In the post-World War II years, metals analysts and statisticians have tracked the demand for metals in line with changes in Organization of Economic Cooperation and Development (OECD) industrial production (IP) growth rates, Williamson said. This was because the correlation between IP growth and metal demand was reasonable. "However, the correlation was exaggerated," he said. During times of expanding IP growth, metal demand increased at a faster proportional rate than IP growth. This was probably due to industry restocking in anticipation of growing demand at the start of each economic cycle. Conversely, metal demand would slacken at a greater rate than would be suggested by negative IP growth as industry destocked to reduce costs. Nonetheless, he said, a reasonable correlation could be painted between IP growth over the longer term and metal demand. "Yet, although this correlation has stood well since the last world war, it has been based on the fact that the bulk of the world's IP growth stemmed from the industrialized countries of the western world, lately including Japan," Williamson said. The so-called "developing world" had been of little consequence. The Soviet Union and other communist bloc countries were deemed to be closed, self-contained entities that, for each metal, would either be net exporters or importers, he said. These quantities would be used by analysts to calculate the overall supply/demand equation for the western world only and to deduce whether a commodity was in shortage or surplus. It is now believed that this method of projecting total world supply and demand for raw materials is outdated, Williamson said. It does not take into account the worldwide political changes that have occurred since the collapse of communism and the revitalization of China. "It is no longer appropriate to assess global balances for raw materials on the basis of three economic blocs," he said, including the western world, developing world and communist bloc. Rather, global balances need to be projected on a global basis. In this regard, since the collapse of communism and the removal of many other totalitarian regimes, capitalist forces are attempting to satisfy the expectations of the great mass of the world's poorer people, Williamson said. Such people, usually located in Asia, Africa and Latin America, have aspired to the same standard of living as people living in western Europe, North America and Japan. "Now, with free market forces at work, their aspirations will start to be met." Consequently, the demand for metals and other raw materials will now rise at a much faster rate. The production of raw materials has to keep pace with rising IP in the developed world. It will also have to keep pace with the demands associated with the rising expectations of increasing populations in the developing world, as well as from within the old communist bloc countries.

Current approaches to reclaiming acid generating tailings include permanent water cover or encapsulation with various synthetic liners and/or clay. Although these methods can be effective, some ongoing maintenance will be required in perpetuity to ensure that water levels are adequately maintained or that the integrity of any capping system is protected. The successful creation of wetlands in tailings basins offers the possibility of creating a stable environment for the tailings with minimal maintenance. Acid-generating tailings from a massive zinc sulfide deposit in Winston Lake, Ontario, were placed in small cylindrical tanks to examine the feasibility and effectiveness of creating wetlands and mitigating acid and metal release. Two uncovered controls were established in addition to the five treatments, which were done in duplicate. Each wetland tank was 117 cm in diameter and contained 6 1 cm of tailings. Treatments included 61 cm cover of wetland soil, 61 cm of glacial till, 61 cm of tailings, and two tanks with 71 cm of water. One of the water covers included the aquatic macrophytes: Elodea canadensis, Potamegeton sp., and Ceratophyllum demersum. Cattails (Typha latifolia) were planted in the plots with substrate cover, and the initial water level was set at ten centimeters. The pH within the tailings in the treated tanks generally ranged between 6.0 and 6.5 and zinc concentration ranged from 0.02 to 0.1 mg/L. The drainage from the controls had an average pH of 3.3, and 7,700 mg/L of zinc.

Experiences gained using computers in the mining and geological environment have shown that it is quite rare for a system or the data it stores to be truly stand alone. Just as the mining enterprise aims to have a smooth integration of operations from exploration through mining and extraction to sales, so it should develop all its information systems within an overall framework or architecture which covers the applications and data as well as the computer hardware and communications. This paper discusses methods of achieving such an architecture, and describes some of the benefits it can have on the development and implementation of information systems. The key aspects are the identification of the business functions and the data that they use, and ensuring that the IS plan supports the overall objectives of the enterprise. Hardware and communications policies should be based on the plans for the applications and data, rather than the reverse.

