The Nucoalyzer (On-Line Nuclear Analyzer) is a new method recently made comercially available for monitoring the elemental composition of a process stream. Applications for the Nucoalyzer include grading ore on a conveyor belt before or after it has gone through primary crushing, monitoring the slurry being transported in a pipe to the concentrator, and monitoring the stream of concentrate or the tailings from the concentrator. The Nucoalyzer may also be used at the smelter to monitor elements in the feed that include copper, sulfur, iron and silicon where a uniform feed is desired. The advantage of the Nucoalyzer over most other techniques are (a) it performs the measurement directly on the process with no sampling necessary, (b) the analysis can be performed on streams of particulate and slurries, and (c) the system does not have to make contact with the material it measures. These Nucoalyzers are operating at coal fired power plants and several more are about to be placed in service. This paper discusses the principles of operation of the Nucoalyzer, our experience in the field, application of minicomputers to data reduction, and potential applications in the ferrous and non-ferrous industries.

Brenda Mines, located 22 km Northwest of Peachland in British Columbia, Canada was an open pit copper- molybdenum mine which closed in 1990 after 20 years of operation. The primary concern in Brenda's tailings and waste rock drainage is molybdenum at a concentration of approximately 3 mg/L. The mine drainage is alkaline and contains little or none of the typically problematic heavy metals. Given that the waters downstream are used for municipal water supply and some irrigation, a discharge limit of 0.25 ma molybdenum was imposed with specific water quality guidelines in the receiving creek. A review of all existing and potential molybdenum removal methods was undertaken prior to mine closure. The chosen process is a two-step iron co-precipitation with clarification and sand filration at a slightly acidic pH. A 4,000 usgpm (912 m3/h) treatment plant was constructed and commissioned in 1998, at a cost of $10.5M. The successful removal of molybdenum from the drainage water is explained with details on some design innovations and operational challenges encountered during plant start-up. Investigated sludge disposal options are discussed although the long term disposal scenario has not yet been finalised.

The Stillwater Mining Co. of Nye, MT, is operating a platinum-palladium mine that requires an extensive system of footwall laterals to facilitate mine production. The 10-year mine plan calls for more than 48,300 lineal m (160,000 lineal ft) of footwall lateral. A rapid tunneling and raising system is necessary to sustain mine production schedules and achieve production goals. This article describes the results of using a Robbins 4.1-m-diam (l3.5ft-diam) tunnel boring machine (TBM) to develop the footwall laterals and a Robbins RBM-6SP raise boring machine to develop raises at the mine. The Stillwater Mining Co is a partnership between Chevron Resources Co. and Manville Corp. Chevron Resources is the managing partner. When the mine began production in September 1986, the owners were primarily concerned with the actual production of platinum and palladium, the grade minable and the amount that could be mined. As mine development and mine production proved feasible, the owners considered higher production levels. The Stillwater Mine is developed by a system of adits (known as footwall laterals) that are driven parallel to the ore bearing zone. This led mine officials to consider using a mechanical boring machine in the primary mine development. Previously, tunnel boring machines have not been used successfully in mining applications. Therefore, the owners decided to purchase a used machine to reduce the potential risk.

Judging from the progress made in August 1989, drilling and raise boring of a 400-m (1312-ft) pilot hole at the Elura mine of Pasminco Ltd. in Southeastern Australia, an observer would never guess that the project had been delayed nearly a year. Moreover, two pilot holes had been abandoned in previous attempts. The challenge was to drill a 93-mm (3.66-in.) H size exploration hole between Elura's 400- and 800-m (1312and 2624-ft) levels. The hole needed to be kept within a 300-mm-diam (12-in.diam) target cylinder over the 400 m (1312 ft) distance. The deviation restriction of the initial core hole was necessary to precision ream a pilot hole to 330 mm (13 in.) and then raise bore a 6-m-diam (20-ft-diam) shaft, planned as the primary men and materials access between the two levels. Core was not really necessary to gain an accurate geological picture of the steeply dipping formation. Rather, the core barrel was used because it tended to drill a straighter hole. Using rock bits in the steeply dipping formation would have simply aggravated the problem of deviation. The core barrel and diamond bit optimized the probability of a straighter hole. However, on the first two attempts to drill the pilot hole, the bit was out of the 300-mm (12-in.) target cylinder within the first 50 to 60 m (164 to 197 ft), and the holes were abandoned.

