Identifying high value areas of unmined coal when large quantities of coal are available relative to annual markets is difficult because of the uncertainty of when the coal is to be mined. A GIS based methodology developed to value reserve coal in a producing coal region for the purpose of ad valorem taxation also identifies high value areas for mining investment. The methodology is unique in that it accounts for most mining, environmental, and market factors to determine when specific properties are to be mined. The methodology and data base are useful for directing regional exploration and acquisition activities toward most favorable areas.

Introduction A new mining agenda is before us. Born of government policies and world economies, the years ahead will show reduced growth. Metals, mining, and most other natural resource industries are inflation dependant and capital intensive. For these, a long period of contraction of outmoded and costly capacity will evolve. In some cases, this will be supplanted by new, lower cost capacity. But this will occur only if the cost of production - including cash operating and debt service costs - comes in at or below current market conditions. The industrial outlook for metals mining can be characterized as bearish. A US bank economist said mining companies planning their five-year forecasts should take current market conditions and straight-line them to the end of the decade. With low growth and low inflation, the real price of metals will remain flat or decline slightly. As a result, capital funding will be problematic. The low-cost producer will succeed. That means only the producer with low cash costs and low principal and interest costs per unit of production, will succeed. Gaining a perspective One must look back 30 years to see the evolution of the capital markets, for metal mine financing. This period can be divided into two economic periods. The 1950s were a time of stable economics. Mining companies earned and reported good profits. They had good corporate creditworthiness. In essence, mining companies of the 1950s were highly self-reliant. When equity infusions were needed, they were easily obtained. Financial management kept long-term debt low. Fixed rate, long-term financing was readily available in the long-term bond markets. The commercial banks of the 1950s were rarely used by the mining industry. When necessary, mining companies went to the banks for short-term financing - the kind that was needed for working capital requirements. Changing rhythms In the old rhythm there was an orderly market. Even into the mid-1960s, 75% of world annual copper production was controlled by eight companies: two in the UK, one in Belgium, and five in the US. During times of poor market demand, these producers would control supplies to the market. They took their losses out of retained earnings. Capital was easily restored during the ensuing good times. The new rhythm called for copper to be an economic means to a political end. Third World copper producers brushed aside the market fundamentals of commodity economics. Yet, the political solutions of these countries - their lack of response to the market - have seldom achieved their original objectives. Each commodity has its own old and new rhythm. Aluminum may have a similar rhythm, coming 10 to 20 years later than copper. By the late 1960s, changes were occurring. Inflation was on the rise. Ore reserve quality was falling. As a result, capital expenditures were necessary to maintain existing output. These costs created an increase in corporate leverage, thus adding to inflation and rising interest rates. Indicators A comparison of the gross national product (GNP) deflator index, consumer price index, and the metal mining deflator index is instructive. (Fig. 1 and Table 1). With 1972 equal to 1, note that the metal mining deflator reached its lowest point in 1967. From that point, the metal mining deflator has accelerated severely for 16 years. Only two minor downturns occurred during the business recessions of the mid-1970s and the early 1980s. In essence, Fig. 1 shows that while GNP has grown modestly, a miner's dollar in 1972 would require $3.48 in 1980. This is an almost 17% compounded growth rate over that eight-year period. Beginning in the late 1960s, for the first time in mine financing, the risk of success shifted from the corporate balance sheet to third parties. Limited-resource financings were taken up by banking syndicates that accepted certain of these risks. The lender needed to be well acquainted with the types of risks to be evaluated. These include resource quality and quantity, construction and completion, capital and operations costs, market risks, force majeure, and political and exchange rate risks. Project financings became the basis whereby mining companies were able to maintain their borrowing capacities. In essence, the lender was willing to share some of the project risk while only receiving lenders' returns on these investments. Homestake Mining Co. set out to complete final reclamation at a former open-pit gold mine in west central Nevada. The goal was to exceed regulatory standards by satisfying the company's own high corporate standards for successful reclamation. Homestake's completion requirements challenged available technology due to the unsuitability of heap material as a growth medium, the harsh environmental conditions of the site and the region's lack of native growth medium. Accomplishing these goals required enlisting a multidisciplinary project team to develop, test and implement appropriate and cost-effective revegetation alternatives.

