Kelsey Lake kimberlites are a cluster of eight diamondiferous pipes that occur in the northern State Line kimber lite district of the Colorado-Wyo¬ming diamond province (Coopersmith 1991, 1993) (Fig. 1). This is located at the southern margin of the Wyoming Archean province. Two relatively large pipes and a few smaller bodies define the cluster (Fig. 2). The Kelsey Lake kimberlite cluster has been developed as the first diamond mine in the United States. The cluster was discovered in 1987. Full-scale production began in the spring of 1996. Mining has produced gem-quality diamonds up to 28.3 carats in size. The 30 State Line kimberlites, intruded about 390 million years ago into Proterozoic crystalline rocks, were presumed to be underlain by Archean basement of the Wyoming Province. Nearly all the kimberlite pipes contain diamond but only the Kelsey Lake pipes are economic. The Kelsey Lake kimberlites contain predominately diatreme facies kimberlite, with minor hypabyssal and crater facies rocks locally occurring. Alteration and weathering of the kimberlites is extensive. Petrologic studies indicated an underlying lithosphere that has a largely Proterozoic signature and shows evidence of deep melt and metasomatic events. Current development has concentrated on the two largest pipes. These have been bulk-sampled after geological study (1987) identified the presence of small diamonds and mineral chemistry indicating favorable diamond conditions. A 10-t/hr (11-stph) rotary pan plant was established in 1992 to process thousands of tons of bulk-sample material. Grades and gem-quality diamonds to 14.2 carats in size were recovered. Early in 1995, it was decided to move from evaluation to commercial mining. Production began in early 1996. A 195-t/hr (215-stph) rotary pan plant was built. A water supply system and tailings disposal have also been incorporated. The project straddles the Colorado/Wyoming border. Existing mining permits were amended to incorporate the increased scale and new plant facility. The permits for this project included the following: Colorado mining permit, Wyoming dozing permit, Corps of Engineers Section 404, Colorado NPDES, Wyoming NPDES, Storm water Management Plan, Air Pollution Emission Notice, various Colorado and Wyoming State Engineer and well permits, Substitute Water Sup¬ply Plan, Larimer County Special Use Review, and US Forest Service road use permits. The temporary destruction of a wetlands area was a sensitive issue. It has been addressed through the Clean Water Act Section 404 permit administered by the US Corps of Engineers. This use will be mitigated by creating new, self-sustaining wetlands in the immediate drainage system. A comprehensive and bonded reclamation plan is incorporated in the permits. Diamond mining and ore processing is environmentally benign. No chemicals are used in processing the diamonds. The plant is a water wash facility. The kimberlite ore is inert, as is the granite wall rock. The exposure of the ore body and the subsequent ore processing and waste rock and tailings containments pose no threat of release, leaching or dispersion of any detrimental elements. There is no acid-forming waste. Even a prolonged acid rain environment will not produce a harmful leachate. Slimes containment and clarification ponds will prevent unacceptable levels of suspended solids in water discharge. CARBINDER Polymer 498 is a liquid organic taconite binder which significantly improves fired compression in both fluxed and acid pellets. It has been used commercially in both shaft and straight grate furnaces. This new binder produces an unusual wicking phenomenon during balling wherein the rate of movement of interstitial water is accelerated to the surface of the balls. The phenomenon is proposed to be responsible for the significant improvement seen in fired compression. This paper presents information as to the effect of CARBINDER Polymer 498 on green ball and fired pellet properties. It also describes the wicking phenomenon and discusses a reversal in the normal balling operation procedures required for successful agglomeration.