INTRODUCTION The Metro Rail Project is approximately a 20-mile initial portion of Southern California's planned 150-mile transit network and will provide transit service to the dense population and employment centers within the Los Angeles regional core. The Southern California Rapid Transit District (SCRTD) has defined, as the first segment, a 4.4-mile five station rail line, which extends from the yard and shop area near Union Station to the Wilshire/Alvarado Station. Design packages are completed; utilities are currently being relocated; demolition is underway; early construction contracts have been awarded; and construction has started. This paper will describe the current status of the Metro Rail design and construction, after first briefly reviewing its history, objectives, and main components. PROJECT HISTORY The California State Legislature created the SCRTD in 1964 with a legislative mandate to design, construct, and operate a rapid transit system within the Los Angeles County area. To obtain the monies required to support this program, in June, 1974, Proposition 5 was passed by a solid majority, allowing a portion of state gasoline taxes to be used for rapid transit development. This measure provided a local source of funds for SCRTD to begin its rail rapid transit development program in Los Angeles.

INTRODUCTION Stillwater Tunnel construction is scheduled to start in the spring of 1973. The tunnel will be the site of an extensive program in rapid excavation research. This paper presents a progress report regarding our plans and relates the tentative decisions which have been made on how to carry out the research effort. The details are subject to revision as more input is obtained from other Government agencies interested in tunnel construction and from experts in industry and educational institutions. The objective of the research program is to bring about faster, less costly tunnel construction. This objective will be pursued through the development, improvement, and evaluation of various construction systems and investigative techniques. The need for this kind of program was recognized by the National Research Council, in its authoritative report "Rapid Excavation - Significance, Needs, Opportunities." (1) The Council advocated a federally funded $200 million, 10-year program to help meet the $69 billion market it expects in underground excavation between 1970 and 1990. The significance of tunnel construction to Reclamation is made clear by statistics of its tunneling experience and outlook. Reclamation has constructed 174 water conveyance tunnels totaling over 190 miles, Six tunnels are presently under construction which have a combined length of about 27 miles. There are on the books nine authorized, but unfunded tunnel projects totaling another 70 miles in length. Many more miles of tunnels are included in programs in various stages of investigation.

Alaska is in competition with the rest of the world for exploration dollars. Providing a "seed package" of airborne geophysical data for the state's numerous mining districts encourages companies to begin more detailed exploration in more areas than they could have afforded on their own. When data are already available, the initial risk decreases for people involved in exploration. Airborne magnetic and electromagnetic data help ge¬ologists and geophysicists determine what rocks and structures are present under overburden and vegetation. These data form a fundamental package that exploration companies want before intensively exploring most regions. Individual mining companies have conducted their own geophysical surveys during the past several decades. However, these data are not available to other companies. The companies able to afford geophysical surveys have less money for ground exploration after purchasing expensive, private geophysical data. Therefore, they are not able to explore as many places as they might. Additionally, since data are not shared with other exploration companies, the proprietary surveys do not foster intercompany competition to move projects forward. Individual prospectors and small companies can not afford their own geophysical surveys. "It is more often than not the grassroots exploration efforts of the smaller operator that leads to significant discoveries," said Klaus M. Using an instrumented laboratory high-pressure grinding rolls mill, the grinding force, gap dimension, mass flow rate and net mill power were measured for six coals and a crystalline quartz. A technique was developed to estimate the compressive stress-strain curves for compression of the materials in the mill plus the effects of elastic decompression. To reconcile the mill power and grinding pressure results, it was necessary to allow for the energy recovery on decompression. No clear correlation was obtained between the form of the stress-strain curves or the variation of specific mill power factor with the Hardgrove grindability index (HGI), although coals with the lowest and highest HGIs (i.e., 44 and 106) gave results significantly different from the other coals. Feeds below 140 mesh (105 µm) flowed more rapidly than coarser feeds and would not build up high grinding pressures. This indicated shearing and fluidlike properties rather than compression as a locked bed.