In order to search for a more economical and effective roasting additive for extracting vanadium from stone coal and solve the question of the disposal of PVC waste, PVC waste was proposed as a novel roasting additive to enhance extraction of vanadium from stone coal and realize the comprehensive utilization of resources. By adding this roasting additive, the leaching rate of vanadium reached 94.5% under the conditions that the PVC waste addition was 10 wt%, the roasting temperature was 800 °C, the roasting time was 1 h, the sulfuric acid concentration was 15 vol%, the liquid-to-solid ratio was 1.5 cm3 /g, the leaching temperature was 95 °C, and leaching time was 4 h, which increased by 8.4% compared with that of blank roasting. The thermodynamics calculation showed that the decomposition reaction of mica was performed easier with the participation of HCl produced by pyrolysis of PVC. Meanwhile, The SEM-EDS and aperture test analyses demonstrated that more cracks and voids appeared in the roasted sample by roasting with PVC waste, which could facilitate the release and extraction of vanadium. Additionally, the TG-DSC analyses indicated that PVC could provide large amounts of heat for the roasting process to promote the decarbonization and roasting efficiency of stone coal because of its high calorific value.

"The Eglinton Crosstown Light Rail (LRT) Project is part of an $8.4 billion investment to expand transit in the Toronto, Canada area and is the largest transit project initiated in Province’s history. Settlement control and impact to over 1400 adjacent structures due to tunnelling was identified early as a critical project risk. The ground conditions along the 10km tunnel alignment consist of water bearing soft ground deposits (clays, sands, silts) which required careful analysis and control during design and construction. This paper will describe the process used to analyze settlements along the numerous of adjacent structures and evaluate achieved settlement results to those used during design. The paper will demonstrate that with the appropriate design specifications, selection of modernized EPB machines, and contractor performance, settlement can be maintained well below typical industry (volume loss) standards, expanding the application and suitability of soft ground tunnelling in sensitive settlement areas. INTRODUCTION The Eglinton Crosstown Light Rail Transit (LRT) Project is part of an $8.4 billion (2010$ CND) investment from the Ontario provincial government to expand transit in the Toronto, Canada area. The project is being developed by Metrolinx, an agency of the Government of Ontario to provide 19 kilometers of dedicated LRT service connecting the City of Toronto from the west to east along Eglinton Avenue. Upon completion in the year 2020, the Crosstown will be the first LRT constructed in Toronto. It will link regional and local transit, cut travel time along the route by half and provide over a thousand jobs during construction."

Because of complex geological environments, a number of coal reserves occur in inclined or dipping coal seams in certain parts of the world. Longwall top coal caving using split-level a singleentry panel system (SSPS) has been widely used for extracting such coal seams with large thicknesses (greater than 6 m) in China because SSPS can reduce or mitigate problems of coal outbursts, gate road deformations, overturning of shields, downhill sliding of shearer and armored face conveyor (AFC), and so forth, during mining of inclined coal seams. Depth of yield is the range of yield coal from the rib of the pillar to the boundaries where yield ends. It plays a significant role in maintaining the gate pillar stability. This paper presents a study on the stability of an unconventional water-obstruction gate pillar (UWGP) formed by SSPS to prevent water inrush in mining of an inclined thick coal seam in a coal mine in China. As the shape of this pillar is non-cuboidal, nonparallelepiped, a conventional empirical or analytical method is not applicable for studying its stability.

Nautilus Minerals and Neptune Minerals are betting that the next great metals rush will take place more than 1,500 m (5,000 ft) below the sea. Nautilus is the first company to commercially explore the ocean floor for gold and copper seafloor massive sulfide (SMS) deposits. Its main focus is the Solwara 1 Project, a polymetallic copper, gold, zinc, silver deposit that is under 1,600 m (5,200 ft) of water off the coast of Papua New Guinea in the western Pacific Oceans? Rim of Fire. Nautilus Minerals, in a joint venture with Placer Dome (now Barrick Gold), began its exploration of what would become the Solwara 1 area in 2005 with side scan sonar and dredge sampling. The dredge and grab sampling confirmed the grade tenor of earlier sampling by scientific research programs. The 45 dredge samples aver-aged 10.8 percent copper, 3.7 percent zinc, 224 g/t (6.5 oz/st) silver and 13.7 g/t (0.4 oz/st) gold. Nautilus has since staked out more than 300,000 km2 (115,800 sq miles) of tenement licenses and exploration applications in the waters off Papua New Guinea, Fiji, New Zealand, Tonga and the Solomon Islands. That is an area about the same size of the United Kingdom. Interest in Nautilus and its projects has grown tremendously since its inception. The company is now listed on the Toronto Stock Exchange. It has raised more than $300 million and spent more than $23 million on exploration. The company has gained the backing of mining majors such as Teck Cominco, Epion, Anglo American and Barrick Gold. It is positioned to become an emerging producer in 2010. Teck Cominco recently agreed to exercise share purchase warrants to acquire three million additional common shares of Nautilus at a price of US$15 million. This will take Teck Cominco?s shareholding to approximately 7.2 percent of the issued shares. Teck Cominco will conduct and manage a ship-based exploration program that will run in addition to the exploration that was already planned for 2008.