The search for mineral deposits is a difficult high-risk enterprise whose likelihood of success is influenced by a great many factors. Among the most important of these factors are the knowledge and judgment brought to bear on an exploration problem. If, for example, a panel of expert highly experienced geologists could be convened to examine every prospect, it is at least plausible that fewer deposits would be overlooked in the exploration process. Unfortunately, whether a project is undertaken by a private company or a government agency, it is not usually feasible to convene such a panel. Our purpose in this chapter is to describe an experimental system of computer programs called PROSPECTOR that is intended ultimately to provide expert consultation on problems of mineral exploration and resource evaluation. Ideally, PROSPECTOR would serve as a surrogate for a panel of expert economic geologists. However, because the cost of computation is very low and is projected to drop by a factor of about 100 over the next two decades, systems like PROSPECTOR could be made available to the exploration enterprise at large. When consulting about a prospect, the PROSPECTOR system first gives the field geologist an opportunity to tell the program about the most significant features of the site: the major rock types, minerals, and alteration products. The system then compares these observations with a number of stored models of various types of ore deposits and forms alternative hypotheses about the types of deposits that might be present. The system next engages the geologist in a dialogue in order to obtain additional data that would be useful in resolving the multiple hypotheses. The geologist can interrupt the system at any time to obtain clarifications of questions, volunteer additional data, request the reason a particular question has been asked, or obtain a general summary of the state of the consultation process.

INTRODUCTION Only in recent years have the environmental hazards associated with mining and tunneling operations been fully acknowledged and determined remedial action undertaken. The nature of these excavation operations leads to a wide diversity of hazards spanning mechanical, electrical, chemical, environmental, and physiological. The most insidious of these are unquestionably the environmental ones which have the greatest long-term effect and are the most difficult to pinpoint and monitor. It is the atmospheric contaminants that lead to a significantly greater illness and mortality rate among miners. Dust is the most prevalent, hence most important of the atmospheric contaminants. Respirable particles lead to diseases characteristic of many mining operations: coal workers pneumoconiosis, asbestiosis, silicosis, talcosis, anthrocosis, etc. But toxic and suffocating gases can be equally insidious and the most innocuous pollutant, methane, leads to the most imminently disastrous results of all - explosion and fire. This means that truly effective monitoring of the environmental hazards in tunneling cannot be limited to a few simple standard check measurements. It must include the most precise measurements we can make for specific, documented hazards and even for factors, such as noise and heat stress, not immediately obvious as hazards. The Federal Metal and Nonmetallic Mine Safety Act and more recent Occupational Safety and Health Administration standards are clearly designed to match such effective monitoring. The development of economical and effective treatment processes for solid and aqueous waste is a critical issue facing the mining industry today. Cyanide, nitrates and acid rock drainage are environmentally sensitive effluents that require treatment or containment for acceptable disposal. In situ biotreatment processes are an emerging technology (Thayer) for cyanide oxidation, denitrification, sulfide mineral alteration and metal re- mineralization. Biological cyanide oxidation is competitive with chemical treatment processes (peroxide, alkaline chlorination) for process solutions, spent ore and tailings detoxification. Microbial denitrification treats mine waste contaminated with nitrates from blasting, processing or nitrification of the host rock. Bio-alteration of sulfide minerals and metal re-mineralization may present the most cost-effective and environmentally acceptable method of dealing with sulfide tailings and leachate solutions. Field test programs for cyanide bio-degradation and denitrification of spent ore and process solutions were designed and run at two mines. Although the treatment bacteria and the application processes are similar, each waste presented site-specific problems for adapting the biotreatment processes. Some of the site problems include climate, ore geochemistxy, field bacteria production, waste microbiology and application engineering. This paper compares treatment design and results for cyanide oxidation and denitrification in heap detox treatments.