INTRODUCTION In open-pit mining of high grade ores, operators of mining equipment in a pressurized cab are protected from inhaling radioactive aerosols by the use of filtered air through a pre-impactor and a HEPA (high efficiency particulate air) filter. At present, a limited amount of scientific information is available on the worker exposure to airborne alpha emitters in the mining of high-grade ores. (Miller, 1977, Nielson, et al, 1979). Factors affecting the worker exposure to alpha radiation are: the grade of uranium containing ores, the environmental conditions inside the mine pit, the protection factor of the cab filter system, the workers' attitude towards the hazards of radioactivity and the adopted contamination control in the cabs. Four series of field samplings were conducted during the fall of 1980 and the summer of 1981 at a mining site in northern Saskatchewan to investigate the extent of protection an equipment operator has against cab internal exposure to airborne alpha emitters with short and long half-life radionuclides. The variation in the breathing zone concentrationnof aerosols as a result of resuspension is discussed, however no attempt was made to isolate and investigate the factors and the associated parameters of the aerosol resuspension phenomenon. AEROSOL RESUSPENSION IN A CAB Mechanisms of Resuspension [Sources]: The presence of radioactive aerosols inside a cab and in the breathing zone of an operator may be due to initial concentration inside [(CO)], concentration in the filtered (HEPA) air (CC, at the flow rate [QC]), the concentration of the aerosol through resuspension ([CR]), the aerosol concentration in the air outside the cab ([CE]) and the concentration of the aerosol in the leaking air [(CL)], at the flow rate of [(QL)]. [Volumetric Equilibrium]: Assuming a uniform concentration of the aerosol in the cab, the aerosol concentration in the breathing zone[ (CBZ)] may be expressed as, [CBZ+CO+CC+CR-CL] If [QC] remains greater than [QL], there is pressurization in the cab. There is particle loss as a result of the leaking air from the tight cab, however the condition of adequate pressurization ensures that [CL ~ CC]. Also for dust particles filtered through HEPA [CC – 0] thus [CBZ + CO + CR] For the radioactive gases, [CBZ - CO + CC] Over long periods,[ CBZ – CE] but if [CBZ] exceeds the value of CE then the aerosol build-up in the cab has, occurred. [Resuspension]: Turbulent bursts are generated within the core region of a cab confinement, such that the down sweeps and the up sweeps of the air bursts cause resuspension of dust from the surfaces. Particles initiate resuspension by four major modes: namely, sliding, rocking, rolling, bouncing or sudden ejection or by combinations of these. Nevertheless the adhesion force between the particles and the surface must be overcome by ejection forces before ejection takes place (Kline et al, 1967, Corino and Bradkey 1969, Kim et al 1971). The phenomenon of particle resuspension from a surface may be expressed in a generalized form as: CR =f (Uz . R . D . H) where CR = Rate of particle resuspension UZ = Surface shear velocity R = Surface roughness parameter D = Aerodynamic diameter of particle H = Frequency of surface airburst A detailed discussion of the individual parameters was attempted for the case of farm tractor cabs by Atiemo (1981), such a treatment is out of the scope of this study. Only the effects of the properties of surface roughness will be discussed. Effect of Surface Properties The roughness of the surface from which dust particles are ejected plays a significant role in the deposition and resuspension of the dust. The roughness or the amount of protrusions greatly influence the intensity of air turbulence in the immediate vicinity of the surface (Schmel 1976). For most roughened surfaces therefore, larger particles may be dislodged in greater quantities than smaller particles. The deposition and the resuspension of dust particles from different surface materials of glass, cloth, metal and rubber have been studied in a wind tunnel (Atiemo, 1981). Field Conditions Mining equipments used are: a backhoe, a bulldozer with ripper attachment and two dumptrucks for high-grade ore operations; a payloader and two dumptrucks for waste handling; and a jumbo drill which drills dynamite holes for ore blasting. Pillar design ought to be a matter of matching pillar strength against pillar loading conditions to come up with dimensions that will cause the pillar to behave as required - to stand forever, or for a limited time, or to fail in a controlled manner. But something has gone wrong in recent years, seriously wrong. Pillar design practices have departed from reality. The laboratory and computer have taken the place of the mind. If the mind is put to work and such pillar design practices are examined critically, it becomes obvious that they deal with conditions that do not exist in a real mine. Time, effort and money are wasted, and the end results are incorrect and misleading. These questionable pillar design practices have been passed on from generation to generation over the past 30 or 40 years. The hope here is that we can return to reality as soon as the questionable practices are generally recognized. We could then go back into the mines and define how pillars really work, and mining safety, efficiencies and costs should improve. Let us take a close look at current textbook design practices and compare them to real-life conditions. Common sense might then prevail. (At this time, we will consider only mine pillar design, but similar scrutiny should be applied to design criteria for width of openings, floor conditions and roof support systems.)