Several discrete-event simulation models have been developed for designing the conveying system capacities of underground coal mines. Most of these models require the use of a step-function approach to mimic the loading process at each conveyor loading point. Over the years, practitioners have generally employed one of three versions of the step-function approach. An important issue is how these three versions compare to each other in terms of simulated capacity requirements for belt conveyors. Another is-sue is how they compare to peak capacity design. This paper addresses these issues by statistically and quantitatively comparing their simulation results. The consequences and problems associated with using each version are also discussed and summarized.

Design and optimization of open pit limits are of paramount importance because they provide information for evaluating the economic potential of a mineral deposit and for developing short and long range mine plans. Many algorithms and their modifications have been used to design and optimize open pit limits. These algorithms have provided mine planning engineers with pertinent information in designing, optimizing and extracting ore reserves by open pit technology. However, they do not address the random field properties associated with the ore grades and reserves and commodity prices, and thus, fail to yield the truly optimized pit limits in any time horizon. In this paper, a new algorithm, MCSIMFNN, which overcomes these limitations is proposed and used to optimize open pit limits. The random field properties of the ore grade and reserves have been modelled using the modified conditional simulation based on the best linear unbiased estimation and local average subdivision techniques. Artificial neural networks are used to classify the blocks into classes based on their conditioned values. The error back propagation algorithm, in the neural networks, is used to optimize the pit limits by minimizing the desired and actual outputs error in a multi- layer perceptron under the pit wall slope constraints. The optimized pit value obtained by this algorithm has been compared to that from the Lerchs-Grossman's algorithm in a case study. The results are the same, but in random multivariable states, the MCSI MFNN algorithm is the most suitable for pit optimization. The method is also fast since it mimics the operation of the brain in the solution of the pit optimization problem.

Early flotation dealt primarily with the bulk concentration of sulphide minerals or the separation of one sulphide from another and was referred to as oil flotation because oils and fats were used as reagents. The separation or concentration of one nonmetallic mineral from another developed later with the use of fatty acids. Fatty acids are organic acids present usually as glycerides in tall oil and oils of fish, peanut, cottenseed, soya beans and ethers of veg¬etable and animal origin. Some, of these oils and their derivatives were used by the Phoenicians as early as 600 B.C. in making soap, and the use of such reagents in mineral dressing is referred to as "soap flotation". The first use of oleic acid for the recovery of minerals was the early agglomeration process.' The coarse particles of ore, from 1/16 to 1/4 inch diameter, were coated with large amounts of soap or oil and after screaming from the gangue were recovered by screening, hydraulic or table classification. In 1886, a patent was issued to Mrs. Carrie Everson in which the essential feature was the constituted commingling of pulverized ore, fat or an oil, either animal, mineral, or vegetable, for the purpose of effecting .a. union of the free metal or metallic portion of the ore with such admixed material whereby the same may be changed in subsequent separation of quartz or other rock therefrom by washing or other suitable means. The patent mentions the use of red, cotton seed, caster, sperm and linseed oils, In the early use of collectors the amount of oil for froth flotation was often 2 to 6 per cent by weight of the ore rather than pounds per ton.

Developing a strategic underground mine plan is challenging and investigating multiple scenarios may take weeks. This process can be sped up using the Theory of Constraints to isolate the bottleneck mining activity and simplify the mine schedule process. This paper presents a technique to apply the Theory of Constraints to test multiple cutoff grade scenarios in Mineable Shape Optimiser and quickly produce many high-level production-based schedules that can be easily interpreted using stope-by-stope graphs, the Hill of Value, and through incremental return analysis.

The effect of face resistance on ventilation air leakage through stoppings was measured in a twin development heading. Face resistance was varied by alternately tightening or loosening the face line brattice to change the line brattice leakage. Results indicated that tight brattice lines are necessary to maintain acceptable airflow at the face but result in higher leakage throughout the entire system, reduced overall ventilation efficiency, and higher operating costs. Conversely, a low face resistance which simulated an auxiliary fan/duct system gave reduced stopping leakage losses, higher quantities of air at the last open cross-cut and greater entire system efficiencies

Although mining is currently one of the smallest academic units on the Colorado School of Mines(CSM) campus, it is alive and well, with nearly 100 undergraduate and graduate students. For many years, Mines has had undergraduate and graduate programs in hard-rock mining. The school has recently transferred its physical mineral processing activities to the Mining Department. The program has also expanded to include tunneling, underground construction and industrial minerals. There are current discussions about increased research activities on cement and other construction materials. The Mining Department also teaches its share of what is called the “distributed core” courses with curricular requirements common to related programs, as well as mining safety and health, in conjunction with our continuing education department.