Most wastewater clean-up processes suffer from a fundamental lack of specificity in that a Reverse Osmosis process removes all dissolved solids, an Electrodialysis Reversal process removes all ions, wanted or unwanted, etc. Most techniques require the use of a membrane or contact surfaces that are prone to foul-up and are ineffective in situations where solids may be present. A photochemical process for the metallurgical industry on the other hand has the ability to operate specifically on targets that can range from one selected ion to an entire group of homologous species such as all biologically active species. Processes can be designed to change the oxidation states of a target altering the environmental impact. Several processes are currently in operation ranging from Cyanide removal to disposal of radiation wastes. This paper describes applicable photochemical processes with the help of certain key model examples.

9.1 INTRODUCTION Precious metals in a leach solution are extracted, concentrated, and purified to complete the process begun in the heap and to produce an end product which will provide an economic payback to the mine developer/operator. Several different processes are required to convert the dissolved precious metals into pure metal bars. This chapter discusses the actual production of metal once it has been recovered from the pregnant leach solutions by the zinc cementation (Merrill -Crowe) or carbon adsorption processes. Metal production is generally taken to mean the production of a fairly pure "dore" bar. This chapter also reiterates some information from Chapter 8 in a slightly different context, since the focus of Chapter 8 was a fairly detailed description of the two actual recovery processes, whereas the focus of this chapter is metal production. The sale of an intermediate precious metal product is possible (as opposed to the production of dore bars at the mine site); however, the value of the precious metals is reduced by the various charges and risks associated with precious metal processing. For this reason, most operators choose to produce the most refined metal possible in order to maximize project economics. Precious metals may be extracted from the leach solution by both conventional and unconventional processes. The conventional processes are activated carbon/electrowinning (ACE) and zinc precipitation (ZIP). The unconventional processes are resin ion exchange, solvent extraction, and direct electrowinning. A typical ACE process has two circulating loops. The first loop adsorbs the cyanide-metal complexes from the dilute leach solution onto the activated carbon. A second, separate solution loop removes the cyanide-metal complexes from the activated carbon into a strong solution, the electrowinning electrolyte. Activated carbon is transferred from one fluid loop to the other. The operating cost of the ACE process is directly proportional to the quantity of carbon stripped and thus to the quantity of precious metal produced. A typical ZIP process contains a single circulating loop. The solution is filtered, deaerated, contacted with zinc, and filtered again. The barren leach solution is then returned to the heap. In no Confederation of Independent States (CIS) country does the mining sector play quite so commanding a role as in the mountainous Central Asian republic of Kyrgyzstan. Its president, Askar Akayev, says he would like to develop his country into "a Central Asian Switzerland." However, in Switzerland, the gold is largely under the street along Zurich's renowned Bahnhofstrasse. In Kyrgyzstan, though, the gold is still in the mountains. Accordingly, Kyrgyzstan's recent adoption of a comprehensive new mining law has attracted widespread attention. Akayev recently completed a tour of the United States. His visit drew large crowds from the business community at events staged in New York and Washington, DC. The success can be attributed as much to the attractiveness of Kyrgyzstan's min¬ing sector as to the personal charms of the nation's president. Led by a half-billion-dollar investment by Canada's uranium giant Cameco, the mining sector is leading Kyrgyzstan's economic revival. And Bishkek is beginning to show some of the same signs of a "boom town" that already mark its Kazak neighbor, Almaty. Mercedes and BMWs already outnumber the Volgas on Bishkek's major traffic arteries. After nearly two years of debates involving government advisors and a final round of deliberation in Parliament, Kyrgyzstan finally adopted its second mining law. This followed quickly in the wake of measures enacted in neighboring Kazakstan and proposed in Russia. Kyrgyzstan's new law replaces the 1992 law "On Mineral Resources." It was one of the first enactments of an independent Kyrgyzstan. The 1992 law made a major contribution to the introduction of free-market economics in the country by ending the state monopoly over mineral exploration and development. It also laid the groundwork for an independent mining industry. According to Kyrgyz government reports, Kyrgyzstan has about 270 commercially viable deposits of almost 40 types of mineral resources. These include oil, gas, coal, precious-, nonferrous-, ferrous-, rare- and basemetals. However, the nation's key draw is gold. Since enactment of the first law, the government has issued more than 100 licenses for geological prospecting for and development of established deposits of gold.