"Temporary mechanical ventilation is one of the fundamental requirements in guaranteeing a healthy atmosphere in underground construction works in order to protect the health of persons working on the site. It is therefore essential to conceive a system which meets the requirements of the whole of the worksite and for all phases of work which takes into account all aspects pertaining to its design, dimensioning, justification, installation, maintenance and validation. In doing so, the ventilation design and the selected apparatus to be installed shall meet with the degree of health protection and the quality of air of the worksite as defined by the legislation in force in France, through limiting the concentration of the different pollutants associated with the site activities. Consequently, when presenting a mechanical ventilation project, all of the participating parties and especially the contractor make a commitment to guarantee sufficient volumes (or airflow rates) of fresh (non-polluted and oxygenated) air and extracted (polluted) air in order to meet these limitations and maintain them in all conceivable site configurations. This article sets out the most important aspects of the implementation of a ventilation project from the initial design stage through to its application, discussing French legislation, ventilation principles, calculations and techniques with regards to underground construction sites. BASICS OF VENTILATION Mechanical ventilation studies are concerned with all of the site workstations and work phases which are sources of pollution and apply to all zones of the underground worksite with the goal of maintaining the concentration or composition of this pollution below the permitted levels and comply with the following three basic principles which are complementary to one another without being in contradiction. •,The first principle consists in eliminating or limiting as much as possible the emission of any polluting, irritant, or dangerous substances, by specifying appropriate construction techniques and equipment (use of electric motors, combustion engine equipment: filters, tanks, catalyzers, use of less polluting explosives, damping down dust with water or wetting products, damping down and diluting certain gases using water mists). •,The second principle is designed to capture residual polluting substances emitted close to the source in order to prevent them from spreading into the worksite atmosphere (extraction ventilation with ducting up to the source – upstream of the extractor fan – and use of downstream filters before expelling the polluted air to the exterior). •,The third principle involves accompanying the capture of the pollutants with additional blowing ventilation specific treatment of substances dissipated by and distant from the source of pollution (acceleration of the drift air flow in order to confine dust and better capture it, supply ventilation with ducting in order to dilute the gases emitted and discharge them to the exterior)."

The studies conducted by Laplante and coworkers (1983,1984) with flotation of galena and quartz, showed that the rate of flotation reaches a maximum value for a certain intermediate value of the air flow rate. A similar, though less pronounced, effect of the air flow rate on the selectivity was also observed. Luttrell and coworkers (1985) showed that the size of air bubbles has a significant effect on both rate and selectivity of coal flotation. These two studies used flotation tests in which no froth layer was formed. This note describes effects of the air flow rate and bubble size on the rate constant and selectivity of coal flotation, using a mechanical laboratory machine with a froth layer allowed to form. Experimental A raw, dry ground Illinois coal was used in flotation tests. Tap water with a natural pH of 7.0 to 7.8 was used throughout the tests. No other reagents were used. The starting concentration of coal in the pulp was 86 g/L. A standard flotation machine with the pulp volume of 5 L was used in experiments. Three different air flow rates were employed, resulting in three air escape velocity values of 14, 30, and 70 cm/min. The air escape velocity (AEV) was calculated as the ratio of air flow rate (Qa) to the slurry surface (Ss) in the machine. For a comparison, the upper limit of air escape velocity values used in commercial size flotation machines is between 70 and 100 cm/min (WEMCO, 1983). A machine consisting of a generator of fine bubbles and a separatory column, described elsewhere (Szatkowski and Freyberger, 1985), was used for some tests where bubble size lower than that generated in the standard machines was required. Prior to a flotation test, a batch of coal was mixed with water in the flotation cell for at least 10 minutes to ensure that all coal was thoroughly wet. Then the specified amount of fuel oil was added and the pulp was conditioned for five minutes. The specified amount of MIBC was added 15 seconds before the end of conditioning. After air flow was opened, flotation products were collected for 0 to 30, 30 to 60, and 60 to 120 second intervals. Content of the combustible material in samples was determined by subtracting the ash content from 100%. A photographic technique was used to determine initial distributions of bubble size generated by the flotation machines. Bubbles generated in water containing the prescribed amount of the frother but no solids were photographed against a black background. The average diameter and standard deviation were then calculated for each set of flotation conditions. The method gives results reproducible within k 5% of the average bubble size. Table 1 contains information about the measured bubble size distributions expressed by the average bubble diameter (Db) and the standard deviation ( SD ) . American Soda, LLP has commissioned the first solution mine for recovery of naturally formed sodium bicarbonate (nahcolite) from low-grade deposits using high-pressure, high-temperature injection fluid. This project, known as the Yankee Gulch Project, was commissioned33 years after discovery of the deposit and followed an intensive four-year feasibility study that included a full-scale pilot test. The nahcoliteis co-mingled with oil shale and is impermeable. Solution mining is achieved by a combination of thermo-mechanical cracking and dissolution. Elevated temperatures are required to initiate the thermally induced cracking and to enhance solubility of the nahcolite, which is highly temperature dependent. This paper will provide an overview of the development of the project from discovery, characterization, pilot testing, permitting and commissioning, with emphasis on the solution mining aspects.