"Colored gemstones are most often mined in small scale artisanal mining operations. Sri Lanka is well known as source for precious stones since thousands of years. Gemstones are mine in small open pits, directly in rivers (river dredging) and in underground mines. Almost all mined deposits are alluvial deposits. PRECIOUS STONES AND DEPOSITS Precious stones from Sri Lanka are well known for thousands of years. Tales and legends from Arabia, India, China and reports from discoverers like Marco Polo describe the fabulous stones from Ceylon which was the name for Sri Lanka before 1972. Already 1000 BC King Salomon got valuable gemstones from the legendary Queen of Sheba on her visit to Jerusalem. Paintings (frescoes) of the “cloud maidens” with huge gemstones can be seen at the “mirror walls” of the Sigiriya rock fortress - one of the eight World Heritages Sites of Sri Lanka.And even today some of the most valuable and most desired gemstones come from Sri Lanka. The term “Ceylon Sapphire” stands for an excellent royal blue color of high quality corundum from Sri Lanka. Reason enough to look a bit closer how these gemstones are mined. Sri Lanka has rich gemstone deposits which are mined underground, in small open pits or directly within a river. Some of the primary deposits in magmatic and metamorphic rock are also known, but most gemstones are mined in secondary alluvial deposits. Gem bearing deposits can be found in a band from NW to SE. Highly probable deposits and main mining areas can be found around Ratnapura – the city of gems, down to the coast (Matale) and up to the region around Elahera. These secondary deposits are mostly thin layers of gravel and sand, so called “illam”. The depth can vary between some dm to 10 25 m or even almost 40 m. But the average depth is about 12 m. Gemstone mining is controlled, licensed and regulated by a special authority – the National Gem and Jewelry Authority - which was founded in 1993. Another task of this authority is the promotion and development of the gemstone industry and the control of import and export of gemstones. Any violence of the NGJA law can lead to a fine or even up to 5 years imprisonment. To increase the confidence in the gemstone industry the Authority offers a unique service to foreigners. All bought gemstones can be tested free of charge in certain laboratories in Ratnapura and Colombo. So visitors can be sure they got no imitations, wrong stones or even synthetic stones or glass. It was said that detected synthetic stones will be destroyed and the seller will do all he can to replace the stone with the right stone. Otherwise he will lose his license."

"Gold-mine effluents are often characterized by high concentrations of copper, ammonia and cyanide derivatives (mostly cyanates and thiocyanates). While not acutely toxic to birds, this water can be acutely toxic to fishes and invertebrates. In many jurisdictions, the effluent requires further treatment in order to pass a mandatory requirement to be nonlethal to species like the rainbow trout (Oncorhynchus mykiss) or Daphnia magna. Using actual mine water, it has been demonstrated that aerated moving bed biofilm reactors will biodegrade the ammonia, cyanides, cyanates and thiocyanates, thereby removing the toxicity associated with these components. By removing copper by precipitation the water can be made to pass acute toxicity tests. Tests have demonstrated that the process is stable between 4 and 25°C, with no significant changes in the treated water composition. Once the biomass is acclimatized, the process is resistant to upsets and requires very little inputs except for phosphorus and air. Furthermore, it has been demonstrated that an anoxic reactor can be added downstream of the aerated reactors to remove nitrates if required.IntroductionThis paper will demonstrate that gold-mine effluents, which are toxic to fishes and invertebrates, can be made nontoxic by using a combination of chemical precipitation and biological oxidation.The typical composition of gold-mine effluents will first be described. The applicable legislation will then be introduced, with its requirement that the treated effluent be nontoxic. The toxicity of a typical untreated effluent will then be confirmed, and the sources of the toxicity identified. After that, a number of toxicity reduction treatment methods will be presented, and the selected method will be described.The lab tests that confirmed the efficiency of the treatment method will be presented, with three phases of testing as the understanding of the process gradually improved. Toxicity test results showing that the water is nontoxic after treatment through the temperature range will be presented."