Introduction A section of the Federal Land Policy and Management Act of 1976 specifies the procedure for areas the US Bureau of Land Management manages that have wilderness qualities. In part, FLPMA specifies that within 15 years of its approval, the Secretary of the Interior shall review roadless areas of 20 km2 (5,000 acres) or more and roadless islands of public lands identified during the inventory as having wilderness characteristics described in the Wilderness Act of 1964. Further, the Secretary shall report to the President his recommendation as to the suitability of each area or island for preservation as wilderness. However, before any recommendations for, wilderness designation, mineral surveys shall be conducted by the US Geological Survey and the US Bureau of Mines to determine if any mineral values are present. And finally, a Presidential recommendation for wilderness designation becomes effective only if so provided by an Act of Congress. BLM Inventory Procedures To fulfill these legal requirements, BLM is inventorying the land it manages for wilderness qualities. Since the law sets special provisions for Alaska, BLM included in its inventory only the public lands it manages in the conterminous US. In 1980, after public input, BLM picked 967 areas to be considered as Wilderness Study Areas. All of the selected WSAs are in 11 western states and the areas total about 97,128 km2 (24 million acres). From these 967 areas, through its multiple-use planning system, BLM is making initial recommendations of areas to be considered suitable for preservation as wilderness. Those WSAs that BLM initially considers suitable for wilderness preservation will have mineral surveys conducted by the USGS and the USBM, to determine mineral values. Based on these mineral surveys and other resources information including wilderness qualities, the Interior Secretary will report to the President his recommendations on the WSAs suitable for wilderness preservation. To make the initial recommendation of suitability, BLM managers will need information about geology, energy, and mineral (GEM) resources as well as information about other resources. BLM has begun a GEM assessment program to provide its managers with that information. This program is designed to provide information for a WSA suitability decision process that aims to supply minimum necessary GEM information. In essence, the program will provide preliminary assessment of the mineral potential for each WSA. Assessing the WSAs To accomplish this, a two-phase program was designed. In phase one, only existing data are collected and used. In phase two, new data are generated and added to existing data. Phase two begins only if BLM geologists, mining engineers, or managers consider the information provided in phase one as inadequate. This avoids unnecessary work and expenses and allows the program to proceed without undue delay. Figure 1 shows the two-phase process, including BLM's GEM in-

Re-entrainment refers to dislodgement of particles deposited by both atmospheric and nonatmospheric processes and their subsequent insertion into a flowing field. Formation of sand dunes, snow drifts, soil erosion and fugitive dust emissions are a few examples of the natural occurrence of re-entrainment. Re-entrainment studies have been done for the estimation of potential hazards from nuclear fallouts. The phenomenon of re-entrainment has been utilized for the cleaning of wafers and filters. Re-entrainment is associated with both surface and underground mining activities. However, studies on dust re-entrainment in mine atmospheres are limited. Understanding the re-entrainment phenomenon is important because dust particles lying seemingly harmless on the ground and adhering to numerous surfaces can get re-entrained and become a health and safety hazard. There are significant differences in the kind of re-entrainment encountered in underground mines and those in other fields of interest. These major differences are air velocity, direction of air flow, particle size, amount of particles, and time of exposure. While numerous studies have been done in other fields to identify the role of interacting variables and their contribution to the mechanisms of re-entrainment, no similar reported work is available for dust in mine atmospheres. In this paper, recent research efforts on re-entrainment are reviewed. The most suitable form of representing re-entrainment in underground coal mine atmosphere is presented. Various approaches to studying re-entrainment phenomenon in mines are also outlined.

To meet the growing need for CO2 capture and storage technology, Michigan Technological University is researching CO2 capture and storage using alkali solutions1. Without implementing emission controls, world energy emissions will rise from 29.7 billion t in 2007 to 42.4 billion t in 2035. The first objective of the project was to determine the optimal amount of alkali in solution for CO2 absorption. This was accomplished using theoretical equilibrium calculations and experimental absorption data for alkali solutions of 1, 2, 3, 4 and 5 weight %. As the % alkali in solution increased, so, too, did the ionic strength of the solution. Theoretical calculations took into account the effect increasing ionic strength will have on the solubility of gaseous CO2. The calculations assumed negligible formation of H2CO3, constant temperature and constant pressure. In the experimental setup, a 16% CO2 /balance air gas mixture was bubbled through an Erlenmeyer flask filled with an alkali solution. The gas exiting the flask was fed to a gas analyzer to record the % CO2 in the exhaust gas stream. The % CO2 absorbed was taken as the % CO2 in the exhaust gas minus the % CO2 in the feed. Theoretical calculations found that as the % alkali in solution increases, the solubility of CO2 decreases. This was verified by experimental data, which found that a 2% alkali solution, by weight, was the ideal solution for CO2 absorption. Current research is focused on using the 2% alkali solution for permanent storage of CO2 via mineral carbonation to produce a value-added product.

