parameters which are helpful in the estimation of the total amount of radon and its decay products diffusing from the tailings ponds. In this paper, we present the results of measurements of activities of Ra-226, Pb-210 and total lead in samples from various ponds situated in both mining districts. The measurements were confined to samples taken at 0-25 cm depth from the surface.

"Groundwater with elevated sulfate and metals was treated using a sulfate-reducing pilot PRB consisting of a series of six 55-gallon drums filled with ZVI (Fe0), wood chips, brewer’s grain, limestone, and emulsified vegetable oil (EVO). Sulfate was reduced from >3000 to <250 mg/L and Cd, Cu, Mn, Ni, and Zn concentrations declined up to 3 orders of magnitude in 2 months. After 6 months of operation at a 7.5-day retention time, sulfate broke through. The system was then rejuvenated by injecting EVO in each drum and operated for 5 more months at a 9-day retention time. Sulfate-reducing bacteria in the pilot system grew by 3 to 4 orders of magnitude in 2 months. Some cementation of the PRB media was observed in the first 2 drums after processing 25 pore volumes of water, due to preferential upstream precipitation of sulfides; this can be avoided through operational modifications. Resulting permeability losses were estimated at 0.1% to 1% per year. Absorption/desorption was tested at bench scale to evaluate the use of various oil-soaked sorbents as a slow-release source of dissolved carbon. The tests show that oil sorbents can increase the useful life of a PRB between oil refills to over 100 pore volumes. INTRODUCTION High sulfate concentrations, low pH, and dissolved metal exceedances are common characteristics of mining-influenced water (MIW). Above-ground such MIW is commonly treated using biochemical reactors (BCR). In a BCR, water generally flows vertically downward through a layer of biomass, such as wood chips, manure, etc. The dissolved organics resulting from the decay of this material are oxidized first by microbes using oxygen; when oxygen is exhausted, other bacteria can use nitrate, and then sulfate to oxidize organics. Traditional complexity is appeared with regard to absence of the suitable a priori information for the physico-chemical characteristics of the flotation process. It’s led to needful of taking of consideration about the undefinition which have got the place in the real conditions and application of the statistical methods. The identification of the flotation process through statistical methods is conception of the more-stages procedure, including the collection and previous analysis, the choice of the model structure and valuation method, the estimation of the model un- known parameters and the results interpretation. The essential concept for the subject of this paper belongs to the empirical models ("black-box") and deals with optimizing in constant industrial plant process. The offered method envisages the application of process operation data in order to improve the work process or constant accomplishment of better results for the target function in relation to the former achievement. The optimum process solution isn&apos;t afixed value under the influence of various factors, but "a moving point" along the response surface and deviates from the scheme solutions. The evolutive planning method constantly "investigates and approaches" the optimum solution for the selected target function. As a matter of fact the expert operates the plant without interrupting the normal work process. The essential concept of method is to attain changes in the standard conditions, but so limited that they will not effect either production or the product. This method is based on statistical concepts and availability of following the risk of error. The possible influental factors for the flotation process (m=l, 2, 3) is following: the metal content in the feed ore; production level (t/h); grinding fineness in the flotation pulp; pH-values; the consumption of collectors and modifiers The possible target functions are: the recovery of plant capacity, metal recovery in the concentration process and concentration quality. The application of the evolutive operativity method in the chalcopyrite flotation- Bucim concentrator, combines the statistical data and the operator&apos;s experience in the interpretation and making a decision which adds up to the precise automatic performance of the process. The advantages of this method in relation to the existing procedure for the flotation process are the following: • The method is unexpensive and losses are reduced to the time necessary to collect the data and record them in the computer. This method provides a constant process control and a quality decision which is better than those brought by an ex- pert with great experience ("hit-and-miss method"). • The method also provides incidental data about the effects. • The method should not be considered as a procedure