The island of Jamaica consists predominantly of Carbonate rocks which vary in chemical & physical characteristics. Currently these rocks are used for construction and road aggregate, landfill and as a raw material in the manufacture of cement. Over the past fifteen years the Geological Survey of Jamaica with assistance from a number of international aid agencies and the private sector have identified deposits of high calcium/high brightness limestones which have the potential to be utilized as a high quality filler and a number of other commercial applications. Geologically, these limestones are formed within the Eocene Swanswick Formation, the Oligocene Walderston-Browns Town Formation and to a lesser extent the Miocene Montpelier and Newport Formations.

The Bousquet #2 deposit, located within the Blake River Group in the Abitibi Greenstone belt, midway between the towns of Val d'Or and Rouyn-Noranda, exhibits all of the distinguishing characteristics of volcanogenic massive sulfide (VMS) deposits. As such, the deposit can be compared with other gold-rich VMS deposits such as the world-class Home deposit in Rouyn-Noranda, Quebec, Canada and the Mount Morgan deposit near Rockhampton, Queensland, Australia.

"In urban areas, it is often required to construct additional railway tunnels beneath existing railway tunnels. In this case, dynamic interaction between tunnels at the intersection becomes an important issue, as it amplifies structural behavior causing damage to structures and inconvenience to passengers. In this study, vibration superposition effect at the intersection between existing and newly constructed tunnels is investigated by the numerical method. Dynamic interaction mechanism is firstly examined using simple sine wave load, and then a typical analysis for actual multi-leveled tunnel intersection is performed. The results show that the dynamic amplification due to dynamic interaction of tunnels is 149% at the crown of lower tunnel. This indicates that the vibration superposition effect must be considered when the planning and design of a new tunnel beneath the existing tunnel. 1. INTRODUCTION In these days, there are increasing cases that trains cross without transfer stations in metropolitan areas. Consequently, either tunnel is necessarily to be neighboring or crossing, thus tunnel sections closely located are created as shown in Figure 1. If a new tunnel is constructed beneath the existing tunnel, the vibration due to trains passing through each tunnel can mutually affect. The behavior of coupled vibrations may occur and exceed the allowable structural limit, and cause inconvenience to passengers. Theoretically, when vibration waves are propagated from a source to different locations, amplification or decrease of the vibrations can occur by the principle of wave superposition and interference. Multi-leveled tunnel intersection is one of the cases mentioned above. In the actual tunnel, it is difficult to investigate the vibration superposition effect due to a complex ground conditions and structural geometries. In addition, train vibration itself is multi-source vibration, which cannot be theatrically analyzed. Thus, at the tunnel intersection, train vibration from two tunnels make the problem more complicated."