Northwest Alloys, a wholly owned subsidiary of Alcoa, produces magnesium from dolomite by reduction with ferro silicon and aluminum. This process produces alkaline by-products in quantities that allow their consideration for use as commercial by-products. Two such products are dicalcium silicate slag, Di-Cal, and magnesium oxide condensate, MgO. The alkaline properties of these materials offer acid neutralizing capability comparable to the traditionally used lime, therefore, warranting a study for their use in applications where the neutralization of acidic waters or process solutions is required, such as treatment of mine waters. In this ongoing study, three mine waters (Bunker Hill Mine, Berkeley Pit, and Blackbird Mine) were selected for treatment with Di-Cal and MgO. Lime was used as the background control. The solid precipitates were subsequently contacted with pure water at four different pH conditions for stability testing of prepared metal precipitates (expanded TCLP). It was found that neutralization with Di-Cal results in precipitates which are of equivalent to superior stability than those from lime treatment.

Eldorado Gold Corporation of Vancouver, B.C. owns and operates three gold mines. The Sao Bento underground gold mine in Minas Gerais State, Brazil produced 105,907 ounces in 1997. The La Colorada and La Trinidad open pit, heap leach mines in Mexico produced over 83,000 ounces in 1997. With a deteriorating gold market plaguing the industry throughout 1997 Eldorado had to take critical measures at each mine to enhance gold production while lowering cash operating costs. Each mine had its own unique problems to confront. This case study will discuss three distinct courses of action taken at the three mine sites.

"Considering the dominant role of fertilizers in global phosphate production, it is evident that with the ever increasing development in agriculture there will be a growing demand for phosphate beneficiation. With the rapid depletion of high quality reserves, investigations into more complex and lower grade ore bodies are required. The Minerals Processing Division at Mintek has been involved in process development and flowsheet design projects on phosphate resources since 2003. This paper will discuss the processes that Mintek has explored and employed to upgrade various phosphate ore bodies (>30% Phosphorous Pentoxide (P2O5)) in preparation for end user application. These are aimed at an improved understanding of ores in terms of their varying mineralogy and the development of appropriate process routes to meet product specification. OVERVIEW OF MINTEK Mintek is a state owned science council that undertakes R&D, consulting and sells products and services into the minerals beneficiation industry. Mintek has been in existence for 83 years with a current permanent staff complement of 750 of which 300 are professionals with a tertiary education. Being a non-profit organisation, the majority of funding comes from state grant and earmarked funding. All research is needs-driven exploring innovation through technology and process optimisation trends. Owing to a solid base of expertise, extensive laboratory and pilot facilities, and a historical database of knowledge, Mintek is well positioned and equipped to execute projects on a scoping, feasibility, prefeasibility and bankable level. USES OF PHOSPHATE Phosphate is the component in fertilizer essential for root and stem development in plants as well as rejuvenation of harshly depleted soil for which there is no agricultural substitute. Phosphate rock is essential for global food security with 87% used in the production of fertilizers. In agriculture as fertilizer, phosphate is one of the three primary plant nutrients in addition to nitrogen and potassium. In former times, it was simply crushed and used as is, but the crude form is now only used in organic farming. Normally it is chemically treated to make Single superphosphate (SSP), Triple superphosphate (TSP), or Mono-ammonium phosphates (MAP) and Di-ammonium phosphates (DAP), which has a higher concentration of phosphate and is more soluble, thus more suitable for plant absorption."

Crocidolite is a well known causative agent for mesothelioma. Studies have shown that the pathogenicity of the fiber from different mines varies considerably and it has been postulated the parameter that appears most likely to account for this variation is fiber width. Epidemiological studies have shown that ‘thin’ fibers from mining areas of Western Australia and the Cape Province, in South Africa are associated with a high mesothelioma risk while exposure to ‘thick’ asbestiform amphibole fiber of the same fiber type are associated with little or no mesothelioma risk. This study is concerned with ‘thick’ Bolivian crocidolite but similar findings also probably explain the paucity of mesotheliomas in the Finnish anthophyllite, South African amosite and African Transvaal crocidolite mines. The findings from the present study suggest the incidence of mesothelioma in the three major cities of Bolivia is not significantly elevated above background even though Bolivian crocidolite has been used for the past 60 years commercially and residentially in all three cities. Although some cases of mesothelioma may have been missed due to a failure to reach hospital or a shortened natural lifespan, mesothelioma generally occurs after the age of 50, we cannot tell precisely the extent to which these were confounding. We suggest the most likely explanation for the lack of mesotheliomas despite the large populations at risk from the long and extensive residential and commercial use of crocidolite containing products, is related to an increased fiber width distribution and a concomitant reduction in the ‘Stanton fiber size’ fraction.