The adsorption of oleate at the surface of a fluorite single-crystal internal reflection element has been investigated using Fourier transform infra-red/internal reflection spectroscopy (FTIR/IRS). The application of this innovative experimental technique has added a new dimension to the investigation and understanding of collector adsorption phenomena. It is now possible, for the first time, to measure in-situ and in real time the adsorption density and bonding nature of collector species adsorbed at mineral surfaces. In this regard, oleate adsorption densities were calculated from spectral data, and the equilibrium adsorption isotherms were found to agree quite well with other adsorption isotherms reported in the literature. At low equilibrium oleate concentrations(<10-5 M), monolayer-type cover-age was observed in the chemisorbed region. It was found that in this region the adsorption density increases with an increase in temperature, which sup-ports experimental results from previous ex-situ FTIR studies and thermochemical studies in which it was shown that the chemisorption reaction was endothermic. At higher equilibrium oleate concentrations (>10-5 M), the adsorption density increases dramatically at the point of surface precipitation. The oleate adsorbed in the chemisorbed region has a distinctly different spectrum than the oleate adsorbed in the surface precipitation region of the adsorption isotherm. In the chemisorbed region, the oleate appears to be mono-coordinated at the fluorite surface.

The processors of Florida phosphate rock face constraints similar to those of other mineral operations--leaner ore, more complex treatment schemes and a product which sells for a penny a pound. IMC Fertilizer is a dominant producer in this market with its current operation of five processing plants. An emphasis by their management in maintaining and improving plant performance has continued unabated for some 15 years. This has resulted in a commitment to the importance of routine automatic sampling of product and in process streams, the generation of reliable assay and size distribution data, the accurate measurement of process flows, and the computerized "rendering" of this information into weekly and monthly material balances which provide consistent measures of process performance. In addition, there has been a parallel program to monitor and improve the performance of flotation reagents and to evaluate process modifications or changes in equipment. This paper will describe the evaluation techniques that have evolved over this period and indicate how the historical data base is used to identify plant problems early and help in their solution.

OVERVIEW Blind drilled shafts are becoming increasingly popular, particularly in the Appalachian coalfields, as a secondary and sometimes primary means of ventilation. The reasons for the rebirth of the blind shaft are mainly due to it&apos;s economics, timeliness, safety characteristics and inherent independence from underground operations. Historically blind drilling has been used to a limited degree in hard rock and tunneling ventilation. With the recent advances in cutters, bit design, equipment and lining systems, particularly in the Appalachian coalfields, blind drilled shafts are once again the shaft construction technique of choice to the educated ventilation specialist. [ ] HISTORY OF BLIND DRILLING Blind drilling has it&apos;s roots in numerous places, including the Nevada Test site, the coalfields of Appalachia and Germany along with the uranium mines of Arizona. Early technology was developed using a variety of equipment mainly of oilfield origin with oilfield drillers entering the industry on a project basis only to "pull in their horns" and return to the oil patch. Shafts completed by oilfield equipment range from the shallow 5&apos; and 6&apos; lined shafts on the Nevada test site to two (2) 10&apos; lined, 730&apos; deep shafts in Alberta for heavy oil development. Several of these shafts were completed to extraordinary depths with the record being a 90" diameter, 6,150&apos; deep shaft being completed in the Aleutian Islands of Alaska in 1969. EQUIPMENT Oilfield equipment is still being used on the Nevada test site but elsewhere specialized blind hole equipment has been developed to enhance the efficiency of particular applications. Where steel liners are required the A-leg derrick with a simple hoist and rotary system is used. The largest user of this type equipment in the world is the former USSR where blind drilling for mine ventilation is the norm. On applications where trip time and cutter changeout are a priority, top drive hydraulic rigs have been developed which are highly automated, efficient and mobile. These rigs are particularly well suited for tunneling applications where shafts are shallow and sites are usually tight.