Mine No. 95 is located in Harrison County about 5 miles west of Shinnston, WV, with coal properties covering the northwest corner of Harrison County and the southwest corner of Marion County and with adequate Pittsburgh seam reserves to support the mine for many years. The mine was opened in 1967 and was planned, projected and operated as a room and pillar mine. It is located on a spur branch of the Baltimore and Ohio Railroad, has rail loading facilities and shipped by rail during its development stage. In 1972 it was converted to a mine mouth power station supplier and now transports coal by conveyor belt directly to the Harrison Power Station of Allegheny Power System. In 1971 the first longwall unit was installed in a selected area of the mine and immediately an orderly system of planning was developed to overcome the restrictions associated with longwall mining. The first was the development of the technique necessary for the plugging of abandoned oil and gas wells that existed in the area. With the assistance of the Morgan- town Energy Research Center of the Bureau of Mines, this restriction was overcome and thus opened a great potential for longwall mining in northern West Virginia. Other restrictions that had to be considered for longwall planning were dwellings and other improvements, snap top zones, water courses, and adequate bleeder systems, and the handling and treatment of mine drainage. In 1975 the second longwall unit was installed and soon therefore became a total longwall mine.

The lining of a mine shaft is one of the most important considerations in the planning and operation of an underground mine. Generally, the function of a shaft lining is to preserve the shaft opening in a manner compatible with the expected mine life and -the other shaft operations. Where shafts are the only means of surface access in a mine, they also serve a critical function for the safety of the entire underground operation. Routine repairs and maintenance work on the shaft linings are only possible in stable strata with only minor interruptions to the shaft operations.

Recent expansion programs have made the Yunkang underground coal mine the number one producer in Shenxi Province. The mine is the newest in the Datong Coal Administration, currently rated at around 3 Mt/a of coal. Located in the Wa Chushi mountain range about 23 km north of the city of Datong, the mine has undergone a series of expansion phases since startup in 1973. Initial design capacity was 1.5 Mt/a and ultimately, production will be brought to an estimated 7.0 Mt/a by 1985, according to mine superintendent Li Jia-zhi. How Coal Occurs The coal, Jurassic in age, occurs in three economically identifiable seams designated No. 2, 3, and 7. Seams are 100-250 m below the surface. Reserves from this economic zone were not quantified, but Superintendent Li indicated that there was enough mapped out to sustain the expanded production rate for over 20 years. Below the Jurassic coal is another possible economic zone, a Permocarboniferous coal lying 400-600 m below the surface. Little development drilling has been conducted to ascertain its potential. The Jurassic beds are relatively flat and coal quality is reportedly one of the best in China. Heat content of the coal runs around 33.5 MJ/kg and the ash content is less than 10%. In some areas, it is less than 7%. Coal preparation is simple and involves a washing and screening separation into four principal size fractions. Washed coal is stored in one of six storage silos, each with 4000-t capacity. Mining the No. 2 Seam Since startup, primary production has been derived from the No. 2 seam. The coal is relatively hard and is topped by a hard cement-like conglomerate. These factors, coupled with an average thickness between 4 to 6 m, precluded the use of conventional longwall techniques, according to mine engineers. Autocad has become the standard graphics package for the mining industry as well as the general engineering profession. This paper discusses the evolution that mine planning has undergone and the trend toward compatibility with Autocad. It discusses the common use of Autocad in mine planning and systems modeling using a program called ICAMPS developed by Ohio Automation. As an example of its usefulness the use of the interactive ventilation network modeling capabilities are discussed specifically and are applied to mine planning at an operating trona mine. The ventilation analysis feature of the ICAMPS software works from Autocad drawing of the as-mined map and the projected mine layout. Using on-screen displays of these maps and the snap-on feature of Autocad, the planner designates nodes in the ventilation network, connects them into branches and selects branch characteristics from a side bar menu. The color coded ventilation network appears with the branch parameters alongside each branch. The software calculates the length of airways, computes the branch resistances where needed, converts the input into the required format and passes this information as input data along to the PENNVEN simulation program written by the Pennsylvania state University. Output is available in graphical as well as report format. The color coded graphs include pressures at the nodes and flow quantities on the branches. Since the networks come from the mine maps, the ventilation schematic displays are to scale and can be plotted separately or superimposed on the mine maps.