Performance data from phosphate plants are often untrustworthy because of difficulties associated with highly variable feeds and unstable equipment operation. In some cases, this problem is further compounded by improper sampling procedures and unreliable laboratory analyses. Questionable data often lead to misleading conclusions that result in lost productivity and profits. Data reliability may be checked using mass balances, but the mathematics associated with this procedure can be overwhelming when multiple data sets or complex circuits are evaluated. To overcome this problem, a simple spreadsheet-based mass balance program has been developed specifically for plant operators. To use this program, operators simply enter a description of their circuit and input the assay values (e.g., % BPL, % Insol, etc.) for each stream. The program then generates the best estimates of the assay values and flags values that may be unreliable. The spreadsheet is specifically designed to be easy to use and requires no knowledge of statistics or programming. This manuscript reviews the mass balance problem and describes how spreadsheet programs can be used to evaluate plant data. An example problem involving the analysis of data around a two-stage phosphate flotation circuit is presented.

SUNNARY AND CONCLUSIONS Argentina presents to the foreign and local investors a mineral wealth that is largely unexplored, untested, underdeveloped and therefore incompletely evaluated. In view of the above, the new administration of President Raul Alfonsin through its Department of nines has designed and implemented a strategy ( Plan de Expansión Ninera P.E.M.), whose main objective aims at improving the "investment climate" in the sector. It is the Government's basic intention to apply the Mining Promotion Law with responsibility but with generosity to encourage the attraction of investment (local and foreign) to the sector. The establishment of a Data Bank system to evaluate possible new potential ore mining developments will help to connect the owners of potential projects with investors outside the sector. Argentina has an interesting gold ore potential. Estimated reserves of individual projects already known amount to almost 300 tonnes of gold for potential production. The government strongly believes and present information indicates that more systematic exploration has to be undertaken in the Jurassic areas that almost cover the whole of Patagonia. Two recent gold discoveries (Angela in the Chubut province, and Cerro Vanguardia in Santa Cruz province) indicate the potential of this area.

The slurry transport within the ball mill greatly influences the mill holdup, residence time, breakage rate, and hence the power draw and the particle size distribution of the mill product. However, residence-time distribution and holdup in industrial mills could not be predicted a priori. Indeed, it is impossible to determine the slurry loading in continuously operating mills by direct measurement, especially in industrial mills. In this paper, the slurry transport problem is solved using the principles of fluid mechanics. First, the motion of the ball charge and its expansion are predicted by a technique called discrete element method. Then the slurry flow through the porous ball charge is tackled with a fluid-flow technique called the marker and cell method. This may be the only numerical technique capable of tracking the slurry- free surface as it fluctuates with the motion of the ball charge. The result is a prediction of the slurry profile in both the radial and axial directions. Hence, it leads to the detailed description of slurry mass and ball charge within the mill. The model predictions are verified with pilot-scale experimental work. This novel approach based on the physics of fluid flow is devoid of any empiricism. It is shown that the holdup of industrial mills at a given feed percent solids can be predicted successfully.

The starting powders' physicochemical properties and consistency are essential for technical ceramic products to meet their performance specifications. The need for finer and more consistent powders has opened new technologies for synthesizing powders from atoms and molecules. However, submicron and near-micron powders obtained from conventional comminution and classification techniques are still competitive. This paper shows several examples from electronic ceramic applications of how we can use powder characteristics for micromanaging by design the ceramic properties such as the green and fired densities, slurry rheology, shrinkage during sintering, and the microstructure of the sintered bodies. The cross-disciplinary nature of the technology requires that the researcher not only should have a firm grip on the fundamentals of one or more disciplines, but also should be generally aware of the intricacies of other disciplines as well.

Large metallurgical complexes have more data than a small city and much of it is "real time," changing rapidly as internal and external conditions evolve. As corporations buy and sell assets and reengineer their staff, the structures and tools that were used to understand these data are lost. This results in significant deterioration in the ability to maintain a "smart" operation. The solution is to use the sophisticated new tools built for the Internet so as to leverage information in a familiar browser format that people can use and understand. This paper describes the use of Internet technologies with plant data. Examples are drawn from existing industrial sites. Users must project where this technology will lead - standing still is the most dangerous philosophy and the only one guaranteed to be obsolete. These examples show the way to leverage existing workers with information technology.