for solving an incidental problem ("crash program"). • The obtained results must be interpreted by an appropriate expert in order to be considered instructive. MATHEMATICAL STATISTICS Taking into consideration the complexity of the enrichment processes it&apos;s necessary the application of "black-box" and mathematical modelling. The presence of the indefinite elements compel us towards the both theory of the probability and mathematical statistics. The mathematical statistics by the mineral processing investigation of the valuable raw materials in the last years has had greater signifance and widely spread application. The application of the mathematical statistics methods for the technological pro- cess analysis and the construction of the mathematical models is bound up by the task putting of the automatic control system de- sign (Fisher R. A. 1941, 1949). The statistical analysis in the enrichment processes is applied formerly, especially in the sampling estimation. Contemporary, in the last years is imposed the tendency of mathematical statistics application for the obtaining of quantity characteristics and quantity valuation from the individual influental factors. Above mentioned tendency in the significant level is based by the mathematical statistics development as a mathematical discipline close connected with the technical cybernetics general joining to the investigated object as a "black-box". Another essential factor in the mathematical statistics development is appeared the created mathematical theory of experiments as a new, to some extent, autonomous statistical domain. The theory of experiments has demonstrated exclusively importance for the investigation of the complex more-factorial processes in the chemistry, mineral processing, metallurgy etc. The investigation by the enrichment processes of the valuable raw materials and their management is possible by the statistical method application. In the same time, it&apos;s possible to use the wide-spread traditional methods of the statistical analysis, such as the methods of the dispersion, correlation, regression etc. Also, it may be mentioned above all the methods of the statistical planning of the extreme experiments. The more perspective are representatived some cybernetic methods which are based by the probability as an approach in the process analysis, for example, the identify of the ways and forms, the graph application as an additional instrument in the correlation analysis, the dynamic programming etc. The mathematical statistics application in the laboratory investigation scale is connected above all by the experimented material analysis and the compact representation of the obtained results. The mathematical statistics methods are more varrying and may be applied in the investigations of the wide circle of problems

BP neural network is a multilayer feedforward network trained by error back-propagation algorithm, which is one of the most widely used neural network models. However, BP neural network has exposed more and more shortcomings and deficiencies with the expansion of the application scope. In the prediction of ore quantity, BP neural network has the characteristics of slow convergence and easy to fall into local minimum point. In order to obtain the global optimal solution, and to improve the defects of BP neural network, this paper proposes combination optimization algorithm of genetic algorithm (GA) and BP neural network to improve the speed and accuracy of forecasting the main design flow chart and the analysis of the sort distinguish algorithm are offered, and then some problem in the design and debugging of the algorithm are discussed. On this basis, the GA-BP neural network model is constructed and applied to optimize the initial weights and threshold value of BP neural network. This model choices the floating point coding method to encode the connection weights and thresholds, and divides subjects into several populations. Through the introduction of selection, mutation, crossover, initial weight and other operators, making operational synergies between the various groups. This study selects 30 geological units, 8 quantitative variables (Pb, Zn, Cu, Mo, Si, Ni, Co, V) and 12 qualitative variables to carry out empirical analysis. Then the simulation of the algorithm is carried out in MATLAB and the parameters are analysed. By normalizing the input samples, 22 groups of observation data are used as the training data for prediction, and the latter 8 groups of observation data are used as the test data to be verified. The results show that when the ore quantity characteristics are not very significant, the model will produce prediction bias. But the improvement of the algorithm increases the efficiency of the function approach capacity of BP neural network and conquer the BP neural network system’s instability. It provides an auxiliary guide for ore prediction, which have higher reference value.