Aluminum silicate hydrosol synthesis and characterization are discussed. Plausible polymeric aluminosilicate species are presented together with their effect on electrokinetics of selected minerals and flotation response of various ores. The addition of aluminosilicate hydrosol to porphyry and oxide copper ores and to a tungsten ore resulted in enhanced flotation recoveries ranging from about 1.5 to 5 percent. A significant portion of the nation's mineral resources are presently lost in the form of particles with very fine grain size. In the case of copper, for example, approximately 225 million tons of ore are concentrated by flotation per year in the United States. Total losses from porphyry ores are generally 15 to 20 percent with half of these losses being finely-divided copper sulfide minerals which do not respond to flotation. The additional 5 to 10 percent loss is the result of copper oxide minerals which are not floated. The losses of copper sulfide minerals are thought to be due in part to the lack of appropriate dispersion of the finely-divided solids less than 20 microns in size. To effect dispersion in flotation systems, sodium silicate is commonly added. Enhanced dispersion effectiveness is achieved when polyvalent metal salts are combined with sodium silicate. Since originally described by Patek (1), numerous workers have explored the utility of metal silicates. Makrousov (2), Belash et al. (3), and Eigeles (1950) (4) showed the applicability of these reagents to calcite/apatite and fluorite/calcite ores. Mercade (5, 6) reported depression of calcite in the presence of 3.33/1 mole ratio Al/Si hydrosols prepared from Type N sodium silicate (Si02/Na20 ratio 3.22/1) and 1% A12(SO4) 3•18H20 solutions. He importantly observed that the colloidal precipitates did not play a significant role in dispersion and depression but that the soluble species were responsible for this action. Patented work by this author described metal silicates used to depress calcite in scheelite flotation using 1% metal salt (FeSO4•7H2O, CoSO4•7H2O, etc.) and 5% Type N sodium silicate solutions to produce hydrosols with Si/Fe or Si/Co ratios of 8.79/1. Aluminum (III) ion systems were less effective as depressants than the iron and cobalt systems. Yang (8, 9) has studied metal silicate sols for use in the flotation of lithium and ultra-fine hematite ores. Using 10/1 Si/Fe mole ratio hydrosols prepared from 2% ferric nitrate, Fe(NO3)3.9H20, and 5% Type N sodium silicate solutions, solutions, he showed that the hydrosols either modify the slime particle surfaces or are adsorbed on the slime particles preventing anionic collector adsorption. In a subsequent patent, Yang also reported the use of these hydrosols as dispersants for beneficiation of lithium ores. Recent studies of aluminum silicate hydrosols in the flotation of chalcocite, chalcopyrite and scheelite have been reported using Si/Al dispersants prepared from 5% Type N sodium silicate and 0.1 M aluminum chloride (A1C13.6H20) solutions. Dispersant properties were shown to be dependent upon the method of synthesis, supernatant pH, and the hydrosol Si/Al mole ratio. Polymeric soluble species in these hydrosolsupernatants have been proposed as the active dispersant species. Aluminosilicate hydrosols are synthesized by the general reaction scheme presented in Figure 1. Commercial sodium silicates are available with ratios of SiO2 to Na20 of 1.60-3.25. The sample which is most frequently employed is Type N whose ratio of Si02/Na20 is 3.22/1.00. Gel filtration chromatography and NMR studies have shown that these sodium silicates contain numerous species of molecular weight from 325-2,000 gm/mole. Monomeric, oligomeric and higher molecular weight linear polymeric arrangements of these structures are found in these solutions.