INTRODUCTION Certain activities, such as emergency work and rescue operations, often have to be undertaken in environments where heat loads often exceed limits prescribed for routine work. This is particularly relevant to the South African mining industry where heat stress-induced fatalities are not uncommon during rescue operations. In this regard an excessively hot environment is defined as one where either the dry-bulb temperature exceeds 37,0°C or the wet-bulb temperature exceeds 32,5"C, and it is therefore not surprising that heat stroke mortality escalates rapidly when these limits are exceeded. A review of both local and international standards indicated that the available information on safe exposure times under abnormal heat stress conditions is very limited. Where available, such standards are aimed at the general population, including both sexes, irrespective of age and also the least heat tolerant worker, and not at a medically-screened, all-male population free of grossly heat intolerant individuals, as is the case in the South African mining industry. It is suggested that available norms and limits are too conservative for local application and, therefore, unrealistic. In view of the definite need to protect workers when exposed to abnormally high environmental temperatures, the present study was undertaken to establish a scientifically derived data base. applicable to local conditions, to determine safe exposure times: Any exposure limit, especially in an emergency situation, should be easy to administer, valid and reliable. These aspects, there- fore, form an integral part of this paper. FORMULATION OF HEAT STRESS LIMITS The formulation of heat stress limits was based on the criterion that a heat exposed individual should experience a negligible risk of developing dangerously elevated body temperatures. In order to provide a database for risk assessment, certain physiological responses of heat tolerant men were determined at various combinations of thermal conditions and work rate in a climatic chamber. These physiological responses were analysed statistically in order to predict safe survival and tolerance times as a function of thermal conditions and work rate. EXPERIMENTAL DESIGN A total of 202 randomly selected, medically fit mine workers volunteered for the study on the basis of informed consent. These men were considered to be inherently heat tolerant in as far as they had successfully completed a heat tolerance test (Anon., 1991) or the standard climatic room acclimatisation procedure used on many South African gold mines (Anon., 1989). The Mine Safety and Health Administration (MSHA) has developed a Mine Ventilation Bleeder and Gob Training Course. This three day course is designed to increase the knowledge and understanding of bleeder ventilation systems. It discusses concepts, designs, plan approval, inspection and evaluation of bleeder systems. This paper will introduce some of the material contained in that course, focusing on the inspection, examination, and evaluation of bleeder systems. The regulations addressing the use of bleeder systems are found in Title 30 Code of Federal Regulations (30 CFR) Section 75.334. The examination requirements are found in 30 CFR Section 75.364. Section 75.364 de- scribes specific locations where examinations are to be made and specific information to be gathered at those locations. The required locations and information will be discussed in some detail with examples and illustrations. These weekly examinations for bleeder systems are designed to monitor the parameters of the bleeder system and to evaluate its effectiveness. Over time, conditions can develop in the bleeder system that affect the ventilation and lead to hazards such as methane accumulations. The hazards of methane accumulations need to be understood as such accumulations can contribute to mine explosions. The importance of additional information gathered by the mine examiner that can assist in evaluating the performance of the system will also be discussed.

On-line analyzers have made possible the use of fuzzy logic control (FLC) for local control applications in coal preparation plants. This includes FLC of heavy media vessels, cyclones and froth flotation. These circuits can be controlled in real time in a feedback control loop with an on-line analyzer. Control strategies can be developed using statistical process control (SPC) techniques that are first applied offline in manual mode through the use of control charts. This process is then brought on line using FLC in conjunction with an on-line analyzer to automate the circuit. The advent of programmable logic controllers into preparation plants has enabled the implementation of regulatory control. As shown in Fig. 1, regulatory control is the first level of process control as applied in a processing facility. This involves: ? The logic sequences for start-up and shutdown procedures and all the necessary interlocks for safety purposes. ? The systems to control individual parameters and individual units. Various sensors provide information that is useful to plant operators, while some can be used as signals to simple control loops (Couch, 1996). This is the foundation of process control. It must be performed well if there is to be any success in supervisory control (level 2). Supervisory control involves overseeing and directing the operation of unit operations, or of the whole plant. This includes more complex loops with cascade control. And it may involve feed forward and feedback systems. There have been some applications of this kind of control to thickeners and flotation circuits in coal preparation plants. In addition, there are supervisory controls on some dense medium circuits and, in a few cases, on jigs. These are implemented with proportional integral- derivative (PID) controllers that are available in the PLC or distributed control system (DCS) operating soft ware. In a coal preparation plant, there might exist 200 to 400 PID loops. In a coal-pro¬cessing plant, this number is increased to 2,000 loops or more. It is important to use the correct algorithm or function to control a process variable to the point where automatic control shows a markedly decreased variability over manual mode. This is where fuzzy logic and neural networks have an advantage over traditional model-based expert systems. Because dynamic models of coal preparation unit operations do not exist, model-based expert systems that are prevalent in minerals processing cannot work. Not enough is known about the dynamics of the gravity separation processes employed in coal preparation. Therefore, an artificial intelligence (AI) system consisting of a subset of fuzzy logic, genetic algorithms and neural networks must be applied in coal preparation plants if a supervisory control system is to be successful across a range of feed characteristics and variable set points.