The Carson Hill mine in Calaveras County, California, was explored and developed by Grandview Resources Inc., as an open-pit heap-leached operation, with production commencing in the fall of 1986. Grandview entered the district in 1983 after a 40-year period of quiescense, the initial contact being by Barden Stevenot, V.F. Hollister, and J.J. Crowhurst. The last dividend declared by the Carson Hill Gold Mining Corp. was 3 1/2$ per share paid in January 1943. The mine was originally discovered in August 1848 by Jim Carson. Preceding the entry by Grandview in 1983, Cyprus Mines explored Carson Hill in 1975, and drill exposed a mineral inventory of 7.3 Mt (7,982,000 tons) averaging 1.4 g/t (0.040 oz per ton) gold. From that time until the Grandview entry, R.W. Thomssen and B.E. Stevenot continued investigations into the potential of the deposit. Grandview successfully investigated many of the metallurgical problems involved with heap leaching the ore. Metallurgical investigations were con- cluded under the direction of R.S. Shoemaker. By November 1984, J.A.C. Ross had prepared a prefeasibility report that included the earliest Grandview investigations. This report concluded that the deposit contained at least 6.8 Mt (7,440,000 tons) of ore that average 1.5 g/t (0.045 oz per ton) gold and that this ore could be mined with a 2: 1 stripping ratio. A final feasibility report was prepared by D.W. Pringle in September 1985. It showed a final ore reserve of 14.7 Mt (16,160,000 tons) of 1.7 g/t (0.049 oz per ton) gold. "In the early 1920’s, the City of Tulsa, Oklahoma constructed an approximately 8,238-foot long tunnel, the Tiawah Tunnel, through bedrock. Voids behind the concrete tunnel liner were detected via probe drilling in early 2000 as part of an interior visual condition assessment. In 2012 and 2015, conditions along the entire tunnel were efficiently assessed through geophysical investigation using ground penetrating radar (GPR) along the inner tunnel crown and at various select locations within the tunnel. Fifty-seven (57) potential voids, extending up to 19 inches in depth and 12 feet in width, were detected with 1,000 MHz GPR and confirmed through probe drilling with approximately 80% accuracy. GPR proved to be an efficient and reliable technology for void detection behind concrete tunnel lining. This paper highlights the geophysical investigation and how geophysical efforts were combined with other investigation efforts to definitively determine the presence of voids outside of the tunnel lining.INTRODUCTION The city of Tulsa, Oklahoma has a population of about 400,000 people. The original source of water for the city was the Arkansas River. The first pumping operation provided untreated water to homes and businesses in 1904. The residents of Tulsa found this water to be unacceptable due to the high levels of salt and gypsum present. As the city grew, land and storage/treatment facilities were acquired in order to obtain and distribute a more suitable raw water. The raw water needs for the city are currently satisfied by transport and treatment of about 100 million gallons per day (MGD) of water from surface water sources. Water is transported many miles from Spavinaw/Eucha and Oologah lakes to Yahola Lake and the Lynn Lane Reservoir (totaling over 3-billion gallon capacity). From here, the raw water is treated and transported to the various customers (City of Tulsa 2015). The Tulsa Metropolitan Utility Authority (TMUA) is responsible for the operation and maintenance of the raw water transport system."

As the 2015 president of the Society for Mining, Metallurgy & Exploration Inc., I am pleased to present the 2015 issue of the Transactions of the Society for Mining, Metallurgy & Exploration Inc., Vol. 338. A significant portion of the contribution that we make as a professional society is the publication of professional and technical papers that accelerate the advancement of scientific knowledge and enable the transfer of technology. Communication within the mining community is the key to a successful society. This technology exchange continues a tradition that dates back to the 1871 meeting of 22 mining engineers in Wilkes-Barre, PA, that resulted in the founding of AIME. Those individuals envisioned that these transaction volumes “would form a most valuable and greatly needed addition to our professional literature.” This volume fulfills that pledge. The 2015 Transactions contains some of the most interesting research and insights from the past year and features an international slate of authors spanning industry, academia and government. Papers include the latest findings from the U.S. National Institute for Occupational Safety and Health (NIOSH) and special-focus articles on gold processing, iron ore processing and coal processing. The 2015 Transactions consists of a total of 67 technical papers, encompassing all 22 papers published in 2015 in the Technical Papers Section of Mining Engineering (Vol. 67) and all 29 papers published in 2015 in Minerals & Metallurgical Processing (Vol. 32). Additionally, this volume contains 15 papers and one discussion that are being published for the first time in this issue. The papers presented in this volume were written by some of the most distinguished professionals in the industry worldwide. All of the technical papers were peer-reviewed. The process of review and publication requires much hard work by authors, reviewers and our publications staff. As the 2015 president of SME and on behalf of all our members, I would like to extend our gratitude to all whose volunteer efforts contributed to the publication of this volume.