The CANMET diesel-related work, carried out in cooperation with the Canadian mining industry, resulted in the identification of several useful R/D studies. One such study was the development of a dash-mounted alarm signal system to indicate overexposure of production LHD diesel vehicle operators to toxic contaminants in a mine environment. The resulting instrument has been called the [CO2 Exposure Meter]. This meter is particularly applicable to LHD machines because previous investigations have indicated that operators of LHDs and some haulage truck drivers are exposed to up to 200% of the contaminant concentrations measured in the general mine return air. This paper describes the development of the system which continuously monitors and displays the operator's exposure to diesel pollutants, and indicates an overexposure by an alarm light. The overexposure limits are preset by mine personnel based on carbon dioxide (CO2) measurements, which in turn are related to simultaneous spot respirable combustible dust (RCD) measurements (or to Air Quality Indices - AQI, if available). The CO2 settings are, in general, related to the engine/exhaust treatment selections, vehicle duty cycle and local ventilation rates and efficiency. The system continuously displays one of three lights: green for underexposure, yellow for caution, and red for overexposure. Overexposure can occur for several reasons, such as: reduced ventilation, malfunction of the diesel vehicle, and excessive airborne contaminants. The paper confirms satisfactory operation of the system in a laboratory-simulated mine environment, as well as in field trials.

A plant trial of a new on-line pressure vessel rheometer for slurries, developed at Michigan Technological University, was carried out at a nearby copper concentrator. The rheometer measured the flow curves (shear stress vs. shear rate) of chalcocite slurries. Viscosity of non-Newtonian slurries changes with shear rate and so, for such slurries viscosity measurement at a single shear rate (often seen in the literature for grinding and classification studies) cannot be correlated to process performance. For these slurries, viscosity at various shear rates can be measured from flow curves generated by the pressure vessel rheometer. Other rheological properties, such as flow type and yield stress can be determined by this rheometer to better characterize the slurries. The slurry at the copper concentrator consisted of ground chalcocite ore. The solids content in the slurry varied between 30-60 % by weight. Top size of the particles was 125 micron, and 80% passing size was 34 micron. Measurements by the pressure vessel rheometer showed that most of the slurries had pseudoplastic flow at shear rates below -3000 sec-l, where the viscosity of the slurry decreased with increase in shear rate. Above -3000 sec-l, like a Newtonian fluid, the viscosity of the slurry remained steady. Flow curves and viscosity from the pressure vessel rheometer were verified with a Brookfield viscometer and a vibrating sphere viscometer, and the results were found to be accurate.

A computer code for ecological risk assessment (ERA), AQUARISK, has been developed and applied to evaluate the likelihood of biotic detriment due to exposure to acid rock drainage (ARD) from the Burkunga mine site in Australia Stream water quality monitoring data were used for the assessment and were compared with a) national water quality guidelines, b) literature derived ecotoxicology data and c) biological monitoring data. With bioavailability calculations, the code predicted that, for metals exceeding the guidelines, 44% of macroinvertebrate species above the mine and 100% below the mine would be adversely affected by the metals in the stream. This compares reasonably and conservatively with biological monitoring that showed observed reductions of 41% and 85% of species respectively at each site. Using literature data for macroinvertebrates to predict impact produced similar estimates to using data for all taxa. Use of speciation modeling also lessened the degree of reduction in the median water metal concentrations required to achieve acceptable impact (measured either by exceedence of criteria or by species likely to be affected) by a factor of 75%. This result implies significant economic and management benefits in relation to remedial engineering or water treatment options for sites.

Cement plants in the central Hudson River valley utilize limestones of the Helder-bergian Series of the Lower Devonian. Chiefly calcilutites, calcarenites, and cherty calcisiltites, these rocks represent progressively deeper environments, from lagoonal to neritic, with scattered reef deposits. Stratigraphic continuity is marked, and a layer-by- layer analysis shows strikingly constant chemical compositions. The structural picture varies from flat-lying and relatively unfaulted beds on the northwest, through gently folded and faulted beds on the north, to complex overturned beds with closely spaced imbricate faults on the south. Operating techniques are simpler in the north, where grade control is effected chiefly by the initial layout of the faces. In the south, grade control requires flexibility and frequent adjustment of faces or scheduling. A system of quarrying along strike has been developed, grade being computed from a cumulative foot-per cent graph of the critical oxides in each mappable layer. Balancing shovel production among the many faces is simplified by comparing production requirement ratios with ratios of the various types of rock in each face. Drilling and blasting limits are geologically controlled if warranted, or large blasts embracing several rock types are shot and the resulting pile of broken rock is staked along shovel limits.