Following the driving of each new section of tunnel, a prompt decision is required regarding the type and extent of primary support to control convergence and prevent ground failure. Sometime thereafter, the effectiveness of the in-place support must be evaluated over the entire length of excavation. It is therefore extremely desirable to have available a lightweight, portable, easy to install and interpret, cost effective monitoring system to assist with these ground control functions. Such a system can be assembled based on the acoustic emission (or microseismic) technique. This monitoring technique uses a piezoelectric transducer to detect subaudible noises associated with deformation of and/or crack propagation in the soil or rock being monitored. After detection, the signals are then amplified, filtered and electronically counted to provide a quantified assessment of the stability of the structure. In the simplest sense, the absence of emission, or counts, signifies no deformation and thus stability. Conversely, the occurrance of counts signifies instability to varying degrees. The higher the count rate, the greater the instability and the need for immediate or additional support. Described in this paper is an overview of the acoustic emission (microseismic) method, details of its use in a laboratory study measuring convergence and stand-up time in soil, and the behavior of rock samples under similar stress conditions. Field use of the method is recommended for ground control monitoring in tunnels, and some suggestions regarding monitoring procedure are presented.

INTRODUCTION The use of backfill materials in underground mines has been practiced for many years and the trend indicates an increased utilization of backfill materials in the future. The authors believe that underground uranium mines will follow this trend. Classified mill tailings, approximately 65 to 70 percent solids by weight, are the most common fill materials. Cement or other pozzolanic agents can be added to the fill materials to improve their strength characteristics. Dry fill, in the form of development muck, can also be introduced in the stopes to fill the voids left by the action of mining the ore. This paper deals mainly with the assessment of the radiation properties of backfill materials originating from uranium ores processed in the milling facilities of uranium mines. The paper outlines the results of studies conducted in the laboratory and in the field on radon emanating characteristics of backfill materials utilized in uranium mines. ROLE OF BACKFILL IN UNDERGROUND MINES Fill is a structural component of any underground mining system. In general terms, the purpose of filling is to provide ground support, to make recovery of pillars possible to provide a working platform for men and equipment, and to allow for waste disposal. There are other inherent advantages to the use of backfill underground, the most important being to: a) permit mining at greater depth b) allow the adoption of highly mechanized mining techniques c) reduce dilution from wall sloughing d) minimize roof and wall failures e) allow the mining of irregular orebodies, and f) to provide better control of ventilation. The last item is of great importance to uranium mine operators. The introduction of radioactive backfill underground represents an additional source of radioactive contamination; on the other hand the introduction of backfill in the mine reduces the volumes of workings to be ventilated. As a consequence the general mine ventilation is more effective and in most cases, better air quality can be maintained in the mine. There are of course some disadvantages associated with the use of hydraulic fills in underground mines, notably: a) the handling of large additional quantities of water from the underground workings b) delays caused by the cyclical nature of the backfilling operations c) additional costs associated with stope preparation and placement of backfill in stopes, and d) "spills" caused by bursting pipes or fill escaping from fill retaining structures. ASSESSMENT OF NON-RADIOACTIVE PROPERTIES Although the radioactive properties of mine backfills are discussed in this paper many other physical and chemical properties of backfills must also be considered. These properties include: a) percolation rate and permeability parameters b) viscosity versus pulp density relationships c) size analyses d) settling times e) settled bulk density f) solids specific gravity g) void ratio and porosity h) optimal percentage solids by weight i) specific gravity of slurry j) addition of cement:cement retention and loss k) unconfined compressive strength 1) triaxial compressive strength m) shear strength (non-cemented)