Exploration by Anaconda Minerals Co. in the Rico area from 1978 through 1983 resulted in dis¬covery of the Silver Creek molybdenum deposit. The drill-indicated resource is 40 Mt (44 million st) of 0.31% Mo, and projections suggest that the deposit may exceed 182 Mt (200 million st). No source intrusion has been intersected by drilling, but its presence is sugested by intramineral silicic alkali-alaskite porphyry dikes observed at the surface and in drill holes. Age dates and fluid inclusion studies indicate that the deposit was formed 5.2 ± 0.2 m.y. ago and that more than 1200 (3937 ft) of cover has since been removed by erosion. The deposit is hosted by Precambrian quartzite and greenstone, and Paleozoic sediments. Three prominent faults intersect in the vicinity of the molybdenum deposit, and one of these, the Last Chance fault, strongly influenced the shape and location of the deposit. The juxtaposition of host rocks across the Last Chance fault reflects significant offset spanning at least three different periods. Wallrock alteration associated with the deposit includes potassic, phyllic, and propylitic zones in noncalcareous rocks and garnet and anhydrite-diopside zones in the carbonates. All +0.2% Mo mineralization is within the potassic and garnet zones. Premineral faults that intersect the deposit contain the only surface molybdenum, tungsten, and fluorine anomalies. Dispersion halos of the indicator elements were defined by drilling in the discovery phase of exploration, and are particularly well-developed in the hanging wall of the Last Chance fault.

Disposal of solid and liquid wastes from mining and milling operations has become a focus of attention in recent years. Consequently, the geotechnical engineer is more frequently associated with design of disposal facilities. Jack Wulff, a representative of one consulting firm with experience in this field, talks with ME about the geotechnical engineer's contribution. Mr. Wulff, mine and mill waste disposal today is receiving more attention-and many more dollars-than in the past. Regulatory agencies have promulgated demanding requirements concerning mill waste (especially uranium mill waste) and specialist consultants are frequently being called in to design disposal systems. What can the experienced geotechnical engineer add to the development of waste disposal facilities? It's true that geotechnical engineers have recently become more visible in the minerals sector, but we've been around mining for a long time-as foundation engineers for mills and mine support buildings, and for geotechnical aspects of open pits, pipelines, railroads, roads, and so forth. We've also designed water supply dams, which could be considered recursors of tailings dams and other forms of disposal systems. Let me show by example what geotechnical engineering can contribute to waste disposal facility design. I recently was asked to look at several small wastewater impoundments which had failed. The design of the earth embankments appeared, at first glance, to be rather conservative. They were only about 3.4 m high, the slopes were 3 to 1 (horizontal to vertical), with about 24 m of bottom contact with the earth foundation. But there had been three episodes of dike failure in a few months, all upon initial filling. The problem was the nature of some material in the foundation that was also used as structural fill-a dispersive clay that readily deflocculated and eroded on contact with water, especially with seeping or flowing water. The design did not include the defensive measures required to use such materials confidently in water retention structures. Apparently, the designer did not recognize the potential problem posed by the unusual soil characteristics. That's the sort of engineering information fundamental to geotechnical engineering, but not necessarily a part of the civil, structural, or mining engineer's professional training or experience. This difference in expertise is not simply a matter of factual knowledge-it also affects the design process. The structural engineer can design a structure to fit the client's functional needs and can specify the materials (grade of steel, PVC, concrete, etc.) to meet the demands of the design. The geotechnical engineer's design process is somewhat different, since we work with natural materials, not man-made materials produced according to specification. We first have to establish what kinds of materials are available (usually directly from the chosen site, since importation of materials becomes expensive). Then we determine the engineering properties and characteristics and, finally, design the structure to fulfill the client's requirements within parameters dictated by available materials. In brief, the geotechnical engineer works with naturally-evolved, not man-made, materials and uses design techniques developed to accommodate that fact. Because no two sites are exactly alike in configuration, structural (geologic) characteristics, or available materials, there will be unique design and judgmental questions to be resolved on virtually every project. You said that water retention dams could be considered the precursors of tailings dams-you probably had a specific technical relationship in mind. There's a very strong carryover of methodology from earth dam design, where the technology developed and where it has become very refined.