Introduction Raise boring is the most accepted form of mechanized hard rock boring in the mining industry. It appeared logical to take this mechanization one step further by introducing computers. Atlas Copco Jarva has produced a series of raise boring models that use an integrated computer. The company decided to use electronics and computerization, not for marketing purposes, but to make its equipment more cost-effective. Basis of Cost-Effective Design From the manufacturer&apos;s standpoint, it is possible for the equipment owner to reduce the cost of putting in raises by: • Replacing existing components with less expensive components that produce the same results; • Replacing existing components with more expensive components that make the equipment more productive; • Mechanizing equipment to reduce associated labor costs; and • Combining the above. Analysis of a standard raise boring machine (RBM) system showed that little could be done with less expensive components. It appeared, however, that the RBM could be more productive by transmitting more horsepower through the expensive drill string, while being precisely controlled by computers. An RBM system includes a basic machine, drill pipe, accessories, reamer, and cutters. The approximate percentage cost of various components on a standard system capable of boring 300 m (985 ft) long and 3-m-diam (10-ft-diam) aises in medium to hard rock is shown in Table 1. Also shown is the increased cost above standard of the Jarva computerized machine, and the productivity of both. Increased Productivity Penetration is important during the reaming cycle for more productive raise boring. This is possible by increasing the cutter load with constant rpm or increasing the rpm with constant cutter load. To increase thrust and maintain rpm requires increased capacity in the cylinders, drive train, main thrust bearings, drill string, electrical motors, and power units. To increase rpm and maintain cutter load requires only increased capacity in the electrical motors and power units. This is possible because the torque requirement remains constant for a constant thrust load. Only the horsepower increases, proportional to rpm. Since cutter costs are a big factor in raise boring, changes in machine performance must be analyzed to assess the effect on cutter performance. With a standard or typical carbide cutter, as used on raise boring machines, the effects of increased thrust or rpm are shown in Table 2. The assumption is made that the base data is the current rpm and thrust range where the cutters are now operated. It is also assumed one variable is held constant while the other increases. The result of this comparison, approximately, is that a 50% penetration increase can be achieved with little or no increase in cutter cost if rpm is increased 50% and cutter load is maintained constant. A similar 50% penetration increase can be achieved with a 45% increase in cutter cost, if the cutter load is increased by 20% and maintained constant. Clay minerals can be a source of problems in heap leaching operations. The ore for many heap leach operations is commonly acid-sulfate alteration zone rocks which may be found in hot springs deposits as well as the supergene zone of other near- surface gold deposits. Clays can be important constituents of these ores. Swelling clays, such as smectite, can come loose from the agglomerated ore, migrate within the heap, concentrate in pore spaces and often plug up flow channels in the heap Cement is often added to the ore as a binder during the agglomeration process. Lime is added for pH control. Their presence, combined with the sodium cyanide commonly used to leach, can raise the pH of the leach solution to 10 or even 12. This very alkaline solution can cause dissolution of some mineral Some clays, such as kaolinite, are not very stable in high pH solutions. They can be dissolved and reprecipitated as other clay species if sufficient silica and the appropriate cations are available in solution. Silica gels and amorphous materials can also be created from the dissolved kaolinite and other minerals and act as retardants to the flow of leach solutions in the heap. Therefore, before a heap leach operation is built, the operator should evaluate the clays in the ore and test the agglomeration procedure. It is important to know not only the mineralogy and the chemistry of the leach environment but how the minerals and solutions interact and what the products of this interaction are. A hypothesis is presented in this paper that expanding smectite- bearing clays can be generated within the heap. How and why this happens will be explained.

INTRODUCTION Main mine fan installations at underground coal mines must be designed to comply with the requirements outlined in 30 CFR (Code of Federal Regulations) Part 75. However, very little emphasis is typically placed on the aerodynamic optimization of shaft collar designs, ductwork configurations, and the selection of a fan isolation, or "closing door," system. Field testing has shown that poorly designed systems may produce large pressure losses between the shaft and fan inlet, as well as air turbulence problems which adversely impact fan efficiency and sometimes fan structural integrity. This paper analyzes each component of a surface exhaust fan system for an underground coal mine: • The shaft collar arrangement, • The 45 or 90-degree turning duct that isolates the fan motor from the return airstream, • Alternative ductwork arrangements for parallel fan installations, • The self-closing doors or dampers that are required for multiple fans, and • Horizontal and vertical evas6 arrangements on the discharge side of the fan. While discussion is limited to axial fan installations at shaft mines, most of the recommendations would also apply to centrifugal fan installations and to main mine fans for drift mines. FEDERAL REGULATIONS The mandatory safety standards for underground coal mines that apply to the installation of main mine fans are listed in 30 CFR Part 75.310. Stipulations which impact the design of the fan sys- tem arrangement are contained in paragraphs (a)(l), (a)(5), (a)(6),(d), and (1) of 75.31 0: • Each main mine fan shall be installed on the surface in an incombustible housing; • Each main mine fan shall be protected by weak walls or explosion doors in direct line with possible explosive forces; • Explosion doors or weak walls shall have a cross-sectional area at least equal to the area of the return air shaft or drift opening through which the pressure from an underground explosion would be relieved; • Each main mine fan shall be offset by at least 4.57 m (15 feet) from the nearest side of the mine or shaft opening; • Automatic closing doors shall be provided to prevent possible air reversals through the fans in mines ventilated by multiple main mine fans. The installation of main mine fans underground is prohibited by 30 CFR Part 75.310, (a)(l). Providing explosion doors or weak walls in line with a possible underground explosion and offsetting the fan 4.57 m (1 5 feet) from the edge of the shaft preclude the installation of the fan directly over the shaft. In addition, 30 CFR Part 75.507-1 specifies that all electrical equipment used in return air courses be permissible, which requires locating the fan motor outside of the airstream exhausted through the fan. To comply with the Part 75.310 regulations, explosion doors are typically located directly over the shaft as part of the shaft cover or &apos;bonnet." A sufficiently long section of ductwork placed between the shaft enclosure and fan, equipped with a 45 or 90- degree turn, enables the fan to be offset at least 4.57 m (1 5 feet) from the shaft and the motor to be isolated from the airstream. The need for the turn in the ductwork can be eliminated by driving the fan from the discharge side, instead of from the inlet side, and providing for a 90-degree bend in the evas6. For multiple main mine fan systems, self-closing doors can be located on the inlet or discharge side of the fan. FAN SYSTEM COMPONENTS A poorly designed exhaust fan arrangement will produce turbulent conditions at the fan inlet and significant pressure losses between the shaft and fan. Field tests have shown that pressure losses through inlet ductwork at some installations may constitute as much as 30 percent of the total mine head. Unfavorable flow conditions may cause a change in the operating point on the fan performance curve, resulting in reduced fan efficiency and pres- sure generation capability. In some instances, poor airflow distribution through the fan may create mechanical stresses that lead to fan blade or fan housing fatigue failures. The objective in designing an air duct arrangement for a fan system is to provide a low cost duct that will move the air from the shaft to the fan in a uniform air distribution and with minimum energy requirements. The optimum solution is a compromise between technical and economic factors. Aerodynamic design considerations for the shaft collar and cover, fan inlet ductwork for both single and parallel fans, self-closing doors, and evas6 are discussed in the sections below. Shaft Collar/Cover To prevent excessive turbulence and non-uniform air distribution through the fan, a smooth transition for the change in direction of airflow at the top of the shaft must be provided. However, the concrete lining of the shaft is abruptly terminated at the surface at many coal mine installations (see Figure I), creating a sharp 90-degree bend. Namibia is one of Africa&apos;s newest nations. A German colony until 1915, it then became a South African protectorate until 1990, when it gained independence after an armed struggle that lasted more than two decades. However, no trace of past bitterness can be found today in the capital, Windhoek, or in the countryside. Namibia is now one of the safest parts of Africa. Namibia&apos;s industrial base and infrastructure have been untouched by war. Swapo, the ruling party, has embarked on a successful policy of reconciliation and economic development. The GNP per capita is a surprising $1500 (from the World Bank), one of the highest in Africa. Namibia&apos;s population stands at 1.3 million, including about 100,000 whites. Namibia is a very sparsely populated country (1.7 inhabitants per km2). About 70% of the people are farmers. Namibia has a surface area of 824,232 km2 (318,261 sq miles), about the size of France and Germany combined. The semi-arid climate and generally flat morphology make the country well suited to mineral exploration. About 40% of the country presents abundant rock outcrops. The rest is buried under the Kalahari sands. However, this cover in most of the country hardly exceeds 200 m (655 ft), and Australian technology has shown that large mineral deposits (Roxby Downs) can nowadays be found at even greater depths. Mining is Namibia&apos;s largest industry. In 1991, it accounted for 22% of the country&apos;s GDP, about 70% to 80% of its exports by value and 25% of internally generated government revenues. The Ministry of Mines and Energy (MME) is responsible for formulating and implementing national mineral policies. This agency has recently introduced legislation aimed at encouraging new and long-term investment in the mineral sector. The variety of Namibian mineral resources, both metallic and nonmetallic, is rivaled by few countries worldwide.
